Many votes can make a tsunami Eve Edmonds
EEDMONDS@RICHMOND-NEWS.COM
I’m not sure what it is about voting, but it always gives me a buzz. Granted, I’m a nerd about these things, but I don’t think I’m alone. On Monday, when I entered the church that was my polling station for this year’s advance voting, I could feel the energy. It started with the friendly campaign worker who greeted me at the door and continued with the guy who (behind Plexiglass) explained how to not just mark my ballot but dispose of my used pencil (thanks COVID.) Even in the parking lot as people came and went, there were nods and smiles and just a general sense of purpose — an awareness that we are a part of something bigger. Perhaps this is just me projecting my feelings on others — I’ve been known to do that — but I still don’t think I’m alone. I talked to a friend recently whose son re-

And he’s right, a single vote won’t determine the outcome, but just like a drop of water won’t knock over a blade of grass, let’s think about the tsunami.
The other great thing about the website is it can categorize and archive stories. If you go to richmond-news.com and click on Menu, you will see a BC Votes 2020 tab. Click on that, and you’ll find everything we have written about this election to this point, including candidate bios, candidate debates via Zoom, as well as announcements and party platforms.
But enough of the touchy-feely stuff...you may notice in this edition of the Richmond News our election coverage is restricted to practical things, such as what to expect on election night, what polls are saying. We have steered clear of anything that may sway voters in one direction or the other. (Polls may do that, but it’s impossible to say what direction that would be.) The reason for no last-minute election news is that this is our last print edition before Election Day. If we make a mistake (not that that would ever happen) or include something that can be challenged, we won’t have an opportunity to do that in a following paper. This tradition has been in place since before I became editor. And while I agree with it, it’s somewhat frustrating given that
Eve Edmonds, Richmond News editor, casting her vote Monday. Georgia Macaulay photo many people only tune in to election news a week before voting day. Thankfully, we have a workaround — it’s called a website. Because we can make instant changes
Also, check us out on election night. We will be tracking results, gathering reaction and posting stories. We may not have final results due to the high number of mail-in ballots and the fact Richmond is predicted to have a couple of close seats, but we’ll report what we know. Back to my friend’s son...I get that voting in this election won’t change the world. In fact, where we shop, how we conduct our daily lives may have greater impacts. But there is enough in the world we can do nothing about, it seems a shame to do nothing about what we can; free and fair elections should never be taken for granted.

Kudos to Let kids hunt for Senior praises city staff Halloween treats mask wearers Dear Editor,
Dear Editor, I just wanted to give a shoutout and thank you to the Richmond Engineering Department. We were notified of a replacement culvert being put in at the corner of No. 7 and Cambie roads on Oct. 26. As this was in the height of the cranberry harvest, the need for the water and the culvert remaining open is critical. One phone call explaining the importance of this not being done at this time was all it took. Within 24 hours, this was reassessed and corrected. Thanks to the department and especially Leo Huang and Roger Keating for getting this done in a quick and efficient manner. On behalf of the east Richmond farmers, thank you.

Online school a success: Grandma I would like to commend the Richmond School District for the wonderful job they are doing with the online education that they are supplying to the students of Richmond. It has been a learning curve for all. My grand-daughter is doing online learning and I have seen, first-hand, the
amazing job.
At the beginning everyone was not sure what to do. But now, the teachers are engaged in the process and they make sure the students are as well. Kudos and thanks to all.

Dear Editor,
Having not driven through downtown Vancouver in over six months, I was shocked by what I saw on a recent trip to an appointment, and it has compelled me to find a way to congratulate the citizens of Richmond for doing what people in downtown Vancouver are so obviously not doing to keep COVID-19 infection rates at lower levels. Along Davie and Denman streets, I saw sidewalks and street corners crowded, sometimes shoulder to shoulder, with people who were not wearing masks or worrying about distancing themselves from each other. On every block, I saw people without masks going in and out of stores and restau-
It was a tremendous relief to return to Richmond where, even while there are also those in our city who still refuse to wear masks, the ratio of mask wearers to non-wearers in our city is the opposite of what I saw in Downtown Vancouver, and it was clearly evident why Richmond’s infection rate per 100,000 people is so much lower than Vancouver’s. Thank you, citizens of Richmond for making life for this vulnerable senior citizen much less problematic and stressful than it would be if I lived somewhere in Downtown Vancouver.

