ore than 25,000 people are expected to descend on Minoru Park this Saturday for the second Richmond World Festival.

The festival won a national award in its inaugural year and the City of Richmond, which runs the event, is anticipating even more people to flock to the venue this

weekend, with YouTube sensations Walk Off The Earth headlining, as well as top children and cultural entertainers and a diverse fleet of food trucks lined up.

The free, Labour Day weekend event was considered a huge success in its first year and, with a few tweaks, organizers hope it will eventually become a two-day party.

City spokesman Ted Townsend told the Richmond News preparations are in full swing to help welcome the crowds back to Minoru Park on Sept. 3.

“We’re always a little bit weather-dependent when you have an outdoor festival, but hopefully the rain will hold off for this weekend and we will build on the success of last year,” he said, adding the positive word of mouth that circulated among festival-goers last year bodes well for a strong crowd on Saturday.

Realtor suspended by real estate council Xiao Ming Wang has had his licence taken away Alan Campbell

A

Richmond-based realtor has been suspended after it was found he had conducted more than a dozen sales referred by an unlicensed Chineselanguage real estate website that offered Lower Mainland listings to foreign buyers.

The real estate licence of Xiao Ming (Alban) Wang, while licensed with Amex Sunrich Realty, Richmond, was suspended for a year, effective Wednesday, by the Real Estate Council of B.C. He was also ordered to pay a $10,000 fine and enforcement expenses of $1,500 to the council, and complete a remedial real estate course at his own expense.

In an agreed statement of facts released by the council, Wang said he was approached in September 2012 by a former client who said there was an opportunity to work with an investor, identified in documents only as FN. At a meeting in Richmond, FN told Wang she had plans to launch a Chinese-language

website showcasing B.C. real estate. According to the statement of facts, FN told Wang she would introduce him to customers, many of whom had already decided which listings they wished to buy.

Between November 2012 and July 2013, Wang completed 17 property transactions referred to him via the website.

The statement of facts was signed in late June and the consent order was finalized in mid-July.

The details of Wang’s suspension were released by the council this week.

According to the council, Wang “failed to act honestly and with reasonable care and skill when he prepared an offer for a property in Richmond, B.C., on behalf of a purchaser whom he never met.”

And as Wang, said the council, has a personal real estate corporation, the licence of Alban Wang Personal Real Estate Corporation is also suspended and is equally responsible for the payment of the discipline and enforcement expenses.

‘Nippy’ wins gold

H

e didn’t break any world records, but “Nippy” Nihal Gil still stole the show at the inaugural Americas Masters Games on the weekend.

The 101-year-old Richmondite won the gold medal in the 100-metre “dash” in the 100-plus men’s event.

It was an incredible achievement for the centenarian, even though his only expected rival — a 100-year-old man from India — failed to show up at the athletic event at UBC on Sunday.

And by completing the distance in one minute and 25 seconds, it appears that Gil has set a new B.C. and Canadian record for his age group.

“He was still the star of the Games it seems, there were cameras all over him,” said Gil’s grandson, Gary Singh.

“It’s not a world record, but we think it’s a B.C. and Canadian record; we’re checking that right now.”

Gil was due to also run this week in the Games’ 200 metre event in his category, but Singh seems to think it might be one race too many.

The nine-day competition has drawn mature athletes from all over the world, age 30 and up, to compete in Olympic-style events in Vancouver.

The News reported last week how Gil — who had been training hard for months by walking around the perimiter of his son’s Terra Nova home five times a day — has never competed in any sport in his long life.

A lifetime of eating organic was cited by Gil for his longevity.

Visitors can look forward to unique and compelling pieces that incorporate sound, image, movement and more. The Digital Carnival runs from 7:30 p.m. to 10 p.m.

Some activities starting on Friday afternoon will take place on a single venue called The Bamboo Theatre Stage outside the Richmond Cultural Centre, which is organized by the Vancouver Cantonese Opera Society and will feature music and dance from around the world.

The festival will also feature more than 60 music and dance performances on other stages dotted around the park.

