Let’s put a name to the heatwaves Eve Edmonds
are told to stay inside because of the potentially deadly air quality — well, this is something quite new.
COVID, police shootings, thick acrid smoke filling our skies — 2020 just doesn’t quit.
On the bright side, maybe we can see this as yet another kick in the butt to grapple with the reality of climate change… or maybe not.
EEDMONDS@RICHMOND-NEWS.COM
I was hiking last weekend and from the top of Frosty Mountain in Manning Park we could see Mt. Baker — 75 kilometres to the west, but by the time we got down a thick grey haze blanketed the lake and the sun had turned an eerie dark pink. (Actually, it was quite pretty, but knowing the cause made me think more of an apocalyptic than romantic sunset.) It’s remarkable how in the past five years this has become such a regular thing. I’m well aware there’s always been a fire season. My father was a forester in northern Manitoba and, when out surveying, his crew would often be called in to help fight a blaze somewhere nearby. But this situation where every year we have days when we can’t see the sun and

It’s more than a little disheartening to hear journalists in Oregon report that some folks there are blaming Antifa protesters (short for anti-fascist) from Portland for deliberately starting the fires in rural areas. I’m not sure why people opposed to fascism would want to set forests on fire, but tough questions like that never seem to get in the way of a good conspiracy theory. Predictably, the rumours have gone viral on various social media platforms, spreading faster than the fires themselves. It’s hard to even know what to make of that kind of disinformation, other than to say the forces at work to avoid genuine conversations about racism or environmental degradation are insanely power-
ful. Of course, it doesn’t help to have someone we all know asking his followers to simply blame the fires on bad forest management in predominantly democratic, West Coast states. This isn’t to say fires aren’t sometimes started by human behaviour. Nor is it to say forest management is irrelevant. But it is to say all of that needs to be seen against the backdrop of an environment that has been made extremely vulnerable due to human activity. Back here in Canada, we have no reason to be smug. We, too, have our science deniers, although thankfully I haven’t heard anything about big city protesters deliberately setting small towns ablaze. The greater challenge here is not just making the connection between climate change and a rise in dramatic weather phenomenon, but taking the next step in seeing how so much of our economic system is rooted in a disregard for environmental impacts.
I heard on CBC radio recently a woman talking about the need to name heat waves, noting that a record-breaking heatwave in California helped fuel the devastating fires we’re seeing in that state now. Currently, we name hurricanes and tropical storms but heatwaves are simply heat waves. Her point is if we actually name a heatwave, we’re more likely to give it the weight and urgency it deserves. Because, while a heatwave may not blow the roof off your house, it can kill more people than any natural disaster. It’s the same issue we have with climate change. Most of us recognize that climate change is real but it doesn’t smack us in the face the way a weather phenomenon or a pandemic does, so it’s hard to make the adaptations we need to. If there is a silver lining, 2020 has been the year of adapting. Hopefully, the practice will put us in good stead to face even more existential crises to come.

Now is not the City hush time to spend is offside Dear Editor,
Richmond News reporter Maria Rantanen reported an estimated $3.4 to $4 million revenue shortfall has affected the city monthly during the pandemic. Some of this loss has been offset by not hiring seasonal workers, laying off auxiliary staff and not filling vacancies. Gaming revenues from River Rock Casino total $2.71 million were received of an expected $14.5 million in 2020. The community safety budget was reported to be almost $500,000 over budget resulting from lower business licence revenue, reduced parking revenue and community ambassador program costs. The loss of the Richmond Night Market was credited for a 60 per cent drop in business licences in the second quarter.
City staff clarified finances are “trending in the right direction” and projections show the year should end with a surplus of $500,000. Based on all past financial performance, please confirm the Oval will achieve the surplus without reliance on city taxpayers funding another annual contribution. The Oval has never paid fair market rent or property tax benefitting city taxpayers. The continuing and unknown future economic impact costs of the pandemic on city taxpayers is alarming. Now is not the time for the city to undertake reconstruction costs ($19.44 million) for the Phoenix Seine Net Loft. Taxpayers are already on the hook for the Oval, Garden City Lands, Lulu Island Park and the Minoru Aquatic Centre.
Ken McLennan
The Oval Corporation (Oval) had a second quarter deficit of $483,000.

Dear Editor,
Thank you for trying to get important health information to the public re the coronavirus at Steveston Pool. It is more than a little disappointing not to be informed by the city on this issue. If we have to wait for Thursday’s Richmond News to get information, it is not good enough. In keeping it quiet, news of infection eventually seeps out and the result is us thinking “What else have ‘they’ not told us?” And, “I’d better stay away from all community centres, to be on the safe side.” Please keep on pressing the powers that be for up-to-date disclosure on this serious issue. Thank you for your service and commitment.

