Welcome to the premiere issue of the Freeport Guide, a special publication of the Freeport Herald Leader in cooperation with the Freeport Chamber of Commerce.

The Freeport Guide is an “owner’s manual” to the village, for newcomers and old-timers alike. As editor Nadya Nataly can attest, producing the Guide was an eye-opening experience. After more than a Clifford year publishing the Herald Leader, we thought we Richner knew Freeport pretty well. But as you’ll see in these pages, the village has an amazingly rich social fabric.

So many services and organizations are available to residents. No matter what your interests, age, religion or needs, chances are there’s a group for you in this book. Whether you’re a visitor or life-long resident, we’re sure you’ll find something new and surprising in these pages.

Year-round, Freeport is a great place to live, work and play, but it is most alive in the summer, when Stuart the village’s heritage as a port and seafaring town Richner comes to the fore, and visitors flock to the Nautical Mile for world-class seafood and entertainment. elcome to the Incorporated Village of Freeport. We are so much more than a mile on the waterfront. Freeport’s financial stability has attracted economic development by major corporations (Land Rover-Jaguar, Porsche, Zwanger-Pesiri, Target, Burger King), which have invested more than $250 million in our village. Each year, we continue to evaluate and repair the village roads that need it most, mainly by using grant funding.

Robert T. Kennedy Our five straight years of zero percent tax increases with diligent municipal progress have benefited all Freeporters.

Enhancing Freeport’s law enforcement remains a top priority.

Our license plate reader system, which we obtained with the assistance of a grant from Nassau County, together with the hiring of 21 new police officers, have produced significant results. Crime has consistently declined — by 37.7 percent last year and 54 percent over five years.

Along with other local leaders, we continue to urge the state and federal governments to support and implement storm surge barriers at Jones and East Rockaway Inlets to protect all of Nas-

sau County from future flooding due to another Superstorm Sandy. We expect the Army Corps of Engineers to complete its feasibility study later this year.

Our village remains a magnet for tourism, a gateway to ocean beaches, a hub for great fishing and restaurant central, which includes the famed Nautical Mile of eateries, shops and gathering places. As a U.S. Navy veteran, I am proud that, for the 20th year, Freeport will be host the U.S. Naval Academy midshipmen as one of their ports of call this summer. They will be docked on the Mile.

Finally, I am honored to represent Freeport as the president of the Nassau County Village Officials Association, as first vice president of the New York Conference of Mayors and as a member of the U.S. Conference of Mayors. Being connected to these groups ensures that our voice will be heard at all levels of government, which helps improve the quality of life for our residents without cutting services.

Greetings from the

Freeport Chamber of Commerce The summer is almost upon us, and it is truly the season to spend time in the Fishing and Boating Capital of the East. Freeport is at its finest with cool breezes, warm sunshine and waterfront activities for all.

The Village of Freeport continues to be a town for so many in the community to live, work and raise a family. Non-residents enjoy visiting our community for a day of fun and relaxation. We have great residents and businesses throughout. Our Nautical Mile provides shops, restaurants and boating facilities and an annual Ivan Sayles festival. Entertainment is in no shortage, especially during the warmer months. Travel by car, boat or train — we are accessible by all modes of transportation. Boating slips are available as well as a water taxi, which will take you up and down the canals to see all of Freeport's nautical sights.

The Memorial Day Parade will take place May 28, when members will join all of the local community and youth organizations. Freeport’s annual fireworks show to celebrate Fourth of July is planned for July 5. Another one of our highlights this year is the celebration of our Freeport Fire Department's 125th anniversary on Aug. 11. Along with this celebration, the United States Navy midshipmen will arrive on the Woodcleft Canal.

These beautiful sailboats will arrive on Thursday, Aug. 9, and stay through the weekend to join in the celebrations. On Aug. 12, the Great Canoe Races will be held at Cow Meadow Park from 9 a.m. to 2 p.m. They're always fun to watch. A golf outing is planned for Sept. 20 at the Harbor Links Golf Course.

The outing not only provides a day for our members to relax and enjoy the sunshine, but also network with other businesses. During the hectic holiday season, the chamber hosts a Holiday Light and Boat Parade. Our local community boaters decorate their boats and put on a parade for visitors and locals alike.

