Dear Editor, Recently (Oct. 28), my friend George and I enjoyed yet another tasty dinner at the remarkably enduring IHOP on No. 3 Road, opposite Richmond Centre. His birthday, #94, was coming up shortly, about which I had notified the restaurant serving staff. However, most unexpectedly, they came to our table singing Happy Birthday as we were finishing our meal, with a pastry bearing a lit candle. George was unabashedly touched by this kind gesture. But what totally blew me away was learning from our festive server, Kim, that our bill for the
A truly remarkable young couple, whom we did not know, dining across the room, paid our tab in full. They had observed the celebration nearby, and very unselfishly decided to help out. Maybe now that we are being represented by the governing party we can get some real attention on this tunnel nonsense. I’d just as soon they get on with the already designed bridge, which could be in use in three years. It’s ridiculous to do further environmental reviews, design, bidding and finally construction. What I’ve read says that could be eight to 10 years from now. All options have been studied and environmentally assessed already. Government needs to find a way to get it in the ground ASAP.

We need to be aware of the fact that this is a very demanding year for classroom teachers and we should appreciate all the sacrifices they are making. They are constantly jumping between marking in-school students’ work and online students’ work.
Another thing I am grateful for is how our school counsellor is paying closer attention to our emotional needs and watching out for mental health issues. For instance, she went round to every class to introduce herself and played a very informative and interesting jeopardy game with us. This jeopardy included key categories such as getting to know her and her job, as well as mindfulness strategies. These mindfulness strategies include learning how to be calm and how to integrate a growth mindset into our lives. In short, let us all reciprocate our educators’ care and kindness. Their jobs are hard enough without the pandemic.

As a student in a local school, I actually feel very happy and eager to be back at school because I miss human contact. Mayor responds to former police Taxpayers will replace chief’s money laundering testimony casino’s golden eggs Dear Editor,
Re: “‘Monster is growing’ police warn in 2004; Former Richmond RCMP head warned city hall about River Rock Casino,” News, Oct. 29. In 2007, the Officer-in-Charge (OIC) of Richmond RCMP submitted a proposal to council to add two illegal gaming constables to address casino crime. Council approved those two officers and an additional 10 plus a crime analyst. Four were funded directly from casino proceeds. The other eight, the crime analyst and a further three officers in 2008 were supported by property tax funding. Under the Municipal Policing Unit Agreement, the OIC exercises complete discretion in deploying operational resources. Decisions to deploy police
resources to combat organized crime or otherwise are solely determined by the OIC. If extra strength is required to maintain essential public safety, the RCMP can decide to deploy more officers. That cost is borne by the city. Between 2003 and 2013, we saw the introduction of the River Rock Casino, the Canada Line and overall population growth in the city. Statistics Canada indicates the incidence of serious, violent and non-violent crimes in Richmond in that period declined between 39 and 47 per cent. Over the past decade, the city has taken numerous steps to combat organized crime and money laundering. The acceptance of cash payments for taxes has been eliminated; we
worked with BC Lotteries and RCMP to combat the exploitation of bank drafts to launder money; and funded 59 new police officers. We advocated for governments to increase resources to stem illegal gaming while developing a comprehensive plan to combat organized crime. Richmond has also pushed for disclosure of the ownership of land and corporations. Richmond has been proactive because it is challenging to address organized crime, illegal gaming and money laundering. Richmond City Council and Richmond RCMP are committed to improving public safety as the foundation of a safe and resilient city.

Dear Editor, So who is going to make up the reduction of monies from the River Rock Casino? The City of Richmond had budgeted $14 million revenue from the casino, and it is now expected to receive only approximately $3 million. The $14 million was not going to be realized with the exposure of money laundering and was reduced even more when COVID-19 hit. My question is, why was this money even budgeted for? The money from the casino was always a “windfall” for the city and never guaranteed, unlike property taxes. This money should never have been relied upon for general expenses but rather put into a rainy day fund for unusual expenses, like now during the pandemic. Money from the casino was

never guaranteed, but the city decided to put it into general revenue and use it for pet projects like the Oval and to fund large pay raises for city staff.* In other words, they got too used to it coming in and didn’t consider what might happen if the goose that laid the golden eggs should die, as it has — at least it’s laying much smaller eggs. Now, who do you think the city is going to turn to for the loss? Well, they only have one source of income, and that is the taxpayer. Get ready for large property tax increases folks!

