Standing in the pouring rain with Richmond RCMP’s Sgt. Nigel Pronger, it wasn’t the ease with which his team identified and ticketed distracted drivers that took me by surprise.

Aside from the utter arrogance of using their cellphones while behind the wheel, I was astonished the moronic motorists in question failed to spot the hi-vis-jacketed officers “hiding” behind trees and lampposts.

Believe me, as vehicles crawled to a halt at the Garden City Road and Westminster Highway intersection last Thursday, inconspicuous the Mounties were not.

But there in, inadvertently, lies a lesson in itself for those clinging by their text-happy digits to the hair-brained theory that cellphone use while driving is no less of a distraction than drinking coffee or talking to a passenger.

I’m sorry, if you’re so engrossed in your device that you cannot see an illuminous yellow, 200-pound, six-foot tall officer lying in wait, then you simply shouldn’t be given the keys to a potentially lethal weapon.

And, while we’re at it, such was the level of stupidity required to get caught, I question whether you should even be allowed to vote in an election that affects people’s lives.

Every March, during the blitz on distracted drivers, it never ceases to amaze me the level of self-importance displayed by so-called “distracted drivers.”

In B.C., distracted driving-related crashes claim, on average, 78 lives, with 27 in the Lower Mainland alone.

Anecdotally, Sgt. Pronger feels we may have plateaued in terms of the prevalence of the outright dangerous practise.

He’s hoping that, along with increased enforcement and the heavier $368 fine, technology in new cars will also make it more difficult for drivers to give in to temptation.

But where there’s a will, there’s a way, and drivers who feel their texts are more important than my life or yours are always going to justify to themselves picking up their devices.

Remember the excuses drunk drivers used to — and still do — come up with to legitimize steering home while buzzed?

Where there was once laughter and back-slapping, there is now frowning and condemnation.

Fines and penalty points can only do so much. Until they start seizing people’s phones and cars on the spot, we’ll barely scratch the surface.

A great deterrent in my early days as a court reporter in the UK was naming and shaming drunk drivers.

Offenders were horrified to learn their neighbours and colleagues were all going read how Joe Blow, 42, drove home while four times the legal limit.

I lost count of the number of times a Mr. Blow would sheepishly, outside of court, ask I don’t put their name in the paper.

Short of speeding up our painfully slow court system in B.C. — which rules out this paper naming and shaming — it’s incumbent upon all of us to be judge, jury and executioner.

So the next time you see someone you know using their phone while driving, let them know what you think.

I think it’s a fair penalty for sure.

If $500 doesn’t work, you should make it even higher. I see it all the time. Even with a $500 fine, they’re still using the phone. I say you gotta stop it.

I think it is beyond fair because my mother was hit by a car when she was in her twenties and she’s in a wheelchair even now because of distracted driving. So it hits really close to me. I feel it’s a pretty big pinch for most people and I think it will get their attention.

We have so much to grow Dear Editor, In summer and fall, if you want local fruits and vegetables at one of Richmond’s farm stands, you’ll line up. Even to pick your own, you’ll join a crowd.

Small-scale agriculture is thriving and is the backbone of the local food system. The small-scale farms in Richmond are where local restaurants source the finest ingredients and where people from all over Metro Vancouver come to purchase fresh food from the field.

Today, developers, contractors and even a few farmers are making fortunes turning small farms into speculative estates. Seven permits for mega mansions with an average size of 9,623.58 ft²

on farmland were issued between April and November — after council adopted new home sizes of 10,780 ft². All seven were for small farms. Many are already for sale as “investments” with permits.

Some landowners and politicians think it would be fine to have a system where the wealthy own the land and farmers lease from them and commute. This prospect is worsened by frequent changing of farm ownership and insecure leases, making it impossible for farmers to plan.

Vegetable farming means working the fields from dawn until dusk and beyond.

Farmers living on their farms, where they can also sell their food, is something Richmond should not give up on.

By allowing mansions on farmland, the city is choosing development for the wealthy over farming, farmers and food production.

Council had expert calculations for house size last year, but voted to not follow the recommendations. Speculation has been the result. Now the city has the opportunity to turn this around.

To see what’s possible, we need only look to Delta, which has an ALR farmhouse size limit of 3,550 ft² on farms under 20 acres. It also has a farmland utilization rate of 81per cent, the best in the Lower Mainland.

Re: “A community divided?” Richmond News, March 8.

I have lived in Richmond all my life. I graduated from Steveston High. I have been proud to be from Richmond — that is until I saw the story about fellow Richmond residents rejecting housing for homeless people.

