Toto, I have a feeling we’re not in Richmond Eve Edmonds

I felt a bit like Dorothy landing in Oz when I woke up Sunday morning to what may be a largely NDP Richmond. It’s been almost 50 years since Richmond has elected an NDP candidate to the B.C. legislature. That was Harold Steves in 1972. He was there for all of one term before becoming a city councillor. Since then, Richmond has been solidly blue, supporting the right-of-centre Social Credit party, then the BC Liberals. In fact, there were past provincial elections where John Yap, MLA for Richmond-Steveston, was the first MLA called on election night because he had such a huge lead. Granted, we’re still waiting for the final results, given that thousands of mail-in ballots still have to be counted. Regardless, just the fact the NDP has taken three of Richmond’s four seats based on advanced and day-of voting makes me think I’m in Oz. So what happened?

Clearly enough voters in Richmond thought, as in the rest of the province, the NDP was doing a good job of managing the pandemic. And, yes, the lovely Dr. Bonnie Henry worked in their favour. But that wasn’t everything.
election. Granted, all four of Richmond’s ridings went Liberal in 2017, but the NDP made huge gains. In fact, it made larger gains in the popular vote in Richmond between the 2013 and 2017 elections than it did this time around.
The fact two, long-time Liberal incumbents decided not to seek re-election played a role. Incumbents tend to be favoured and the fact Yap and Linda Reid, Liberal MLA for Richmond South Centre, opted not to run created a more level playing field.
In other words, Richmond’s about-face wasn’t as sudden as all that. Speaking of the 2017 campaign, I remember being at Yap’s campaign office on election night. While he was clearly pleased with his win and relieved the Liberals would at least have a minority government, or so he thought, he was far from boastful. In fact, he was quick to note many of his constituents were feeling the pinch of unaffordability.
Also, the fact we now have a fourth riding, Richmond-Queensborough, made up of East Richmond and a part of New Westminster was a factor. Although New West voters only make up about 14 per cent of the riding, they tend to be solidly NDP. Meanwhile, East Richmond is generally more NDP-friendly than the rest of the municipality. So, even though Liberal incumbent Jas Johal was a strong candidate — touted as party leadership material in fact — it was going to be the hardest of the Richmond seats to keep. But perhaps the most significant factor was what happened in the last provincial
“That was something we heard very loud and clear,” said Yap. But although Yap may have heard the concerns, the Liberal party as a whole was unable to convince voters it cared. In a candid interview with Global News the day after the election, Jas Johal said, “Climate change, housing and affordability, health care, education, we have been slowly ceding ground on these issue to
other political parties, and that’s one of the reasons why last night happened.” Meanwhile, the NDP seemed not only capable of dealing with the pandemic, it had managed to not infuriate too many people even prior to the crisis. It got a lot of love from the affordable housing sector for building new housing co-ops, establishing temporary modular housing and implementing the speculation tax — all without blowing a hole in the budget. It enraged some environmentalists with its LNG plans and approval of the Site C Dam, but that may have earned them votes from the “free market” types. So back to Dorothy... Indeed, there is no place like home and the truth is Dorothy had never really left — and nor have we. This is as much Richmond today as it was three years ago, despite a radically different election outcome. Solid management of the pandemic and a sense that the issues that were being voiced “loud and clear” in 2017 were finally being addressed are what led to this so-called sea change.

Congrats to Nixed event Gratitude for Penny’s kindness at drive-thru MLAs-elect defended Dear Editor,
I would like to commend you and your staff for your excellent coverage of the just concluded provincial election. Every candidate, regardless of his or her political affiliation, deserves our thanks and appreciation for putting their name forward for public office. It takes a lot of courage, time and effort to do so. I am sure our newly elected MLAs — Kelly Greene, Aman Singh and Teresa Wat as well as the winner in Richmond South Centre (Alexa Loo or Henry Yao) — will do an excellent job in representing us in Victoria. I offer my congratulations to all of them for participating in the democratic process. John Horgan and his majority government are now in an excellent position to serve British Columbians to the best of their ability.

Re: Richmond Tow Truck Hosting Mobile Haunted Show, online, Oct. 15. I am very disappointed to hear the city is preventing a community member from offering a Halloween show that follows advice from Dr. Bonnie, the BCCDC Halloween recommendations and the public health order. The organizer and owner of Jonny’s Towing has made it clear he will meet or exceed public health protocols, but instead staff are quick to say no. We will likely be living with COVID-19 for many, many months to come. It is important to support and
find ways to work within the detailed protocols that must be in place.
Halloween is an important family tradition and the City of Richmond has failed to offer any activities or alternatives. This is very disappointing, as other municipalities have stepped up and organized safe, fun activities.

