he man shot to death in the early hours of Monday morning has been named as 41-year-old Joseph Lucien De Carvalho, of Richmond.

Cpl. Meghan Foster, of the Integrated Homicide Investigation Team (IHIT) said that De Carvalho was “known to police, and his death is believed to be targeted.”

De Carvalho’s death was Richmond’s seventh homicide of the

year, although police say there is no evidence, as yet, to link the fatal shooting to the previous ones.

Richmond RCMP were called to Bridge Street, near No. 4 and Blundell roads — and close to DeBeck elementary — at around 3 a.m. after reports of possible shots fired.

Mounties arrived at the scene shortly afterwards and found the male victim, who later died at the scene from his injuries.

Neighbours in the area spoke of being woken up by a bang and a

loud scream.

They also told of how there was a lot of police activity last week at the home connected to the early morning shooting.

There is a lot of construction in the immediate area cordoned off by police, with several single-family homes being built.

The area around the scene of the shooting has been cordoned off.

IHIT is now working with the Richmond RCMP, the Integrated Forensic Identification Section (IFIS).

Fake agent fails to get sentencing thrown out Alan Campbell Staff Reporter

Richmond man who posed as a modelling agent to sexually assault women has lost a bid to have a dangerous offender hearing thrown out due to sentencing delays.

Novid Dadmand was found guilty in August 2016 of sexually assaulting five women — four of them by

convincing them he was a modelling agent and that they were auditioning for a position as a model.

Two of the victims were unconscious when Dadmand sexually assaulted them, attacks that he recorded on video. Those tapes were subsequently seized by police.

After his conviction at the B.C. Supreme Court

by Justice Paul Pearlman, the Crown applied to

have Dadmand declared a dangerous offender, which could result in him facing an indefinite jail sentence.

A nine-week hearing was set to begin later this month, but Dadmand’s lawyers claimed that the delay from more than a year ago was unreasonable and applied for a stay of proceedings and an order quashing the convictions.

The Crown responded by arguing that dangerous

offender proceedings — in which a court-appointed assessment of the accused must be done and the approval of the Attorney General obtained to go ahead — were inherently more complex and lengthy than conventional sentence hearings.

Crown also contended that any prejudice to Dadmand while he awaited sentencing was outweighed by the public interest in making sure an appropriate sentence is handed down.

In a ruling released Friday, Judge Pearlman noted that a recent Supreme Court of Canada ruling on the issue of trial delay, in which limits were imposed on the time it takes from charges to be laid until a verdict, had declined to consider whether the limits applied to delays in sentencing. He said no binding appellate authority provided guidance.

The judge found the total delay from the verdict to the anticipated date of de-

cision on sentencing to be 16 months, a period that was long enough for him to be required to conduct an inquiry.

During Dadmand’s trial last year, his lawyers claimed several of the victims understood the nature of the sexual activities as being part of the auditions, which included the possibility of pornographic work.

They argued that while the accused’s actions may have been immoral, they were not illegal because the victims consented.

But Judge Pearlman disagreed and found Dadmand guilty of sexually assaulting five women.

One of his victims, a 19-year-old university student and aspiring model, thought she was too short to be a model.

But when Dadmand told her that personality and drive were more important than height, she thought someone was giving her a chance for a modelling career.

Ghost-writing ads reappear

Essay cheat offer is made on campus to KPU students for $60 per page DAISYXIONG Staff Reporter

n agency is once again offering a cheat, essay-writing service for students in full view of campus bosses at Kwantlen Polytechnic University (KPU) in Richmond.

After an investigation, the Richmond News discovered that the flyers — written in Chinese and posted on KPU bulletin boards — offer to ghost-write essays for $60 per double-space page (about 250 words).

The News reported last October how the exact same ads were being posted freely on the same bulletin boards until the News brought it to the attention of KPU. “I looked around the first floor of the building, the ads have been posted in almost every single bulletin board on the first floor,” said Peter, who refused to reveal his last name, in an email to the News last week.

“Whoever post it in public has no shame.”

KPU staff also located one copy of the poster on Monday and removed it from a bulletin board on the second floor, according to Dr. Jane Fee, KPU vice-provost of Students, in an email to the News.

An undercover reporter for the News contacted the ghost-writing agency through WeChat (A Chinese-based social media app).

The agency, whose account name is Van StarEssay, revealed that the rate is $60 for a double-space page with approximately 250275 words.

“Writers are local Canadians or Canadianborn Chinese who graduated from elite universities,” said the agent.

“We guarantee the articles will pass, otherwise you will get fully refunded.”

The agent told the News that all the articles are “originally written” and will go through a

plagiarism detection system — a copyright rate of less than 15 per cent is guaranteed.

For an extra $10, students will get a plagiarism detection report, along with the ghostwritten article.

“And all the information is confidential,” said the agent.

All the students need to submit is the topic and criteria, and they will receive an article within a few days.

“It takes three to five days for an article

less than 1,500 words and five to 10 days for articles with more than 1,500 words,” the agent said.

Along with ghost-writing, the agency offers an “online course proxy,” which “takes care of” students’ online classes without them attending.

Fee said KPU will take action to ensure posters, such as these, don’t appear on campus.

“In light of this and a previous incident of the same nature, we are forced to commit some of our limited resources to conducting regular walkabouts on campus for the purpose of finding and removing posters like these,” said Fee. She adds that a ghost-written essay will be considered by the school as an example of cheating, which is a violation of the policy and a serious educational offence.

It is subject to discipline, ranging from a grade of zero being awarded for the paper to suspension from the university.

However, Peter said merely removing the posters from the school’s boards is not enough. He hopes more serious investigations can be conducted to find and punish those harming the academic integrity.

The poster, according to Fee, does not have the approval from Kwantlen Student Association’s Member Services, but is uses a KSA stamp that “is not authentic.”

our more people have been sentenced — to conditional jail terms and/or fines — for their involvement in B.C.’s largest immigration fraud case based in Richmond.