Headlining the festival will be Ontario-based Walk Off The Earth, the reigning Juno Group of the Year-winning band that has garnered a considerable following on YouTube.

As for how visitors can best enjoy the festival this year, Townsend said the most important thing is to come armed with a sense of adventure.

“This will be a great opportunity for people to try something they have never experienced before,” he said, alluding to the wide array of live performances, plus an array of food choices provided by the 40 or so foods trucks that will be on site.

“If you’re willing to be adventurous you can check out the Cantonese opera and find out what it takes with all the makeup and costumes to create the characters that take part in Chinese opera,” he said. “And give yourself lots of time to visit the various stages.”

Since parking in the area is always at a premium, Saturday’s festival will be no exception.

So, on the day, visitors are encouraged to take public transit or other forms of transport to the site.

Townsend said it was a huge honour this spring for the event to win the award for Most Outstanding Event in Canada at the Canadian Event Industry Awards.

“We were up against some pretty stiff competition in that category that have some pretty high profile and big budgets. But it speaks to the success of the vision and execution of our festival,” he said.

“We took the cultural mish-mash that is Canada, B.C. and Richmond and tried to present that in the festival with music, food, sports and culture that went across the spectrum and provided something for everybody.”

Asked if that now raises the bar for this year’s event, Townsend said he doesn’t feel it makes it tougher.

“We achieved what we were aiming for in 2015 and now we’ve got a new vision for 2016 and are working hard to achieve that and build for future years,” he said.

One of the big changes for this year is to hold more events indoors on the grounds of Minoru Park.

“We have a lot of activities planned in the Cultural Centre, as well as the plaza outside,” Townsend said. “That gives us a new footprint and new activities that we didn’t have last year.”

For example, inside, the library will host numerous family-based activities at its Imagination World that will include a performance by well-known children’s entertainer Will Stroet.

There will also be a host of interactive, multimedia activities that will be part of the Richmond Youth Media Festival.

Dad, daughter conquered together Christopher Sun

or Steveston resident Guillermo Francisco, cycling 250 kilometres over two days was an exhausting, but worthwhile, experience.

Guillermo and his daughter, Bea, participated in the eighth, annual BC Ride to Conquer Cancer on the weekend, which saw 1,687 participants cycle from Vancouver to Seattle. This year’s event raised $7.1 million for the BC Cancer Foundation.

This was Guillermo and Bea’s first time participating. They decided to do it together as a fatherdaughter bonding experience and to support a worthy cause, which ended up inspiring them both.

“It was an incredible experience,” Guillermo, 59, said. “There were cancer survivors participating, young people, old people. Some had pictures of loved ones they were cycling for. It was quite the journey.”

Guillermo started training for the ride in March, but since Richmond is flat, he spent a lot of time cycling in Vancouver, training around UBC. “I went down that hill from UBC to the beach years ago and said to myself, there is no way I’m going back up that hill on a bike, but then I did it this year.” Guillermo said.

“As I cycled more, I started looking for more inclines to challenge myself.”

Expecting to go at a leisurely pace, it became apparent that Guillermo was the least seasoned cyclist in the team.

“I was the slowest of them all. They all left me,” Guillermo said. “My daughter decided to have some respect for her father and waited for me though. She is very athletic so she’s much faster

than me.”

“He was really slow,” Bea, 24, laughed. “I waited for him because I wanted to make sure he was alright.”

Guillermo and Bea cycled with the Ames Tile & Stone team, which raised $4,796.07.

The leading cause of death in Canada is cancer, according to Statistics Canada, and both Bea and Guillermo have had family and friends affected by it.

“It seems like before it only happened to other people but now it happens so often that it can happen to anybody, including myself,” Guillermo said.

“It’s quite moving seeing how much it changes the lives of people affected by this disease.”

Both Guillermo and Bea said they would participate in this again.

“It was so inspiring and I had no idea I would make all these random friends,” Bea said.

Crash claims Richmond senior Alan Campbell Staff Reporter

A

n 80-year-old man from Richmond is dead after a serious crash on the TransCanada Highway in the B.C. Interior.

The man, who has not yet been named, died after the accident on Friday morning between Revelstoke and Golden on Forde Station Road.