They say that they fear a shelter for people with no home more than a kilometre from their houses will drive the value of their houses down.

First, I doubt that it will drive down the price of houses that are so far away. But a person who will see a fellow human being sleep out in the elements on a piece of cardboard in a doorway over a possible reduction in house value would make a poor neighbour indeed.

And you say a dog off-leash park is more important to you than housing people? You fear for your luxury car? Have you considered living in another community?

Your values seem inconsistent with other folks in Richmond. And, here is a surprise for you; they are living in your area now they are just hiding from the elements trying to keep warm and alive.

To Mayor Brodie, there is plenty of room for the shelter in my neighbourhood. An election is coming up and Richmond people care about human beings!

Another restaurant turns into drive-thru eted accordingly.

A Porsche SUV was pulled out of a Thai restaurant in Richmond March 7 with nary a noodle on it, according to eyewitnesses.

Fortunately, an employee at Thai House Restaurant on Alderbridge Way said no one from the restaurant was injured in the accident.

Richmond RCMP and Richmond Fire Rescue attended the scene while the Richmond News was on site.

Police later confirmed the accident was due to “driver error” and the driver, a woman in her 60s, was tick-

Special Crimes Unit to investigate death

Richmond RCMP are investigating a suspicious incident after an elderly man was found in the water off Dyke Road Saturday morning and was later pronounced deceased.

Around 8 a.m. Mounties were called to the area for a report of a male in the water.

Cpl. Dennis Hwang, media relations officer for the Richmond RCMP told the Richmond News that “he was in such a state that he received some emergency medical assistance.”

The vehicle jumped over a curb and smashed through a balcony gate, driving head on into the restaurant lobby.

One witness said she was surprised to see the vehicle barely had any significant marks on it.

He was later pronounced deceased at a local hospital.

With increased social media presence, Richmond drivers have frequently been reported to have driven through commercial storefronts. This is the fifth such incident in as many years.

The most powerful force?

It may be that loneliness is the most important problem facing seniors. According to a newly released Reuters Health report, Nicole Valtorta headed a group at Newcastle University in England, examining data from 126 studies (involving more than 226,000 persons from 19 countries) about Seniors, isolation, and health care utilization. Their analysis seems to point to a link between social isolation and illness.

For example, people without many friends or family tend to rely on longer hospital stays where they can benefit from nursing support. Meanwhile, persons with strong social networks may benefit from more activity, and friends/family to remind them to exercise and take their medications. The research group cannot yet link social ties with reduced health care utilization. Still, efforts to strengthen social relationships and reduce loneliness are important public health strategies.

Christina Matz-Costa, of the Boston College School of Social Work said “When health issues arise, informal networks are used for advice, guidance and support before people seek formal care services.

Persons who lack these informal supports may be more likely to seek out formal services.”

Loneliness, isolation and health care are daunting problems today. It may be that the more services available in the community, the more likely it will be that isolated persons can benefit.

Trustee: Flyer is public ‘fear-mongering’ The flyer directs readers to the same website used for an earlier protest against the project, but when contacted by the News, the group organiser said he didn’t know about the flyers.

A flyer opposing the proposed homeless housing project on Elmbridge Way, contains misinformation, according to the City of Richmond.

“I can’t believe some of us are prepared to go to this level of public fear-mongering,” said school trustee Sandra Nixon, who found a flyer on her car parked in the school district parking lot on Monday morning.

“I’m really discouraged when we have things put out anonymously in our city, implying that people who are less fortunate, who lack housing, are somehow less deserving to live in their community.”

The flyer reads, “We don’t want to be fooled. Let us understand Service Level 3!”

It condemned the government for “hiding the fact” that some of the proposed units will be reserved for “Service Level 3” residents, who the flyer claims are people with an “extensive criminal history, high risk to re-offend, history of property damage, security problems, addiction and untreated mental health issues and aggressive behaviour.”

(Service/Support levels refer to the level of support required for a tenant to maintain housing stability. The levels range from 1 to 3, 3 being the highest level of support needed.)

Ted Townsend, the city’s spokesperson, told the News that the city is aware of the flyers and supports the right of residents to express their opinions, however, “there are a number of issues with the flyer’s content.”

He confirmed 20 per cent of the units will house “Service Level 3” residents, but the flyer provides a “very narrow and incomplete depiction of the types of tenants that will qualify.”

“Not all clients requiring Level 3 services will have mental health challenges or substance use issues,” said Townsend.

He pointed out that, although the services are provided to people who may have an addiction, severe mental health issues or those who have criminal records, they are also offered to those with medical issues, such as depression, diabetes or cancer, and those prone to hoarding or relationship challenges.