Protesters lined the block outside the Regional Animal Protection Society (RAPS)’s hospital on Saturday afternoon, holding signs decrying workplace bullying.
Lichtmann, however, said that RAPS has grown “dramatically, but sustainably,” since it was first founded — and particularly over the past five years.
About 25 former employees, volunteers and their friends and family joined the silent protest, outside the organization’s animal hospital off Westminster Highway in the auto mall complex. “Over the last five years, our issues are that there’s just been excessive firing and bullying here at RAPS, to the point where we just had to get out here and do something,” said spokesperson Carol Reichert, who founded RAPS in the 1980s. In a statement, RAPS CEO and executive director, Eyal Lichtmann, denied the allegations. “The RAPS organization will not tolerate any form of unacceptable actions, including bullying and harassment, or

Efforts are ‘persistently undermined’: Lichtmann Reichert added that she gets calls “almost every time” someone is demoted or fired.
But, she said, the firing has escalated during that time.
Meanwhile, Nichol — who was not at the protest — told the News that she felt she was pushed out of RAPS.
Lichtmann said that, as the organization has grown, its efforts have been “persistently undermined” by “a very small group of apparently congenitally disgruntled former supporters.”
6
“I did feel like I was bullied out,” said Nichol, adding she doesn’t think she was alone in that regard. “There was also a lot of kind of ambiguous incidents, where people officially quit, but it felt like they had been forced or bullied out.” According to Reichert, RAPS employees voted to join CUPE about seven to eight months ago and are now in the process of working out their first agreement.
Three people were fired on the same day last week, she added.
COVID-19 alerts at 3 schools, supermarket A cluster of COVID-19 “exposure alerts” have been issued in Richmond over the last week — at three schools and at a popular supermarket.
Some of these individuals, Lichtmann said, were dismissed, for cause, from RAPS.
Parents with students at Richmond Secondary, Steveston-London secondary and Pythagoras Academy — a private school — all received notices between last Wednesday, Oct. 14 and last weekend.
“Over the years, we have listened to and responded to their concerns. They are uncompromising,” Lichtmann added.
Meanwhile, Richmond’s Costco, on Bridgeport Road, recently notified its employees that a worker tested positive for COVID-19.
“We are disheartened that a small number of individuals place their personal grievances and territorial instincts above the larger mission of the organization.”
At Richmond and StevestonLondon secondaries, Vancouver Coastal Health (VCH) officials worked with the schools to determine any exposure to members of the school community.

338Canada projects electoral shift Maria Rantanen MRANTANEN@RICHMOND-NEWS.COM
Richmond has not had an NDP MLA since 1972 when voters sent Harold Steves, now a city councillor, to Victoria for a single term. Regardless, a website that aggregates data and projects who will win an election has two of Richmond’s four ridings as a “toss up” between the BC Liberals and the NDP, one as “NDP leaning” and another as “Liberal leaning.” The numbers are published by 338Canada.com using a wide variety of data, including regional polls, but no local, ridingby-riding polls have been done.
error of 7.7 per cent, and Johal at 39.4 per cent, with a margin of error of 7.5 per cent. Mario Canseco, president of Research Co., told the Richmond News, while it’s possible to extrapolate seat counts and projections with the methodology used, the problem is when people, including candidates, interpret it as an actual poll.
The problem I have is the misinterpretation.
Regarding the 338Canada projections, Canseco called them an “interesting exercise”
MARIO CANSECO
In fact, 338Canada clearly states, this is how they think the vote will land, but it’s not an actual poll, Canseco explained.
Richmond-Queensborough was one of the closest races in the 2017 election. BC Liberal candidate Jas Johal eventually won the riding with only 134 votes over Aman Singh.
338Canada.com is a statistical model that takes into account a variety of regional polls as well as electoral history, and demographic information, for example, household income, age, population density, education and employment.
As of Tuesday, Oct. 20, 338Canada was calling the riding “NDP leaning” with Singh at 46 per cent, with a margin of