Thank you, Penny!
It was a freezing cold Sunday morning (Oct. 25), and the sun had yet to rise. I suddenly felt a need to get out and connect with the world, so I headed to the drive-through Starbucks at Sea Island Way. I placed my order and then pulled up at the cashier’s window — where cheerful service always awaited. The employee greeted me with a twinkle in his eyes and said, “It’s all good! That car in front of you has paid for you.” My breakfast bill was close to $12 — and a stranger had treated me? Wow! To be gifted with a random act of kindness filled with a fellow earthling’s goodness, and generosity during a pandemic warmed me twice over. I looked back, but there was no
other car behind for me to pay it forward. But, Penny (hope you don’t mind that I asked the counter barista for your name), the next time I go to the drive-through, you can be sure I will treat the next person behind me, so your kind gesture remains in circulation. And I think this is such a wonderful way to connect hearts even when smiles are masked. I would also like you to know that I watched the sun rise while eating the sandwich and drinking the coffee you had treated me to — and as the sun rose higher and higher, brighter and brighter, warmer and warmer, I found myself humming What A Wonderful World (Louis Armstrong). Thank you!

Sixteen BC Wildfire Service (BCWS) firefighters have tested positive for COVID-19 and more than half are quarantining in Richmond. Forrest Tower, spokesperson for BCWS, confirmed on Tuesday afternoon that the firefighters tested positive for COVID-19 after returning to B.C. from the U.S. Three individuals, who tested positive while in California, are currently at a federal quarantine facility under the care of the Public Health Agency of Canada. The other 13 firefighters are in quarantine at a Richmond hotel
under the care of the BC Centre of Disease Control and local health authorities. “At this time, the individuals are being monitored, but are not experiencing any complications or requiring hospitalizations,” said Tower. “Upon return to B.C., all firefighters have quarantined for two weeks upon return from deployment as per protocols BCWS created at the beginning of the deployments in September.” A total of 429 BCWS firefighters were deployed to the U.S. this summer, and 223 of them went to California. Tower added all “deployed resources” have returned to B.C. now with the last group having returned on Oct. 17.
There were 25 new COVID-19 cases in Richmond in the past week, according to data released by the BC Centre for Disease Control (BCCDC) last Thursday. The total number of COVID-19 cases in Richmond since the beginning of the pandemic is 362.

A man was arrested after apparently stealing a landscaping van in Richmond and then crashing it into a nearby ditch.
Richmond has had 164 cases per 100,000 population, whereas neighbouring Vancouver has recorded 433 per 100,000 population. The total recorded cases in Vancouver is at 2,928.
Richmond Mounties were called to the 8000 block of Spires Gate, near Westminster Highway and Cooney Road, around 11:40 a.m. on Oct. 22, with a report of a theft of a gardener’s vehicle.
On Monday, Dr. Bonnie Henry reported 817 new cases across the province over a three-day period, and 217 on Tuesday.
Upon arrival, police found the vehicle in a deep ditch with significant front-end damage. The suspect driver was still on scene when police arrived.
There are 2,322 active cases across the province, of which 84 are in hospital and 27 in intensive care.
As a result, a 48 year-old Vancouver resident was arrested and taken to hospital for treatment for undisclosed injuries and has since been released from custody.
Last week’s total number of cases in Richmond was 337, with 60 new ones reported in the two weeks prior to Oct. 15. To be tested for COVID-19, Richmond residents can go to the Richmond Assessment Centre, just north of the hospital at 6820 Gilbert Rd.
Charges have not yet been laid and the investigation, say police, remains active. Police are asking anyone with information or evidence of the incident to contact them.

