Stop pro-CCP propaganda Dear Editor,

Recently in the Richmond News online edition and in the digital edition there have been banner advertisements calling for support of the Beijing Olympics in 2022. The digital ads were two full pages, one giving the rational to support the Games and the other page listing 90 Chinese Canadian groups supporting the position. The ads appear to be sponsored by the Canadian Alliance of Chinese Associations. The ad attacks “certain organizations and Canadian political figures calling for a boycott of the Beijing Winter Olympics and moving the games to another location.” The ad claims the boycott and relocation is based on “reports of alleged but unproven human right violations in China’s Xinjiang region.” The ad goes on to state “Such unfounded calls and allegations caused

grave concerns among numerous Chinese Canadians.” This position on the Uighurs of Xinjiang by the Canadian Alliance of Chinese Associations is directly opposite to that taken by the Parliament of Canada in which the House of Commons voted in favour of a motion on Feb. 22, 2021 saying that China’s action in its western Xinjiang region met the definition of genocide. The motion also called on the government to lobby the International Olympic Committee to move the games. In addition, the ad claims that a boycott will further marginalize “AsianCanadians living in Canada” and “such marginalization is contrary to Canadian values.” I believe Canadian values teach us tolerance and to protect all marginalized peoples whose human rights are threatened. Our responsibility lies with the people of Tibet, the Uighurs of Xinjiang and the people of Hong Kong.

Depending upon the minority, these groups have suffered from genocide in Tibet and Xinjiang and loss of democratic freedoms in Hong Kong. These actions carried out by the Chinese government are all contrary to Canadian values. Over the years, there have been reports in Canada of groups being funded by the Chinese government to intimidate Chinese-Canadians who speak out against injustices in China. I do not know if the Canadian Alliance of Chinese Associations is one of these groups, but their position on the Uighur situation in their ad and on their website could easily have been written by the Minister of Foreign Affairs of the People’s Republic of China. If the Canadian Alliance supports Canadian values, they should join Parliament in speaking out against the abuse of human rights in China, not furthering CCP propaganda.

Thanks for seamless vaccine process I was blown away by the whole vaccination experience and kudos to the whole crew at the River Rock Theatre. From the ease of the parking, the great signage, the fact that you could take your younger friend in with you and at every turn there were two chairs so that you were never alone. Lots of greeters and people to answer your questions, lots of seats so you could wait in comfort before and especially afterwards when you had to remain in place to see if there would be any sensitivity. My appointment was for 9:30 a.m., everything was run on time and I was out of there by 10 a.m., greatly relieved to have my first shot against this nasty virus. At 93, I have spent much of last year alone and very thankful for my furry companion, Tazz and the many caring friends and neighbours who helped me with all of my practical needs. Today made me feel as if there might just be a light at the end of this seemingly endless tunnel. Thanks to all of the kind and thoughtful greeters, helpers and nursing staff for making my experience so joyful.

Wealth tax needed Bike, walking Dear Editor,

A year ago, we were swiftly waking up to the realization that a pandemic was ripping through all habitable continents, leaving us in a state of fear and isolation. A year later, thanks to the wonders of science and the development of various COVID-19 vaccines, we see the light at the end of the pitch-black tunnel. And, while we begin to earnestly think about returning to our everyday lives surrounded by those we love, we simultaneously process numerous grim realities. In addition to the countless precious lives that have been lost, we are facing an economic crisis that rivals the 2007-2008 global recession. Those of us lucky enough to have survived the pandemic will now have to collectively work together to put into place an economic recovery plan that not only generates wealth but is both just and environmentally

friendly.

One option for encouraging an economic recovery that is green, fair and equitable is through implementing a wealth tax. The proposed wealth tax would only be levied against the wealthiest among us, in other words, just those Canadians whose wealth is so abundant that they can easily afford the additional tax would be impacted. For instance, levying a one-per-cent wealth tax on people with over $20 million in assets would generate around $10 billion per year. If the policy were extended to include a two-per-cent wealth tax on individuals whose wealth exceeded $50 million and three per cent on those whose wealth was $100 million-plus, Ottawa alone would have roughly $20 billion in additional resources in one year. The evidence shows, overwhelmingly, that the ultra-wealthy have witnessed their wealth grow exponen-

tially while the majority of us have tackled unprecedented economic setbacks and hardships this year.

