No thanks to NDP Greene sets good Demand rental Dear Editor,
Re: “Where will Green support end up?” Letters, Oct. 8. Dear Editor, Our NDP government walked off the job during the pandemic of our age, as people continue to need tangible support. They chose the potential of a power grab versus doing their job and implementing timely relief. As a second COVID-19 wave rises, they shirked their duties, reneged on their partners, and cast us into an expensive and unnecessary election. This deserves no reward. If they were truly interested in “working for you” they would be, you know, working.
opposition did they truly face? What audacious spending is planned that caused them to fear the shackles of the party propping them up, a party that has never had to produce a fiscally responsible plan itself? That the government did a relatively decent job of things up to that point should be cast aside by people of conscience. Dr. Henry will still be there to guide us, she is the steady hand of this time. The NDP have the audacity to smile and say “we just want to ask the people what they want us to do.” Let’s tell them, and vote for any party but the one that just abandoned their post in your hour of need.

bylaw example Dear Editor,
Re: “Expanding Richmond’s at-home business rules a ‘slippery slope:’ Mayor,” online, Sept. 24. It is often said there is one law or, in this case, bylaw for the rich and powerful and another for the ordinary citizen trying to make an honest living. Councillor Kelly Greene, who is running provincially for the NDP in RichmondSteveston, made a motion for the City of Richmond to look at the current bylaws around in-home businesses with a view to helping those (mainly women) who run craft industries out of their home, such as making cloth masks in the pandemic for teachers, women and children.
This was summarily voted down by Mayor Malcolm Brodie, and the majority of other councillors including Linda McPhail and Alexa Loo, who is running for the Liberals in Richmond South Centre. Mayor Brodie spoke of it being a “slippery slope” and not how we do things in Richmond. I would like to ask our city council about the application or non-application of the same bylaws to the casino run for years on No. 4 Road in the ALR by an alleged money launderer. And don’t get me going on the birthing hotels, one of which ran next to my friend’s home on Bowcock Road for years.

housing now Dear Editor,
There is a very limited amount of land in downtown Richmond that can be used to create market rental housing and once city council allows it to be used to sell housing units to investors, it is lost forever. The Polygon Talisman Park proposal at Cambie and Garden City would create 1,226 residential units, of which 150 are below market rental units. Ideally, 80 per cent of the remaining 1,076 units or 860 units, should be market rental. Instead, there will only be 65 units or six per cent, a ridiculously small number. To prevent that happening, concerned citizens can submit written comments to cityclerk@richmond.ca in advance of the public hearing on Monday, Oct. 19 at 7 p.m. Attendance in person is discouraged, but you can participate by phone at Richmond.ca/cityhall/council/phone-participation.

Past outstanding achievement: Back in 2016 during the Fort McMurray wildfire, I organized a donation campaign in my new immigrant community. This was my first time doing such a campaign here. Surprisingly, within two to three days, there were hundreds of new immigrants from different communities donating 15 pickup loads worth of goods. I led the team all the way, driving to Edmonton to hand out the supplies. That was when I first realized how willing new immigrants were to involve themselves in their community when called upon. They only need someone to tell them how.

Richmond-Steveston Name: Kelly Greene Party: BC NDP
Occupation: City councillor Where do you live? Richmond Bio: Kelly Greene was born in Richmond Hospital, as were her children. Her family is happily settled in the Steveston riding and she enjoys the feeling of community in her diverse neighbourhood. Top priorities for Richmond: B.C. should belong to people — families, seniors, and students — not the elite and well-connected. Her first priority is, and will always be, Richmond’s residents. Past outstanding achievement: In 2016, Kelly was a founder of Richmond Schools Stand United, a grassroots advocacy group that aimed to stop the outrageous school closure process enacted under the former BC Liberal gov-
ernment. In addition to keeping our schools open for thousands of families, RSSU set out to secure seismic remediation and protect public education. In the process, Kelly became one of B.C.’s leading education advocates. Subsequently, the BC NDP government has repaired and upgraded eight Richmond schools at a total investment of $81 million dollars.
As Richmond City Councillor, Kelly has successfully stopped mega-mansions on farmland, improved the transparency and accountability of council, increased housing affordability and championed environmental protection. Whether residents are concerned about education, housing affordability, or an upgraded Richmond Hospital to support their loved one in their time of need, she looks forward to being their advocate in the legislature.
Name: Matt Pitcairn Party: BC Liberal
Occupation: Resigned as president and CEO of Richmond Chamber of Commerce; now full-time candidate Where do you live? South Delta Bio: Richmond born and raised; passionate about my community and helping others. Served five years as president and CEO of Richmond Chamber of Commerce; Proud father to Landon, Sawyer, Hanalei; married to Vanessa — my rock. Hobby farmer. Chef. Avid Canucks fan. Priorities for Richmond: 1) Kickstart the economy and urgently help small businesses — we need to protect families and pay for social programs and services. The only way to do that is to make sure we have a strong economy. 2) Affordable housing — bring more rental homes and housing options to
Richmond to keep families close together and create vibrant communities. I will use my experience working with different levels of government and businesses to bring about practical solutions to this issue. 3) Enhance local food security and help our farming industry prosper — We have world class soil and a proud tradition of farming. I want Richmond to be known for its strong agriculture industry. 4) Immediately start construction on the new acute care tower at the Richmond Hospital and the George Massey tunnel replacement bridge Past outstanding achievement: I’m proud of the eight years I served at the Richmond Chamber of Commerce, working with local businesses and the community-at-large to help support and grow our local economy to create healthy community living in Richmond.

