Shooting proximity raises questions is a remarkably safe neighbourhood.

Eve Edmonds

EEDMONDS@RICHMOND-NEWS.COM

It’s definitely creepy to think I was just steps away from a man being shot to death in Steveston Park while on my regular walk last Thursday evening. It must have happened about an hour before I wandered by. By the time I passed, Fentiman Place was blocked off and there were a couple of police cars on Garry Street, but most of the flashing lights were turned off. Later that night the Richmond RCMP issued a release stating there had been a shooting. The next morning they sent out a second one with more details. We always sound so naive when we talk about how shocking it is that such a thing could happen in our neighbourhood, as if we’ve been granted some kind of special immunity, or that our precious little village doesn’t have dirty laundry. But naive or not, it is shocking. Steveston

In the police briefings, there was much focus on the fact this was a targeted hit. In other words, there’s not just some crazy person out there randomly shooting anyone they see. At the same time, they stressed, we’re all still at risk because these gangsters don’t care who might get in the way. Stray bullets can and have taken out many an innocent bystander. And to freak myself out even more, I recalled that haunting line from the TV series Breaking Bad where Mike says, “there are two kinds of heists, those where the guys get away with it and those that leave witnesses.” What if I’d taken my walk an hour earlier and happened to see something the gangsters didn’t want me to see? Still, something bothered me about the tone of those releases. I bristled at the heavy emphasis on the thick black line between “us” and “them.” I fully appreciate people make their choic-

es and when you choose a life of crime, you severely shorten your life expectancy. I also recognize that a victim in one shooting may well have been the killer in the last. Even so, we’re talking about a young man who had people who loved him — and even sadder if he didn’t. The killing in Steveston was followed two days later by another in a condo in central Richmond, leaving yet another young man dead and more hearts broken. However, when the police held a press briefing following the second shooting, it had a different tone. Yes, the spokespeople talked about it being a targeted hit that put the public at risk, but there was also a plea to those in gangs. “To those of you involved in gangs right now, I say this to you: One person has been killed. This means you, as someone who is involved in gang activity, are possibly a victim. Now is the time for you to make good choices and get out of it while you can,” said Michael LeSage, superintendent of one of the units.

In that plea I hear a kind of hope, not because LeSage is telling them there’s a better way, chances are they know that, but because he’s appealing to their humanity, and you wouldn’t appeal to a person’s humanity if you didn’t think it existed. Absolutely, there should be consequences but without starting from the basic assumption that we are all human, worthy and able to change, I don’t see a way out. “We’re in this together” doesn’t just apply to the pandemic, it’s relevant to all of our social and economic ills. And we can only stick together if we break down us-and-them thinking, work to understand the complexities behind these “shocking” events and appreciate the humanity in each one of us. I know I’ll be pegged as a bleeding-heart liberal, and perhaps justifiably so, but there’s also self-interest here. I want to take my evening walks without fear of being caught in a shoot-out, and I believe stepping back and asking why will give me the best chance of doing that.

LETTERS Paper doesn’t walk its talk Dear Editor: On the very day U.S. lawmakers were held hostage by a mob, I received an unsolicited sample copy of The Epoch Times in my mailbox. Epoch Times purports to be an independent, facts-based publication. Its lead story featured a report alleging U.S. voting irregularities. No warning that the allegations had yet to be proven in court. In fact, two days before I received my copy, all the allegations had been dismissed in court as “flat out wrong.” The sad crumbling of American democracy started with not telling the truth. Canada needs truth. Epoch Times should aim to be truthful, independent, balanced. Currently it does not walk its talk. The lesson from Washington is simple: insist on truth.

City should protect pedestrians Dear Editor,

Re: “Richmond RCMP issue 34 violation tickets in 3 hour operation,” Online, Dec. 23. Richmond RCMP Road Safety Unit were quoted as issuing 34 tickets and four vehicle impounds in the space of three hours. Imagine if they had run this operation for a few more hours each day, on a few more streets, for a few more weeks. It would become immediately obvious Richmond has a very serious driver crime problem.