Three new MLAs from Richmond will head to Victoria to be a part a 57-seat NDP majority government.
Yao told the Richmond News the last few weeks have been a “roller-coaster ride” and getting the results this weekend took a weight off his shoulders.
Richmond was a BC Liberal stronghold for decades, but, this election, voters chose NDP candidates in three out of four ridings.
He added his job now is to “demonstrate to Richmond South Centre voters they placed their trust in the right person.”
Kelly Greene in RichmondSteveston and Aman Singh in Richmond-Queensborough were projected the winners on election night, Oct. 24, but the outcome of Richmond South Centre, recently vacated by Linda Reid, was too close to call that night.
Greene won Richmond-Steveston with a total of 10,733 votes (52.1 per cent) against BC Liberal Matt Pitcairn’s 9,398 votes (45.6 per cent). Independent candidate Vince Li received 483 votes (2.3 per cent).
The NDP’s Henry Yao led the BC Liberal candidate Alexa Loo by just 124 votes on election night, but there were still more than 5,000 mail-in ballots to be counted. In the end, Yao’s lead prevailed, but it didn’t grow by much, and
Greene said she will be stepping down from her role as a Richmond city councillor on Nov. 16. She added she’s “honoured and humbled” to be elected as an MLA. “It take this responsibility very, very seriously — I hope to do everyone proud,” she said.

Singh said he’s spent a lot of time in church basements in recovery meetings, talking to people who are struggling with addictions where he’s seen “miracles” when people get support and a handle on their dependency. He believes progress was being made provincially in mental health and addictions before the pandemic hit — B.C. had, for the first time, a mental health and addictions minister — although since then, deaths from overdoses have increased. BC Greens candidate Earl Einarson also ran in the riding and received 1,496 votes (7.6 per cent) while Conservative candidate Kay Hale received 1,108 votes (5.6 per cent). BC Liberal MLA Teresa Wat held her Richmond North Centre seat with a total of 7,675 votes (51.3 per cent) while NDP’s Jaeden Dela Torre received 5,964 votes (39.8 per cent). Green candidate Vernon Wang received 1,333 votes (8.9 per cent).
Two-week bans in place to curb virus
The province is undergoing a two-week “circuit breaker” as COVID-19 cases climb, but the restrictions are not entirely clear for some when it comes to the meaning of “immediate household.”
With almost 500 new COVID-19 cases now being reported daily, Provincial Health Officer Dr. Bonnie Henry announced on Saturday social gatherings of any size with anyone other than one’s immediate household — including outdoors or in restaurants — are prohibited until Nov. 23. When asked what “immediate household” members means, Shannon Greer, spokesperson of the Ministry of Health, said the term is defined as people you spend the most time with and those who are “physically close” to you. “These would be people who are part of your regular routine so household members, immediate family, a close friend or the people you have regular close contact with,” said Greer in an email to the News. This includes a co-parent who lives outside the household, for example. While no one should be hosting gatherings, people can continue to see people who they consider part of their “immedi-
ate household” at home, outside or at a restaurant, Greer added.
Previously, Henry had said that indoor gatherings with fewer than 50 people were allowed but this order supersedes that directive. Still, she left wriggle room for some social gatherings such as funerals and weddings that may be hosted with immediate household members, but no receptions inside or outside a home may take place. Indoor group physical activities and sports-related travel have also been suspended. While schools, fitness centres and pools remain open, group activities like yoga, aquafit and hockey games are cancelled in Richmond city facilities. There were 133 people in hospital across the province with COVID-19 as of Monday, with 43 in intensive care. Travelling between communities and health regions While there is no travel ban, Henry said she is strongly recommending travel into and out of areas of Vancouver Coastal (VCH) and Fraser Health should be limited to essential travel only. Travel for social or recreational reasons should be restricted. Going out for a walk is not considered a social gathering, but British Columbians need to be careful that walks do not turn into a group of people gathering outside. Exposures in Richmond Two staff at Home Depot in Richmond recently tested positive for COVID-19.
A spokesperson of Home Depot Canada confirmed with the News in an email the two employees are in quarantine after having tested positive for the flu-like virus and have not been at work since Oct. 25. The company is working closely with local health authorities and is taking steps to clean and disinfect the store. School COVID-19 cases In the past week, three schools reported COVID-19 exposures. Richmond secondary parents were informed Friday of possible exposure to the virus, but no dates were given.
This is the second time that the school has reported an exposure, with the first having occurred between Oct. 7 and 9. Parents of two other elementary schools — Mitchell and William Bridge — also received letters from their school last Wednesday notifying of an exposure. COVID-19 testing site relocates to airport The Richmond COVID-19 testing site is relocating from Gilbert Road to the airport. The new site will open on Saturday, Nov. 14, just next to the airport, and is intended to serve Richmond and South Vancouver residents. The new drive-through only testing site is located at 5911 North Service Rd. in the jetSet parking lot (at the intersection of Aviation Avenue and North Service Road.) The site will be open daily from 8 a.m. to 7 p.m., and can accommodate anyone aged four and older. This site, however,
doesn’t offer testing for travellers, and walk-up clients will have to visit the COVID-19 testing collection centre located at Richmond Hospital. The existing testing centre, located at 6820 Gilbert Rd. in the parking lot of the Richmond Tennis Club, will remain open until Nov. 11 at 7 p.m. From Nov. 12 to 13, Richmond residents seeking testing will have to visit an alternate site outside of the municipality. Researchers are collecting samples from five wastewater treatment plants around Metro Vancouver — including the two facilities in Richmond — to help develop a COVID-19 surveillance tool. Dr. Natalie Prystajecky — the study’s principal investigator — was heading a twoyear-long study looking for evidence of diarrhea-causing viruses, such as norovirus, in wastewater until that research was put on hold by COVID-19. But using the methodology developed in that study, Prystajecky and her team were able to pivot to study the new virus. Studies have shown that about 50 per cent of COVID-19 cases have the virus — SARS-CoV-2 — in their feces, said Prystajecky.

