Au praises Canada’s No simple solution to stance against CPC ‘crisis’ of two Michaels Dear Editor,

Dear Editor,

The old adage “damned if you do, damned if you don’t” comes to mind when discussing the current “hostage” situation involving China’s Huawei executive Meng Wanzhou and Canada’s Michael Kovrig and Michael Spavor.

I support the Government of Canada’s actions taken on July 3, 2020, in response to the People’s Republic of China’s imposition of The Law of the People’s Republic of China on Safeguarding National Security in the Hong Kong Special Administrative Region, referred to as the National Security Law. The measures taken by the Government of Canada are in line with Canada’s values and the expectations of Canadians. Canada is a country that advocates democracy, freedom, human rights and the rule of law. It has the moral obligation to support Hong Kong people and, especially, Canadians in Hong Kong, when the National Security Law threatens their freedom and human rights. The government of the People’s Republic of China has unilaterally imposed the National Security Law, despite strong opposition from the international community. Indeed, the Hong Kong people were excluded from the process of making the National Security Law, and the definition of the crimes con-

The National Security Law has also weakened the judiciary by giving too much power to The Office for Safeguarding National Security of the Central People’s Government (Articles 52 to 57) and ultimately hurting the “One Country, Two Systems” principle agreed to in the Sino-British Joint Declaration.

Kovrig and Spavor have been detained in China since 2018, and their release is increasingly improbable given Beijing’s ruling to indict them on the alleged crime of espionage, with little evidence to suggest that they are, indeed, culpable. The more likely evidence-based explanation for their detainment is that Beijing is playing politics and engaging in hostage negotiations to get Wanzhou back. defence and national security experts who signed an open letter urging the prime minister to stand firm and not to engage in hostage diplomacy. It is a modern-day case of Homeric proportions, with the Canadian government being caught between Scylla and Charybdis.

Many Canadians concur with the prime minister, that it would be disastrous to engage in hostage diplomacy with China, arguing that the best response is to levy sanctions against the Communist Party of China officials using the Sergei Magnitsky Law. Undoubtedly, it is an arduous decision with both sides expressing valid points and, ultimately, everyone empathizes with the two Michaels and their families. It appears that Canada is experiencing a moral crisis of what to do, and a simple solution does not seem likely. What is required to fix this issue is a hard and earnest look at Canada’s relationship with China. Increasing globalization and trade relationships with China

have not brought the democratic reforms our politicians and business leaders had hoped. It is exceedingly unlikely China will miraculously abide by international law concerning human rights while under an autocratic, totalitarian regime.

One thing seems abundantly clear — many Canadian politicians have been reticent to criticize China. The pursuit of trade agreements and corporate profits supersede truth, justice and human rights. And now, it has come back to bite us squarely in the backside. Perhaps it is time for the Canadian government to admit that reforms are not happening in China despite the signing of a free trade agreement and to look for trade partners elsewhere. The opportunities for new trade partners are limitless; we just have to be willing to admit that China is not going to change and work through some growing pains for a better, safer and more just future.

LNG expansion reckless Reader calls out Dear Editor,

Dear Editor,

I am writing about the public consultation around the Tilbury Phase 2 LNG Expansion project on the Fraser River that few people know about. I live on an island (Lulu Island) surrounded by the Fraser River, downstream from the proposed Tilbury Expansion project and stand to lose everything in the case of a disaster. There are no guarantees that one won’t happen as we live in a high-risk area to earthquakes, tsunamis, liquefaction and flooding and going forward with this project is nothing short of irresponsible and downright dangerous. Expanding an LNG plant where there is already significant marine traffic, fragile marine species and located very near the third busiest international airport in Canada and a densely populated community is extremely risky. There are Indigenous people that have depended on the salmon runs for thousands of years and local fishing communities that are at risk. The whole process from extraction, transporting, processing, shipping and ultimately using this greenhouse gas has no climate benefits and ultimately lines the pockets of only a few, leaving the rest of us to deal with the costs as taxpayers for building infrastructure, of environmental devastation and, in the end, for the cleanup of an industry that should be replaced by clean energy projects like wind and solar power. The risks of this project far outweigh any potential benefits. Under no circumstance should this project be able to pass an environmental assessment.

