I can’t say I’d ever heard of a strata “wind up” until our story last week about some apartment owners who opposed the sale of their complex in central Richmond.

A wind up, or termination, is when a whole strata complex is sold as one. Until recently, the Strata Property Act stipulated that a wind up required the consent of 100 per cent of the owners, which meant it rarely happend because, one, it’s hard to get 100 per cent consensus on the time of day. And, two, if there was unanimous agreement, no one would be raising a fuss — well, no owners anyway.

Last year, the Liberal government changed the requirement from 100 to 80 per cent, as long as the sale doesn’t create undue hardship for the minority. But undue hardship is exactly what a few owners at Ascott Wynde claim they’ll be facing because, even if they are relatively well compensated for their units, it still won’t be enough to buy a comparable home, given Richmond’s housing market. The issue was taken to court and earlier this week a judge ruled in favour of the majority.

This case is the first of its kind in Richmond since the requirements have changed — but it won’t be the last. As Coun.

Carol Day put it, watch for “sharks who are currently circling other complexes in the area.” Indeed, the realtor who helped in the sale of Ascott told the News his agency is currently looking to sell other such properties.

It is a conundrum. It seems seriously undemocratic to let such a small minority determine the outcome for the whole group.

At the same time, thanks to the dearth of affordable housing in Richmond, there is a very real risk of leaving people homeless. Add to the mix speculators who are buying units to park their money and sell when the time is right.

What’s to stop an investor, or a few of them, from buying enough units to gain a majority share, or at least tip the balance, let the property fall into disrepair, then sell the whole shebang for maximum profit?

Yes, people should be able to govern their own properties and do what’s in their best interests. A strata council member speaks to that point on our letters page far better than I. But, at the same time, the lack of affordable housing is a pressing issue that is affecting the community as a whole.

More wind ups, which are sure to come now that this precedent has been set, are going to exacerbate the problem.

What we need to see is governments, and stratas, getting out ahead of the problem to ensure two things: One, the sale of a complex truly reflects the wishes of 80 per cent of those who actually live there. Two, there are places for residents to move to. Requiring the developer build something comparable, may help with that.

In today’s story the lawyer for the strata says, “the market has spoken.” It seems to me “the market” has been speaking loud and clear for some time now. The result has been windfall profits for some, a housing crisis for others.

For sure, a strata with 80 percent of its residents’ support should have the right to sell, but let’s make sure those are actual residents. And when it comes to deciding what should replace those ageing, but affordable, complexes, perhaps “the market” shouldn’t be the only voice in the debate.

I would need to know more. In terms of really banning plastics, that’s a cost-benefit analysis you have to do. You have to measure the impact on consumers and the public of going down that road against what are the benefits to the environment.

There must be an (environmental) standard for manufacturing goods. If [compostable plastic] is not harmful, then there’s nothing wrong. What will come out of it after composting? It’s a chemical and already chemicals are ruining our crops. Some chemicals will remain and transfer to the plants.

In some cases an incremental approach is better, depending on our goals at the outset, because sometimes a ban is too big of a step to take initially. But if in some cases an incremental step is harmful, then yes, maybe a ban is OK.

I think it’s a good idea to get rid of plastic, but it’s going to take time for people to adapt to the idea. Even though people say bring your own bag, bring your own cup, they don’t do it. I think it will take a while to adjust. So with compostable bags, people will slowly get the idea.

If we can transfer to compostable plastic, that’s a good idea. We can replace plastic in small items but in big items it may not be possible. Obviously you can’t ban plastic, it’s in everything; even cement has plastics; toys; everything is plastic. But if you can create them compostable, go for it.

Firstly, we have do-gooders and love thy neighbour hand-wringers wanting to sweep the detritus of their society under the carpet right on 7300 Elmbridge Way.

How do we tell the difference between real criminals and those we think look like criminals?

Probably the best answer is not to judge in the first place.

And now, in today’s (April 12) Richmond News, we learn that we have an alleged bawdy house keeper from Taiwan living on the same street at 7360

I don’t want homeless ruining neighbourhood But with only 40 homeless residents in the building, does the fact it needs two security guards at all times mean they anticipate problems from these residents at any given time? What happens when they go out?

Dear Editor, My husband and I were at the Brighouse Library for the petition against the building of the module housing for homeless people at 7300 Elderbridge Way.

And with drugs and other problems, a needle is a very lethal weapon. The neighbouring community deserves some explanation and especially the nearby Olympic Oval, which is a tourist area.

The people organizing the petition did not anticipate the number of people that showed up that day and only about 20-30 people were allowed inside the roped area to sign the petition sheets.

This is a high-end neighbourhood and a twobedroom condo costs over $1 million and people are willing to pay that, as it’s a safe area.

In fact, lots of people were not allowed to go inside the roped area (by the two security guards) to sign the petition and there was a long line of people.

We don’t want to scare the tourists away with the homeless wandering around.

My husband and I were helping to distribute the petition papers to the people outside the rope and, when they finished, we collected them and put them into the lock box.

I also want to raise the question that, before the planning of this community in and around the Oval, were the developers and builders made aware of this potential building for the homeless?

However, the petition forms soon ran out, both in English and Chinese. The lock boxes were also quite small as the petition paper was on regular 8x10 paper and soon full.

If not, we may be liable for a lawsuit at some point in time, which taxpayers will have to pay.

Richmond is a vibrant, multicultural city living in relative harmony. It’s not fair to ruin it for a few homeless to spoil.

Although we do not live directly in that neighbourhood, we are worried about safety and drug issues arising from the homeless.

There are other areas these homeless can be relocated.

I understand that the city assures the people that there will be two security guards 24/7 in the building of 40 homeless individuals.

Strata sell-off should be left to the judge Open letter to Richmond city council, Re: “Older stratas starting to fall,” Feature, April 5.

I read with some alarm Coun. Carol Day siding with recent complaints from a small minority of owners in a strata seeking to redevelop , who complain the process was unfair.