Grateful for our amazing school staff Dear Editor,
I am a parent of an elementary school-aged child in the Richmond public school system and we just want to say a very big thank you to all of the district staff who have been working so hard to plan and prepare a safe and healthy school environment. We feel so lucky that everyone in our school system has tried so hard to allow us to return to school again in these complex times. I know it has not been easy and that everyone is working so hard to try to do everything they can to ensure a safe and healthy school year, and we are so grateful for this. No words can truly express how thankful we are for all of your extremely hard work.

New Minoru pool opens Monday Maria Rantanen MRANTANEN@RICHMOND-NEWS.COM
Boasting the largest hot tub in Canada and several other water features, the aquatic centre at Minoru Centre for Active Living is set to open next week, albeit with reduced capacity due to the COVID-19 pandemic. While construction of the entire Minoru Centre for Active Living facility was delayed by almost two years, the centre’s aquatic centre was further delayed by another 18 months after a crack was found in one of the lap pools and it needed to be rebuilt. The aquatic centre, co-located with a new seniors centre and a new fitness centre, has a 7,000-square-foot leisure pool featuring a rapid-flowing river channel, a slide, a climbing wall
and an errant rain cloud shower.
Register online or by phone
There is also a smaller adult hot tub with an accessible lift and a cold-plunge pool, maintained at 17 degrees Celsius. The sauna and steam rooms aren’t currently in use because of COVID-19.
The aquatic centre will be open starting Monday, Sept. 21 from 6 a.m. to 10:15 p.m. Monday through Saturday, and 7 a.m. to 8:15 p.m. on Sunday and statutory holidays.
Martin Li, shift supervisor at the aquatic centre, took a dip in the lap pool. Maria Rantanen photo
The two 25-metre lap pools with 14 lanes will allow for recreational and lane swimming as well as aquafit classes. In keeping with COVID-19 protocols, pre-registration will be required for 75-minute swim sessions at the aquatic centre and 100 people will be allowed in at any one time. The centre was originally supposed to open about three years ago, and several civil lawsuits and counter-lawsuits have been filed to determine if someone was at fault for the delays. In early February, the construction company, Stuart Olson,
launched a suit against the City of Richmond, claiming the city’s actions caused two years of delay in the $84-million project. The builder demanded $7 million in compensation. The city, however, contends Stuart Olson was paid $6 million to manage the project and that the city relied on its advice in making decisions on the project.

Farmers plan future Virus alert Plastic ban approved issued Maria Rantanen MRANTANEN@RICHMOND-NEWS.COM
A Richmond farming family is making succession plans and they hope to subdivide their property to allow the next generation to take over.
subdivide needs to be forwarded by city council to the Agricultural Land Commission (ALC) for final approval.
May explained to council last week that his four adult children are involved in the farm operation, and they need to have clear title on the farm portion in order to get financing to create the cranberry farm.
David May, who owns Mayland Farms on No. 7 Road, would like to retire on a three-acre parcel of the farm with his wife in their house and sever the rest of the property for his children to make into a cranberry farm.
“My wife and I are (at a) time to retire and it’s to pass it on to the kids’ — succession has a lot to do with this,” May said.
Because the property, where he has lived since 1988 and has had a partial ownership of since 1971, is in the Agricultural Land Reserve (ALR), the application to
As part of the application, the owner has agreed to put a “no build” covenant on the future cranberry farm portion of the property, which means a house
couldn’t be built on it without council removing the covenant. Coun. Linda McPhail pointed out at Tuesday’s committee meeting the family has been farming for almost 50 years on the property.
“I think it’s very prudent to be looking at farm succession and estate planning and this is a way that allows them to do that,” McPhail said. The Food Security and Agricultural Advisory Committee supported the application. Council voted to forward the application to the ALC with Couns. Michael Wolfe, Carol Day and Kelly Greene voting against it.

