ight now, my email inbox is full to over flowing. Why? In a word, Multipole. Ginseng also, but it hasn’t generated the same outrage — perhaps because councillors knocked that one back.

If you’re lost, bear with me.

A while back, the City of Richmond commissioned a couple of public art works, both of which were recently shown to city councillors for approval.

The ginseng project by Evan Lee features a series of large photos of ginseng to be displayed in the Olympic Village. Price tag: $190,000. Some councillors refused to approve it.

The other, by artist Sheila Klein, is a 20-metre-high pole with a mirror ball on top intended to stand outside the new aquatic centre. Price tag: $250,000. This one did pass council approval — although public approval is another thing.

The vast majority of the people writing to us are expressing outrage over the fact the city is spending hundreds of thousands of dollars of taxpayer money on these art projects. Some argue the money could be better spent on things such as affordable housing, girls soccer, or even the local arts community. (See Letters page 4) Some fear the tall pole could be a safety hazard, interfering with low-flying planes. Yet others simply see no artistic merit and have compared the Multipole to a Q-tip, an IUD and, well, I can’t print the rest. What I can say, however, is I’m having a Miss Mao Trying to Poise Herself at the Top of Lenin’s Head flashback.

Miss Mao managed to stir the pot something fierce during the 2010 Olympic Winter Games as it sat gleaming for all the world to see around the corner from the Oval. As with the Multipole, there was a ton of response, the majority of which was outrage.

However, Miss Mao also sparked a healthy discussion about everything from aesthetics to political history to modern economics.

In other words, it did exactly what the best works of art do — stimulate an intellectual, aesthetic and emotional response.

I can’t say the Multipole kickback has gone much beyond the reactionary: “I don’t like it,” “it’s a waste of money.”

Although, the valid question of whether politicians should be able to veto a work (Ginseng) that has otherwise met the criteria, has been raised. To that I’d echo a resounding no.

I don’t want to see money wasted, and I don’t want to be duped, but I also know art can be powerful if we allow ourselves to experience it. To the naysayers, I say check your judgement, take a breath and give the left side of your brain a workout. No one’s ending poverty with the money that could be saved from this, anyway.

Art over food bank makes no sense

Dear Editor, Re: Multipole multi-nuts, Letters, July 16.

I absolutely agree with Patricia Moe. Apart from being a ridiculous-looking thing, who walks around looking up six storeys? The price it is costing tax payers is wicked.

So much could be done for the homeless, the food bank, Richmond Hospital with that money. How did I miss a public meeting asking me if I thought this was a good idea? Like Ms. Moe, I am angry, too.

Dear Editor, How much more fortunate can we Richmond taxpayers be?

We get to fund a $250,000 “art” installation at Minoru Park, one section of which could be hazardous to lowflying airplanes.

I’m sure a majority of the residents will flock to see this “art.” However, those who are in wait lines at food banks, or are eking out a living at lowpaying jobs might not find it such an attraction?

Then there is the $250,000 face lift of the little park behind the post office in Steveston. I’m sure that will be a huge draw, as well.

Of course, with all the money coming in from the contractors-builders of those mega houses, perhaps city hall is awash in funds?

Surely, there must be many more worthwhile projects on which this money could be spent.

A few things come to mind: more care centres for seniors, which, in turn, would free up acute care beds in hospital; more handicap spaces for those truly handicapped; more affordable housing for lower income earners?

I have lived in Richmond for 30-plus years, and if this is progress, I find it hard to fathom.

Time to review city’s spending Dear Editor, How many years will it take before residents can expect city council to spend our hard earned tax dollars in a feasible way?

In the last few weeks, the city has announced plans to spend hundreds of thousands of dollars on re-doing parks that only need a little bit of love, paint, and attention, questionable artwork at the new Minoru sports centre and an outdated museum at the Richmond Oval.

Here are some thoughts: How about cleaning some of the ditches around Richmond?

The ditch in front of our house is the city’s responsibility not mine, and here I am risking my neck try to cut down and clean out the growth the accumulating there.

On top of that workers in the neighbourhood building these new mega homes tend to use ditches in front of old homes as garbage bins or refuge containers and continue to throw their coffee cups, lunch containers, used batteries, and god knows what else into the mix.