It is a somewhat specious claim to call the process unfair as a provincial judge will be ruling on the fairness of the value to be obtained.

We are given to understand that their argument is that the city has allowed an increase in density and that such increase is the source of the unfairness or is instrumental in enabling an unfair process.

I have lived in a similar Richmond strata and served on a strata council of over 400 units for nearly 30 years.

We are involved in the very same process as we face an aging housing stock with limited access to capital for repair and maintenance. It is therefore, we think, a logical and

beneficial process to proceed with redevelopment in order to make our way forward, instead of investing an increasing amount into an aging structure.

Recent changes to the provincial strata regulations aim to address this process by recognizing that this is a necessary process and that a small minority of naysayers are a destructive element who create unnecessary hardship by failing to participate in either planned maintenance to maintain value or in capital investments in upgrades.

We have been proactive and obtained an engineer’s depreciation report which tells us our expected costs to remain in place will (obviously) continually increase over time.

I am worried that council will take a position contrary to the argument upon which the changes to the strata act were based.

If council acts to require unanimous support from members, we will be pushed backwards into a process

which will be impossible to navigate.

The end result will be that as our housing stock ages, we will reach a point where the stock degrades to the point where it will become unusable while bankruptcies will force the poorest of our members out of their homes. This is an inevitability, clearly contrary to the common good.

For decades, my colleagues, neighbours and I have attempted to balance spending with preservation of value. I feel certain that those who have attempted to refuse to pay for these ongoing investments are those same few who now cry foul over the redevelopment process.

All of our many homeowners, whether renters or owners, need to have certainty that the process will be both fair and certain, and that it will not be obstructed by council’s action.

I would like to feel some trust that the judicial oversight will be respected by council’s decisions.

I have a concern when my representative in Ottawa, Alice Wong, has problems with the following statement “Both the job and my organization’s core mandate respect individual human rights in Canada, including the values underlying the Canadian Charter of Rights and Freedoms as well as other rights. These include reproductive rights and the right to be free from discrimination on the basis of sex, religion, race, national or ethnic origin, colour, mental or physical disability or sexual orientation, or gender identity or expression.”

Canada is one of the most tolerant, open and multicultural countries in the world. Alice came to Canada in 1980 from Hong Kong where very serious human rights concerns in the latest few years arose, including entrenched discrimination against minorities, increasing use of the death penalty and prevalence of torture.

I would have expected a headline “Alice Wong to use all opportunities to press Hong Kong authorities for human rights improvements” instead of “Alice Wong encourages Richmond students to ignore Canadian Charter of Rights.”

A small ceremony took place at city hall Saturday morning to allow volunteers to hand over donations raised in the past week for Victor Yu, who lost his wife in childbirth at Richmond Hospital.

A fundraising campaign was launched after her death to help Yu raise their new-born daughters and five-year-old son.

A group was also formed to offer volunteer work to help take care of the children.

As of Thursday, April 12, $120,225 has been raised, including $105,440 from individuals and $14,785 from the Po Lam Buddhist Association.

“I and my wife planned a beautiful future, but it was suddenly stopped. I really didn’t know how to go on,” said Yu between sobs.

“But now I’ve seen so many friends stepping in to help me. I must be able to hold on for my kids and my parents who lost their daughter. I will move on; I promise.”

Yu said that after being advised by a psychologist, he has told his son about his mom’s death.

“The problem this family faced is not something that can be solved in the short-term,” said Au. “They will continue to need everyone’s help. I hope people will continue to support and help the family.”

Being one of the last school districts in B.C. to adopt a special policy for handling issues related to sexual orientation and gender identity (SOGI) has given the Richmond Board of Education the benefit of hindsight, according to chair Eric Yung.

Last Wednesday, the board approved a draft SOGI policy to send to the public for consultation.

“The policy is written in a neutral setting … where our focus is to maintain a welcoming and safe environment for all students,” said Yung, noting Richmond has looked to other districts and best practices (“SOGI 123,” developed by the Ministry of Education, the BC Teachers’ Federation and UBC’s Faculty of Education) to form its draft.

The policy — initially championed at the board level by trustee Sandra Nixon — largely aims to inform and educate staff, students and parents about the special circumstances and discrimination against LGBTQ students. It has no bearing on curriculum.

“I’m glad it’s been developed with all stakeholders at the table. We saw a lot of

different perspectives,” said Nixon, policy committee chair.

The policy is expected to drill home a zero-tolerance attitude against such discrimination and bullying. It will also recognize ways for schools to be more accepting of such minority students.

Richmond Board of Education is asking for feedback regarding its draft Sexual Orientation and Gender Identity (SOGI) policy.

Gone may be the days when a teacher addresses the class as a group of “boys and girls.”

Among some of the stated commitments, educators will strive “to change the notions of only two genders,” such as by: addressing the class in non-gender ways; seating students in non-gender groupings; and depicting a “range of gender presentations” in classroom displays.

The policy notes students “have the right to access washrooms, locker rooms and changing facilities that correspond to their gender identity regardless of their legal sex.”

As such, the district, where possible, is committed to renovating old schools to create single-use bathroom facilities.

Sports team participation is also addressed in the draft policy: “All students have the right to participate in physical education classes, curricular and extra-curricular sports/activities in a manner that respects and embraces their gender

identity. Activities will be designed to be as inclusive and gender-neutral as possible.”

Nixon said some matters and resolutions may be situation specific.

As well, support for “Gay Straight Alliances,” sometimes called Rainbow Clubs, is reaffirmed.

“This is about supporting the population as a whole. It doesn’t matter if there’s only a single student being disadvantaged,” said Yung.

The policy, which has been extremely controversial in Richmond, is set for public input online (LetsTalkSD38.ca) and at open houses until June.

The district is inviting people to provide written feedback and “respectful” comments in English or Mandarin regarding the draft policy.

“My hope is we hear from as many Richmondites as possible,” said Nixon.