The Golden-Field RCMP and the RCMP Traffic Services responded to the crash and three people were taken to hospital in Golden with various injuries.

Police are working with the BC Coroner’s Service to investigate the incident.

The highway between Revelstoke and Golden was closed in both directions for several hours as the investigation took place.

Too soon to judge housing tax: Province Sam Cooper The Province

T

he B.C. government says it is premature to judge the effect of its foreign buyer tax, even as figures show that sales of detached houses in Metro Vancouver have plunged since the tax was introduced on Aug. 2.

“It’s too soon to conclude how the real estate market has responded to the additional tax,” said a statement on Thursday from the ministry, which has been criticized for abruptly introducing the tax.

“The intent is to slow the rate of price growth and cool demand.”

Postmedia News reported this week that MLS figures show sales of single-family homes in Metro Vancouver plunged by as much as 86 per cent in the first half of August, compared with the same period in 2015.

Sales drops were steepest in markets where foreign buyers are most dominant, such as Richmond and West Vancouver.

The question now is whether significant price drops will follow the steep falls in sales.

Already, sellers of luxury homes have had to lower their asking prices, MLS shows.

Vancouver Point Grey MLA David Eby, the NDP housing critic, said he believes the government intended to shock the market.

“Of course, they wanted to cause a panic, and they’ve got what they wanted,” Eby said. “And the only question is whether they will see it through or back off if polls go against them.”

UBC real estate economist Tom Davidoff said he believes Victoria might reduce the 15 per cent property transfer tax to 10 per cent, which is allowed in the tax legislation, if Metro Vancouver home prices drop dramatically in coming months.

“When I was told about the tax my reaction was ‘Wow, that is bold.’ It was like a megaton bomb,” Davidoff said. “It is consistent with shocking the system, and it

was a loud and clear message.”

As soon as the tax was introduced in late July, the Greater Vancouver Real Estate Board complained the government had moved too rapidly and without consultation.

“I personally was shocked.

Everyone was,” realtor Steve Saretsky said.

“A lot of people were saying ‘They are going to kill the market. What are they doing?’ “ “When a tax policy decision is made, there may be those who feel that the timing of the change should be different,” the ministry statement said.

“We’ve found that the fairest and most efficient date for a change is usually to begin immediately after, or as soon as possible after, the change has been announced.”

While sales dropped 82 per cent in Eby’s Kitsilano riding in August 2016 compared to August 2015, he said homeowners there still don’t believe prices will drop sharply. In an indication of the changing market though, one of the sales this month was of a house in the 4000-block of West 15th Avenue that was listed for $4 million, but sold for $3.8 million. In comparison, in August 2015 a nearby West 12th Avenue home was listed for $4 million and sold for $5.86 million.

While the consensus of Point Grey residents seems to be that the market will pick up in September, Eby said, “I talk to many people who openly say they want a crash so that houses reflect local incomes and they can potentially raise a family in Metro Vancouver.”

Eby said an NDP government would take other measures to regulate the housing market, including taxing property transactions for offshore investors who represent themselves on land titles as “students” or “housewives” and likely pay little or no income tax in B.C. The NDP would also set up a money-laundering and tax-evasion unit, which

Eby believes would generate revenue through seizing real estate assets related to crime, and collecting back taxes.

Realtors who are optimistic that Metro Vancouver home sales will bounce back in September note that a 15 per cent tax isn’t much of a deterrent to rich offshore buyers who have paid millions of dollars over asking prices in the past year.

Dry your eyes, realtors Dear Editor, Re: “Market cools but realtors differ on trend,” News, Aug. 24.

Steveston realtor Sean Lawson commented that the government dropped a bomb on realtors and contractors by instituting the 15 per cent tax on foreign investors.

The comment I would like to make to Mr. Lawson’s claim is, “Too bad.”

For the past two to three years, Richmond residents watched homes being torn down and replaced with mega houses, mainly purchased by foreign buyers parking their money here.

In addition, they’ve watched realtors shadow-flipping, while others simply needed to show up and to watch multiple buyers getting into bidding wars, often at 10-20 per cent over the asking price.

