When it comes to snow, I figure I’ve got some credibility. I was born in Winnipeg, grew up in Calgary and lived for 10 years in Ottawa. Okay, it’s not the far north, but it can still get darn cold — and very white.

In other words, I know my snow: powder snow, crud snow, dry snow, wet snow, dirty snow. But last week, I heard a new one, “conversational snow.”

No kidding.

And, as the name implies, it’s the kind of snow that does nothing more than provide fodder for conversations.

How quintessentially Vancouver.

While the rest of Canada is subjected to a brutal polar vortex that saw temperatures plummet to -50C with the wind chill, accompanied by massive dumps, the Lower Mainland is experiencing a weather phenomenon that simply gives us something to talk about.

And, talk we did: “Will it snow?” “Won’t it snow?”

“How much will it snow?”

“Will they plow?” “Should they plow?” “Will buses run?”

Anyway, I have to hand it to those folks at the weather office for coming up with such a perfectly apt description.

Speaking of those folks, it was nice to see them honoured on Tuesday with National Weatherperson’s Day. Yeah, I thought you might have missed it. I would have too if I didn’t live with a weather geek who spends hours recording daily weather stats in a big black book and has a weather calendar pinned to the wall. It was on the calendar that I noticed the otherwise overlooked day of honour. Feb. 5 was chosen for National Weatherperson’s Day because it’s the birthday of John Jeffries, one of America’s first weather observers born Feb. 5, 1744.

According to Wikipedia, Jeffries started taking daily weather measurements in 1774. (There you go, Honey, you might get your day yet.) In 1784, he took the first balloon flight over London, England to gather data for his study of air at high altitudes. (Okay, maybe not.)

We’ve come rather a long way in 200-plus years, with satellites, space cameras and elaborate computer systems to track every type of atmospheric phenomenon. We’ve also come a long way from when weather persons were less than versed in all things meteorological. David Letterman is just one of the more famous comedians who started his on-air career as a weatherman, providing critical astronomical observations such as, “Sunrise and sunset – those are very important statistics – if you happen to be a raccoon or a bat.”

In these days of climate change and berserk weather patterns, it’s probably best we have actual weather experts providing our forecasts and observations. But science alone can’t make people care, that takes a certain art. So kudos to the inventors of “conversational snow.”

Expensive city audit not needed when you can DIY Dear Editor, Re: “Why tax hike in Richmond with a $3 billion surplus?” Letters, Jan. 24.

Rustom Dubash asks for an audit to determine where the money the city brings in goes. If concerned about outgoing money, don’t add to it with an audit, which we will pay for on top of existing expenditures related to operating a growing city of over 200,000.

On garbage pickup day, containers are knocked over and the garbage people don’t pick it up.

On the Rabies BC website, raccoons with rabies in the wild has not been a problem. In the cities, however, they have been a serious concern. It is time for a cull of raccoons to eliminate the problem. These problems should be corrected by the City of Richmond and the Province of B.C.

Just a quick note to thank you for your article regarding the on-going legislative debacle.

I look forward to your follow up and efforts to expose those MLAs and officers of the legislature who have abused their positions and have and probably continue to fleece the honest taxpayers of British Columbia.

Sounds like we need to rewrite the Code of Conduct for public officials and maybe update and simplify the recall process.

Too many are sleeping with the enemy Dear Editor, Re: “Whose ideas are fit to print?”

Eve Edmonds is entirely correct in stating that “our greatest enemy is ignorance” when it comes to understanding how advantageous it is to fully comprehend the important issues that affect our lives.

Unfortunately, we live in a world in which far too many people are not only far too comfortable with ignorance but might even view lack of knowledge and understanding as something to be aspired to, rather than overcome.

To be informed to the extent that objective, educated judgements can be made in relation to important and/or controversial issues requires four basic attributes: a high level of curiosity, an open mind, patience, and the courage to change one’s mind in the face of new knowledge — atributes that are increasingly discouraged or subsumed in a world awash with the simplistic, reductionist ideologies of the so-called ‘populist’ movements that are gaining influence around the world.

There are two kinds of opinion: the everyday, casual conversation, pub or dinner-table type of opinions.

And then there are informed opinions based on experience, exhaustive objective study and analysis, as well as valid evidence and facts.

‘Great job’ city on beach clean-up Dear Editor, Re: “Beaches ‘clear-cut’,” “Driftwood converted to sawdust on dykes,” Letters, Jan. 31.

The beach along the dike from Gilbert Road to the pier at No. 2 Road took a big hit with both water and logs, etc.

They are not clear cutting the beach. Rather, they’re doing an excellent job of cleaning up the unwanted debris and overwhelming amount of wood that has built up on the beaches over the past while.

Ignorance does not detrimentally affect the former, which is part of common social interaction, but it is ruinous to the latter, which provides the basis and incentive to progressively educate ourselves and to effectively solve the social, economic, environmental, and ideological challenges and problems that beset us.

Thank you, Richmond, for caring and cleaning up the beaches for all the people and the pre-school children to enjoy. We have a beautiful, natural waterway once again!

I believe the responsibility of the press is to ensure that the insubstantial and immaterial does not drown out the substantial and meaningful.