local elections, Canseco explained, so there was a keen interest to have accurate projections on how local seats would land.
“I don’t see a problem with this website — it’s actually a lot of fun,” Canseco said. “The problem I have is the misinterpretation.”
But this can happen with regular polls when questions are loaded or if you don’t allow an “undecided” option, results can be skewed, Canseco added. 338Canada projections Richmond-Steveston is labelled a “toss up” between NDP candidate Kelly Greene, current Richmond city councillor, leading at 50.9 per cent with a margin of error of 8.2 per cent, and BC Liberal
candidate Matt Pitcairn, former CEO of the Richmond Chamber of Commerce, at 47.6 per cent, with a margin of error of 8.2 per cent. Richmond North Centre is currently labelled as “Liberal leaning” with incumbent BC Liberal MLA Teresa Wat at 47.8 per cent, with a margin of error of 8.1 per cent, and the NDP’s Jaeden Dela Torre at 42.4 per cent with a margin of error of 7.9 per cent. In Richmond South Centre, with only two candidates running, 338Canada has labelled it a “toss up.” NDP candidate Henry Yao is leading slightly in the projection at 50.9 per cent with a margin of error of 8.5 per cent. BC Liberal candidate Alexa Loo is at 49.1 per cent with a margin of error of 8.5 per cent. CBC has spotlighted Richmond-Steveston and Richmond-Queensborough as two of the top 10 ridings that could swing in this election. In fact, according to the public broadcaster’s analysis, the entire city is up for grabs given the NDP’s standing in the polls and the tight races last time around.

Vote counting could take weeks Maria Rantanen MRANTANEN@RICHMOND-NEWS.COM
Election night this Saturday most likely won’t unfold like most elections. In fact, the winner might not be known for several weeks.
number of ballots are cast as were cast in the 2017 provincial election (there were 1,974,712 valid ballots in 2017). As of Monday, about 304,500 mail-in ballots had been sent in.
Mail-in votes could account for onethird of ballots cast, and these could take more than two weeks to process.
On Saturday night, results will come in for ballots cast in the seven days of advance polls and on election day, but mail-in and absentee ballots have to be returned to their district electoral office, verified and counted.
This makes it harder to make “definitive calls” on who has won a riding, particularly in a close race, Richard Johnston, professor emeritus at UBC’s political science department, told the Richmond News.
As of Monday, 8,700 mail-in ballots had been requested in Richmond-Steveston — almost 24 per cent of registered voters — the highest request for mail-in ballots in the four Richmond ridings.
“So, it’s going to change the coverage of elections and the speed with which, say, a turnover in government takes place,” he said.
But only 62 per cent of registered voters cast a ballot in 2017. If the voter percentage is the same in this election and all those who requested a mail-in ballot vote by mail, this means there will be about 40 per cent of votes uncounted on election night in Richmond-Steveston.
As of Sunday night, more than 724,000 mail-in ballots had been requested across the province, which would translate to 36.7 per cent of the vote if the same

tions BC, said it’s hard to know how many people will decide to vote in person even though they’ve requested a mail-in ballot. In the 2017 election, about 11,000 mail-in ballots were requested in the entire province, but only 6,500 were cast.
“In past elections, it hasn’t been unusual for the number of requests to be greater than the number of voters who actually use the package to vote,” Watson said, adding “we’ll just have to wait and see how that will break down.” While the mail-in results won’t be known for a couple weeks, Watson said Elections BC will be counting the number of ballots as soon as possible and hope to publish that number within days. Mail-in ballots will be sent to the appropriate electoral office where they will be screened to make sure voters haven’t voted in-person as well as by mail. They will then be counted. Voters cast ballots in advance Advance polls closed on Wednesday after the News’ deadline, but, as of Mon-
day, 13,409 voters in Richmond’s four ridings had cast their ballots early. The highest number of ballots cast, 4,718, was in Richmond-Queensborough. Election day is on Saturday, Oct. 24. Polls are open from 8 a.m. to 8 p.m. and Elections BC has put in COVID-19 safety measures at all polling stations. To find your nearest polling station, go to wheretovote.elections.bc.ca. City council by-election possible
Two city councillors, Alexa Loo and Kelly Greene, are running provincially. If one or both of them are elected to the provincial legislature, it will most likely trigger a by-election. Both have indicated they will step down if elected to Victoria. A by-election has to be held within 80 days of the city appointing an elections officer. The Richmond News will be posting preliminary results at Richmond-News. com as they come in on Saturday evening. — with files from Kirsten Clarke