Re: “LNG expansion defended,” Letters, July 2. I must commend the FortisBC staff person who wrote to defend an expansion of the Tilbury LNG plant. His defence highlights the supposed “green”-ness of liquefied natural gas (LNG) while ignoring how LNG is actually procured through fracking. Fracking is the “process of injecting water at high pressure into subterranean rocks, boreholes, etc. so as to force open existing fissures and extract gas.” Using tons and tons of clean water to bring gas to market? How is this green? The Tilbury expansion project is unsafe and unhealthy for the people living nearby as well as the salmon and other living things in the Fraser River. There is enough traffic on the Fraser without adding huge LNG tankers that

would have to turn around in a congested space. And it would be right across the river from the jet fuel storage facility. The potential for a devastating fireball explosion in the river and kilometres beyond (Silvercity and where I live in the ALR) is too horrible to contemplate.

If that is not enough, there is actually no good economic case for LNG. There is a glut on the worldwide market and it costs more to produce it than it can be sold for. And the Tilbury expansion would produce more pollution than B.C. could mitigate in order to reach its climate change targets. This is the worst fossil fuel project ever. It does not succeed on safety, health, economic and environmental fronts. Tilbury and B.C. should be gearing down from fossil fuel, not increasing its use.

for CERB help Dear Editor,

I’m a totally blind and partially deaf martial arts instructor in Richmond. On June 11, I attempted to apply for Canada Emergency Response Benefit (CERB) and was told that I needed to wait to be validated and that it would take roughly five days to hear back from an agent. A week later, I called again, and was told that they were working on the calls from June 10 and should get to me that day or next day at the latest. Another week went by, still nothing and I called them again and this time was told that I should’ve heard back from them long ago and it’s strange that I didn’t. The agent then said she sent an email through to get them to call me “later today.” When days went by and no phone call was received, I once again called them on June 30, and this time the agent told me they’re working on calls from the week of June 8 and the previous agent was in error, I was told again to expect a call back that day. I called them again today, July 2, and now I’m being told that they have no clue as to when I’ll get a call back. Being a disabled person and with the current fear and social distancing, I can’t just walk into the food bank or soup kitchen like anyone else if food runs out — and it is getting a bit close for comfort. I decided to write in, in the hope that some help can be had.

A new nine-floor acute care tower at Richmond Hospital will be larger than envisioned two years ago, with several hundred million dollars added to the original budget, Premier John Horgan announced last week. It will include a “right-sized” emergency department — which sees about 60,000 patients a year — a pharmacy and expanded pediatric and mental-health services, Horgan explained at a press conference July 2. However, when asked by the Richmond News, Minister of Health Adrian Dix wouldn’t divulge the total cost of the new hospital tower, saying that will be announced in September.

Johal said. “So the announcements government makes for infrastructure, for hospitals, for schools, roads and bridges, it’s going to be a challenge to finance all of them and especially to stay on the timeline they’re hoping to stay on. “I’m happy this (hospital) announcement was made, but I think it’s important the community remain vigilant and make sure that government stays true to its commitment and timetable,” he added. Thursday’s announcement also provided more details about the new tower being planned with double the space in the emergency department — which will include a larger intensive care unit, a medical imaging department and a pharmacy. There will also be a new in-patient psychiatric emergency unit.

This was a concern for BC Liberal RichmondQueensborough MLA Jas Johal who said the Richmond community needs to be “vigilant” in holding the government accountable to its hospital commitment, adding that if the hospital cost is not listed in the government’s budget, Thursday’s announcement “was just a press release.”