This is our front yard which we look at every morning and all day long. We love and cherish the waterfront.

To not do so would simply add to the problems we face rather than play a part in helping us solve them.

And, guess what? After next spring’s freshet (a river flood from heavy rain or melted snow) you can bank on more logs once again.

A big thank you to Richmond for the very needed cleanup.

Great job, now let’s go play and fish on our reclaimed beaches everyone.

“What began as a missing person investigation has culminated in the discovery of two suspicious locations, one in Richmond and another in Vancouver,” Cpl. Dennis Hwang, media relations officer, said in a news release.

Officers were still on scene Wednesday afternoon, waiting on a search warrant to enter the home.

Hwang said foul play is not suspected in the death, and added there was no immediate danger to the public or to nearby schools.

Overnight, Vancouver police officers checked on an East Vancouver apartment looking for the same man and found a suspected drug lab there.

The man was reported missing on Feb. 3. Mounties did not notify the public.

The continuing search took officers to a white-slatted Richmond home at the corner of Princeton Avenue and Palmer Road around 3 a.m., near Hugh Boyd Secondary School and the West Richmond Community Centre.

A post-war house with a well-loved, albeit slightly neglected, garden in Steveston is the subject of a development application as the owners look to downsize, rebuild and stay in the neighbourhood they want to live in.

The city has received a development permit application to turn the singlefamily home on 1st Avenue in Steveston with a garden into a three-storey building with residential and commercial units.

Carol-Lyn Sakata is the coowner of the property and she is working with a partner to develop it consistent with the local area plan.

She said she will live in the new building, in what she calls the “perfect” location for her with shops and services within walking dis-

“The bottom line for me is I want to live there,” she said. “I want to live in Steveston.”

Her mother, Kay Sakata, lived on the property from the end of the Second World War until she passed away two years ago at the age of 100.

Sakata said she likes the garden, but the heritage value of the lot isn’t the garden, something her mother really developed in

the 1980s, rather its heritage value lies in the fact it represents a typical family home from the 1950s.

Sakata said she doesn’t have the time to keep up the garden.

“It’s nothing like the garden it was – it’s a mess,” she said. The trees are also not very healthy, she added.

The two lots are zoned CS3, which is Commercial Steveston allowing for three-storey buildings.

Lerner said there is very little left that shows Richmond’s history and that this would be an opportunity for the city to preserve something historic and authentic.

“There is such a loss of greenspace,” she said.

A pedestrian is in hospital with critical injuries after being hit by a Volkswagen Beetle in Richmond Saturday morning.

At around 9 a.m. near No. 3 Road and Alderbridge Way, a 22-year-old Richmond man was hit while he was “not on the roadway,” according to Richmond RCMP. The driver of the 1990s Volkswagen was an 18-year-old woman from Kamloops.

Sakata had to apply for a heritage alteration permit because the property is located within the Steveston Heritage Conservation Area, but city spokesperson Ted Townsend said the proposal fits in with the Steveston Area Plan.

RCMP spokesperson Cpl. Dennis Hwang said by email that, at the time, “the debris field (was) widespread and required a large area to be cordoned off for multiple hours.”

Evaluation of the proposed redevelopment will be based on the city’s Heritage Conservation Guidelines for Steveston Village and the official community plan, Townsend said.

The pedestrian was quickly taken to hospital where he is still recovering from serious injuries. The driver suffered minor injuries.

Some councillors at Monday’s committee meeting said they didn’t want the declaration to just be symbolic, and, in the end, the declaration passed on its own without the actions called on by Wolfe. Instead, councillors wanted to pull together current work and future planned work into a comprehensive report to council.

Coun. Bill McNulty said council needs a list of work being done and the status of that work, not just reports sitting on shelves.

“You’re not the only environmentally concerned person on council – I’d like you to know that, a lot of us are,” McNulty said, addressing Wolfe.

Coun. Linda McPhail said Richmond is known to be a leader in the region on climate action, and pointed out some of the Halifax declaration was “symbolic.”

“I don’t want what we do to be mostly symbolic,” said McPhail. “I want to understand what we are actually doing and we’ve been doing for years.”

The motion was separated in two and council voted to simply declare a climate emergency, with councillors Alexa Loo and Chak Au voting against the motion, and then asking staff to pull together all the work being done into a report and bring that back to council.

Coun. Harold Steves said Wolfe’s motion should be tied in with various reports done over the past 20 years, including the Richmond State of the Environment report created in 1998.

Wolfe said this motion is the reason he got into politics, and he wants the public to get behind the city on these issues.

The motion will come back to a regular council meeting.

Demolition on hold Pot products concern city

The current Minoru Aquatic Centre will not be demolished as previously decided by Richmond city council, rather the city will refurbish it and ask community groups to make submissions on how it could be used.

Council voted at committee to rescind a decision made in 2017 to spend $3 million to decommission and demolish the building when the new Minoru Centre for Active Living is completed. Instead, it is considering fixing up the facility at a cost of about $425,000 with possibly other upgrades later of $960,000.

“It’s just as economic to fix that building up as we did with the derelict police station and the derelict city hall on Elmbridge Road – those buildings were supposed to be demolished and they’re useful today,” said Coun. Harold Steves of the pool, built in 1958 and upgraded in 1977.