Residents will be selected through a careful process, participated in by the RCMP, to ensure community safety, he added.

The flyer also suggests that the government is using the term “temporary” to bypass the normal approval process for the residential use of land, which Townsend said is incorrect.

Although the site does not require rezoning, a development permit would be required.

“Certainly we have had our issues with governance at the port,” Brodie told the Richmond News Monday, following an announcement in Delta from federal Minister of Transport Marc Garneau to review Canada Port Authorities “to optimize their role in the transportation system as strategic assets that support inclusive and sustainable growth and trade.”

A new government website asks “to hear what Canadians and marine stakeholders (including municipalities) have to say about how our ports can respond to current and future challenges and opportunities.”

Vancouver Fraser Port Authority is one of 18 ports in Canada and it oversees Port of Vancouver operations. A number of recent port projects and/or objectives have clashed with the City of Richmond, noted Brodie.

“A few issues that come to mind quickly is encroachment on agricultural land by the port.

Environmentalist Otto Langer, chair of VAPOR, a group opposed to jet fuel being shipped up the Fraser River, said he’s skeptical environmental issues will be addressed.

Langer, who attended Garneau’s announcement, said “I never heard the word ‘environmental assessment’ once.”

Langer hopes port authorities lose their right to conduct their own environmental reviews — something he views as a conflict of interest. He said this occurred with a port-directed ‘harmonized’ federal-provincial review of an 80-million litre jet fuel facility now under construction near Riverport.

Garneau said port authorities have served Canada well in supporting regional economic development, however a review is needed to keep up with innovation.

“Our concerns of their wish to have the option of using agricultural land is undiminished,” said Brodie.

His ministry noted in 2017, ports and marine shipping carried almost $90 billion of Canada’s exports to world markets, and brought in $110 billion.

Seismic projects begin with office Graeme Wood RICHMOND NEWS

The Ministry of Education announced Thursday a plan to accelerate seismic upgrades on 23 Richmond elementary schools, by forming a special project team within the school district.

“We’re hoping to get a lot of projects under construction. There’s an incredible backlog in the district — more than most others in B.C.,” Minister of Education Rob Fleming told the Richmond News.

“The Richmond seismic mitigation project team will afford our school district with additional staffing resources that will help to ensure that seismically high-risk sites receive the necessary seismic upgrades,” said Board of Education chair Dr. Eric Yung, via a ministry news release.

The ministry said the team will focus on “clearing a backlog of seismic upgrades” in Richmond, a district that has a disproportionate number of unsafe schools.

Presently, two schools — Cook elementary and Hugh Boyd secondary — are already proceeding to construction, while five elementary schools — Steves, Mitchell, Tait, Tomsett and Ferris — are in the business case development stage, meaning final plans are being drawn up. Another 18 elementary schools are deemed “future priorities” among 116 schools province wide.

According to parent group Richmond Schools Stand United, 7,193 children at-

tended a seismically unsafe school in 2016.

But without details on how many Richmond schools can be accelerated with the new team, some parents, such as RSSU member Kim Nowitsky, are only cautiously optimistic.

“We’re pleased to hear this announcement as Richmond is long overdue for some attention from the province,” said Nowitsky.

However, “I’d like to see more concrete timelines in place before getting my hopes up,” she added.

Nowitsky said the past BC Liberal government often chose cheaper projects to tend to.

Fleming noted his new BC NDP government has added $100 million to the $1.7 billion school projects budget over three years.

Richmond’s new team is part of an 18-month plan to “approve” 50 more projects, according to the ministry. The team will begin its focus on the $11 million Boyd and $14 million Cook projects.

“School districts are being directed to expedite the development of business cases for supported projects, and government is taking steps to accelerate the funding-approval process. Project teams, like this one in Richmond, will enable the procurement and construction phases to be accelerated as well,” noted the ministry.

Fleming had visited Richmond prior to last May’s provincial election that saw his party form a minority government with 10 the BC Green Party.

Richmond residents will soon be able to get a front-row view of jet fuel being offloaded from tankers on the Fraser River in east Richmond.

Surrounded by newly-planted shrubs and trees, a small, public “viewing platform,” or dock, will be among the observable landscaped features nearby a new marine terminal that will feed an 80-million-litre jet fuel tank farm across the dyke at the end of Williams Road.

This week, city council reviewed the development (building) permits to Vancouver Airport Fuel Facilities Corporation (VAFFC) to build the contentious marine terminal that will supply fuel to Vancouver International Airport via a new pipeline that will run up Highway 99 and cross over north City Centre to Sea Island.