By levying a modest, progressive wealth tax on those whose assets are extraordinary, no one would suffer. Instead, countless people could have their most basic needs met. Imagine what we could do with that money. After ensuring that all our basic needs were met, we could implement a Green New Deal that would put thousands of Canadians to work and provide a sustainable energy supply for generations to come. A wealth tax is the surest way to deal with growing wealth inequality, and additional funds could be invested in green infrastructure that would benefit our children and their children. Let’s all work together to promote this policy and secure our future.

lanes not safe Dear Editor,

Last week was the opening of the River Parkway to replace River Road. I decided to go for a walk, end to end, from Gilbert Road all the way to Aberdeen Centre. It was a nightmare. The bike lanes and sidewalks were only semi-protected. Who thought it was a good idea to have sidewalks at the same elevation as the motor vehicle lanes on a busy street, with only a tiny concrete curb and some plastic pylons separating you? Same with the bike lanes: barely safer than just some white paint. Come on, do they really think some green paint will stop cars from hitting pedestrians and cyclists? Now, the city will tell you “Oh, it’s just an interim road!” and “We’ll fix it with future development!” This is a matter of safety. The city needs to act now by implementing safety measures that benefit and protect all road users. This road is a failure in all departments: safety, speed and traffic.

CBSA/RCMP mixup blamed for departure Maria Rantanen & Alan Campbell MRANTANEN@RICHMOND-NEWS.COM

Judge Patrick Chen is reserving his sentencing until Monday in the case of a woman killed by an SUV in Richmond in 2014. The justice said the delay was required given the amount of information brought forward by the defence lawyer that needed to be examined. Christy Mahy was killed after being hit by an SUV driven by Erjon Kashari on Russ Baker Way. The accused left the country four months later to his native Albania — before charges were laid — with permission from the Canadian Border Services Agency (CBSA). He had withdrawn his refugee claim. Kashari was extradited from Albania in the summer of 2020 and pleaded guilty to criminal negligence causing death. The lawyer cited several circumstances for the delay in extraditing Kashari, including corruption in the Albanian judiciary system, a large-scale earthquake just before

his extradition hearing and COVID-19.

The court heard Monday that Kashari — who was in Canada on a work permit at the time of the accident — wasn’t asked any questions by the CBSA as to why he was withdrawing his refugee claim. However, his defence lawyer said, during the three months Kashari was waiting to leave Canada, an officer from the CBSA did enquire with Richmond RCMP if “there were any concerns” about him leaving the country. “The CBSA never heard back from the RCMP until long after Mr. Kashari had left Canada,” added the lawyer. Before the scheduled sentencing Tuesday morning, Kashari’s defence lawyer argued that the defendant’s remorse should be a mitigating factor and the fact he pleaded guilty should be a “significant factor” in the case. The judge also heard victim impact statements on Monday afternoon, from Christy Mahy’s sister Joni and from her friends. Joni Mahy spoke about the loss of not having her sister, whom she called her “best

She said the accident has caused her anxiety and has put a strain on her other relationships. “In this case, the actions that resulted in Christy’s death are ones where I lost my sister, my father lost a daughter, my son lost ever meeting his aunt and the rest of the world lost knowing a world with Christy still in it,” Joni said. Kelly Scherk spoke about how Christy should have been at family events like when her sister graduated from university and gave birth to her son. She also spoke about how Christy was never able to be a mother. “She would have been a fantastic aunt and an even better mom,” Scherk said. “The fact that she will never get to experience this is possibly the most crushing reality.” Kashari spoke on Tuesday morning at the Richmond Courthouse, breaking down in tears saying he was sorry and pledging to be a “good man” for the rest of his life.

On Monday morning, the court heard from witnesses how Kashari had been driving recklessly and at excessive speeds over the No. 2 Road Bridge and on Russ Baker Way, seconds before the fatal crash.

Accident analysis indicated that Kashari was driving between 80 and 100 kilometres an hour when he had to break and swerve to avoid traffic in front of him that had either stopped or slowed for a yellow or red light at Russ Baker Way and the Dinsmore Bridge. It was then that he lost control, went over a median and struck Mahy, who was either sitting on her bike or standing with it on the sidewalk. Kashari blamed his OCD (obsessive compulsive disorder) on his loss of control, claiming he has to check his rear view mirror five times when changing lanes. He also claimed the cars in front slowed for no apparent reason and said a bolt in his tire, which he had repairs on earlier that day, had caused his tire to blow. The sentencing is expected at 9 a.m. on Monday.