Judge OKs disputed strata sale Some opponents, such as Victoria Grigorenko, who lives with her 87-year-old mother, argued they cannot find another place to live in Richmond. Or, if they do, it will be in a similarly old building that may have the same repair burden. It is believed by many owners that the Ascott Wynde sale has inflated listing prices in the area. Ascott Wynde’s real estate agent Jason Lai, of Rennie and Associates, said his agency is working on a number of strata sales in the city.

Richmond’s first strata termination and sale under a recentlyrevised Strata Property Act has been granted by a B.C. Supreme Court judge.

Milman found the compensation to be sufficient and heeded the advice of Lai that there are many older apartments in Richmond being sold for less than the listing price. Since the sale process began in 2016, Ascot Wynde units have soared in assessed value by about 50 per cent.

Despite opposition from a minority group of owners, Justice Warren B. Milman ruled April 10 in favour of the 86 owners who agreed to sell the three-storey, 102-unit Ascott Wynde property at the corner of Cook and Garden City roads.

“I must weigh the interest of the strong majority in proceeding with the [strata termination] and sale that they voted for,” concluded Milman in a written decision, following an assessment of various complaints made by those who opposed the $49.8 million sale to Everbright Properties Inc. The decision, required by the Act to consider any undue hardship of the minority, has Coun. Carol Day concerned for vulnerable seniors and renters facing the likes of “sharks who are currently circling other complexes in the area.”

Among the complaints heard, the difficulty residents may face in relocating was among Milman’s key considerations, including whether or not existing residents would be able to have priority access to the new, proposed 150 townhouse development that is to replace the two 41-year-old buildings.

“I accept that relocating is likely to be difficult for at least some owners, for various reasons,” stated Milman.

However, Milman concluded that a 60 per cent premium sale price above the 2018 assessment value of the property

Nevertheless, noting strata lawyer Peter Robert’s comment that “the market has spoken,” Milman concluded “there is no sound basis for the contention that the owners are to receive inadequate compensation for their units.”

A strata sold its complex despite some residents fearful about finding alternative housing.

What could be unfair, Milman concluded, is not granting the sale, which passed under a new (2016) rule of the Strata Property Act that allows for strata terminations with a minimum 80 per cent of owners’ blessings, as opposed to 100 per cent under the old rules.

Milman noted owners face a “daunting maintenance and repair burden” of $5 million over the next five to seven years, resulting in special levies of an estimated $36,700 to $67,700.

A contention from opponents, such as Gordon Bell, that the sale included a land expropriation for yet-to-be-approved road widening (and thus the price was lower than it should be) was dismissed by Milman. Rather, he agreed with Lai that it was a number of prospective purchasers who factored in the potential for road widenings into their price points.

Day said that there are no plans to widen roads in the area to accommodate new developments and, as such, the deal may not be as good as it could have been.

Day, who attended court hearings with opponents, wants to see city policies that prohibit fast-track rezoning and/or density bonuses for properties where a strata is terminated without 100 per cent approval.

Roston, who moved to Steveston in 2007, has been active on issues including rental housing, farmland preservation, the development on Steveston’s waterfront and intercultural issues. He began speaking on these issues at city council and meetings in 2008. As of print deadline, the petition had 202 signatures.

A 76-year-old Richmond woman was struck by an SUV near Blundell and No. 3 Roads Tuesday afternoon.

Mounties responded to a call around 4:30 p.m. after the female pedestrian was hit by an 84-year-old male driver from Richmond.

The victim was taken to

hospital with extensive injuries but is currently in stable condition. The driver was shaken and has been cooperating with police.

“This area had a fair amount of traffic congestion at the time, which was around 4:30 p.m. We have largely eliminated speed or alcohol as factors in this collision. We are investigating all factors and that also includes pedestrian crossing behaviour,” said Cpl. Den-

Shortly after 8:30 p.m. last Thursday, April 12, officers from Richmond RCMP’s Prolific Offender Suppression Team (POST) arrested a suspect near the 6600 block of 127A Street in Surrey.

Two counts possession of a controlled substance;

Prior to the suspect’s arrest, he had eight outstanding warrants (six from Richmond, one from White Rock and one from Surrey).

Three counts of mischief under $5,000 and one count of theft under $5,000.

Mitchell William Coubrough, 30, of Richmond, is currently remanded in custody until his court appearance on April 27.

Richmond Crown Counsel has approved 28 criminal charges and three Motor Vehicle Act charges against Coubrough.

The charges include: Two counts of unauthorized use of credit card data; Seven counts of possession of stolen property;

One count of identity theft;

One count of fraud; Six counts of break and enter;

“The sheer number of charges that were approved strongly illustrates just how active this individual was in our community and surrounding areas,” said Cpl. Dennis Hwang.

“Under Richmond RCMP’s Crime Reduction Unit umbrella, officers from our Property Crime Unit (PCU), Prolific Offender Suppression Team (POST), and patrol units, put in the work and painstakingly sifted through evidence from multiple files to build a strong case.

The Richmond Board of Education says cross-boundary enrollment from past years is not the reason why some schools are now closing their doors to in-catchment students.

The board also said there is only so much it can do to verify addresses to avoid fraud.

Resident Leanne Williams wrote to the Richmond News last week stating that many students attending schools such as Blair are not from the neighbourhood.

She also claimed that some parents provided fake addresses, verified with false documents such as rental contracts from friends and family.

Williams believes this fraudulant practise has contributed to four elementary schools in Richmond stopping in-catchment students from at-

“We follow all the provincial guidelines…asking for identification of a home address,” said Yung.

“However, in certain cases, Blair being an example, schools haven’t accepted any transfers in...two years. So it’s possible that there are non-catchment kids in the school, but it’s not a recent problem.”

Yung said the board goes through a process to verify addresses, including asking for various forms of ID and utility bills. However, there is a limit to what it can do. “...We are not a detective service.

I would say that we do our best to understand the actual locations that our students come from,” said Yung.

The City of Richmond said they do not accept any compostable plastics, despite Richmond-Queensborough MLA Jas Johal and a local company have been promoting the concept.