Canada Border Services Agency (CBSA) and Canada Revenue Agency announced Friday multiple sentences to fraudsters connected to Richmond-based New Can Consultings Ltd., an unlicensed immigration consulting firm, and Wellong International Investments, both of which are owned by Xun “Sunny” Wang, who received a seven-year prison sentence in October 2015 for committing tax evasion and fraud.

The News earlier reported how Wang created fake passports for wealthy Chinese nationals. His businesses served more than 1,000 customers between 2006 and 2013, charging more than $10 million for services. Border agents seized 321 Chinese passports at the time of his arrest.

On Friday, CBSA’s Inland Enforcement Section said it has identified over 1,600 suspected clients of New Can Consultants Ltd. Of those, 770 clients have either lost their residency status or have been reported for inadmissibility under the Immigration and Refugee Protection Act. In a news release Friday, CBSA outlined four new sentences related to the case.

Zhengven Ye received a conditional

sentence of two years less a day and fined $94,532 after pleading guilty to charges related to income tax evasion, passport fraud and misrepresentation as an unlicensed immigration consultant for New Can and Wellong. Between 2007 and 2011 she evaded $42,719 in income tax.

On Aug. 29 Tian “Gary” Chen was sentenced to a conditional six months (less a day) and 40 hours of community service for counselling misrepresentation as an unlicensed consultant with New Can. “Chen was responsible for providing false addresses and phone numbers to clients so they could maintain the appearance of residency in Canada while living outside of the country,” noted CBSA. On Aug. 10 Xiao ben “Ben” Chu, another unlicensed consultant working for New Can and Wellong, as well as ABS Consulting Ltd., was sentenced to a 12-month conditional order for misrepresentation.

“Mr. Chu counselled clients to misrepresent facts, namely residency histories on their immigration applications,” noted CBSA. Finally, on July 6, Che Fang was fined $50,000 for misrepresentation after hiring New Can to help him apply for permanent resident status. New Can made Fang a fake employee and issued paycheques and annual tax papers.

“However, in reality, he paid his own salary to create the appearance that he was working for the company,” noted CBSA.

“The city wants it to work. That was the mayor’s quote: ‘We need it to work.’ When pressed how and what the metrics would be to make it work or not work, they don’t have an answer for that. Does it mean one less break-in per month, two less break-ins per month?”

Brodie did not return calls from the News.

The shelter’s other neighbour is Rich City Collision Repairs.

Owner Cam Russell said he has no other choice but to install more security measures.

“The big concern is going to be loitering and any break-ins at our facility. I’m going to have to put security up for sure,” said Russell.

Reeleder said the city hasn’t informed businesses if there will be additional police patrols.

Townsend said Richmond House’s record proves that, concerns regarding an “increase in crime and disturbances . . . have been shown to be unfounded. Much of the operation will be very low profile.”

But Russell contends everything has been done in secret, even the real estate deal.

The city purchased the property for $6 million in August. Its stated value is $3.7 million.

In May 2017, a similar-sized property, but with twice the gross leasable area (was valued at $5.8 million) sold for $7.7 million.

Townsend said the city was “pressed” to find a new, bigger location, in time for Richmond House’s eviction notice.

Reconsider use of small 'farms' Dear Editor, This photograph is of a “hobby farm” in Richmond. That is, it’s zoned AG1 and is half an acre on Blundell Road. Behind the lot, you can see a real farm – blueberries and a small farm market. On the left side is my neighbour and we are in a row of over 20 of these small lots, all are zoned AG1 and none of them are farmed.

My 2/3 of an acre (my 40-year-old home takes up the other third) has never been farmed since it was surveyed in the late 1940s. That’s right, it has been zoned AG1 for almost 70 years and has never been farmed.

It never will be farmed because it is too

small to be viable, except for hobbyists who might farm it for their own pleasure and a small side income. It has nothing to do with “food security” or protecting farmland because it isn’t farmland. It’s just a large residential lot. Time has proven this with no farmers taking the slightest interest in it for decades and decades, long before the recent rise in value.

The value of this lot was low enough for the previous family to build my present home on it in the 1960s. They were an ordinary young family, not millionaires. They built a 2,500-square-foot home and lived in it until 2002. They were not farmers.

There are dozens of these never-have-

been-and-never-will-be “farms” all over Richmond and Surrey. Every time the City of Richmond gives a building permit to build a large home on one of these lots it is effectively removing that lot from the Agricultural Land Reserve. That is assuming a new house will stand for 40-50 years.

All the city has to do is rezone these mythical farms to multi-family only and we can begin putting this land to some useful purpose other than mansion building.

For over 70 years, farmers have shown little interest in these tiny “farms.”

Tram tracks City needs to get create buzz back to basics Dear Editor, Re: “Tram study not worth the money,” Letters, Sept. 15.

While I heartily agree that social services and infrastructure are of great importance, there is one major flaw in the reasoning behind this letter.

Tourism is the single biggest economic driver on the planet.

If your municipality has something tourists want to see, they will come — and they will pay for it.

The one truly unique thing that every community has is its history, even if it seems to have similarities to other nearby places. Note that Vancouver is absolutely abysmal at historical attractions, so here is an opportunity Richmond can exploit.

Historic artefacts cannot be invented or mass produced.

They are, by their nature, limited in number and therefore present opportunities that can’t be revisited at a later date.

BC Electric Tram No.1220 is a treasure, and could in fact become an attraction that can bring in more tourist dollars, making social services less expensive to local taxpayers.

While it should always be a concern how our elected officials spend our money, that which is spent on tourism always comes back to the community many times over.

By all means, let your elected officials know your concerns, but never forget that tourism is the best win-win situation you could have. Everybody gets what they want — and tourism pays most of it. It’s good for local business, too. And if you present it well, those smiling tourists will return and tell their friends and family what a great place Richmond is.

Dear Editor, If the City of Richmond put as much effort into finishing road projects as they do opposing a new crossing to replace the Massey Tunnel, some of the traffic problems might just go away. Take the intersection of Nelson Road and Westminster Highway that was to be finished two years ago and still has unfinished curbs and lighting, with nothing to protect pedestrians and cyclists from heavy traffic.