This is something that has been obvious to pedestrians for years. Richmond City leadership needs to face the challenge of driver crime (both Motor Vehicle Act violations and Criminal Code violations). Even when including the complications of this COVID-19 era, the safety of citizens is paramount. I wonder if city leadership has the necessary capability, skills and motivation to face the obvious.

Enforce parking rules Dear Editor,

I am another Richmond citizen with no tolerance to the abuse of people who think they can park wherever they please.

something could be done by the appropriate authorities when evidence is provided.

This is not an unknown situation around our city but, enough is enough. Something must be done.

I’m a disability permit parking holder that could not use the reserved spot because a senseless, don’t-give-a-peep person, decided to park in the “wrong” place.

I understand that law enforcement can’t be everywhere, but I’m sure

9 dead in care home outbreaks Kirsten Clarke

KCLARKE@RICHMOND-NEWS.COM

Nine residents have died of COVID-19 as a result of ongoing outbreaks at two long-term care facilities in Richmond, according to the provincial government. Three residents at Minoru Residence and six at Fraserview Intermediate Care Lodge have passed since the outbreaks began in December 2020. Meanwhile, a combined total of 96 people have been infected. The update, which is current up to Jan. 6, is part of what will now be a weekly report on COVID-19 cases and deaths in individual long-term care homes. The report states the number of infected includes 49 residents and six staff at Minoru. Three residents have died. Meanwhile, the outbreak at Fraserview has infected 27 residents and 14 staff. Six residents have died.

Relatives of two Minoru residents told the Richmond News they want more information from Vancouver Coastal Health (VCH) about how positive cases are taken care of. Both asked to remain anonymous out of concern for their family members in care.

Since Dec. 31, the entire 250-bed Minoru facility has been under outbreak restrictions. One Richmond resident, whose mother in Minoru tested positive for COVID-19, said they are concerned about isolation procedures for residents who have tested positive. They cited previous statements from VCH saying positive cases were promptly isolated, however, the Richmondite said they understand residents remain in the same room together with a curtain separating beds in double rooms, as was the case before the outbreak. In an emailed statement to the News, VCH acknowledged residents remain in their rooms at all times during an outbreak, but added, “each of the bed spaces in a room are kept separate and staff don new (personal pro-

tective equipment) in-between treating residents.”

During a virtual meeting with families on Jan. 3, the family member said they asked health officials about isolation but was told “basically that the room is safer than moving the person out.” They added they were also told test results could come back with false negatives. In its statement, VCH said “if two residents are already sharing a room, and one person tests positive, there is an increased likelihood that the other resident will also test positive.” The second Richmond resident, whose father lives at Minoru, also said they would like residents who have tested positive to be separated “immediately” from those testing negative. “Positive residents can be put in one floor, one wing, for example. Positive and negative in one room is totally unacceptable.” they said. Search 9 dead for full story at Richmond-News.com

Stores, school list COVID exposures

There have been several COVID-19 exposures in Richmond in the first few weeks of 2021.

An employee at the Shoppers Drug Mart at Richmond Centre tested positive for COVID-19, according to parent company Loblaws Companies Inc. The employee was reported to have last worked at the store on Dec. 7. Two employees at the Real Canadian Superstore at 4651 No. 3 Rd. — which is also owned by Loblaws — tested positive. The employees last worked at the store on Dec. 31 and Jan. 6. An employee at the Seafair Safeway also tested positive for the virus, ac-

cording to the chain’s parent company Sobeys Inc. The last day the employee worked at the store was Jan. 7.

Meanwhile, the city’s first school exposure of 2021 occurred just as students were back in class. Vancouver Coastal Health said there was an exposure at Palmer secondary on Jan. 4 to 5. Palmer is the first — and so far, only — school in Richmond to be added to VCH’s school exposure list this year. Between Jan. 1 and 7 (the latest data available) the BC Centre for Disease Control reported 145 new COVID-19 cases detected in Richmond. —Richmond News staff

Stopping gang violence starts with prevention Kirsten Clarke

Both men were known to police and their shootings are believed to be targeted.