Johal introduced a private member’s bill to ban all sales of non-compostable, single-use beverage pods starting in 2022 last month, after being inspired by local company Canterbury Coffee’s creation of fully compostable coffee pods.

“So, I would point out, in terms of correct measures, this is what closing the catchment area is about.”

However, the city said that due to various concerns, its compost processing operators are not currently accepting compostable plastics in green compost bins, blue boxes or at the recycling depot.

Some parents also asked if students who can’t go to their catchment area schools can go back to their catchment when they enter secondary school.

“Because even those that are ASTM (American Society for Testing and Materials) certified take longer to break down than (the operators’) composting processing time allows,” City of Richmond spokesperson Ted Townsend told the Richmond News.

Yung said he expects most students will want to stay with their classmates and go to the secondary school attached to their elementary.

He said some operators also don’t want to accept compostable plastics because they think people then start to use more plastic bags to throw them away.

But if they want to go back to their own neighbourhood school, they can file an application.

“Trying to remove plastic bags is costly and difficult, due to there always being remaining particles, and this impacts their ability to meet regulatory composting standards for finished compost,” he added.

As Richmond rallies for the Humboldt community following the recent, deadly crash of the Humboldt Broncos team bus, a few dedicated hockey souls from Lulu Island may recall a spirited championship run by the Richmond Sockeyes in 1987.

Then a Junior A team, the Sockeyes squared off in a heated seven-game series against the Humboldt Broncos in the Abbott Cup (Western Canada Junior A championship) and won. They then went on to Humboldt, the host town of the national Junior A championship Centennial Cup (now the Royal Bank Cup).

Humboldt initially exacted revenge on the Sockeyes in the round-robin, with a 6-1 win, which marked the eighth time in a matter of weeks that the teams met.

Both teams won their semi-final games and met for a ninth time in the cup finals.

In a 2012 Richmond News feature on the Sockeyes history, former Sockeye Dave Tomlinson, now a Canucks radio analyst for Team 1040, recalled the game.

Sockeyes coach Orland Kurtenbach yells instructions to his players during the Sockeyes 5-3 win over Humboldt at Richmond Arena in 1987.

“I scored the first goal of the game, which was nice, but I remember it was a very charged atmosphere,” said Tomlinson. “...We were the enemy in there, but we never really let up.”

Despite the hostility of a home Saskatchewan crowd and facing the country’s other powerhouse that year, the Sockeyes, coached by former Vancouver Canucks Orland Kurtenbach, prevailed and ran out of town as comfortable 5-2 winners of Canada’s top Junior A prize.

Church land aids rent crisis In a heated real estate market, Brighouse United Church pitches rental housing Graeme Wood RICHMOND NEWS

I

t’s a moment Pastor Stuart Appenheimer has thought about during the past decade or so, but one that appears to now be coming sooner than later — if all goes according to plan.

Appenheimer will temporarily depart the existing Brighouse United Church building — an old, musty utilitarian relic of the 1960s — that’s served as his second home for three decades, but is now scheduled to meet the wrecking ball in order to build an apartment complex with 182 rental homes, half of which will be rent-fixed-to-income.

The development is part of a unique, province-wide deal struck between the provincial government (B.C. Housing) and the B.C. Conference of the United Church of Canada.

To date, four ageing United Church properties in the Lower Mainland, including Brighouse, will be redeveloped.

Say what you will about the exterior of Brighouse United Church on Bennett Road, Appenheimer maintains a cozy atmosphere inside for his congregation. Mid-twentieth century ball pendant lighting hanging above wooden pews lined with bibles provides a homely setting for sermons held in front of a rotunda — featuring small stained-glass windows — an extension of the front of the portable-like structure, during the church’s era of growth.

“A lot of us are sad. I’ve been the minister here for 30 years. But I think there’s some excitement around having a new facility,” said Appenheimer, now seeking an interim place of worship.

But with congregations such as Appenheimer’s shrinking and old facilities such as his nearing the end of their lifespan, many churches in B.C. are having to find creative ways to stay open.

And to do so, even God, it seems, must acquiesce to the economy’s booming real estate sector.

“To be frank, the church has a lot of property but not a lot of money,” explained Terry Harrison, property resource organizer for the Conference.

“It’s not a surprise that in an increasingly secular world,

Graeme Wood photo people aren’t going to church. We have to figure out how to function in that context. The number of churches peaked in the 1950s or ‘60s and many are ageing out; the congregations are ageing. So what do we do? They don’t need these huge, mammoth buildings with big parking lots. What does the world need? It needs affordable housing. And we have property. So let’s make that part of our strategic way going forward,” said Harrison.

The provincial government will loan the church money to develop properties. With no land purchase required, the church will be able to build affordable, rental housing and use the rent payments to pay off the loan. The development will also include a new childcare centre and a new church hall, both of which will be rolled into the cost of the development, to be managed by the United Church’s new non-profit society Three Point Housing Society. The church retains ownership of the land, gets a new church hall and helps people in need.

Meanwhile, the government adds to its lofty goal of building 114,000 new housing units over the next 10 years.

The project will see 51 per cent of units be rent-fixed-toincome based on Canada Mortgage Housing Corporation guidelines for affordability (paying 30 per cent of gross income on housing).

The remaining units will be market rentals. Half of all the units will be two or three bedrooms.

“There is a lack of purposebuilt rentals in these marketplaces at large,” noted Harrison.

According to Metro Vancou-

ver housing data, Richmond has added an average of 84 purpose-built market rental apartment units annually, over the past 10 years (excluding secondary suites (93 added to new detached homes in 2017) and subsidized housing).

The only matter left standing in the way of the United Church development is a pending rezoning application.

The Brighouse United Church property is a lot comprising the church itself, two detached homes, a childcare centre and three parking lots — all a stone’s toss from the rear lots of the No. 3 Road McDonald’s and Value Village on Granville Avenue. It is zoned for medium-density residential but sits on the border of the City Centre Area Plan, which allows for 15-storey apartment buildings. To fit 182 units into the space, the church is proposing to build a 14-storey tower at the rear of the rezoned lot. “We have spent the last year working with the City of Richmond and preparing our application so we go into the application process with both parties well informed,” said Harrison, claiming neighbours are on board.