One suggestion has been to fill in one pool to repurpose it.

“If we’re going to be worried about mould and asbestos, we should shut (the pool) down right now and get people out of there,” she said.

Keeping cannabis edibles, extracts and topicals clearly labelled and away from youth — those are a couple of messages the City of Richmond wants to convey to Health Canada ahead of the products going on sale in October.

City staff compiled responses to a federal survey that council dealt with at Monday’s committee meeting, which council passed unanimously with Coun.

Chak Au commenting he was “very happy” with it.

“There’s no safe dosage for young people in terms of the edibles so I think this is a very good approach that we’re taking,” he said.

cus on the need to label products clearly, but also point out that additives, for example, sugar, can raise the risk of youth eating these products, pointing out some products could be baked goods and treats like chocolate, jelly beans and soft candy, which can be “highly desirable and attractive to youth.”

In addition, warning labels should be similar to those on cigarette packages to discuss the harmful effects of the products, according to the report.

The fact that no more police resources are being added, even though municipalities are responsible for enforcing the Cannabis Act was made to Health Canada in the report – municipalities will have to bear the “societal, health and criminological costs.”

For Remedios, awareness from parents and caretakers is crucial.

“If your child is playing video games, it doesn’t mean they’re going to be addicted to loot boxes or gambling, but we do believe that when it comes to younger brains, there’s just more vulnerabilities..., just increasing their risk to gambling in the future,” he said.

This trend of buying randomized loot boxes with real cash has raised red flags for Richmond Addiction Services Society, who says it’s not a lot different than playing slot machines – except the players are kids.

“We at RASS believe that a loot box is essentially a virtual slot machine that’s been put into most of the games today,” said Daniel Remedios, a prevention specialist at RASS who works with local youth.

“We believe that loot boxes actually have addictive potential.”

At one time, several PC and console games such as Star Wars Battlefront II included items in their loot boxes that could improve a player’s ability in the game.

After significant pushback from the gaming community, most now only offer loot boxes that have “cosmetic items” such as new char-

Some countries such as the Netherlands and Belgium have gone so far as to ban loot boxes under gambling regulations.

It led to Vancouver Coastal Health’s (VCH) Chief Medical Officer Patricia Daly highlighting that trampoline parks in B.C. and Canada fell “into a regulatory vacuum,” adding that Britain and Australia have regulations.

However, the independent authority charged with overseeing the installation and operation of technical systems and equipment in the province – Technical Safety BC (TSBC) – has, for several months, been working on recommendations for the government.

And after Extreme Air responded to a lawsuit in the wake of Jay Greenwood’s fatal neck-break last year, TSBC told the Richmond News that it hopes to forward initial recommendations to the province in May. “We are currently undertaking a comprehensive review of the amusement devices regulation in its totality,” said a spokesperson for TSBC, via email.

“This includes reviewing how we regulate existing amusement devices, such as waterslides, ziplines, and rollercoasters, as well as examining what criteria should be applied to new, upcoming and potential amusement devices, such as trampoline parks.”

The review, said TSBC, involves an advisory panel that guides and recommends how it provides regulatory oversight of existing and any future amusement devices.

“We are now reviewing the input from the advisory panel, together with the regulations, codes, and standards that are applicable to amusement rides in B.C., in order to make recommendations to the Ministry,” added the spokesperson, referring to B.C.’s Ministry of Municipal Affairs and Housing, through

“Public consultation may be sought, if we generate a proposal that would impact industry or...the public, such as recommendations to the province for regulatory changes.

“As a regulator, public safety is our top priority. We are working collaboratively with our safety partners, including the health authorities and municipal governments, to encourage safe behaviours in this industry while ensuring that we consult with impacted parties prior to recommending changes...”

TSBC is an independent, self-funded organization that issues permits, licences and certificates and works with industry to reduce safety risks through assessment, education and outreach, enforcement, and research.

It operates within a regulatory framework that includes the Safety Authority Act and the Safety Standards Act and Regulations. TSBC oversees the installation of systems such as aerial trams, ski lifts and amusement devices.

According to TSBC’s website, it has the authority to take compliance/enforcement actions, such as providing a warning notice, issuing a compliance order or imposing a monetary penalty or discipline order.

The News told last week how Extreme Air Park’s owners responded to a lawsuit filed by Greenwood’s children, claiming the dad-oftwo may have been under the influence of alcohol or drugs at the time of the tragedy.

Extreme Air filed its response almost a year to the day that the 46-year-old died after diving into a foam pit while playing with his two young daughters.

In the response, Extreme Air suggested that Greenwood “caused or contributed to the incident” by “using the trampoline and/or foam pit when his ability to do so was impaired or compromised by fatigue, the consumption of alcohol or the ingesting of drugs.”

The company also alleged that Greenwood failed to “pay sufficient attention to the activity he was engaged in,” failed to “follow the oral warning and instructions given by the employees of Extreme Air” and “failed to observe and comply with warning signs posted” at the premises.

None of the allegations in the lawsuit or its responses have been proven in court.