‘Monster is growing’ police warned in 2004 Former Richmond RCMP head warned city hall about River Rock Casino
A former Richmond RCMP officer in charge has testified at B.C.’s money-laundering inquiry that he was met with “friction” when he went to city officials in 2005 with concerns about the recently opened River Rock Casino and Resort. For Ward Clapham — Richmond’s police chief in 2004 — the impact of the opening of the casino was immediately obvious. “I am worried the monster is growing. Their influence will soon control B.C. gaming,” Clapham wrote in an email to his district commander in December 2004. However, it is questionable if local bureaucrats and politicians saw things the same way, based on testimony Clapham provided Tuesday to Justice Austin Cullen at the Commission of Inquiry into Money Laundering in B.C. By 2005, Clapham’s investigators had intelligence on kidnappings, extortion, assaults and loan sharking by patrons at the River Rock. Meanwhile, illegal casinos were sprouting up in the city, which was
attracting organized criminals from outside the region, the commission heard.
RCMP officers since 2007 as a response to casino-related crime concerns.
But Clapham told Cullen he was met with “friction” at the City of Richmond when he requested more money to police the casino. (He acknowledged provincial and federal RCMP units had similar responsibilities).
“By 2005 I don’t think anyone could have predicted what we saw,” said Clapham.
Clapham related how city officials initially consulted his department when Great Canadian Gaming Corp. was proposing the new casino around 2002. “I made no assurances that crime and or issues would not occur but was willing to work with them at the time,” said Clapham, adding gambling revenue was to be dispersed to the city, which gave him “comfort” politicians would adequately fund any needs that arise. “There are times I was told certain money was put to our overall budget,” he said. Since 2000 the city has received over $246 million from River Rock. It has allocated about $8.5 million to four additional
He began making infrequent foot patrols of the casino at the time. On one of those patrols, a senior executive at Great Canadian approached him, according to Clapham. “I was told it was bad for business to have uniformed police officers walking in the casino.” Clapham said his response was “diplomatic,” and that he continued his foot patrols. “It was interesting when we were met at the door, we were asked, ‘Why (are) you here and what are you doing here?’” But the force was so underfunded at the time, he couldn’t maintain a round-the-clock presence. He said a uniformed presence “guaranteed” no one would walk in with drug money in the form of bags full of $20
bills. Clapham asked the City of Richmond in 2005 for more officers but his request was denied. Two years later, 24 new officers were approved to make up for the deficiencies elsewhere in the city, documents show. Outside of the city’s control, Clapham also met resistance to the formation of an integrated, regional casino enforcement unit for the RCMP. It is not clear from his testimony how the proposal failed. Clapham said he had even promised colleagues resources and officers from within his detachment. Then, as now, Richmond’s mayor was Malcolm Brodie, who could not be immediately reached for comment. Brodie has previously stated he was one on council to initially voice concerns about the new casino. — Glacier Media Search Ward Clapham for full story at Richmond-News.com

The BC Labour Relations Board (LRB) has ruled a cannabis producer with headquarters in Richmond violated the labour code by laying off several employees, who were seeking to unionize, from its facility in the Okanagan. In a decision published Oct. 16, J. Najeeb Hassan, the LRB’s vice-chair, ruled the layoffs be rescinded, and the employees be reinstated to their positions. The case was brought forward by Local 1518 of the United Food and Commercial Workers International Union against Potanicals Green Growers Inc., which operates the Peachland facility. Potanicals is a wholly owned subsidiary of cannabis producer Benchmark Botanics, whose head office is near the Burkeville area of Richmond. Employees had voted to apply for union certification in September, and held a certification vote on Oct. 1 and 2. On Oct. 5, the company laid off nine workers, including the master grower, head of security and two adult children of the employer’s CEO. Eight employees were kept on. Benchmark posted an ad for 16 full-time general farm positions just a few days later. The company said the layoffs were due

Financial records showed Potanicals suffered net losses in each month of 2020, and came closest to profitability in September when it had a net loss of $5,000. Meanwhile, Benchmark — the parent company — incurred “millions of dollars of losses over its existence,” however, it still showed “a sizeable amount of cash on its books,” the decision reads.