Wastewater has previously been used to study illicit drug use, said Prystajecky, which can help show trends in a given community. Architects have a dream, project engineers need to figure out how to make it a reality and the secretary-treasurer lets them know if there’s money to pay for it. It’s a scenario that has been repeating itself in the Richmond School District as the seismic project team, led by executive director Frank Geyer, has been systematically planning and executing a dozen construction projects to make local schools earthquake-proof — and stretching dollars to get a few extra perks. The new technology department at Hugh Boyd secondary is one such project. The old one, built in 1965, was scheduled to be shuttered in March and then demolished as the new one — with an open concept shop, a computer-assisted design (CAD) classroom and a makerspace (a collaborative tech-focused workspace) — opened up for learning.

The seismic upgrade and renovations have had a positive impact on the school this fall, explained school district spokesperson David Sadler. The main focus was a new tech wing for the secondary school, but the school was able to get some more renovations done at the same time, including new lockers, new flooring, better lighting and wider hallways. New school facilities like the Hugh Boyd tech department need to strike a balance between form and function, but with a “heavy emphasis on function,” explained Geyer. But the designers still managed to get some artwork into the shop — a hammer and rivet painted on the windows symbolize the hands-on learning, he explained.

In 2020, there is much more emphasis on design work in tech classes. Instead of all students building the same project out of one type of material — like a wooden spice rack — students now design their own projects using CAD programs and often mix various materials, like metal and wood, to create them. Shop classes are more important than ever, explained Benjamin Scoten, tech education teacher at Hugh Boyd, because families are living in smaller houses and fewer kids are learning to use tools at home. “People used to have houses with garages and tools,” Scoten said. He estimated 98 per cent of his students have never touched a tool in their life when they come to their first shop class.

