In 1966, 22-year-old Robert M. Gates arrived in Washington, D.C. to begin his new job at the Central Intelligence Agency. He knew nobody in D.C., everything he owned fit easily in the back seat of his car, and he had no idea that he was to become the first person in CIA history to rise from entry-level employee to Director, a position he held from 1991 until 1993. Born and raised in Kansas, Gates charted his course of public service early, as an Eagle Scout. He was awarded a scholarship to the College of William & Mary, graduating with a B.A. in history in 1965. He went on to earn a Master’s degree in history from Indiana University and, while working at the CIA, a Ph.D. in Russian and Soviet history from Georgetown University. Gates spent 27 years as an intelligence officer at the CIA. He was on the National Security Council at the White House for nearly nine years, serving Presidents Nixon, Ford, Carter and Reagan. He served as Deputy Director of Central Intelligence from 1986 until 1989 and as Assistant to the President and Deputy National Security Adviser from 1989 until 1991 for President George H.W. Bush. In 1994, Gates left D.C., happily convinced that he would never live there again. “But history, and current events, have a way of exacting revenge on those who say ‘never,’” says Gates. In 2006, he was sworn in as the 22nd Secretary of Defense, as the United States waged two wars, in Iraq and Afghanistan. He became the first Secretary of Defense to serve under Presidents of both parties when President Obama asked him to continue in that role in 2008. The last years of his tenure included U.S. military involvement in Libya, the raid that killed Osama bin Laden, and a

recession that threatened defense spending. Gates has been awarded the National Security Medal, the Presidential Citizens Medal, has received the National Intelligence Distinguished Service Medal three times, and has three times received the CIA’s highest award, the Distinguished Intelligence Medal. On June 30, 2011—Secretary Gates’ last day in office—President Obama awarded him the Presidential Medal of Freedom, America’s highest civilian honor. Before being named Secretary of Defense, Gates was the 22nd President of Texas A&M University from 2002 to 2006 and served as Interim Dean of the George Bush School of Government and Public Service at Texas A&M from 1999 to 2001. Gates has served on the boards of the American Council on Education, the National Association of State Universities and Land-Grant Colleges, and the National Executive Board of the Boy Scouts of America. He has also been President of the National Eagle Scout Association. In February, Dr. Gates will begin his newest role, as the next Chancellor of the College of William & Mary. Dr. Gates and his wife, Becky, met on a blind date, and he proposed three months later. They have been married for 45 years and have two grown children. Taylor Reveley became the 27th president of the College of William & Mary in September 2008. Previously, he had served as dean of William & Mary Law School since August 1998. He is the John Stewart Bryan Professor of Jurisprudence. Reveley received his A.B. from Princeton University’s Woodrow Wilson School of Public and International Affairs in 1965. In 1968, he received his J.D. from the University of Virginia School of Law. During the United States Supreme Court’s 1969 term, he clerked for Justice William J. Brennan, Jr. Reveley has extensively studied and written about the constitutional division of the war powers between the President and
Congress. He is the author of War Powers of the President and Congress: Who Holds the Arrows and Olive Branch? (1981). Before joining William & Mary, Reveley practiced law at Hunton & Williams, where he was the managing partner for nine years. Reveley has served on numerous boards, including Princeton University (as a trustee emeritus), Union Theological Seminary, St. Christopher’s School, the Andrew W. Mellon Foundation, the Carnegie Endowment for International Peace, the Virginia Museum of Fine Arts, the Virginia Historical Society, the Virginia Foundation for the Humanities, the Richmond Symphony, and the Presbyterian Church (USA) Foundation. Reveley and his wife, Helen, have four children: Taylor, Everett, Nelson and Helen Lanier, and daughters-in-law, Margaret Louise (married to Taylor) and Jessica (married to Nelson).
Ft. Lee Army Band Brass Quintet The 392nd Army Band Brass Quintet is an element of The 392nd Army Band, Fort Lee, Virginia, providing soldier and family support, as well as strategic outreach support in the Fort Lee community. The Brass Quintet was recently selected to perform for a Veterans Commendation ceremony, officiated by House of Representatives Majority Leader Congressman Eric Cantor, and also performed in a four-state tour of Veterans Administration Hospitals. The 392nd Army Band Brass Quintet has a long-standing tradition of supporting music education, performing in local elementary, middle, and high schools to enrich the lives of young musicians. Catering to music lovers of all generations, the Quintet also provides
performances to local assisted living homes throughout the Petersburg, Colonial Heights, Hopewell, and Richmond areas. The mission of the Department of Defense (DOD) is to provide the military forces needed to deter war and to protect the security of our country. The Army, Navy, and Marine Corps were established in 1775, in concurrence with the American Revolution. The War Department was established in 1789 and was the precursor to what is now the Department of Defense. One year later, in 1790, the Coast Guard was established, followed by the founding of the Department of the Navy in 1798. The decision to unify the different services under one Department led to the creation of the National Military Establishment in 1947. This Establishment would replace the War Department, which converted to the
Department of the Army. That same year, the U.S. Air Force was established, followed by the founding of the Department of the Air Force. Finally, the three military branches, Army, Navy, and Air Force, were placed under the direct control of the new Secretary of Defense, confirmed by the Senate. In 1949, an amendment to the National Security Act further consolidated the national defense structure by withdrawing cabinetlevel status from the three Service secretaries. The National Military Establishment was then renamed the Department of Defense.

