driver has been charged after two sports cars — both displaying novice driver decals — collided in the Massey Tunnel last week.

The Italian-made cars, a red Lamborghini Huracán and a blue Ferrari 458 Italia, are believed to be worth around $300,000 each.

According to police, the Lamborghini rear-ended the Ferrari at about midnight on Thursday, as both vehicles travelled south through the tunnel.

Although there were no injuries, the cars

were towed away and both vehicles are understood to be write-offs.

Officers from the Deas Island Highway Patrol described the drivers — males in their 20s — as inexperienced.

Although both cars displayed novice driver stickers, police said only one of them was a novice. The other had a Class 5 licence.

Grand designs for Steveston Park lie ahead Steveston Community Centre could complement ‘campus of care’ for seniors GRAEMEWOOD Staff Reporter

ajor changes to Steveston Park are in the works, as the City of Richmond embarks on preliminary designs to build a new community centre and library that could include a residential apartment tower for seniors care.

Details of a partnership between Vancouver Coastal Health (VCH) and the city are limited as the two sides appear to be negotiating land use and acquisition.

Coun. Harold Steves acknowledged at a committee meeting recently that there are discussions being had as to whether or not the existing site of the community centre could be densified to incorporate seniors care housing, such as residential and/or palliative care.

“I’d like to see the air space above the community centre used for seniors housing,” said Steves.

Steveston had been home to the sevenstorey Lions Manor, a residential care facility just north of the park on Fentiman Place.

The complex was demolished in 2014 and its residents were relocated to Bridgeport Road.

Steves said he has been floating the idea of densifying the community centre to create a “campus of care” for seniors in the Steveston area, noting there are already two assisted living facilities nearby (Austin Harris and The Maple Residences) and many of the newer condos are popular among active boomers who have downsized their homes.

If VCH relocated to above a new community centre and library, it remains unclear what would happen to the existing Lions Manor site, which sits empty, save for a Rogers cell tower that has a lease until next December.

VCH could sell the land with the city providing zoning for residential use. Or it could develop two sites for seniors care.

A spokesperson for VCH said the health authority could not comment on any plans.

Steveston Park will also soon see a new playground, which is in the planning stages, but has no timeline for completion. And to the north of the park, Steveston Buddhist Temple on Garry Street is planning to develop part of its property into residential units.

With or without a residential tower on top of it, a new Steveston Community Centre, which will have a new library attached to it, will cost $40-54 million, according to a report from city

planners planners.

The community centre/library is among five priority civic facilities that need to be built or updated by 2026. Among the others are (with estimated costs): City Centre Community Centre North ($1.3 million (largely paid for by development fees), the Lawn Bowling Clubhouse ($1-3.2 million), Britannia Shipyards/ Phoenix Net Loft ($6.8-8.3 million) and a new Richmond Animal Shelter ($5-8 million).

t’s a “Boxing week extravaganza,” with prices you may never see again, says urban planner Andy Yan, referring to his map of Richmond with 2016 property values.

Come early January, BC Assessment will have sent out all of its 2017 property value assessments for Richmond, and every detached home property is expected to crest the $1 million mark.

“Single-family property values are uncoupled from local incomes and continue to increase outside the range of incomes,” said Yan, director of Simon Fraser University’s City Program.

But adding to the sticker shock of the new assessments for detached homes, are often forgotten rising transportation costs, said Yan, who has assembled an analysis of such costs in relation to home ownership costs, across the Lower Mainland.

Yan notes that, a Richmond household will spend, on average, $446,713 over 25 years on transportation costs, according to a study

by Metro Vancouver.

“Transportation costs can be an iceberg to the dream of homeownership. It looks small at the beginning, but when you look at it over

time, as an ongoing, volatile cost, it has a tremendous effect on affordability,” said Yan. “For those who are car dependent, it can be a huge cost lying beneath a low house price,” said Yan. Transportation costs for Richmond residents are notably lower than for those residents in municipalities south of the Fraser River, but more than for those in New Westminster, Burnaby and Vancouver.

But Yan acknowledged most people’s immediate attention is on the new 2017 assessments.

Property assessments for detached homes in Richmond will go up 30-50 per cent, on average, while typical strata properties will rise by 15-30 per cent.

Many owners of detached homes are expected to face a triple hit to their property tax bill this year. In addition to losing some or all of their home owner grant, they will bear a greater burden of taxes, as their homes rise in value more in relation to those of condos and apartments (one tax rate is applied to all properties). Additionally, a 2.95 per cent property tax increase from the City of Richmond will apply to all properties in the city.

The vast majority of condo and

townhouse owners will keep their full grant and likely see a lower property tax bill, even factoring in the 2.95 per cent increase.