Bait bike gone Capstan project sent back within minutes Maria Rantanen
A man who allegedly made off with a bait bicycle was arrested by Richmond RCMP, just minutes later. RCMP had placed the bait bike near Richmond Centre on Tuesday, Oct. 13, and seven minutes later, the bike was gone. Officers were able to catch the suspect and bike near Lansdowne and Arcadia roads, where he was arrested without incident. The suspect was also allegedly in possession of tools, contrary to a release order that stemmed from a previous arrest in Burnaby. The 20-year-old suspect, Warren Mark Spence, was also found to be the subject of two outstanding warrants, one from Burnaby and one from Surrey. He faces charges of theft under $5,000 and possession of property obtained by crime. Anyone who may have witnessed this alleged theft, or who may have information on other crimes, is asked to call Richmond RCMP at 604-278-1212. Should you wish to remain anonymous, call Crimestoppers at 1-800-222-TIPS (8477). — Maria Rantanen/Richmond News

A plan for a large residential development in Capstan was sent back to city hall staff to figure out if mature trees on the property could be saved and if more rental units could be added. After several members of the public spoke at a public hearing Monday about the loss of the green area and 154 mature trees by Cambie and Garden City roads, as well as the need for more rental units in Richmond, city council decided to refer the project back to staff instead of moving forward with second and third readings. The Polygon Talisman project for about 1,200 new homes — one million square feet in residential housing — located south of Cambie Road and west of Garden City Road, is a threephase development that includes a purpose-built affordable rental build-
ing that will be managed by Success, and a market rental building.
rental complexes, rather than smaller ones.
Richmond resident Jim Wright argued at the public hearing for keeping the greenspace with the 154 mature trees, where “nature has reclaimed nature.”
The developer is proposing 150 units of low-end rental and 65 market rental units out of a total 1,226 units.
“We have a golden opportunity to empower nature to go further,” said Wright. He suggested appealing to the philanthropic nature of the developer, Michael Audain, to create an “Audain Natural Area” where the greenspace currently exists. John Roston, a Steveston resident, asked for more rental housing, pointing out Richmond’s rental units comprise 26 per cent of all housing, whereas in Vancouver, this figure is 53 per cent, according to the 2016 census. He suggested council ask for 80 per cent rental in this development, saying because of economies of scale, it would be easier to manage large
Couns. Linda McPhail and Alexa Loo voted against referring the project back to staff. Loo said the applicant had gone through all the steps as expected, adding she doesn’t know how developers can get financing “if we keep making the timeline ever longer.” Loo questioned whether the greenspace was safe for children to play in. “I’m not convinced the park, that space as it is right now, would provide enough security as a park space,” Loo said. “If I was living next to it, I think I would be a little concerned having my kids playing there.” Furthermore, delaying the development because of council’s referral would push the affordable rentals back even further, she said.

New spin on Halloween
Pandemic or not, many Richmond kids still have one thing on their minds throughout the upcoming Halloween season — candy. To bring a sense of normalcy to residents, Church on Five will host a free drive-through trick-or-treat event in which children will experience a haunted but fun journey from the safety of their vehicles. Thirty cars will open up their trunks and decorate the back to hand out candies, and the church’s lead pastor, Chris Wilson, will stand on the roof of the church and dress up as King Kong, the enormous gorilla from the epic adventure movie. “I take my kids every year for trick or treating. We think with COVID-19, there are a lot of restrictions and not a lot of opportunities for families to do something special. Thankfully the City of Richmond and Vancouver Coastal Health are working with us to put on something a little different this year,” added Wilson.
Church on Five will host a free drive-through Halloween event. Submitted photo won’t be able to stop or congregate. And they aren’t allowed to get out of their cars. But they can drive through the scene to collect candies,” said Fraser.
According to Dara Takenaka Fraser, children’s ministry director at Church of Five, church members have been working on the event preparation and decoration for two months to ensure guests have a fun and safe time.
Save-on-Foods, London Drugs and FreshCo have donated candy for the event.