Joint tenancy in a matrimonial context

Builder loses assault conviction appeal Alan Campbell ACAMPBELL@RICHMOND-NEWS.COM A Richmond homebuilder has lost his appeal against a multiple assault and weapon possession conviction.

Gursher Randhawa, a co-owner of Stockholm Construction, was sentenced to 18 months in prison a year ago after slashing and stabbing five men during a bar brawl in Vancouver in May 2014.

Randhawa, who was 26 at the time of the incident, claimed he used the knife in selfdefence, after allegedly finding himself getting badly beaten up at the bottom of a pile of bodies in the Brooklyn Bar. However, a jury found him guilty of five counts of aggravated assault and one count of possession of a weapon for a dangerous purpose.

Randhawa – a born and raised Richmondite who had never been in trouble with the law – appealed the conviction, claiming the judge “erred in instructing the jury on selfdefence.”

Last month, Judge Susan Griffin dismissed Randhawa’s appeal, stating that the original trial judge’s instructions to the jury were “clear” on the facts of the case.

In the BC Court of Appeal judgment, it was stated that the brawl began after Randhawa attempted to take a photo of two women on

the dance floor and a man was in his way.

An argument and fight ensued, with a number of men joining in.

According to court documents, Randhawa told the court during his trial that he was scared at the time of the brawl and that he was outnumbered and “getting beaten up really badly.”

He was concerned he was getting attacked by gangsters and that retaliatory punches weren’t getting him anywhere so he resorted to the using the three to four-inch folding Buck knife to get out of the situation.

But that hasn’t stopped a local rabbit rescue charity from sticking its nose in the door to get the attention of all concerned.

Rabbitats has, for many years, been at the front line of the fight to curb and contain the proliferation of abandoned pet rabbits.

Rabbitats founder Sorelle Saidman hoped that when invasive species experts roll into town this week at the Pacific Gateway Hotel, their eyes might be opened.

Earlier this week, reasons were released by the B.C. Supreme Court in the matrimonial case “McManus v. McManus.” In this case, the parties lived together for about three years, then married in 2010. Their relationship ended in 2016.

The husband owned the home they lived in before the relationship began, but when the mortgage was paid out (in 2012), he transferred his title into joint tenancy with the wife. The wife claimed a half interest in the home, due to the transfer of the title (even though in matrimonial law, generally there is the concept of “excluded property” which is not typically divided between spouses).

In a careful analysis, the Court concluded that the value of the property at the beginning of the relationship was “excluded.” The increase in the value of the property was held to be “family property,” and that was divided evenly between the spouses.

There are different considerations in dividing matrimonial from Estate property. Suffice it to say, though, that the Court felt in this case that the law of joint tenancy in matrimonial cases is evolving. So in future, we may see some other factors enter the picture in the division of matrimonial property.

While Randhawa was waving around the knife in apparent self-defence, a bouncer and a bystander, who had tried to split up the fight, were among the five people wounded, with non-life threatening injuries.

Prior to sentencing, the trial judge noted that aggravating factors in the case were that Randhawa “brought a knife to a crowded bar and used it to stab five unarmed people.”

Prior to sentencing last year, 29 character references were filed on Randhawa’s behalf, where he was referred to as a “well-respected businessman in the Richmond construction industry” and a “generous person” who had no previous criminal convictions and was not known to police.

Randhawa previously expressed remorse, adding that he no longer carried a knife and that the offences were out of character.

“People have to remember that it only took 50 years for Australia to go from 24 rabbits, imported for hunting, to needing a 3,000 kilometre rabbit proof fence.”

Saidman has been in touch with the conference’s keynote speaker, Andrew Cox, who is the head of the Invasive Species Council of Australia.

“He wasn’t aware of the growing problem in North America and he is very concerned.”

City of Richmond staff are investigating if people can place more than two memorial plaques on park benches.

And, after residents told city council’s parks and recreation committee last week of their anguish, a moratorium has been placed on families being charged $3,000 to renew contracts on park benches and picnic tables.

Last month, the Richmond News told how three local widows appealed to the city to relax its maximum two-plaque rule on park benches, so they could remember their late husbands, who were lifelong friends, on the same bench.

One of them, Lynne Barclay – who already has a plaque on the Dyke Road bench remembering her husband, Cliff – told the News the men “were such good friends for many years...it would

“There’s no reason why we can’t have more than two plaques on a bench,” McNulty told the News. “I measured it and you can fit up to four...on there and up to eight on a picnic table.

“We need to look at this from a practical and common sense point of view.

Some of these benches and tables... have ashes scattered close by and flowers and bouquets on them.

“We have to be sensitive to that and to the fact there are no cemeteries or memorial gardens in Richmond; this is their place to contemplate and reflect.”

McNulty has asked city staff to break down the costs for maintenance of the benches, which families are being charged $3,000 for a 10-year period.

Pointing to the fact city staff are only adhering to a city council-made policy, McNulty added that he’s “as much at fault as anyone” for allowing the practice to continue as it has over the years.

Paul Brar, the city’s manager of parks programs, told the committee that, of the 343 contracts up for 10-year renewal, staff have been unable to contact 75 donors. After six months, the plaque will be removed.