However, about 15,000 property owners are likely to lose all or some of their $570 home owner grant, which is applied to homes valued at under $1.2 million (the grant declines gradually for homes valued up to $1.31 million).

According to Landcor, there are 7,373 detached houses and 246 townhouses or condos in Richmond that were valued at between $1 million and $1.2 million, in 2016.

With a 40 per cent increase in their assessed value, these detached homes will no longer qualify for any grant. The strata properties will at least see diminished grants with a 22.5 per cent increase in assessed value.

Meanwhile, there are 4,820 detached homes and 234 townhouses or condos that were valued at between $900,000 and $1 million, in 2016.

Additionally, there are 3,220 detached homes and 642 townhouses or condos that were valued at between $800,000 and $900,000,

in 2016.

Yan compiled a map of Richmond showing the changes in property values for detached homes, between 2014 and 2016. In that period, detached homes assessed at more than $1 million went from 31 to 61 per cent across the city.

Residents in neighbourhoods such as Shellmont, north Steveston, East Cambie, Burkeville and Hamilton had the lowest values.

The Ministry of Housing has not indicated whether or not the grant threshold will increase. n Red areas show detached homes valued at more than $1 million, while blue areas show homes valued below $1 million, in 2016. This map is expected to turn completely red when new assessments are made public in early January. Notably, higher property value assessments do not automatically translate into higher tax bills.

OD deaths lowest in Richmond Graeme Wood

ichmond has the lowest death rate for illicit drug overdose deaths in B.C. and has largely escaped the healthcare crisis happening in Downtown Vancouver and other jurisdictions across the province.

Richmond’s Medical Health Officer, Meena Dawar, notes that despite the low death rate this year, to date, it is still two times greater than it was last year, according to data provided by the BC Coroners Service this week.

“While we are reassured that the impact of opioid overdoses remains low in Richmond compared to the rest of the province, it is important to note that Richmond residents are not immune to the current crisis. This year, 10 Richmond residents have lost their lives prematurely due to overdoses,” said Dawar,”

“There has also been a 60 per cent increase in the number of residents presenting to Richmond Hospital due to opioid overdoses as compared to last year,” added Dawar.

Richmond, isolated as its own health service delivery area, has an overdose death rate of 5.2 per 100,000 residents. The next highest rate is 7.3, found on the North Shore, then 8.2 in the Kootenays. Vancouver’s rate is 26.5, followed by Thompson Cariboo at 23.7.

The provincial death rate this year is 17.4, whereas it was 4.7 in 2007 (a year in which there were no drug overdose deaths in Richmond). The drug fentanyl is largely to blame for the spike in deaths.

When asked why Richmond is experiencing an anomalous overdose death rate for illicit drugs, Dawar did not say specifically.

However, she did indicate that illicit drug use has been historically low in Richmond.

Christmas comes alive for creative Kai, 16 Teen's living room filled with festive fun Alan Campbell

A

s you glance around Kai Costerd’s relatively small living room, the bright red “I Believe” cushion on the sofa offers a hint of where the passion lies with this remarkable 16-year-old.

And within a couple of seconds of the smiling Kai flicking the switch on his keychain remote control, any lingering doubt vanishes as to what fuels the teenager at this time of year.

No sooner had he said “watch this” than the entire front room of his grandparents’ Steveston Highway townhouse came alive with every conceivable sight and sound of Christmas.

Every one of the dozens of ornaments on the family Christmas tree makes a sound or has some animation (including Clark Griswald of Christmas Vacation movie fame), the Countdown to Christmas digital display belts out a festive tune and then — Kai’s piece de resistance — a living, breathing, 50-squarefoot Christmas village.

Central Park in New York, the Empire State Building, the Polar Express train and station, a drive-in movie theatre, a ski resort with moving gondolas and Santa’s grotto with photo opps are just a few highlights from

Kai’s display.

Ever since he was 10, when he helped set up his grandma’s friend’s Christmas village display, the McMath secondary student has been collecting his own village scenes and slowly, but surely, building his own, fully animated and incredibly detailed festive scene.

Such is Kai’s depth of knowledge in the world of the ornamental Christmas village, Art Knapps in South Surrey employs the talented Grade 11 student to run its Department 56 section — the name of the company that manufactures the display pieces.

“It takes up most of the living room; my grandparents are OK with it,” beamed Kai, who’s also the president of the West Coast Collectors, a group of Department 56 enthusiasts, which was founded in 2014.

“My grandma bought me my first ‘house’ in 2010 and I’ve been collecting them ever since. Art Knapps offered me the job to set up the display and run the department.