The 1965 space had segregated areas for different trades, but the focus is now on more integrated spaces, explained Geyer. It will have the same trades, but they are being combined into one open-air space. There is also an adjacent computer-assisted design lab with windows looking out into the workshop. From “borrowing” lumber and plywood from a builder’s yard to constructing one of North America’s biggest wooden, skateboard halfpipes in a Richmond backyard. Those are just a handful of the memories of a ‘70s childhood spent growing up on Maple Road, a relatively quiet, residential street, just south of No. 2 and Francis roads.

The memories belong to a small, but tight band of skateboarding Richmond natives; Kevin Harris (who went on to become one of Canada’s first pro skateboarders), Lyle Chippeway, Doug Hasslett, Mike Blake and Glen Billwiller, most of whom either lived or skated on Maple Road. However, it’s the latter of the
gang, Billwiller — who moved to Australia in 1988 – who has immortalized their youth with the design of a skateboard dedicated to their wonder years on a very special Richmond street.
“Maple Road was an awesome place to skate and hang out,” said Billwiller, who started his own skateboard shop, Aikenheads Skateboards, in Western Australia 10 years ago, with the help of Harris. “I would go to Maple Road every day after school and skate. We would set up cones for slalom racing, do the hippie jump over a bar, skate the ramp and practise free style in Kevin’s carport. “We soon…needed to build bigger ramps. Bigger ramps meant larger quantities of lumber…we would go out after dark to construction sites to borrow some.” Billwiller said they built one of

Sorrow and futility — these are the sentiments Robert Bulloch feels when thinking about the loss of life resulting from the First and Second World Wars — including members of his own family. The Richmond resident and amateur historian wants to keep alive the memory of wars Canadians and others have taken part in, so next generations learn from history. He is particularly frustrated that the First World War caused such devastation, but the world went to war again 20 years later. “Two generations wiped out … they learned nothing from it,” he said. In-person Remembrance Day ceremonies have been cancelled at the cenotaph by Richmond City Hall this year due to COVID-19 and moved online. To compensate for the loss of a large public gathering to honour those who served, Bulloch has created a small memorial for Remembrance Day on his lawn where his
neighbours, many of whom are veterans, can pay their respects on Nov. 11.
“That really struck a chord,” he said. “It’s a good sign they’re remembering.”
It will be a small, intimate ceremony, Bulloch said, and it will include The Last Post and Flowers of the Forest.
Bulloch collects war memorabilia, and while someone might look at something like a rusty bayonet and say it’s just junk, he sees the history it represents.
The memorial will be taken down on Nov. 12, but he is thinking of expanding it next year. Bulloch, however, does have hope that the next generation is learning. He witnessed this when visiting Belgium and Holland a few years ago and saw how children in those countries had adopted graves of fallen soldiers.
“You pick (it) up and you look at it and you see somebody actually held that, somebody actually stuffed it into their rifle and marched into no-man’s land — that’s what it says to me,” Bulloch said. Search Bulloch for full story at Richmond-News.com
the largest wooden half pipes on the continent in Harris’ backyard, which even attracted pros like Tony Alva and Shogo Kubo to drive up from California, just to ride it. “By about 1978-79 I had moved and stopped skateboarding; I did not return to Maple Road,” recalled Billwiller.
About six years ago, however, Billwiller’s skateboard shop issued a small run of Maple Road boards, as a tribute to their youth. And coming out early next year is the latest version, with the gang portrayed as zombies, given the fact they’ve aged considerably since the early days of Maple Road. “About the year 2000, I caught up with Kevin over emails and rekindled the friendship,” added Billwiller, who used to deliver the Richmond Review in 1973.

