facilities across Richmond. According to Joe Erceg, the city’s planning and development general manager, B.C. and Nova Scotia have a disproportionately high number of people taking part in the federal MMAR (medical marijuana access regulation) program. Erceg, therefore, in his report to committee, urged the establishment of “rigorous, regulatory” requirements for licensed marihuana facilities. In approving the recommendations, the city will request that Health Canada not issue any such facility licences until Richmond has established its new strategic approach. The city will also be demanding that only one such marijuana pro-

duction facility be located within the municipal boundaries and is discouraging erecting such a place in the agricultural areas. Oomen said the typical reaction to the forecasts from municipalities thus far in the province is non-committal. “There’s been lots of talk about it, but the cities taking action are the ones more concerned about large production facilities,” Oomen added. “Richmond’s large agricultural area is, I think, one of the reasons the city has decided to react to the developments.” Last week’s city report listed five pages of exhaustive requirements greeting any application to establish such a facility within Richmond’s boundaries..

A driver took the meaning of drive-thru to a new, dangerous level on Tuesday when careening through the brick wall in a parking lot on Blundell and No. 3 roads. Richmond RCMP said the crash, which closed the business in question, happened after the driver allegedly lost control entering the parking lot of the 7-11 store, hit a rubber curb, which then launched the vehicle into the building. One of the three employees inside the store was taken to Richmond Hospital with non-life threatening injuries. The 7-11 remained closed Tuesday afternoon and police are interviewing witnesses to determine what happened.

A shooting, which saw a man escape with nothing but a superficial wound, appears to have been targeted. Richmond Mounties raced to the 4400 block of No. 3 Road around 7 p.m. last Thursday after reports of gunshots. The man, who police did not name, was found at the scene, just south of Cambie Road, where he had been grazed by the shooter. Police said the victim did not need medical attention. There are reports of a man seen fleeing the scene, although police have still to identify a suspect. Anyone with information is asked to call Richmond RCMP at 604-278-1212.

MORE SNOW. MORE VARIETY. MORE ACCESS.

When Nellie Vandt saw the TV news pictures Friday of destruction in her homeland in the Philippines, her heart sank. Typhoon Haiyan packed 200 kilometreplus winds and storm surge waves as high as 15 metres. In some places, as much as 400 millimetres of rain fell. In its destructive wake, 10,000 are believed dead, many more were left homeless and are now in need of clean water, food and shelter. Vandt, who owned and ran a food importing business in Richmond, was born in Tacloban, one of the hardest hit cities. “It’s where I buried my father, and I still have many relatives there,” said Vandt Tuesday, her voice quivering slightly as she lamented not being able to make contact with them and now fears for their well-being. That’s why she immediately jumped into action to organize a fundraising event on Thursday called the Celebrity Tribute for the Philippines by the Friends of the Filipino Typhoon Victims. It will be held at Grand Taj Banquet Hall in Surrey (8388 128 St.). Vandt said Tacloban, the capital of the Philippine province of Leyte, is approximately 580 kilometres southeast of Manila. It is a small city, which attracts plenty of tourists who seek out the tropical rainforest climate and its beaches during the busy vacation times.

Thursday’s event will feature food and entertainment by Tina Turner tribute artist Luisa Marshall who is originally from Manila. Also stepping up to perform that night will be Nearly Neil (Bobby Bruce), Abracadabra (a Vancouver-based Abba tribute band) and Elvis tribute artist Darren Lee. Tickets are $30 each and are available by calling 1-866-879-2522 or emailing info@ sukhibathmotors.com. And this coming weekend another group in Richmond is also raising funds for relief efforts. For more Lot Ramirez, executive direcinfortor of FIRST Society (Filipinos in mation Richmond Support Team), said on online Nov. 16 and 17 the Real Canadian Superstore (4651 No. 3 Rd.), will be the site where donations can be made. One hundred per cent of the money collected, plus donations from FIRST, will be sent to the Canadian Red Cross. “We did the same thing a couple of years ago when typhoon Ondoy hit. That time we raised about $2,000,” Ramirez said. Since reports about the typhoon’s damage were made public, Ramirez said FIRST’s telephone has been ringing with offers of help from the local Filipino community, which according 2011 Canada Census amounts to roughly 12,000 in Richmond and about 75,000 across Metro Vancouver. To find out more about FIRST’s fundraising plans, or to donate, call 604-442-8178 or email info@firstsociety.org.