It is hoped city council can approve the plan so construction can begin next year. If council does, the development will be one of the largest rental housing projects the city has seen in decades. While the development is not unlike to the new Kiwanis Towers on Minoru Boulevard, it will not require municipal funding.

So far, Harrison said BC Housing has provided about $12 million for development plans of the four sites. Once approved by municipalities, the construction loans will be issued to pay the development teams (in Richmond, VIA Architecture and Colliers International have been hired).

Last year more than 24.2 million people travelled through the airport, and chances are somewhere along the way they were assisted by one of our kind and helpful Green Coat volunteers at YVR. The Green Coat volunteer program began at YVR almost 30 years ago and still thrives today with 445 volunteers who speak 21 languages and put countless smiles on the faces of travellers at YVR every single day. And what better time to recognize the contributions of our incredible of Green Coats than during National Volunteer Week?

Instantly identifiable by their snazzy, signature green vests and jackets (and welcoming smile), our Green Coat Volunteers are located in strategic areas throughout YVR to provide a helping hand to travellers and answer any questions somebody might have as they make their way on their journey. It is their infectious energy, accommodating nature and positive spirit that make YVR a special place to be, and has

helped us win Best Airport in North America a record nine years in a row. The people who make up our incredible team of Green Coat volunteers are our friends, family, mothers, fathers, grandmothers and grandfathers who donate their valuable time to simply be of service and assist people who may be having a hard time at YVR, or maybe just need to be pointed in the right direction. Steveston Community Society’s story begins with a playground. In May 1944, a small group of Steveston residents pressed the municipality to buy nine lots on Broadway Street to establish a children’s playground. These residents then volunteered their time, grading and seeding the park and building swings for the kids.

This group then organized a family sports day on Dominion Day, July 1st 1944, to begin a fundraising effort to build a recreation centre for Steveston. The following year that event was re-organized as the Salmon Queen Pageant, which eventually became the Steveston Salmon Festival, which will celebrate its 73rd anniversary in 2018.

From this, the Steveston Community Society was officially incorporated in 1946. The Society’s Mission Statement reads: “Steveston Community Society is an association of volunteers dedicated to maintaining a positive, pioneer “Spirit of Steveston”, by providing cultural, social, and recreational opportunities for all members of the community”.

Over the next 10 years, the Society worked tirelessly to see their dream become a reality, raising funds and successfully lobbying the municipality to share their vision. In 1957, the Steveston Community Centre officially opened.

Their effort formed the basis for the Society’s “Spirit

of Steveston” philosophy, which continues today as a reminder of why this Society exists.

This story of volunteerism, however, dates back more than a century when the Richmond Agricultural and Industrial Society was founded in 1891. Many of the organization’s members were the same people who also established the Municipality, now City, of Richmond, and whose legacy inspired the growth of our community. Today, the Steveston Community Society continues to oversee the Richmond Agricultural and Industrial Society, and it is under this umbrella that the Steveston Salmon Festival and Steveston Farmers & Artisans Market are operated, to honour our agricultural heritage.

These two events are still organized by a dedicated group of volunteers.

The Steveston Community Society also works in partnership with the City of Richmond to operate the Steveston Community Centre. With its programs, events, and many activities, the Society depends on the support our volunteer team for its overall success. Our volunteer team encompasses everything from the Board of Directors, Christmas, Easter and many other special events, and everything else in between. 35 Years of Kindness For the past 35 years, the Richmond Food Bank has been blessed to have the tireless support of volunteers as we help people in our community going through difficult times – including single parents, people with disabilities, seniors on limited pensions, and refugees.

From our first day in March 1983 when we served 20 families to 2018 when we serve 2200 people each week, we have always relied on the hard work of volunteers to help our neighbours in need. RFB volunteers are involved in every part of our operations – picking up and

sorting donations, assembling and delivering grocery parcels, stocking and distributing food assistance, and making and giving out breakfasts and lunches for Richmond elementary and secondary students.

We thank everyone who has ever volunteered with us. Your generous support makes our organization and our community a more welcoming place. Your hard work over the past 35 years has truly embodied the generous spirit of Richmond – a community where neighbours help neighbours.

Volunteers at the Heart of our Society The Gulf of Georgia Cannery Society is a non-profit society responsible for the operation of the Gulf of Georgia Cannery National Historic Site of Canada on behalf of Parks Canada. The Society is supported by volunteers in all aspects of its operation -- our Board of Directors; the tour guides who share the history of Canada’s west coast fishing industry with our visitors; the events crew at the Cannery’s seasonal events, including the wintertime Cannery Farmers’ Market; our Collections & Archives assistants; weekly Cannery Story volunteers, and so much more.

Last year, we recruited over 30 new volunteers to support the delivery of our programs and events and expand our collections work.

Volunteers allow our Society to offer more and better public engagement and to help us develop our archival collection further. Working with volunteers also keeps us connected and relevant to our local Richmond community. We are a Verve Inspired Senior Living Community that provides fun living opportunities for independent seniors.

Our monthly calendar is full of various activities for all interests and levels so there is something for everyone! We would not be able to offer the same level of outstanding service, great entertainment, resources, and diverse activities, without the awesome team of volunteers working and helping at Gilmore Gardens! Their creativity, compassion and generosity of spirit and time, does not go unnoticed! Our fabulous volunteers come from the public and from our residents as well.

The ages range from 10ish right up to 100+ and we generally have a pool of

over 80 people who help with Crafts, Music, Walking Clubs, Fundraising, Outreach, Events and much more!

Some even lead activities like Dance lessons, Painting, Ping Pong and even Nordic Walking Pole lessons! We love to offer new things and welcome new volunteers who love seniors and are keen to be a part of a fun community like ours! Time commitments are up to each person based on what they offer and do; even a few hours can go a long way! Volunteers at Gilmore Gardens are very appreciated by our residents, staff and management team.