Get people working and businesses going again.
Richmond Bio: I am a mother of two boys, a two-time Olympian, a CPA, CA who is currently serving my second term as a councillor for my hometown of Richmond. With the BC Liberals, I will work for our community to be the most inclusive, safe and healthy place to grow up. Top priorities for Richmond: Improve healthcare: Get the Richmond Hospital Acute Care Tower business plan approved and built. Improve access to doctors and programs. Improve safety: Increase mental health supports — to prevent homelessness and crime.
Cut taxes, so more money stays in your pocket. Past outstanding achievement: I’m most proud of improving systems and creating foundations where everyone can thrive. During my sports career, I was instrumental in increasing funding for Canadian athletes, resulting in our most successful Olympics ever! In my council tenure, I’m most proud that I got the FOX80 car funded and operational which has resulted in: better outcomes for mentally ill patients, safer streets and more efficient use of our RCMP officers. I also worked hard to improve affordability by increasing developer-funded child care spaces and increasing built affordable housing.
Name: Henry Yao Party: BC NDP
Occupation: Community navigator for BC211 Where do you live? Richmond Bio: Henry Yao was born in Taiwan and lives in Richmond. He is a cancer survivor and following remission in 2009, he decided to pursue youth work. Henry led Richmond’s largest volunteer program, at the City Centre Community Centre, where he helped young adults to develop skills in career building, leadership development and community engagement. Henry has an active membership with the Vancouver Metropolitan Lions Club, Taiwan Chamber of Commerce of BC and Richmond Chamber of Commerce. Priorities for Richmond: Moving forward with a new Richmond Hospital tower; supporting seismic upgrades of our local schools; promoting an
economic recovery from COVID-19 that works for everyone. Past outstanding achievement: Recently, a young adult, with whom I worked with in the past, approached me. From disruptive behaviour to violent tendencies, he used to be one of the most difficult children in the youth program I used to run. I never gave up on him and fought hard to help him. When he graduated from my program, I was deeply worried for him. Recently, we connected over brunch. I was shocked to see how well he was doing. He decided to get his act together and he is now looking for ways to give back. His transformation was a total surprise. It’s a reminder that there are lots of folks out there making positive changes for people. I am just deeply thankful to be part of the solution.

Occupation: Community advisor/marketer Where you live: Surrey Fleetwood (but a loyal Richmond “resident” by heart) Bio: Vernon was born and raised in Shanghai. He obtained a bachelor of science degree in applied human nutrition from Mount Saint Vincent University in Halifax and then returned to Metro Vancouver. After some health education practice, Vernon discovered there is a big problem in how we balance equity and social justice against private interests when it comes to the provision of basic health care and nutrition. Therefore, he continued to seek a learning path in the Simon Fraser University (SFU) Master of Public Health program to find answers.
Since graduating from SFU, Vernon has been serving as a grassroots fundraiser and campaign activist to practice participatory democracy, ecological wisdom and sustainability education. Last year, he was appointed as an advisory committee member in the City of Vancouver to continue his practice in respect for diversity, non-violence and social justice. Top priorities for Richmond: Vernon is running for the BC Greens in Richmond North Centre with these priorities: Richmond Hospital, Massey Tunnel, small business subsidy, free child care and a public school nutrition program. The BC Federation of Students (BCFS) has launched a campaign to encourage young people to vote in the upcoming provincial election. “Take It Over” aims to mobilize students to show up at the polls by ensuring those young voices are heard throughout the election campaign, according to BCFS, a coalition of student groups representing more than 375,000 postsecondary students. “With young people around the globe advocating for climate action, racial justice…accessible education, it is abundantly clear that young people are passionate about their com-
According to BCFS, voter turnout among young people aged 18 to 24 increased by more than eight per cent in the 2017 election — surpassing the number of voters ages 25 to 44. The BCFS said that, given the focus on economic recovery, “young people should not be left out of the equation.” Jeremy Law, a student representative of the Kwantlen Student Association, said there has always been students who are “very much involved” in elections and politics, but there are also those who feel “discouraged” because they feel their vote doesn’t matter.
“Student issues should have a part on the agenda of the government, politicians and people who have the power to make policy changes,” said Law. Those “student issues” include affordable housing, education, jobs, anti-racism initiatives and the environment, he added. “If students can understand their voices and issues are important and addressed, they will more than likely go to the polls.” The BCFS is comprised of students from 15 post-secondary institutions in every region of the province. They advocate for a well-funded system of education in B.C. that is affordable and accessible for all students. For more information on the campaign, visit www. takeitover.ca

We grew up in humble times where we learnt to “appreciate and respect.” My husband was also a war veteran, our children and grandchildren are bestowed the same value I grew up with during humble times.