Virginia War Memorial To Honor our Veterans, Preserve our History, Educate our Youth, and Inspire Patriotism in All. Earlier today, Dr. Gates visited with Richmond’s Blue Star Families (families with family members currently serving in Iraq or Afghanistan) at the Virginia War Memorial. Overlooking the historic Richmond business district and James River, the War Memorial was created by the Virginia General Assembly to honor Virginia’s war dead.

Shrine of Memory Walk inside the Virginia War Memorial, and you enter hallowed ground. Engraved on its stone and glass walls, the Shrine of Memory originally had the names of Virginians who died as a result of hostile action in World War II and Korea. An addition was dedicated in 1981 to honor those killed in the Vietnam War, and in 1996 the names of those killed
Statue of Memory At the southern end of the Shrine is the statue of Memory. Designed by Leo Friedlander and sculpted by Joseph Campo and William Kapp, this majestic monument, which is carved from 100,000 pounds of white marble and stands 23 feet tall, reflects both the great sorrow and pride felt by Virginians for their fallen brothers and sisters.
Expansion For 54 years, the Virginia War Memorial consisted of the Shrine of Memory, the Hall of Honor Auditorium, and a modest visitor’s center. In September 2010, after two years of construction, the Memorial undertook a major expansion with the addition of the Paul and Phyllis Galanti Education Center and the E. Bruce Heilman Amphitheater. The Galanti Education Center added a new dimension to the Memorial and its mission. Included in its 18,000 square feet are military-related exhibits; theaters showing the Memorial-produced film, “Into Battle” and video series, “Virginians at War;” a research library, and meeting facilities. The addition of the Heilman Amphitheater provides a venue for outdoor events. Today, over 42,000 visitors from across the Commonwealth, the country, and the world tour and attend events each year at the Virginia War Memorial. The Shrine of Memory and grounds are open to the public 365 days a year, from 6 a.m. to 12 midnight daily. The Galanti Education Center is open Monday through Friday, 9 a.m. to 4 p.m. and Sundays, 12 noon to 4 p.m. Admission to the Memorial, and its events and parking, are free of charge. Torch of Memory At the base of Memory is the Torch of Liberty, an eternal flame representing patriotism that is everlasting. Congressional Medal of Honor recipients from Virginia, led by General Alexander Vandergrift, U.S. Army, and the widows and mothers of deceased Congressional Medal of Honor recipients from Virginia lit its torch in February 1956.
In December, Melanie Payne, President of the Blue Star Families of Richmond, helped decorate the Blue Star Family Tree in the lobby of the Virginia War Memorial. The Blue Star Families of Richmond is a chapter of the Blue Star Mothers of America, Inc. Their mission is to offer support to families of the military, especially during the difficult time of deployment. There are currently over 115 families in the Richmond organization.
