f Bob Baziuk ever wanted publicity for his harbour’s newly minted public wharf, he got it, following a dramatic video of a sea lion pulling a little girl under the Fraser River.

The shocking, two-minute video was shared online around the world over 20 million times, and since then the general manager of Steveston Harbour Authority has been bombarded with calls from the likes of CNN, BBC and NBC, as well as every major Canadian news organization hoping to understand what happened Saturday afternoon.

ther, immediately jumped in after the girl and pulled her to safety. She reportedly was treated for a minor injury and the family denies feeding the animal.

The incident could have been much more serious, said Paul Cottrell, marine mammal coordinator for the Department of Fisheries and Oceans.

Cottrell said the sea lion released the girl once she was in the water, after finding out she wasn’t food. Had a tooth lodged in her or on her dress, she could have been pulled further under water.

“She’s very lucky,” said Cottrell.

“They’re very big and powerful and have very big teeth. It can be very dangerous,” said Cottrell, noting sea lion bites carry a high risk of infection.

“I’m still flabbergasted by the whole ordeal,” Baziuk told the Richmond News Tuesday after the Fisherman’s Wharf sea lion, for a brief flicker in time, shared headlines with U.S. President Donald Trump’s latest mishaps.

“If there is any good to come of this, it is for people to understand the dangers of feeding wild animals,” said Baziuk.

Vancouver area resident Michael Fujiwara posted the video to his YouTube account, showing the male sea lion, estimated to weigh at least 250 kilograms, lunging up toward the small girl — roughly 25 kilograms — snatching her white dress, as she sat on the edge of the wharf, and pulling her into the water.

Destroyed police bike, stolen cars leads to arrest Alan Campbell

A

30-year-old man who allegedly drove a stolen car over the top of a police bicycle is facing a dozen charges.

Jason Edward Keyes appeared at Richmond Provincial Court on Friday and was charged with a plethora of crimes, including dangerous driving, theft, break and enter and police obstruction.

According to Richmond RCMP, offi-

cers from its Property Crime Unit (PCU) recently arrested Keyes, believing he was connected to a series of thefts and property-related offences.

Earlier in the investigation, in his haste to escape, the suspect reversed over one of the RCMP’s patrol bicycles and fled.

The officer who was using the bike was unharmed, but his ride was damaged beyond repair after being crushed and dragged for well over a block.

“This incident could have caused serious

or life-threatening injuries to one or more of our officers, not to mention innocent bystanders,” said Cpl. Simon Lee of the PCU. “This, coupled with the damage to police property while fleeing, heightened our focus and purpose.”

After his court appearance, Keyes was remanded into custody until his next appearance later this month.

“This arrest speaks to the dedication and collaboration of all the officers at Richmond Detachment,” said Richmond

At one point it interacts with humans, as one woman describes it as “cute.” And, prior to the stunning takedown of the girl, it lunges toward the girl, as if to test its reach.

Seconds later, the girl turns her back to the water, sits on the edge of the dock, and the sea lion lunges again to pull her into the water — this time successful.

Shaken, the girl reunites with family members and walks away.

Social media commentary criticized the girl’s family for allowing the incident to happen.

Baziuk said it is counterproductive to blame anyone for what happened. That said, he notes those feeding and taunting the animal, as reported by Fujiwara and seen on the video, displayed zero common sense.

“Have some common sense and don’t feed the wildlife. It’s that simple,” said Baziuk.

Because the girl and family was of Chinese ethnicity and the wharf is a popular destination for tourists, especially from China, many on social media speculated whether or not they understood the risks involved with such interactions.

As such, harbour officials are creating universal warning signs, in addition to the

newly placed signs, telling people not to feed the animals. Baziuk is also reminding fish vendors not to throw scraps overboard, as to attract the sea lions in the first place.

Baziuk said Richmondites can show leadership and remind folks on the wharf to keep their distance from any marine mammal that approaches the wharf.