Staff could report back by the end of February, with any decision taken still to be approved at a city council meeting.

The News reported last month how Barclay, Margaret Galawan and Bonnie Ross asked the city to allow their late husbands, Cliff, Ray and Tom to have plaques mounted in their memory on the bench on Dyke Road, overlooking Finn Slough and the Fraser River’s south arm.

An annual Richmond RCMP blitz on thieves in the city’s downtown core netted 30 arrests over a two-day period in January.

Of those arrests, 20 generated charges being recommended to the BC Prosecu-

tion Service, including one prolific Richmond property offender.

Some arrests, say the RCMP, arose from suspects breaching the conditions of their release, stemming from previous arrests.

The most common items that were stolen were alcohol, health and beauty products and food.

“During the time I have been involved with these projects, we have noticed that

a majority of the alleged offenders are coming from outside of Richmond,” said Cpl. Ray Basi, of the Richmond RCMP Prolific Offender Suppression Team.

“The loss prevention officers involved in the project have a great deal of knowledge — many of the suspects are known to them as they had committed similar offenses in other jurisdictions.

“This kind of experience and knowledge is invaluable.”

The blitz was the sixth annual effort to tackle such thefts head on, with 17 Richmond Mounties from the Prolific Offender Suppression Team (POST), Property Crime Unit (PCU), general duty patrol and more than 20 loss prevention officers taking part over Jan. 16 and 17.

Twelve local businesses throughout the downtown core of Richmond were the focus of their efforts.

When Hieu Pham Fraser arrived in Canada at the age of eight from Vietnam, she was put into a kindergarten class for half the day and a segregated ESL class for the other half of the day.

It’s a memory that left an impact on Fraser, who now works for the Richmond school district as a district curriculum coordinator.

“That made me feel very isolated,” she told the Richmond board of education, but things have come a long way, and, today, students are always put in age-appropriate classes with support, she added.

But there are other ways teaching English to newly arrived students could be improved, she told the Richmond school board in early January.

Fraser was speaking to the board of education about the need for more resources for English Language Learner teaching — ELL, as it is now called.

The Richmond school district has about 7,000 students accessing ELL services at any one time, with about

The school district is working on giving students wraparound services to learn English, using a holistic approach to understand students and their cultural background, Fraser explained. Language learning needs to happen within the regular curriculum context, she added, for example, when teachers are teaching chemistry or language arts.

But, as the school district pointed out, these numbers have risen and the expectation is that the number will grow in the 2019/2020 school year.

“All our teachers, whether they are classroom teachers or science teachers, K to 12, not just ELL teachers but all teachers are language teachers,” Fraser said.

The school district currently has 88 ELL teachers who work with classroom and resource teachers, administrators, cultural interpreters and other school district staff, according to communications manager David Sadler.

According to a Richmond Teachers’ Association (RTA) budget brief delivered to the board of education in February, 2018, Richmond generally has higher staffing levels except when it comes to ELL teachers, and the local union was calling for 74 more full-time ELL teachers.

And numbers cited by the brief of full-time equivalents was just above 70 in 2017/2018 – down from 73.5

In November 2016, the BCTF won a Supreme Court ruling that required school districts to restore previous contract language around the class size and composition.

In her presentation, Fraser pointed out Richmond has the highest number of immigrants in British Columbia and the second highest in Canada, second only to Markham, Ont. At the board meeting, school trustee Richard Lee asked Fraser if she and her colleagues could compile a list of things that could be done differently to improve ELL education in Richmond.

“Instead of just saying, give us more money, we’ll make it better, I like to know what is it, what are examples of things you would stop doing that’s wrong and start doing that’s right,” he said.

According to the school district, the graduation rate in 2015/16, the latest statistics available, of ELL students was 91.5 per cent, while the overall graduation rate is 88.3 per cent.

During opening hours, recycling material is dropped off at the site on average every 53 seconds with 160,000 customers using the facility per year, and these numbers are growing, according to the City of Richmond. Last year, 3,700 tonnes of recyclables were dropped of the Richmond facility.

The upgrades include new tents and trailers, equipment, covered structures, awnings and gates, a small loader and a forklift, and improvements to drainage, water and power systems.

At Monday’s council meeting, Coun. Michael Wolfe suggested that the city also look at more items to recycle, specifically, antifreeze, pharmaceuticals, textiles and residual chemical products.

But biologic medicines are also expensive.

BC PharmaCare and employer-sponsored benefit plans want to expand their coverage of patients to include more innovative new medicines, but they also need to manage costs.

BIOSIMILARS AVAILABLE IN BC:

BIOSIMILARS ARE SAFE AND EFFECTIVE TREATMENTS A biosimilar biologic drug, or biosimilar, is a drug demonstrated to be highly similar to a biologic drug that was already authorized for sale.2 Health Canada evaluates all the information provided to confirm that the biosimilar and the reference biologic drug are similar and that there are no clinically meaningful differences in safety and efficacy between them. 3 Health Canada ’s rigorous standards for authorization mean that patients and health care providers can have the same confidence in the quality, safety and efficacy of a biosimilar as any other biologic drug. 4

Benefitting from Biosimilars

Biosimilar Medicines Support Health Care Sustainability and Patient Care Fortunately, an important solution to this challenge has arrived in Canada.