The project has already been approved by the provincial government and National Energy Board and, as such, the municipal building permits are considered by the City of Richmond a legal formality as long as VAFFC is in compliance with municipal regulations.

The terminal is being built along the dyke, which is considered an Environmentally Sensitive Area (ESA). And so, a lengthy, 199-page document to council from the Development Permit Panel, outlines the extent to which project proponent VAFFC and the city have ensured construction complies with ESA standards and how the terminal will fit within the landscape. As such, city planners have asked to keep the waterfront dyke accessible to the public while also requesting a $62,000 viewing platform along the river, as part of the upgrades.

Director of Development Wayne Craig told the panel that the viewing platform will be constructed by the city at a later date and that the parks department will determine the exact location and ensure the design meets the city’s open space and trail objectives for the area, as it is city policy to keep the dyke publicly accessible.

The site will see native plants and trees planted, including a 200-square-metre intertidal plant marsh featuring baltic rush, lyngbye’s sedge, common cattail and common rush — all outlined in the permit document and reviewed by a VAFFC team of biologists.

Also, VAFFC will be raising the dyke where the terminal will be situated, as the city requires this to mitigate flood risks due to long-term sea-level rise from human-produced carbon emissions.

According to the VAFFC’s submission to the BC Environmental Assessment Office, the marine terminal facility will receive approximately one fuel tanker/barge each week. The standard vessel will have an average capacity of between 30 to 40 million litres of fuel from overseas markets.

Port of Vancouver approved the project after a study claimed fuel spills are a low, but acceptable, risk.

The revised strategy has also increased the fees charged to developers that go to subsidized housing projects. And, apartments must now include 10 per cent built-in subsidized rental units pegged to low-income applicants, as opposed to the previous five per cent requirement.

“There’s an incremental increase in what we’re already doing, but there’s no change in direction. The change in direction is we’ve got to solve the empty houses,” Steves said.

According to the 2016 census, Richmond had 4,021 (5.7 per cent total) homes counted as “non-resident unoccupied dwellings,” which are either homes that are outright empty or ones occupied by a foreigner or temporary resident.

To date, foreign home ownership as a siginifcant factor driving up real estate prices has been largely ignored at council level, according to Steves. “It hasn’t really come up in council other than debates with large houses on farmland,” he said.

Foreign home ownership is a top concern among residents, according to a city survey.

Foreign home ownership stands at 7.5 per cent, although since 2016, non-residents have purchased nearly one in five (19.4 per cent) of new homes, built in 2016 and 2017, including nearly one in every four condo units (23.7 per cent).

On the public survey, Richmond residents weren’t given the option to consider foreign money and speculation as a “primary focus” for the City of Richmond; only supply measures were listed. However, in the “other” comments section, about one third (17/52) of respondents specifically noted foreign investment and speculation as something the city should address.

“Advocating to the provincial and federal governments to restore oversight and controls for the unchecked wealth that is inflating Vancouver’s housing market,” wrote one respondent.

Taking measures to curb foreign home ownership and speculation is now widely accepted by British Columbians.

According to a recent Insights West poll, more than 80 per cent of B.C. residents thought new budget measures such as a speculation tax and an expanded, increased foreign home buyers’ tax was either a “very good” or “good” idea.

Last week, as reported by the National Post, even Royal Bank of Canada CEO David McKay weighed into the fray of foreign money in Metro Vancouver housing: “If capital is coming in to sit in a home, unproductively, and is distorting your marketplace and the livelihood of your residents — no thank you,” said McKay, the head of Canada’s largest mortgage lender who added he’s supportive of policies to cool the housing market.

Distracted driving: Mounties scan motorists for their poker faces Alan Campbell RICHMOND NEWS

It wasn’t quite shooting fish in a barrel, but the targets weren’t that difficult to catch at a hotspot in Richmond.

As part of a B.C.-wide distracted driving blitz, Richmond Mounties and their volunteer officers were out on force in the pouring rain Thursday morning at the busy Garden City Road and Westminster Highway intersection.

“There are pedestrians, seniors, children and we will be targeting those areas as well.

You’ve got to be in ‘park’ before you pull out that phone.

In their sights were the drivers who still seem to think it’s OK to use their phones while behind the wheel of a vehicle in operation, a dangerous practise which, on average, claims the lives of 78 people in B.C. every year.

A handful of undercover spotters placed strategically further down the road radioed ahead to colleagues hiding behind trees and lampposts when they clocked an offender.

And even in the 20 minutes or so the Richmond News observed the team in action, several drivers were promptly escorted into the nearby Esso gas station to receive their $368 ticket and four penalty points ($175).