“The intent isn’t to pick on people; the intent is to get the message across. So that’s why we’re working on universal signage. It happened. Let’s find a way to make sure it doesn’t happen again,” said Baziuk.

That message is important, especially since the day after the video went viral, the wharf was flooded with people hoping to get a photo of the sea lion.

Cottrell said feeding a sea lion is no different than feeding a bear — it harms the animal and creates risks for the public.

Cottrell said it is illegal to “disturb” marine mammals. However, existing law is fairly broad on the definition of “disturb,” and there are amendments before Parliament to make it clear that feeding wild marine mammals is illegal.

The News reported in 2015 on such amendments. Cottrell said DFO is still waiting on Members of Parliament to pass the new laws.

Jailed winery owner seeks government help GRAEMEWOOD Staff Reporter

A

high-profile, Richmond-based entrepreneur jailed in China is now pleading with the Government of Canada to assist in his release, after what his legal team describes as a precedent-setting extrajudicial process that threatens international business ties between the two countries.

Lulu Island Winery owner Chung-Nan (John) Chang, a Canadian citizen, has been incarcerated in China since March 25, 2016, the day he was detained by China Customs for allegedly underreporting the value of the 2,000 cases of wine he was importing. His wife Lan-Fen (Allison) Lu was also jailed, but recently released — although she is prevented from leaving China.

Law firm Fasken Martineau wrote a letter, on behalf of Chang, to the government this month asking for assistance.

Richmond-Steveston Member of Parliament Joe Peschisolido told the Richmond News he agrees with the premise of Fasken Martineau that the allegations do not warrant jail and that international trade laws should determine the outcome of the dispute.

“Our goal is to get Mr.Chang and Mrs. Lu out of China. My view is, this is not a criminal case,” said Peschisolido, who has been in contact with the couple’s daughter, Amy Chang, who is now overseeing the winery’s operations.

“I know the government (Canada) has been in contact with the family and is working with officials in China to get them out of China,” said Peschisolido.

“The Canadian government always intervenes when its citizens are being detained.

We believed Mrs. Lu and Mr.Chang should be in Canada,” added Peschisolido.

“It ought to be dealt with as a commercial matter,” he added.

“I think most reasonable people would say this isn’t a situation where people should be in jail,” he opined.

Fasken Martineau contends Chang was arrested and charged by prosecutors before customs officials had submitted evidence.

“The excessive power of China Customs to unilaterally jail the owners of a reputable Canadian business on a mere allegation of non-compliance with customs valuation rules, and to detain them in jail for more than one year without hearing or any meaningful recourse to justice, is a gross violation of personal liberty and security,” the firm contends.

The case is a violation of basic international law, as well as international trade agreements, according to Fasken Martineau.

China’s customs officials did not follow World Trade Organization rules when it came to discretion in customs declarations, the law firm added.

“China Customs has ignored procedural safeguards by failing to provide any written reasoning for determining that Lulu

Island Winery under reported the value of its wine imports; and by failing to provide any reasonable time or opportunity for Lulu Island Winery to respond,” argued Fasken Martineau.

The claims are more spurious considering Lulu Island Winery has been importing wine to China for six years, note lawyers.

Furthermore, other importers who were jailed on similar allegations have been released after they admitted underreporting and paid fines. Meanwhile, Chang and Lu denied violating any laws and were denied bail.

Peschisolido said the local business community with ties to China is watching the case closely.

“This may put a chill in the business community,” he said.

Canada is also in the midst of negotiating a free trade agreement with China.

This case is expected to be addressed by Minister of Foreign Affairs Chrystia Freeland, said Peschisolido.

In 2015, Chang estimated 80 per cent of his wine is sent to China. Only about 10 per cent of his grapes are grown in Richmond, the rest coming from the Okanagan.

Key road extended through City Centre A

new section of Lansdowne Road was opened to traffic on Friday, providing a key, east-west transportation corridor through Richmond’s busy City Centre.