“I work there every weekend from November to January and work in the rest of the store during the rest of the year.”

Christmas comes but once a year though and, when asked how he fills his time the other 11 months of the year, Kai said he’s “always buying stuff, adding to the collection and building new pieces.

understandably, full, and there are totes filled with the ornaments under all the beds.

“It keeps him out of trouble; especially when you look at what the kids are into these days,” said his grandad, Steve Young.

Oh, and did we mention that the very creative Kai is also a cake maker and decorator?

“I’ve done courses at the Pacific Institute of Culinary Arts; I make cakes, decorate them and sell them on the side,” he added.

“My grandmas like to bake, so I just take it to another level.”

W

hen Jeff Rai saw an animal lying prostrate in the middle of the road, he knew instantly that he couldn’t just ignore it and drive around.

Without much thought for his own safety, Rai pulled over at around 5 p.m. on Monday, jumped out of his car and began trying to divert the traffic on No. 5 Road near Westminster Highway away from what he now realized was an injured dog.

However — as seen in his dashcam footage (video at Richmond-News.com) — Rai had to shout at motorists driving past him as he tried in vain to pull the dog, a German shepherd, to safety.

To make matters worse, the seriously injured dog, clearly in a lot of pain, was growling and snapping at the Good Samaritan as he attempted to manoeuvre it via its collar off the road.

“I tried my best to stop other traffic, but cars were still whizzing past me,” said Rai, who lives nearby on No. 5 and Williams roads.

“I had to shout at other drivers, they were going to hit me, too. But I managed to finally get him across the road and off to the side.

“I didn’t see who hit him. If I did, I would have chased the driver for sure.”

Unsure of what to do or who to call, animal lover Rai, who has a pet parrot that travels with him in his car, quickly drove home and called the police.

Shortly afterwards, Rai — who witnessed his cat being killed last year on the same stretch of road — met the police at the scene, but the dog was gone.

Unbeknown to him, in the interim period of time, someone else had called the Richmond Animal Protection Society (RAPS), which is the City of Richmond’s animal control contractor.

RAPS’ CEO, Eyal Lichtmann, said one of its animal control officers was called to the scene and was in the process of taking the injured dog to a vet when the animal, unfortunately, died.

“The dog did have a collar and the family that owned the dog were notified,” said Lichtmann.

“They came around and collected the dog. This is the sad part of the job I’m afraid.”

Giving thanks for generous donors Poppies on street signs a waste

Dear Editor, During Homelessness Action Week in October, the Richmond community came together to welcome more than 70 guests at the 8th annual Richmond Homeless Connect at St. Alban Anglican Church.

These at-risk and homeless individuals partook in the services provided by community services volunteers, such as haircuts, foot care, dental hygiene, flu shots and bike repair, as well as enjoying a pancake breakfast by Steveston Rotary Club and a nutritious luncheon prepared and served by volunteer organizers.

Guests were also provided with clothing and footwear collected from thoughtful Richmond residents by Richmond Hospital Auxiliary Thrift Shop, a nutritional snack provided by St. Vincent de Paul, and take-away hygiene kits.

Local community agencies on site provided information and referrals to income assistance, addiction services, youth services, mental health services and employment services.

Guests also enjoyed a new service this year — a take-way professional photograph which was a big hit.

Homeless Connect would not happen without the help and support of community members, organizations, service clubs and businesses. On behalf of the organizers, we would like to thank Steveston Rotary Club, Richmond Hospital Auxiliary, Richmond Health Services, St. Alban Anglican Church, Richmond Church of the Latter Day Saints, South Arm United Church, St. Vincent de Paul, The Pedal Depot and Camera One Photography for their numerous contributions to the event’s success.

We would also like to thank Richmond Sunrise Rotary Club and the Great Canadian Superstore, as well as individual Richmond residents for their generous financial donations.

The organizations that provide outreach and support services to people experiencing homelessness are: St. Alban Anglican Church, Richmond Salvation Army, Turning Point Recovery Society and CHIMO Community Services.

Any one of these organizations could put community donations to good use supporting people experiencing homelessness.

Dear Editor, Re: “Memories intersect at street signs,” News, Dec. 14.

I will be the first to firmly state that I am a strong supporter of honouring our war dead and preserving their memory.

However, we already have Nov. 11 set aside each year to remember and honour our soldiers.

Further, the city already has a beautiful cenotaph in front of city hall, which is dedicated to those who have fallen in battle.

Does the city really need to provide one more way of honouring our soldiers by spending $45,000 on 275 new street signs?

I think not, and this an utter waste of money provided by our tax dollars.

I really think the mayor and council have too much time on their hands when they encourage a wasteful duplicate project such as this.