In total, 19 drivers got hit with the fine and points, during about six to seven hours of the operation.

During intermittent days in March last year, Richmond Mounties ticketed 164 such drivers, including 74 in a single-day blitz.

“We’re checking to see if they have a phone in their lap, if they’re texting, are they reading their texts or are they talking to someone? Sgt. Nigel Pronger, of Richmond RCMP’s Road Safety Unit, told the News.

Asked what signs of cell phone activity his officers are looking for, Pronger said, “It’s like poker; it’s ‘the tell,’ everyone has one and drivers using their phones have it.

“It’s people looking down mostly. If their eyes aren’t looking out through the window, if they’re looking down at their lap, there’s a good chance they’ve got their phone out.

“And you can stand and watch through their window and see where their hands are.

Pronger said the worst cases of distracted driving he has seen involved people drinking coffee with one hand and using the phone in the other, all while driving with their knees.

“It also bothers me when I see large vehicles, such as trucks. The drivers are on their phones, their vehicles take up a lot of space.

They’ve got potential to do some real damage,” he added.

And the excuses?

“Everything you can possibly imagine; ‘it’s an important phone call, I was just moving (the phone),” said Pronger.

“There are blatant liars, claiming they didn’t even have their phones out, when I could tell them exactly what model of phone they have.

“But when we stop someone and engage in conversation, most people admit what they were doing and don’t lie to us.”

Although Pronger feels the attitude towards distracted driving is getting a little better,

he said it will likely continue to plague our roads for the foreseeable future.

“The laws came in recently to address the issue and I would like to think we’re at a little bit of a plateau and things will start to get better,” he said.

“Technology is changing and many new cars have Bluetooth built-in, which is great.

And I think there’s a greater awareness now, especially with the likes of these campaigns, and ICBC has put a lot into it.

“But the stats are still not good; distracted driving does cause accidents and does cause death.”

Of special concern to Pronger in Richmond is vulnerable pedestrians being in the firing line from drivers using their phones.

“With urban driving mixed with distracted driving, you’re much more likely to hit someone here in the city,” he explained.

“Even at low speed, you can hurt someone quite badly, we see it all the time in parking lots. People seem to think that, as soon as they slide into the parking lot, they’re OK to pull their phones out.

One hope of agencies such as police and ICBC is that distracted driving becomes as socially unacceptable as drunk driving has become.

“It’s a gradual awareness. People need to understand that they’re putting themselves, other drivers and the whole community at risk,” said Pronger.

“Just as impaired driving has changed, we will see the same thing happening here. I think a lot of it can be addressed through technology.”

The B.C. government announced this week tougher penalties for distracted drivers would take effect this month, alongside the piloting of new technologies.

Starting March 1, 2018, ICBC’s Driver Risk Premium (DRP) program will include convictions for distracted drivers who continue to put road users at risk by using electronic devices while driving.

Drivers with two convictions for the use of electronic devices, while driving over a three year period, will now face added and higher premiums.

They could pay as much as $2,000 in penalties – an increase of $740 over the previous penalties – in addition to their regular vehicle insurance premium.

Richmond North Centre Liberal MLA Teresa Wat, who had been widely criticized for delaying the construction of a Richmond Hospital tower when her BC Liberal government was in power, has turned the tables, challenging the NDP for inaction on the project.

“The Budget contains vague mentions of upgrades to hospitals, but there was no firm commitment for the new acute care tower at Richmond Hospital that the community has been rallying so hard for,” said Wat on her website.

“Last fall in his Estimates debate, the Minister of Health promised to move

expeditiously on this project—but so far, we’ve seen no evidence of that,” she added.

Meanwhile, Natalie Meixner, CEO of the Richmond Hospital Foundation, told the Richmond News earlier this month that she remains optimistic the nearly year-old BC NDP government will soon commit to a new acute care tower.

This, despite the NDP government failing to even approve the first stage of the project — a concept plan, which has already been completed by Vancouver Coastal Health (VCH). Because it hasn’t been approved, Richmond Hospital did not fit in the new provincial budget on Feb. 20.

“We’re not drawing any conclusions from the bud-

get,” said Meixner.

The CEO is also pinning hope on a statement Premier John Horgan made to media earlier.

“We will have announcements for Richmond on a range of issues,” in the coming months, Horgan told reporters last month.

However, Wat noted time is of the essence, pointing to the fact about half of the $27 million raised by the foundation, to contribute to the government for the tower, is contingent on a 2020 construction start date.