Beijing boycott debate hits home Nono Shen NSHEN@RICHMOND-NEWS.COM

It’s a year away and on the other side of the globe, but the issue of boycotting the 2022 Beijing Winter Olympic Games has hit close to home in Richmond. Long-time Richmond resident Bill Chiu was disturbed when he saw a two-page ad in the Richmond News taken out by the Richmondbased Canadian Alliance of Chinese Associations (CACA), stating its members “strongly oppose and condemn any boycott of the Beijing Olympics Games.” Ads were also taken out in the Vancouver Sun and local Chinese newspapers. Chiu said he can’t understand how people who declare allegiance to Canada can then turn around and support a government that imprisons two innocent Canadians. “I feel it’s so ironic,” said Chiu. “People chose to immigrate to Canada for a reason,” and those reasons don’t align with imprisoning innocent people, he added in reference to the cases of Michael Spavor and Michael Kovrig, who have been in prison in China for two years. The arrests of the “two Michaels” is largely seen as retaliation against Canada for arresting Huawei executive Meng Wanzhou on an extradition request from the U.S. “Hosting the Olympics in China has to be stopped. I have nothing against Chinese immigrants. I am against China’s Communist Party (CCP),” added Chiu. Next year’s Winter Olympics in Beijing was also on the agenda of Canada’s Parliament recently when the House of Commons passed a non-binding mo-

tion supporting a boycott of the Games not only in response to the case of the two Michaels, but also the Chinese government’s treatment of the Uyghur minority, which Parliament declared an act of genocide. Prime Minister Justin Trudeau and his cabinet abstained. Timmy Wong, also from Richmond, agrees holding the Olympic Games in China is inappropriate, adding that to do so undermines the Olympic spirit.

“The Olympics represent peace on earth. CCP plans to take advantage of this opportunity to ‘sportwash’ their reputation in the world. We should know that CCP has lots of money and they don’t mind spending the money to get what they want, for example, the reputation,” said Wong.

The Richmond News reached out to CACA for an interview, but its members only agreed to respond through email. CACA replied that its members are made up of Chinese-Canadians and boycotting isn’t helpful. “For example, in 1980, the United States led a boycott of the Summer Olympics Games in Moscow. The Soviets bloc refused to attend the 1984 games in America. Can boycott solve all problems? The answer is No. We believe that not only Canadians, Chinese but also people of all ethnic groups could gain better understanding between each other through competing at the Olympics and Paralympics Games,” reads the statement. “Boycotting might bring a series of negative impacts, such as some athletes had been working extremely hard for four years, but they couldn’t be given a chance to attend the competition. Former RAPS board members speak out future plans as we debated fiduciary responsibilities.”

Alan Campbell ACAMPBELL@RICHMOND-NEWS.COM

Two of the five board members who resigned recently from a Richmond animal charity have broken their silence over their reasons for leaving. Martin Van den Hemel, a former newspaper publisher, and Ken Johnston, a former Richmond city councillor and MLA, claim in a statement given to the Richmond News that they departed from the Regional Animal Protection Society (RAPS) board over allegations involving previous RAPS’ fundraisers. Van den Hemel and Johnston claim the majority of the five directors who resigned “requested an internal review into several allegations involving RAPS fundraisers, among other matters. “We felt it would be beneficial to the organization in order to clear the air. A majority of the board did not support the internal review despite the concerns raised by fellow directors.”

Martin Van den Hemel and Ken Johnston say they left board due to RAPS’ ‘troubling behaviour.’ File Photos Both former RAPS directors chose to speak out after their resignations — and that of two vets — were explained earlier this week by RAPS’ CEO Eyal Lichtmann as a result of a disagreement over “re-positioning” of strategy for the organization. “It certainly was not a difference of opinion about the organization’s vision or future direction that led to our departure,” Van den Hemel and Johnston’s joint statement read. “We never got the point of discussing the

In response to the former board members’ claims, RAPS’ president, Fearn Edmonds, told the News that allegations were made by some directors about funds received from a fundraising campaign in 2019 for a very sick dog called Rocky, who was involved in a car crash, along with its owner, who was homeless.