Parties spar over who will get hospital built the tower, which was in the proposal, but essentially transform it into a hospital that will be there for us for 30, 40, 50 years. It’s a great plan,” said Dix.
Kirsten Clarke KCLARKE@RICHMOND-NEWS.COM
The BC Liberals and the BC NDP squared off at Richmond Hospital on Saturday, over plans to build a new acute care tower.
He added that Wilkinson was effectively endorsing the New Democrats’ health record in Richmond.
Liberal leader Andrew Wilkinson criticized the delay in construction on the tower under the NDP government during a press conference at the hospital, joined by his four Richmond candidates, Teresa Wat (Richmond North Centre), Matt Pitcairn (Richmond-Steveston), Alexa Loo (Richmond South Centre) and Jas Johal (Richmond-Queensborough).
Wilkinson agreed that the Liberal plan for the new tower is “essentially the same” as the NDP’s, however, “we will actually get this done.”
“This hospital was approved by the BC Liberals in 2016. It was then handed to the NDP in 2017 when they took office, and they have accomplished nothing,” Wilkinson said. “It’s not in their budgets, it’s not in their platform, yet they had the gall to come out here last week and say, yet again, they support Richmond Hospital. Where’s the proof they support the Richmond Hospital?” Meanwhile, NDP candidate and former minister of health, Adrian Dix — who also held a press conference at the hospital on Saturday — argued that the Liberals had 16 years to revamp Richmond Hospital, but failed to do so. The hospital should have been built 10 years ago, Dix told the Richmond News, and the NDP government began from a “standing start” when they came to power in 2017. Dix was joined by Richmond candidates Kelly Greene (Richmond-Steveston), Aman Singh (Richmond-Queensborough) and Henry Yao (Richmond South Centre). “I think what we’ve done, is not just build
n
Wilkinson promised that the project would form a core part of his party’s infrastructure plan upon taking office. “This is a hospital tower that needs to be built. (Richmond is) a growing community, and we’re committed to getting it built,” he said. A business case and budget for the new acute care tower was supposed to be announced in September — but then the election was called. When Dix and the premier visited the hospital in July, they said several hundred million had been added to the original budget. While the final budget has yet to be announced, Dix told the News the money was included in the 10-year capital plan. Teresa Wat, Liberal candidate for Richmond North Centre, called the July announcement an “election ploy” and questioned how the NDP would pay for the project. “They don’t have the money to build the hospital,” she said. Jaeden Dela Torre, who is running against Wat for the NDP, said he can sympathize with those who are frustrated with the delay. However, he said it’s expected shovels will be in the ground by the end of 2021. —With files from Maria Rantanen

Visions differ on economic recovery Maria Rantanen
MRANTANEN@RICHMOND-NEWS.COM
A cut to the PST or a one-time cash injection — these are some of the ideas being floated by the main political parties during the election to help the economy recover from the effects of the pandemic. Matt Pitcairn, BC Liberal candidate for Richmond-Steveston, said the first priority of his party, if elected to government, would be to keep businesses afloat and people employed. One way would be to cut the PST for a year and then bring it up to three per cent in the second year — this, Pitcairn said, will put more money in people’s pockets and boost the economy. The BC Liberals have also committed to a small-business tax cut of two per cent and bridge loans, he added. “We are by no means out of the woods — there are many, many businesses in Richmond struggling,” Pitcairn said. But NDP candidate Kelly Greene called the proposed PST cut “reckless,” saying it currently doesn’t apply to things like groceries or children’s clothing, rather it would help with big ticket items like car purchases. Furthermore, the PST cut will mean $8 billion less in revenue, which Greene worries
will lead to services being cut.
Pitcairn said he was impressed by the non-partisan approach in B.C. tackling pandemic-related issues. But this has been interrupted by the election, called a year before it was scheduled to be held, stalling the delivery of a $1.5 billion aid package, approved earlier this year, that now won’t go out until after Nov. 16. “Unfortunately, the focus is on the election rather than on economic recovery,” he said. However, Greene said, the economy was in a strong position with a balanced budget going into the pandemic, and there are already signs of recovery. If re-elected to government, the NDP will target a wide variety of areas, Greene said because “any one thing is going to miss people.” The focus will be on small- and mediumsized businesses, food production and infrastructure improvement including $300 million in grants to small- and mediumsized businesses, which Greene called “large economic drivers” that don’t have the flexibility that large corporations have. The NDP has earmarked funds for cultural, heritage and arts assets, which Greene hopes will help boost the tourism industry, for example, in places like Steveston for projects like the Phoenix Net Loft and the First Nations longhouse. This will help “keep people working in the short-term, and long-term, bring visitors
Richmond-Steveston candidates Kelly Greene (BC NDP) and Matt Pitcairn (BC Liberals) File photos back,” Greene said. The NDP have also promised a one-time credit — $500 for individuals, $1,000 for families under a certain income threshold. Both parties have come out promising more support for child care to help both parents get back to work. The NDP has piloted $10/day daycare, but before the election, the BC Liberals criticized the government for being slow to roll out the aggressive program they announced, falling short of the number of child care spaces promised. The BC Liberals have also announced
they will invest in child care, starting with a $10/day program which then is scaled up by household income. “This child care (support) will help mom and dad get back to work,” Pitcairn said. But Greene said the NDP is committed to expanding what has been piloted, to help families — and especially women — get back to work at an affordable rate. Currently, many families rely on grandparents or daycare centres with exorbitant fees, Greene said. “People don’t have $2,000 per month for childcare,” she added.
Candidates keen on Cullen Commission
Johal, meanwhile, suggested the NDP wait until the inquiry comes to a conclusion, before making accusations and connections to the likes of the housing market.