Add to that, the road east of No. 9 Road and Westminster Highway still has not been widened at the rail tracks with construction supplies lying in all the overgrown grass. This, as well as Shell Road and Alderbridge intersection and the bypass road off River Road, are just some of the many projects that were started long ago but never finished.

If the City of Richmond was a private company, it would be out of business long ago.

High costs scare off families Dear Editor, Re: “Missing students: Richmond public schools have seen a nine per cent decline in enrolment in the past five years,” Feature, Sept. 15.

I was born and raised in Richmond and have watched the drastic changes to this city — and not for the better.

I have two children who were at risk of having their school demolished just last year. That’s all Richmond has become — one big demolition. Affordable family housing is replaced by monster homes with gates in the front.

And, in case you didn’t know, that’s what Richmond calls building a community.

Us average Joes can’t keep

up and you’re seeing the result with the decrease in enrolment in Richmond and an increase in enrolment in communities further out, which is very likely where my family will end up because we are hanging by a very frail string, trying to afford to stay in this city.

One thing that’s been made perfectly clear...my family isn’t welcome here. I’m surprised it’s taken so long for people to wake up to what’s happening. This has being allowed to happen, and it’s truly appalling.

sabel Allende’s The Japanese Lover is a love story steeped in history, using San Francisco as a backdrop for its measured progression.

The book opens with Irina, a care are aide at Lark House, a seniors’ home in San Francisco. Irina’s life begins in poverty in her native Moldova. As an immigrant to the U.S., Irina finds that she thrives caring for elderly people and she quickly becomes the most popular staff member at Lark House. So co, a popular in fact, that Alma Belasco, ecome her wealthy resident, asks Irina to become personal assistant during her off-shift hours.

Irina, we learn, has a checkered past, but little is revealed about that for some time.

Once Irina begins working for Alma, the narrative shifts and the main storyline quickly becomes about Alma’s life, which begins in Poland in the 1930s. Later, as Hitler rises to power, Alma is quickly shipped off to relatives in San Francisco.

She eventually grows attached to the American Belasco family, who raises her as a daughter. At their Sea Cliff mansion, Alma meets Ichimei Fukuda, son of Takeo, the estate gardener. A close friendship blossoms, but soon the Fukudas are removed to a Japanese internment camp.

Here the narrative switches tracks again, and we learn of the Fukudas’ life as prisoners on American soil. A thriving family of five when they enter, the Fukudas’ tragic circumstances create rifts that cannot be healed.

Ultimately, these intertwining storylines lead us to the passionate and undying love between Alma and Ichimei. Their relationship blossoms as they grow into adulthood, altho although they are often separate for many years at a time. ed B in the mid-twentieth But ce century, interracial and intercla love is still a taboo that class neit neither lover can overcome.

Irina’s story reveals itself over time. There are other characters, not mentioned here, who have stories of their own. The slow unfolding of the narrative continually made me want to read on.

If there’s anything lacking in the novel it’s Allende’s reluctance to delve too deeply into the characters’ emotional lives. Nevertheless, The Japanese Lover links family, marriage, love, history and tragedy and kept me interested right up until the end.

From 10 a.m. to 1 p.m., more than 100 artists of all ages and experience levels will race against the clock for cash prizes in a three-hour, international, plein-air painting challenge.

Hosted by Phoenix Art Workshop and Britannia Heritage Shipyards, the event sees artists assigned a random painting location and, with easels and art supplies in tow, scattered throughout the village.

At 1 p.m., artists will be asked to put down their brushes, return to the shipyards and prepare their paintings for display and judging.

All partners, artists and volunteers are then treated to lunch, with an invitation to the general public to join in for the live

entertainment, the award ceremony and the sale and display of artwork.

Registered photographers are also encouraged to document the entire event, uploading five, unedited images before midnight Saturday for a photo essay contest.

The exhibition of paintings will remain on display in the Seine Net-Loft at Britannia Heritage Shipyards on Sunday, Sept. 24 from noon until 4 p.m.

The event organizer, Mark Glavina, owner of the Phoenix Art Workshop, told the Richmond News last year that he was having to put the event on hold due to, what he called, a lack of support from the city and volunteers.

Glavina said that, in 2015, the city requested it be removed as a host partner and, thus, didn’t supply the tents for the artists, as it had done previously.

recent graduate from the product design program at Kwantlen Polytechnic University in Richmond is working on keeping fishing nets from being discarded by recycling them into useable products, such as cups.

For her final project in the program, Sherry Chang experimented with polyethylene fishing nets by melting the material at different temperatures from 650 to 900 degrees Fahrenheit.

Chang then researched manufacturing methods to test the commercial viability of using the melted nets to form products.

She successfully used thermoforming, casting, and compression molding to create cups out of discarded fishing nets.

“I hope manufacturers will see recycled fishing nets as a marketable alternative material, thereby reducing pollution in our oceans and preserving marine life,” said Chang.

Chang’s research is part of the Our Coastal Connection exhibit at Britannia Heritage Shipyards.

A graphic representation of her work, alongside many other KPU graphic design students’ ocean conservation projects, is on display to the public in the Seine Net Loft building until May 1, 2018.

More than 640,000 tonnes of commercial fishing gear is abandoned, lost or discarded

in oceans annually.

Lost or ghost-fishing gear, noted KPU, kills 100,000 marine mammals every year, and more than 135 different species of ocean life are caught and die in the discarded nets.

The same manufacturing methods could be used to create a host of other products.

“Product design is, in big part, the development of solutions to problems,” said Victor Martinez, an instructor at KPU’s Wilson School of Design.

“I’m always looking to provide real-world problems for our students to tackle, and the issue of lost fishing nets and their impact on the environment seemed like an ideal challenge.”

Chang’s research project was inspired by a class visit from a representative of the Steveston Harbour Authority, who briefed a group of product design students on the challenges of the lost fishing nets and the impacts they have on the fishing community and the environment.

“I’m proud of Sherry and our other students’ approach to designing a series of solutions to this global problem,” added Martinez.