Last spring, Wat announced the concept plan was completed by VCH. While the NDP promised to fast-track the tower’s business plan, the concept plan hasn’t even been approved yet, 17

Once approved, a business plan can then be developed. This takes 12-18 months, according to VCH. It must be completed and approved before the tower can be included in a bud-

get.

For such a project, pegged at $283 million, it can take upwards of seven years to go from concept plan to construction completion.

On March 9 during a budget debate, Wat reminded the Speaker of “the strong

community support for replacing this ageing but crucial building.”

The tower in question would likely collapse or face serious structural damage in the event of a moderate earthquake, according to a VCH report in 2011.

“This has multiple problems. When the heat is disposed from the top of the wall, it stays on the top as hot air rises, and fails to circulate in the room,” said McClean.

“Secondly, it requires heat-resilient material to build the wall to let heated air travel through. And it doesn’t look attractive to have a gap or louvers in the wall.”

He said some other companies use heat dumps to simply dump the heat into the attic or outside, but that “is a big waste of energy.”

The new Galaxy 48, using the Genesis Heat Shield with RTC technology, developed by Savannah Heating Products, applies the double-glass technology, but has found a way to circulate heat in the room more efficiently.

The fireplace is screen-free for optimum viewing pleasure. Plus, the new RTC technology – Radiant Thermal Convection Control combines all three elements of heat transfer to produce heat and push it down into the room, creating maximum efficiency.

Homeowners can choose from 42 different levels of warmth from the fireplace, and the room will heat up very quickly.

As the real estate market continues to attract foreign investment, one Chinese company has chosen a different route by creating one of B.C.’s largest private art galleries, the Lipont Place art gallery, in Richmond.

It’s hard not to notice a six-metre tall, stylish white building across the street from Aberdeen station. Paintings and statues, which can be seen through the floor-to-ceiling windows, line the Lipont Place art gallery.

The company launched its first art gallery in Xi’an, China but purchased land in downtown Richmond in 2016 and built the 21,000-sq.-ft. Lipont Place, which opened to the public in early 2017.

“It is completely out of a passion for art,” said McAfee, who has dual Master’s degrees in art management and museum studies from the U.S. “And, of course, as a private art gallery, we want to make it profitable as well — eventually.”

Lipont hosted various exhibitions in its first year of business, including contemporary photography, paintings, drawings, sculpture, textiles and crafts. Most of these exhibitions are free and open to the public daily.

One of the gallery’s goals is to discover obscure, local artists and build an agency partnership with them, explained McAfee.

For example, an exhibition called “In Darkness” showcased the works of three emerging local artists, who were spotted by McAfee and her coworkers on Instagram.

Some of the works on display are from Chinese immigrant artists, including Richmond photographer Fang Tong, whose conceptual photography reflects immigrant life in Canada.

“There are many great Chinese artists but few have made it to the mainstream stage, sometimes because of limited English, other times because of financial pressures, which pushed them to take up other jobs. We are happy to help them get exposure,” said McAfee.

But she also noted that, as a commercial gallery, the most important criteria is the collection value of the work, no matter what the background of an artist is.

Connected to China, the gallery has also imported works from famous artists in China, such as the one currently on display — “Tibetan Plateau Portraits” by Dongming Xie. McAfee admits that art is not an easy business. Although the gallery has attracted some attention among local collectors, it has had to rely on the support of the company’s art auction website, which “has a stable customer base in China.”

“All the work on display in the gallery is posted and available for purchase on the website (YKLM.com),” said McAfee.

To save costs, McAfee rents out part of the venue for events or other exhibitions, when it’s not in use, such as a large-scale Titanicthemed display later this year.

McAfee also invites performers to some of the exhibitions and provides free coffee and beer, to attract more audience.

While Richmond council remains hesitant about growing and selling recreational marijuana in the city, many students are interested in the business.

In fact, the cannabis education program at Kwantlen Polytechnic University (KPU) is immensly popular.

“We need to create a new trained workforce for the new industry,” said Barinder Rasode, CEO of The National Institute for Cannabis Health and Education (NICHE).

“If Richmond is excluding itself from the industry, it won’t benefit from the jobs created by the industry and taxes gathered.”

KPU’s online cannabis career training, in partnership with NICHE, is the only one of its kind in Canada, according to Rasode.

The program was developed in 2015 to help manage the medical marijuana industry, but expanded with the widespread media coverage of the legalization of recreational marijuana, according to program director, David Purcell.

“We used to run it every nine weeks. Since last October, we have been running it every month, because demand is so high,” Purcell told the Richmond News.

“We have a huge waitlist.

The maximum number of participants for each course is 40, and every course has been full for the last seven months,” he added.