There are few things the BC NDP and the BC Liberals agree on at the best of times, let alone during an election campaign. However, both their candidates in the Richmond-Queensborough riding have found a rare consensus — although unwittingly — when it comes to the ongoing issue of money laundering in the province. The NDP’s Aman Singh and the Liberal incumbent Jas Johal are both keen for the findings of the current Cullen Commission into money laundering, which has been put on hold during the election campaign.
of the inquiry being temporarily halted, as he suspects the resultant recommendations might be a damning indictment on the government of that time.
erything.
That being said, their motives for the public inquiry to play out are as far apart as the two parties on most of the major election issues.
“Money laundering ran rampant (during the BC Liberals’ reign),” said Singh, who lost out in the last election to Johal by just 134 votes.
Singh, referring to “16 years of abject neglect” from the previous BC Liberal government, suggested his rival would be glad

“But they didn’t stop there, the BC Liberal government has been wilfully blind to what was going on. And the effects of money laundering has spread across the province, into the fentanyl crisis and into vehicles and housing.”
“(The BC Liberal government) eliminated funding for the IIGET (the RCMP’s anti-illegal gaming unit).
“There’s been a lot of noise around this. There’s been a lot of innuendo and conjecture (from the NDP). But where are the facts?” said Johal. “I can see the opportunity for politics here but I’d like to wait to see what the inquiry provides. “The bigger issue is the financial institutions and how that money comes in. There’s a lot of academics commenting on this about the connections to the housing market, but there are few facts. “We really need to do a better job of working with the federal government. Ninety-five per cent of money laundering is done through banks, not casinos, that’s where we need to be focusing our energy.” Search Money laundering for full story at Richmond-News.com

Chinese community wants racism debate Nono Shen
NSHEN@RICHMOND-NEWS.COM
While healthcare and the economy are key election issues, many Chinesespeaking Richmondites would also like to hear candidates talk more about racism. “Canada has always been a country that welcomes immigrants, no matter where they come. So the recent increase in racist (incidents) linked to COVID-19 has been a shock for us,” said Richmondite Tung Chan, former CEO of Success. “Would-be political leaders should speak out and encourage everyone to unite together against racism.” Another Richmondite, James Wu, who runs a hiking group with more than 100 new immigrants, also brought up the same concern as Chan. “Many members from my hiking group told me they felt scared to go out during the pandemic, not only due to the virus but also the fear of being insulted by racial slurs,” said Wu, adding the new
provincial government should do more rather than “simply criticizing it.”
“They can consider holding free workshops to facilitate better conversations and understanding,” added Wu. In addition, Chan is calling on political leaders to focus on creating more diversity on boards. “Whoever wins the election should aim to build an inclusive and equitable environment that values different perspectives, which can benefit the whole society in return.” Restarting the economy after COVID-19 is also top-of-mind for many from the Chinese-Canadian community. Andy Pang, who runs a business in Richmond, said he believes it’s important the government strike the right balance between health and the economy. “I agree that we need to restart the economy in the safest way. But I also hope the government can provide continuing support to fuel most small businesses’ recovery, especially for the travel and tourism industry that has been through a tough time,” added Pang.