Land feud spills into court Hwy. 99 constuction underway BY ALAN CAMPBELL

acampbell@richmond-news.com

When Jerry and Maureen Haldeman took over the six acres near No. 2 Road and Moncton Street 47 years ago, they claim it was “vacant land” and certainly “not farmable.” Fast forward 42 years and the Haldemans became embroiled in what’s now a five-year long dispute with the City of Richmond over the unauthorized operation of businesses on agriculturally zoned land. For 30 years, the Haldemans have been landlords on the site to two small businesses — a taxidermist and a construction company — as well as running a small trailer park with five tenants. And in all that time, the couple, along with business partner Larry Fix, said it has been paying business class property taxes, despite the fact the city is refusing to issue them a licence to operate the businesses. The feud has led to the city taking the Haldemans to court, where they’re charged with unlawfully storing vehicles and operating businesses on agriculturally zoned land and allowing businesses to operate without a licence. At the heart of the battle, according to the couple, is whether or not the six-acre parcel of land is at all farmable and whether it should even be zoned “AG1” (agricultural use). “The city is trying to shut us down,

saying the land is AG1 and should be farmed; yet it’s quite happy to take the more lucrative business taxes off us,” said Jerry Haldeman. “When we bought this land 47 years ago, it was just sitting vacant and was derelict, it wasn’t even a farm. But somewhere along the line, someone has drawn a map and decided this was to be in the Agricultural Land Reserve. But we were here long before the ALR was put in place.” The Haldemans do rent out four acres of adjacent land to a local farmer, but even he has trouble growing crops on it, according to Haldeman. “To test the theory, I brought in some proper soil in the spring of 2012 and tried to grow some raspberries and garlic (on the six-acre site),” he said. “But the success was very limited and we also allowed some community gardeners in there in 2011, but they didn’t have much success either. It’s not good farmland and it doesn’t make any business sense for anyone to farm it.” The Haldemans were due in Richmond Provincial Court last week to face the charges, but the case has been put off until the end of the month in the hope a resolution can be found between the parties. The city acknowledged the court action but can’t comment on the matter in detail, as it’s before the court. Meanwhile, Haldeman said he doesn’t hold out much hope for any kind of middle ground being found with the city.

The bridge that is to replace the George Massey Tunnel is years away, so the provincial government has begun improvements right now to help the traffic flow through the current crossing. The visitor information centre on the Richmond side of the tunnel was recently demolished as part of a project to lengthen the northbound Steveston Highway off-ramp on Highway 99. The Ministry of Transportation says the offramp will be lengthened by approximately 650 metres to 1,100 metres to increase its vehicle capacity. This will help alleviate congestion on Highway 99 and into the tunnel as the offramp often backed up onto the highway. A $1.2-million contract was awarded to Jacob Bros. Engineering and technical work is underway to develop a project scope and business case for a bridge to replace the tunnel, along with associated Highway 99 corridor improvements. Construction is scheduled to begin in 2017. “The new bridge to replace the Massey Tunnel will improve access and travel times for commuters and transit, and open the corridor up to future rapid transit options. There has been a tremendous amount of consultation on this project to date, and we’re committed to further consultation as the project moves forward,” Stone added. — See Letters page 8, 9

Premiers get oil slick

L

ast week, B.C. Premier Christy Clark and Alberta Premier Alison Redford got down to some serious business of smiling for the cameras. Previously, Clark had famously said no pipelines would even be considered in B.C. until Alberta and the proponents had satisfied her government’s five extremely vague conditions. Though it did not contain a single detail, the press conference seemed to announce that “progress” had been made. We do know one of the five conditions — the one demanding a share of royalties to compensate B.C. for taking on the environmental risk — is still a non-starter for Alberta. But apparently, staff for both premiers put on their beer goggles last Monday night and concluded that impasse doesn’t stop B.C. from demanding money from the pipeline companies themselves. Presto, the deal was back on along with one of Clark’s treasured photo ops. We don’t know if Clark and Redford really are besties now, or if they ever were the frenemies they appeared to be. But all of this lends credence to the cynics who predicted the “five conditions” were all just talk — with plenty of wiggle room. Neither premier actually has a veto in whether the pipeline gets approved. It’s the National Energy Board that gets to decide whether the Northern Gateway will become a reality. The biggest X-factors in all of this are still the dozens of First Nations who will have their territories bisected by a pipeline they are, so far, dead set against. We’d bet the Clark and Redford love-in will not be the end of the pipeline debate. Not by a long shot.