GCT Deltaport Expansion – Berth Four Project Public Comment Period & Virtual Information Sessions GCT Canada Limited Partnership is proposing to expand its existing GCT Deltaport Container Terminal, a container storage and handling facility located in Delta, British Columbia, approximately 35 kilometres south of Vancouver. As proposed, the GCT Deltaport Expansion – Berth Four Project would add a fourth berth on the east side of the Roberts Bank Causeway, include an expansion of the intermodal rail yard along the causeway (Roberts Bank Way) and dredging to provide safe access for ships. The additional land-based container storage and handling facilities would provide an additional two million 20-foot long storage containers (otherwise referred to as 20-foot equivalent units or TEUs) per year at the existing terminal. The Impact Assessment Agency of Canada (the Agency) and British Columbia’s Environmental Assessment Office (EAO) have accepted an initial project description for the proposed project, which is subject to both the federal Impact Assessment Act and British Columbia’s Environmental Assessment Act. The Agency and the EAO are working cooperatively for the initial phase of the project’s review. The unique circumstances arising from COVID-19 have presented challenges to the usual approaches of undertaking meaningful public engagement and Indigenous consultation. The Agency and the EAO continue to assess the situation with key participants, adjust consultation and engagement activities, and provide flexibility as needed in order to prioritize the health and safety of all Canadians.
Comments Invited As part of the cooperative project review process, the Agency and the EAO are inviting the public and Indigenous groups to review the initial project description and provide feedback related to the proposed project. A summary of the document in English or French is also available on the Agency’s website at canada.ca/iaac. Comments received will support the Agency and the EAO in the preparation of a joint Summary of Issues and Engagement for the project. Once completed, the joint Summary of Issues and Engagement will be provided to GCT Canada Limited Partnership to inform the next steps in the process. Comments only need to be submitted once to either the Agency or the EAO to be considered in both the provincial and federal review processes and may be submitted in either official language. Comments can be submitted online by visiting the project home page on the Canadian Impact Assessment Registry (reference number 81010), or by visiting the EAO’s website at projects.eao.gov.bc.ca and conducting a search using the project name. Comments received by the Agency and the EAO are considered public and will be published online. The comment period has been extended to 45 days and will take place from October 13th to midnight Pacific Standard Time (PST) on November 27, 2020.
Virtual Information Sessions Due to COVID-19 and the associated physical distancing and self-isolation measures, the Agency and the EAO will host virtual information sessions on November 5, 2020 from 5:00 p.m. to 7:00 p.m. PST, and November 10, 2020 from 5:00 p.m. to 7:00 p.m. PST. The virtual information sessions will include presentations on the federal and provincial review processes, a presentation by GCT Canada Limited Partnership on the project, and opportunities to ask questions online. Instructions and hyperlinks to join the online meetings will be found on the EAO’s project page website (projects.eao.gov.bc.ca). More information on how to attend the virtual information sessions is also available by contacting the Agency at IAAC.Deltaport.AEIC@canada.ca.
Additional Details For more information on the project, the federal review process and alternative means of submitting comments to the Agency, visit canada.ca/iaac. For more information on the provincial review process visit gov.bc.ca/eao.

Woman accused of duping residents out of $3M: BCSC Alan Campbell ACAMPBELL@RICHMOND-NEWS.COM
A woman has been accused of defrauding Richmond and Vancouver residents out of $3 million and then spending the money at casinos and on an immigration lawyer to fight her removal from Canada. The allegations are being made by the British Columbia Securities Commission (BCSC), which claims Meiyun Zhang, between 2014 and 2016, convinced two Vancouver residents and one Richmond resident to lend her money or invest in her business. She allegedly told two of them that their investments would be used to help Chinese students get a visa in Canada. Zhang apparently told the third investor that the funds would be used to exchange foreign currency for Canadian dollars, to be used by Chinese students and tourists visiting Canada.
She claimed the investors would earn returns of between six per cent and 10 per cent without any risk, even though such returns, say the BCSC, are not possible without risk. The BCSC alleges she spent the money on other things, including: • paying returns to investors in Canada and China • repaying a personal loan to a Calgary real estate agent • retail purchases • utility bills The BCSC’s allegations against Zhang under the Securities Act have not been proven. The commission will schedule a hearing date in December 2020. The BCSC said it wanted to “acknowledge the importance of information the Financial Transactions and Reports Analysis Centre of Canada provided in connection with this investigation.”

