VILLAGE OF ROCKVILLE CENTRE As an incorporated village, the government of Rockville Centre handles many of the responsibilities usually left to the county and state in other municipalities. The village, which employs about 215 people, operates a police department and a court system, maintains its own electric, water, public works, sanitation, building and parks and recreation departments and has community development and senior services agencies. It contracts with a volunteer department for fire protection. The mayor of Rockville Centre is Francis X. Murray, who was elected in 2011 to a four-year term. Deputy Mayor Nancy Howard was also elected to a four-year trustee term in 2011. Trustee Michael Sepe was elected in June of 2011 to also serve a four-year term. Ed Oppenheimer and Kevin Glynn were elected to their four-year terms in June 2009. The Board of Trustees usually meets in Village Hall on the first and third Mondays of the month except in August. Public briefing sessions are held either the Thursday before or an hour before the regular meeting. The court system is overseen by two elected justices. Justice William Croutier was elected in 2007 and Justice Kevin McDonough was elected in June 2009. The court meets on the second and fourth Tuesdays of the month at 6 p.m. for arraignments, and every Thursday for conferences and trials. This schedule is subject to change.

HISTORY THE FIRST SETTLERS It wasn’t until December 1643 that the English came into contact with the Native Americans of today’s Town of Hempstead. The followers of Rev. Richard Denton had come over from England in 1630 on one of the boats that followed the Mayflower. A restless man, Reverend Denton took his flock from Watertown, near Boston, into the wilds of Connecticut before purchasing the land that today comprises most of southern Nassau County.
THE REVOLUTIONARY WAR Shortly after the Battles of Lexington and Concord, fighting broke out on a deeply divided Long Island. The rebelsympathizing North Shore separated from the Tory backers in the Town of Hempstead on the South Shore, the basis for today’s political division of North Hempstead from Hempstead. In June 1776, nine Tories were reported hiding in two boats in a swamp and when a band of rebels went in search of them, gunfire was exchanged. The location of the skirmish was at De Mott’s Mill near where Maine Avenue crosses Peninsula Boulevard in Rockville Centre today.
YEARS OF DEVELOPMENT Through the end of the 18th and the first half of the 19th centuries, Rockville Centre remained a small community of farmers and millers. In 1848, Robert Petitt came to the area convinced that it could become a prosperous business district and opened Rockville Centre’s first general store at the present day intersection of Merrick Road and Lincoln Avenue. Petitt figured that a good way to make his store the center of town would be to open a post office so residents would not have to travel to Hempstead. Selecting a name for the station turned out to be much more difficult than it seemed. Petitt wanted to honor Mordecai Rock Smith, the leading resident of the town, but the names of Smithville, Smithburg, Smithfield and Smithtown were already in use. Rock-

ville was also rejected before Petitt finally added “Centre” to the name. In 1893 the newly incorporated Village of Rockville Centre had five volunteer fire companies but no major source of water, and an expanding business district, but no street lighting. The village built its first power plant in 1898 on the same plot as the original water department building that had been established in 1895.
THE MUSEUM OF THE VILLAGE OF ROCKVILLE CENTRE AT PHILLIPS HOUSE The Board of Trustees of the Museum of the Village of Rockville Centre announced last spring that after more than 30 years, the Board of Regents on behalf of the New York State Department of Education granted it an Absolute Charter. Originally built in 1892 for Captain Samuel F. Phillips, the house on Hempstead Avenue was acquired by the village for the purpose of becoming a museum. The museum is operated by a Board of Trustees, consisting of 15 volunteer members who maintain the collections, archives, gardens and interior of the building.
The museum serves as a place to preserve the history of Rockville Centre. Local groups and school classes visit the museum during the year. It hosts special events and receptions and provides guided tours of its exhibits. Throughout the year, the personal collections of local residents are on display. This summer it has a beautiful collection of handpainted French Limoge Boxes. The museum has been fortunate over the years and has acquired various historical items that have been added to its permanent collection. Visitors gain a sense of their heritage and the history of Rockville Centre. An Honor Roll of the museum’s generous supporters is currently being designed and will be displayed in a prominent location in the museum. For further information on becoming a supporter, contact President Frank Seipp at (516) 7647459. There is no charge for admission to the museum. It depends solely on the generosity of visitors. The museum is open to visitors during the year on Saturdays and Sundays from 1 p.m. to 4 p.m. Its summer hours are Sunday only from 1 p.m. to 4 p.m. Special tours can also be arranged by appointment.