Nelson Kwan, chair of the foundation board, pointed out the need for a new hospital has been on the foundation’s radar for more than a decade as Richmond has been growing and its population aging. Furthermore, the hospital serves the airport, Ladner,

Delta and south Vancouver, he added. “The need is going to get more and more dire,” Kwan said. The Richmond Hospital Foundation has raised 88 per cent of its goal of $50 million for the new tower. Currently the hospital tower has 108 beds — this will eventually be demolished and the new one will have 220 beds in single-occupancy rooms. The newer section of the hospital will be kept and there will be a connecting corridor between it and the new south tower.

One Richmond MLA is boycotting Facebook in July to protest how the social media giant handles misinformation and hate speech, but he has also paid for advertising in the conservative Christian Light Magazine. Richmond-Queensborough MLA Jas Johal’s constituency office expenses show an invoice for $1,428 from Light Christian Media that publishes the magazine, dated November 2019. Johal explained it was for an ad to wish the Christian community merry Christmas, but he wasn’t aware of the contents of the magazine. Furthermore, the ad was split among more than a dozen MLAs and his portion was about $100, he added. Johal pointed out he advertises in many publications and to different ethnic and cultural groups. The bill was part of the 2019 fourth quarter constituency office expense reports. There are receipts for other publications including the Richmond News, Sing Tao and the Jewish Independent.

On average, Johal said his office spends $500 to $600 per month on Facebook ads to reach both English and Chinese speaking audiences.

The magazine is known as a fundamentalist Christian publication and its articles include a piece by Laura-Lynne Tyler Thompson who writes against Sexual Orientation and Gender Identity (SOGI) policies and another questioning how a bill against conversion therapy will affect pastoring (at lightmagazine.ca).

As a former journalist who worked in the industry for 23 years, Johal said he supports free speech, but more needs to be done when a platform is “used to promote racism, antisemitism and violence.”

Johal said homophobic views are against his values and he shows this by, for example, attending pride parades in Vancouver and Victoria.

He won’t be posting on Twitter or Instagram either during the month of July. “We need to clean up our digital and social media ecosystem, and it can’t happen until we all do our part,” he added.

“They (the magazine) don’t reflect my values, they don’t reflect the (BC Liberal) leader’s values, they don’t reflect the party’s values,” he said. In fact, he added, he has taken a stand as an MLA against hate by joining the #StopHateForProfit campaign, boycotting Facebook for the month of July. Johal said the social media platform, that generated $69 billion in 2019, has not done enough to “combat racist, false and dangerous content” nor has it been effective in getting white supremacists off its platform. “Today I join like-minded individuals, organizations, and businesses in asking Facebook and all major social media sites to strengthen their content moderation poli-

Close contact nets $125 fine

A game of basketball has netted the organizer the first ticket in Richmond for breaking physical distancing rules. A fine of $125 to $175 — depending on when it’s paid — was given to a man at an organized game of basketball at a city community recreation centre.

Community ambassadors gave repeated reminders to the man to stop playing, but these were ignored and a bylaw officer was brought in to issue the ticket. Playing an organized game of basketball was against parks COVID19-related policies and guidelines. While city spokesperson Clay Adams said Richmond is committed to enforcing rules and guidelines, that isn’t the first approach. “Our approach is always try to educate and inform through discussion rather than fines,” Adams explained. “The issuing of a ticket is truly a last resort.” The city implemented the Community Ambassador program a few weeks ago to remind people to stay physically distanced. The ticket was given out just before Canada Day, when city staff were reminding Richmondites to stay physically distanced and not gather in large groups in public areas. “Community ambassadors will, again, be active and visible across Richmond to remind people to have fun, enjoy the community, but to be safe and respectful while doing so,” Adams said. — Maria Rantanen/Richmond News

Two bottles of rare whiskey worth thousands of dollars were “brazenly” stolen from a Richmond liquor store last month. Just after 7.30 p.m. on June 27, a man allegedly walked into the Brighouse B.C. Liquor Store — at No. 3 and Ackroyd roads — smashed a locked glass case and stole two bottles of Dalmore Constellation whiskey, a spokesperson for Richmond RCMP told the Richmond News. “For somebody to just walk right in the store when it’s open, to smash the case, take two bottles and walk straight back out again is pretty brazen,” said the spokesperson. One of the stolen bottles of the single malt whiskey was a 1966 vintage and the second one is a 1969 vintage. The combined value of the two