Mail voting could change campaigning: Expert Kirsten Clarke KCLARKE@RICHMOND-NEWS.COM
Mail-in ballots could become a much bigger feature of future elections, according to an elections expert, as hundreds of thousands of British Columbians have already opted to vote by mail rather than stand in line at the polls on Oct. 24.
already decided whom to vote for. With mail-in voting, he said, “the base can be mobilized quite early, and in a sense, locked up.” Johnston explained it could change the way the late campaign unfolds — when parties historically ramp up their campaigning targeting undecided voters. One of the questions B.C. needs to pay attention to this election, said Johnston, is how many ballots are rejected
— especially given that the premier misspoke by saying a party leader’s name could be written on the ballot, if voters received a blank one prior to the canadiates being finalized. “We’ll see how closely voters follow the instructions that were actually written on the ballot,” said Johnston. Search Johnston mail voting for full story at Richmond-News.com
“I think the story, in the long run, is that (mail-in voting) is so convenient,” said Richard Johnston, professor emeritus with UBC’s political science department. “Whether (in the future) it’s at the exact level we’re seeing this year, who knows.” Elections BC previously estimated that up to 800,000 people could vote by mail this election. As of Tuesday, the electoral body has received about 680,000 requests for vote-by-mail packages, up from 11,000 in 2017. B.C.’s surge in mail-in ballot requests echoes what was seen in New Brunswick last month — the first Canadian province to hold a pandemic election. There, about 17 per cent of voters cast their ballots by mail — an option typically utilized by less than one per cent of voters.
SPOOKY SCAVENGER HUNT!
Voters in B.C. have been increasingly taking advantage of “voting options that they find convenient,” said Andrew Watson, communications director for Elections BC. “In the past several elections, we’ve seen a big increase in turnout at advanced and…absentee forms of voting,” he added. Due to processes rooted in legislation, it will take at least a couple of weeks before all of the mail-in ballots are counted, Watson said, and Elections BC will be receiving mail-in packages right up until the polls close. Increasingly, said Johnston, the number of ballots that needs to be counted on or after election day is large enough that it will be “harder to make definitive calls on ridings,” particularly in a close election. “So, it’s going to change the coverage of elections and the speed with which, say, a turnover in government takes place.” A greater shift towards voting by mail could also have an effect on campaigning, said Johnston, in the sense that a much larger percentage of the electorate will have

Palmer said, with winter coming, lots of areas of his trailer, inside and out, needed to be sealed off from the cold and rodents.
It’s not quite Planes, Trains and Automobiles, but for Sean Palmer, the journey he was set to take this week over the U.S. border is just as crazy as John Hughes’ famous 1987 movie. On Tuesday morning, Palmer was due to drive his truck to YVR, get on a flight to Seattle, jump into a rental car at SeaTac, drive back north towards Canada, spend a few hours winterizing his trailer near Burlington, before driving back over the land border and finally to YVR, where he was going to swap his rental vehicle for his own truck by the end of the day. Palmer’s torturous trip — forced on him due to COVID-19 restrictions at the Canada/U.S. land border — is unlikely to end there, though. Assuming it went to plan and he got home safely Tuesday night (the Richmond News still hadn’t heard from him Wednesday), he was then due to spend
Sean Palmer was set to fly to Seattle, rent a car, drive to his trailer near Burlington, winterize it, then drive back to Richmond over the land border, drop off his rental, then quarantine at home for 14 days. Photo submitted the next 14 days in quarantine. “It’s absolutely crazy and asinine that I have spend all this time to fly down there, rent a car and then spend 14 days in quarantine, when, logically, I could leave my house in Cloverdale, drive 10 minutes to the U.S. border, drive straight to the trailer in half an hour or so, do what I need to do and drive home, having bare-
ly left my truck,” said Palmer, a Richmond hotel food and beverage manager. “Instead, they want me to take the risk of getting on a plane, travel to an American airport and get in a rental car, that I have to assume has been cleaned. “I’m in this situation along with many Canadians, in that we can’t cross the land border to take care of our property,
“I could get someone down there to do it for me, but how do I get them the keys? And we have food in the cupboards that’s been in there for six months. It’s a big investment of time and money,” added Palmer. “Other people have actual houses down there and some have boats in the water that need to come out for the winter.” Palmer said he has no idea why the rules for flying into the U.S. are different from the land crossing, including not having to quarantine until he re-enters Canada. “I don’t know. That’s their rules. But that’s the magic question,” he said. “Someone told me they’re doing that to help keep the airlines in business. They’re forcing people to fly when they don’t want to.”

COVID exposure at elementary school
Vancouver Coastal Health is warning of a COVID-19 exposure in a Richmond elementary school. According to the health authority, a person infected with COVID-19 attended Kingswood elementary school — at 11511 King Rd. near No. 5 Road — on Oct. 5 and 6. The notice was posted to VCH’s website on Friday. Exposure notices are posted when a staff member or student tests positive for COVID-19, and public health is unable to “directly reach all close contacts in a timely manner,” according to a statement on VCH’s school exposures webpage. When health officials are unable to directly reach all close contacts, the health authority says it may issue a letter and/ or a public notification. “If you or your child have been identified as a positive COVID-19 case or close contact, be assured that VCH’s public health team will contact you directly and provide further information,” the statement reads. “A notification does not mean your child has been exposed to COVID-19. If you do not receive a phone call or letter from public health, your child should continue to attend school.” —Kirsten Clarke/Richmond News
Urn found in Terra Nova according to Richmond RCMP.
Kirsten Clarke Richmond RCMP is asking for the public’s help in finding the owner of an urn, discovered partially buried late last month in Terra Nova Park.
“Because it was wrapped in plastic and partially buried in the soil, it appears to have been placed there intentionally. But it seems like an odd place to leave the urn,” said Cpl. Ian Henderson with the Richmond RCMP.
Mounties say the small pearlcoloured, polished urn was found the morning of Sept. 20 during a park cleanup.
Police say they are hoping the urn’s owner will come forward, so that it can be returned for proper interment.
KCLARKE@RICHMOND-NEWS.COM
It was found sitting in a plastic bag, partially buried in the soil, near a fence on the east side of the park. Noel Payment, a member of a Richmond community volunteer cleanup group, said he found the urn on the West Dyke Trail in Terra Nova. “We contacted the city, who sent a driver to pick it up,” said Payment.
This urn was apparently full of ashes.
A city worker then turned the urn over to police. Furthermore, when the attending frontline officer opened the urn, she found what appeared to be cremated remains inside. It’s not clear at this time how the urn ended up in the park,
“I know if the urn contained my loved one — pet or otherwise — I wouldn’t want it moved about. I’d want it back,” said Henderson. Anyone who may have information on this matter is asked to contact Richmond RCMP at 604-278-1212. To remain anonymous, contact Crime Stoppers at 1-800-2228477.