Two men were shot dead just three days apart in Richmond — the latest victims in a series of gang-related shootings that have occurred across Metro Vancouver in recent weeks.

“If you’re a Richmond resident, you’re obviously concerned about this, because it appears that we’ve had this sort of increase in violence in our city, but the reality is that it’s a Lower Mainland issue,” said Dr. Keiron McConnell, who did his PhD on gangs and teaches at Kwantlen Polytechnic and Simon Fraser universities.

KCLARKE@RICHMOND-NEWS.COM

Shots were heard in Steveston Community Park near Garry Street and Fentiman Place around 8:30 p.m. on Jan. 7, according to investigators. Officers arrived on scene to find a man — since identified as 29-year-old Anees Mohammed, a Vancouver resident — with gunshot wounds. He was taken to hospital but later died of his injuries. Just three days later, shots were fired again in Richmond — this time in City Centre. Dilraj Johal, who was in his 20s, was found with multiple gunshot wounds in a condo near Lansdowne and No. 3 roads shortly before midnight on Jan. 10. He, too, later died of his injuries in hospital.

As opposed to cities like Toronto, Chicago or London, UK, where particular neighbourhoods are known for gang violence, gangs in the Lower Mainland are not geographically based. Here, rather, gang violence is centred on control of drug markets — specifically “the phone that customers call,” said McConnell. That’s where you see the violence, he said, including the violence that’s emerged in recent weeks, although “personal beefs” and vendettas also play a part, said McConnell, who is also a former Vancouver Police Department (VPD) gang unit member. Including the two in Richmond, there have

been six gang-related shootings in Metro Vancouver over the past two weeks. Five of those shootings have been fatal. The flare-up appears to have begun in late December 2020, when 19-year-old Harman Singh Dhesi and a14-year-old boy were killed in Surrey on Dec. 27 and Dec. 28, respectively. Then, in the early morning hours of Jan. 6, 24-year-old gangster Gary Kang was gunned down in his family home in Surrey. While there are complex investigations that can go on for years before they hit the courts, in the immediate term police can work to suppress gang violence, said Andy Hobbs, a Richmond resident and retired VPD superintendent who led the creation of that department’s gang task force in the late 2000s. That can include lawfully stopping and searching gangsters’ cars — and charging them if weapons are found, for example — looking at places where gang members hang out or checking if they are following curfew or other probation or parole conditions. “If you pay attention and focus on them,

you can catch them, and you can start to suppress their activity,” he said. While he said he has no doubt Richmond RCMP and other jurisdictions are taking gang enforcement “completely seriously,” it’s time to recommit to the issue. Ironically, McConnell said, Richmond is at risk because it is well policed — which is why gangsters want to live here. “Gang members want to live in places that have good police as well, because they want to feel safe,” he said. However, he argued that “when the solution is coming from the police, it’s too late.” Rather, the focus should be on dealing with young people who are making the choices to join gangs. That means putting more resources towards prevention and intervention at the community level — two areas that need to be “more robust than they currently are.” “We need to be prepared to pay for somebody else’s bill, meaning that…we may not see the benefits of (prevention-intervention) for the next five to 10 years, but we will see it.”

Sentence date for man accused of causing Christy Mahy’s death

A sentencing hearing has been set for the man accused of causing the death of Richmond woman Christy Mahy in 2014. After 12 appearances at Richmond Provincial Court in five months, Erjon Kashari now has two days in court set aside in March to decide his fate after being charged with criminal negligence causing the death of 36-year-old Mahy at Russ Baker Way and the Dinsmore Bridge. The BC Prosecution Service told the Richmond News that Kashari, who was extradited from Albania last August to face the charge, has yet to enter a plea, despite the sentencing hearing being set. Family and friends of Mahy — many of whom wanted to attend the court appearances and took time off work and arranged childcare — have expressed frustration and disgust at the number of deferrals in court. In 2014, the News reported how the Pontiac SUV Kashari was driving plowed into Mahy as she stood at an intersection sidewalk, waiting for the lights to change.