The union argued it made no sense for the company to lay off the master grower and head of security — positions required under by Health Canada. “[The union] argues that the only logical explanation for the layoffs was because the employer believed that they were union supporters and to put an end to the union activities in its business.” Hassan ultimately found the company violated the BC Labour Code by laying off the nine employees at the Peachland facility, finding it was “motivated, at least in part, by fact that the employees at that location had sought to be represented by a union.” Furthermore, the layoffs sent “a clear message” to the remaining employees that engaging in union activities “would not result in a positive employment situation for them,” Hassan said in his decision. Condo owner at odds with strata over repairs Nono Shen
NSHEN@RICHMOND-NEWS.COM
Eddie Wong didn’t expect a leaky pipe would get him into a months-long battle with his condo strata, however he feels compelled to stand up for a principle. Wong, who owns a unit on the third floor of a condo next to Richmond Wal-Mart, recently filed a complaint against his strata corporation, alleging he has been mistreated because the strata refuses to cover common property repair costs. At the end of June, one of Wong’s neighbours who lived on the first floor had a problem with water leaking into their unit. The building manager hired a worker to locate the source of the leak and fix it, which he did, but only after knocking several holes in Wong’s wall. “The source of water dripping was somewhere between the ceiling of unit 301 and the floor of unit 401,” said Wong. More importantly, the pipe belongs to the strata’s common property. So, although they fixed the pipe, “my strata manager told me they aren’t going to fix the walls. I was told to work with my insurance company to solve the problem. It doesn’t sound fair since the strata should be responsible for repairing the common property,” added Wong. Wong also pointed to his strata’s bylaw regulations to back up his claims, which reads: “Where the Strata Cor-
poration is required to enter a Strata Lot for the purpose of maintaining, repairing, or renewing pipes...The Strata Corporation shall make good any damage to the Strata Lot occasioned by such works and restore the Strata Lot to its former condition.” Property management agent: owners not responsible for common property repairs Aaron Leung, an agent with a Richmond-based property management company, agrees with Wong, that the strata corporation is responsible for repairing the damaged wall. “A strata corporation generally has no legal duty to repair or maintain, or to pay for repairs,” said Leung. “But in this case, the strata corporation had to open up a wall to access the pipe to repair it. So this pipe is part of the common property. The strata corporation should be responsible for repairing the damage to the drywall.” Meanwhile, strata corporations in B.C. are all self-regulated so there is no organization or regulatory body to answer repair questions such as this from tenants or owners. If a tenant/owner is having a dispute with their strata corporation, they can request a hearing with the strata council. If that doesn’t bring a resolution, they can file an application to B.C.’s Civil Resolution Tribunal (CRT), explained Leung. Wong has turned to CRT for help after failing to reach an agreement with the strata manager or the strata council. Search strata for full story at Richmond-News.com

Richmond News is on the move
“We are not closing, we are just shifting into the virtual world.” That is the message Richmond News publisher Alvin Chow has for readers.
Since mid-March, the Richmond News team has joined the trend of working remotely and virtually.
Chow also singled out the publication’s first virtual Zoom provincial candidate debates.
since the pandemic began — triple the amount of views during the same period in 2019.
“Within these circumstances we were able to successfully run our provincial election coverage not only in print, but on-
“COVID-19 allowed the Richmond News team to work remotely but more effectively, and our commitment to the community will not disappear,” said Chow.
While working remotely may have its occasional technical difficulties, the “virtual office is what’s doing the job in 2020,” according to Chow. “A physical office and work environment doesn’t impact what we do as a media outlet. The content is there and so is the growth of readership and presence in the community.” He highlighted the News’ first mental health feature in May as well as the annual Best of Richmond feature in September — both important content for the Richmond community. “One feature was relevant and produced timely for our readers during COVID and the other celebrated the successful businesses and individuals in our community based on our readers’ choices.”
When asked how the News will grow in the community in terms of its office presence, Chow said his dream is to see the publication interacting with the community in a retail setting. Richmond News publisher, Alvin Chow. line as well,” he added. “Of course, this growth is not only thanks to the work we have put forward, but also the contribution of our readers.” Just in September, the News reached an all-time high of 1.3 million users in a single month. Recent statistics show that the News’ monthly online views have reached an average of half a million
“Our practice shouldn’t just be thinking of an office. In an ideal world, I’d like to see our office in the community acting like a coffee shop. “Rather than just a corporate office, a hub where the community can feel comfortable interacting with us and a place to consume content together is what I’d like to see.” As the Richmond community is still battling the effects of a worldwide pandemic, Chow encourages readers to reach out to the News’ online website for more stories and information.