Cops cleared after patient’s ‘rampage’ Alan Campbell
ACAMPBELL@RICHMOND-NEWS.COM
The police watchdog organization has declared the RCMP was not at fault after a Richmond Hospital patient allegedly stole a police cruiser, before apparently going on a rampage down Gilbert Road and crashing into several cars. The Independent Investigations Office of British Columbia (IIO BC) released a statement saying it has reviewed the evidence — including statements from independent witnesses and video — and determined that “there are no reasonable grounds to believe than any officer has committed an offence.
This photo taken by local resident Bob Williamson appears to show that a marked police cruiser ultimately halted the progress of the stolen cruiser. However, neither the police or the IIO would confirm. Photo submitted
“Accordingly, the matter will not be referred to Crown Counsel for consideration of charges and the investigation is now concluded.” Due to ongoing court proceedings related to the incident in October last year, the IIO
said it will not be releasing its usual public report until the case concludes. The Richmond News reported earlier this year how Muhammad Farid, 40, of Abbotsford, was charged with the dangerous operation of a motor vehicle causing bodily harm and flight from a peace officer. The charge came after the RCMP had allegedly responded to a report that a patient, who was not permitted to leave the premises, had fled on foot. According to police reports at the time, a Mountie found the man in question, but was unable to take him into custody before the suspect allegedly got into the police cruiser and drove off. The man driving the stolen police car is then alleged to have collided with a civilian vehicle and an unmarked police car near Gilbert and Donald roads, just north of Blundell Road. He then collided with a second civilian vehicle on Gilbert, just south of Blundell, where he was arrested.
Distraction theft leaves Court delays frustrate Christy Mahy’s family elderly man injured Kirsten Clarke
KCLARKE@RICHMOND-NEWS.COM
Richmond RCMP are warning of a rise in “distraction” thefts after a recent robbery left an elderly man injured. Mounties say they were called to the 10300 block of Hall Avenue — south of Cambie Road near Highway 99 — around 1:50 p.m. on Sept. 25, after a woman allegedly took a wristwatch from an “unsuspecting elderly male.” According to the victim, a female suspect got out of a vehicle, approached him and asked him for the time. The suspect then allegedly handed him a gold-coloured necklace and ring, before taking the victim’s watch off his wrist, pushing him to the ground and running back to the vehicle. The vehicle then sped away from the scene, leaving the victim suffering minor injuries. Richmond RCMP say the suspect was described only as a heavy set, South Asian woman, who was wearing a green-coloured sweater. Meanwhile, the vehicle, driven by a South Asian man, was described as
a powder blue-coloured Volkswagen SUV. However, information obtained by frontline officers suggests the suspects may have been in the neighbourhood earlier that week as well, according to RCMP, who are now asking residents in the area to review their home surveillance recordings in case they captured the suspects or vehicle on video. Distraction-type robberies such as the Sept. 25 incident are becoming more common, said Cpl. Ian Henderson with the Richmond RCMP. “We want to remind the public to be wary of people who approach you on the street, then place jewelry on you or try to get you to hold something for them,” he said. “They may be trying to focus your attention on something else while they steal your belongings. If someone approaches you in this manner, walk away immediately, get yourself to a safe place and report the incident to police.” Anyone who may have information about this incident is asked to contact Richmond RCMP at 604-278-1212. To remain anonymous, call Crime Stoppers at 1-800-222-8477.