Journalist to receive Kwantlen honour Alan Campbell

Award-winning journalist Andrea Woo is set to receive another accolade — the Distinguished Alumni Award at Kwantlen Polytechnic University’s (KPU) fall convocation. After learning her craft at KPU, Woo has reported on some of the most important issues in Canada in recent years. “I’m incredibly grateful for this acknowledgment from my alma mater,” said Woo, who grew up in Richmond and is a Richmond Secondary alumnus. “It also served as a lovely reminder of how I got my start and the very first days of what would eventually become a dream career.” Woo was just 17 when she started at KPU in the journalism program and wasn’t sure what she wanted to do, other than something that involved writing. “It was KPU that taught me what journal-

In 2003, while she was writing for KPU’s former student newspaper, the Chronicle, she wrote a story on the opening of North America’s first legal supervised injection site, Insite. “People sat with me on the stoop, telling me about their lives. Some of their stories were heartbreaking,” says Woo. “I remember being fascinated with everything that I learned that day and feeling excited to put that story together.” Today, Woo has won several journalism awards and is known for her reporting on Canada’s fentanyl crisis, which won her a 2017 Canadian Association of Journalists award. As a reporter for the Globe and Mail, she focuses mainly on substance abuse, mental health and drug policy.
“I’ve covered murders and mass shootings. Covered the drought in California. I’ve learned extensively about substance use and drug policy from years of interviews with people who have devoted their entire careers to those issues.

“And now I’m reporting about health during a global pandemic. Journalism can be fun and exciting but, most importantly, I’ve found meaning in my work.” Journalism instructor Beverly Wake nominated Woo for the award. “Andrea is an extremely talented journalist. She’s an exceptional reporter, not only in her ability to dig through the material but in her ability to relate to people from all walks of life and to get them to trust her enough to share their stories,” said Wake.

Cranberry harvest in full swing October means different things to different people — falling leaves, Halloween pumpkins — but for some, it’s all about the cranberries. Richmondite Tom Torung noticed a cranberry “wet harvest” while driving along McMillian Way in Richmond last week and was simply amazed by the thousands of bright red berries floating in the bog. “It looked like a sea of red from far away. It’s really quite beautiful,” said Torung, who stopped his car to record the fall phenomenon.

Ould, whose day job is a Canada Line attendant for the track’s operator Protrans BC, said, after talking with health officials and Protrans management, they felt the only responsible thing to do was cancel. However, it now leaves the non-profit — which collects then donates thousands of blankets every winter to shelter programs, the homeless and families — in a financial hole, with Ould himself keeping the society afloat. “We decided just last week; I was kind of waiting to see if the (COVID) numbers rose or fell,” said Ould, who was delivering blankets on Monday, en route to his honeymoon in Whistler. “I just wasn’t comfortable with bringing the amount of people it would into the stations. We’re trying not to have people gathering and the last thing we want is to have even one COVID case on our hands.
Your health and safety are important to us. We are exercising social-distancing practices and adhering to the highest standards of cleanliness.
“We’re still hoping to raise money, though. We’re actually in a hole right now. I’ve basically been funding the organization since December.

Ould said the society is still going to need blankets, however, as they won’t be doing the annual drive at Canada Line stations, thought to be the biggest of its kind in North America. Although the society has been running the annual drive for 11 years, the organization is actually marking its 15th birthday this year. As such, it’s about to launch its “Drive Online” campaign, with a goal of raising $15,000 to help buy blankets and keep the society operating. Anyone willing to help, should go to BlanketBC.org.

Team Wednesday helps struggling families gets the whole nutrition thing,” added Woodhouse.

From new immigrants to single moms and parents who’ve both been laid off, the so-called “Team Wednesday” from Richmond’s St. Alban’s Outreach & Advocacy is making many friends during the pandemic. That’s because volunteers from the church program have been devoting their free time — every Wednesday — to collect, package and, sometimes, deliver food hampers to families in need throughout Richmond. The team have been on it since the outset of the pandemic in the spring, working with the school district to identify families in need of help in the city. And the outpouring of gratitude from the people receiving the hampers has made it all worthwhile, according to the leader of Team Wednesday, Dianne Woodhouse. “Team Wednesday is driven by an absolutely wonderful team of volunteers, who I love to pieces,” said Woodhouse, the nurse advocate for the outreach program.