After a quiet, rainy Canada Day when some streets in Steveston had reduced access for cars — a move endorsed by council — council asked city staff to continue monitoring the situation, rather than reduce traffic again. However, Greene and Coun. Bill McNulty both reiterated the dangers of allowing people to gather in groups in the popular neighbourhood that becomes especially busy on sunny days. Greene reported seeing a dozen people congregated waiting for pizza and others walking around in close proximity, despite warnings from provincial health officials to stay at least six feet apart because of the pandemic. While he said Richmond wants tourists “in a normal time,” now it’s too much, for example, during prawn sales, he saw people standing “shoulder to shoulder.” “When people get to Steveston, they forget there’s a pandemic,” McNulty said. Richmond city council is taking a stand against the expansion of the Tilbury liquefied natural gas (LNG) plant — located across the Fraser River in Delta. They voted 8-1 to send a clear message to senior levels of government that the expansion by FortisBC isn’t welcome in their backyard, citing risks to the Fraser River, wildlife and air — a list of concerns were compiled by Richmond city staff. At Monday’s committee meeting, only Coun. Alexa Loo opposed the endorsement of staff’s report — to be forwarded to provincial and federal environmental assessment agencies — and a motion to state council opposed the expansion. Referring to an LNG plant in Boston where, when a vessel goes in and out of the plant, the bridges are closed and police and the army guard the roads, Coun. Harold Steves, asked staff to add concerns around breaches at the Tilbury plant. “That’s why in the United States they don’t recommend having LNG anywhere near

where people are living,” he said. “Their concern is terrorists or crackpots that might try to drop a bomb or put a bomb under the hull or drop one off the bridge,” Steves said. Coun. Kelly Greene noted the project is double the size of Woodfibre LNG in Squamish, and that the Society of International Gas Tanker and Terminal Operators recommends a 3,500-metre hazard zone around the shipping route and terminal. “This is the wrong project for here,” she said. Coun. Carol Day also suggested a meeting between council and federal and provincial environment ministers to explain council’s opposition.

The public can comment on the project until midnight July 16 at iaac-aeic.gc.ca. These comments will go both to federal and B.C. environmental ministries.

This project does not align with local, provincial (or) national strategies to reduce green house gas emissions.

Richmond. LNG is natural gas — largely methane — that is compressed by reducing its temperature to -162 degrees Celsius so that it can be stored and transported in a liquid form.

The upgrade to the LNG plant is planned to begin within two years and it will include a new storage tank and marine jetty. FortisBC is also pursuing an environmental assessment to access offshore markets by 2028.

LNG is stored in sealed double-walled containers that prevent oxygen from entering and igniting the fuel, Finke said, adding any leak of LNG would just turn into a vapour that would dissipate into the air, he added.

The report also raises concerns about the proposed volumes of LNG — this expansion would allow for a capacity of 163,000 cubic metres of LNG, an increase of more than 50 per cent from its current capacity.

Finke said LNG is one of the cleanest-burning fossil fuels, with 21 per cent fewer greenhouse gas emissions than other marine fuels currently being used.

Even with an average reduction of $7,700 in taxes as relief because of COVID-19, commercial properties still pay almost 43 per cent of all taxes in the city, despite totalling just 9.25 per cent of all properties. And the top 100 commercial properties pay half of all commercial taxes to the city, $51 million out of the almost $100 million. On top of that, the municipality collects about 50 per cent more in taxes and levies on behalf of other agencies, like Metro Vancouver and TransLink. A memo to Richmond council on the revised tax roll for 2020 — outlining the top 100 businesses and what they pay in taxes — showed commercial properties in total, of which there were 7,878, contributed almost $100 million in municipal taxes, and paid about $150 million when other municipally collected taxes were added. The provincial government reduced school taxes for commercial properties to provide relief during the COVID-19 pandemic and the ensuing economic slowdown, resulting in a tax reduction of about 25 per cent. The top commercial taxpayer in Richmond is the airport, paying about $6.3 million to the city. The second highest was the Port Authority, whose tax bill to the city is $4.9 million. The third is Richmond Centre at $2.4 million and the fourth, Lansdowne at about $1.9 million. Coun. Michael Wolfe pointed out the city has a strategy to encourage a resilient economy and diversification of the economic base, but, he added, the list of 100 top commercial properties is a “big long list of a bunch of numbered companies.” “It doesn’t tell us much about the diversity of our businesses,” he said. Of the top 100 commercial properties listed, 16 are either numbered companies or holding companies, including the Richmond Centre property.