BCVOTES Aman Singh (NDP), Kelly Greene (NDP),Teresa Wat (BC Liberals) and Henry Yao (BC NDP), based on preliminary results, will represent Richmond in Victoria.
New faces head to legislature
Preliminary election results seem to show a sea change for Richmond — turning the city largely orange in Saturday’s provincial election after decades as a BC Liberal stronghold.
It would appear at least two NDP MLAs from Richmond will join a newly formed majority NDP government in Victoria — Kelly Greene, representing RichmondSteveston, and Aman Singh, representing Richmond-Queensborough. In Richmond South Centre, the NDP’s Henry Yao has a lead of just 124 votes over BC Liberals’ Alexa Loo, a current Richmond city councillor.’ BC Liberal Teresa Wat appears to have held her seat in Richmond North Centre. Based on results from advance polls and election-day voting, the NDP are elected or leading in 55 ridings to form a majority government, up from 41. The BC Liberals appear to have gone down by 12 seats and are elected or leading in 29 ridings. The Green Party once again won three seats. In a statement given to the Richmond News, Singh said it was an “honour to be elected as the next MLA for RichmondQueensborough. “As the first turbaned Sikh to be elected to the legislature, I am proud to be joining John Horgan and the BC NDP in Victoria and look forward to getting to work for my community,” Singh said. Also in her second run at provincial politics, Greene managed to capture the Richmond-Steveston seat, at least taking into account
preliminary results, beating BC Liberal candidate Matt Pitcairn. Greene said she is waiting till the final results in mid-November before resigning her council seat and, until then, will keep up her municipal duties. Looking ahead to serving in Victoria, Greene said that, while there have been investments in Richmond from the province, having someone in the legislature with “local, regional knowledge” about what’s needed in Richmond is important. “I think I bring that to the table particularly with my work on Richmond city council — to make sure we’re really hearing directly from residents and working to meet those needs,” Greene said. Wat, re-elected in Richmond North Centre, said the results were “disappointing” for the BC Liberal party, but she is “honoured to have received the confidence” from those who voted for her. She said the BC Liberal and the BC Green parties were both “handicapped” in this election campaign. “It’s unfair to us … all the NDP candidates were well-aware of this election way back in the summer while both the Greens and BC Liberals were totally in the dark,” said Wat. — Richmond News staff

Party renewal needed: Liberals On Monday, Andrew Wilkinson stepped down as the leader of the BC Liberals after a decisive election loss, including three out of four BC Liberal seats in Richmond that could flip to the NDP.
Premier John Horgan while it was a cross-party effort to combat COVID-19 and its impacts.
There are still thousands of votes to come in via mail for all Richmond ridings, and candidates are waiting for final counts, but that didn’t stop calls for renewal of the BC Liberal Party.
After their loss in the polls, BC Liberals need to focus on the economy, the environment and inclusivity and become a “values-based” party, Loo said.
When asked about his name getting bandied about for the now-vacant BC Liberal Party leadership role, Jas Johal kept his options open without committing either way. He says he’s not had one “serious conversation” about it, but he has left the door open to the possibility. Asked about his apparent defeat on Saturday at the polls, Johal said there was nothing he regretted or would change about his campaign, citing the aforementioned “orange wave” that rolled over B.C. And he insisted the damning defeat was down to the fact his party “failed to renew” itself in the last three years. “B.C. voters finished what they started in 2017, which was a renewal of the party. (It) couldn’t happen on its own,” he said. “When a wave happens, you can’t stop it, but you can learn from it. We used to have part strongholds in the region…now we don’t,” Johal said. Loo said her support was behind Wilkinson during the campaign. But she added voters seemed to conflate the successful pandemic response to
“We must have done a bad job explaining (that),” Loo said of her party’s messaging.
It’s also time to get rid of social conservative elements in the party, she added. “We should be something that people come to, not that people fit into,” Loo said. BC Liberal candidate for RichmondSteveston, Matt Pitcairn, said he was pleased with his local campaign and its “positive forward-looking message,” but hiccups provincially along the way didn’t help, he said. During the campaign, a roast for retiring BC Liberal Ralph Sultan was highly criticized when MLA Jane Thornthwaite talked at length about an NDP MLA, implying she got his attention by flirting with him and showing cleavage. The following week, Chilliwack-Kent MLA Laurie Throness, running for reelection as a BC Liberal, was kicked out of the party for comparing free birth control to eugenics. “Both of those I did not agree with — they didn’t do us any favours,” Pitcairn said. — Maria Rantanen & Alan Campbell