“They package up all the fresh fruits and vegetables that come in. Another lady has two little kids and she brings the kids in to volunteer. They’re loving giving back to the community.” Woodhouse shared some of the contents of the thank you letters with the Richmond News. One recipient wrote how “she was so grateful for the help. We shared the hamper with a young family from Israel. They are so happy to know that Canadians are so generous.” Another told how she and her husband had both been laid off from their jobs due to the pandemic and were “cut off from friends and family. The weekly hampers are a blessing. “It keeps food on the table and smiles on our faces.”
“The thank you letters will bring a tear to your eye. There is clearly a lot of people out there who need help during these difficult times and we’re just glad to be able to offer some.” Woodhouse said the team is made up mostly of parishioners from St Alban’s, unlike her “Team Friday,” which offers help to the city’s homeless population. “One’s a retired home economics teacher, so she
Woodhouse believes community centres have “kind of taken over a little of what churches used to do” in terms of helping the community and wants more religious centres to “help the poor, the homeless and the marginalized.” In terms of the hampers, Woodhouse said her team got grants from local sources and support from the Richmond Food Bank.

Cafe unites community with stories, music Valerie Leung
VLEUNG@RICHMOND-NEWS.COM
A classic 1968 Austin Healey vehicle and shelves filled with antiques might not be common decorations you’d expect from an eatery hidden in a corner of Richmond. The Story Café, a music and movie-themed restaurant, on the corner of Sexsmith and Beckwith roads, makes it its job to connect community members through food, music and a personal collection of antiques courtesy of owner Kingsley Ho. Ho said the eatery, like its name suggests, is a hub he hopes community members will visit to share and learn stories with people they meet. “I want customers to be able to listen and learn a bit more about music from local artists or even start a conversation with someone in the café about an antique on the shelf,” said Ho, adding that “every person has a different story.” “I want customers who walk in to get a sense of nostalgia about something that could be sitting on our shelves like a record or an old typewriter that their grandparents or parents may have had in the past and talk about it.” Ho told the Richmond News the space was originally

meant for his IT business, which he was relocating from Vancouver to Richmond. However, after noticing the “nice corner space and open view,” Ho thought the place would be better suited as a restaurant.
“I’ve been in the IT business for 19 years and I thought it would be nice to have a separate space to share good food, music and my collection of antiques.” The planning and renovations, he said, took two years to finish. What wasn’t expected to happen was a pandemic when the eatery was just about to open in midMarch. Like many restaurants in Richmond, The Story Café was shut down in mid-March after opening for a week and was forced to rely on takeout and delivery. Ho believed that many people like hotel chefs and cooks, who lost their jobs, and struggling singers and artists needed help the most. He hired chefs from various well-known hotels, like Fairmont and Four Seasons to join his team, and when the eatery re-opened its doors Ho organized live-music nights during the week. “Musicians lose the chance to get gigs during COVID and I thought it would be a good idea to have musicians performs while receiving some form of income through tips,” said Ho, adding that customers would be able to enjoy the music at the same time. “I’m lucky to have these chefs and musicians join me and definitely luckier than other restaurants during this difficult time to have such amazing employees working alongside me like a family.”
Richmond chamber hopeful about new rent program Kirsten Clarke

Small Business Week, which is currently underway, is usually a time to celebrate the vibrancy and uniqueness small businesses bring to each community. Small businesses are the backbone of the province’s economy and their resiliency and innovation should be recognized more than ever in the face of a global pandemic, according to Small Business BC (SBBC).
respondents to a B.C.-wide business survey in July listed the old commercial rent assistance program as among the three most important federal supports to their business.
subsidy. But, faced with the “undue burden of paperwork,” landlords — particularly those with a large number of properties in the Lower Mainland or B.C. — were “just less likely to apply,” said Corcoran.
Small, independent and long-standing businesses are still “struggling to adapt throughout the pandemic,” said Corcoran.
The sports retailer is a “perfect example” of the issues of the old program, he said — with their landlord not willing or able to make the application, the business has been left dealing with rent deferrals.
“We have a local sports retailer, and with so many leagues and sports’ — school teams — having been suspended, they’re struggling. And they’ve been in business for decades.”
However, many businesses continue to struggle amid the COVID-19 pandemic, according to Brian Corcoran, board chair of the Richmond Chamber of Commerce.
But, Corcoran says the new commercial rent assistance program — announced by Ottawa earlier this month — should “hopefully provide them with some assistance so they can keep their doors open.”
According to data provided by the Chamber, only 31 per cent of Richmond-based