Patents on many biologic medicines have expired, and other manufacturers are now able to produce these medicines. These are called biosimilars.

Several biosimilars have been reviewed and authorized for sale by Health Canada, and many more submissions for new biosimilars are under review.

Biosimilars have been a standard fixture in patient care in Europe for more than a decade, and more than 700 million patient treatment days have been recorded.1 Canadians and British Columbians now have the opportunity to embrace the full benefits of biosimilar medicines.

Patients with chronic diseases typically use a biologic medicine for many years. As such, biosimilars cannot fully contribute to health care sustainability unless patients on existing original biologic medicines transition to biosimilar medicines.

Such transitioning is a common practice in Europe as proactive biosimilar policies have been implemented by governments. This has generated a wide body of real-world evidence that provides confidence in the established European practice of transitioning patients from an original biologic drug to a biosimilar.5 Health Canada recommends that such a decision should be made by the treating physician in consultation with the patient and taking into account available clinical evidence and any policies of the relevant jurisdiction.6 In turn, policies adopted by governments and employee-sponsored benefit plans are to be responsibly informed by clinical evidence.

“(Kevin) finished Grade 10 math in Grade 7 so that’s not going to happen at every school (district) – I think Richmond is doing pretty well,” Lin said.

Palmer secondary math teacher Andrew Wong called Grade 9 student, Kevin Yan, who recently won accolades in a math competition, a “once in a career” student.

Jackie Song, Kevin’s mother, said the Richmond math program, the virtual school, the teachers and the principal have all come together to make him improve his math skills and also make him feel like he belongs.

Kevin took part in the Canadian Open Mathematics Challenge and earned a gold medal in the Grade 9 level in B.C., and a national silver medal, and his score placed him in the top 1.1 per cent of all competitors, which included Grade 10, 11 and 12 students from across Canada.

Kevin enjoys math because it’s predictable, whereby he knows there is one correct answer to every problem, but he also enjoys getting creative about solving problems with his peers at Palmer Math Club.

“There’s always one answer but I also like how there’s different ways to get to that one answer,” Kevin said. “It’s fun to share your different solutions with other people.”

At the elementary school level, Kevin’s teachers already recognized his exceptional math abilities. He and a friend started coming to the Palmer Math Club in Grade 6 where students would work on math

“All these things help him to love math more,” she said.

When Kevin got to high school, he was put in an enriched pre-calculus math class, but even that was too slow for him, and he switched to Richmond Virtual School.

This year he completed Pre-calculus 12 and now he is doing Calculus 12.

“We try to place a student where we feel

Julia Lin, who teaches through Richmond Virtual School as well as in the classroom, pointed out that Kevin will be finished all his official courses at the end of Grade 10, at which time he can continue with university-level courses, for example, at Kwantlen.

Song started teaching Kevin math before he went to school because she could tell he really enjoyed it. He would go on websites like coolmath.com and coolmathgames. com to learn more. He now spends time at artofproblemsolving.com and watches math videos on ViHart and Numberphile.

Combinatorics and probability are the areas of math he enjoys the most, subjects not typically taught in the classroom. Combinatorics is trying to count how many ways you can do something and probability is talking about chances, Kevin explained.

Kevin will take part in the Canadian Math Olympiad on March 27.

Author recalls post-war Canada Her latest book is gaining momentum, with a book signing taking place at Indigo in Richmond Centre on the weekend.

Previously, A Time to Remember was only available, at Black Bond Books in Ladner and Albany Books in Tsawwassen.

The trials and tribulations of family life across Canada are chronicled in a new book written by 92-year-old Richmond author Patricia Stanyer.

Stanyer, a long-standing educator and writer, began her publishing career in 1981 when she edited her mother’s book, A Good Time Was Had By All.

Stanyer — who lives near No. 1 and Francis roads, but spent 26 years previously in “The Monds” – grew up in PEI. In A Time to Remember, she writes about raising a family while working as a teacher across Canada.

“I think older people, particularly, would like this book, those who remember the post-war years and the struggles of pio-

The following year, she published a genealogy of her husband Raymond’s family entitled Hewers of Stone.

In 1988, she published a nurse’s story called Try The Goose Grease. A venture into publishing sports magazines be-

gan with the World Cup soccer tournament in 1993 with her two sons being the chief writers.

The venture ended in 1994 when their hockey magazine could not be distributed due to the hockey strike.

Under the company name Tabor Publishing, Stanyer published her brother Reg’s books, Close To The Heart and To The Folks.

In 2005, she collaborated with Reg in a book about their father, The Legendary Big Jim Pendergrast.

In all, more than 10,000 books have been distributed and sold by the small publishing company in the past 35 years.

“Because of my better than average education I was able to work at teaching and raise a family of five children. Consequently, we also had extras like trips to ski hills, sports and piano lessons,” she told the Delta Optimist last month.

“When I started publishing, I was reminded at bookstores that they could sell more books about British Columbia, therefore I have attempted to describe the areas in which I have lived in the province.

“I have been fortunate in having had a good husband and children who have accomplished much in their lives. They have encouraged me to write about my life.”