CHOICE WORDS

Off-ramp no real solution The Editor, I cannot understand why this Bandaid solution to congestion at the Steveston Highway off ramp is being contemplated at all, especially at the cost to the taxpayers of $1.2 million. And to say it is a temporary fix until the replacement of the Massey Tunnel is even more perplexing. All that will happen with this new lane is that a bigger parking lot will be created. The traffic will still need to merge to make the left turn onto Steveston Highway. If you are really serious about alleviating congestion at the exit, then allow right turns as you exit the Massey Tunnel just before where the Tourism Info Station was situated, thus directing traffic onto Rice Mill Road. This will also alleviate congestion at Steveston Highway and No. 5 Road intersection. Brian Barnes Richmond

Pay vets not senators The Editor, Instead of our government paying all of those senators (some of them crooks) their big salaries, they should give to our dear veterans. They are so neglected, and they did so much for our country. Madeleine Bates Richmond

Aboriginal youth report predictable The notion that aboriginal communities are like black holes when it comes to government funding was strengthened considerably with the release of the latest scathing report by B.C.’s Children and Youth Representative. Mary Ellen TurpelLafond’s investigation of government-funded services for aboriginal youth was highly critical, but not particularly shocking. Her main finding was that almost $70 million was given to aboriginal organizations over a dozen years without a shred of evidence that any of it was actually spent on services for young people. The money was, instead, largely used to pay people to go to meetings and conferences and to do a lot of talking. Turpel-Lafond’s report is entitled When Talk Trumped Service and many people presumably made a lot of money talking about young people without helping them. She is characteristically blunt in her assessment of what she found, as in this: “There could not be a more confused, unstable and bizarre area of public policy than that which guides Aboriginal child and family services in B.C.” Or this: “This story may read more like fiction than truth, but the numbers speak for themselves. Nearly $66 million has been spent without any functional public policy framework, no meaningful financial or performance accountability,

Keith Baldrey IN THE HOUSE

and without any actual children receiving additional services because of these expenditures.” A fundamental problem she uncovered was the B.C. government’s decision to treat aboriginal-run care agencies on a “nation-tonation” basis. The government opted to simply send “staggering expenditures” out the door to organizations that lacked resources or the expertise to fulfil service obligations. She found nearly $35 million alone was spent “discussing” something called Regional Aboriginal Authorities. Essentially, a bunch of meetings were held, but problems facing aboriginal youth — parental addiction, domestic violence, poverty, neglect, mental health — were not dealt with. Why this report is not particularly shocking is this disconnected relationship between governments of various levels and First Nations is evident in other areas. The lack of accountability, the maddening pace of improvements and a political cautiousness are ingrained. For instance, billions of dollars have been spent on treaty negotiations, with

precious little to show for all that spending. Again, lawyers and consultants and bands make money via governments but can’t point to many accomplishments. The aboriginal communities receive government funding, yet many of its members are mired in a state of chronic poverty. Health outcomes among aboriginal people are among the worst in the country. There is a tendency among governments to simply write large cheques. There is little follow-up to ensure money is spent properly or in ways that actually improve things. But the First Nations must share in the responsibility for this situation. First Nations themselves insist on being treated as quasi-independent nations capable of managing their own affairs, albeit with government funding. Some can and do just that, but in many instances there is a complete failure of leadership among its leaders. So we are left with findings like those uncovered by Turpel-Lafond. She talks about the need to stop directing money into “the big theoretical fixes” and concentrate more on the front line services. As she points out, those front line services have suffered because so much money was rerouted from them in favour of all those meetings and discussions. Keith Baldrey is chief political reporter for Global BC.

Letters Province runs over Richmond, again The Editor, The provincial Ministry of Transportation has just erected a sign on Highway 99 announcing a $2 million project to upgrade the Highway 99/Steveston Highway off-ramp. When I contacted the City of Richmond’s transportation department, they knew nothing about it. I later found out that the ministry plans to create two lanes to exit Highway 99 northbound on the north end of the Massey Tunnel so traffic can then merge back into one lane again at Steveston Highway. This plan only moves traffic congestion from one point to another. If the ministry would just consult with the City of Richmond, it could have spent that $2 million actually achieving something, instead of wasting more taxpayer money. In the time it took to erect the sign and update the website, the ministry has reduced the cost to $1.2 million; what happened to $800,000? Back in the 1950s, when

the Deas Island/Massey Tunnel was planned, there was talk about an offramp at the north side of Steveston Highway to loop back onto Steveston Highway. This plan would have eliminated the light on Steveston Highway at the current off-ramp and allow for much better traffic flow, and is a far better use of the $2 million. Another option is to use the redundant Rice Mill Road highway overpass by connecting Rice Mill Road to Steveston Highway, which would allow traffic to avoid the No. 5 Road and Steveston Highway interchange all together. Alternatively, one of the new double exit lanes could loop back to Rice Mill Road and, again, reduce pressure on Steveston Highway and No. 5 Road. This is also a better use of the $2 million. We need smart people making smart decisions, based on consultation with the City of Richmond and the people affected by these

decisions. Taxpayers dollars are at stake and this government needs to know we are fed up with living with poorly thought-out decisions and demand more cooperation between the province, the federal government and the city. We need to make the province listen and learn. Carol Day Richmond