Vancouver Coastal Health is warning of possible COVID-19 exposure at a Richmond restaurant. The health authority said last week that people who visited the Flying Beaver Bar and Grill — at 4760 Inglis Dr. near YVR’s south terminal — from Aug. 28 to Sept. 3, during operating hours, may have been exposed to the virus. “The possible exposures…are believed to be low risk but, but we’re asking anyone who was at those locations on the specified dates and times to self-monitor themselves for symptoms,” reads a statement from VCH. A full list of public exposure alerts can be found on VCH’s website.
Richmond’s ban on single-use plastics has been formally approved by the provincial government, something Richmond Mayor Malcolm Brodie called “critical milestones.” He said the city estimates 35 million single-use plastic checkout bags, straws and foam takeout containers are collected from garbage in Richmond each year. “So imagine the impact of removing 660 tonnes (of those items) annually from our landfill,” Brodie said.
While the approval is effective immediately and the bylaw can now go to final reading, the “difficult question” is when it should be implemented, said Brodie, with local businesses already grappling with challenges brought on by COVID-19. The city will engage with stakeholders and the public to work out how best to proceed, Brodie said. — Kirsten Clarke/Richmond News

Crashed James Bond car owner loses court fight Alan Campbell ACAMPBELL@RICHMOND-NEWS.COM
The Richmond owner of a crashed $200,000, James Bond-style sports car — who tried to sue a dealership and auto body shop — has been ordered to pay almost double the original cost of her wrecked vehicle. The Richmond News reported in 2017 how resi-
dent Jessica Liu lost control of her silver, 2014 DB9 Century Skyfall Aston Martin and collided with a rock in December 2015, while driving near her home close to Blundell and No. 2 roads.
Liu hasn’t had possession of the collector’s item — which is named after Bond movie Skyfall — since the accident and embarked on a three-year legal wrangle.
The damaged $200,000 Aston Martin. She only had basic insurance and subsequently refused to pay the repair bill — which ranged between
$85,000 and $135,000 — claiming in a lawsuit launched in 2018 that she had been taken advantage of due to her lack of English skills and perception of wealth, and that there was a breach of contract and collusion between the two defendants, Vancouverbased dealership (MCL Motor Cars) and auto shop (Burrard Autostrasse). Liu used — and then dispensed of — four different
law firms before eventually representing herself and asking the court to award her personal “pain and suffering” damages worth $300,000, as well as a brand new Aston Martin.
However, in a decision released last Friday at the BC Supreme Court, Madam Justice Nitya Iyer dismissed Liu’s claim and, instead, ruled in favour of a counterclaim lodged by Burrard Autostrasse which, along
In the ruling, Iyer ordered Liu settle the “unpaid cost of the repairs, which is $85,545.89, plus pre-judgement interest of $4,078.61 on that amount.” She further told Liu to pay indoor storage fees at the rate of $400/day, dating back to May 5, 2017, bringing the grand total owed by Liu to $328,930.50. Iyer also ordered Liu to pay some of Burrard’s legal costs, although it’s not clear how much that amounts to over the years.

Gas blast victim still homeless,14 months on with everything.
Alan Campbell
“They tried to land me with a $1,300 (bill) to fix a shut-off valve, which they claimed wasn’t connected to the explosion. I fought it and it has since been determined that it was connected to the explosion.
ACAMPBELL@RICHMOND-NEWS.COM
“You need to figure out where you’re going to stay. You have no home.” Sara Chung vividly remembers the words of a Richmond firefighter more than a year ago, spoken a few hours after his crew had secured the aftermath of a massive gas explosion at a Steveston condo complex. Chung had dashed from work that afternoon to receive the bad news that her twobedroom condo at the four-storey Nautica North — on No. 2 Road, south of Moncton Street — had been “devastated” by an explosion in the apartment above caused by a gas leak from a fireplace. Around 12 units were affected by the blast, including Chung’s, which suffered mostly from a collapsed ceiling and walls due to severe water damage from above. However, 14 months on from the accident, Chung is still homeless, despite every other displaced Nautica resident being back in their unit.
F
“I check on the unit at least once a week and they had been using my unit to store everyone else’s appliances and other materials. It’s a disgrace.”
Sara Chung, outside her Steveston condo building. Chung’s apartment is still not habitable, 14 months after a fireplace gas explosion in the unit above. Alan Campbell photo “The restoration is taking a ridiculously long time. There just seems to be one problem after another,” said Chung, referring to the restoration company contracted by her strata management firm since February. “They keep on claiming there are other issues and they’re taking their sweet time
A spokesperson for the strata management firm, Wynford, said it wasn’t at liberty to speak on behalf of the Nautica North strata corporation. However, he did acknowledge that there “have been repairs unique to this unit that are resulting in some delays. “To our understanding, there has been communication between the restoration company on the job and or the adjuster to the owner.” Chung, who has been living with her parents and then her boyfriend since the July 2019 incident, laughed at the suggestion of communication between her and the restoration company.
“There is no indication of when I’ll be getting back in. The walls and ceiling are finished, but the kitchen cabinets are still completely ruined,” added Chung. “I drop by regularly to check on the place and collect mail; rarely do I see them working in there. It’s so frustrating.”
The strata’s insurance company is paying for the restoration, while Chung’s private insurance pays her only $50 a day ($350 a week) for living expenses while displaced. “The personal insurance company are on me, demanding that I put pressure on the restoration company,” said Chung. “Meantime, I still have to pay the hydro bill and all the other expenses. There was a $300 hydro bill for February when I wasn’t even living there. I had to pay it. It’s usually $100 a month in a cold winter. “The restoration guys’ fans weren’t even running at the time. I asked if there was a grow-op in there. “I just want to get back into my home.” Search gas for full story online at Richmond-News.com