Yes, we owe a debt to our fallen soldiers that can never be repaid, but putting poppies on street signs is ridiculous.

elcome to my family’s homemade Christmas card. It features the “Peace on Earth” visual (right) by my daughter Suzanna.

This column also appears in the card.

Suzanna has used cartoon style to simply say a lot. I’ll share with you what I see in her art.

For a start, I see diverse people focused on a central treasure — in harmony with each other, animals and nature. They’re even okay with the closeness of at least 15 humans and the pig, cat, sheep, rabbit and dog.

They’re still, but they pick up energy from the treasure and send off energy with their vibrancy and focus. The treasure is “Peace on Earth,” the higher value imbuing all, enabling a better community and world.

Since the card is for Christmas, I also see the visual as the nativity of Jesus. I bet there’s a newborn child nestled in the manger, charming everyone as they gaze on him.

The scene includes the baby’s young mom, Mary, along with her fiancé, Joseph.

He knows the baby is not his offspring, but he’s kept his faith in a divine power and Mary, who would’ve been shamed or worse

if he hadn’t. Joseph and Mary are outwardly ordinary, blending in.

I’m aware that a Roman emperor’s decree has forced them to travel far from their town to Bethlehem, where they have little or no shelter. It occurs to me they’ll later become refugees, fleeing to Egypt to save their child from a murderous local king.

But in Suzanna’s visual they have friendly company, including humble shepherds who were watching over their flocks when peaceful voices led them to the manger. Also, other people may have followed the shepherds back to the manger after they spread the

news.

That fits with the nativity account by Luke of Antioch (near Aleppo), a physician. He became the historian of the early Christians, with an engaging style. I think he wanted readers to identify with the shepherds, who take up half his nativity story, as well as with the family. He succeeded to the point that characters often look Ugandan in Christmas cards from Uganda, Japanese in cards from Japan, and so on. In that vein, Suzanna’s visual is fitting for a community from many lands — when we identify as harmoniously diverse.

Two final notes: First, Jesus spoke well of shepherds and was even identified as “the good shepherd” in his public life 30 years later, in keeping with the nativity scene.

He also reached out to people who’d been shamed. Two millennia later, the values still inspire.

Second, last December our new neighbours from China spoke little English, so we added a message in Chinese on our 2015 homemade card and dropped it off on Christmas Eve. On Christmas Day, our doorbell rang, and their beaming family presented a Yulelog Christmas cake.

Our Christmas dinner would’ve lacked a cake, so the kindness was perfect.

Assessments way too high Dear Editor, A 50.2 per cent increase in a senior citizen’s property tax assessment isn’t morally justifiable.

Recently, an 84-year-old Richmond senior showed me a BC Assessment notification that their tax assessment was going to increase by a huge amount.

Many seniors who purchased their homes 40 or 50 years ago paid very little compared to today’s prices and they could make a considerable amount if they sold their home in today’s market.

But that is too simplistic.

Seniors live on pensions, assistance, investments and, perhaps, some part-time employment.

The vast majority (the 99 per cent) live on relatively fixed incomes with small, if any, annual increases and they obviously could not afford to purchase their homes in today’s market.

It’s very stressful and intimidating to receive these notices from the government and it can force people out of their homes where they are still healthy and happy.

It is a mistake to believe that seniors are wealthy because of their equity. Equity doesn’t pay for groceries, the heat, charitable donations or gifts for grandchildren.

Although there is an option to defer property taxes, that only kicks the can down the road and the exorbitant bill will come due.

If health problems cause a senior to sell and move into a care facility, their living and health care expenses go up and government takes more money out of their pockets.

be fair and reasonable.

How can a 50 per cent increase on already inflated property values be justified?

Simply put, it can’t be justified because it’s manifestly unjust.

Property tax assessments and increases should have some connection to reality.

Simply looking at neighbourhood sales, including new multi-million dollar house sales, is not an equitable process because it’s disconnected from a long-term owner’s income and ability to pay.

Until a property is sold, increases should be limited to smaller increments. When a property is sold after 30 or even 50 years, the assessment should then be adjusted to reflect the new value/price since a $3 million or $4 million purchase is a strong indicator of a new owner’s ability to pay.

Government policy should help people stay in their homes, not force them into selling.

Stench maker needs to shut down

Dear Editor, Re: “Stink is breaking my stride,” Voices, Dec. 16.

I’m not impressed with the comments by Evan Dunfee, race-walker turned amateur toxicologist, who spent weeks training in Shanghai and Beijing.

The air quality in those cities is a health hazard categorized by the World Health Organization which Richmond has never experienced.

Of course, the stinky smell in Richmond needs to be fixed, but to call it criminal is hyperbole of Donald Trump proportions.