So, are we actually supposed to feel sorry for those realtors and contractors who seem only concerned about their own incomes, and often care less what happens to our communities, or whether young families can ever afford to purchase here?

I don’t think so! It’s about time the brakes were put on. Maybe a moratorium on foreign buying could have been an alternative solution, as they (partially) did in Australia. But at least this new tax has slowed the insanity here.

Whether the real estate market takes off again in September or not, we will have to wait and find out.

Dear Editor, ICBC is asking for a rate increase due to, as usual, higher claims and payouts. Maybe the government should open their eyes and see the calibre of driver that is on the road today.

I believe the whole drivers licensing system needs an overhaul.

It would be great if, when taking your road test, you were “actually tested” on driving ability and not just trying to manoeuvre around the block to receive your licence.

It is maddening to drive in the Lower Main-

land to see drivers who can’t comprehend simple driving manoeuvres, but they passed their driver’s exam.

A better and stricter system would hopefully send more knowledgeable and defensive drivers to our roads, which would lower claims and hopefully rates. With the Liberal government continually reaping the profits of its Crown corporations, I don’t see rates coming down any time soon.

ICBC needs tougher road tests

ometimes, a stereotype becomes so embedded in mainstream culture that we completely fail to recognize its dubious roots and, erroneously, take it for granted that it is true.

I fear that this has become the case with the minimum wage earner. Today, we perceive the minimum wage earner as a teenager who works part-time after school at a mom-and-pop business, has no bills to pay because they live at home with mom and dad, and is only concerned with earning a little bit of pocket change for gas money and leisure weekend activities.

Unfortunately, this image is grossly distorted from the truth.

In fact, in Metro Vancouver, there are well over 100,000 people who make a meagre enough living to be called the working poor, not including students.

Moreover, 61 per cent are between the ages of 30 and 54, and 42 per cent having children to support.

An alarming 82 per cent of minimum wage earners are over 20-years-old and 58 per cent hold full-time jobs.

Slightly over half of the working poor are employed by big business and large corporations consisting of more than 100 employees.

The truth is that the entire so-called picture of the minimum wage worker is wrong and a more accurate representation would be of an adult, employed full-time, with children to support on a wage that is not enough to meet the basic needs of one person, let alone multiple people.

Currently, the paltry $10.45 an hour minimum wage for working British Columbians is so low that it cannot even come close to covering the needs of even the most frugal individual.

Instead, a more reasonable living wage would be something akin to $20 per hour, and even then, money would have to be carefully budgeted to make ends meet.

With this reality facing many working British Columbians, it would seem unreasonable for anyone to challenge recent initiatives to raise the minimum wage to $15 an hour – an amount still significantly shy of a living wage.

However, leave it to the big businesses and corrupt politicians to take issue with even this modest increase in wages.

Instead of eagerly backing this initiative, Premier Christy Clark and the BC Liberal government have done next to nothing to help impoverished British Columbians impoverished.

To justify their agenda — which is clearly to support the interests of big businesses — the BC Liberals have repeatedly claimed that augmenting the minimum wage would be detrimental to the economy.

These claims have little merit, and there is no evidence to suggest that raising the minimum wage would hamper economic growth.

There is significant research to suggest, however, that an increase in the minimum wage would create more incentives for employers to offer better, more stable jobs to B.C. residents, reduce turnover rates and increase employee retention, and boost productivity.

Moreover, with more income, B.C. workers would be able to pay for their basic needs and not rely as heavily on social welfare programs to make ends meet.

This would alleviate some of the burden currently placed on the shoulders of taxpayers and relocate it to the shoulders of the rightful owner — big businesses.

At the same time, with more money poured into the economy, local businesses would benefit from an increased customer base.

In summary, there is no reason not to support raising the minimum wage to $15 per hour.

Instead of fighting this initiative, our government should be supporting it and recognizing that no gainfully-employed individual should be unable to pay for their basic needs.

But she also brought up a major point about what makes Dunfee so special.

“One really cool thing this year was that when I was watching the Olympics, there were people that I knew that were competing, such as Evan and another hammer thrower and a shot putter,” said the 17-yearold.