been significant marsh recession and about 160 hectares of marsh vegetation has died since the 1980s.
An environmental conservation group wants to protect salmon habitat in Sturgeon Bank in west Richmond and asked for Richmond council’s support.
Council voted to support an expression of interest outlining three potential projects, all in the concept stage of design, to help restore the salmon habitat.
KCLARKE@RICHMOND-NEWS.COM
The South Coast Conservation Land Management Program, an umbrella organization for several conservation groups, is hoping to secure funding from senior levels of government for three salmon restoration projects in Sturgeon Bank, a strip of marshlands and mudflats that runs from Garry Point to Terra Nova. Sturgeon Bank plays an important role in Richmond’s flood management — protecting the dike from wind-generated waves — and provides critical habitat for local fish, plants and wildlife, according to a City of Richmond report. It’s also an area that all five species of Pacific salmon utilize at some point in their life cycle. However, mapping data shows there’s
The expression of interest for federal/provincial funding is being submitted by Ducks Unlimited Canada, in partnership with the conservation umbrella group alongside the Lower Fraser Fisheries Alliance and the Raincoast Conservation Foundation. Ducks Unlimited is a private, non-profit organization that works to conserve natural habitats, but it is largely funded by hunters.
at Monday’s council meeting that he was “very, very skeptical” of the project. He said that when the city aquired land at Terra Nova from the Grauer Family about 10 years ago, Ducks Unlimited bulldozed the habitat there, including logs with rotting debris, when they were clearing the marsh.
There’s so much out there, and I don’t think they know what they’re doing. COUN. HAROLD
While Coun. Harold Steves voted in support of the expression of interest, he said
STEVES
“Well, guess what, folks, the logs have moved back in, but it’s going to take another 20 to 30 years for the logs to rot back to recreate the habitat they destroyed, so it was a waste of time,” he said. “And I see the same thing happening here... There’s so much out there, and I don’t think they know what they’re doing.”
Steves first raised his doubts about the project at a council committee meeting last week, where he explained that he has documentation showing that about 10 to 12 kilometres of
mudflats has been eroded since 1978. Steves said Monday that he wants the city to have input in the projects’ modelling work to ensure the work won’t “wash away” over the next 20 to 30 years. One project is a pilot study to introduce sediment from the Fraser River to the southern portion of Sturgeon Bank using a temporary, floating pipeline to transfer river sediment to offshore intertidal areas. The other projects include constructing the North Arm Jetty Breaches — to restore fish passages for juvenile salmonids and improve sediment transport from the South Arm to Sturgeon Bank — and breaching a historical dike in Alaksen National Wildlife Area in Delta to restore ecological connectivity. If the expression of interest is successful, more work would be done to further define the scope of the projects, which would also require environmental permitting and stakeholder engagement. The city’s contribution would be in the form of staff time equivalent to $60,000 over three years.

Smoke sinks Port expansion criticized mountains Maria Rantanen
Alan Campbell ACAMPBELL@RICHMOND-NEWS.COM
You’ve heard of missing persons reports, now you’re reading a report of missing mountains — North Shore mountains, to be exact.
— shows the extent of the wildfire smoke drifting in from Washington and Oregon states and shrouding the Lower Mainland.
Added to that, the remnants of a massive fire at the pier in New Westminster on Sunday is adding a plastic aftertaste to the smoke already visiting from south of the border.
At least that was the impression one could deduce if you’ve been walking along the West Dyke Trail in Richmond over the past few, very smoky days.
In fact, Hamilton elementary was closed on Monday due to the increased smoke from the pier fire.
Three pictures taken at the exact same spot by Steveston resident Kristene Murray over a space of three days — from last Wednesday to Saturday (see front page)
While the smoke is expected to linger on Thursday, according to Environment Canada, it’s forecast to decrease over the weekend with rain setting in.