Teen’s writing club launches 4th season Alyse Kotyk AKOTYK@RICHMOND-NEWS.COM When Richmond Secondary student Eddie Huang wanted to pen his first book, he felt there was one thing missing: a community of support.

Then in Grade 9, and now in Grade 12, Huang was looking for mentors and peers to support him through the writing process and wondered if there were other aspiring authors who felt the same.

“What I found in the process of trying to write my book is that, first of all, it’s really hard,” he told the Richmond News.

“So, at the time, I wished there was a

community that could potentially help me with this endeavour.”

With that, Huang and a few of his close friends launched TeensWrite Vancouver, a collective of youth who span across the Lower Mainland sharing their love of writing.

Now, TeensWrite is launching its fourth season with nearly 100 members – 30 of which will meet in Richmond – next week.

“It’s a reading, debate and literature enthusiast gathering,” Huang said.

“The goal of this program in general is to have each of our students hopefully publish their own books in the end.

“So, we really try to get people who are interested in actual writing.”

Huang accomplished this goal himself and published the book he had been working on since Grade 9 last year.

The book, Different Cultures, Same People shares Huang’s experiences living in New York, China and Richmond.

Huang said he’s excited for what lies ahead and that his team is seeking a student graphic designer to help market their program.

“Now I think that no matter where you go, people all have some similarities that they value.”

With TeensWrite launching again on Monday, Feb. 11, the group will now have some participants tuning in by video chat.

Britannia Shipyards was closed to the public earlier this week for the filming of an AMC show about Japanese internment.

Britannia Shipyards said in an Instagram post that it was proud to host the AMC series, and added revenue from the shoot will go directly to improving the heritage site.

The upcoming Gateway show, Yoga Play, is a comedy, which looks at the paradox of how yoga, an ancient spiritual practice steeped in Indian culture, has become a moneymaking tool in a commercialized society.

“We exhibit regularly at Gateway, but this is the first time we’ve created an exhibition related to the theme of their play,” said Jennifer Heine, acting president for the Richmond Artists Guild.

“When I approached them about doing another exhibition, we asked what play they were doing, and this one sounded appealing, so we decided to work on artworks in harmony with this show.”

Around 20 art pieces will be on display, including watercolours, oil paintings and sculptures, focusing on inner peace, mindfulness and yoga, according to Heine.

The Plumbing and Heating System in a Complex or Building is a complicated machine with many components that all work together. They are built to last and to be a minimum of hassle, if maintained.

I strongly suggest a full mechanical audit of all your equipment and plumbing and look into setting up a maintenance program. PJB Mechanical does full mechanical audits for free and will provide you a full report and suggestions as well as a proposed maintenance contract.

A few things to consider are; Boilers and Hot Water Tanks, Drain Flushing, Parkade Fans, Air Intakes, PRV’s and Perimeter Drainage. Every building is different and should be assessed individually.

A nice thing about maintenance programs for Stratas is that it can be budgeted for and scheduled. Emergencies cannot. You are much better off budgeting for a couple thousand dollars a year to increase the life of your tens of thousands of dollars in equipment and to protect the hundreds of thousands of dollars invested in your building.

A year’s worth of maintenance costs can easily be surpassed by one unnecessary emergency call.

The irony that wastewater treatment plants have become nutrient-rich, low-disturbance habitats for a wide variety of low-nesting birds is not lost on local bird scientists.

Casey said they were submitting feedback to Metro Vancouver in late January asking for maintenance of ponds and places to view birds as well as for some kind of investment, for example, a research facility, birding platforms and ecotourism and educational opportunities. Bird Studies Canada wants Metro Vancouver to see the importance of the Fraser estuary as a stopover for birds, he added.

Catherine Jardine, ornithologist and data analyst with Bird Studies Canada, is hopeful Metro Vancouver will take into account the rich avian population and the importance of the area for local birders and scientists as it starts planning its $1.9 billion rebuild of the Iona Island Wastewater Treatment Plant.

Researchers with WildResearch have almost a decade-long dataset of the songbird population from Iona Island, with baseline data on spring and fall migration, done at the Iona Island Bird Observatory.

“It’s going to be really interesting,” said Steveston-London coach and Lower Mainland Boys Basketball Association president Mike Stoneburgh. “If you lose one of those (quarter-final) games then you can’t lose again or you’ll be out of the Lower Mainlands. “I’m really looking forward to it.”

PACIFIC COAST JUNIOR HOCKEY LEAGUE

MacNeill Ravens & Richmond Colts are the top two seeds at next week’s city senior boys championship at Steveston-London but plenty of quality teams will be in their way. Mark Booth photo 4 p.m. #1 MacNeill Ravens (10-0) vs. #8 McRoberts Strikers (3-7) The Strikers have enjoyed a competitive season and it was a win over Palmer that put them in the playoffs.

However, this is a tall order against the city’s lone unbeaten team. The Ravens’ goal back in November was getting to the Richmond Olympic Oval for the Lower Mainland 3A Championships for the first time.

A win here would be one big step closer for the province’s No. 5 team in the latest provincial rankings.