The Richmond Christmas Fund kicked off its campaign early this year due to the pandemic and has re-imagined its various events in the city for the upcoming holidays. Around 3,000 people benefitted from the campaign last year, but Richmond Cares, Richmond Gives (RCRG) — which runs the program — anticipates an increase of families this year due to the economic hardships caused by COVID-19. RCRG kicked off its fundraising events in July with its new reusable mask WearTheBear campaign. On Nov. 21, the sixth annual Richmond RCMP Toy Drive will take place outdoors at Lansdowne Centre — a different location than before — where the public can drop off new, unwrapped toys or cash donations. The annual Not So Silent Night auctions, dubbed this year “A Not So Isolated Night 2020,” will be held online for the first time — one public and one private — from Nov. 26 to Dec. 2. The public auction will feature more than 150 items and runs from Nov. 26 to Dec. 1. The 10th annual Christmas Fund Drive-Thru event will be held at the Brighouse Fire Hall on Dec. 1. City chided over cannabis permit
The City of Richmond “unreasonably cancelled” a building permit application for a cannabis greenhouse on a property in the Agricultural Land Reserve (ALR), a BC Supreme Court judge has ruled.
In a judicial review published Nov. 3, Justice Andrew Mayer quashed the decision of a city building inspector to cancel the building permit application last year, and ordered the city to issue the permit. In December 2019, Linda English petitioned the court to review the city’s decision to deny her application to build a greenhouse for cannabis production on her Garden City Road property, which is in the ALR. English applied to the city to build the soil-based greenhouse in May 2019, which according to the deci-
sion, would be used to cultivate agricultural crops, including cannabis, “that could result in medicinal or nonmedicinal end uses.”
However, on Sept. 30, the city’s director of building approval, James Cooper, refused English’s permit application due to a municipal zoning bylaw that did not allow the cultivation of non-medical cannabis in structures built after July 13, 2018. That’s the date that an ALR regulation was amended to allow the “lawful production of all forms of cannabis as a farm use.” A further amendment, in February 2019, stated that farm uses, including using agricultural land to produce cannabis, can’t be prohibited by local governments. Meanwhile, the city’s zoning bylaws
for farming did not allow for the production of medical or non-medical cannabis production.
English argued that when she submitted her permit application in 2019, the cultivation of all forms of cannabis was allowed on ALR lands, and that when Cooper cancelled the application, the city’s zoning bylaws had been amended to permit cannabis production in the ALR. Asked what sparked Dosanjh’s first step to write the book, she said her passion for preserving the foundation of history started when she and her extended family, the Johal family, celebrated the centennial of their forefather Gian SinghJohal, one of the first South Asian settlers to immigrate to Canada, arriving in 1906.

Writing more than 70,000 words over 250 pages wasn’t nearly as difficult as the journey early South Asian pioneers went through to start a new life in Canada, according to Richmond author Karen Dosanjh. Dosanjh, who was born and raised in Richmond, sees her hometown as a place of many firsts including school, volunteer experience and work — an “exciting and fairly fun” life. However, her parents’ and extended family, who first immigrated to Canada, can’t say they had similar experiences. Dosanjh’s first book, titled Untold Stories: The South Asian Pioneer Experience in B.C., is a collection of stories from 32 pioneer families in Canada dating back to the early 1900s. The stories, she noted, are told by previously “unheard voices” about the struggles and resilience of immigrants from Punjab, India. It’s a book she hopes will fill a gap and connect the older generation with today’s youth.