RICHMOND CARING PLACE SOCIETY: Who We Are

Richmond Cares, Richmond Gives (RCRG) would like to extend a heartfelt thank you to our 384 volunteers, who last year contributed 19,175 hours to our agency. They supported programs like the Richmond Christmas Fund and our Child Care Resource & Referral Centre, and helped deliver a wide range of Seniors Community Support Services.

The Richmond Caring Place exists to provide office space exclusively for non-profit agencies. What Richmond Caring Place does is help numerous non-profit agencies operate hostels and shelters, provide support to those in crisis, raise awareness, and speak for those in need. What Richmond Caring Place does is support non-profit agencies and their dedicated volunteers as they work to improve the lives of Richmond residents and enrich the social fabric of the City.

And then there’s the value that can’t be calculated. When a volunteer drives a senior to a medical appointment, or provides a calming voice on a crisis line – what is that worth? Every volunteer act makes our community a little stronger, and brings it closer together. It makes us understand that, despite our differences, we can find common ground through kindness and compassion.

In that context, the math is pretty clear: what volunteers do for our community is absolutely priceless.

BRILLIANT! LUMINOUS! RADIANT!

Currently, the Richmond Caring Place houses 12 non-profit agencies and programs.

Through those agencies and programs, approximately 1200 volunteers contribute more than 86,000 volunteer hours annually.

Every volunteer and every volunteer hour has made Richmond a better place.

Because the Richmond Caring Place is home to so many agencies, those agencies are able to provide their clients with more coordinated, accessible services, collaborative programming, access to a collective pool of volunteers, and sharing of information and other resources.

Richmond High gets Air Supply takes fans set for birthday bash back to the old days Alan Campbell

Hundreds of Richmond High alumni from the last seven decades are expected to converge on Saturday at the school’s 90th birthday open house and celebration.

From noon to 6 p.m., alumni and teachers from as far back as the 1940s will be mixing with current students to check out memorabilia and wander the halls of what is now called Richmond Secondary.

During the afternoon, the Richmond Senior Secondary Alumni Association has laid on a feast of food trucks outside and a whole host of entertainment inside, including student musical performances, in-class demonstrations and live theatre.

“It’s shaping up to be interesting, informative and enjoyable, so we hope to get out as many former students and teachers as we can,” said one of the association’s directors, John Montgomery, a grad of ’58.

“We’d also like to let people know that ($10) tickets will be available at the door.”

Guests are free to tour the school and campus and find their photo on the grad

It was a trip back to the 1970s for hundreds of fans of the Australian hit-duo Air Supply, which took to the stage at the River Rock Casino’s Show Theatre Saturday evening. composites hanging on the walls.

For decades, it was the only senior secondary school in the entire city, starting at the end of the 1926/27 school year as Bridgeport High School, at Bridgeport and Sexsmith roads.

The next school year, 1927/28, the new Richmond High School opened nearby at Cambie and Sexsmith roads in the north of the city.

In 1952/53, it moved to the current site at Minoru Boulevard, although it was called Foster Road at the time.

And there it stayed, until 2004, when it was re-built on the playing fields to produce the Richmond Secondary that we see today.

The singers, Graham Russell and Russell Hitchcock, both in their 60s, performed a number of their classics, including All Out of Love and The One that You Love.

The audience ranged from children to seniors in their 80s, many of whom danced and sang along with the softrock duo that formed 43 years ago.

It’s you that have kept us going,” said the singers, who came off the stage to shake hands with their fans during the concert.

The pair also invited the audience to come closer to the stage and encouraged fans to sing with them throughout the show.

They went from records to CDs and now it’s digital. They’ve still got it, after all these years; they still tear the roof off.”

National non-profit organization Talk With Our Kids About Money was at Richmond this week to educate students about money management and financial literacy.

A talk given by the organization’s president, Gary Rabbior, at Burnett Secondary School attracted more than 20 students. This was part of an event series to celebrate B.C.’s Talk With Our Kids Day on Wednesday, April 18.

Although most students don’t have financial independence yet, Rabbior said it is important to help them start building good habits at an early stage.

“Teaching them how to stay in control is much easier than rescuing them when they are out of control later,” said Rabbior.

He noted that financial education can start as early as five years old.

“For example, one of the things parents talk about all the time with a five-year-old is how they say, ‘I want, I want, I want.’ But you can try to help them develop patience,” said Rabbior.

“You can say to your child, ‘if you want it, that’s OK, you can have it now, or you can have that, which is something you may want even more later, and we will work with you, putting some money in your piggy bank.’”

In this way, parents can help their children understand that they can make fast decisions, or that they can give some thought to a decision and make a plan, according to Rabbior.

He said young people nowadays are facing more financial challenges than previous generations as the cost of housing and living are so high in areas where jobs are concentrated.

Thus, having good finan-

cial management ability becomes even more essential.

“For example, when students make decisions on taking a student loan to study a major in university, it could help to think what they can get from that degree and if the return will exceed the investment,” said Rabbior.

He said this is the No.1 advice he offers to everybody — every single decision entails a trade-off.

“Before you make a decision, if you think about what you are potentially giving up, either today or in the future, you will make better decisions,” said Rabbior.

He added that another key piece of advice he would give is to know your own limits and stay in control of your life.

“There are going to be so many people, institutions and companies motivated by their own efforts to get you to buy something. People are so sophisticated doing that,” said Rabbior.

“Don’t let people be telling you that you should have a credit line of $20,000 when you are comfortable with $5,000; if somebody offers you a $600,000 mortgage, and you only want $300,000, then get the $300,000 mortgage.

“Don’t be making decisions on the basis of what others are willing to provide you. They are often protected. When you can’t pay the mortgage, they just take your property back.

You gotta look after yourself and know your own limits, and stay in control.”

School trustee Jonathan Ho, who invited the organization to Richmond three years ago, said he believes financial education is necessary and hopes Richmond will have more of this in the future.

