A Richmond resident is worried that tragedy will strike if drivers continue to ignore a right-turn-only intersection in his neighbourhood. Up to 100 cars can be seen violating traffic rules at the Alexandra Road and May Drive intersection each day, according to long-time resident Ken Waldman. The intersection, on the east end of Walmart’s outdoor parking lot, does not allow drivers to continue through Alexandra Road. According to the signs and islands installed at the intersection, drivers must make a right turn onto May Drive. During a 10-minute period on a quiet Thursday morning, the Richmond News observed 10 cars ignoring the sign, either continuing through Alexandra Road or driving past the right-turn islands to make left turns. “A lot of people don’t care what the signs say,” said Waldman. He told the News the neighbourhood has a lot of condos and young families, and he has seen “many accidents” at the intersection. He worries things will get worse if the rules are not enforced.

its way. “Somebody’s going to get killed,” said Waldman. According to ICBC crash data, 13 crashes have been recorded at the intersection between 2018 and 2022. Waldman thinks installing a traffic camera and a radar trap would help enforce the traffic violations in the area.

However, he told the News he’s been “bounced around from pillar to post” trying to contact someone to fix the issue. He has tried to call the Richmond RCMP’s non-emergency line, the City of Richmond and even the Minister of Transportation, all to no avail. “I did all the leg work and contacted everyone only to be blocked with ‘Not my job,’” he said. Clay Adams, City of Richmond spokesperson, confirmed the city received Waldman’s complaint earlier this year. Staff had informed Waldman about previous enforcement efforts and told him they would undertake “some enforcement” related to the right-turn-only island in the following days. However, said Adams, speeding and red light or speeding cameras are under provincial jurisdiction and not something the city can look into. “City staff passed his concerns along to the RCMP and ICBC for potential enforcement and speed monitoring,” he added. Back at Alexandra Road, Waldman hopes drivers can follow the signs, even if it means they have to take extra time to get to their destinations. “At least it will be safe,” he said.

Scooter delivery drivers ticketing sparks city-wide debate Dear Editor, Re: “Aggressive Richmond delivery driver attracts large police presence,” RichmondNews.com, Oct. 11. I read the article regarding the police response to a scooter-riding delivery driver near Parker Place mall with keen interest. It’s crucial to add that the police presence was initially due to a 911 call at 3:50 p.m. about an elderly man on a non-delivery scooter going 30km/hr on the sidewalk, who was subsequently hit by a car. The fact that the driver of the car was not ticketed suggests that the area is problematic for all who navigate it, not just rule-breaking scooter drivers. The delivery driver in the article was taking pictures of the scene which caught the attention of police. This incident serves as a stark reminder of the need for clear regulations and signage for

scooter operations, especially near busy roads and mall entrances. While it’s important that delivery companies and their drivers adhere to rules, it’s equally important for pedestrians and vehicle operators to have clear guidelines. Improved signage at the Parker Place mall entrance could mitigate such incidents. Clear, highly visible signs indicating where scooters may or may not operate can serve as preventative measures for everyone involved — pedestrians, scooter riders and car drivers alike. The incident should serve as a wake-up call for us all: Now is the time to invest in better public safety measures, including signage and strict regulations for scooters, to prevent future tragedies.

Dear Editor, Re: “Aggressive delivery driver attracts large police presence,” Richmond-News. com, Oct. 11 and “Richmond incident shows that all scooter riders should be licensed,” Opinion, Richmond-News.com, Oct. 12. I read your article regarding the Fantuan driver caught driving on the sidewalk. This happens all the time in Richmond, especially along the sidewalk on No. 3 Road. I am a senior and have almost been hit a number of times along Minoru Boulevard by a Fantuan delivery bike on the sidewalk. He sneaks up behind me and zooms past at a high speed. No bells, no horn, no warning. I think this company needs to have their business license pulled. It is clear they don’t care.