Schools can cultivate acceptance, anti-racism Dear Editor, Re: “Racist flyers condemned,” News, Dec. 16.

It is great that different organizations have initiatives that address racism. If a similar initiative could be run in school, it would provide a lasting impact to the society.

According to Statistics Canada, in 2014, almost 50 per cent of police-reported hate crime was motivated by race or ethnicity. Students often celebrate multiculturalism and diversity in schools.

Still, some are rationalized and become racists when they grow up.

If the school environment — the atmo-

sphere, the teachers, the staff, — can help students cultivate a heart to accept and respect one another because of the fact all human beings are worthy and valuable, racism will disappear.

We are all human beings. Every one of us is unique and different, equally valuable and deserves mutual respect.

The recent code of conduct update in school policy has extended its umbrella on acceptance.

Under one inclusive policy, students learn best to accept and respect the differences in our society.

“We got out there about three or four times and we were right there in the fields at the farm as the cows went by and munched on the grass.

“We do the sketches and take photos first and then we do the rest of the work, the finer detail, at home.”

The 13 paintings from the 10 artists are very much a tribute to Steves, said Wellman, as the group rarely does one theme.

“Harold is a great character; he was always popping in and out but was usually very busy working on the farm,” she added.

“And it was great for us to have a place to show off our work; there are less and less venues for us each year.”

ack in the good old days, families would take axe in hand, trek into the local forest and cut down the perfect Christmas tree.

We would put it up with its’ fresh, piney smell, decorate it Christmas Eve and then take it down just after welcoming in the New Year! Many of us would use the wood after for our fireplaces, leaving not a trace of the tree that graced our living rooms during the holidays.

With the advent of apartment and townhouse living and generally an ease of use and safety concerns, many people have moved to erecting a plastic replica of our forest friend, some even accompanied by a spray can of that piney smell!

Along with convenience has come some concerns of unfriendly environmental issues surrounding the making of the plastic trees and the distance travelled shipping them to our local stores. Purchasing a cut tree from a nursery or Christmas tree farm has its issues, also. Many people don’t like the fact the tree is cut down to be thrown out after Christmas.

C

hristmas is the time of lights. Colourful lights are everywhere and with daylight in such short supply, it seems we are in darkness more than not.

So, it irks me as a cyclist when I see other people on bikes, especially in the winter, riding without any lights on their bike.

The auto industry realized decades ago that daytime running lights improve safety, even on sunny days, so why hasn’t this translated to all cyclists?

When I started cycling I never used lights, except for at night. I thought they were uncool and I got the feeling from other cyclists that we don’t need them as long as we ride safely.

Slowly though, I started using lights earlier in the evening and on rainy days.

This was mostly in response to close calls I had with vehicles on side roads where lighting wasn’t the best.

However, it was actually a sunny, summer day that changed everything for me, and I’ve used lights full-time ever since.

Two summers ago, on a beautiful, clear sunny day, I was riding down Westminster Highway with the intention of turning left on No. 7 Road.

As I approached the intersection, I looked behind me and cars were coming, but they were at least a kilometre away (I could see them by their daytime running lights).

I moved to the centre of the lane and using

my left arm indicated a left turn. There was a long line of traffic coming towards me, so I had to wait for them to pass. There I was, in the lane with my arm out waiting my turn.

With my focus on the cars still coming towards me, I heard the sound that changed my opinion of bicycle lights during the day.

Screeching tires skidding along the pavement as the car, that had been at least a kilometre behind, slid up behind me, stopping within a couple feet of me.

I’d been in that driver’s view for at least one full minute, directly in front of him, and he hadn’t even seen me until the last second.

I was angry with the driver, however I sympathized with him.

I was wearing mostly black, my bike and tires are black; so I asked myself — would I have seen me any better if I had been driving that car?

And the fact is, I do drive a car, and since then I’ve come to recognize that cyclists with lights are much more visible any time of the day.

If you are a cyclist, especially on the road and you don’t have lights, Christmas is the perfect time to get them.

There are local store and online sales, especially for Boxing and New Years Day. Put lights on your Christmas list and if you’re too old to give it to Santa, then pass it on to your spouse, significant other or your children.

Ride safe everyone, and do everything you can to be seen out there.

ift-giving must be one of our oldest rituals. I’ll bet cave dwellers already indulged in it, making a present of pretty pebbles or seashells. And there’s plenty of evidence that in ancient civilizations, gifts were offered to the deities, as well as to mortals.

Our Western custom of giving Christmas presents belongs to a tradition that started in northern Europe, becoming firmly established in the 19th century, alongside Santa Claus and the Christmas tree.