COMMUNITY Dumpster diver finds mom’s family heirlooms Alan Campbell ACAMPBELL@RICHMOND-NEWS.COM
If the old adage of “what goes around, comes around” has even a modicum of truth to it, Richmond’s Earl Clapp is surely on course to win the lottery someday soon. As reported earlier this year, and last week, in the Richmond News, retired police officer Clapp’s pre-dawn routine involves raking through dumpsters in the city for discarded treasures. The vast majority of his finds are cleaned up and donated to charities and the homeless community. However, one of his more recent discoveries — four big garbage bags — surprised the heck out of Clapp (pictured) and rendered the bags’ owner speechless. “I found four (bags) thrown away in a dumpster and started going through them,” Clapp told the News. “One of them was actual garbage, but the other three were full of very expensive items, such as purses, an iPad, a Macbook Air, some personal stuff and flashdrives. “The iPad wasn’t locked up, fortunately, and I found some
contact details on it. I thought, ‘this stuff can’t be garbage,’ so I contacted the lady.” Turns out, the bags were not garbage after all and were thrown out by mistake, said Clapp, who said the most productive time for him to check the dumpsters is a Sunday night and Monday morning as “people tend to do clean outs on the weekend.” “The flashdrive contained pictures of her daughter’s first year and her first birthday. “There were also family heirlooms in there. She had been looking all over the place for the bags for days. “She was beside herself. She came straight out and picked up the stuff.” After thanking Clapp profusely, the woman told him how her mom gives back by helping with the homeless community. “I said to her, ‘here’s a case of where your mom’s karma came back to help you,’” added Clapp. “I believe in payback and it seems we have another convert out there as (the bag owner) will be out helping people now. “That’s why I do it. I’m proud of that. It’s all about changing people out there.”
Connect at Editor@Richmond-News.com Shades of red, orange and gold are getting people out of their houses to enjoy the glorious fall colours around Richmond. Registrations close early for Christmas Fund able to help everyone who comes to us,” Gavsie said.

Online registration for the Richmond Christmas Fund has ended early this year, but anyone needing toys and a Christmas dinner can still reach out to the non-profit via their kids’ school or a social agency. Registration has been complicated by the pandemic — families used to be allowed to just drop in to register but physical distancing rules have put an end to that. Ed Gavsie, president and CEO of Richmond Cares Richmond Gives (RCRG), said the agency has reached out to all previous families to make sure no one is left out this year. Almost all 1,000 families — representing 2,915 individuals — who received help last year will need it again this year. But anyone still needing toys and a Christmas dinner this year and didn’t register before the online registration ended is asked to go via any social

The Christmas Fund, run by RCRG, has been hit with a double whammy during the COVID-19 pandemic: more need as families struggle during the economic downturn but the loss of their largest in-person fundraiser. The “corporate community,” however, has stepped up big time this year. For example, last year, they only got three $10,000 donations whereas this year they have already received six. “I’m confident we’ll still be
The Christmas Fund will also be doing a letter campaign in November to 800 previous donors. And instead of their Not So Silent Night fundraiser, there will be an online auction, Not So Isolated Night 2020. Last year, the Christmas Fund gave away 11,000 toys at Christmas, an increase over the previous year, and the demand is expected to be even higher this year. This year, families will be assigned a pickup time and they will receive pre-selected toys, based on age and gender, to reduce social interaction — normally parents could pick out gifts for their children. “Because of COVID, we can’t have that close contact,” Gavsie explained. The RCMP Toy Drive will take place Nov. 21 at Lansdowne Centre. For more information, go to rcrg.org.

Yard full of spookiness Nono Shen
NSHEN@RICHMOND-NEWS.COM
A Richmondite has transformed the outside of his home into a haunted display to bring Halloween fun to children in a safe way amid the pandemic. Halloween is still a few days away, but the scary and spooky atmosphere is already in the air in the Dover Road neighbourhood. You will probably be greeted with an eight-foot-tall tall jack o’lantern, scary skeletons holding wine glasses in hand, tombstones and creepy little dolls if you pass by the neighbourhood. “I don’t want to let the 800 square feet sit there alone. I want to see kids having fun in a safe way,” said Michael Deski, the event host who set up the whole project from scratch. This year, he has converted his traditional Halloween display into a drive-through event due to COVID-19 restrictions. All of these displays were designed and crafted by Deski, and he pointed the Richmond News reporter to the triple-headed dog display sitting in the corner of his parking lot, saying that decoration cost him more than 40 hours. “I don’t consider myself an artist, but you need to pay attention to detail,” said Deski, adding that he doesn’t want to make people feel disappointed if the design isn’t good enough. Deski has been creating a unique front yard of horrors since 1986. The spooky show at Deski’s house will be open from 7 p.m. on Oct. 30 and all day on Oct. 31. The display is located at 6091 Dover Rd. in Richmond. Search Dover Road for full story at Richmond-News.com

Ever seen a pandemic pumpkin? Nope, neither have we. In fact, it’s highly unlikely any of us have witnessed a Halloween season quite like 2020, including Richmond’s pumpkingrowing enthusiast Dave Chan.
Two years ago, he grew a massive 1,363-pound giant, which, prior to being weighed at a competition in Portland, he had hoped might win the title of the province’s biggest.
Chan — who has been growing giant pumpkins to enter competitions for many years from his Fedoruk Road garden in east Richmond — was at it again this year.
The giant face mask on this year’s creation was made by Chan’s wife, Janet Love.