Chants of “Justice for Mona Wang” filled Richmond city centre Saturday afternoon as dozens of residents took to the streets in support of a B.C. nursing student and to protest police brutality. “It’s time for a change, and what happened to Mona Wang shouldn’t happen again,” said Yoshier Hu, who attended the rally. A surveillance video released late last month shows RCMP officer Lacey Browning in Kelowna dragging Mona Wang — a nursing student at UBC Okanagan — down a hallway and stepping on her head, during a wellness check at her apartment in January. Hu said she felt “heartbroken” watching that footage. “The pain and trauma Mona experienced impacts the whole community. We hope to see the police paired with health professionals or social workers during future mental wellness checks,” said Hu. “It’s time for the police to be under

the supervision of a locally elected board and police officers should wear bodycams...When the police function without accountability, transparency and respect, the most vulnerable suffer,” reads a media release handed out at the rally. The rally began at 1 p.m. at Brighouse Park, and protesters marched down No. 3 Road before heading back to Richmond Public Library’s Brighouse Branch. Richmond city Coun. Chak Au — who was at the rally and held a sign reading “support the victims, amend the mental health act” — said wellness calls should be left to healthcare professionals. “The police aren’t the most ideal or appropriate people to handle mental health crises, we should leave these to our health professionals,” he said. Au said British Columbians should urge the provincial government to amend its Mental Health Act, which requires police to conduct wellness checks. “In terms of this tragic incident, it’s not just hurting the local Asian community, it actually hurts all vulnerable individuals,” said Au.

During a news conference about the incident June 2, chief supt. Brad Haugli of B.C. RCMP’s southeast district, said the current policy around wellness checks needs to change. “My vision would be that there would be a nurse accompanying every police officer to every mental health call,” he said. Haugli has also apologized to Wang. “When I first saw the video, [I was] deeply concerned. I’m very sorry to Ms. Wang for what occurred. The parents of Mona Wang, a UBC Okanagan nursing student who was seen in a video being dragged and stepped on by a police officer during a wellness check, shared an open letter on social media recently demanding that the officer “pay the price for her excessive use of violence.” “We felt extremely shocked, sad and angry following the incident. What we were looking for was help from the police, instead of further harm and humiliation. Mental illness is like any other medical illness, which shouldn’t be treated with discrimination and abuse,” read a Chinese statement provided by Wang’s mother Li Yan and her husband, and posted on WeChat. “Mona is now lawyered up and has launched a civil suit against officer Lacey Browning, which will require (the Kelowna RCMP officer) to be responsible for her actions and pay the price for abusive use of violence,” the letter continues. In a video that surfaced on June 23, it appears Wang, 20, was dragged down the hallway of her residence and stepped on the head by Browning during a wellness check. As a result, protests were held last weekend in Richmond. Another protest is being planned for Richmond and across B.C. this Saturday to support Wang and call for an end to police brutality. The statement issued by Wang’s parents explained their family lives in Vancouver. They immigrated to Canada as skilled workers in 2005 when Wang was only five years old. Wang’s parents said since immigrating they have been working hard, paying taxes, obeying Canadian laws and raising kids, one of which is Wang, whom they describe in their letter as a “very gentle and kind child.” She was accepted into UBC’s School of Nursing due to her excellent grades, the letter adds. “Unfortunately, Mona had a panic attack in January this year due to academic pressure, so she took too much Tylenol and Melatonin to commit suicide. Her boyfriend grew concerned and called emergency asking for someone to check on her when she stopped responding to his texts. Officer Lacey Browning arrived on the scene alone,” reads the letter. Wang’s parents allege that Browning used excessive force, stepping on her arms with her boots, kicking her stomach and leaving her with bruises all over her body and bleeding eyes. “Mona has suffered tremendous trauma and pain both physically and mentally, she had to stay in the hospital for three days,” said the letter. Li Yan will appear at a “Justice for Mona Wang” rally on July 11 in Vancouver. Rallies will also be held in Richmond, Kelowna and Surrey that same day. Meanwhile, Browning has been placed on administrative leave and is facing a code of conduct investigation.