Sadly, the inaccurate statements... is entirely consistent with the type of troubling behaviour we witnessed

after a row went public between RAPS and a pet owner over another fundraiser, this time for a dog (Rhoda), who apparently needed a pacemaker for a slow heart rate. RAPS had agreed to kick off a fundraiser for the procedure, which RAPS said would cost $10,000 and would have to take place at a facility outside of RAPS.

The dog owner, Robyn Wilson, claimed that MARTIN VAN DEN HEMEL, throughout the campaign Edmonds said the alKEN JOHNSTON RAPS would never tell legations surrounded the her how much had been possibility that the money raised despite her repeatraised was “not all utied requests. She explained that RAPS have a disclaimer at the bottom of all its fundraisers, stating that any funds not used will be applied to RAPS emergency fund for other animals in need.

When asked about the situation, RAPS’ CEO, Eyal Lichtmann told the News that Wilson was “distraught” and claimed she had been updated on the fundraiser via a phone call.

As for the apparent refusal to carry out an internal review into the matter, Edmonds refuted that, claiming RAPS did, in fact, carry out an internal review.

However, after the Richmond News story broke on Tuesday evening, RAPS issued a public apology to Wilson, and the local community, stating that the matter “could have and should have been handled much better. Stress and anxiety, instead, surrounded this case and for this we are deeply sorry.”

“We were satisfied with our findings and provided evidence to address any of the concerns brought forward from some of the directors,” said Edmonds. Van den Hemel categorically denies a review of the allegations took place and no findings were produced to the board while he or Johnston were directors. “Sadly, the inaccurate statements made by RAPS management about our resignations is entirely consistent with the type of troubling behaviour we witnessed while we were on the board. “And as a result, we could no longer in good conscience remain as representatives of RAPS.” Another one of the board members who recently resigned, Natasha Kulusic, took to Facebook on Friday, indicating she would speak out about the internal rift at RAPS. However, when contacted by the News, Kulusic declined to comment, stating that she had been served with a defamation threat from a lawyer representing Lichtmann. The News understands that Van den Hemel has been issued a similar letter from Lichtmann’s lawyer. Fundraising feud The claims being made by Van den Hemel and Johnston come just a few days

Specialist facility never consulted Meanwhile, Wilson learned that the facility where the pacemaker procedure was to be performed, Canada West Vancouver, can not perform such an operation and that RAPS had never contacted the facility with regard to the dog’s care. When asked about it, RAPS acknowledged it had not actually checked if the specialist facility could carry out the operation or how much it would cost. RAPS’ spokesperson, Pat Johnson, told the News later on Friday that they were only informed by one of their now former vets, back in December, that Canada West was “the place that does (the procedure) and it costs $10,000. “In retrospect, obviously we wish that we had confirmed that information, but we certainly thought we didn’t need to.” Since the row between Wilson and RAPS went public, RAPS said it has raised $5,500 for Rhoda, which will be transfer red into an account in the dog’s name at Boundary Bay Veterinary Specialty Hospital in Langley, which is equipped to perform the procedure.

Musqueam’s long history in Richmond

City recently voted to restore the historic First Nations Bunkhouse Kirsten Clarke

KCLARKE@RICHMOND-NEWS.COM

More than 100 years after Musqueam were removed from Steveston and their houses replaced with canneries, little remains to mark their relationship with — and history in — Richmond and the waters that later came to be known as the Fraser River. “We have a long, long, long history with regards to Steveston and the fishing industry — pre-contact, post-contact and commercial,” said Musqueam Councillor Howard Grant. “So it’s been our way of life. From the very beginning of time, it’s recognized that those who live at the river delta are very blessed and fortunate and are rich in resources and rich in life.” But Musqueam’s place in Steveston and its commercial fishing industry, is a “forgotten item,” he said, with “almost nothing (in the area) with respect to the Musqueam people…or First Nations in general.” “We were a part of that huge industry of that era,” Grant added. Richmond, is, however, working to change that. Recently, city council voted to rebuild the historic First Nations Bunkhouse in Britannia Heritage Shipyards — believed to be the only structure of its kind remaining along B.C.’s coast, according to a city staff report. History spanning millennia For thousands of years, Musqueam lived in permanent and seasonal settlements throughout the Lower Mainland, with a main winter village near the mouth of the Fraser River. Once, that village was located between North Delta and New Westminster, near what is now the south foot of the Alex Fraser Bridge — a site radiocarbon dated to about 8,000 years ago, said Jason Woolman, Musqueam’s archives and research manager. As sediment was carried downriver and the delta grew, the location of the river mouth shifted westward and Musqueam moved with it, establishing an extensive village network covering nearly 145,000 hectares that included sites in Seafair, Terra Nova, Steveston and Garry Point, among others. Fishing has always been Musqueam’s “bread and butter,” part of their traditional and cultural way of life, said Grant — and is still a mainstay for them and many other Indigenous peoples. Because of that, “it’s