For some, the tradition began in the East, with the Three Wise Men bringing the Christ Child gifts of gold, frankincense and myrrh (two aromatic gum resins with special properties). As a matter of fact, before commercialisation and consumerism took over our lives, the products of nature and confections made with natural products were the most common types of gifts bestowed on special occasions, such as Christmas or Easter.

In my research on the Italian nobility, I learned that in the Renaissance they customarily regaled those on their gift list with items from their cellars or larders.

The preciousness and rarity of the gift corresponded to the social rank or political importance of the recipient, since gifts served not only to honour but also to curry favours.

While charitable bodies, such as religious institutions, could be fobbed off with inferior products, a cardinal who had the ear of the pope would receive only the very best.

For instance, the Della Rovere family, who ruled the Italian duchy of Urbino in the 16th

and 17th centuries, prided themselves on the figs grown in their region. Picked in the late summer, the figs were dried during the autumn, and in the winter the choicest fruits were selected to be sent to worthy dignitaries.

Figs marred by pests or inclement weather were destined for the nuns.

This venerable tradition of offering edible delicacies persists in parts of Italy. At Easter, one of the tributes regularly received by my friend’s father, an eminent judge, was an enormous marzipan fish, made by the local nuns with local almonds. Other people brought him lobsters.

Not surprisingly, a few of the words in the vocabulary of gift giving originally had religious (pagan or Christian) associations: offer, donate (from the Latin “donum,” gift), bestow.

Other words (not only in English) are connected with food and drink. For example, the German word “schenken” means to give a present as well as to pour a drink. Although there’s no English word akin to “schenken” that signifies gift-giving, “schenken” is related to the Old English “sceanca,” shank in modern English (it’s been suggested that early on, taps in barrels were fashioned from shanks).

One significance of the verb regale is to gratify someone with a gift. Regale comes from the French “régaler,” to feast, banquet, which derives from the Old French “gale,” pleasure, merriment. The same French source is at the root of the Italian word for gift, “regalo.”

There’s much to praise in the old traditions of gift giving — exquisite food and drink provide pleasure, satisfy appetites and don’t end up on the landfill.

The narrator becomes an assistant to a pop star after giving up on her own career goals. The globe-trotting novel (UK, US and West Africa, specifically) is about dance, race, class, family and female friendship.

Steven’s pick: Vancouver in the 70s – Kate Bird: Vancouver has changed a lot in the past half century, going from a sleepy industrial town to a cultural hub and cosmopolitan city. This book examines the beginnings of this change, full of photos of the people and places that changed the city and how the world looks at it. A

long-standing holiday tradition gets rolling for another year on Christmas Eve as the Steveston Santa Claus Parade prepares to wind its way through the village.

The event, which today requires the efforts of 40 to 50 volunteers, was first started back in 1973 as a simple celebration of the holidays, said organizer Jack Beetstra, who stepped up a few years ago and revived the parade after it missed a year.

“I’ve been involved one way or another with the parade since its start,” Beetstra said, adding those originally steering the event included the late Frank Van Hest of the Steveston Art Knapp’s Plantland, who took a turn at playing Santa Claus. Also playing a part were former local realtor Ray Ruttan and community organizer Kelvin Higo.

“Their idea was just to bring joy to the people of Steveston,” Beetstra said. “And they just went up and down the streets. Things got a little more formal as the years went on. Then it got to be a

lot of work and it became too much to continue.”

So, Beetstra, who has been with Richmond Fire Rescue for 27 years and is a captain at the No. 4 Fire Hall near YVR, enlisted the support of the Richmond Firefighters Charitable Society and a host of former parade volunteers to get things running once more, this time as a fundraiser for the Richmond Food Bank.

Last year, the event raised just over $1,500 and a truckload of donated food.

“We have firefighters and volunteers walking with big rubber boots collecting dona-

tions along the route and that all goes to the Richmond Food Bank,” Beetstra said.

The parade starts at 6 p.m. at Regent Street and Sixth Avenue and then zig-zigs up and down the streets and ends at Garry Point Park.

This year, Santa will be riding on the Steveston Community Society float and will be preceded by all manner of parade-goers, including hay wagons, plenty of costumed folk, and a decorated fire truck.

Six years ago, he opened up his first location 41st Avenue in Kerrisdale, which became so popular with customers that they kept asking him why he didn’t open another in the heart of Downtown Vancouver.

So, six months later, he heeded their pleas and began serving from a second location on Hornby Street.

About seven months later, a third bakery was opened at Park Royal in West Vancouver.

“And because we had three locations, we had to develop a 3,500-square-foot central kitchen that helps with production,” he said.