The Chamber of Commerce continually strives to advance and promote the success of our local businesses. Whether retail merchants, restaurants, professionals or any service providers, the chamber is there to help foster success for all.

From monthly general membership meetings to networking events, the chamber promotes a healthy environment so that all may share their ideas and prosper. We proudly sponsor events throughout the year to help support our business community. We appreciate the working relationship with the Village of Freeport and all the wonderful personnel who support making our efforts a success. Here’s wishing everyone a successful summer.

Freeport school budget passes; Kight is re-elected trustee

Freeporter Cynthia Katz stopped by Columbus Avenue School in Freeport to cast her ballot in the school election Tuesday. She voted for the Freeport District’s $179.9 million budget, she said.

"No one wants taxes to go up,” Katz said, “but we have to make an investment in future generations.”

She also voted for the Freeport Memorial Library budget, which totaled $6.3 million.

2018-19 was, in fact, the fourth straight year that the Freeport District lowered its tax levy, and the sixth year

Area of Village — 4.8

square miles.

Population — 42,848, with a diverse community of families from all around the world, though many are from Latin America and the Caribbean.

Government—Five-member

Board of Trustees with an elected mayor. Current government is a bipartisan coalition of Democrats and Republicans.

The village is also part of Nassau County, which is governed by a 19-member elected Legislature and an elected county executive. The village is in the 5th Legislative District.

The incorporated village is the second largest village in New York state.

The Village of Freeport is celebrating its 125th anniversary this year.

It’s not only the second largest village in the state, but also one of the most ethnically and racially diverse waterfront communities on the South Shore. With a population of 42,848, Freeport is home to some of Long Island’s top seafood eateries, and pleasure and fishing charter boats depart regularly from the village’s famed Nautical Mile — making it one of the coolest destinations for food and fun.

The summer season officially kicks off Memorial Day weekend and is celebrated with the annual Nautical Mile and Blues Festival during the first weekend of June. The Nautical Mile is on Woodcleft Avenue, which runs along the west side of Woodcleft Canal. The waterfront strip helped Freeport earn a No. 7 ranking on the Matador Network’s list of 20 coolest towns in the U.S. The travel website awards communities with “their own economic/local heart,” “cool natural features” and “a global citizenry feel.”

Freeport has made a tremendous comeback since Hurricane Sandy, with the entire Nautical Mile revitalized and a number of homes elevated.

Village residents continue to give back to their hometown, whether it’s through canal cleanups, rebuilding efforts or community service with the nonprofit Friends of Freeport, which has supported displaced storm victims since 2012.

Besides Woodcleft Canal, the south part of the village has several other canals that offer boaters access to Freeport Bay, and from there, the Atlantic Ocean via Jones Inlet. Freeport has extensive small-boat facilities and a resident fishing fleet.

The village is 28 minutes from John F. Kennedy International Airport and has easy access to the Long Island Rail Road and NICE bus service.

During the summer, Freeport is a gateway to Jones Beach, one of the largest state beaches in New York.

It’s a Freeport thing — and to understand, it requires a stroll and dinner on the Nautical Mile, a workout at the Freeport Recreation Center, a meet-and-greet with a local writer at the Freeport Memorial Library or a football game at Freeport High School.

The village is a magical place, with a little something for everyone.

Freeport’s so cool — as in laidback — that any tourist can immediately feel at home.

t’s an annual tradition for Freeporters to attend the spectacular Memorial Day weekend display of flying stunts over the Atlantic Ocean that marks the start of the summer season for many spectators gazing at the skies over Jones Beach during the Bethpage Federal Credit Union Air Show. By Maya Brown There is little doubt that Freeport Recreation Center, at 130 E. Merrick Road, is the heart and soul of the village. It’s home to hundreds of recreational activities that anyone from throughout the community can participate in. Serving the community as the hub for health and wellness, the center is committed to providing Freeport families and visitors with an array of activities for people of all ages.

Children’s programming ranges from karate to fencing, and includes yoga, golf, Zumba, basketball, lacrosse, and swimming and ice skating lessons.

The Recreation Center is also the home of the Freeport Devils, members of the Nassau County Municipal Swim Conference. The Devils swimming program runs from June through August, with participants ranging in age from 6 to 16, who compete against other Nassau County teams.