Musqueam Chief Wayne Sparrow (far left), Jason Woolman and Coun. Howard Grant. Above, the bunkhouse as it stands today in Britannia Heritage Shipyards in Steveston. Musqueam, City of Richmond photos stood to reason that Steveston would be a very thriving area for us.” But for the same reasons Musqueam were drawn to the river, so too was the commercial fishing industry, said Woolman. The winter village site later became home to the Glenrose and St. Mungo canneries. “Pretty much wherever there’s a cannery, there was more than likely a village site. They were just prime locations recognized by Musqueam and later recognized by the canneries,” said Woolman. “So it’s just this gradual de-territorialisation of Musqueam.” Musqueam were also displaced from their homes in Steveston to make way for the commercial fishing industry. In the late 1890s, Woolman said, the Bell Irving company was looking to construct a cannery near the village site at Garry Point — where Musqueam families had lived “since everyone’s earliest recollection.” The families, who believed the land had been set aside for them as a reserve, were paid for their houses and had to move back to the Musqueam reserve in South Vancouver. It turns out, said Woolman, the government had bought the land in the 1860s, but it wasn’t considered to be of use to anyone but Musqueam before the diking. “Then it became of use to the canneries,” he said. A ‘more complete story’ A report to Richmond city council notes that more than 16 First Nations came to the south Fraser River area to work in the fishing industry. And yet, the report states, there are currently few opportunities — either in Richmond or across B.C. — for the public to learn about the history of Indigenous peoples in the fishing industry.

Because of this, a rebuilt bunkhouse would be ideal for “interpretive use” — a place where the lived experiences of First Nations, working in Steveston’s fishing and cannery industries, could be shared. It would also allow the city to tell “a more complete story” of the area’s history. That history is inextricably linked to colonial practices, however, as noted by both the city report and Musqueam — including the residential school system, outlawing of potlaches and restriction of Indigenous fishing rights and methods — which limited Indigenous people’s ability to sustain themselves. Despite the devastation of colonial practices, the bunkhouse should be viewed as an aspect of Musqueam’s cultural continuity and a reminder of the fact that “Musqueam are a people that are, not a people that were,” said Woolman. The bunkhouse has been dated to 1885 and was likely used for various functions and by different First Nations over the years. It was included in the National Historic Site designation for Britannia Shipyards in 1991 by the Historic Sites and Monuments Board of Canada. The bunkhouse project is pegged at $2.05 million, which includes like-for-like reconstruction and building improvements such as HVAC and plumbing. Costs for implementing the programming have yet to be determined. The development of exhibits and programs would be done in collaboration with First Nations knowledge keepers and could include artistic pieces and oral story-telling, either in-person or digitally. “That’s not only going to be good for education but also for advancing anti-racism, so it’s a really multi-pronged approach,” said Coun. Carol Day at last month’s city council meeting.

A step in the right direction While a number of First Nations groups came to Steveston to work in the fishing industry, Musqueam’s Chief Wayne Sparrow pointed out that there’s a difference between recognizing the nations that took part in the industry and recognizing whose territory you’re in. “I want to make sure it’s clear that if there are other nations there, I don’t think they should be interpreting the same information as Musqueam, whose territory it was… We have to be very careful about the interpretation of exactly what happened.” The bunkhouse should be used, said Sparrow, not just as a way of communicating what was, but to illustrate Musqueam’s current work — such as their efforts to protect and restore Fraser River fishing stocks — and to help educate younger generations. Rebuilding the First Nations Bunkhouse “is a prominent and worthwhile cause,” said Coun. Grant, but it’s not the only thing Richmond could to towards reconciliation. He said he would like to see something that tangibly marks Musqueam’s place in Richmond in a more prominent place, such as at Garry Point Garry Point was named after Nicholas Garry, deputy governor of the Hudson’s Bay Company from 1822-1835. It’s where the Musqueam Point family lived, said Grant, before they were removed. “When you walk around Steveston, do you see anything that says, I’m on Musqueam land? That’s true reconciliation… So it would be nice to have something there (at Garry Point), to note that, as an example. That’s real.” Search Musqueam for full story at Richmond-News.com