Now that I find out they are not insured, it worries me even more. What if they hit and seriously injure someone? This is completely unacceptable. I do not use their service, nor do I order anything from a company who uses them for deliveries. They need to be shut down.

Can someone help me make a left-turn on River Parkway?

Dear Editor, I am writing to express my frustration with the traffic congestion on River Parkway during my daily commute.

From 9 a.m. to 7 p.m., it takes me an average of five traffic lights to make a left turn onto Gilbert Road. The queue of cars waiting to turn extends all the way to Leslie Road.

Scooter riders stuck in the middle of e-bike rules confusion VIKKI HUI vhui@richmond-news.com

Major confusion has emerged over what types of scooters or bikes need to be licensed and insured after police ticketed two Fantuan delivery drivers in Richmond. The Richmond News reported last week how police stopped two Fantuan drivers within an hour for driving their delivery vehicles without a valid licence or insurance. More officers were called to the scene when one behaved “extremely confrontational” to a Richmond RCMP officer, resulting in a large police presence in the area. One reason for the driver’s behaviour, said Fantuan spokesperson Crystal Li, could be ICBC and RCMP’s “inconsistent” messaging about the rules and regulations for motorassisted cycles. “When we inquired with ICBC, we were told that our vehicles fall into the right category and do not need any licensing and insurance, but evidently RCMP takes a dif-

According to the food delivery app’s guidelines for delivery drivers, their electric bikes are required to be “pedal-assist, with motors of less than 500W, and have a maximum speed of less than 32km/h,” as set out in the Motor Assisted Cycle Regulation. Drivers are required to wear bike helmets and be at least 16 years old but do not need

a licence or insurance to operate their electric bikes. Li told the News that Fantuan had checked with ICBC after “a similar incident back in 2021,” and was told that their electric bikes do not need “any type of licensing and insurance.” More ‘concrete’ guidelines needed: Fantuan When contacted for clarification, an ICBC spokesperson directed the News to the Ministry of Transportation and Infrastructure, which governs vehicle safety standards. The News has reached out to the ministry for comment but did not receive the information by publication deadline. Richmond RCMP, on the other hand, referred the News to a 2020 B.C. Supreme Court decision convicting a man for driving a scooter without a licence and insurance. In R v Ghadban, the judge found the vehicle in question was an electric scooter, not a motor assisted cycle, because its wheels

were smaller than 350 millimetres and the pedals were limited in use. The decision was upheld in the B.C. Court of Appeal in 2021. Li told the News that the delivery company plans to cooperate “fully” with the authorities and “take appropriate measures based on their findings,” but wishes for “more concrete guidelines” going forward. She added that Fantuan drivers are issued warning letters for wrongdoings including traffic violations, and may be fired if they receive more than three complaints. “We apologize for any concerns that may have arisen due to this incident and appreciate the community’s understanding,” said Li, adding that the public is welcome to contact Fantuan with their concerns and feedback. “We will enhance our internal processes and safety reminders to prevent such incidents from happening in the future, especially the driving on sidewalk issue.”

Pedestrian dies after collision with vehicle in city centre

A pedestrian has died after a collision with a vehicle in Rich-

mond city centre on Saturday morning. Richmond RCMP closed off Granville Avenue between Mof-

fat and Gilbert roads for investigation on Saturday morning. The Richmond RCMP criminal collision investigation team is in

charge of the investigation and police will not be providing further information at this time. Few details have been released

about the person’s death but a floral tribute was placed Monday morning at the scene of the accident.

Workers at Metro Vancouver’s five wastewater treatment plants, including two in Richmond, went on strike on Monday morning. Workers, who belong to the Greater Vancouver Regional District Employees’ Union (GVRDEU), are on strike at the Iona island, Lulu Island, North Vancouver, Annacis Island and Langley plants. The union said its members are on strike for

better pay and benefits.. Metro Vancouver said it offered an 11.5-percent wage increase over three years, a lump sum of $2,350 and better benefits. “We are seeking to create more union jobs and a reduction in contracting work out, with no impact to existing staff,” said Sandra Jansen, GM of external relations at Metro Vancouver. The News has reached out to the union for comment.