The extension was officially opened by Mayor Malcolm Brodie and Joe Peschisolido, MP for Steveston-Richmond East, on behalf of the Honourable Marc Garneau, Minister of Transport.

The new extension is 0.3 kilometres in length, running from Minoru Boulevard to Alderbridge Way and now allows traffic to travel along Lansdowne all the way from Garden City Road to Hollybridge Way, completely bisecting Richmond’s City Centre.

The roadway will be further upgraded to full four-lane status as the surrounding neighbourhood continues to redevelop.

NG lobbyist and former journalist Jas Johal can now comfortably add member of Legislative Assembly (MLA) to his resume after Elections BC published its final count of the Richmond-Queensborough riding, showing he edged out NDP competitor Aman Singh by just 124 votes.

Johal ended up with 8,225 votes compared to Singh’s 8,101, after Elections BC counted 1,902 absentee ballots this week.

Johal previously held a 263 vote lead, after the initial count on election day, May 9.

There was some question as to the outcome of this riding and how it may affect the overall election picture.

By Tuesday afternoon, British Columbians seemed no closer to learning the outcome of the election, with CourtenayComox separated by just three votes. There, an initial count showed an NDP win, but following the start of absentee vote counting it flipped to favour the Liberals, giving that party a majority of seats. But should the two candidates be separated by less than 1/500 of the total votes, a judicial recount will be ordered by officials.

Singh still has the opportunity to request a judicial recount, if he can prove ballots were not counted correctly. Notably, Singh’s request for a recount of the initial vote was denied.

‘Compromise’ is Call them what they are - estates anything but Dear Editor, Re: “Farmhouse saga ends with ‘compromise,’” News, May 19.

My husband and I attended the recent Monday and Wednesday public hearings on house size restrictions on ALR land.

I now question the rationality of a decision to spend more than six hours of our time when the outcome was entirely predictable. But hope springs eternal.

Most frustrating was that “compromise” was the justification for the mayor and majority of council members to support near 11,000-squarefoot homes on half an acre or larger parcels of land. The point of reference for our municipal council was the 23,000-square-foot homes that have, over the last several years, changed the landscape of ALR land into mega mansion estates that have very little to do with farming.

The erosion of our farmland to speculation and wealth generation has galvanized public action in support of this vital resource and that was clearly evident at the public hearings.

Preservation of our farmland for farming and future generations of farmers was the clear message expressed in the

many passionate, eloquent and well-researched presentations.

The Association of Farmland Lessees, the Richmond Food Security Society and the Ministry of Agriculture guidelines are the benchmarks of what is important when it comes to agricultural land. Some seem to have lost sight of that, wooed by big money and a clash of values.

Eating local, eating healthy and having a sustainable food source is of importance to all of us. I would suggest that farmers advocating for 11,000-square-foot homes are as equally interested in speculation as in preservation.

Another word that came up multiple times by the final speaker of the evening was “viability” of farmland. It seems that viability of our farmland is attached to growing houses as well as growing food and exponentially growing land value thus guaranteeing unaffordability for the majority of future farmers.

I thank the councillors who recognize the value and purpose of our agricultural land and who have unsuccessfully supported the reasonable and generous size of 5,382-squarefoot homes on our ALR land.

Dear Editor, Many people are gravely disappointed with the recent “compromise” from Richmond city council with respect to ALR (Agricultural Land Reserve) development.

Provincial guidelines specify a maximum house size of 500-square-metres (5,382-square-feet) on ALR lots.

In Zone 1 (South Coast, Island, Okanagan) where Richmond is sited, the provincial guidelines further do not recommend a secondary residential building, compared to Zone 2 areas (Interior, Kootenays, North) that do allow for a maximum 300-squaremetres (3,229-square-feet) secondary residence.

Richmond city councillors claimed to have gone with a higher house size to address the needs of multigenerational families. However, passing a 1000-square-metre (10,764-square-foot) residential building size is literally double the recommended size, and exceeding the combined residential size allowed in remote Zone 2 ALR areas.