How many ditches can be cleaned out for the thousands of dollars you are throwing away?

Or maybe you can even close the ditches in yourself and actually build sidewalks on some these

roads so people can walk down the street in safety?

Or, how about filling in the ditches on No. 6 and 7 roads and widening them to allow for greater traffic volume given the immense amount of development you have allowed to take place in our city?

Or, how about showing some concern for the older residents who have lost their Home Owner Grants due to increasing house values?

Some older people are not ready to leave Richmond and would like to be able to afford their home while they are living there.

Maybe you could lobby the provincial government to make some changes to the legislation or offer some other type of tax subsidy that would keeper older people, especially seniors,in a position where they can afford to pay their taxes?

As far as I can see, city councillors have allowed to spend our tax with impunity.

It is time we started to make a fuss. It is time we hold our new councillors accountable to their preelection promises.

It is time to take back our city and make sure the people we elect are working in our best interests.

Question of the Week I’d like to ask the following question: Why can’t you have basements in Richmond? Thanks!!

— Farin Meralli “Richmond does not have basements due to a high water table. The water table is located between two to three feet below grade. Although it is not impossible to build basements in Richmond, it is costly. To construct a basement, one needs to waterproof the basement walls and foundation to keep the water out.

During construction, one also needs to keep the water from flowing into the excavation.

There is another big challenge in the design of single family homes having a basement; one must ensure the house does not “pop out” from the ground. This is because, typically, homes are constructed with light wood framing.

There is a significant uplift of water pressure from the water table that will exceed the weight of the building and can heave the house up.

Did McNulty just wake up?

Dear Editor, RE: “More rental housing needed: McNulty,” Letters, July 9 It seems that Coun. Bill McNulty has just woken up from a long sleep and recognized that Richmond has an affordable housing problem.

I recall a conversation I had with him some years ago, when I was co-chair of the Richmond Poverty Response Committee, about the chronic lack of affordable housing for low-income residents.

He commented that his sons were able to afford housing in Richmond, so it did not seem to see there was a problem.

This prevailing attitude of indifference for many years by Richmond council to the gradual loss of mixed income neighbourhoods has led to the present crisis of housing shortage and the inevitable loss of long-time residents, and the majority of the work force from our community.

There are many jurisdictions, including Vancouver, that have made the issue of affordable housing a priority, and their actions to back up their policy could serve as a model for some real action by Richmond council to address this vital issue.

Mega-home envy not the problem Dear Editor, I have little patience with the simpleminded proposition that those who object to the proliferation of mega-houses in our community are motivated by some kind of jealousy of wealth. Such claims invariably come from those who are entirely uneducated about even the most basic principles involved in informed community planning, especially as regards those which are concerned with the ways in which architectural design and town-planning (or lack of it) affect the social and cultural dimensions of neighbourhoods and communities.

In the first instance, houses should be designed and built to satisfy the basic criteria of benefiting everyone on the street, they should promote social interaction between neighbours and help in supporting or establishing a sense of belonging to a community sharing common values and priorities.

The mega-houses taking over our residential neighbourhoods, most of which remain unoccupied or are used as hotels with transient residents, are built for entirely opposite functions. They promote isolation between neighbours (when there are any), and therefore represent a total lack of interest in or commitment to making a contribution to the greater social and cultural aspects of the communities they are placed in.

In the second instance these mega-houses are entirely out of place because their scale and architectural styles are more appropriate to much larger properties or urban settings. Any architect, urban planner, or sociologist will confirm that any given house,

no matter what its style or scale, can be placed in either compatible and appropriate or incompatible and inappropriate contexts or surroundings.

Buildings (houses) are not just structures.

They are physical embodiments of our values and priorities, and as such they make a clear statement about what a community’s cultural and social heart and soul might be.

The most welcoming, interactive, inviting, and inclusive neighbourhoods are invariably those in which governing bodies, developers, designers, and concerned citizens all work closely together to ensure new houses and developments are designed in a way that not only makes them appropriate to their general surroundings, but complements and enhances our senses of place and community rather than compromising or destroying them. To say that such collaborative processes are not occurring in the development of Richmond’s residential neighbourhoods would be an understatement.