Neighbors helping neighbors get home

heir red shirts and work gloves make them easy to recognize — they’re a friendly bunch of volunteers who in the wake of disaster rallied around their neighbors. Over five years ago, black 50-pound trash bags, full of demolition debris and waterlogged belongings, lined the streets of Freeport after Superstorm Sandy, which left a long trail of destruction on Oct. 29, 2012. After Sandy, the nonprofit Friends of Freeport quickly formed to help many local families return to their homes. Since then, the group has been repairing Sandy-damaged homes nearly every Saturday. If they’re not gardening, they’re hammering.

“We try to help as many people as we can,” said Lois Howes, the organization’s founder and president. “We mostly help people in close proximity to Freeport, but we’ve gone further. We’ve

Parks are the village’s backyards

P

arks are more than just five-acre lots with playground equipment. They are outdoor community centers and giant backyards for so many. In Freeport alone, there are eight parks — Waterfront Park, Frank O. White Memorial Park, Glacken Park, Sea Breeze Park, Milburn Creek Park, Cleveland Avenue Field, Martin Luther King Jr. Park and Randall Park. There’s also Nassau County’s Cow Meadow Park in south Freeport.

Hometown parks are the weekend destinations of Little Leaguers and soccer players lost in competition or amateur ornithologists in search of rare birds. The Freeport Memorial Library has also been known to host events in the park over the years.

Freeport’s parks have any number of amenities, from brightly colored playgrounds to baseball and soccer fields, and basketball and tennis courts. Frank O. White Memorial Park

The 45th annual Freeport Hudson Anglers Shark Tournament took place in June 2017 and welcomed more than 70 boats full of fishermen.

T

he cool, foggy morning and choppy waters were a big concern for officials of the 45th Annual Shark Tournament hosted by the Freeport Hudson Anglers in June 2017. Many participants hung out at the Guy Lombardo Marina before 5 a.m., waiting for FHA President Dave Gross to make the call whether the competition would be held, worried that a thunderstorm prediction would ultimately put a stop to it.

Fortunately, the weather held, and the tournament went off as planned, with more than 70 boats competing. The FHA has hosted the shark tournament for 45 years, with participants annually reeling in a substantial number of sharks, which are cut into steaks and donated to local food banks and soup kitchens. Prizes totaling $200,000 in cash and goods are offered in a variety of categories.

With their families and friends, participants attend the Captain’s Night Dinner on the Friday before the tournament.

to the starting line. The competitors, who headed 30 to 40 miles into the Atlantic, where the bigger sharks swim, followed them. Fog shrouded the water farther out to sea, and saltwater splashed over the lead boat as it cut through the chop. By 6 a.m., all of the competitors were off.

The first boat arrived back at Guy Lombardo Marina around 3:30 p.m., with a mako shark. As the clock ticked toward 6 p.m., the other competitors started heading back to the marina, radioing as they reached the check-in point near the Meadowbrook Bridge. Any fisherman who checked in with the committee boat after 6 would be disqualified.

At the marina, National Marine Fishery Service volunteers were on hand, helping FHA members to weigh and measure the sharks to ensure that they were large enough to keep. Nancy Koler, a NMFS representative, said, “They caught mostly thresher and mako at this tournament, and they’ve brought in one blue shark.”

Winners were announced at the end of the evening. Spectators cheered as the captains of each of the boats and their crews stood in front of the winning catches.

The Great Canoe Races are a 43-year village tradition. Competitors of all ages are welcome.

eople come from near and far to compete in Freeport’s Great Canoe Races, a more than 40-year-old tradition held each summer along Freeport’s waterfront. The event, which is a series of races, usually takes place on a hot and sunny Sunday in August, drawing a crowd of about a hundred, with winners awarded medals.

Some competitors are children as young as 9 years old, who are teamed up with a parent or family friend. Some participants come from throughout the Northeast. The Pennsylvania Ski Patrol has attended. The enthusiastic spectators love it when at least some of the competitors inevitably “swamp” their canoes and nevertheless attempt to carry on in their waterlogged boats.

The races are hosted by the Freeport Chamber of Commerce and sponsored by the Freeport Police Athletic League, with support from the Village of Freeport. Part of the funds raised support youth programs and activities sponsored by PAL. Another portion goes to host chamber activities.