By-election for one councillor on May 29 Maria Rantanen MRANTANEN@RICHMOND-NEWS.COM

Saturday, May 29 is the day Richmondites can cast a ballot to elect one city councillor — unless they have already voted by mail or at advance polls. Because of the pandemic, Richmond city staff will ask for a ministerial order to allow mail-in ballots for all voters — normally who can vote by mail in a by-election is fairly limited — and they will also set up advance polling stations on four days.

Three candidates have already announced they are running to replace Kelly Greene, who stepped down from council after winning a seat in the provincial legislature last fall.

to 23, and the campaign period will begin May 1.

School Trustee Ken Hamaguchi, retired VPD superintendent Andy Hobbs and retired McGill adjunct professor John Roston have so far announced they are vying for the seat.

The next general election to elect a mayor and eight councillors as well as seven school trustees is Oct. 15, 2022.

The by-election is expected to cost up to $716,000. The nomination period, when candidates can sign up to run, will run from April 13

Advance polls will be held May 15, 19, 20 and 22 leading up to general voting day, Saturday, May 29.

Roston jumps into race Roston, a Steveston resident and relative newcomer to the race, said the 2021 tax increase of 5.68 per cent was the “last straw” in his decision last week to run.

While he said he “fully supports” the RCMP and Richmond Fire-Rescue, he doesn’t feel they need additional staff now. The tax increase was partially to hire 16 new police officers and 12 new fire fighters along with 11 municipal staff members to support the RCMP.

Roston, who is a retired adjunct professor at McGill University, has been advocating for more rental housing in Richmond, especially in new developments like the Polygon Talisman development in Capstan and the redevelopment of Lansdowne Shopping Centre.

Performing music written by B.C. composers is considered “rewarding” for a Richmond resident whose love of music goes beyond just playing an instrument for fun. Angelique Po will be playing the organ alongside trombonist Jeremy Berkman at this year’s virtual Vancouver Sonic Boom Festival, an annual concert featuring B.C. musicians and composers, from March 23 to 28. The festival, hosted by Vancouver Pro Musica, will be presenting concerts and events that were postponed from last year’s festival due

Richmond By-Election

More than 600 homes will soon be heated by renewable natural gas generated during the liquid wastewater treatment process in Richmond.

On Saturday, May 29, 2021, eligible voters in Richmond will be electing one Councillor as a result of a vacancy in November 2020. The new Councillor elected in 2021 will serve along with the other members of Richmond City Council until the next scheduled General Local and School Election on October 15, 2022.

The Lulu Island Renewable Gas Facility — located at Metro Vancouver’s Lulu Island Wastewater Treatment Plant site — is the result of a partnership between the regional body and FortisBC to help reduce greenhouse gas emissions and combat climate change.

Since the start of the COVID-19 Pandemic, elections and by-elections have safely taken place in British Columbia in order to serve the democratic interests of communities. For the Richmond 2021 By-Election, voter, candidate, and election staff safety will be paramount. Detailed safety plans will be made available at richmond.ca/elections.

This type of facility is “pretty rare” and is believed to be the first of its kind in B.C., said Jeff Carmichael, Metro Vancouver’s division manager of business development. Biogas is a natural byproduct of the liquid wastewater treatment process, and some of it is already used as a fuel for indoor heating and plant processes at the facility.

We can’t just wait until everything is fossil fuel-free. There are steps to get to fossil fuelfree...