If each new house does not demonstrate a commitment to being socially and environmentally responsible to its neighbourhood and its inhabitants then there is no “neighbourhood” per se, only a collection of isolated, unrelated, individual edifices which represent the antithesis of what our species has come to celebrate as “community.”

Jealous of wealth? Hardly! Offended and outraged by bad design and planning and by ignorance and greed? Most definitely!

Increase rental stock City adrift from official plan decrease vacancies Dear Editor: Re: “Votes speak volumes,” July 16, News.

Right on! Your editorial is a great reminder to all.

We must learn to ignore the proliferation of good press politicians — elicit, contrived or not — and focus on how they vote.

Hot air may raise the balloon, but if the burner runs out of fuel at voting time, it falls to earth with a heavy bump.

Two of many problems facing municipalities in the Lower Mainland, including Richmond, are a lack of affordable rental housing, and a preponderance of vacant properties.

Both problems may be ameliorated if only the Residential Tenancy Act of B.C. were re-vamped to reflect some degree of justice and equality.

Such has been governments’ efforts to protect tenants that there is no balance.

Yes, tenants need protecting, but so do landowners. The current act is inequitable, unjust and unbalanced. Case in point: A landowner files a claim with the RTO (Residential Tenancy Office) to claim approximately $600 of unpaid utility bills from a tenant.

The landowner supplies 75 plus pages of evidence. The tenant makes no defence and supplies no evidence of payment. The decision is ruled in the tenant’s favour, purely because, under the act, the claimant didn’t prove the tenant didn’t pay. D’huh!!

How can anyone prove a negative?

Try proving I didn’t send you a chocolate cake along with this letter.

In our courts, small claims or other, the defendant must prove they have paid.

With the RTO, it is the other way around.

Go figure!

Landowners must give twice as much notice to tenants to move out as a tenant

must give a land owner, and then the tenant can turn around and give 10 days notice. Plus, the landlord must give back one month’s rent to the tenant. What other service provider or supplier is ruled by such an onerous law?

None.

Is it any wonder investors buy property and prefer to leave it vacant? It just isn’t worth the hassle. Is it any wonder landowners refuse to be landlords/ladies?

If our city politicians are really serious about alleviating the affordable housing situation, they will get together with other municipalities in the Lower Mainland and lobby the provincial government to scrap or amend the existing Residential Tenancy Act and make life easier and fairer for everyone concerned.

With a fair, equitable and balanced act, this would protect all parties concerned, equally. More property owners would rent their properties; more people would invest in rental properties as opposed to the volatile and insecure stock market; the residential rental vacancy rate would rise, and rents would be more reasonable.

Bingo!

The number of vacant properties would decrease; the number of affordable rental properties would increase; rents would decrease, or at least not rise at such a rate, and city staff would be able to take the heat off the developers. But then, heaven forbid, they’d lose all that cash with which they use to pay themselves.

Well, there has to be one downside to every great plan.

Two problems have disappeared, or at least been decreased significantly.

Let’s see where, in our city chambers, does the intestinal fortitude lie.

Dear Editor, After attending Tuesday evening’s planning committee meeting at Richmond City Hall. I find myself extremely disappointed by our elected decision-makers.

On the issue of mega house construction, councillors voted against city staff recommendations. Councillors voted against the professional advice of the city’s own Advisory Design Panel (independent architects appointed to provide a sober second opinion and protect the public on issues

affecting the built environment). And councillors voted against the concerns expressed by residents who participated in the July 8 public workshop. Instead, councillors sided with the interests of builders and proceeded to grant additional concessions to the development community beyond what was proposed. What was observed is simply business as usual at city hall.

I will continue to advocate for a greener, more progressive and more sustainable approach to neighbourhood

planning. I will also advocate for better management of our resources and activities in ways that are forward looking and address the most pressing concern that faces our city — adapting to climate change.

It is proving to be very difficult to work with the people who have been elected to city council because their views on Richmond’s future look nothing like the vision that is the City’s Official Community Plan.

Richmond’s green space gone Dear Editor, From what I see every day, I believe that Richmond is slowly becoming more and more polluted by the dust from construction.

From building town houses, to apartments, to plazas, there is no end to it.

Everywhere I go, all I see are trucks, bulldozers, and workers holding stop/ slow signs. Not to mention how it is impossible to get anywhere on time due to construction being everywhere.