“We were very happy to have a chance to work with our local community and contribute, in a small way, to their ongoing efforts.”

Richmond Fire-Rescue:

a growing concern City’s firefighting crew has evolved from a volunteer bucket brigade to a highly-trained paid force that’s part of an international brotherhood of emergency professionals STORY BY

PAULA CARLSON a little over 100 years, Richmond has grown from a small township kept safe by a volunteer fire force, to a bustling metropolitan hub approaching nearly a quarter-million people.

One thing that hasn’t changed over the years is the area’s geographical importance.

“Steveston was one of the main ports of entry to B.C.,” says Coun. Bill McNulty, who wrote a book on this area’s colourful past, Richmond, British Columbia, An Illustrated History 1849 – 2015. “There was Victoria, New Westminster and Steveston. That’s how you got in here.”

The history of firefighters in Richmond has roots stretching back to the 1800s. Due to a Fraser River bustling with industry and fields full of working farms, a fire-fighting strategy was required from the get-go.

“The old city hall had buckets (of water) on the roof,” McNulty says.

In fact, the early neighbourhoods of the Township of Richmond were serviced by a volunteer “bucket brigade.”

“Always in the forefront were the volunteer firefighters,” says McNulty. “They were farmers, cannery workers, the mayor… people from all walks of life who cared about their community and put their name on the list, and when the gong went off, they went.”

The “gong,” or fire alarm, was literally a gong that sounded, and during the war years in the 1940s, an air raid siren.

Richmond was home to the Lower Mainland’s first air raid defence team, McNulty says, and Steveston had the first fire hall, the original Hall No. 1.

By the 1950s, a volunteer crew covered all of Richmond, including Steveston, Brighouse, Bridgeport, Burkeville and South Arm. There were about 20 to 25 members in each of about five locations, McNulty says, so approximately 100 firefighters, including Paul LeLoup, who signed on in 1954 as a volunteer on Sea Island. There was an appointed fire chief at the helm.

In 1957, LeLoup says a seniority system for firefighters was implemented. The fire chief decided no one would be “number one,” so they started at number 11. LeLoup was given number 19. This is a system that is still in place today.

meet the demand. LeLoup, who is now 84 years old, was hired on Sept.

1, 1958 as a full-time firefighter. He was promoted to lieutenant three years later and retired in 1988 as a district chief.

By the late 1960s, Richmond was a fully-paid force, although volunteers remained on duty into the 1970s.

LeLoup recalls a bit of labour strife in 1973, when firefighters went on strike over wages. They hadn’t had an increase in five years.

They set up picket lines and were walking the lines while city councillors were in the fire stations answering the phones.

LeLoup says the strike came to an end when there was a house fire. The fire chief drove the truck and all the members threw down their picket signs and drove their own cars to the fire.

The firefighters got their pay raise.

Today, all 217 firefighters in Richmond are full-time, paid members of the International Association of Fire Fighters (IAFF) Local 1286.

And they are busy.

The City of Richmond, with a population of about 218,000 residents, is situated on an island encompassing an area of 129 square kilometres. It’s a diverse community, with people from 125 different ethnic backgrounds making up nearly 60 per cent of the city’s population. By 2021, it’s estimated that Richmond will be home to 225,000 people.

Situated in the middle of a trans-

portation hub, serviced by a network of buses and SkyTrain (the Canada Line), Vancouver International Airport (which has its own fire service), and the Fraser Port (which sees high volumes of ship traffic), Richmond continues to have have unique and complex fire-rescue needs.

As well as protecting residents, members of Richmond Fire-Rescue (RFR) oversee the safety of more than 100,000 workers in 12,000 businesses, as well as large numbers of visitors to the airport, major events and tourist destinations.

“We’re the gateway to the world.

Everything comes through Richmond,” McNulty says. “Put in a tunnel or a bridge, you still need to come through Richmond.”

Services are delivered from seven fire halls on a 24/7 basis. Firefighters routinely respond to fires and fire alarms, medical emergencies, motor vehicle incidents, hazardous material calls, water, confined space, crane and tower rescues, and public service calls.

Increasingly, in recent years, crews are responding to more fentanyl-related calls, as the deadly drug overdose crisis is not limited to Vancouver’s Downtown Eastside.

“Fentanyl is a monster everywhere,” says firefighter Capt. Grant Wyenberg, a 23-year veteran.

As for blazes, on average, Richmond fire crews attend three fire calls a day.

Particularly infuriating for members are the preventable ones.

The project replaced the former fire hall on site.

NO. 3 HALL (CAMBIE) 9680 Cambie Rd. This new 25,995-sq.-ft. facility on Cambie Road just west of No. 4 Road accommodates a joint fire hall and ambulance station – the first time the two forest responders have been co-housed in the same building in an urban B.C. community. The building replaced two aging facilities: Fire Hall No. 3 at 9100 Bridgeport Rd. and B.C. Ambulance Service’s Station 250 on Sexsmith Road.

NO. 4 HALL (SEA ISLAND) 3911 Russ Baker Way The 7,300-sq.-ft. Sea Island Fire Hall was constructed for occupancy in early 2007. It replaces the former 60-year-old No. 4 Fire Hall on Lancaster Crescent in the Burkeville community.

NO. 5 HALL (HAMILTON) 22451 Westminster Hwy. The 8,100-sq-ft. Hamilton Fire Hall was fully reconstructed in November 2006. It replaces the 60-year-old No. 5 Fire Hall, north of the new site on Westminster Highway.

Requirements are tough, but the rewards are worth it, new Richmond member says STORY BY

PAULA CARLSON JT Hill has been a Richmond firefighter for just two years, but already he sounds like a seasoned pro.

Reached by phone while on shift at Fire Hall No. 1, the 36-year-old is frequently interrupted by colleagues, his conversation peppered with bursts of laughter and jovial greetings of, “Hey! How are you?” or “Great to see you!”

Then the fire alarm screams into life, and he’s polite, but to the point: “Sorry, I’ve gotta go…”

Duty calls.

Reached later on, Hill finishes the chat with nothing but praise for his new profession.