“It did miss its mark from the get-go. At the end of the day, the rent relief didn’t get to the entities that needed it, being the tenants,” Cororan said. But things are looking up with the new program. While details are still scarce, it seems like the money will now be going directly to the tenants, said Corcoran.
“So, it sounds like the government has heard the feedback from businesses, who are struggling, and is working to create a program that I think will work out better.” According to a press release issued by the federal government, the new Canada Emergency Rent Subsidy will support businesses, charities and non-profits that have suffered a revenue drop, by subsidizing a percentage of their businesses — on a sliding scale — up to 65 per cent of eligible expenses until Dec. 19, 2020. Organizations will also be able to make claims retroactively for the period Sept. 27, 2020 to Oct. 24, 2020. The Chamber is encouraging the government to provide further details, said Corcoran, so businesses can start applying. Search Corcoran rent for full story at Richmond-News.com

Scarecrows battle for votes
Halloween is a little more than a week away and businesses in Steveston are celebrating the spooky holiday with their annual scarecrow contest. Richmondites can vote for their favourite scarecrows in Steveston’s annual Scarecrow Crawl online before Oct. 31. Winners of the contest, hosted by the Steveston Merchants Association (SMA), will receive prizes of $1,000, $500 and $250 for first, second and third place.
Despite COVID-19, 25 businesses have created their versions of scarecrows and are ready to be voted as the best this year. Communities can vote for their favourite scarecrow by giving a “like” to their preferred scarecrow photo on the event’s Face-
book and Instagram pages.
Carolynne Palla with the SMA said many merchants didn’t have enough time to prepare a scarecrow this year because of their “late decision” in mid-September to proceed with the event due to COVID-19. She added that the SMA hopes the contest “will bring extra attention to their business and the village.” “We hope the event will still bring joy to the holiday even during such a difficult time.” To view and vote for what you think is the spookiest or most creative scarecrow in Steveston, visit Bit.ly/3oaw44m —Valerie Leung/Richmond News

A Richmondite has unearthed a little treasure from the city’s sporting past that was in such good condition, he didn’t want to throw it out. Earl Clapp — a retired policeman who now goes dumpster-diving daily to donate items to charity — has found a glossy brochure profiling a once famous four-man softball team, which used to tour the continent and beyond. The team, called the King and his Court, as part of their tour, used to play Steveston Community Park, as far as Clapp can recall. He said he couldn’t believe how pristine the publication was, considering it was printed in 1998. “I was thinking there must be an organization in Steveston or a baseball organization that would be interested in it,” said Clapp, who used to play softball at the Steveston park in the ‘80s.

VAARTNOU, Manivalde (Many) May 4, 1947 - October 8, 2020 It is with great sadness that we announce the sudden passing of Manivalde (Many) Vaartnou in Richmond, BC, after a brief stay in the hospital. Many will be greatly missed by his wife Val, daughter Christie, brothers Peter (Cindy) and Erik (Linda), and nephew Nicholas (Krista) and niece Tiiu. He is predeceased by his parents Herman and Hella. Born in Uppsala, Sweden, Many immigrated with his parents to Canada in 1949. He grew up in Kerrisdale and attended Point Grey and Magee High Schools. He went to UBC and earned a PhD in Agriculture, which lead to his Professional Agrologist (P.Ag.) designation. Many was self-employed. He initially worked with his father developing an environmental impact statement for the Mackenzie Valley pipeline inquiry. He went on to develop a native grass and seed program to assist in the revegetation of disturbed areas in Western Canada, and consulted and completed environmental studies and reports for the hydro, forestry and oil and gas industries. He was known for his dark green Camaro which traversed many a BC logging road. Many was a good, honest and caring person as a son, sibling, friend, husband and father. He had a dry, witty sense of humor, strong values, and cultivated life-long friendships from his early school years, UBC and his fraternity (Beta Theta Pi), his career, and his volunteer activities. He was proud of his Estonian heritage, but also a proud Canadian. Many loved playing and watching sports. He was an excellent soccer player and went on to coach many boys’ and girls’ soccer teams in Richmond and Vancouver for nearly 40 years. He enjoyed the simple things in life and was often found birding, with binoculars and a camera around his neck, wearing a much loved hoodie. His albums of bird pictures were often produced at family gatherings, and included photos of his cats, which he loved as much as the birds. In recent years, he could be found in the garden caring for his rhododendrons and other plants. Many was an avid reader, amazing sport statistician and loved talking sports, especially golf, with his brothers and friends. He will be dearly missed, but the wonderful memories will live on. No service at the request of the family. In lieu of flowers, please donate to a charity of your choice. Richmond Funeral Home Cremation & Reception Centre (604) 273-3748 www.RichmondFuneral.ca