As a student who has to tutor and work after school, I find it absolutely irritating how we have to purposely choose to go a different route just to avoid traffic.

The scenery of what I used to think Richmond had is gradually disappearing as towering buildings take over the city. Is it really necessary to knock down old, but usable homes just to improve the outlook? I think it is time to limit the amount of construction we’re having and focus more on the future of our environment and generation.

Richmond city councillor is expressing what he says is deep disappointment in a racist tirade written on a public pier on the middle arm of the Fraser River.

“I’m extremely disappointed because we’ve been trying real hard to promote racial harmony and still we have this graffiti,” said Coun. Chak Au, who said photos of the graffiti were posted on a social media site and subsequently sent to him.

The profanity-laced graffiti labels Chinese culture as “greedy” and appears to accuse large, new homes as “status” symbols bought with “dirty” or “stolen” money.

“It’s hard to speculate the motive. But he or she is trying to link certain things together and imply certain conclusions. I don’t think it’s just for a joke,” said Au. Asked if this incident surprised him, Au said: “I can see tensions building up. So in that sense I can see that coming.”

Au is calling on each individual resident to work on addressing better their understanding of different cultures, particularly Chinese culture as the city is now roughly 55 to 60 per cent ethnically Chinese.

“It’s an indication we have not done enough as a city on trying to harmonize the different cultural groups,” said Au. “I want to see more interaction between

different groups. Then you can understand one another. It’s only through interaction that people can modify their own practices and understandings,” said Au, calling on both new and established residents of all races to open up dialogue.

“Original citizens have been feeling pushed away so the Chinese community needs to reach out,” he said, adding that Chinese-oriented businesses can be more accommodating to non-Chinese, as he says has been done in jurisdictions in Ontario and Australia.

Conversely it’s up to established residents to also be welcoming, Au said.

“Greet your neighbours. Those small things can go a long way,” he said.

omebuilders walked away from a fourhour planning committee meeting Tuesday evening appearing content with amendments made to proposed residential zoning bylaws, by the committee, against the recommendation of city planners.

Following an extended round of public consultation, the committee had been presented options from city staff to solve alleged problems of building “massing,” or volume, in mega homes.

Builders told the committee that the proposed new setbacks for homes on subdivided lots would hamper their ability to construct marketable homes.

As such the committee of Mayor Malcolm Brodie, and councillors Chak Au, Carol Day, Linda McPhail, Bill McNulty, and Harold Steves voted to change the parameters of new setbacks and building envelopes from 12.5-metre-wide lots to 15-metre-wide lots.

Essentially, builders can construct homes closer to property lines on larger lots.

The report to council states staff “are of the opinion that changes to the building envelope are warranted for lots wider than 12.5 m.”

Builders at the meeting also appeared pleased with the committee’s decision to maintain 5-metre ceilings that would not count against their homes’ total floor area.

Councillors Steves and Day opposed that compromise, in a 4-2 vote, preferring staff’s recommendation of 3.7-metre ceilings. Even still, staff stated the proposals would result in smaller structures.

Notably, two-storey homes will be reduced by 1.5 metres in height, although two-anda-half storey homes will remain at the same

height of 10.5 metres.

At issue is how larger, new homes are projecting outwards on other properties with older homes.

At the meeting builder Ivan Krpan told the committee the problem wasn’t in the existing bylaws but rather the home inspection process. Steves told a row of city staff he wasn’t convinced the city had been doing its job.

The city is proposing new enforcement measures as it stated “there is a perception that many new homes are being altered after building permit inspections.”

Many people, once again, raised the issue of ethnicity and culture; some noting there are cultural preferences for large homes.

The packed meeting, which filled with people in an adjacent room, saw at least three people of Chinese ethnicity, claiming to be prospective homebuyers, stating an opinion that large homes should not be reduced in size.

One speaker, using Au as a translator, cited his right to freedom and love for Canada.

Steves and Brodie dismissed the notion that the complaints over mega homes originate only from Caucasian or long-time residents.

Some builders accused the city of bias toward a small group of upset people, namely the Westwind Ratepayers’ Association.

However, city staff has stated the complaints are wide spread and long-standing.

Meanwhile, McNulty accused Au and Coun.