“I couldn’t do a Monday-to-Friday job,” he says. “I knew it wasn’t going to work for me.”

A few years ago, Hill was working in the adventure tourism industry as a white-water rafting guide and on a ski patrol.

“They were seasonal jobs,” he admits, but regular desk work didn’t appeal.

Some friends suggested firefighting, but Hill wasn’t sure.

“I grew up in Calgary, and the only firefighter I new was a big guy who was in the CFL… I didn’t think I was in the same league.”

Still, his resume fit the bill. He had a background in eco-tourism, wilderness skills, experience mentoring youth, and his time at a ski resort taught him teamwork and how to live – harmoniously – with others in a close-knit group.

“Firefighters live together, eat together… it’s pretty close quarters,” Hill says. It’s a military structure… a CONTINUED ON PAGE 17

“I started thinking, ‘I guess I would fit in.’”

He started the arduous application process when he was 28 years old.

“It took just under five years for me, from talking about it and saying ‘I want to be a firefighter,’ to Richmond saying, ‘you’re hired.’”

Those who aspire be a firefighter with the City of Richmond must meet stringent requirements, including completing a written test; passing swim and fitness trials; undergoing medical exams and police checks; possessing a valid B.C. Class 3 (with air brakes) driver’s licence; appearing before a formal panel; and attending a fire chief interview.

Preferred qualifications listed on the City of Richmond website include one year of post-secondary education; completion of fire service-related courses, such as auto extrication, water rescue, critical incident stress, wildfire suppression, aircraft rescue firefighting, and high angle/rope rescue; fluency in multiple languages; and a commitment to a lifestyle of fitness and wellness.

Schools such as the Justice Institute of B.C. and BCIT offer various training programs.

“You have to really want it. It’s hard,” Hill says. “Work as hard as you can to get as many skills as you can.

Meeting the minimum requirements are not enough.”

edge and experience with youth, Hill earned his paramedic licence, worked with B.C. Ambulance Service for three years, apprenticed and worked as a full-time carpenter (“maybe have a Plan B,” he advises), and volunteered.

Volunteering is a huge aspect of being a firefighter, he says, and not just in the community – in the department as well.

“I have one of the worst volunteer positions,” Hill says laughing. “I’m the condiments guy. I get to go to all the halls to make sure they have enough ketchup. But it’s important, right?”

A sense of humour is helpful, as is a thick skin while you’re a “probie” (a firefighter in their first year).

“Oh, there’s lots of pranks… knots in station pant legs so firefighters fall over, hoses in bed, empty water bottles in bed, anything put in your bed really,” Hill warns.

In the fire halls, the most junior person goes to sleep last and tries to be as quiet as possible. This is not conducive to having a 50-foot hose with giant metal fittings waiting for you between the sheets.

Fun aside, prospects should also develop their their soft skills, Hill advises.

“You’re going to be dealing with people during their most intimate times…. it will be their husband, their wife, their son, their daughter… I’m not going to say you’re either born to be a firefighter or you’re not, but you have to have that drive, that compassion and empathy for people.”

Firefighting in Richmond is an equal opportunity career, with the city actively encouraging a range of applicants.

“We are a diverse force and we are working to be even more diverse,” says Capt. Grant Wyenberg.

Currently, members hail from a variety of ethnic backgrounds and bring many languages to the fire halls – an important factor when interacting with a multicultural population.

Languages spoken by Richmond firefighters include Mandarin, Cantonese, Punjabi, Hindi and French, Wyenberg says.

Women are also key members of the team.

“They bring a whole new dynamic to the field,” Wyenberg says, noting they are particularly skilled at defusing potentially dangerous

situations.

Firefighter salaries start at around $30 an hour and rise to about $45 an hour after the tenth year on the job.

The work week is 35 hours (officially), with four days/nights on, and

However, most Richmond firefighters are never really “off-duty,” and often spend much of their down time volunteering in the community or for various charitable organizations as part of the Richmond Firefighters Society.

Despite the “feelgood” aspects of the

career, it remains a dangerous profession.

On-the-job exposure to extreme stress, toxic chemicals and shift work are part of the package. Many firefighters develop cancer later in life, or succumb to heart attacks.

Hill was aware of the risks when he signed up, but still couldn’t imagine doing anything else.

“There’s no other job like it. You’re helping people out. Sometimes it’s nothing. You’re not always running out of a burning building with an armful of puppies,” he says. “But I wanted to be a good firefighter.

One day, when I have kids, I wondered, what would they be proud of?”

He believes living a healthy lifestyle and getting out in nature to breathe fresh, clean air can offset many of the risks.

Camp Ignite aims to spark interest in firefighting Hands-on program introduces teen girls to the idea of a career they may not have considered STORY BY

PAULA CARLSON For young women interested in exploring the possibility of working as a firefighter – or other nontraditional role or trade – each year, Richmond Fire-Rescue takes part in Camp Ignite.

The camp is a four-day, hands-on educational experience open to female students in Grades 11-12 (ages 16-18) and offers an introduction to the world of firefighting, as well as information about CPR, fitness, nutrition, health and teamwork.

This is no easy coast in the classroom. The teens gear up in full firefighter regalia – which includes 25 kilograms of boots, heavy pants and jacket, balaclava, helmet, respirator and oxygen tank – and go to it, deploying hoses and fighting mock fires, “catching” a fire hydrant, using the jaws of life, and feeling the burn in gruelling fitness exercises.

Participants also learn about the speciality disciplines in firefighting, to show them how many opportunities are available in the field.

Specialized skills include confined space rescue (from man-made or natural spaces, such as caves

or mines); extrication (typically removing victims out of damaged vehicles); dealing with dangerous goods and hazardous materials; high-angle rescue (using ropes cliffside or on tall buildings); ice and water rescue; industrial firefighting; and battling wildfires.

“We really want the girls to be empowered and to show them they can do whatever they want to do, even in a male-dominated profession,” says Jen Dawkins, a Vancouver firefighter involved in the program. “We want to really empower these girls and let them know they can do whatever they want in life.”