Richmond city staff is recommending council take a stand against the expansion of port facilities in Tsawwassen. The 450-acre project would add three new berths and allow an additional 2.4 million containers to move through the Roberts Bank Terminal every year, which the port has claimed would meet its projected demand in 2030. The land is a mixture of urban, residential and farming and includes both resident and wintering birds as well as marine mammals in the Strait of Georgia.
An independent review panel published its final report in March and, based on this report, city staff are recommending council express their opposition to senior levels of government. Potential benefits of the project include increased competitiveness for the west coast and more jobs and business opportunities. However, the panel found a long list of impacts on the environment and the human population. Otto Langer, a former Fisheries biologist and spokesperson for Fraser Voices, is urging the Trudeau government to reject the port expansion. “If the Liberal cabinet accepts
the RBT2 environmental assessment report and allows this expansion, is there nothing it will reject?” he said in a letter to the Richmond News. “What shoreline or estuary from here to the open ocean will be safe from the unassailable ‘Gateway to the Pacific’ project?” Langer calls the economic arguments for the project “weak” and adds it will do “irreparable damage to the flora, fauna and micro-organisms who live there.”
He also criticizes the environmental offsets suggested by the port in compensation for the expansion. Search Port expansion for full story online at Richmond-News.com
$7M for more custodians, teachers Maria Rantanen
MRANTANEN@RICHMOND-NEWS.COM
The majority of students in Richmond were back in classrooms this week while the school district struggled to hire 35 new teachers with funds from the federal government. The Richmond School District received more than $7 million in federal funding, from a total of $242 million for B.C., and is hiring 45 additional custodians and 35 additional teachers. “Our challenge right now is actually being able to find teach-
ers to fill all these vacancies and getting them into positions quickly and getting them started,” explained Scott Robinson, superintendent of the Richmond School District.
In addition to custodians and teachers, they will use the funds to support students in Grades 10 to 12 and vulnerable students. Before school started, 35 per cent of elementary students were expected to stay at home to do “transitional” learning whereby they’re connected to their home school but learn at home. But when this was offered to Grade 8 and 9 students, 200 from
each grade throughout the district chose this option, Robinson said. COVID-19 detected in Lower Mainland schools
There have already been COVID-19 cases in Delta, Surrey and Castlegar schools. Health authorities take charge of contact tracing and assessing the risk of exposure when COVID-19 is detected in any public place as well as informing the public if needed. According to the latest data from BC Centre for Disease Control (BCCDC), 34 new COVID-19 cases were detected
in all of Richmond in the previous week, following two weeks of double digit numbers. This brings the total number in Richmond to 191 as of Sept. 10. But B.C.’s top doctor said she doesn’t foresee a situation where the school system would need to close down, as it did in March. “That would mean that we were in dire straits in many other aspects of our community, and that’s what we’re trying to absolutely avoid,” said Dr. Bonnie Henry during a COVID-19 media briefing last week.
ever, where groups of people will need to self-isolate or individual schools will need to close, she said, for example, if there were multiple exposures or transmissions between adults and there wasn’t enough staff left to safely operate. “We’ve seen that happen with influenza outbreaks, we’ve seen that happen in other parts of the world where schools have reopened, where teachers are getting together…where they can transmit the virus between each other,” Henry said.

A non-profit set up to offer immediate help to mothers in crisis is opening its first Vancouver-area hub in Richmond. The Mamas for Mamas Vancouver chapter is hosting a launch party in its parking lot on Horseshoe Way in Ironwood on Saturday, Sept. 26, before opening to the public two days later. The organization — founded in Kelowna in 2014 by a trauma counsellor who identified a gap in aid for women in crisis — is run, as the name suggests, by mothers for mothers and provides front-line poverty relief for low-income families in crisis. As well as emergency and longer-term items such as gift cards, baby food, diapers, kids and adult clothes, Mamas for Mamas has access to counselling and em-

For the first time in its 40-year history, the annual Terry Fox Run on Sunday, Sept. 20 will be a virtual event, with participants attending in spirit alone. However, it’s times like these that the charity needs the support of the public more than ever. “With no actual runs this year, we’re concerned revenue will be down,” said organizer of the Richmond event Howard Jampolsky. “Cancer research must and will continue. So we encourage mem-
bers of the community to make a special effort this year to donate.” Jampolsky said he was obviously disappointed not to be able to host this year’s event, usually held at Garry Point Park, especially on such an auspicious occasion of its 40th anniversary. “The volunteers and participants are like a family, and like so many families, we are unable to see each other in person due to the global pandemic,” added Jampolsky. “We hope and pray for a return to normal life sooner than later, and hope that next year’s event will be a joyous opportunity for

Dance group takes on social media
Each group member has the opportunity to participate in writing lyrics, composing music and choreographing one of their pieces, Ying added.