Alexa Loo of breaking council policy for attending the public consultation workshops.

The proposed changes go to city council on Monday for tentative approval.

Fairytale waves its magic wand for Richmond charities ALANCAMPBELL Staff Reporter

alking into Moncton Street off Third Avenue, the buzz of anticipation was virtually reverberating off the asphalt of the Steveston sidewalk and onto the souls of my well-trodden shoes.

The Once Upon A Time — or OUAT as it’s known locally on social media — team was in town, filming the fall season opener of the hit, fairtyale primetime ABC show, and attracting hundreds of fans in the process.

Scores of them were packed onto the street corners, herded behind traffic cones, a few yards away from where a stunt was being filmed outside the Cannery Café, which had been transformed into a pub and beer garden for the show.

Police had blocked off the street as a giant light reflector was manoeuvred into place on Moncton outside the café, while crew and security staff milled around on the street armed with their walkie-talkies and game-faces.

Despite early grumbles from some local residents and businesses about the disruption, few can deny the village lights up, quite literally, when OUAT comes out to play in Steveston, aka Storybrooke.

Least of all, Shirley Hartwell, owner of the Candy Dish on Moncton Street, who has, for almost exactly three years, been collecting a twoonie donation for a simple, little OUAT walking map.

“I think the numbers reflect the reality: on

average, every brochure equalled about three people coming to the village and I’ve given out around 2,300, so that equates to just under 7,000 people that have visited Steveston just because of the show,” said Hartwell.

“And that’s just the ones who have come in here, so there are likely thousands more.

“I’d say around 20 per cent of them are from the Lower Mainland; the rest are from around the world. Just the other day, there were people in here from France, New Zealand, Ireland, England, the U.S. and Germany, just because of the show.”

Every cent from the donations over those years, said Hartwell, has directly benefitted local charities and it’s a win-win for all concerned when fans of the show pour into the village.

“When they’re filming, the fans are out there glued to the sets, so they’re not coming in here,” said Hartwell.

“But when there’s a break, or on other days when there’s no filming, many of them are dropping by here and other stores in the village.

“For instance, there’s probably about 200 to 300 extra people in the village today just because they’re filming. They will go buy coffee, visit other stores and come in here and get candy whenever there’s a break.”

Hartwell’s Evil Queen Apple is the biggest seller right now, along with the Snow White Fudge, and she also stocks Frozen fudge, as that Disney character was in the last series.

to $4,560 — including $3,200 to the food bank and $1,200 to Hartwell’s “12 days of Christmas” appeal, for which she raised and personally shopped to the value of $100 for 12 chosen charities.

Asked why she devotes so much energy to the cause, Hartwell said she’s just a huge fan of the show and the fundraising was a “little idea that grew into a bigger idea.”

“I get excited every time we raise another $100 for charity,” she said.

“I guess it’s a happy thing; a happy ending to a fairytale.”

Some of the stars of the show even pop in now and again; Henry has frequented in the past and, more recently, Captain Hook in the spring — in costume!

“It was a five-minute break in between filming, I think,” added Hartwell.

“I was sorting some candy on a shelf and I looked up and there was this very handsome man with all the make-up on and such.

“I admit I was a bit flustered and I was trying not to act all fan-like. But I forgot to even ask for a picture!”

Richmond Hospital opens new pediatrics unit GRAEMEWOOD Staff Reporter

ick children requiring emergency treatment in Richmond will now benefit from a new, short-stay paediatrics unit at Richmond Hospital.

“The biggest difference is that the children won’t be in the emergency department overnight, where it’s lights on 24/7,” said paediatrics nurse Megan Ireland.

The five-bed unit is a result of hospital staff reclaiming part of an underused waiting area, as well as a small, unused room adjacent to the emergency department.

The unit has separate rooms for cleaning and medical supplies, a front desk for a nurse such as Ireland, as well as a television and waiting room for family members.

It is intended for children experiencing short-term illnesses or recovering from minor surgeries, meaning many will not have to be transferred to Children’s Hospital in Vancouver.

The unit also includes new, special paediatrics equipment such as cardiac monitors and an automated pharmacy system.

According to the hospital, in 2013, more than 6,500 children received emergency care at Richmond Hospital and more than 200 children received surgical care.