Camp Ignite is a registered nonprofit society that runs each summer. It began in 2011 and is made possible with the support from various B.C. fire departments and the International Association of Firefighters.

Each year, about two dozen young women participate in the camp. Information and application packages are sent to high schools each spring. The program is free and supplies all gear, accommodations, meals, activity fees and transportation.

Wearing 25 kilograms of firefighting gear and with a breathing apparatus strapped to her back, Richmond Coun. Alexa Loo kept low while on her hands and knees, struggling to fit under the downed wires inside the burning building.

“It was a dark space, there were sounds and noises… it was like a maze,” Loo recalls. “It felt claustrophobic.”

While Loo kept her cool, around her, others

were “freaking out” and had to be helped out of the burning building.

The mock exercise was designed to give participants an idea of the challenges regularly faced by firefighters.

“And keep in mind, they had dumbed it down,” Loo says of the educational experience for civilians. “It was simulated, and you were able to see the scene before you went into it.”

Loo, a former Olympic athlete, is keenly aware that had it been a real situation, that level of familiarity would be gone.

“It was eye-opening,” Loo says. “You realize how much trust (firefighters) have in each other, and the level of teamwork required.”

presumed to have been caused by their employment. This allows firefighters to claim workers’ compensation and other benefits without having to provide evidence that the cancer is workrelated.

Wyenberg says firefighters are exposed to a host of chemicals, especially in modern-day firefighting.

“It used to be a home fire was like a camp fire,” he says. “Now there are unrecognizable chemicals that are created when things burn.”

Synthetic materials found in carpeting, furniture and fabrics, industrial glues, as well as flame-retardants that are sprayed on everything create a volatile poisonous mix when on fire.

The IAFF has been instrumental in lobbying for better safety equipment, working conditions, and disability and survivor benefits, Wyenberg notes.

Also recognized as occupational diseases are heart attacks and other heart injuries.

Wyenberg explains that when on shift, firefighters

are always in a heightened state of arousal, or hyper-vigilance.

“You don’t rest. Even when you’re sleeping.”

They also regularly go from a resting heartbeat to 160 beats a minute – instantly.

And the toll is not just physical. Attending crises and seeing people at their worst can impact psychological and emotional health.

While in recent years there has been greater awareness raised about the threat of Post-Traumatic Stress Disorder (PTSD), the move is now to promote mental health and wellness earlier on.

“Traumatic mental health injuries add up,” Wyenberg says. “Every time you go to a call, it’s another nail in your backpack. Eventually it becomes too heavy to carry.

“PTSD is what you get when everything goes wrong,” he says.

Sadly, untreated psychological injury and PTSD can lead to members taking their own lives.

Earlier this year, Surrey firefighter Ernie Dombrowski’s suicide was

determined to be workrelated. Dombrowski took his own life two years ago after suffering trauma on the job. He became troubled after attending a hit-and-run incident in 2013.

The names of firefighters who lose their lives in the line of duty are added to three memorial walls – in Colorado Springs, Colorado; Victoria, B.C.; and Ottawa, Ontario.

Three Richmond firefighters who died in the line of duty have been added to the walls this year: Harry Beetstra, Mike Gosling and Howard Breden. Three other Richmond firefighters also have their names on the walls: Dale Ross, Larry Page and Dwayne Rushworth.

Wyenberg has been a firefighter for more than two decades and has two daughters, aged 19 and 17.

When asked why he does such dangerous work, even with a family, he shrugs.

“I just want to help,” he says, and then adds with a grin: “Twenty-three years and I’m still going out to flip hamburgers.”

Richmond firefighters donate substantial time and money to help charitable organizations ‘close to home’ STORY BY

PAULA CARLSON It’s a balmy day in September, and Richmond Fire-Rescue captains Cory Parker and Grant Wyenberg are hard at work – soaking up the sun at the 18th hole of Country Meadows Golf Course while sipping cold beverages and making sure the chicken burgers are ready for the grill.

It’s a relaxing shift and a welcome one in a demanding profession that sees firefighters regularly put their lives and health at risk.

The barbecue gig is part of Parker’s and Wyenberg’s volunteer contribution to this year’s 12th-annual Tee-Cup ladies golf tournament, which raises money for Touchstone Family Association.

Last year, support-

ers raised more than $20,000 for the organization’s Front Porch Program, which provides counselling and support services for families as they need them, without the bureaucratic red tape – or onerous wait times – often associated with government referrals.

“The Richmond firefighters have been supporters of our events for a long time… many, many years,” says Judy Valsonis, executive director of Touchstone Family Association.

“They support the golf tournament every year, with our farmers, and they are on Hole 18 always. And they also do the Eating Together breakfasts for us, where they come out and they cook the pancakes.

They’ve been doing that since Eating Together began, which I think we’re in our eighth year now.”

Touchstone’s Eating Together program encourages families to gather and share meals together with the aim of reducing conflict and deepening connections.

“They’re an amazing community support,” Valsonis says. “We love working with the Richmond firefighters.”

In fact, Richmond firefighters are huge community builders, donating millions of dollars and incalculable man (and woman) hours to various non-profit projects over the years as part of the Richmond Firefighter Society – the charitable arm of The International Fire Fighters Association (IAFF), Local 1286.

Currently, the list of organizations helped regularly by the society include: Richmond Therapeutic Equestrian Society, Richmond Food Bank, Richmond Hos-

pital Foundation, Richmond Stroke Recovery, B.C. Children’s Hospital Foundation, Muscular Dystrophy, Make-a-Wish Foundation of B.C., St. Albans Church Community Meals, Cops for Cancer, BCPFFA Burn Fund and the Rosewood Manor Care Foundation.

The firefighters also provide three annual high school scholarships

“We all want the very best care for patients, but we can only do so much in the field,” says McElgunn. “Being able to help fund improvements to patient care at Richmond Hospital really completes the circle for us.”

For their generous contributions over the years, earlier this month Richmond Fire-Rescue received an honorary Doctor of Philanthropy from the hospital foundation.