“When I saw them competing, it really made me realise these are people I know. They’re living out their dreams, they’re training so hard to be at this level, and that’s definitely very inspirational.

“I always set goals for myself at the beginning of every season, and after just ending this one and seeing where I got to this year, I’m

lympic race walker Evan Dunfee may have missed out on bronze in Rio, but he’s certainly won the hearts of Richmond’s young athletes.

Dunfee was just an elementary school kid who loved running when he joined the Richmond Kajaks Track and Field Club.

Since then, he’s become a national Olympic race-walking hero and a role model in the eyes of many young Kajaks athletes after he was promoted to third from fourth following a bump from a rival, only to have the medal taken off him again after an appeal process.

Dunfee refused to lodge his own appeal against the decision and accepted with grace his fourth place, stating that he wouldn’t have felt comfortable with a medal he didn’t earn.

His sportsmanship was praised by athletes around the globe and by Prime Minister Justin Trudeau.

Garrett Collier, head coach of the Richmond Kajaks, concurred that Dunfee’s actions were a shining example of honesty for young athletes to witness.

“Evan’s performance not only on the road in Rio but also his actions post-race after the 50k spoke volumes,” said Collier.

“The (Kajaks) got to see not only the competitive side of the Olympics, but the Olympic spirit side of athletics.

“I think Evan did a huge job in not only motivating athletes for future teams and some of our youth at Kajaks, but he also showed them how to be graceful, whether you have a great competition or the competition didn’t go as planned.”

As Rogers points out, perhaps why Dunfee stands out (other than his sportsmanship) is that he is living proof that great athletes can come from small beginnings.

She noted Dunfee’s determination and passion for race-walking launched him past the modest city limits of Richmond and eventually earned him a spot in the most distinguished international sports competition in modern history.

As well, Dunfee’s shown Richmond’s young athletes that their hard work and perseverance isn’t going to waste. Because of him, their dreams of representing Canada in the Olympics are no longer as far-off as they originally seemed to be.

Philippines officials honoured at Rotary's polio celebration

T

he Rotary Club of Richmond Sunrise group will mark a milestone Thursday in their global organization’s role in helping wipe out polio with the assistance of the Canadian ambassador to the Philippines, Neil Reeder, and the Philippines Consul-General, Neil Ferrer.

The Rotary Foundation — a notfor-profit corporation that supports the efforts of Rotary International to achieve world understanding and peace through international humanitarian, educational, and cultural exchange programs — started its campaign to eliminate polio in

the Philippines in 1979.

A Rotary grant provided for the immunization of six million children there and enabled the Philippines to be declared polio free. Since then, the foundation, together with governmental and NGO’s (nongovernmental organizations) around the world, have immunized 3.5 billion children. That has helped bring the number of cases down from 1,000 each day, to the 2016 figure of only 19 since Jan. 1 this year, in two remaining countries.

To recognize the pivotal role played by the Philippines in this

endeavour, the Sunrise club is welcoming the Philippine officials to an event at Catch Kitchen and Bar in Steveston.

Richmond’s five Rotary Clubs have been strong supporters of this campaign, both in funding the immunization program and supplying volunteers to perform the immunizations in many parts of the world.

Two area Rotarians who have taken part are husband and wife Chris and Penny Offer who are members of the Rotary Club of Ladner. They travelled with their team to India and the town of Nuh, Haryana,

about 70 kilometres from Delhi. It is a predominately Muslim community that endures ongoing poverty and lack of basic public services.

“It is an emotional experience to have a mother pass you, a stranger from another country, their child to hold and give two life-saving polio drops.” said Chris, a past district governor for Rotary District 5040, which includes Ladner and Richmond.

his Labour Day, members of the Hospital Employees’ Union (HEU) are joining Canadians across the country in celebrating the contributions working people make towards building a healthier, fairer, more equitable society.

But as we enjoy the holiday with family and friends, let’s remember the hard-won accomplishments our seniors have made and how they have improved our workplaces and communities throughout their lives.

We owe the generations that preceded us a great deal of gratitude.