A Richmond musician is this week celebrating the launch of her debut singles.
“I love a calm and simple melody with some unsettling nostalgia thrown in,” said Alex Tse. “My songs are like a comforting heartache.” This is how Tse describes her songwriting process as she debuts her first singles. “I describe my genre as ‘bittersweet pop.’ I want to make music that soothes and makes you feel at the same time.” The Richmond Secondary alumnus recently teamed up with producer Winston Hauschild, whose credits include Vancouver favourites, Hannah Georgas and Hey Ocean!, as well as a multiplatinum debut album for international pop star, Wanting Qu.
But Tse didn’t always want to be a musician.
“I learned early on that being a musician wasn’t a ‘real job’, and so I focused on my studies. I never even considered it.” Throughout her degree at SFU and a career in volunteer administration, however, Tse kept composing and posting music on her YouTube channel. “The music just kept coming, I was always writing lyrics and composing melodies in my head,” said Tse. “Eventually, I had to face myself and admit I actually wanted to pursue music. Several Steveston artists have donated art to rally around a woman, Kathy Dornan, struggling with ovarian cancer. Her sister, Luella Cook, a Richmond resident, has been part of the team organizing the auction, dubbed the Kindness Online Art Auction.
Cook, who knows some of the artists, is one of the organizers. She is joined by other siblings and extended family — including a brother living in Bali — who have been organizing the auction.
Dornan said this art fundraiser — and a separate GoFundMe campaign — has helped her “on so many levels.” Because she is used to being self-sufficient, it’s been humbling for her to accept help. “I didn’t know so many people loved me,” she said.
Dornan’s mother died of ovarian cancer and, as a precaution, Dornan had her ovaries removed almost 10 years ago.
Dornan’s cancer diagnosis came just a year after the death of her son.
So, it was quite the shock when her doctor diagnosed her with ovarian cancer earlier this year, usually very rare after this surgery.
She said she’s had to embrace a “whole catastrophe living” philosophy, a Buddhist concept, accepting “the good, the bad and the ugly”
to make it through the things she’s living with.
There is always something positive, either a gift or a learning experience, that comes with life challenges, she added, like learning to take nothing for granted. “I’m finding there are many unexpected gifts coming through all of this,” she said. Cook said she was so happy so many Steveston-based artists donated their artwork to help her sister, generosity she sees “again and again” in the community. A former top flight soccer referee and player, with more than 70 years of dedication to the sport, has been inducted into the Soccer Hall of Fame of British Columbia.
In 1956 his Van Tech HS team won the BC Schools championship. Allen moved up to adult soccer with Wallace Thistles for 1957-1959, then on to the Pacific Coast League, playing with Canadians for 1960-63 and then Vancouver Firefighters for 1964-1966.
FIFA-accredited Richmond resident Bob Allen officiated at the very pinnacle of the North American game, refereeing or assisting in the NASL from 1977 to 1984, at various Concacaf/FIFA tournaments — including the 1987 FIFA Under 16 World Cup — the 1983 opening match at BC Place and the 1986 Canada vs England match.
With the Firefighters, he won the PCL league title (19641965), the Canadian National Championships (1965) and the John F Kennedy Cup (1966), the team being named “Team of the Year” in the Sport BC Awards.
Allen, 82, was also known locally as being an early recruit to refereeing women’s soccer in 1979 and as BC Soccer Director for 10 years to 1997. He was one of 15 inductees across the sport in the province to be honoured at a virtual ceremony on Saturday evening.
Allen became a referee in 1960 while still a player, first refereeing youth, school and men’s soccer. He was named to the National Referee List in 1977 and the FIFA List for 1983 to 1987. Allen began refereeing women’s soccer in 1979.
Asked how he felt about the accolade, Allen, who suffers from Parkinson’s, said it was “nice to be recognized.”
Off the field, he was a director of the British Columbia Soccer Referees Association (BCSRA) from 1984 to 1987 and its president in 1984.
“It makes you think that you must have done a good job. I was 12 when I first kicked a soccer ball, in Vancouver. That was a long time ago.” Allen said his secret to having had such a long and successful career in refereeing was “keeping your cool” under pressure. “Talking to people is important,” he added. “It’s a sport. People should enjoy themselves. I think they forget that sometimes and take it too far.”

CHRISTL, Wolfgang October 16, 1931 - November 01, 2020 Having just reached his 89th birthday, Wolfgang received his final wish to pass away peacefully at his cherished home. Survived by his loyal and loving wife of 66 years, Muriel; daughters Susan (Ken), Michele (Bob); and grandson Charles (Michelle). Born in Freiburg, Germany, Wolfgang immigrated to Canada in 1952. Making his way west, he landed in Saskatoon where he met, fell in love and married Muriel; eventually starting a family and making Richmond home for the past 60 years. Professionally Wolf had a successful career in commercial HVAC and later started Oktoberfest Enterprises to support German festivities with décor and entertainment. He was an active volunteer for local German organizations and causes. At home, he watched hockey, wrestling and CFL football while reading the Vancouver Sun cover to cover. Whether you knew him as Wolfgang, Opa, Mr. Oktoberfest or Dad - he was a hard-working man, who loved life; his German heritage and family. He will be fondly remembered and missed by many.