The program provides three, eight-week courses on plant production and facility management, marketing and sales, and financing a cannabis enterprise in Canada, instructed by current industry professionals.

He said students are trained on growing cannabis and working in a licensed production facility; creating marketing strategies that comply with “very strict” rules and regulations; and launching a cannabis business in Canada.

“When the recreational legalization model comes out, the rules for growing cannabis are going to be very similar. The students taking these courses today will be able to transition,” said Purcell.

The program was updated after the proposed regulations for the recreational market came out late last year and will be further adjusted when Bill-C45 becomes law in July, according to Purcell.

For decades, it was the only senior secondary school in the entire city, now its alumni stalwarts are busy preparing for the 90th anniversary of Richmond High.

It all started at the end of the 1926/27 school year, as Bridgeport High School, at Bridgeport and Sexsmith roads, became an elementary.

The next school year, 1927/28, the new Richmond High School opened nearby at Cambie and Sexsmith roads in the north of the city.

In 1952/53, it moved to the current site at Minoru Boulevard, although it was called Foster Road at the time.

And there it stayed, until 2004, when it was re-built on the playing fields to produce the Richmond Secondary that we see today.

“We have been reaching out to our alumni members through our mailing list and Facebook page. We have 5,000 on the alumni membership,” added Montgomery, whose graduating year is hosting a special 60th anniversary in September.

“We don’t have a handle on the numbers yet, but there has been a lot of initial interest.

“We were tasked to organize the 90th anniversary a few months ago. It’s been a lot of work, but quite rewarding, as well.”

As well as the opportunity to peruse the graduating year pictures and tour the current classrooms, there will be performances from the school’s drama club and music group, as well as several food trucks on offer.

“For many years, it was the only senior high school in Richmond, including in 1958, when I graduated,” said John Montgomery, now a director of the Richmond Senior Secondary Alumni Association.

“This will cross graduating year boundaries, so there will be lots of opportunities to see people from before and after your school years,” said Montgomery.

“There was 160 in our class then and only about 650 in the school.”

According to a 1967 report found in the archives at Richmond Secondary, the history of the school “started in four rooms.”

RICHMOND’S ALR PARCELS The majority of the parcels in Richmond are located in the Agricultural Land Reserve (ALR) and zoned as Agriculture (AG1).

Colts enjoy best season in 17 years Big first round upset propels Richmond High to seventh place finish at provincials Mark Booth RICHMOND NEWS

The Richmond Colts best season in 17 years culminated with a seventh place finish at the B.C. 3A Championships.

The Colts closed out play at the 16-team tournament on Saturday with a 90-85 upset win over city rival McMath Wildcats.

Three days earlier, the 14th seeded Colts opened the championships by stunning No. 3 Argyle Pipers 81-80 before falling 82-62 to No. 6 Pitt Meadows in the quarter-finals.

Led by seniors Daniel Afanasiyevskyy and Murad Mohammed, the Colts fulfilled their expectations and then some. They won the Richmond championship back in 2015 but the school was still classified at the 4A size which meant running into perennial heavyweights such as Burnaby South, Vancouver College and Kitsilano at the Lower Mainland playoffs.

The 3A tier gives Richmond High a much better chance to compete among B.C.’s best as they proved that this season — securing a B.C. berth with a win over St. Thomas More at the Olympic Oval last month.

“For a team that came in here as the 14th seed, being in the top eight is an amazing accomplishment,” said head coach Brandon Harbour. “(Daniel and Murad) have been amazing for us. I think they have done a whole 360 to the program and put Richmond High on the map. When you watch them play, they have been amazing together. The chemistry was amazing and they just read each other so well on the court. They also play to the final whistle and that’s what we asked for every night.”

The Colts’ “Cinderella Run” ended against a Pitt Meadows team that was simply too tough of a match-up. As much as Richmond High’s athleticism allows them to compete with so many teams, there are few answers for big size mismatches in the post. That’s what the Colts were up against in their quarterfinal game.

Six-foot-8 and 320-pound senior Giovanni Manu had his way in the paint all night — scoring 33 points to lead the Marauders to victory. The UBC football commit was later named to the Tournament First All-Star Team. If Manu’s physical presence wasn’t enough to deal with, then there was 6-foot-7 Colton Leon who chipped in with 21.

It was a far cry to what the Colts saw on a regular basis in Richmond League play.

“No. 34 is on a different planet. He is animal out there,” said Harbour. “It’s a tough match-up for us because we need to go in transition and he was making all those easy (lay-up) baskets where they have time to set-up. We just couldn’t get going.

“We tried our best and worked our butts off but we just can’t stop a guy like that.”