Medicare, pensions, unemployment insurance and quality education for our children are all part of an outstanding legacy that our parents and grandparents established for the benefit of us all.

And along with programs like these, they fought over many decades to improve wages and working conditions that help keep workers safer on the job, support families, and strengthen local economies.

Their desire to build a better society for future generations, and their achievements, have helped create a society where we are better able to care for one another.

Today’s seniors were looking out for us.

Now we need to look out for them.

HEU has a long tradition of caring for seniors that dates back to the 1970s, when

the union first organized workers in B.C. nursing homes.

At the time, working conditions for staff and caring conditions for residents were poor. But as standards for workers improved, so did the conditions of care for our elderly.

Today, we are deeply concerned that understaffing in our care homes is eroding the quality and level of care our seniors need and deserve.

A report from B.C.’s Seniors Advocate reveals four out of five care homes in B.C. don’t receive enough funding to meet even the government’s own minimal staffing guidelines.

By its very nature, good quality care is dependent on having enough trained and experienced staff to provide that care.

Our union represents about 20,000 workers dedicated to meeting the complex needs of our elderly.

We are advocating for the funding needed to ensure our care homes are properly staffed.

Without enough staff, workers are stretched to the limit, seniors are left waiting, and families worry their loved ones will not get the care they need.

Our seniors deserve better. Because when it comes to meeting their needs in our busy residential nursing homes, care can’t wait.

f you are looking to help “pull” for a good cause, the folks at UPS on Sea Island have an idea you can get “in front of.”

On Sept. 17 the company is hosting its third annual UPS Plane Pull for United Way of the Lower Mainland.

And the public is invited to come and cheer on teams of 15 people as they haul a 63-tonne Boeing 757-200 15 feet down the runway at the UPS facility at YVR from 11 a.m. to 4 p.m.

Kids can also flex their muscles and pull a smaller plane, a Cessna weighing 6,000 lbs., tour the cockpit of the Boeing, and enjoy carnival games and face painting.

For the adults, an added attraction this year is a show and shine featuring cars from 1929 to the present.

This all-ages fundraising event raises money to help children, families and seniors in the Lower Mainland.

Tree huggers: Eat dirt CHRISTINEMcCREA Book Club

I

magine a life of dirty, tough work, out in the backcountry. Imagine that the wilderness is home for eight months of the year and that you can’t have a proper shower or get any real privacy during this time.

Then imagine that this is the life you choose for yourself.

This is Charlotte Gill’s reality and in Eating Dirt, she details the gritty life of the tree planter — a life she has led for 20 years.

Although most tree planters only last a couple of seasons, Gill and others return to tree planting for years on end.

Despite being Gill’s career, she questions the efficacy of planting trees to repopulate a 1,000-year-old forest.

Describing the intricacies of the old growth ecosystem, she is heartily aware that filling the space with saplings will not return the landscape to its former glory.

Gill paints a vivid picture of the forest environment that begins in the bacterial life of the soil and spans to the top of the majestic canopy.

Microscopic life, insects, rodents, birds, large mammals, predators and prey make the forest their home but also create the forest; their very existence carves the forest into the environment they require.

As such, we are but intruders in the for-

est. Humans have used wood to build our cities, castles, boats and furniture since time immemorial.

We have used wood to keep warm and dry for millennia. But we have used it far beyond our means to maintain it.

Gill describes how many parts of the world were cleared of forest hundreds of years ago, leaving the landscape inalterably changed.

The Middle East, for example, was once covered with forest. The cedar forests of Lebanon were essential to many civilizations, such as Babylon and Phoenicia.

But once these forests were decimated, the soil eroded and created the desert that we know today.

Gill notes that North America is the final bastion of great forest, which we cut down with impunity, all the while “hiding” the clear cuts away from major highways and tourist attractions.

Many have protested, and many of us continue to visit old growth sites like Cathedral Grove on Vancouver Island and the Redwoods in California, perhaps searching for a lost heritage.

Whatever we may think of logging practices, wood usage and the attempt to repopulate our forests, Eating Dirt is a fascinating read.