“We’re honoured,” says Parker. “We try to donate as close to home as possible.”

Despite their significant community presence, firefighters remain humble. There wasn’t any member interest in fanfare to celebrate their union presence in Richmond (as IAFF 1286) 10 years ago for the 50th anniversary, Parker says, and this year’s milestone will also be low-key.

In fact, on the IAFF’s actual 60th anniversary date – today, Sept. 20, 2017 – “we’re having a union meeting,” Parker laughs.

“It’s just a regular, ordinary day. Maybe we’ll get a special pizza,” he says.

The organization provides the trip of a lifetime to medically, mentally, physically, socially or emotionally challenged children and their adult caregivers.

“It helps kids from all different backgrounds,” Wyenberg says.

When Wyenberg helped out, there was a mix of children with Fetal Alcohol Syndrome and Syrian refugees on board.

“You try finding a halal meal in Disneyland,” he chuckles, remembering the happy chaos. (Yes, they managed to eat).

Richmond firefighters are also huge supporters of Richmond Hospital.

“Although we are highly trained for fire situations, the majority of our calls are medical emergencies,” points out firefighter Jen McElgunn.

“We deal with many vehicle accidents, cardiac arrests, pedestrians struck… some members have even delivered babies at calls.”

Last March, the Richmond Firefighters Association pledged $250,000 to help improve care at Richmond Hospital. The funds will be raised through members’ payroll deductions

CEO wants to reshape workplace to foster bold, new attitude in women Daisy Xiong

L

ifeLab CEO and president Sue Paish is set to share her experiences and insights as a female leader at the Women in Leadership panel next month in Richmond.

Hosted by the Richmond Chamber of Commerce, the panel will also feature millennial entrepreneur Tara Bosch and COO of the Vancouver White Caps, Rachel Lewis.

Paish believes social and work environments need to be more encouraging of women pursuing leadership roles.

“While I’ve seen a lot of progress in supporting the leadership in women over the last many years, there is still enough of a gap,” Paish told the Richmond News.

She noted that among all the S&P 500 companies (500 leading companies having common stock listed on the NYSE or NASDAQ), only five per cent have female CEOs.

“B.C. is a little bit better; 12 per cent of CEOs in B.C. companies are women, but that’s still a very small percentage,” Paish said.

“And 45 per cent of Canadian companies have no women on their boards.”

Paish said the factors leading to the gap can start very early on in people’s life.

Growing up surrounded by people who constantly told her “you can do this”, Paish always believes in the power of encouragement.

“I’ve noticed over the years that women tend to be self-deprecating.

“They are far more focused on making sure they have all the qualifications for a position before they put their names in… while men tend to be more bold.

“So helping build women’s confidence is something we can work at,” she said.

Paish added, business leaders also need to support women who are building families as well as their own career.

“As women, anybody actually, we can have it all (work and family.) We just can’t have it all at

once,” she said.

As a mother of three, Paish didn’t step away from her ambitions.

Instead, her husband retired to look after their kids when they were in elementary school.

“We must decide what’s important to us, what parenting environment we are comfortable with.

“But the most important thing is that women need to make those decisions themselves, with confidence.”

As a successful leader, she believes the key skills are vision, strategy, and most importantly the ability to attract people and build good teams.

“Top talent is our most scarce recourse in our next 10 years. If we are not encouraging women to pursue and build themselves in to those positions, we are missing out on half of the talent pool,” said Paish.

Memories flood back for class of '40s

I

t took a few minutes for some of them to recognize one another.

Which was understandable, considering one or two of the Richmond High alumni hadn’t seen each other for more than 70 years.

But once they looked beyond the lived-in years of their former classmates – some now 90 years old – the eyes were a dead give-away.

About 60 or so alumni from the classes of 1945 through to 1950 gathered, as a group, for the first time at Quilchena Golf and Country Club on Wednesday for a reunion.

Some had more memories of the school — then at Cambie Road and Sexsmith Street — than others; but most recalled generally happy times with good teachers.

“I remember everything; it was a great school,” said 86-year-old Lillie (Perog) Brandys, who was in the class of ’48.

“I got the commercial award when I graduated, for office, typing, filing, that kind of thing. I really liked that.”

Asked if she still had the award 69 years on, Brandys said, “You bet I do!”

Doreen (Montgomery) Braverman, from the class of ’49, recalled her principal, a Mr. MacNeill, also being her mother’s principal at the same school. “(The teachers) were strict, but not mean,” Braverman said.

“Miss Musgrave would bang people on the head with a book…never me, though.

“Mr. Kershaw would teach things that had nothing to do with the books; things like, for a kid to have red hair, then both the parents needed to have red hair.”

Outside of school, Mary (Iwaniuk) Abbott, also from the class of ’49, remembered her parents telling her, if she was going outside, to come back before dark for dinner.

“If we wanted to hitch-hike, we hitch-hiked. Parents didn’t need to follow their kids everywhere like they do now.”

For Bill Morely, from the class of ’46; it was his first time at any reunion.

“The teachers were fabulous. I remember taking the tram to school,” said Morely, who now lives in White Rock after residing in many other parts of the world for most of his life.

“I hope I recognize some faces here today.”

Morely joked that, although he’s never been to a reunion before because he lived overseas, he thought he should show up due to dwindling numbers.

“Beggars can’t be choosers,” he laughed.

For 90-year-old Barbara (Higo) Shishido, from the class of ’45, the reunion was a slightly strange experience, given that, due to the Japanese bombing Pearl Harbour, she was only at the school for about four months.

“I was there in September, 1942, then the war (Pearl Harbour) and I was interned. So I wasn’t there very long at all,” said Shishido, who was born in Canada with Japanese heritage.

Looking around the room, she laughed and said, “I don’t know many people here at all.”

The event was primarily organized by alumni from the school’s class of ’48, including Neil Collins and Marjorie (McKay) Bullinger, who, as well as her mother being a Milkmaid on Richmond’s famous and fearsome women’s lacrosse team of the ’20s and ’30s, met the Royal Family five times.