A mega mansion in Richmond is back on the market for $5 million more than it sold for a year ago. The 14,432-sq.ft. house at 8731 Finn Rd. is priced at $18.88 million and is the most expensive house on sale in Richmond at the moment. The monster home’s asking price is three times its BC assessment value of $6,156,626 — because the property is in the Agricultural Land Reserve (ALR). The property tax in 2020 was around $20,000. The mansion has seven bedrooms and nine bathrooms and features a private garden with waterfalls, an indoor swimming pool, a tennis court and a wine cellar. The owner bought the property in August 2022 for $13,575,735. “The price is higher because the owner did a lot of extensive renovations to the house over the past year,” said Crystal Wang, listing agent of the property. She didn’t reveal why the house was back on the market so quickly. “The house was built in 2012 when the policy to limit houses on farmland hadn’t taken effect yet. The land is 15 acres, the house takes [around] five acres and the other 10 acres are farmland that’s rented out to farmers.”

City council voted in 2018 to further limit ALR homes to 4,300 sq. ft. Despite the high asking price, local realtor Chris Dinnell said it doesn’t always mean the seller gets what they want. “People can list it however high they want. If it’s listed for five million more than last year, most likely it’s because they’re trying to make a profit but doesn’t mean that they’re actually going to get what they want,” said Dinnell. “It’s a very strange market… [high] interest rates have definitely slowed down the market for sure. Anything under 500 grand, 600 grand are moving quite quickly right now. More expensive ones are taking slower.”

More than 20 “spooktacular” activities are on offer in the City of Richmond starting this week and ending with a bang with a free fireworks show. The first event will be pumpkin carving with youth for those 55 years old and older on Friday, Oct. 20, followed by a pumpkin sale on Oct. 21 at Richmond Nature Park to raise funds for its environmental programs. Events open to all ages include a self-guided scavenger hunt on Halloween weekend and spooky parties at South Arm and Hamilton community centres. Community members are also invited to dress up and skate to festive music at the Minoru Arena from Oct. 27 to 29. The celebration will wrap up with a free fireworks festival at Minoru Park on Oct. 31 from 6:30 to 8:45 p.m. with stage performances, trick-or-treating and other activities. Cheers were heard as nine teams competed in a firetruck-pulling competition in Richmond on Friday morning. Teams were challenged to pull a Vancouver International Airport (YVR) 27,000-kilogram firetruck for 100 metres as part of Hope Air’s first Haul for Hope fundraising event. The fastest time was 28.59 seconds. Hope Air is a national charity supporting financially strapped Canadians who require vital medical care far from home. The event on Friday raised $40,000, which will help Canadians with flights,

accommodations, meal vouchers and ground transportation when they need to get medical help. Brittney, mother of Hope Air passenger Atticus, said the charity has helped their family with a lot of challenges when it came to trip planning for her son’s medical treatment for myasthenia gravis, a neuromuscular disease. “(Hope Air) erases that extra step in figuring out how we are going to travel from Kelowna to Vancouver,” said Brittney. “We are delighted with the support we have received for our first-ever firetruck pull fundraising event in Vancouver,” said Hope Air’s Mark Rubinstein.