Fly bébé has been gaining popularity online since the release of its debut song, however, with that popularity has come some attacks.
A phenomenon sweeping across Chinese social media has caught fire in Richmond with the formation of a new all-female dance troupe, Fly bébé.
Coco Tao, team leader of Fly bébé, said comments have ranged from, “I could sing way better than you” to personal attacks with abusive language.
The seven-member dance group, coming out of Richmond’s Flying Dance Studio, is ready to showcase its talents on YouTube, TikTok and other social media platforms.
However, she has coached her team members to simply ignore the verbal abuse and focus on all the love and hope in the world.
The group’s newly released song “For Real” has already attracted thousands of views and comments online, said Ying Ying, the choreographer and producer of the piece, as well as one of the dancers.
Another challenge for team members is simply finding the time to practice. Prior to the pandemic, Tao said each team member spent at least four hours a day practicing in the studio together after school. Throughout the pandemic, they’ve continued to dance ‘’together’’ via Zoom.
The formation of a seven-member, allfemale dance group is the basis of an extremely popular Chinese summer reality show: Sisters Who Make Waves. The show features 30 female celebrities, all over the age of 30, who compete for a spot in a seven-member dance group.

students. We’ve spent countless hours together; I know their personalities pretty well. They are very caring and worship teamwork. These are fundamental prerequisites to be a great member of any dancing crew.
While the Chinese reality show aims to prove that beautiful dancers come in all ages, the average age of the Richmond group is 18. “All team members are my long-term
“If a dancer only cares about herself shining on the stage, even if she has the most impressive dance skills, the group won’t be successful. Group dancing is all about showcasing each member’s uniqueness, personality and artistic talents. It’s not you or me, it’s about us as a team,” said Ying.
Ying said she began forming the group two years ago, selecting dancers and providing intensive training. “Many people expressed their interest in seeing a ‘made in Canada’ girl dancing group over the past 10 years. So I started coming up with the idea two years ago. The whole journey has been tough, but it’s still worthwhile seeing girls being given a chance to perform on the stage.”
Richmond hosts month-long cultural celebration More than 40 events are planned in Richmond for BC Culture Days.
Richmond will join other cities across the province to kick off this year’s month-long cultural event on Sept. 25. BC Culture Days, hosted by the Bridge Society, is one of the province’s largest campaigns to showcase arts, culture and heritage every year.
According to BC Culture Days’ website, the event is held every year to raise awareness, participation and the engagement of Canadians in their communities’ art and cultural life.
This year’s theme will look at “unexpected intersections” that highlight “unlikely pairings and unique mashups” of art and culture. At least 40 events will take
place in Richmond during the month including a livestream comic book demonstration, inperson Islamic calligraphy workshop, a self-guided cycling art tour, an art unveiling event and more.

N95 masks could be made in Richmond jumped into the mask-making industry.
Nono Shen
The idea of launching the first-ever N95 mask production line on Canada’s west coast was triggered by a string of bad news in April, said Zhang.
NSHEN@RICHMOND-NEWS.COM
Fifty million N95 face masks could be made every year at a Richmond manufacturing company.
U.S President Donald Trump unveiled a new order in April halting respirator mask exports amid a dispute with 3M. Meanwhile, millions of face masks from other foreign countries failed to meet Canadian quality standards and couldn’t be used by frontline workers.
This is thanks to a collaboration between Maple Leaf Laboratories and Layfield Group, a Richmond-based manufacturing, distribution and installation company. “Our number one priority is to protect the health and safety of Canadians, especially health-care and other frontline workers who have been working tirelessly to serve the whole community,” said Guoren Zhang, CEO of Maple Leaf Laboratories, a Canadian research and development and manufacturer based in Vancouver. Zhang, who is also an instructor at Kwantlen Polytechnic University’s School of Business, told the Richmond News only two Canadian companies, Quebec-based Medicom and manufac-