And pay $25,000 compensation to the complainant on or before 14th Nov. 2020.
PLEASE RECYCLE THIS NEWSPAPER.
This time, his giant gourd weighed in at 794 pounds, which was “very small by my standards,” Chan told the Richmond News.
It is alleged that the VSA has dishonestly assisted an unlawfully operated car dealership whom is alleged to have carried out a fraudulent car sale that has resulted in great financial loss to the complainant (buyer). The buyer claims that even after having provided undeniable written proof and evidence of fraud, the VSA refuses to act, makes excuses, and hasn’t done anything worthwhile in an entire year to resolve the matter. The buyer has provided irrefutable evidence such as: being deliberately mis-sold a warranty which is invalid, fraudulent misrepresentation as to the vehicle’s condition resulting in $10,000 of unavoidable repairs, a bogus ‘cash-back’ scheme where the buyer didn’t receive any cash back, a total failure to provide any finance paperwork whatsoever, and a fraudulently increased purchase price to that advertised. The buyer alleges that whilst the VSA receives taxpayer funding, it doesn’t have any interest in performing its duty. Should a resolution not be reached by 14th Nov. 2020, a claim will be sued out in Vancouver Supreme Court against the VSA for Abuse of Function and/or Dishonest Assistance, without further notice.
Instead, he turned it into a Cinderella carriage for children in his neighbourhood.

SOCIAL
Social activities can improve moods and enhance cognitive functions while reducing loneliness and isolation. Feeling connected to friends, family and the community is more important than ever. While physical distancing is required, there are ways to feel socially connected during this time.
Be aware of your Relationship! Introduction Because I am not sure how many people know about this unique legal aspect of spousal type relationships in B.C., I start with a quote from the reasons for judgment of the B.C. Supreme Court in a case called Turner v. Stabeck: “Although WESA refers to people living with each other, a relationship can be “marriage-like” for purposes of the statute even when each person retains their own residence” “WESA” refer to the Wills Estates and Succession Act, which was proclaimed into force in B.C. in 2014. Reasons for judgment in this case were handed down last week. The Plaintiff claimed for an Order that she is the surviving spouse of the deceased, and therefore a beneficiary of his Estate. Facts The deceased, a resident of Kamloops, died in 2018, suddenly, at age 64, and without having made a Will. He was survived by two adult children. The Plaintiff claimed that she was his “spouse” because they had lived together in a marriage-like relationship at least two years before the deceased died. The deceased met the Plaintiff in August, 2015. She had been living in New Westminster. In the early going, they saw each other a few days, as work schedules allowed. The Plaintiff came to Kamloops for Christmas. The “couple” decided that the Plaintiff would eventually come to live in Kamloops with the deceased but because of her childcare obligations (to her grandchild), she could not move to Kamloops immediately. On visits, to either New Westminster or Kamloops, items would be brought up or brought back to Kamloops, so that the Plaintiff ’s furniture and some of her clothing gradually went to Kamloops. Important evidence of the relationship came from the deceased’s brother, who seemed to suggest that the couple were, in 2016, going back and forth between the two cities to see each other (the deceased and his brother, who also lived in Kamloops, spoke daily, usually by telephone. The deceased’s children both lived in Vernon). The evidence from the brother seemed to be that the deceased and the Plaintiff planned to eventually live together in Kamloops. The deceased’s children seemed to be less informed and they felt that their Father had been seeing various persons on a more “casual” basis. They did not see the Plaintiff in 2016 when they were together with their Father. Nonetheless, the deceased’s brother saw them together regularly in Kamloops in the summer of 2016, especially when she did not have childcare duties. In the fall of 2016 the Plaintiff resumed her childcare duties in New Westminster and so the couple resumed their visits. They were together at Christmas. They were together in the summer of 2017. When her childcare obligations ended in the fall of 2017, the Plaintiff moved to Kamloops. They lived together until the deceased died, in September, 2017. The deceased’s Estate was valued at approximately $600,000. No Will was found. Court’s analysis In the Court’s review of the law, the Judge pointed to the weaknesses in the legislation, which leads to some confusion as to how to characterize a relationship. Thus, Courts now, in B.C., look to several factors in order to determine the nature of a couple’s relationship and whether either are thereby entitled to legal status, such that they would have various rights. Generally, those factors include (and are not limited to): a) The couple’s intentions; b) Financial arrangements; c) Whether the couple were mere roommates; d) Social activity/lifestyle; e) Intimacy and fidelity. The Court said that although the deceased’s children relied strongly on the issue of “co-residence”, in opposing the Plaintiff ’s claim to be a spouse it was not the essential factor in this case. The Court relied on the evidence of the deceased’s brother, and concluded that by the spring of 2016, the deceased and the Plaintiff were a “couple”. The Court considered what it felt was the “intention” of the couple and it was clear to the Court that they were by 2016 in a marriage-like relationship. The Plaintiff was held to be the surviving spouse of the deceased. Conclusions Because there was no Will, the B.C. rules of intestacy allow the “spouse” the first $150,000 of the Estate and half of the residue. Thus, the Plaintiff ’s share of the Estate was considerable, while the childrens’ share was less than they surely expected (likely around $125,000 each, before consideration of legal costs). It does not appear that the deceased or the Plaintiff addressed any Estate planning, especially since the deceased died unexpectedly and at a young age. But given the current law, persons who choose to enter relationships, even if they do not want to marry or live together, must seriously consider entering an Agreement, in order to protect their assets and, potentially, their children.