Making a ‘super-connection’ with Hong Kong

or the past few years, Canadian exports to China and the rest of Asia have grown exponentially. With numbers such as a $14.1 million increase in year-over-year sales of B.C. cherries to China, huge jumps in Canadian seafood exports (totaling about 85 per cent of the total Canadian yield, much of which is destined for Asia), the Asian market is a massive opportunity for Canadian businesses.

The number two world economy, China, is now Canada’s secondlargest trading partner.

nrolment in B.C. schools is expected to rise again this year, for just the second time in nearly 20 years.

This year, the ministry of education estimates that about 529,000 full-time students will enrol in public schools. That’s up about 2,900 from last September.

“This is the second year in a row we’ve seen province-wide increases in enrolment — and we expect slight increases in many, but not all, districts,” said education minister Mike Bernier.

“The last time we saw increases was almost 20 years ago and overall enrolment is still about 70,000 students less than it was in 2001.”

In the 2015-16 school year, enrolment jumped by about 5,000 students, due to families moving to B.C. from other provinces, students returning to the public system from private schools, and higher than expected international immigration, the ministry of education said.

The ministry said it doesn’t have the details on where students are coming from this year because the numbers are all based on estimates at this point.

“Each and every new student will be fully funded to support their learning,” Bernier said.

This year, the provincial average perpupil funding is $8,963.

Surrey is expecting 1,000 more students in its schools, many of which are bursting at the seams.

The Surrey Board of Education is planning to hire at least an extra 70 teachers and 81 education assistants to accommodate the growth, along with several administrators and other staff.

Surrey, the largest district in the province, is projecting a total of 71,350 students this fall.

Sooke and Central Okanagan school districts are also growing significantly, the ministry said.

In Vancouver, where the number of students has been dropping for years and

the board is faced with possibly closing 12 or more schools in the coming years, enrolment is expected to remain flat.

In Richmond, where the board is considering closing up to five schools, enrolment is also not expected to grow this year.

BCTF’s new president Glen Hansman said the expected increase is good news, especially since it’s the second straight year for growth, but he expressed concern that full funding for the students wouldn’t be given to districts.

“The province better be giving the money (to school districts) that reflects these numbers, which are going to keep going up,” Hansman said.

“We knew from looking at StatsCan data that we had hit the bottom and that kindergarten numbers were going to start going back up. That’s expected to continue.

“It really puts some of these conversations around school closures in a different light...because we’re going to need those spaces down the road and the services need to be there for those students, too.”

Hansman said it’s difficult to know if Vancouver’s school population numbers will grow over the long run.

“The (housing) affordability piece is the real wild card,” Hansman said.

Hansman said last year the ministry was adamant that all new students would be funded, but that when BCTF asked districts, he noted, there was a lot of frustration and confusion around whether they got all the money.

“Now that we know this before the school year even starts, the timing is a lot better and the money for those students better be flowing to districts so we can be hiring people as necessary and constituting more appropriate class compositions,” Hansman said.

About 82,000 students, or 13 per cent of all students, in B.C. attend independent or private schools.

In the 2014-15 school year, enrolment spiked at independent schools by about 5,000 students following a teachers’ strike that shuttered schools for five weeks in 2014.

love of travel can be fostered early in life by parents who encourage their children to immerse themselves in various cultures.

One way for students to do that is to participate in student exchange programs.

Many schools are affiliated with exchange programs, and families can look into programs on their own, as well.

Study abroad and exchange programs vary in length and the ages of students. Some may be a full-year program consisting of 10 months of education, while others may last just a semester.

Exchange students usually are placed with private host families who have been carefully vetted and are eager to participate in the program and share their rich culture with students.

Exchange students will enrol in a public or private school, depending on the cost and parameters of the exchange.

Parents and students considering exchange programs should take the following into consideration as they look to learn more about their op-

RFHC trio shine in B.C. colours A trio of Richmond Field Hockey Club standouts helped B.C. teams reach the podium at their respective national championships this summer.

Dakota Chan continued to solidify her status as one of the top up-and-coming players in the country.