“It’s been a lot of work to put this together today, but I think it’s probably been worth it,” said Bullinger, adding that McKay elementary in Richmond is named after her grandfather.

Sockeyes relying on late heroics Mark Booth

T

he Richmond Sockeyes forgot to tell their fans about the September deal of getting two games for the price of one.

Just two weeks into the Pacific Junior Hockey League season and it’s been quite the roller-coaster ride already for the “Cardiac Kids.”

In three games, they have been outscored in the opening two periods by a combined total of 13-4.

They have countered that by dominating the final 20 minutes to the tune of 8-1.

It adds up to a fitting 1-1-0-1 record heading into tonight’s road tilt against Langley before returning home Thursday to host the Delta Ice Hawks at 7 p.m.

The Sockeyes opened the campaign at Minoru Arenas by overcoming a 5-2 third period deficit to trim the North Vancouver Wolf Pack 6-5 in overtime. A week later, they nearly did it again.

They were trailing the Port Moody Panthers 4-1 with 3:37 left when Tyler Andrews went to work. The 20-yearold captain scored on the power play then struck again 71-seconds later. He completed his hat trick with just three seconds remaining to send the game to overtime.

The Panthers ended the wild affair by pulling out a 5-4 win.

Two nights later, the Sockeyes found themselves in the same predicament in Mission. The host Outlaws took a 4-1 lead into the third and held off more heroics from Andrews for a 5-3 victory.

“It’s hard to put a finger on what exactly is behind it,” said Sockeyes head coach Steve Robinson of his team’s slow start and strong finishes. “Obviously, we are not playing with the same level of urgency that we are late in games. We are certainly leaving ourselves a big hill to climb.”

“Even though we ended up losing (to Port Moody) it probably was a better lesson in the long run than had we won that way for the second straight game. Then they’re thinking they can always just pull out wins in the end.”

Robinson figures it’s an unusual trend that will correct itself. Backing him up is the fact the Sockeyes outshot their opponents by a wide margin in both home games. At some point, secondary scoring will also emerge.

Andrews has been a one-

man wrecking crew with a league-best 11 points and seven goals. His linemate — Nicolas Bizzutto — has five points and Tyler Paterson four. No other Sockeye has more than two points and Andrews has also outscored his entire team (7-5).

“I told the guys we just have to stick to the process and the pucks will start going in,” added Robinson.

“There is always a bit of a chemistry issue with new players at the start of the season but there are other proven scorers on this team

and the chances have been there.

“Tyler has been unbelievable for us and it’s been in all three phases of the game too.”

The Sockeyes will also soon have more stability in net.

Veteran Jacob Latrace has missed the last two games due to school commitments at UBC. He will be unavailable for two others, including tonight, and that will be it for the balance of the season. Back-up Evan McCune got the start against

Port Moody, while Seafair Juvenile affiliate Hardarshan Hoonjan made 32 saves in Mission.

Icing…

There is a new wrinkle added to the Sockeyes’ rivalry with the Delta Ice Hawks. The winner of the season series will receive the “Battle of the Tunnel” Trophy. The teams will meet four times — twice each in Richmond and Ladner.

Delta enters this week’s play as the lone remaining team in the league with a perfect record at 3-0-0.

hat would a final season of coaching high school football be without a few long bus trips?

After over four decades of volunteer work, teachers Bill and Bruce Haddow have certainly logged their share of kilometres guiding the Hugh Boyd Trojans. The brothers can also attest to how much traffic has changed in Metro Vancouver since the mid-1970s.

The Trojans headed to Abbotsford last Friday where they spoiled the Robert Bateman Timberwolves’ home opener with a convincing 33-14 victory. This week, they are off to Vernon to take on the No. 2 ranked Panthers to close out non-conference play.

The team will leave Richmond around 7 a.m. Friday morning and it will be a oneday excursion.

“We will grab some dinner after the game and then head back home. It seemed to take forever to get to Abbotsford with just the traffic on Highway 1 so we know what we will be in for,” laughed Bill.

The extensive travelling hardly stops there.

The team will use the bye week to head to Eugene, OR to soak in the American football experience. The boys will take in a top tier (6A) high school game on Friday night then watch the Oregon Ducks host California at Autzen Stadium on Sept. 30.

“Byron certainly has a lively arm but he is still to young and has never seen this kind of pressure or quickness before,” said Bill.

“He is used to hanging on to the ball longer and having more time. It’s an adjustment for sure.”

It was a big afternoon for a Boyd defence that produced six turnovers. Standout linebacker Ryan Jensen led the way with an interception and a fumble recovery. Reace Mok and Berry also picked off passes, while Dayton Williamson and Kamron Porbeni were credited with fumble recoveries.

Richmond native Breanne Watson has been appointed to the newly-created position of Associate Director, Athletics at Simon Fraser University.

The former NCAA Division I basketball student-athlete and professional player will will provide leadership to SFU’s NCAA Division II varsity program, overseeing more than 30 full and part-time coaches, and managing responsibility for day to day operations, including budgets, event management, and team travel.

“Breanne will be a welcome addition to our Athletics and Recreation management team in helping us achieve our common goal of realizing our potential and elevating our performance in all that we do,” said SFU Senior Director of Athletics and Recreation Theresa Hanson.

“She brings high energy, passion and is a Breanne Watson proven leader who is well-suited to provide strong leadership for our 17 varsity sports and 400+ studentathletes”.

Watson has a Bachelor of Arts in Communications from the University of Washington, where she was a three-year starter and a three-time Pac-10 All-Academic Honourable Mention for the Huskies. Following her student-athlete career, the McMath graduate went on to have a successful pro career in Europe. Watson joins SFU from Fortius Sport and Health where she managed business development for the integrated and multifaceted athlete development centre.

“Simon Fraser has all the tools necessary to become a perennial power not only in the Great Northwest Athletic Conference, but in all of Division II. Having been a NCAA athlete, as well holding a strong understanding of the Canadian university system, I am very excited for the opportunity to leverage my experience and work alongside Theresa Hanson, Simon Fraser coaches and department staff,” said Watson.