KCLARKE@RICHMOND-NEWS.COM Posting a sticky note in support of Hong Kong protestors on the Lennon Wall that was erected at the Aberdeen Canada Line Station last year could be enough to get you imprisoned in China, now that China’s new Hong Kong national security law has come into effect, according to Richmond-based activist Bill Chu. “It should be no surprise that (China is) using broad and unclear terms like ‘undermining’ as in (Article 22),” said Chu. “The intent (of the law) is to cast a big net so as to incriminate or threaten to incriminate not just international students, but anyone in Richmond and beyond.” Chu is a member of, and spokesperson for, the Group of Concerned Chinese-Canadians, who issued a joint statement earlier this week in response to China passing its new national security law in Hong Kong. “While the world is so busy fighting COVID-19, (China) secretly and quietly introduced this law, that infringes on human rights, not just local Hong Kong people, but people like yourself and me, and that’s totally unacceptable,” said Chu. Night market vendor still fighting for refund

People from around Richmond and the Lower Mainland held a rally in Steveston Saturday to call on Ottawa to grant greater rights and protections to foreign farm and other temporary workers. The protest — held outside StevestonRichmond East MP Kenny Chiu’s office — was organized by Richmond resident Karina Reid and was one of a series of rallies held across the country under the auspices of the Migrant Rights Network. Other rallies were held in Toronto and Montreal. The group — made up of people from Richmond, New Westminster, Coquitlam and Burnaby — each shared their thoughts on why they attended the rally. For example, said Reid, migrant workers come to Canada to do jobs that Canadians “don’t want to do,” and then

Chiu was not at the protest, she said, adding that she received an email from his office saying he is currently in Ottawa, and that the MP will bring the issue up at the next immigration committee meeting.

Vendors have been given three options: put the money towards reserving a spot for next year; pay a $3,500 administration fee to get their money back; or pay $5,000 for next year’s deposit and $1,000 administration fee.

The group, maintaining social distancing, marched up and down the block chanting “Status for all, equal rights for all,” and some protesters decorated their vans for the rally.

“All these choices are given in their favour. We only want to participate in this year’s event, and we signed the contract for this year. If you aren’t providing service for this year, it’s reasonable to ask to get the money back,” said Loh.

Reid said she is glad to see that protests have been organized locally in Richmond recently.

Cheung said that his team tried to reach out to Loh’s family many times to give them a partial refund for May and June, but they declined and requested a full refund.

“I feel proud that Richmond is not waiting for Vancouver to host a protest, that we are coming together as a community and basically saying, we are a great community, and let’s stand up for rights here in our own city.”

“According to the contract (we signed), if anything unpredictable caused the night market (to be) cancelled or postponed, the management isn’t responsible for giving a refund to these vendors,” said Cheung.