An annual Halloween tradition returned to Richmond last week. Businesses in Steveston began displaying their spooky one-of-a-kind scarecrows on Oct. 1 for the month-long Steveston Scarecrow Festival. Creations include an adorable rat pumpkin farm by winner of the 2021 and 2022 crawls, Prickly Pear Garden Centre, and 2020 winner Laara’s Vacuums’ vacuum cleaners dolled-up in Minion attire. A restaurant has closed down at Aberdeen Centre in Richmond — at least the third closure at the unit in the past few years. However, it’s not quite as it seems, as each of the “new” restaurants at the location have been owned by the same company. Foodie Kitchen, a popular spot near the eastern entrance to Aberdeen Centre known to many Richmond foodies for its authentic Northeast Chinese cuisine, closed its doors recently after less than a year in operation. It is not the first time a restaurant at the location has shut up shop after a relatively short period of time. Tiny One Café, a Chinese restaurant specializing in small hotpots, replaced the previous restaurant and opened in 2018 at the location, before it was taken over by Foodie Kitchen late last year. Tiffany Ho, a spokesperson for Aberdeen Centre, however, said the quick turnaround has nothing to do with the location or the rent, but the tenant’s “business strategy.” “As a landlord…what I can share with you is

Wes was born on September 28th, 1950 in Winnipeg, Manitoba. At a young age he moved with his parents to Steveston, B.C. where he spent much of his life before relocating to Kamloops to pursue a teaching career. He earned his brown belt in karate and was an avid golfer, spending many years playing the game as a member of Rivershore Golf Club. The family would like to thank our Kamloops Alliance Church family for their support and prayers over the years and also, the physicians, nurses and staff at Royal Inland Hospital who cared for Wes with such kindness and compassion. Maurene (Renee) Laverne February 16, 1944 - August 9, 2023 We are sad to announce the passing of Maurene (Renee) Laverne, born Grand Prairie, Alberta, died Richmond, BC. Renee recieved her RN Degree from Vancouver General Hospital School of Nursing and Diploma in Public Health from UBC School of Nursing. She worked for many years in home health and, geriatric health care and was highly regarded by both colleagues and supervisors as a caring professional. Renee is survived by her loving husband Brian, two sons, Trevor and Colin, a daughter-in-law, Sabrina and two grand-sons, Ricky and Logan. She is predeceased by her mother Elizabeth and three uncles. Renee grew up and went to school in the Pouce Coupe and Dawson Greek areas before moving to Vancouver to pursue her nursing education. She subsequently returned to Dawson Creek to continue her nursing career where she met her future husband Brian. They subsquently moved to Vancouver where they were married and spent 54 happy years together. There were several years spent in Winnipeg and Prince George before they settled permanently back in Richmond where they spent the last 30 years. Renee interrupted her nursing career in the 70’s and 80’s to raise her family and was a loving mother to her two sons. She will be greatly missed. Renee faced decling health for several years prior to her death brought on by respiratory and heart failure.

MUKAI, Robert “Bob” October 23, 1937 – October 1, 2023 Bob Mukai, 85, of Richmond BC, passed away peacefully surrounded by his loving family and trusting in the Lord his Savior. Bob was born in New Westminster, BC, the son of Seishi (George) Mukai and Sadako (Frances) Kanegawa. Bob worked as a teacher and for many more years as a well-respected Elementary School Principal in Richmond. Bob enjoyed music, playing guitar and singing. He sang in the Bach Choir, the Richmond Chorus, and church choirs. Bob is survived by his loving wife of nearly 50 years, Ruth, 3 sons: Andrew (Justine), Daniel (Becky), Douglas (Maryam) and cherished grandchildren Joshua and Allison, Tyson, Emmy and Leah and Sienna and Noah, siblings: Tom (May), Henry (Kathy), Don (Shoko) and Dianne. Bob was preceded in death by his parents and sister Aster Nimi (Peter). He was a caring, positive, and compassionate man who overcame many obstacles in life with grace and determination and was an inspiration to many. He will be deeply missed in the hearts of us all. In lieu of flowers or koden, the family would like to establish a scholarship for a graduating student in Richmond School District #38. Like Bob, this student will have a passion for music and will continue studying music in their post-secondary journey. Celebration of life will be held on Monday, October 23, 2023, 1pm, at Broadmoor Baptist Church, 8140 Saunders Road, Richmond, BC.