Hopeful to bring new members aboard its cleanup boats, SPLASH held an open house on April 28, 2018, at its headquarters on Woodcleft Avenue — the Nautical Mile. Freeport residents, along with residents from neighboring communities, attended the event to learn

how they, too, can help keep the waterways clean. The group needs volunteer boat captains and crew members to continue to kick off the summer cleanups, according to Rob Weltner, the SPLASH

iving in Freeport, adventures on the water are inevitable. • The Ecotour, for which the owner will guide you through Middle Bay’s islands and mudflats, pointing out the abundant wildlife. The tour is popular among Boy and Girl Scouts, but is open to all.

• The Sunset Paddle, a leisurely evening tour of the bay just as the sun is falling below the horizon in fiery shades of red and orange that light up the water.

• The Full Moon Paddle, which usually launches between 8 and 8:30 p.m. and returns around 9:30 or 10. Few boats are out then, so it’s quiet on the water.

Nautical Mile, better than ever

O

n a Friday at 2:30 p.m. in the spring of 2017, a Harley Davidson rumbled up Freeport’s famed Nautical Mile, a.k.a. Woodcleft Avenue, followed soon after by a very expensive, very red Italian sports car, revving its engine. Couples strolled casually up and down the street in search of the perfect bar or restaurant to spend an evening.

Already the outdoor eateries, with their umbrella-shaded tables, had begun to fill up.

By all appearances, you wouldn’t have known that 4 ½ years before the Nautical Mile was a desolate shell of its

former self, nearly wiped off the map

by Superstorm Sandy, which flooded the street and leveled structure after structure.

“The Nautical Mile has been set back 50 years in time,” Jerry Bracco, owner of Captain Ben’s and Bracco’s, told Edible Long Island in October 2013, a year after the storm struck.

Today, however, new life has been breathed into the Mile. Many, if not most, of the restaurants have returned. Sleek powerboats are moored side by side with massive party vessels and fishing trawlers.

The fish markets are back too. In a little room behind Two Cousins Fish Market, Norberto Flores was making quick work of the fresh fish that custom-

ers brought in for cleaning and deboning.

With a single stroke of his knife, he sliced off all the scales on one side of the fish, before quickly turning it over and repeating the procedure.

At nearby Rachel’s Waterside Grill, a fine restaurant with panoramic views of the water, owned by Ivan Sayles and Rich Venticinque, diners sat in comfort, lost in conversation, paying no attention to the stark-white yachts that passed by in the canal. It all seemed so normal.

There is still the occasional abandoned building or debris pile on the Mile, reminders that Superstorm Sandy had roared into Freeport in 2012. These days, though, those reminders are fading fast, and folks say the Mile is better than ever.

Blues Festival opens the summer season on the Mile

T

he Nautical Mile Festival and Blues Festival, which run in tandem with a variety of other smaller Nautical Mile celebrations, opens the summer season in Freeport. 2018 will mark the festivals’ 32nd year. The festivals are among Freeport’s long-running traditions that welcome the greater Long Island community, drawing thousands to Woodcleft Canal for a day of merriment. Visitors stroll the Nautical Mile and shop — and, of course, eat. Specialty foods are offered on the Mile from local vendors and restaurants.

To give that island feeling, steel drum bands play, and at Sea Breeze Park, there is always an impressively long lineup of acts performing at the Blues Festival. There are also plenty of kidcentered activities, including face-painting and rides at Sea Breeze Park. Adults have their own recreational opportunities, including boat rides and fishing. Annually, the mayor, along with local dignitaries, hold a ribbon-cutting ceremony at noon to kick off the festivities.

The Nautical Mile Festival has something for everyone — delicious food, great music and lots of wholesome family fun for the kids. Various vendors, some representing groups and clubs in Freeport, are also present.

Twenty years of U.S. Naval Academy visits to Freeport

E

ach summer for the past two decades, a line of a half-dozen 35-foot-long, blueand-white sailboats have appeared on the horizon as they make their way from the Atlantic Ocean through Reynolds Channel and Freeport Bay. They come full of U.S. Naval Academy midshipmen — 40 in all — who meet and greet Freeporters and folks from throughout Long Island while docked in the village.

The annual visit is part of the Academy’s Squadron Training Program. It’s an opportunity for the midshipmen to test their maritime skills learned at the Academy, and for Freeporters to interact with the men and women who will become future naval officers.