After three straight years playing for the B.C. U15 squad, the 16-year-old stepped up to the U18 level and helped B.C. Blue capture gold with a 2-0 victory over Alberta in the championship match. Chan finished the tournament with four goals in five games as a member of B.C.’s “A’ squad.

Following the championships, she was among 30 players named to Field Hockey Canada’s national development squad.

The identified athletes will be part of a four-year cycle, leading up to the 2020 Junior World Cup. The team’s initial development camp was held this month in Vancouver.

In 2015, Chan was named Field Hockey B.C’s U15 Player of the Year.

Also wearing B.C. colours at the U18 nationals in Brampton, ON. was Georgia

The Sockeyes have typically played a limited exhibition in recent years. They held their main training camp back in July to get a better idea what their roster is going to look like before players departed for major junior and junior “A” camps.

Richmond is coming off a 23-16-2-3 campaign that ended in a opening round playoff loss to eventual PJHL finalist Grandview. Head coach Judd Lambert is expected to have some familiar names to work with including local products Arjun Badh and Alex McLeod.

The Sockeyes have also welcomed back forward Tyler Andrews who had an impressive rookie campaign two years ago, before spending last season with the B.C. Hockey League’s Surrey Eagles.

Richmond will open its regular season schedule Sept. 8 when the Steelers are in town for the usual 7 p.m. face-off.

ne of the top players in the Richmond Adult Soccer Association helped Canada strike gold this summer on the international stage.

Tawfiq Jamal was a member of the Canadian team that captured the men’s soccer competition at the Jubilee Games in Dubai back in late July.

The Jubilee Games are held every four years and brings Ismaili Muslims from around the world together to celebrate their excellence in sport.

The inaugural Games were held in Kenya eight years ago. The third edition attracted an estimated 2,000 athletes from 28 countries to compete in 15 individual and team sports.

Canada’s gold medal run concluded with a 2-1 victory over Tajikistan. Canada led all countries in the final medal standings with 63 in total, including 21 gold.

Jamal is no stranger to success on the soccer pitch.

Last season, he received the Golden Boot Award in the RASA Premier Division after leading AC Richmond to

Jamal is also giving back to the game by working as a coach in Richmond FC’s system for ages U8 to U11.

He will now turn his attention to the coming RASA season as AC Richmond looks to defend its championship.

HELP MAKE GREATER STRIDES TOWARDS BETTER MENTAL HEALTH IN RICHMOND

n innovative initiative at Vancouver Coastal Health-Richmond is beginning to make a difference for mental health and substance use care clients and their families.

“As a system, we’ve tended to isolate the individual and not include the family,” says Ann Greene, the implementation lead recruited for Person and Family Centred Care at Mental Health and Substance Use Services in Richmond. “If your son or daughter or your partner had a health emergency and you went to the doctor or hospital you would expect to be informed and be part of what is going on and what is going to happen next.

We need to do the same thing in mental health.

Two years ago, Vancouver Coastal Health-Richmond began a shift to Person and Family Centred Care, which embraces the fact that individuals and families have a critical role to play in health promotion and recovery.

Better treatment results when both patients and their families are able to be true partners in developing, delivering and evaluating care.

Some major changes include new Person & Family Centred Care Standards and Relationship & Service Standards, reflecting core concepts of dignity & respect; information sharing; participation; and collaboration.

“We’ve been building this foundation,” Greene says. “We’re really embedding person and family centered care as a way of delivering services. What started out as a number of tasks is now about transforming the culture.”

Future goals include further development of person and family centred care education tools and resources for staff, continuing development of a university research partnership to share outcomes of best practice throughout Vancouver Coastal Health services, and continuing to implement what has been learned.

Directions 1. Preheat oven to 350 degrees F (175 degrees C). Grease a 9x13 inch pan.

2. In a large bowl, mix together the oats, sweetened condensed milk, butter, coconut, almonds, chocolate chips and cranberries with your hands until well blended. Press flat into the prepared pan.

3. Bake for 20 to 25 minutes in the preheated oven, depending on how crunchy you want them. Lightly browned just around the edges will give you moist, chewy bars. Let cool for 5 minutes, cut into squares then let cool completely before serving.