“I was determined that Canada should have its own protective equipment production line, so we don’t have to rely heavily on overseas factories,” said Zhang. Zhang launched the project, but he needed more resources and assistance. After sharing his vision with Matt Pitcairn, president and CEO of Richmond Chamber of Commerce, he was connected with Mark Rose, CEO of Layfield Group. Since then, the two companies have
been working around the clock to devise a plan to produce N95 masks for Canadians, said Zhang, adding that they have imported mask production machines and materials from Asia. While everything seems to be going smoothly now, they faced several challenges along the way, such as a shortage of melt-blown fabric (polypropylene), material needed to keep bacteria from getting in contact with the face, explained Rose. Regardless of the challenges, Zhang and Rose are delighted to see Western Canada will have its own N95 mask manufacturing line. “We can protect people. It’s a business, but it’s more about social responsibility as a Canadian entrepreneur,” said Zhang. “As a reputable Canadian company, working with university professors and investors … adds a lot of credibility to the manufacturing requirements,” said Rose.
Banquet hall feels ‘targeted’ by closure order “Why would they tag us in the same group as nightclubs?”
Valerie Leung
VLEUNG@RICHMOND-NEWS.COM
Richmond Riverside Halls and other banquet halls in the Lower Mainland are feeling “targeted” and are pushing for government relief after Provincial Health Officer Dr. Bonnie Henry announced the closures of nightclubs and banquet halls last week. Riverside Banquet Halls, which owns four banquet halls in Richmond and one in Surrey, have been forced to close its doors after 27 years of business and its operations manager Michael Ghirra is more than frustrated with the situation. Ghirra said he and other banquet hall owners were “shocked” and felt “completely targeted” after hearing Henry’s announcement.
Riverside Banquet Halls is one of many banquet halls in B.C. that have been ordered to close indefinitely due to COVID-19. Photo submitted “We have nothing to do with nightclubs, and as banquet halls we’re under the food premises, like restaurants,” said Ghirra.

form of relief or restitutions for our businesses because we can’t afford property taxes and other payments with no revenue.
He told the Richmond News that Riverside Banquet Halls is part of the BC Banquet Hall Association that manages about 18 halls throughout the Lower Mainland and many owners don’t know what to do.
“We have over 90 employees in Richmond — some students and seniors who work part-time — that we have to let go now as well.”
A week prior to the announcement, Riverside Banquet Halls reached out to the local NDP government to ask for help and direction during COVID-19, according to Ghirra.
Pre-pandemic, Riverside Halls hosted about 25 events per month at their Richmond locations, but the number has dropped significantly to two events per months since COVID-19 hit.
“The NDP said they would talk to Dr. Bonnie Henry and find a way to make things work for us, but a week after they are telling us to close indefinitely so you can imagine that banquet hall owners and managers are frustrated,” said Ghirra.
“This will cause a domino effect in the community,” said Ghirra, adding that Riverside Banquet Halls often host events for the Richmond Sunrise Rotary as well as annual winter formals for local high schools.

Curfew may ‘sting’ pubs Valerie Leung
VLEUNG@RICHMOND-NEWS.COM
The province’s new curfew for pubs and alcohol service is just one more challenge in what’s already been a tough situation, according to a number of Richmond pub owners. Last week, Provincial Health Officer Dr. Bonnie Henry ordered all bars, pubs and restaurants to stop serving alcohol by 10 p.m. and close by 11 p.m., unless a full meal service was being served. B.C.’s nightclubs and banquet halls were also ordered to close indefinitely. Grant Bryan, owner and manager of O’Hare’s Pub in Richmond, called Henry’s curfew decision a “broad
rule change” and wished the government would “tackle the individual establishments that were not doing a good job” instead of going after the whole industry.
“This is going to have a real negative impact on the whole industry, which has already seen us reduce shifts and people’s hours,” said Bryan.
Meanwhile, Ryan Moreno, CEO of Joseph Richard Group (JRG) that manages The Buck & Ear Bar & Grill, agreed the hospitality industry is going to “suffer” with the This is going business hour to have a real cuts.

as a restaurant, so to speak … but it’s still unfortunate to not be able to see customers staying late to sit and drink past 10 p.m.,” he added. Glenn Jensen, co-owner of Legends Pub, said while he worries about his employees, they have been one of the luckier pubs. “During July and August, when sports season is the busiest, we had people coming in since we’re a sports bar.” In fact, lately their busiest time has been between 3:30 and 6:30 p.m. on the weekdays, and by 8 p.m. it’s “ghost time,” said Jensen. “We got kind of lucky, we have a nice covered outdoor patio and we’re quite steady during the day, but the 10 p.m. curfew is going to sting especially on the weekends.”
Survey points to hiring spike A survey done with more than 1,200 employers across Canada, found that Richmond-Delta area employers are expecting an increase of staff being hired in the next four months, according to Manpower Group Canada. Results from the ManpowerGroup Employment Outlook Survey showed that 14 per cent of employers in the Richmond-Delta area plan to hire new staff in the coming fourth quarter of the year, which is 16 percentage points higher than the same time last year. However, five per cent of employers anticipate cutting staff, said Richard Plumb, with Manpower Group’s Vancouver office. “Another 77 per cent of employers plan to maintain their current staffing levels in the upcoming quarter, while the remaining four per cent of employers are unsure of their hiring intentions,” said Plumb. According to Darlene Minatel, a manager of Manpower Group Canada, the increased employment outlook is a “real benefit” for job seekers.