When Point knew what he wanted to do, he went back to Paris to study how to become a baker.

“I have so much respect for bakers that I do not consider myself to be one because I don’t have the

Donating, the tax efficient way KIMINGLIS Finance

A

ccording a recent BMO report on charitable giving, 52 per cent of wealthy Canadians choose to donate to charities to which they have a personal connection.

More than half of those say their motivation to give is based on the desire to have an impact on their community. Only 21 per cent say they give to reduce taxes.

While reducing taxes may not be the main motivation, it is nonetheless a good one, because both charity and donor can benefit from more tax efficient ways of achieving their philanthropic goals.

Gifting publicly listed securities, such as stocks, bonds, and mutual funds to registered charities is one such way. A donor who sells the shares of appreciated securities, and donates the cash, is taxed on capital gains.

However, if the shares are donated directly, the charity issues a tax receipt based on the fair market value of the securities. The charity gets the full value of the shares and the donor gets a full value tax credit without the imposition of capital gains taxes.

Consider an investor in Ontario with a $10,000 stock position originally purchased for $2,000. There are two options: donating the cash after selling the shares, or donating the shares directly to charity.

If the investor sells and donates the proceeds to charity, capital gains taxation has an impact.

Assuming a $150,000 annual salary with 48 per cent marginal tax rate, the investor is

left with $6,080 net proceeds to donate. The tax credit generated by the donation would be $2,402.

If the investor donates the shares directly to a charity, both are better off. By donating the shares directly, the investor is not subject to capital gains tax. This means the charity receives $10,000 worth of shares and the investor gets a $3,976 tax credit. This strategy applies to all publicly traded securities, including stocks, bonds, and mutual fund investments.

Insurance can be used in a similar fashion by transferring the ownership of the life insurance policy and naming the charity as beneficiary.

When the donor passes, the charity receives the policy’s cash surrender value plus any net accumulated dividends and interest. The resulting tax credit can be applied to a final tax return.

Also, any additional premiums paid to the insurance company by the donor are considered a charitable donation and are thus eligible for further tax credits.

Those wishing to donate to a charity but still needing income can use a Charitable Remainder Trust.

Assets, such as income-producing real estate, are transferred into a trust and the donor gets an immediate tax benefit.

The donor receives lifetime income and the charity receives the assets when the donor dies.

A

steady diet of elite Prairie midget hockey might be exactly what the run-and-gun Greater Vancouver Canadians need for what’s going to be a challenging second half of the season.

The B.C Major Midget Hockey League club will be spending the holidays at the 38th annual Mac’s Tournament - marking the first time in four years they are making the trek to Calgary for the prestigious event.

The Canadians were one of four B.C. teams to earn invitations thanks to an impressive start to the regular season.

Their reward is being part of a roundrobin group that includes the current No. 1 ranked Major Midget teams in Alberta (Foothills CFR Chemical Bisons) and Saskatchewan (Moose Jaw Generals). The Red Deer Optimist Rebels (10-3-7) will be no pushover either. The schedule also includes the Alaska Oilers and it all gets started on Boxing Day. The Canadians are loaded with players already signed with the Western Hockey League or B.C. Hockey League clubs.

Among them is 15-year-old forward Sasha Mutala, taken sixth overall by the Tri-City Americans in last spring’s WHL Bantam Draft.

Team captain, Scott Atkinson, 16, was recalled by the Edmonton Oil Kings last week for a brief stint after nearly making the WHL club out of training camp. Six-foot-2 blueliner Owen Williams is another 16-yearold who began the season with the Regina Pats. Richmond’s Chris Douglas, the team’s leading scorer, signed with the Langley Rivermen last week.

The Canadians currently have four players among the league’s top 10 scorers, with blueliner Nathan Kelly joining Douglas, Mutala and Atkinson.

However, all the firepower hasn’t translated into a dominating record.

After the fast start, the Canadians have just two wins their last eight games. They managed only a single point in a recent twogame series with longtime rival Vancouver Northwest Giants and earned a split last weekend in Kelowna against the second place Okanagan Rockets, thanks to a 7-4 victory on Sunday. They now sit sixth in the highly competitive 11-team league with an 11-9-3-1 record. It won’t getting any easier over the final half of the season with the

bulk of their remaining games on the road, including a trip to Prince George for a pair against the first place Cougars (21-2-1) “For the most part, we don’t have problems putting the puck in the net,” said Greater Vancouver head coach Phil Alalouf.

“Even our defence is thinking offence and that’s where we are getting burned at times.

At one point we were the highest scoring team in the league but we also had a ton against. The back side of our season is going to be about us playing better defensively.”