Getting to school by cycling was also a big goal of Ferris students, who now report full bike racks each day.

Students from Ferris elementary and Richmond secondary schools have received a $1,000 grant from the BC Green Games, sponsored by Science World, for their innovative efforts to make classrooms more sustainable.

As part of the school’s “E(co)volution,” Ferris students have taken up action against a number of local environmental threats by performing a number of green acts.

For instance, they harvested apples from two school trees and installed solar powered irrigation systems for their greenhouses, signifying a desire to eat local and promote food security. Then, they planted nine new trees, adding to the 40 they’ve planted in the past eight years.

Next, some students became wild salmon champions by educating schoolmates about salmon life cycles. Next month the group will release salmon fry into Surrey’s Little Campbell River, which is presently under threat from development, according to local residents.

These combined efforts led to the BC Green Games award.

Meanwhile, at Richmond secondary, the high school’s Green Team won an award for its E-Waste Collection Week

program.

Students collected two big boxes of used batteries and old electronics to recycle but also informed other students about their use in general, to prevent waste from happening in the first place.

Their next project will be with Bundle Up Richmond where heating will be shut off at the school for a month.

As well, Dr. Wahl from the Institute of Urban Ecology at Douglas College, taught three classes about the importance of pollinators. One class made Mason Bee homes out of recycled materials, to be placed around the school gardens.

A Danny’s Screamer. Start with a dollop of homemade, soft serve vanilla ice cream in a custom plastic cup. Add a perfectly viscous layer of slushie — flavour of your choice. Top it off with a swirl of ice cream and stick a jumbo straw in for adequate suction.

This special creation of Abbas ‘Danny’ Khataw has become Richmond folklore since its inception in 2000 at Danny’s Market at the corner of Garden City and Francis roads.

However, come June 17, the Danny’s Screamer era will end.

Many Richmondites have a favourite Danny’s Screamer creation. Few know its roots.

Picture Karachi, Pakistan in 1973. Khataw is six years old and playing with friends outside beneath a dusty, humid and sunny sky.

A trip to the beach is called upon by his parents. But first, a shaved ice.

“So this passion started at age six in Karachi,” said Khataw, who immigrated to the United States at age 19 to attend university in San Diego, where he obtained a business degree.

Thereafter, Khataw said he quickly made his way up to Canada, moving to Richmond close to 30 years ago. Here, he lives nearby his brother and met his wife Naazim, a Richmond High graduate, whose father operated the corner store for several decades.

When Khataw’s father-in-law decided to retire in 1998, Khataw saw an opportunity.

“If you drink two cold things, you get brain freeze. And scream! That’s how I created Danny’s Screamer,” explained Khataw.

“I haven’t seen a summer. This will be the first time I’ve decided to spend with my family. In the end, you don’t take money with you,” said Khataw.

Khataw said he grosses about $500,000 a year in Screamer sales alone.

And there would have been a lot of money

He claims the drink’s name is trademarked, however spinoffs have popped up here and there in Richmond — a bone of contention with Khataw.

Winter sales remain brisk as well.

“Even if it’s snowing, they come from Surrey, Langley; they love it,” he said.

In mid-June Danny’s Market will close so Khataw can spend more time with his three sons and one young daughter. He said he chose not to renew his usual five-year lease with the property’s owner. At age 51, he’ll enter into semi-retirement by helping one son with a new construction business.

“She is the one who backed me up and helped me get by for 20 years,” said Khataw, who lives above the store.

“So many people have moved away in the past few years. But every weekend they drive from so far to come here,” he added.

The secret?

The opportunity to leave will also give some relief to Naazim and her mother, who both helped transform the corner store into a kitchen and lounge that serves fresh East Indian food and pizzas (and butter chicken poutine, of course).

“They are my bread and butter,” he said.

The usual clientele are teenagers. If you triangulate McRoberts, Palmer and McNair secondary schools, Danny’s Market falls somewhere in the middle.

“It usually starts in May, June, especially when the school year ends. People order 50 Screamers at a time. The South Arm kids come up, 100 kids lined up for Screamers,” he said.

“No one can take Danny’s Screamer!” proclaimed Khataw, who remains open to the idea of returning in a different location in three to five years (although this could very well be the end).

Chamber offers Chinese e-wallet

Village salutes fallen Broncos Graeme Wood RICHMOND NEWS

An impromptu game of street hockey emerged behind The New Well Tavern on Bayview Street April 12 in Steveston Village to honour the Humboldt Broncos.

Organized by born-and-raised Richmondites Ian Bruce and Steve Sever, close to 100 people attended the flash game of hockey.

“Steve called me this morning, said, ‘You want to put a street hockey game together on Moncton Street?’ Like a flash mob, take over Moncton, in honour of Humboldt,” said Bruce at the event.

Bruce agreed and initially thought he could twist a few arms at the City of Richmond, where he works, to close Moncton.

However, because a street closure wasn’t possible, Bruce, Sever, city officials and those at Steveston Harbour Authority cleared a parking lot just off Bayview to host three shinny games for young kids.

Well, almost.

“That’s my truck!” shouted Bruce when a hockey ball smacked his pickup. And then there were a few leftover cars that still needed to leave the lot during gameplay, resulting in the usual ‘Car!’ callout followed predictably by ‘Game on!’

“It’s a great turnout. It’s for the kids and what it does is it shows them we’re trying to inject some fun back into hockey after the tragic week,” said Sever, 43, a graduate of Steveston High.

The mood was positive and everyone was sportsmanlike under Bruce and Sever’s leadership (while displaying hearts of gold this day, it should be noted Bruce and Sever led their beer league team, the Hustlers, in penalty minutes this season.

They told the Richmond News it’s all a misunderstanding).

Near the end, the two gathered everyone for photos with sticks raised to honour the Broncos hockey team, following the fatal crash of their bus last week, which resulted in 16 deaths and at least as many injuries, many of them serious.