Creators and producers in B.C.’s film industry now have access to a new government funding during the pandemic. The Domestic Motion Picture Fund, a $2 million investment by the provincial government, is part of the COVID-19 Action Plan to help with local content creation. The fund will help B.C.’s domestic film industry create new content while helping workers in the industry “get back on set,” according to a statement from B.C. Premier John Horgan. Production companies in B.C. can apply for the funds to help with development and production needs during a project. This includes researching, scriptwriting, securing locations and
renting equipment. The last time B.C.’s domestic motion picture sector received funding to help with the production phase of content creation was in 2003, according to the statement. “We want to see more made-in-B.C. content on our screens,” said Lisa Beare, Minister of Tourism, Arts and Culture. “This fund will create local jobs, support a more resilient motion picture industry and allow local producers to better compete with national and international productions.” Funds from the new program will be administered by Creative BC, a nonprofit society supporting the province’s television, film, music and interactive digital media industries, as part of Real Focus BC — a suite of supports for the domestic production sector.

WONG, Gaylea L. July 27, 2020
Albert Mutsuo Akizuki (Al) passed away peacefully on September 5, 2020, in Richmond, BC, after a short but valiant battle with cancer, surrounded by family. He was born on July 29, 1942, in Lethbridge, Alberta. He spent his early years in Coaldale, where his family was interned on a sugar beet farm during the war. In 1950, the family returned to Steveston, BC. Al graduated from Richmond High School in 1960 and went on to work mainly in IT and the gaming industry. In 1966 he married Pat, and together they raised their three children, Share, Rod, and Michelle. Al was a devoted husband, father, and grandfather. He supported his kids and grandkids in all their endeavours. He especially enjoyed cheering on his grandkids at their softball and soccer games. Al loved being around his family and enjoyed the banter at the weekly family dinners. He lived a full and rich life defined by his love and dedication to his family. He was predeceased by his parents, Sukenobu and Takeyo; sister, Katherine; brothers, Satoru, Sam, Tom, and Jim; sister−in−law, Kinuyo; and nephew, Lindsay. Al will be deeply missed by his wife, Pat; children, Sharel (Michael), Rod (Kuniko), and Michelle (Steve); and his seven beloved granddaughters, Chantal, Amanda, Shae, Paige, Lauryn, Mio, and Kaya. He also leaves behind his brother, Robert (Rosemary); sister, Lillian (Jim); brother−in−law, Hiro; sisters−in−law, Eiko and Jean; nephews and nieces, and many extended relatives and close friends. Special thanks to all of Al’s care providers, especially the staff at the Richmond General Hospital Palliative Care Unit and the Salvation Army Rotary Hospice. In lieu of flowers or koden, the family would greatly appreciate a donation in Al’s memory to a charity of your choice. A Celebration of Life will be held at a later date when it is safe to gather. In the meantime, please raise a glass to Al in honour of a life well−lived.
It is with deep sadness that we announce the sudden passing of Roy at Royal Jubilee Hospital in Victoria. He leaves behind his loving wife, Katherine (Wojcihowicz); his sisters, Colene (Randy) Hancott, and Darlene Fraser; as well as nieces, nephews, and extended family. Roy was predeceased by his brother, Ron; and parents, Roy and Lorna. Roy was born in Ontario and lived there until his mid −twenties, when he could no longer resist the call of the West Coast. Roy met Katherine at a dance on Mayne Island in 1984, and they married in 1991. Early in his working career, Roy learned all aspects of the sign business, and with this knowledge and an entrepreneurial spirit, he established McBrien Sign Services Ltd. − a successful company he operated for over 30 years in Richmond and Chilliwack. After retiring in 2013, Roy and Katherine moved to Campbell River where they enjoyed their favourite pastimes, including boating, fishing, and long drives, as well as the beautiful view from their home. Donations in memory of Roy may be made to Vasculitis Foundation Canada or to a cause of your choice.
Gaylea was born in Holland, Manitoba. She grew up in Dauphin, and after graduating from the University of Winnipeg taught school in Kenora, Ontario. Gaylea retired in 2006 and enjoyed travelling and golf. She will be remembered for her exquisite taste, her love of beauty, colour and design, and her Joie de Vivre. She will be greatly missed by her husband, David; her niece Erin, nephews David and Alan and her many friends. Donations may be made to Ovarian Cancer Canada.

Sudoku puzzles are formatted as a 9x9 grid, broken into nine 3x3 boxes. To solve a Sudoku, the numbers 1 through 9 must fill each row, column and box. Each number can appear only once in each row, column and box. You can figure out the order in which the numbers will appear by using the numeric clues already provided in the boxes.