They waited more than six years to see the man accused of killing their muchloved daughter, sister and friend face justice — now they’re having to wait some more. Family and friends of Christy Mahy — who was killed in 2014 when the car Erjon Kashari was driving plowed into her as she stood at an intersection sidewalk — have made individual efforts to attend the bail hearings of the accused, who was extradited from Albania in August. However, his hearing has already been delayed three times in the last two months, for no apparent reason. And the constant deferrals, often at the last minute, are a constant source of angst for Christy’s relatives and close friends, many of whom take time off work or arrange childcare to attend the court dates. “It’s just so very frustrating,” said Christy’s sister, Joni, who turned up in August with around a dozen people at Richmond Provincial Court for Kashari’s first hearing, two days after Canadian officials escorted him back to Canada to face justice.
“I’m not sure how much my dad knows either, and he’s been in touch with Crown Counsel from the beginning.” One of Christy’s closest friends, Brandie Mol, had stronger words for the justice system, labelling the treatment of Christy’s family as “absolutely disgusting.”
“The most upsetting part is that they usually update (court dates online) just hours before court date is set to happen,” Mol told the Richmond News. “Fortunately…the family trusts me to go on their behalf, but if I was not able, (her father) would already be on a ferry and (her sister) would already have childcare. “The level of disrespect to the value of the victim and her family’s time… “The mission statement of the BC Criminal Justice System begins with ‘We make timely, principled, and impartial charge assessment decisions that promote public safety, justice, and respect for the rule of law.’ “Timely? It has now been over six years we have had to live without her and very little has changed. (Kashari) may be in custody, but we are still waiting for (Christy’s) justice, with no end in sight.” Search Mahy for full story at Richmond-News.com

On Aug. 21, Charis went to a testing site and received a phone call the next day confirming she had tested positive. Meanwhile, Anson and their daughters also started showing COVID-19 related symptoms, so later all of them went to the hospital to get tested.
A Richmond pastor and his wife recently took to YouTube to share their story of becoming infected with COVID-19 and how they recovered at home. “We hope others don’t live in constant fear, worry and anxiety due to the virus but also not to underestimate the risk of getting it,” said Anson Ann, 43, a dad of three girls, and a pastor at Good Shepherd Richmond, a church primarily serving Richmond’s Cantonese-speaking groups. Charis, Anson’s wife, told the Richmond News she felt drained and a little under the weather on Aug. 19, but the next day
On Aug. 23, Anson was contacted by a nurse, saying he and his middle daughter tested positive, but the other two daughters, ages 13 and 6, were negative. However, the eldest began feeling poorly two days later. At the time, Anson and his wife were pretty sure their whole family was infected with the virus.

physical condition,” said Charis. “What worried me the most was my husband and children’s health. I didn’t know how they would react to it. I was also more concerned about people I had been in contact with more than my own health.” The couple have no idea how they caught the virus as they had been very cautious while they were out in public. While Anson and his family were recovering at home, their church friends volunteered to deliver meals to their doorstep until they were back on their feet.
Anson said the “outpouring of love and support from Richmond’s community” helped them stay calm and recover from the virus more rapidly.

Parents seeking Halloween options Nono Shen
NSHEN@RICHMOND-NEWS.COM
With the pandemic being a scary enough time, some Richmond parents have decided to make this year’s Halloween more fun and less spooky. The BC Centre for Disease Control (BCCDC) is encouraging people to skip Halloween parties, but says kids can still trick or treat in small groups (stick to six) if they wear masks and practice social-distancing. “Celebrate less socially and trick-ortreat locally this Halloween,” read the BCCDC’s website. And kids and their parents are advised to wash hands before going out and eating treats. In addition, adults are also encouraged to get creative while handing out treats, such as using tongs, a baking sheet, or making a candy slide to give more space. The Richmond News canvassed a number of parents and the vast major-
ity said between going outside to accept candy from people and hunkering down at home, they would instead choose safety this year.

Meanwhile, other neighbourhoods are organizing Halloween parades where kids can dress up and parade through their neighbourhood or complex in their costumes. Still, others are organizing house decorating contests.
Richmondite Jenny Lau, a mother of a nine-year-old daughter, is one of them. Lau and her daughter have come up with some creative ideas — they’re going to throw a virtual Halloween music party on Zoom.
One mother, who was overseeing her two girls busily stringing cobwebs and tarantulas along their hedge, said she was still undecided whether or not to take her girls trick or treating.
“It wasn’t an easy decision for us since we enjoy the fun of Halloween, but we are going to try our best to party for everyone,” said Lau.
“There’s not much point if only every fifth house is handing out candy,” she said.
Her daughter Alia Kong, 9, is working with her friend Ryder Chow from Kids Power Society, a not-for-profit aimed at creating a platform for kids to turn their imagination into a creation. They plan on bringing songs and musical performances to the party. “We can sing, dance and play whatever instrument we want. This year we are all going to wear superhero costumes, and I am going to dress up as the lightning girl to fight against CO-

Tow truck driver hosting mobile haunted show Nono Shen

Halloween is just two weeks away, and while the pandemic is threatening to ruin one of the best times of the year for kids, some Richmondites are trying to come up with safe and fun ways to keep the holiday alive. Jonny So, the owner of Richmond-based Jonny’s Towing and Recovery Ltd., is setting up a free “haunted tow truck” show, hitting the road with his favourite tow truck on Halloween night to give Richmond children a cheap thrill. “The whole show will start off with a ghost host saying ‘welcome everyone’... Born in Romania but later adopted by Canadian parents at a young age, So told the Richmond News that Halloween is his favourite holiday, which allows him to wear costumes and dream big.
But the fun doesn’t stop there — ghost pirates, silly ghosts and skeletons will also be in the show.
“I love Halloween. For this year, we understand that kids are not able to trick or treat. But they deserve to enjoy the fun, since that’s the night they can dress up in whatever they want to be and go out to explore,” said So.