Kashari was in Canada on a work permit at the time and he was later able to leave the country, despite the fact he remained at the scene and there being witnesses. It took five years to charge him, in his absence, with causing Mahy’s death. —Alan Campbell/Richmond News Man facing charges after rare snowboard recovered A Richmond man is facing charges after police answered an online ad advertising a stolen, rare snowboard for sale. The 38-year-old, who was not named, is facing charges of possession of stolen property. West Vancouver police said they were made aware of the ad on Dec. 7, 2020 by the snowboard’s owner, who had hoped to eventually see it for sale online after it was taken from a vehicle on Cypress Mountain nearly two years ago. Plainclothes officers then arrested the seller after arranging a meeting to buy it. —Kirsten Clarke/Richmond News

School principals Spec tax homes shuffled mid-term paid $10 million

The schools affected by last week’s announcement of a mid-year principal shuffle have been made available to the Richmond News.

Seven elementary schools and five secondary schools in the Richmond School District will be getting new principals, as of Feb. 1. They are: Grauer; Brighouse; Westwind; Blair; Cook; Garden City; McNeely; Boyd; McNair; SLSS; MacNeill and Burnett. When the news broke last week, some parents were concerned about such a significant change happening in the middle of the school year and during the pandemic. Kathy Chana, McNair secondary PAC president, told the News how she couldn’t recall a principal changing schools in the middle of the term, despite having grown up in Richmond and having her four kids go through the system. “There’s so much anxiety in the schools already, not just among the parents, but with children as well,” she said. In an emailed statement, the district explained how it “understands that administrative moves are difficult for school communities, and will therefore be supporting each school to ensure that incoming principals are fully prepared to assist students, parents and staff with this transition.” —Alan Campbell/Richmond News

Twenty per cent of properties paying the Speculation and Vacancy Tax (SVT) in Metro Vancouver in 2019 were in Richmond, and they paid about $10 million all together. While the number of homes in Richmond that aren’t exempt from the tax was about half compared to 2018, $2 million more was collected after the province raised the tax for foreign owners and satellite families from 0.5 per cent to two per cent.

There were 821 homes — out of about 73,000 — in Richmond that weren’t exempt from the tax in 2019. Of these, 54 per cent (448) were either foreign owners or satellite families, while B.C. and other Canadian residents comprised 31.5 per cent (259 properties). (Some were classified as “other” and “mixed.”)

Do you remember paper shacks? something that just about every kid did then.

Alan Campbell ACAMPBELL@RICHMOND-NEWS.COM

Do you remember the paper shacks dotted around Richmond neighbourhoods in the ‘60s and ‘70s?

“Your route and name would be on there. You’d grab your papers and off you went,” added Gulliman, now 56, who thinks he was about 10-years-old at the time. “But it was also a hangout place, all the kids went there. The kids would meet up there even before the papers arrived and afterwards as well.

“We had these mustang bikes with a banana seat and some of us had a paper carrier, which was like a plate welded or screwed to the bike.”

KEN GULLIMAN

“They go back to the ‘50s I think. I was (a paper carrier) in the early ‘70s. It was

“When people didn’t pay their bills, we would never see our money, so we wouldn’t get paid.

Gulliman said a truck would pull up with the bundles of newspapers and inside of the shack there was a bench going all the way around for the papers to sit on.

were unmistakable for their time; I think most people would know what they were for.

“They were everywhere,” Gulliman, who now lives in Hope, told the Richmond News.

“There wasn’t a lot of money in it really. And I guess we were a little bit crooked back then,” he said.

“(The shacks) were unmistakable for their time; I think most people would know what they were for.”