In addition, they also passed a bylaw that allows for applicants to apply for houses in excess of the maximum. Many voters are left wondering where the compromise is?

In allowing nearly 1,000-squarefoot houses on ALR, the council

(Au, Brodie, Dang, Johnston, Loo, McNulty, McPhail) has undermined key reasons for the provincial guidelines, including directing the largest residential uses in a community to non-farming areas.

And yet just meetings prior, councillors complained that prime ALR land would be taken by the provincial government to build a mega–bridge. But mega–houses are an acceptable ALR use?

Finally, any resident can look in the real estate listings and see these properties marketed as estates. They are sold as estates and bought as estates. That councillors are willing to call an 11,000-square-foot house, with theatre, tennis court, and driving range, a farmhouse shows their willingness to call a duck by another name.

Why is Richmond the Wild West of development? Some of the answers may be in “Election spending broke record,” News Feb. 25, 2015.

Development and growth should be encouraged in a sustainable and thoughtful way, so we can build a strong community now and into the future.

Concerned residents can email city council, write letters to the paper, and join Facebook groups.

Together, we can do better.

Small victory encouraging in fight for trees

Dear Editor, In May of 2016, my wife, Judith, spearheaded a response to the city’s intention to destroy a beautiful weeping willow tree on Seafair Drive.

Through her efforts and the additional actions of other concerned citizens, the city agreed to a trimming of the magnificent, old tree rather than its removal.

A year later the tree is sprouting new branches and it appears that it will eventually return to its former glory and remain healthy for many years to come.

This singular case provides evidence that if citizens are concerned enough about issues and/or changes that they feel will be destructive or detrimental to the character of and quality of life in their neighbourhoods it is indeed possible to prevent or cause such changes to be modified by taking reasonable and responsible actions to oppose them.

The saving of this beautiful tree was a small but significant victory in fighting back against developers and builders who

commonly apply for the removal of mature trees from our environment for unjustifiable and sometimes bogus reasons.

Every week we see more mature trees being destroyed without due consideration for the impact such removals have on both the overall character of a neighbourhood and the lives of residents who consider greenery and trees to be an essential, enriching aspect of our lives.

I would encourage more people to follow my wife’s lead and respond in like manner when

you believe there are no legitimate reasons for a builder and/ or owner to remove a mature, healthy tree from an existing residence or building lot.

We’ve lost far too many of these natural treasures as it is — perhaps we can manage to save a few even as the contractors’ lobby argues it should be the builder’s and not the public’s or the government’s choice about whether or not a tree should be destroyed.

Be wily around coyotes Dear Editor, Re: “Richmond's coyotes show little fear,” Letters, May 17.

We have lived on the west dyke for more than 30 years and the coyotes have always been a part of the wildlife population in this area.

Along the West Dyke Trail, one can very often see the coyotes rambling along the logs in search of prey, and they have even come right up to and on the dyke itself.

They will often travel in “packs” of two or three, but we have never had any problem with them, and I have not heard of anyone having had a bad experience.

That is, however, not to say one should ignore their presence if walking their dogs.

We used to walk our little pug dog (since deceased) every day on the dyke, but would always keep a keen eye out for the coyotes.

I have been attacked by a raccoon, but never a coyote, and they are both a part of the foreshores wildlife community.

Dear Editor, Coyotes are long-time residents of the west dyke from Garry Point to Terra Nova and have established at least two dens, not mega-homes, which have existed for many years.

I regularly see coyotes as I walk the west dyke daily.

Usually, I only see a loner, but I have seen up to three together. I was fortunate to also see the coyote featured in the paper. It appears to be a healthy adult with a thick coat of fur.

The coyotes hunt the marshes for food in order to survive. The fact that there is a farm along the dyke with chickens running freely is very attractive to the coyotes, but rarely do they cross the dyke to gain access.

Concern may exist for those dog owners who violate the bylaws and walk their dogs offleash. A dog that chases into the marshes in pursuit of a coyote may not return. This can be taken as a warning to dog owners.