All you have to do is find the comfiest spot in your own house and log into the rather unique show. Fresh from winning a Richmond Arts Awards for Artistic Innovation, DTC’s directors Jill Raymond, Isa Sanchez and Jenna Grubaugh were determined to find a way to create and connect with their audience, despite two productions being cancelled this year due to the pandemic. “We wanted to create an accessible production, where our performers and our audience could feel safe,” said Raymond, adding that the format has “not only allowed for that — it has actually opened the opportunity to have mixed
styles and mediums of performance which would not have been possible in a traditional theatre setting.” They’ve brought together an inclusive multicultural cast with representation from the LGBTQ2+ community. Co-Vid Cabaret, said DTC, was an opportunity for local artists to “create something new, or bring to light pieces of work which may have otherwise been buried because of the ongoing live performance sanctions.” “We are very excited about our lineup. People will be surprised by the variety, it’s a true tour-de-force. Expect the unexpected,” added Sanchez. The performance will feature international artists Peter Abando, Martha Ansfield-Scrase, Matt Barnez, Nita Bowerman, Moy Covalin, Aerhyn Lau, Julia Muncs, Jill Raymond, Kapila Rego, Florence Reiher, Isa Sanchez, Sandy Scofield, Maddison Silva, Georgie Tzortzis Daburas and Ali Watson, alongside the music video premiere of “Wait a Couple Days,” by local band The Argyll Embargo. Details of how to access the livestream event can be found online at CultureDays.ca/en/events.
Halloween video launched COVID-19 has meant tough times for local artists, as music festivals and performances were cancelled. However, dozens of Richmond artists still managed to keep the Halloween spirit alive through the release of a music video. This is Halloween is a virtual choir music video in which Jack Skellington celebrates Halloween with a group of moving portraits by singing A Nightmare Before Christmas, according to Lily Yuan, the producer and founder of Children’s Theatre of Richmond Association (CTORA).
The video is available on CTORA’s official YouTube channel. “We dedicate this music project to all children and art workers whose lives have been impacted by the pandemic. May happiness and creativity find their way to you,” said Yuan. Yuan has been working closely with local young artists and producers in Richmond throughout the summer, while following strict safety protocols. —Nono Shen/Richmond News

ACAMPBELL@RICHMOND-NEWS.COM
An international adult hockey tournament to be hosted in Richmond — slated for last March, then postponed until 2021 — has been put on hold until 2022. Organizers of the CARHA Hockey World Cup say the ongoing pandemic means the event simply can’t be planned for until March 27 to April 3 in 2022. The tournament was set to feature nearly 3,000 athletes representing 140 teams from 15 countries.
A statement from tournament organizers reads, “With so much uncertainty surrounding the immediate future of COVID-19... a decision has been made to protect our players, partners, staff, volunteers, guests and the Richmond community.

HOPKINS, John R. November 6, 1940 − September 30, 2020
NAKADE, Fukuye (Faye) January 23, 1925 − September 18, 2020
Our John Robert Hopkins, 79, passed away peacefully surrounded by loved ones due to complications from cancer. He is survived by his son, John; daughter−in−law, Dovelle; grandsons, Liam and Aidan; and Max the wonder dog; in addition to a family of friends. John was born to parents, Harold (Len) Hopkins and Margaret Gilker in Ottawa. John graduated from Burnaby South High School in 1958, and attended UBC. It was during these years that John met the love of his life, Helen, whom he married in 1963. John and Helen shared a special love and bond which continued after Helen’s passing in 2012. From the beginning, John was focused on helping those in need; he dedicated his career to working for non−profit agencies. He was a member of the Canadian Association of Executives and in 2004 retired from Hostelling International. John’s career choice was all about giving and coaching others to achieve their potential. He was a difference−maker to many in his career and in his personal life. Following retirement, John continued to give back by volunteering. In 2018, he was honoured for his contribution and service to his community by receiving the Richmond Nova Star volunteer award. John lived by a personal standard of giving, caring, sharing, and with grace, receiving. John enjoyed fishing, skiing, cooking, writing, and travelling. John and his beloved Helen travelled to many countries. After Helen’s passing, and following his first battle with cancer in 2015, John completed his pledge to visit every continent in the world, including Antarctica in 2019. John spent precious time with his grandsons who knew him as Popa. They adored each other. Popa was frequently at the rink watching his grandsons play hockey and taking them to numerous extra−curricular activities. John also had many deep and lifelong friendships that filled his heart with love, joy, and gratitude. John was blessed to have lived a rich and full life; he will be missed. In lieu of flowers, please consider a donation to the Terry Fox Foundation.