Apparently, hundreds of Richmondites past and present have vivid recollections of the shacks, often painted green, which served as mini-distribution hubs for the Vancouver Sun, Province and local (The shacks) newspapers. And after former Richmond resident Ken Gulliman posted a picture of one of the shacks on Facebook community page, childhood memories came flooding back for many, including a rather “ingenious” strategy to make extra cash from the paper route.

for their bill at the end of the month.

Gulliman said his shack was on Ash Street and Francis Road, where there used to be a big, empty field.

Paper shacks, such as this one believed to be in Richmond, evoked fond memories of the ‘60s and ‘70s. Facebook screenshot Some of the comments on Facebook told of a paper shack at Blundell and No. 1 roads; at Francis and No. 3 roads; on Cambie at Sexsmith roads, where it was the “Province in a.m. and the The Sun in the afternoon.” Others recalled the “Shellmont Shack,” while one poster remembered a shack “in the cabbage field at 1rd and Steveston. The Goshko boys managed the shack.” However, one of Gulliman’s abiding memories of his shack and delivery route was how he and other carriers hatched a plan to make up for customers stiffing them

“To make up the difference, we would go out on a weekend to canvas people in the neighbourhood to see if they wanted the newspaper. “If they did, we would use the extra papers that were often leftover and deliver them to those people and keep the money at the end of the month.” He also had a clear and very painful memory of a nut coming loose on his bike one day during a delivery, sending the front end crashing to the ground and Gulliman “sailing chin first” onto the sidewalk. “There was blood everywhere. I’ve still got the scar.” Gulliman isn’t sure when the shacks started to disappear, but thinks it was likely just after Expo ’86, when most things in the Lower Mainland changed rapidly. “Nothing was the same after that. Even Vancouver, at the time, was just a big town, not really a city. Richmond was even smaller.”

Lawyer speaks about life as a former prison judge Valerie Leung

VLEUNG@RICHMOND-NEWS.COM

Instead of just punishing those who have committed crimes, a Richmond lawyer wants society to remember inmates are human beings, too. For 15 years, Nelson Tsui worked parttime at a federal correctional institution as a prison judge at one of B.C.’s Serious Courts — a court for serious offences inside prisons — and he thinks we should take the matter seriously, pun intended. His book, titled Serious Court: Confes-

sions of a Prison Judge, was published to give inmates a voice, particularly those being judged through Serious Court.

Each chapter and story, said Tsui, revolves around a particular theme about federal prisons in Canada.

“We talk about locking up people, about punishing people and I think that we, as an establishment, need to look at it more seriously and deal with the matters at hand with more thought,” said Tsui.

“I wanted to tell a story about the disciplinary system in prison with some substance of legal matters and also a human touch,” said Tsui, adding that “many stories are hilarious, but at the same time they are very sad, too.”

Nelson Tsui

“While disciplinary action inside is being considered, people need to always keep in mind we need to be lawful; we are dealing with human beings.”

Tsui told the Richmond News he resigned from his role after 15 years because he thought it was time to “give someone else a

chance” at the job. “I left because there was a bit of frustration at the end,” he said, adding that he loved the job but “it was in a way painful.” Nelson Tsui has been a practicing lawyer since 1987 when he was called to the bar, and he credits his interest in law and eventual career choice to arguing and debating with his brothers and family growing up. “Law is a very rewarding in many ways especially because I like to deal with social issues.” His book will be available on Amazon next week, but can also be bought from the Nelson Tsui Law Corporation.