While issues surrounding migrant workers are long-standing, they’ve been highlighted by COVID-19, which Reid said is the “silver lining” of the pandemic. “The silver lining of the COVID crisis is that it is highlighting the discrimination that we have in our country, and that we must do better and we can’t go back to where we were before…we should not be creating such horrible human rights violations.” Reid said it’s important to highlight Richmond as an agricultural community, which also benefits from migrant workers, adding that Chiu’s office was chosen for the rally as he is a member of the parliamentary Standing Commit-

“All lives matter” may sound nice, but shows ignorance to the Black Lives Matter (BLM) movement, says Steveston resident Ayako Gallagher. Gallagher and her husband spotted the slogan written by someone — perhaps a child — in eight-feet-wide, two-metre-high letters in chalk across the road at the Porteau Cove campground, where they were camping in June along with their young son. The slogan, said Gallagher, is “inappropriate and offensive to BIPOC (Black, Indigenous and people of colour),” given the current social and political climate — with mass anti-racism protests across the U.S. and around the globe, including in Canada. “It does sound nice, I think, to someone ignorant to the Black Lives Matter movement right now, and I understand how kids could be listening to their parents saying, ‘no, children, all lives matter,’” said Gallagher. “But this statement falls along the spectrum of racism and is inappropriate to be saying right now, and for anyone to be writing or saying in public places, especially in a B.C. park.”

Gallagher and her husband, Paddy, debated erasing the slogan themselves but decided it would be best to raise the issue with a member of the park’s staff. But the conversation with the park worker took Gallagher aback, as the worker responded to her concerns with, “So, are you telling me all lives don’t matter?” and rolled her eyes as she said “I’ll get someone to erase the ‘all’, I guess.” Supporters of Black Lives Matter have stressed that the slogan isn’t meant to suggest other lives don’t matter. Rather, it highlights a “specific problem that is happening in the African-American community, that is not happening in other communities,” as former President Barack Obama said. Gallagher said she tried to explain to the worker why the phrase was offensive. “It was her response that sparked my concern and the reason why I went to the Ministry…I was so astounded that this woman would take such a stand and a bias against being asked to take down the ‘all lives matter’ sign.” Ministry apologizes In a June 30 response to Gallagher’s emailed complaint, a representative of the Ministry of Environment and Climate Change — which oversees BC Parks — apologized

They were unable to rescue him — before pulling themselves to safety,” said Cpl. Ian Henderson with the Richmond RCMP. An “extensive search was conducted” by the Coast Guard and the Royal Canadian Marine Search and Rescue, who searched the waters, while Richmond Fire-Rescue and BC Emergency Health Services searched the shoreline before it was called off at 1 a.m. due to darkness.

Maria Rantanen photo unpredictable due to fresh water mixing with sea water, in an estuary that runs up to near Coquitlam, said Harnden. “So there are undertows in between those different portions of water, as well as eddies, and back flows depending on where you are in the river, and that’s what makes it so unpredictable.” While a low tide allows water from the river to flow out more quickly into the sea, when the tide comes in, it can push on the outflow of water from the Fraser River, creating a tideline. That process often creates standing waves, sometimes up to two- or

three feet tall, in the river. “If you can imagine the force of the ocean pushing on the force of the river, that creates even more of a dangerous situation,” Harnden said. People can also suffer from cold water shock, said Harnden, which can cause them to gasp for air. It can happen in a “split second.” While Wilkinson wasn’t able to provide any data on the number of drowning accidents that have occurred in the Fraser River around Richmond, he did say that drownings happen each year in the city.

Two Richmond sisters had no shortage of luck when they received a grant to help support the unsung heroes at Richmond’s healthcare facilities during COVID-19. Chloe and Brooklyn Sequeira were more than elated when they found out they were the recipients of Richmond Cares Richmond Gives’ Responsive Neighbourhood Small Grant, which was used to create care packages for Richmond’s unsung heroes.

Meals for those in need Five hundred meals are going out to Richmond families in need during the COVID-19 crisis, coordinated and prepared by the Richmond Food Security Society (RFSS).

With a Local Love Food Hub grant from the United Way, RFSS worked with Richmond agencies and the school district to identify families struggling to make ends meet. The meals are being prepared at the Terra Nova Red Barn and the East Richmond Community Hall, both city facilities, and delivered to families across the city. RFSS started preparing the meals and delivering in the beginning of May as faith-based organizations were no longer able to provide community meals because

of COVID-19-related restrictions, Lai explained. “As a society, we’ve picked up the need,” he added, and RFSS will continue to provide the meals as long as funding is in place.