The Giants limited the Canadians to only a second period goal from Ben Landon en route to a 3-1 victory on Dec. 11 at Planet

Ice in Delta. Greater Vancouver generated some excellent chances in the dying minutes but couldn’t solve netminder Jesse Makaj, before surrendering an empty net goal.

“The first period we didn’t battle enough.

The second we showed up and the third was a good fight,” continued Alalouf. “I guess, we are just expecting a little bit more.

“The league is really tight this year which is what you want and the second half of the season has now started. We want to be moving up in the standings and into the top four.”

That’s where Alalouf is hoping the Mac’s tourney will toughen his team up for the

stretch run.

“These kids have a lot of spirit and are a very tight team,” he added. “But the drive, physical play and little bit more compete is what we are looking for. (Laughing) Sometimes I feel like we are a European team when we need to be a little bit more like a Canadian team.

“We are going to see that in Alberta.

That’s for sure.”

Atkinson had a hat trick in the win over Okanagan last Sunday as the Canadians scored three unanswered goals in the third period. Mutala added a goal and two assists. The Rockets won the series opener by the same 7-4 score.

Rapid swimmers earning all-star recognition

Richmond Rapids swimmers have been honored with a slew of designations so far this season.

Alex Ball, Rich Rakchtis, and Amanda McCallum were participants in this year’s Odlum Brown College’s Cup as a part of the Lower Mainland Regional All-Stars.

The team, comprised of some of the best 18-and-under athletes in the region, competed in a heats-finals meet at UBC against universities from across Canada.

Ball, Rakchtis, and McCallum all qualified for finals.

Moving on to the Provincial level, three Rapids were selected to the Swim B.C.

Prospects team.

McCallum and Ethan Chan will be on the team for their second year, and Matthew Crawford has made it for the first time.

The “Prospects” represent the fastest 13-and-14-year-old girls and 14-and15-year-old boys in the province. To be selected to the team, swimmers must be in the top five nationally to be guaranteed a spot, with wild card positions filling the remaining positions.

This is also the age range for selection to next summer’s Canada Games team.

Several Rapids have also been named

to the National ID Team, a development tracking system organized by Swim Canada.

The National ID Team designation indicates that an athlete has achieved an “On-Track” time on one of three tiers.

These times are extrapolations made by SNC that indicate a swimmer is hitting certain age-based benchmarks to qualify, make finals, or medal at the Olympics or World Championships.

They will also be on a watch list for possible carding in the coming years. McCallum, Ball, Brian Yu, and Eric Tong were all named to the NIDT.

His Steveston-London Sharks are back on track for a first place finish in the Richmond Senior Boys Basketball League thanks to a key 89-75 win over the McNair Marlins last week and some valuable help elsewhere.

The Richmond Colts capped a wild opening two weeks of league play by rallying to surprise the McMath Wildcats 80-75. That result came eight days after the Wildcats upset the Sharks — leaving all the expected frontrunners with one loss each heading into the new year.

The other key early season matchup last week saw the Cambie Crusaders defeat RC Palmer 81-71 in a battle of the city’s top “AA” teams.

All these early season results are much more significant now that league games will determine playoff seedings for the Lower Mainland Championships in February — not the city playoffs.

A Sharks’ loss to the Marlins would have meant a difficult draw in what is expected to be a highly competitive and deep “AAA” Mainland playoff tournament this season.

“That was our big (pre-game) talk today,” said Stoneburgh. “I told the guys if we lose we are very likely going to be third.

“I’m just not happy with the way they decided to go with the seedings for Lower Mainlands this year and I was vocal with the (athletic directors) about it. I agree you want to make the league games more important but to make them count for the next tournament (beyond the city playoffs)? You could have a bad loss in December and it could screw your season.”

Stoneburgh also believes the significance of the city championships will be somewhat diminished.

“They want these games to mean something but that’s why we have a playoff system,” continued Stoneburgh. “Still (one of the nine teams) will not make the playoffs. You have to win games. If this happens again next year, I’m moving all my games

With the heaviest of hearts, we say goodbye to our mother, Mary Obzera (1930-2016). Mom was predeceased by her husband Paul. Also gone are two sisters and one brother. She is survived by a brother and two sisters. Mom was devoted to her family; Ed, Patti and son-in-law Lori. Her children Ed and Patti were her best friends. She was an avid baker and loved sharing her pies and cakes with family and friends. There was always a dog in the home and her last dog, Benji, died a few weeks before mom and it was like losing her soul mate.

She loved her volunteer work for RH Auxillary Thrift store, gardening, lunches out with friends, walking the Shell Road trail and having coffee with her Steveston Bakery buddies. She enjoyed doing the occasional trip to the casino and was often lucky.