Agents invent board game to keep the travel bug alive Rhonda Dashevsky (left) and Kathryn Comeau-Wong have invented a travel game. Photo submitted

VLEUNG@RICHMOND-NEWS.COM

Would you rather travel to the Great Barrier Reef off Australia or the Great Wall of China? And, by the way, what was your worst bathroom travel experience? These are just a couple of the questions two travel agents ask in their new board game — a game meant to keep people laughing, talking and dreaming about their next travel adventure. Trip to Tales is the brainchild of Richmond resident Rhonda Dashevsky and colleague Kathryn Comeau-Wong, two travel agents who were forced to come up with a plan B when the pandemic all but shut down their industry. “On March 13, we were scrambling around trying to get people back home and figure out what airlines were doing, what insurance companies were doing — it was crazy,” Dashevsky recalled about the day a vast number of travel restrictions were enacted in Canada and around the world.

ous travel experiences,” said Dashevsky. So, the pair took a professional side road and decided to invent a game. “By the end of April and the beginning of May, we started to realize it was sort of set in what was going on and that this was going to be a bit of a long haul.” But even if people can’t travel physically, they can still take trips down memory lane and dream about adventures to come, concluded the two agents — both of whom love travelling themselves. “We didn’t want people to lose sight of their dreams and memories of their vari-

Trips to Tales “is an opportunity for people to share their travel stories while looking forward to their future travels and possibly adding more places to their bucket list,” said Dashevsky. The game revolves around the players, acting as travellers who have been touring the world but suddenly realized they’ve run out of money and need to earn some to purchase a ticket back home. Tourism down 70 per cent Maria Rantanen

MRANTANEN@RICHMOND-NEWS.COM

Tourism took an estimated 70-per-cent hit across the province in 2020 because of the COVID-19 pandemic, but Tourism Richmond’s CEO Nancy Small said she thinks it’s been even greater in the Lower Mainland. The tourism industry is estimated to be worth $20 billion in B.C. and it contributes, in a normal year, about $2 billion to the economy of Richmond. A lot of that is connected to the airport and international travel. Alana Lawrence, YVR director of government relations, said with new federal orders that everyone arriving at the airport from abroad has to have a negative COVID-19 test, it’s expected the number of passengers coming to YVR will fall even further. Currently, the airport is running at about 10 per cent capacity. Lawrence said YVR is working with

government and health authorities to implement “ever-changing” travel restrictions.

“There’s a lot to be worked out in terms of logistics around (the new rules),” Lawrence told the Richmond Community COVID-19 Task Force last week. The near-shutdown of international travel has had a ripple effects across the tourism industry. The Richmond Night Market is one such tourist destination — it normally attracts 10,000 to 15,000 people per night over a five-month period. But in 2020, it was fully cancelled, and its 24-acre site close to River Rock Casino, normally bustling with locals and tourists and 300 vendors selling their wares, sat empty. Raymond Cheung, owner of Richmond Night Market, pointed out the market has become an “icon” in the city, drawing tourists from near and far. He said hotels in Richmond count on the market as an attraction as does the casino — showing how many tourism

businesses, while at times competing, are still connected. “Our business is really (inter-linked) with other businesses in the summer,” he said.

Cheung said he knows he can’t control the pandemic, but he is hopeful, with COVID-19 vaccines rolling out, the night market will return this year, but perhaps a few months later than it usually opens. It normally opens in May but Cheung said it might not be until July when they can re-open this year. While the market didn’t operate in 2020, they still needed to pay the land lease for the 24-acre property as well as utilities, Cheung added. New order for travel As of Jan. 7, anyone arriving at YVR from abroad has to have a negative COVID-19 test from the previous 72 hours (some countries have a slightly longer period) as mandated by Transport Canada. Even with a negative test, passengers will still have to quarantine for 14 days.

lenge or poses a question, has a value that will add up and help the players earn the cash they need for that ticket home — and win the game. Dashevsky told the Richmond News the game is not only a form of entertainment, there’s also an educational aspect. If you come up across a place or activity that you’ve never heard of before, you’re encouraged to look it up online. Who knows, that could be your next travel destination. When asked what travel means, Dashevsky said “it opens the mind.” “Travelling gives you an opportunity to see how other people live and their cultures,” she said, adding that even when people return to the same place, they always learn and experience different things every time. And while many people have put their travel plans on hold, Dashevsky has no doubt the business will return with a vengeance. “Travel is definitely coming back — and it’s going to come back strong.”