POLICE AND FIRE DEPARTMENTS POLICE DEPARTMENT The Rockville Centre Police Department has authorization for 52 sworn officers and a support staff of 42 civilians, including dispatchers, neighborhood aides and crossing guards. The department is assisted by an 18-member auxiliary force that logs in more than 2,800 hours a year of voluntary service ranging from special events such as the St. Patrick’s parade to Friday and Saturday night youth patrols. Rockville Centre is one of only nine agencies in the region accredited by the New York State Division of Criminal Justice Services, maintaining full compliance with 136 training standards. The department supports a rigorous, professional training program, logging more than 800 hours in areas such as emergency vehicle operations, field sobriety testing, hazardous materials
handling, firearms, use of force, active shooter response, narcotics enforcement and gang intelligence. All members are compliant with federal standards of the National Incident Management System, which is required by the Office of Domestic Preparedness in the Department of Homeland Security. Its top four executive officers have all completed the prestigious and demanding 10-week advanced investigative and management training courses at the FBI’s National Academy at Quantico, Va. In 2011, Rockville Centre became the first village in Nassau County to start a Police Explorer program. Affiliated with the Boy Scouts of America, the program is open to 14- to 19-year-old males and females who wish to explore a possible law enforcement career. Members experi-
ence close order drill, police communications, handling a domestic incident and all around police work and have the option of competing in a nationally-sponsored annual competition. The Police Department offers programs in bus and bicycle safety for youngsters; burglary prevention, security surveys, and a Neighborhood Watch program for homeowners; as well as travel and specialized crime prevention for seniors. The department handled more than 15,000 calls for service in 2011, including 2,000 medical aided cases, more than 1,000 traffic accidents, over 1,500 criminal complaints and investigations, and more than 300 custodial arrests, making Rockville Centre the third busiest agency behind the Hempstead and Freeport police departments.
FIRE DEPARTMENT The Rockville Centre Fire Department has more than 330 members and is the largest of its kind in New York state. The members are all volunteers, local residents who join one of seven separate fire companies located in the department’s five firehouses. The department is led by Chief John H. Busching, First Assistant Chief John S. Thorp III, and Second Assistant Chief Robert J. Seaman. In 2011, the department answered more than 2,621 alarms, including 1,820 calls for emergency medical services; 801 other alarms that would include automobile accidents with personal injury, reports of structure fires and “still alarms” (carbon monoxide alarms, vehicle fires, brush fires, and others); and over 20 requests for mutual aid assistance from neighboring fire departments. The efforts of the Bureau of Fire Prevention, together with the residents and business owners, resulted in only three working fires in 2011. The members of the department meet several times weekly to train, drill, and to ready their apparatus and equipment for alarms. Training is held on both the company and department levels, and is coordinated by the department’s Board of Instruction. Over 500 manpower hours are expended by these volunteers each week in preparation and readiness alone. During Hurricane Irene in late August, 2011 the department handled over
10 storm-related alarms during a 24hour period. During this time more than 92 members left their own homes and families and stood by in their respective firehouses in order to be able to respond more safely and efficiently to emergencies in the village. The Bureau of Fire Prevention works year-round conducting inspections of commercial establishments throughout the Village to ensure compliance with village, county and state fire codes. The bureau also provides speakers and presentations for numerous groups including elementary and middle school students and senior citizens. The Fire Police Squad, comprised of members from all seven fire companies who volunteer for this extra assignment, assists the Rockville Centre Police Department by directing traffic at auto accidents and fire alarms, thus freeing officers to perform other law enforcement functions. The Fire Police also assist with crowd control and traffic direction at large village functions such as the annual fireworks display and 10k, 5k and Family Fun run. The department added to its rich history in 2011 by forming a Junior Fire Department. Young men and women 13 to 17 years of age may join the juniors, where they will learn the basics of fire fighting, and develop the character and camaraderie necessary to be a member
of the department. Upon their 18th birthday they may become firefighters or fire medics and will already be familiar with department operations. The department operates 22 pieces of equipment including three chief’s cars, an aerial ladder truck, a tower ladder truck, five engines, an antique engine, a heavy rescue truck, two ambulances, an EMS first response vehicle, a fire-police response vehicle, a fire inspection vehicle, a utility truck, a passenger van, an inflatable rescue boat and two EMS mountain bikes for use at crowded village functions and events. In 2011, as they have for more than 135 years, the volunteers of the Rockville Centre Fire Department added to the quality of life in the village, not just by answering calls for assistance for a myriad of emergencies, but by their participation in annual events such as the Memorial and St. Patrick’s parades, the Recreation Center’s Kids Fest, the annual fireworks display, the village 10K run, the Little League Parade, Homecoming at South Side High School and Santa’s visit to the annual tree lighting at the Village Green. T
he Rockville Centre school district was founded on Dec. 22, 1871 when the Commissioner of Education divided District #11 (Oceanside) and created District #21 for Rockville Centre. The first Board of Education was elected the following month and on Jan. 5, 1883 the Union Free School District #21, Town of Hempstead, was formally organized. The first school building was on what is now known as Quealy Place. It opened in 1876 and held 54 students. The high school in Rockville Centre was the first in Nassau County. Because it was also the first high school on the south shore of Long Island in either Nassau or Queens, it was named “South Side,” a name that has lasted more than a century. Faced with crowding, the community charged the Board of Education with expanding the educational facilities in 1890. The board bought property on Quealy, between Park and Clinton avenues and opened a new school on Feb. 20, 1892 with a faculty of five and 317 pupils. The graduating class that year had three students. Today this building is The Eugene J. Murray municipal building, known as Village Hall. In 1919, overcrowding was once again a problem and the board bought a 4 1/2 acre property on Hillside Avenue. Completed in 1924, the building housed both the Junior and Senior High Schools. The first class graduated from the new South Side High School in June 1924 after spending a month there. The first graduates to spend a full year in the school — the class of 1925 — were responsible for the first yearbook, The Tower.