Softball memorabilia finds a home base Alan Campbell
ACAMPBELL@RICHMOND-NEWS.COM
The softball memorabilia discovered in a dumpster by Earl Clapp has found new homes.
Members of the Richmond curling community, City of Richmond officials and the mural artist. Photo submitted
The Richmond News reported last week how dumpster diver Clapp, a retired police officer, found two pristine copies of The King and his Court, featuring a oncefamous, four-man softball team, which used to tour the continent and beyond. As part of their tour, the team used to play out of Steveston Community Park and Clapp couldn’t believe the condition of the publication, considering it was printed in 1998. And there were no shortage of takers for a copy of The King and his Court, including Marshall Shields, president of the Steveston Mens Fastball/Softball League that plays out of Steveston Park.
Earl Clapp (left) has donated a copy of The King and his Court to Marshall Shields, president of the Steveston Mens Fastball/Softball League. Shields, who actually remembers volunteering at the park the night King and his Court came to play, contacted the News to get in touch with Clapp. A copy of the historic brochure was handed over to Shields on the weekend and will now take pride of place in the league’s clubhouse at Steveston Ball Park.

A vibrant mural showcasing the curling community at the Richmond Curling Club was unveiled on Sunday. The mural, titled “Richmond’s home of Curl’ture & Curl’munity,” portrays champion wheelchair athletes, young curling athletes, geography and wildlife. Mark Anderson, the artist of the mural, said the art project was inspired by the
stories shared by long-time members of the curling club. “I got a good sense of how important this community and establishment was to everyone,” said Anderson. “It was evident the friendships and camaraderie made at the centre were paramount to the well-being of the members.” —Valerie Leung/Richmond News

She had a 42 year career with CPAir/Air Canada. While pampering passengers, she formed life-long bonds with many, many colleagues. Mary-Lynne loved her friends and cherished them dearly.
It is with great sadness that the family of John (Chip) Patrick Lum announces his unexpected passing on October 9, 2020, at the age of 86. He passed peacefully in his sleep. John was born in Steveston, BC. He was predeceased by his brothers, Vincent (Bea), Frank (Eleanor), Paul (Norma), and Yee (Jane); and sisters, Mary and Rose. John is survived by his wife, Cheryl; brother, Victor (Bette); and brother−in−law, Bob Buckner (Mandi); his children, Charlene and Chadwick; and his grandchildren, Danica, Lennox, and Mika. John loved his family, farming, eating, and living life to its fullest. He will be sadly missed by all. A private family reception will be held to honour his great legacy.
Mary-Lynne was predeceased by her parents, Annabelle and Louis Dark. She will be missed immensely by her sister Lois-Ann [Duchie] and brother-in-law Bernie Bouchey. She will always be lovingly remembered by her nephews and nieces Jay [Sylvia], Lee [Janice] and Mark [Julie]. Her grand-nieces Samara, Ella, Taylor, Morgan, Riley and her grand-nephew Brayden. Also her many beloved cousins and friends, far and near.
The family wishes to thank the staff at the Salvation Army Rotary Hospice House for their loving care and constant tenderness they gave to Mary-Lynne. Those wishing to make a donation in Mary-Lynne’s memory, are asked to consider BC Children’s Hospital Foundation. A Celebration of Life for Mary-Lynne, will be held at a future time.