Bottom Half 5:45 p.m. #3 McMath Wildcats (8-2) vs. #6 McNair Marlins (4-6)

The defending champions have certainly been battled tested, having played the entire season on the road with their gym under repair from a fire back in November. The Wildcats also lean mostly on Grade 11s and 10s that now have plenty of experience. Getting past the always hardworking Marlins will be no easy task.

The teams met last week in league play with McMath squeaking out a 78-76 win. McNair is also looking to keep its Lower Mainland tourney streak alive.

7:30 p.m. #2 Richmond Colts (9-1) vs. #7 Cambie Crusaders (4-6) The city league has a history of early season match-ups that have had a significant impact on the final

standings. This year is no different with the Colts’ lone blemish coming to MacNeill back on Dec. 3. They ran the table the rest of the way and are poised to make a strong bid to return to the provincials for the second straight year.

The Crusaders might just be the most dangerous No. 7 seed in the history of the Richmond playoffs. They have been very competitive all season and captured the Southridge Tournament two weeks ago in South Surrey, earning honourable mention status in the latest provincial 2A poll.

The Colts prevailed 81-67 in the lone league meeting last month and must be wondering how was this match-up the reward for a second place finish?

Breakthrough week for Burnett Basketball It was big week for the re-building basketball program at Burnett Secondary.

After a significant dry spell, both Bantam teams at the Granville Avenue school are headed to the Vancouver and District Championships thanks to strong finishes in the city playoffs.

The Breakers continued their late season charge with a third place finish in the Richmond Girls Championships. A 47-26 win over Steveston-London on Thursday secured the final spot in the V&D playoffs.

Remarkably, there was no certainty there would even be a team this season until outside volunteer coach Martin Bollo stepped up. He was familiar with a number of players, having coached them at the elementary level at Spul’u’kwuks.

Burnett finished regular season play with six straight wins then defeated Richmond High to open the playoffs. A hard-fought semi-final loss to McNair (45-36) was followed by the

impressive bounce back win over a Sharks team it had narrowly defeated two weeks earlier (34-33).

The V&D Championships will take place at MacNeill where the Breakers will open play against the North Shore champion. It will be their first time in the tournament in at least 15 years.

Meanwhile, Burnett’s boys team was a model of consistency all season — following up an 8-2 run in league play with a second place finish in the city playoffs.

The run to Friday’s title game included 50-35 win over McRoberts, then a 49-40 triumph against host MacNeill in the semi-finals. It was the Breakers’ first appearance in the Richmond Bantam Boys final in 13 years.

The team will now prepare for the V&D Championships which will take place just blocks away at Richmond High, starting Feb. 12.The boys are coached by Burnett vice-principal Lester Leung.

OGILVIE - Barry H. October 23, 1929 - January 31, 2019 Barry was born in Kitsilano and moved to Richmond in the 1950’s where he was employed by the Hyatt Hotel and then later by the City of Vancouver Electrical Engineering.

Barry relished skiing, biking, golfing, swimming and established the Minoru Bike Club in 2001. His favorite readings were the poems of Robert Service which he took great delight in reciting.

Barry and Kay travelled the world and were active volunteers in the Community.

He will indeed be missed. He will be remembered for his passion for life, his thoughtfulness, kindness and generosity.

He leaves to mourn his wife Kay, the love of his life, many close family and friends.

C’s liquor market has undergone something of a revolution over recent years, with more and more customers eschewing mass-produced products and plumping for locally made tipples instead.

The craft movement is in ascendance, but alongside the seemingly never-ending stream of breweries, vineyards, and distilleries that are cropping up around the region; liquor stores are also adapting to cater for their customers’ changing tastes.

“We fi rst opened our doors in first 2006 and since then we’ve seen a huge shift in what our customers are looking for,” Louise Williams from Liquor Town at Richmond’s Blundell Centre says. “We try and listen to what our customers are saying and get to know their tastes so that we can stock the kind of products they want to buy.”

According to Williams despite the diverse tastes that you’ll find across Richmond, one thing that all of their customers have in common is a thirst for local products. In fact Liquor Town stocks a wide selection of craft beers, especially those from the

local area including popular breweries such as Britannia Brewing Company, Four Winds, and Fuggles & Warlock.

With these craft breweries constantly tinkering with their formulas to cook up ever more interesting varietals of beer, the key is for stores to try and keep pace.

For Liquor Town that means that there’s always something new on the shelves for their experienced staff to discuss with customers.

“Most of our employees have been with us for an average of seven or eight years so they know what they are talking about,”Williams about,” Williams says. “And whether we’re getting to know about our customers’ tastes so that we can help them find find the perfect product, or they’re telling us about a fantastic beer that we should stock; there’s always something new for us to learn.”

Richmond’s Blundell Centre for more than 28 years, but still enjoys talking to customers who have only just discovered the chocolates.

“I get customers all the time who have only just found out about the chocolates,” Teja says. “They’ve either received a box as a present, or tried the chocolates at their work and loved them so much that they have tracked down my shop so that they can buy them themselves.”

Alongside introducing them to what chocolate is really supposed to taste like, Teja also takes great pride in telling new customers about the products’ Rainforest Alliance Certification.