But now the unused biogas ADRIANE CARR will be stored in a large, inflatable dome on the roof of the new Lulu Island Renewable Gas Facility, before it’s pushed through water to be cleaned, and fed directly into Fortis’ grid, explained Carmichael. In total, he said, the renewable natural gas will help replace around 2,500 tonnes of emissions that otherwise would have been produced by the 600 homes each year. Production of the renewable natural gas will begin next month and will increase as the population grows. “We can’t just wait until everything is fossil fuel-free,” said Adriane Carr, chair of the Metro Vancouver Climate Action Committee. “There are steps to get to fossil fuel-free and steps to transforming, for example, our transportation industry and the way we heat our homes, in order to get to the kind of zero emissions that really, the planet has to get to in order to avoid the really catastrophic impacts of climate change that we’re already seeing happening.”

Tussle over ALR land use Fairytales Maria Rantanen MRANTANEN@RICHMOND-NEWS.COM

Tom Land, president of EcoWaste, is hoping to expand recycling activities at its landfill in the Agricultural Land Reserve. Maria Rantanen photo

The Agricultural Land Commission (ALC) is suggesting the owners of 150 acres in the Agricultural Land Reserve (ALR) in east Richmond apply to have it permanently removed from this provincially protected land reserve. The reaction from Richmond’s mayor to this suggestion from a commission tasked with protecting farmland was it was “ridiculous” while the landowner thinks the ALC is just being “pragmatic.” Richmond Mayor Malcolm Brodie said the city’s aim is to keep land in the ALR, that should be what the ALC wants to do and that’s what EcoWaste originally planned to do with their property located west of No. 8 Road along Blundell. “What are they doing suggesting they should take it out? What kind of an ALC are they?” Brodie said. EcoWaste has been filling their landfill site for decades — with a non-farm use permit from the ALC — and they recently asked the ALC, supported by Richmond council, if they could extend their permit by 20 years to 2055. Richmond council supported EcoWaste’s application with the understanding the land would then be remediated for agricultural use. The ALC allowed an expansion of the non-farm use — so more recycling activities could take place — but denied allowing the extra 20 years. Currently, about 30 per cent

of material coming through the gate is recycled, but EcoWaste president Tom Land hopes to bring this to 80 per cent. EcoWaste’s current permit is to fill 18 metres above sea level, and he thinks they will achieve that, with current operations, within five years, given the intensification of demolition and construction in the region. Pivoting, however, to new types of operations — with an investment of about $50 million — would increase the usefulness as a landfill with intensified recycling to 2055. But the investment isn’t worth it if they can’t extend the time on their permit, he added. This led to the ALC’s suggestion that EcoWaste apply to have it removed from the ALR. “I think they look at it from a pragmatic perspective and (say) it’s a landfill, it’s not farmland,” Land said. The ALC told Land the legislation had changed and it wasn’t

possible to extend the permit by another 20 years. City appeals decision The city, at the direction of Richmond council, has now appealed the ALC rejection of the non-farm use extension, sending a letter in early March.

The Port of Vancouver bought 230 acres in the ALR in 2008, which they currently lease out for farming. The port’s activities, however, aren’t curtailed by the provincial ALR Act.

The city argued neither the maximum height of the landfill nor the type of material being brought onto the site would change.

The city’s letter further claims there are “significant environmental benefits associated with the increased recycling capacity at the facility.”

Furthermore, encouraging the landowner to ask for exclusion is “directly contrary to the purposes of the Commission,” which is to preserve the ALR, encourage farming in the ALR and encourage local governments to “enable and accommodate farm use of land” within the ALR.

From Land’s perspective, the ALC sees “the land for what it is,” an industrial fill site.

The city also pointed out there are large ALR land holdings in the surrounding area owned by corporations and if the EcoWaste site were excluded, it would “create immediate pressure for these other sites to pur-

“I think their view is it’s never going to be super good farmland just because of the fact it’s gone through all this filling process,” Land said. Even if the EcoWaste landfill is removed from the ALR, it is still zoned “agriculture” by the city and can still be turned into farmland, he added. Search EcoWaste for full story at RichmondNews.com