The coyotes along the dyke are very special in that they can be observed in a natural environment with no fences, pens, etc.

They are better behaved than many dogs that litter the dyke with waste and chase after cyclists and people for no apparent reason.

I have never heard of a case where a coyote has attacked or threatened a person in any way as they travel the dyke by whatever means.

Please respect the coyotes and be grateful that they are still around.

ack in the 1950s, when I was growing up, we had a rain barrel in our yard to collect rainwater to use in our gardens, to wash our car and for general clean up.

Somewhere along the line, common use of a rain barrel disappeared.

With the trend of becoming more environmentally sustainable, many home owners are again installing rain barrels.

For those folks who have had a rain barrel in use through our very wet spring, they are already enjoying saving money on their water bill and can be very proud of conserving an over-used non renewable resource.

Canadians are some of the heaviest users of water, using an average of 329 litres of water, per person, per day! We are second only to the United States in the developed world and more than twice as much as Europeans.

Besides keeping money in your wallet and being good for the environment, rainwater is great for your plants too. Water used from a rain barrel is chlorine-free, so can be used on your indoor and outdoor potted plants, as well as your gardens. Municipal water contains chemicals that can build up in the soil and eventually harm sensitive plants.

There are lots of other uses for rainwater, too, like filling up ponds and water features, washing cars, washing windows, cleaning garden tools and equipment and many other

household tasks.

Other benefits of installing a rain barrel include decreasing water demand during peak summer months and during times of drought. Using collected rain water also reduces the strain on water treatment facilities and our city’s drainage systems during storms. Rain barrels also help prevent drainage problems around your home’s foundation.

Setting up a rain barrel is easy and only takes a few minutes.

Here are a few things you should think about when you are choosing your location and getting it set up.

• Put the rain barrel in an easily accessible spot and close to where you will need water the most (near your garden or potted plants, for example).

• Make sure the rain barrel is on level ground and sits as level as possible. Water is really heavy and if it is not level, it could fall over once it gets full of water.

• Keep bugs and debris out of your rain barrel by placing an old window screen over the opening.

• Use landscaping blocks or bricks to elevate your rain barrel to help it work better. It will also give you easier access to the spigot to fill your watering cans.

• If you are concerned about overflow from your rain barrel pooling around your foundation, add a downspout attachment that will turn off the flow to the rain barrel once it is full and redirect the overflow away from the house.

Let’s Renovate!

Let there be more light M

aximizing natural light in a home is a smart and sometimes low-cost renovation.

Homes that are dark and drab can drain energy levels and reduce productivity. In addition, dark rooms may not be inviting places to gather as a family or when entertaining.

Certain factors contribute to a dark home. Houses that face north or east may not get the same level of sunlight as those that primarily face south and west. Geographic location also plays a role in the amount of natural sunlight. Mountains, buildings and even latitude can affect the amount of natural light that enters a home.

The style of a home and its attributes also may create dark conditions. Deep house eaves as well as small windows or too few windows also can contribute to a deficit of light indoors. A major remodel certainly can remedy the situation. However, there also are other less-extensive strategies to improve natural light.

• Assess the situation before renovating. Walk around the

house and determine which rooms get the most light and which conditions may be contributing to the problem in other areas. Dark floors and walls may be absorbing natural light and compounding the situation. You may find that only one or two rooms need attention, saving you the cost and effort associated with a major home overhaul.

• Lighten up window treatments. Heavy drapes or thick blinds can be replaced with translucent alternatives.

Translucent shades will allow light into the room without compromising privacy, say the experts at HGTV. • Use mirrors strategically.

A mirror placed opposite a window will reflect light all around the room. This can make a small room seem larger and a dark space instantly brighter.

• Install new windows and doors. If the budget allows, installing larger windows in a home will allow more natural light in. French doors or sliding doors also may make a home’s interior more bright.