The crash sent shockwaves through Canada as people rallied with multiple millions of dollars in donations and tributes such as wearing jerseys and putting sticks on front porches.

Bruce said it was a special moment, one he hopes can help rejuvenate street hockey in Richmond.

“You don’t see street hockey anymore,” said the father of one.

“There’s not really many places to play; there are cars everywhere and the city’s so populated; there’s more than one car per household. With social media, video games, nobody goes outside anymore!” quipped Bruce, 39, also a graduate of Steveston High.

“If someone is gracious enough to give me a second chance, then I won’t need a third!”

The famous words of baseball legend Pete Rose were printed out on a sign that hung in the Richmond Sockeyes’ dressing room for the past month. On Sunday, they showed what exactly it meant to them.

The Sockeyes are Cyclone Taylor Cup provincial junior “B” hockey champions after taking care of their season-long nemesis Delta Ice Hawks 5-1 in the gold medal game, played before a near capacity crowd at Minoru Arenas.

It was back on March 11 when the Sockeyes were bounced from the Pacific Junior Hockey League playoffs by the Ice Hawks in five games. There was plenty of anger and frustration in their dressing room that night in Ladner. A team with 13 graduating players used it as fuel to come together in the weeks ahead and make sure the final chapter would have a much different ending.

“I would like to say I did a ton but honestly the guys we have in this room are so committed and we worked so hard in the time we had off before this tournament,” smiled captain Tyler Andrews who capped off a brilliant final season with two goals to nail down the tournament’s MVP award. “We didn’t want take that feeling again after that loss in Delta.

We pushed as hard as we could. We knew it wasn’t going to be easy but it is amazing to see where we are now.

“The famous saying in hockey is 20-yearolds show up when the time comes and there it was.”

The gold medal tilt capped a wild weekend that saw all four teams still in contention heading into Saturday’s final round-robin games.

were handed a 6-1 loss one night later by the Kootenay League champion Kimberley Dynamiters.

The Sockeyes would join the unbeaten Ice Hawks in the final if they could win the allPJHL encounter to conclude round-robin play.

Delta elected to rest some key players.

Richmond jumped out to an early 2-0 lead and went on to post a 5-3 victory, outshooting their rivals 40-16.

Seventeen hours they were back at it again.

Delta’s roster decisions seemed to pay off in the early going when Dhaliwal set-up Daniel Rubin to open the scoring at the 5:59 mark.

However, the Ice Hawks would then encounter a Sockeyes team they hadn’t seen for the previous 10 meetings this season — one that reflected the urgency and will of so many key veterans playing their final game.

Ian Ross and Andrews beat Naylor five minutes apart to make it 2-1 after one.

After killing off an early penalty, Richmond proceeded to dominate the opening minutes of the second — getting goals from Andrews and Tyler Paterson for a 4-1 lead. It was the biggest hole the young Ice Hawks had been in all season and their strengths are not suited for high-scoring comebacks.

Former Shark star inks full-ride to NCAA school his hand to show the difference a year has made.

He has matured mentally and physically, shedding 27 pounds over the course of the season thanks to essentially being in a U.S. college environment and having to look after himself.

He spent a season in Maine chasing his dream and on Monday it became a reality back in the gym where he dominated for years.

“I think I am a much better leader now and have grown physically too. I’m a lot stronger and way more explosive,” said Aimaq.

“Sometimes when I played up here I could take plays off. You do that (in NEPSAC) you will get plays put down your throat. With me I’m always constantly trying to get better.”

Surrounded by his family and high school coach, Fardaws Aimaq officially signed a full-ride scholarship offer with the University of Mercer Bears — a NCAA Division One school located in Mason, Georgia that was 11-7 in conference play last season.

The 6-foot-11 standout took the StevestonLondon Sharks where they had never gone before, highlighted by a sensational 40 point and 34 rebound performance in the 2016 provincial 3A final loss to Southridge.

A year later, he collected city MVP honours for Mike Stoneburgh’s squad. However, all the B.C. high school basketball awards and accolades weren’t going to take Aimaq where he ultimately wanted to be.

He turned some mild interest into substantial offers from NCAA programs thanks to a standout season playing for Bridgton Academy in the New England Preparatory School Athletic Council (NEPSAC) Class AAA level. The unknown “Canadian kid” blossomed into a First Team All-Conference player, averaging 19 points and 14 rebounds a game.

Aimaq is from a new era of high school basketball in the city where the talent is now spread among a number of programs rather than a couple of powerhouse schools.

What remains the same is dedicated volunteer coaches like Stoneburgh wanting their kids to succeed.

Fardaws Aimaq returned to Steveston-London Monday to officially sign with Mercer University while surrounded by his familty and former coach Mike Stoneburgh.

“Fardaws matured into a productive force for us,” said Bridgton coach Whit Lesure.

“This may go down with Brinks as one of the great steals when all is said and done.

It took 18 years for the host club to win a title at the Pacific International Cup and one year for the feat to be duplicated.

Another terrific week of action and festivities concluded on Sunday at the Richmond Curling Centre with Vic Shimizu’s hometown rink taking the overall PIC men’s title with a 7-1 win over Arizona in six ends.

Schmizu will now represent B.C. at the Travelers National Curling Club Championships in November.

The momentum from the dramatic win carried over into the PIC final as RCC stole two in the second on another terrific shot from Tanaka. It was 5-1 after five ends when another steal of two sealed the outcome.

Last year it was Kim Dennis putting RCC in the winner’s circle for the first time by capturing the women’s crown with a victory over Nevada. The men travelled a similar path for their glory 12 months later.

On the women’s side, Okanagan rep Lori Olsen, from the McArthur Curling Club in Kamloops, capped an impressive week with a 7-6 win over Sarah Walsh’s rink from California to win the PIC title.

Schimizu’s foursome, that includes Cody Tanaka throwing last rocks, along with Trevor Bakken and Mark Yodogawa, had to go the longer playoff route in the B.C. bracket after losing to Langley Saturday in first place round-robin showdown of unbeaten rinks.