Food is sourced from suppliers and wholesalers, the Richmond Food Bank and three elementary school gardens. RFSS has four staff members preparing the meals, but Richmond restaurant Bon Mi Tres Bon has stepped up to donate meals as well, Lai explained. B.C. recognizes heritage restoration the turn of the century era when it was built.

The restoration of the Edwardian Cottage in Terra Nova was recognized provincially for its design. The cottage — a heritage building on Richmond’s Terra Nova riverfront dating to about 1920 — received the Facility Excellence Award for projects less than $1 million from BC Recreation and Parks Association (BCRPA). Originally built as a residence supporting the BC Packers cannery, the single storey wood-frame structure is considered historically significant as a surviving remnant of

New tech helps fight fires at night Kirsten Clarke KCLARKE@RICHMOND-NEWS.COM A small pair of binocular-style goggles, fitted to the helmet of a helicopter pilot, is paving the way for future nighttime fire attack missions in B.C. Richmond-based Talon Helicopters has the only Transport Canada-approved night vision goggle (NVG), night fire attack helicopter — known as the Airbus AS365 N2 Dauphin — in the country. “We do a lot of rescue work (as well as) firefighting, but we couldn’t do that once civil twilight ended — so half an hour after sunset,” said Peter Murray, president of Talon. “So this (NVG) allows us to now fly during those periods.” The company received the Transport Canada certification March 30. But in order for the NVG to be approved, the cockpit and cabin of the nine-passenger aircraft had to be refitted, said Murray. Every single gauge, switch and instrument that’s backlit — such as the screen, radio and GPS — had to be NVG-compatible, fitted with a green glass filter so no light source inside the aircraft would interfere with the

NVG or blind the pilots, said Murray, ensuring they have a clear view of what’s outside the cockpit.

Murray said the company is right at the “leading edge,” given the technology — originally developed for the military — is new to a commercial setting in Canada, but the benefits are clear. For example, while a single source of ignition could light one tree on fire at 11 p.m., “by the time firefighters get to it after six to eight hours, well, now you’ve got a two-hectare, three-hectare fire,” Murray explained. But if the helicopter — which can travel up to 260 km/hour with its 901-litre water tank — is on standby, it could arrive at the scene fast, which Murray called a “golden hour.” “Wouldn’t you rather put 20,000 litres of water all around (a tree on fire) to reduce the spread, so that in the morning, there’s a smaller area to extinguish.” The technology can also be applied locally, such as in late-night structure fires, he said. Talon is looking into collecting data on dayand nighttime fire attack operations to evaluate the cost of fighting fires at night versus the cost of losing resources like structures or trees. The goggles, which are white phosphorus, amplify and magnify light by about 50,000

times, meaning that the human eye “can see outside like it’s daylight,” illuminating the world below like a “black and white movie,” said Murray.

The certification process took about two years, from January 2018. All of Talon’s pilots have received NVG training.

Talon is also planning to use NVG to assist with search-and-rescue missions, once the technology is approved by B.C.

The built-in safety features of the Dauphin likely also helped Talon receive its Transport Canada certification, said Murray, for example, terrain awareness and an active traffic system, which warns the pilot of other aircraft around the helicopter to prevent collisions. But while the aircraft is ready to go and is Transport Canada approved, Murray added, Talon is waiting on separate certification from the province.

For example, said Murray, the company works with North Shore Rescue during the day to move volunteers into or out of Haines Valley — typically a three- or four-hour hike — where there’s a helipad. “What we would like to be able to do is move, at night, the volunteers to that helipad...(So) they’re fresh at that four-hour mark instead of getting there (after hiking) at two in the morning.”

After graduating from Richmond High School she worked at Richmond City Hall, a time she often spoke fondly of. Betty married her husband of 64 years on St. Patrick’s Day then dedicated her time to family. She enjoyed volunteering, her grandsons, gardening, cooking/baking, travel/cruising, mini golf, playing cards with friends and lunching with her high school chums. She passed away on Father’s Day.