Think about adding windows to a side of the house that

has none, or increase the size of the windows on the side of the house that gets the most light.

• Maximize sunlight from above. Skylights will bring light into a home as the sun passes overhead. Tubular skylights can bring natural sunlight into spaces where you may not expect skylights to be practical. According to Houzz, a design and architectural resource, tubular daylighting devices, or TDDs, can make a big difference.

TDDs are reflective pipes installed between the roof and ceiling, with a clear plastic dome.

• Use reflective decor.

Reflective surfaces, including glass and metal, can brighten up a room and diffuse light around a room. Glossy backsplashes, pendant lighting and shiny metal that reflect light can increase the natural light, balancing out dark spaces.

• Prune trees regularly.

Cut back branches and keep trees tidy to maximize sunlight. Avoid planting tall shrubbery in front of windows.

Wildcats crowned hockey champions

cMath Wildcats are B.C. High School Hockey League’s Tier II provincial champions for the very first time.

The Wildcats capped an impressive season with a 6-3 victory over St. George’s last Thursday at Planet Ice in Coquitlam.

The Wildcats twice battled back from 2-0 and 3-2 deficits to take control of the game with four unanswered goals, including an empty netter to seal the championship. Brandon Lum led the charge with a hat trick.

The team also includes: Seth Wong-Hen, Samuel Kemp, Brandon Lum, Jordin Kojima, Brock Jung, Matt Dudicourt, Mitch Schroder, Seamus Collins, Michael Araki-Young, James Linden, Ben Hoath, Connor Sexsmith, Jared Yau, Ben Dickinson, James Sing, Kiyan Kara, Chris Gillies and goalies Max Abah and Colton Carpenter.

It was a memorable day for Wong-Hen as the Grade 12 forward raced away from the hockey’s team’s celebration to join his rugby teammates as McMath battled Collingwood for the New Zealand Shield in the Lower Mainland AA final at the historic Brockton Oval in Stanley Park.

Wong-Hen arrived in time for the second half and managed an early try as the No. 4 ranked Wildcats fell to the No. 2 ranked West Vancouver school.

Hirayama leads Canada to bronze medal at London Sevens

ichmond’s Nathan Hirayama helped Canada close out the 2016-17 HSBC World Rugby Seven Series with a bronze medal finish at the London Sevens.

In a rematch of the Singapore Sevens which produced Canada’s first-ever Cup champions finish, the Canadians edged the

United States 22-19.

Hirayama secured the win as he charged down Madison Hughes’ kick, collected the loose ball and touched down for a 22-14 advantage. Despite Alex Schwarz’s late try, Canada were able to secure bronze.

After reaching cup play with a 2-1 record

on day one with wins over Fiji (22-19) and Japan (28-14), Canada got past Argentina 28-7 in the quarter-finals. A spectacular try from Hirayama, which saw him dance his way through the Argentinian defence, opened up a 14-0 lead. He added another try in the second half.

Canada’s title hopes ended with a 24-5 loss to eventual champion and host England. It was Canada’s sixth appearance of the season in Cup play. They finished eighth in the series overall standings with 98 points and secured their entry into next year’s Sevens World Cup in San Francisco.

cRoberts Strikers will be looking to cap off an outstanding season in style when they host the Vancouver and District Grade 8 Boys Volleyball Championships on Wednesday.

The Strikers will take on Alpha at 4 p.m., while Steveston-London Sharks will battle Burnaby Mountain in the other semi-final battle.

The championship and third place matches take place at 5:30 p.m.

McRoberts captured the city championship with a four-set win over the Sharks.

Earlier, they pulled out a five-set thriller over Richmond Christian (27-25, 25-27, 25-23, 20-25,16-14) that had fans on the edge of their seats with some terrific rallies.

“The Richmond semi-final and final were both exciting matches,” said McRoberts teacher Sherri Frier, who shares the coaching duties with Noah Enns. “I am excited to see the high level of volleyball at the Grade 8 level.

and at lunch playing volleyball in the gym.”