Kristy Provan, who is also a Richmond resident, and her team of actors and actresses at Pacific Fairytales want kids to remember what it means to be a real hero and princess despite being impacted by COVID-19. While their annual spring break camps at community centres are not happening this year, the Richmondbased business has turned to virtual camps with a total of 50 livestream classes over the next two weeks. A variety of 30- to 40-minute classes, led by professional actors and actresses with a theatre background, are being offered on topics such as daily exercises, learning Spanish, music, storytime, baking, science and more. “I felt it was important to give a voice to little girls and boys that being brave and standing up for those smaller than them is what makes them a princess or prince rather than the costume and makeup,” said Provan. Meanwhile, Pacific Fairytales also partners with local hospitals and organizations such as the BC Children’s Hospital, Ronald McDonald House, Children’s Wish Foundation and Canucks for Kids to bring the fairytale to kids who are unwell. For class schedules and to register for spring break camps, go to PacificFairyTales.com/current-offerings. Search Fairytales for full story at Richmond-News.com

Vancouver Whitecaps player and Richmond native Patrick Metcalfe has been called up to the Canada under 23 national team for the first time. Metcalfe, 22, who only made his first start for the Whitecaps last summer, has been called up for Canada’s Concacaf Olympic qualifying games later this month versus El Salvador, Haiti and Honduras. He is currently in a pre-season training camp in Mexico with the Whitecaps, but his parents, Susana and Rob, told the Richmond News they contacted their son from their Steveston home on Thursday to express their pride. “We are so excited for him! It’s such a dream to be able to represent Canada and to have been given this opportunity,” his parents told the News. “We just Facetimed him last night from his hotel room in Guadalajara and he is super happy.” Metcalfe was called up to the squad along with fellow Whitecaps players Theo Bair, Michael Baldisimo, Derek Cornelius and Ryan Raposo.

BETTER MEALS home delivered meals since 1993 “This is a great opportunity for Canada and the men’s national team program to have this chance to qualify for the Olympic Games through Concacaf men’s Olympic qualifying,” said Mauro Biello, Canada Soccer’s Men’s Olympic National Team Coach. “We are in a competitive group ahead of a difficult knockout stage, but we have a chance to do something special with this group of young players.” The eight-team competition concludes with the final on March 30 and will take place in Guadalajara, Mexico. It will determine the two teams to represent Concacaf at the Summer Olympics in Tokyo this summer. Every Canada match at the tournament will be broadcast live on OneSoccer with extended coverage throughout the tournament on Canada Soccer’s digital channels including Youtube, Facebook, Instagram and Twitter featuring the social media hashtags #canm23 and #CMOQ.

Elite women’s volleyball stays at Oval Alan Campbell ACAMPBELL@RICHMOND-NEWS.COM

The Richmond Olympic Oval will remain the home of elite indoor women’s volleyball in Canada. Volleyball Canada announced earlier this week it has renewed its agreement with Volleyball BC and the Oval, which is home of the women’s national team program. The partnership between the Oval

and the two volleyball organizations was formed in 2016 to “provide an environment of excellence for the women’s program to prosper and become a top contender on the international and future Olympic stages.”

“The Richmond Olympic Oval has been an excellent host to our women’s senior and development programs and we’re looking forward to continuing this partnership,” said Julien Boucher, Volleyball Canada’s high performance director.

The new agreement runs until December of 2022.

The partners contribute to the running of the centre with a focus on community engagement, fundraising, athlete health and wellness programs and other initiatives. The Oval successfully hosted the 2020 National Excellence Program (NEP) for Grade 11 and 12 athletes who have national senior team potential. This program will resume in 2021.

Jets fundraise for Kids Help Phone Alan Campbell ACAMPBELL@RICHMOND-NEWS.COM

COVID-19 has had a tremendous impact on local youth sports and, for the Richmond Jets Minor Hockey Association, it has meant an entire season with virtually no games. However, the club’s coaches and players have

not let the pandemic hamper their tremendous community spirit.

This year, the Jets sold more than 400 pink T-shirts in support of Pink Shirt Day, a national day of awareness in support of anti-bullying programs. Sales of the T-shirts and donations from generous sponsors generated just over $7,300 which will be

donated to the Kids Help Phone.

“For this year’s campaign, we chose the ‘You Are Not Alone’ slogan, in recognition of how difficult and isolating this pandemic has been on many people,” says Eric Bernal, president of the Jets. “Our members have a strong sense of community and giving back is an im-

portant part of our minor hockey culture. We are glad that we are able to help out, especially through this difficult time.

Bernal said having the kids out on the ice and being able to “skate and practice with friends has been one of the few activities that our kids have been able to participate in during this pandemic.”