Local families and military veterans, particularly Navy vets, spend two afternoons inspecting the sailboats, under the guidance of the midshipmen, as pleasure boaters, jet skiers and fish-

ermen ply the surrounding waters.

The Chamber of Commerce provides midshipmen with “chamber bucks,” redeemable at local eateries, and the sailors are free to use the Freeport Recreation Center.

Each boat can accommodate up to 10 sailors. Most midshipmen are ages 20 to 26, from different parts of the United States. On the Saturday of their visit, the village hosts a barbecue at the recreation center for them. By Sunday afternoon, the sailors are back on their boats, preparing for the trip back to Annapolis.

Freeport Memorial Library The central hub of information and social connections

By Maya Brown Freeport Memorial Library is a second home to so many local residents, from children to older adults.

Kids can take part in fun activities, check out books and use the computers in a designated Children’s Room, while young adults can hang out in the Teen Resource Activity Center, where they can receive homework help, and read hardcover books and e-books.

Adults often use the Computer and Career Center to seek work opportunities, or they may simply want to check out a book, movie or CD. And any Freeporter can register for a number of different programs and engage in volunteer opportunities.

The library also offers free museum passes to Freeporters. Families and individuals can check out passes to visit museums in New York City and on Long Island. The library also serves as a central meeting location for a number of local

housands of Freeporters will line Merrick Road on May 28 to take in the community’s Memorial Day Parade as they honor the village’s veterans and remember those who died in service to their country. Annually, members of the American Legion’s William Clinton Story Post No. 342 host the Freeport Memorial Day Parade. The 2018 grand marshal will be John Remsen Jr. After the parade, a ceremony to honor veterans will take place in front of the Freeport Memorial Library at 10:45 a.m.

Marchers will include Mayor Robert Kennedy, village trustees, government officials, members of the Freeport clubs and organizations, firefighters, police officers, and Town of Hempstead and Nassau County elected leaders.

The William Clinton Story Post No. 342 was organized in 1919, a year after World War I ended. The legion has been involved in organizing Freeport’s Memorial Day parade since the first one in 1920. Since its earliest days, the legion has awarded scholarships annually to graduating seniors from Freeport High School. The American Legion also advocates tirelessly for the rights of veterans and their families. The William Clinton post meets on the third Wednesday of the month at 7 p.m. at the Freeport Memorial Library.

At the same time, the district underwent a number of updates, including renovation of classrooms, science labs and bathrooms, along with electrical and lighting projects. One of those projects included the revitalization of the track and field at Dodd Middle School.

The district is also in its second phase of technology infusion. The school buildings are equipped with Chromebooks and iPads in the classrooms or on carts. Meanwhile, at Freeport High School, all 2,000-plus students have received Chromebooks, which have enhanced learning opportunities in science, technology, engineering, arts and mathematics classes. FHS is one of the largest high schools on Long Island, offering 24 Advanced Placement classes, Honors classes and BOCES programs, among many other initiatives.

Dollars for Scholars The Freeport Dollars for Scholars chapter is a nonprofit foundation that supports the academic success of students who reside in the Village of Freeport. Funds raised are used for scholarships given to students graduating from sixth grade at Atkinson Intermediate School, eighth grade at Dodd Middle School and 12th grade at Freeport High School. They also reach out to private and parochial high school students. The awards ceremony is held every May at Freeport High School.

The Parent Teacher Associations The Freeport Council of Parent Teacher Associations is a member of the Nassau District PTA of the New York State Congress of Parents and Teachers and is a branch of the National PTA. The Council coordinates the activities of the individual school PTAs.

POLICE Department

he Freeport Police Department was established in 1893 and is now made up of more than 100 sworn members. The department works alongside neighborhood watch committees, civic associations and local nonprofits as partners in crime prevention.

The Freeport Police Department was also the first department in Nassau County to implement body cameras. Three years ago, the village installed a fiber-optic system of license platereader cameras that continually feed data into a central monitoring station, down the hall from the mayor’s office in Village Hall.

The cameras read up to 190,000 plates a day, and officials check for outstanding summonses and arrest warrants. Last year the village impounded some 1,600 vehicles thanks to the cameras.