The win over Argyle saw the Colts rally from a 10-point deficit after three quarters, closing the game on an 11-6 run to stun the Howe Sound champions and produce the school’s biggest win in years.

Mohammed poured in a game-high 27, including the winning free throw with four seconds left. Afanasiyevskyy added 26 and Evan Brusse 12.

“It’s a tough pill to swallow of course. Expectations were high at the beginning of the season,” said Wildcats co-coach Max Pecarsky. “Two of (North Delta’s players) combined for 60 points. Against their zone we didn’t seem to execute too well and were missing some (easy looks). That’s high school basketball.”

“It was probably the best game I have ever coached,” added Harbour. “It was the most fun to be part of for sure. “We just never quit,” added Harbour.

The RC Palmer Griffins closed out their fine season with an 88-64 win over Langley Christian last Saturday at the B.C. 2A Championships to finish 13th.

The McMath Wildcats capped an outstanding season with a third place finish at the B.C. Grade 8 Girls Basketball Championships at Semiahmoo Secondary.

The Wildcats secured a spot on the podium with a 47-33 victory over the South Delta Sun Devils last Saturday. They took a four-point lead into the second half and a big 10-0 run to close out the third quarter gave them control for good.

cial championships start Monday in Nanaimo.

Provincials next for Islanders The Seafair Islanders are riding their dominant season to next week’s B.C. Hockey’s Bantam Tier One Provincial Championships in Nanaimo.

The Islanders will head to Vancouver Island looking to complete an outstanding campaign in style after capturing the Pacific Coast Amateur Final Four Playoff Championships in Abbotsford thanks to three straight wins.

Seafair opened the playdowns with a 3-0 victory over the North Shore Winter Club then actually locked up the banner with a 7-1 win over Ridge Meadows. Earlier, Seafair won the PCAHA Bantam Flight One regular season banner with a sparkling 19-1-0 record.

The Islanders have gone 25 games without a defeat that includes a playoff series

win over North Vancouver to advance to the final four.

The Islanders will begin round-robin play on Monday against Yukon. Then take on Victoria Racquet Club and Prince George to conclude pool-play. The top two teams from each group meet in the semi-finals next Thursday.

For 60 years, Lois was a volunteer and activist representing the United Church of Canada traveling the world addressing environmental, social and senior issues. She cofounded Canada’s first environmental group, The Richmond Anti-Pollution Association and helped start the cable TV show Pressure Point, one of the longest running community shows in Canadian TV history. She received numerous awards, one being The Queen’s Golden Jubilee Medal presented by the Governor General of Canada. A proud member of Clan Sinclair, she loved Scottish country dancing, gardening, travel and was a determined Scrabble player. Predeceased by her husband Sig Boyce and survived by her loving family; Carol Boyce Nelson (Butch), Peter Carson, Mary Carson Ford (Raymond), Margaret Boyce (James Ross), grandchildren Carleigh and Thomas Ross and numerous relatives.

A Celebration of Life Ceremony will be held on Saturday April 21 at 1:00 pm, at South Arm United Church, Richmond, BC. In lieu of flowers, donations may be made in Lois’ memory to the Richmond Food Bank.

“Speaking of spiced potatoes,” adds Bob “I would like to share this simple home style recipe for this amazing and popular spring dish.”

Spring Spiced Potatoes (Jeera Aloo) Ingredients: 3 tablespoons canola oil 1 tablespoon mustard seeds 1 tablespoon cumin seeds 2 red chili, crushed 3-5 curry leaves* 1/2 tablespoon turmeric 1-2 piece fresh ginger, peeled and minced 1 small yellow onion, peeled and thinly sliced 2 small tomatoes, diced 10 oz plain yogurt Half cup water 6 potatoes boiled, cooled and cut into pieces Salt to taste

Method: Heat a pot over moderate heat and add the canola oil after the pot is hot. When the oil shimmers, add mustard seeds. When the mustard seeds pop, add cumin, red chili and curry leaves.Cook for 1 minute, then add ginger and turmeric and cook for another 20 seconds.

Add onion and green chilies and saute for 2 minutes. Add the tomatoes and cook for 2 more minutes.

In a large bowl, whisk the yogurt and water together. Turn the heat to low. Let the pan cool down for about 5 minutes. Add the yogurt and water to the pot along with the potatoes.

Simmer for 20 minutes stirring constantly. Be sure the heat is low or the yogurt will curdle.

Season and garnish with fresh cilantro to taste.

I always serve this dish with fresh chilled colourful carrot juice. Don’t forget Spring is all about colours and food, so brightly coloured food will make your day more vibrant.