Seven years later, during the 1932-33 school year, a school newspaper was founded and titled: “The Sportsman.” Its publication has been continuous ever since. After World War II, the most recent South Side High School was proposed. In 1950 the community approved funding for the new building and Allen Field and the village disposal plant were purchased. In September 1955, the new South Side High School opened for grades 10 through 12. The new building had taken two years to build and featured a capacity of 1,000 students and an auditorium that could hold 805 people. The yearbook changed its name to The Colonnade in honor of the new structure. In 1982 an expansion of the high school was completed and the 9th grade was moved from the Hillside Avenue School to South Side High School. The high school became a four-year facility and the Hillside Avenue School went from being a junior high (grades 7 - 9) to a middle school (grades 6 - 8). Once more, overcrowding forced the district to look for ways to expand. The public approved the purchase of property on Maple Avenue, and the district moved its vehicle maintenance department off the South Side campus, creating classroom space. Today, there are more than 3,500 students in the seven schools within the Rockville Centre school district. South Side High School has achieved distinction by being ranked as one of the 100 best high schools in the nation by both Newsweek and U.S. News & World Report. In May 2011, a budget of $95.7 million for the 2011-12 school year was passed by the residents. The Board of Education consists of President Liz Dion, Vice President Mark Masin, Secretary Gregg Spaulding and trustees John O'Shea and Mayda Kramer.

SENIOR CITIZENS Rockville Centre has one of the most extensive programs in Nassau County for the 20 percent of its residents who are older adults. Most programs are located in the Leonard Sandel Senior Center on the corner of South Park and Lincoln avenues. The Senior Services Department offers nutrition and meal programs, classes, clubs, social events and an acting troupe. There is a transportation program that provides rides to and from medical facilities, the Recreation Center, the Senior Center and a weekly grocery shopping trip. The department also has a Care Club, which provides services to disabled seniors. Some seasonal services are offered, including income tax preparation assistance and flu shots. TOWN OF HEMPSTEAD The Town of Hempstead, founded in 1644, is the largest township in the United States, encompassing 142 square miles with a population of approximately 760,000 people. Within the Town there are 34 unincorporated areas and 22 incorporated villages, more than 65 parks and marinas, and 2,500 miles of roads. Under the current system, the Town of Hempstead is overseen by a town supervisor — currently Republican Kate Murray — and a six-member Town Council. The six members of the council are elected from one of six councilmatic districts. The supervisor has a two-year term, and the council members have a four-year term of office. The supervisor serves as the chief executive officer of town government. She presides over all town board meetings, directing the legislative and administrative functions of that body. The supervisor also oversees the day-to-day operations of a municipal government of 24 major departments, employing just more than 2,100 people. As the chief financial officer of the township, the supervisor is responsible for the creation and the implementation of a town budget. Council members are responsible for adopting the annual budget, amending the town code and the building zone ordinances, adopting all traffic regulations and hearing applications for changes of zone and special exceptions to zoning codes. I
n this very rough economy we have seen the closing of many stores that have been serving Rockville Centre residents for many years. We have also seen new stores open in their place. For these new stores to succeed it is imperative that the residents shop locally and support our Rockville Centre merchants. We must unite residents and businesses to keep our community thriving in this economic climate. I ask myself why is it that many of our residents don’t shop in Rockville Centre when we have so many lovely shops here that give us excellent personal attention. The answer that I always get is the parking. This has been a major concern for a long time that must be addressed by residents, businesses and the Village of Rockville Centre. We must come to some compromise that will allow us to keep business in the village as well as bring in new entities.
Making a positive effort to expand the business district will bring in new tax money and would help relieve some of the tax burden from the residents. I believe that by working together we can move forward and restore our downtown area to the shopping haven it used to be. We need resident assistance to make this happen. If you have any ideas on how we can accomplish this task, I would love to hear them. My door is open anytime. I can be reached at (516) 766-0666 ext 101.