Additionally, 72 people were arrested — including a man who was wanted for murder in Virginia — and 7,000 summonses were issued. The FPD has reduced the crime rate by 53 percent in the last five years and 37 percent year to date.

When the officers are not patrolling Freeport streets, they’re participating in community events and mentoring students in the public schools. The police and schools work together in the Adopt-A-Cop program. FPD representatives are also available to lead discussions at club and organization meetings about how to read crime trends in the community and spot suspicious activity.

t’s a small school with fewer than 100 students, but for the last 60 years, Woodward Children’s Center has been a beacon of hope for families with emotionally disturbed and autistic schoolaged children. Gertrude Berman started the school.

She was a New York City schoolteacher from Freeport. Her interest in helping students was recognized by a number of parents from the community who consulted with her about their troubled children. he Freeport Fire Department is comprised of more than 300 volunteers from throughout the community. The department operates a truck company, engine company, emergency company, fire police squad, dive team and five hose companies. The department protects roughly 43,000 people living in the Freeport Fire District. Each year, the department responds to nearly 5,000 fires, EMS calls and other emergencies.

Freeport Sanitation E-Cycling Program

What is it and how does it work?

Freeport is a registered electronic waste recycling facility, or E-Cycling Program, which recycles electronic waste.

That protects the environment by keeping toxic materials, such as lead, mercury, cadmium and arsenic, from entering the waste stream. With the rapid pace at which technology is advancing, people are purchasing new computer systems, televisions, DVD players and other electronic components in record numbers.

Industry experts estimate that American consumers dispose of 400 million units of electronic equipment per year.

A change in New York State Law took effect on Jan. 1, 2015. Consumers may no longer dispose of electronic equipment in landfills, waste-to-energy facilities, the trash or at the curbside for pickup. Residents are now required to call (516) 377-2289 to schedule an e-cycling special pickup.

In addition to these curbside special pickups, residents may also bring e-waste

to the e-cycling container just north of the Freeport Public Works complex, 355 Albany Ave. Electronic special pickup is required for the following items: • Computers (all personal information should be erased.)

WORSHIP Our Holy Redeemer congregation brings worship to the water

By Julie Loney It was the summer of 2017. In front of the famed Al Grover’s Dock in Freeport stood a wooden cross and a rowboat that served as an altar. It was a perfect place to pray for Our Holy Redeemer Roman Catholic Church’s annual “Mass on the Waterfront” summer series.

During one Mass under a white tent equipped with speakers and folding chairs sat nearly 100 worshippers, with people spilling onto the sidewalks of Woodcleft Avenue in Freeport.

As the priest entered this open-air chapel, parishioners sang the entrance hymn, “Come to the Water.” The Rev. Douglas Arcoleo led the service, expressing his gratitude to the village for allowing the church to use this waterside space to worship. Parishioners appeared to appreciate the chance to worship in this sun-filled chapel as well.

“New life is being breathed into this village family of Freeport, which does big things up and down the eastern seaboard. We see it in the businesses and neighbors that continue to call Freeport home,” Arcoleo said.

The Our Holy Redeemer Roman Catholic Church celebrated its first Mass on the waterfront nearly seven years ago, on July 10, 2011, outside of Grover’s Dock, at 175 Woodcleft Ave. Arcoleo noted that Jesus Christ brought his disciples to the water to teach important lessons.

Town of Hempstead The Town of Hempstead, founded in 1644, is the largest township in the United States, encompassing 142 square miles with a population of roughly 760,000 people.

Within the town, there are 34 unincorporated areas and 22 incorporated villages, more than 65 parks and marinas, and 2,500 miles of roads.

Hempstead is overseen by a town supervisor — currently Democrat Laura Gillen — and a six-member Town Council. The six council members are elected from one of six districts. The supervisor has a two-year term, and the council members have four-year terms of office.

The supervisor is the chief executive officer of town government, presiding over all town board meetings and directing the legislative and administrative functions of that body. The supervisor also oversees the day-to-day operations of a municipal government of 24 major departments. As the town’s chief financial officer, the supervisor is responsible for the creation and the implementation of a town budget.

Council members are responsible for adopting the annual budget, amending the town code and the building zone ordinances, adopting all traffic regulations, and hearing applications for changes of zone and special exceptions to zoning codes.