The Editor Re: “A little goes a little way,” Editorial, Oct. 11. Your Oct. 11 editorial rightfully commends businesses that are creating inclusive employment opportunities for adults with developmental and other disabilities in B.C. and Canada. At the same time, you wonder if a concerted effort to find more jobs for this population will excuse the government from its responsibilities and justify cuts to social services. Community Living British Columbia (CLBC) is responsible for delivering support and services to over 15,000 adults with developmental disabilities, autism and FASD (fetal alcohol spectrum disorder) each year on behalf of the provincial government. Many of the people we serve want to work and are able to work. Many others do not and cannot. I want to assure your readers that we respond to both. Like you, we commend inclusive employers who are hiring people with diverse abilities. CLBC is investing directly to increase the number of these employment opportunities through a comprehensive Community Action Employment Plan. Our goal is to create 1,200 jobs over the next three years for the people we serve. We believe hiring a person with a dis-

ability should be good for a company’s bottom line — just as hiring any other person would be. However, these efforts pose no threat to service levels for people with developmental disabilities who are not able to work. In fact, the opposite is true, as service levels are increasing. Last year, CLBC provided more services to more eligible British Columbians than ever before. Over the past year, the number of people we serve has increased and we delivered $37.4 million in new supports for families and individuals in all regions of the province. We are planning for a similar level of new service provision in 2013/14. It is important to recognize — as you did in the editorial — that more needs to be done despite these successes. CLBC is committed to working with families, self-advocates, employers, other government agencies, service providers and community organizations across the province to ensure our services are more responsive to the needs of the people we serve. Thank you for your interest in this issue and for recognizing inclusive employers. Doug Woollard Interim CEO Community Living B.C.

Connaught skater making most of second chance

After having his promising junior career cut short in China, Daniel Chen is savouring his time as a competitive athlete again BY MARK BOOTH

mbooth@richmond-news.com

The most inspirational performance at last weekend’s B.C. Yukon Sectional Skating Championships was delivered before he even stepped on the ice. Daniel Chen’s skating career looked to be over nine years ago. Growing up in China, his promising future in the sport came to a sudden end when the only skating rink in his hometown closed its doors. “The city I grew up in the southern part of China only had one ice arena and it was private,” explained Chen. “Skating was just not popular and it eventually went out of business.” Chen, who was a three-time national silver medalist at the Novice level, turned his attention to school and eventually moved to Canada on his own to study at UBC, earning degrees in economics and psychology. The number of rinks in Metro Vancouver attracted him to public skating sessions. “I did some skating on my own here but they didn’t allow me to

do (any jumping) because they were afraid I would get hurt,” laughed Chen. “Everything here was hockey, hockey but then one day I saw an ad for Connaught having an open house.” Chen talked with Connaught’s director of programs Keegan Murphy and told him about his skating background. It wouldn’t be the first time a skater had approached the club’s top coach and suggested he was better than he was. “He told me he used to compete and do all these triples,” smiled Murphy. “I just rolled my eyes and said show me a double axel. It would at least show if he was legit or not.” Chen executed the jump and was invited to join the club’s senior competitive group. At 27, and having to build his programs around a new scoring system, it seemed a stretch to suggest he would consider competing again. Yet after four months of hard work, Chen entered his first event during the Victoria Day Weekend, skating a short program. “I didn’t do great but it really didn’t matter,” said Chen. “After

many years, I had a second chance to skate and compete again. It was really exciting for me.” He has since poured in several more months of training and added a long program which he performed on Saturday night at Minoru Arena. Chen finished third out of three skaters, placing behind club mate and champion Mitchell Gordon, as well as Richmond native Kurtis Hori. “My goal is to compete at the nationals,” added Chen. “If I don’t do it this year then I will try again

next year. I know I’m getting old as a skater so I will have to see. But I still love competing and the club has been so supportive which I’m very grateful for. It’s an honour to represent them. I have improved so much, not just as a skater but as a person too.” During the dog days of training when some skaters might have a tough time even coming to the rink, Murphy will promptly remind them what Chen has gone through and how he savours just to be on the ice.

“His story is so heartbreaking in that he has skating taken away from him at such a young age as a talented person,” Murphy added. “Having him here is a reminder to other kids that if they are having a rough day that at least they get to do this. They’re not having to worry about a rink being shutdown. “Right now it’s about hitting a personal best every time for Daniel and that’s what he is doing. We are really supportive of him being here.”