“A hospital is never a fun place to be, especially for children,” said Dr. Erik Swartz, head of pediatrics at Vancouver Coastal Health and Providence Health Care, in a written statement.

“This new unit was specially designed with children and families in mind so we

could provide a quiet space that reduces anxiety while also meeting the medical and surgical needs of our youngest residents right here at home,” added Swartz.

Stemming the flow: City taps into water conservation

A

t the Cranberry Children’s Centre in the Hamilton neighbourhood of east Richmond, youngsters Chloe, three, and Caden, five, have become some of Richmond’s first Stage 3 water restriction experts, by using rain barrel water and pint-sized watering cans to hydrate their vegetable garden and apple trees.

On either end of its garden the centre has two, 200-litre water barrels that collect storm water from the roof; but those barrels are nearly empty these days.

That’s because as productive and useful as the barrels may be during normal summers, Richmond (Vancouver International Airport) has seen just 16.6 millimetres of rain since May 1. The average rainfall for May through July is 154 millimetres, normally enough to keep the barrels relatively full.

From the start of the year until the end of April, the city experienced nearly the exact average of precipitation (six millimetres more), but water experts from regional government Metro Vancouver have noted much of the precipitation at higher elevations came in

A few “workable” shots later and I’m on the green for another three-putt. A good walk gone bad, already. #4 – 166/3(4): I took a six-iron well short and to the left, which left me with work to do. The first omen that the Golf Gods were a nasty bunch on such a perfect sunny morning was when my par putt literally sunk into the hole but lipped out. Are you kidding me!? #5 – 476/5(7): I duffed my hybrid onto a tree trunk, which cost me two strokes. #6 – 405/4(5): I threw down another threeputt off the fringe with a tricky par putt that lipped out. I wasn’t following through on my putts. #7 – 478/5(7): After a great drive I got into the woods, somehow. I don’t know how. #8 – 368/4(4): I told Strong, “Okay, this is where I get it together.” A straight 250-yard drive and a great shot to the fringe led to an up and down for par. #9 – 138/4(3): I stick the green and put my birdie putt on the lip. Meanwhile, Strong’s just made a rare bogey so I’m making a point of beating him while walking through the gallery, forgetting all about the Golf Gods.

T

he kid’s got passion, and talent. Sitting in the living room-turned-studio of 22-year-old Russell Wang, evidence of the artist’s skill and rapid rise to Instagram fame is clear.

Tucked behind a TV stand are dozens upon dozens of finished canvases, neatly stacked. A handful more hangs on the walls, while yet another one sits on an easel awaiting completion. The sizes vary, but all are in his signature cartoonish style of bold colours, textured brushstrokes, and deconstructed faces — a la early Picasso and George Condo.

“I like the quote, ‘Find your passion and just let it kill you,” says the Richmond secondary graduate, his voice betraying his love. “This is my passion.

I wake up thinking about it. Go to sleep thinking about it. Since I was a kid, I’d always be doodling. I just couldn’t help myself.”

Wang owes his near overnight success to his friend and digital marketer Jacky Chou, and Instagram. Since posting his first photo of one of his paintings on the social media site about a month ago, he’s had more than 50 inquiries from art collectors and galleries, both locally and internationally.

“I didn’t really think it would gain so much traction so fast,” he says. “I never thought this would actually come to reality. Social media is a big portal for any business or anyone who wants to cement their name and brand. It’s very accessible.”

Wang sees social media’s role as positive for emerging artists, placing the power in their hands, rather than the gatekeepers of the art world. True talent no longer faces traditional barriers. Now, he hopes to see exhibit space in Richmond grow, as well.

“I know a lot of fellow artists who open up their garages for artists to work and exhibit,” says Wang, who took graphic art at UBC. “There’s only so many public spaces here, but the art scene is

hopefully more will open up.”

Growing up in a traditional Asian family, Wang says his parents guided him towards more “practical” pursuits, resulting in a banking job at TD. However, once they recognized his talent, they were nothing but supportive.

He sites Picasso and Condo as his biggest inspirations. Similarly, his work studies representations of human expression, deconstructing the body, particularly facial expressions.

Since his sudden fame, Wang has sold four paintings, ranging between $500 to $900.

Before pursuing official representation, he wants to build his portfolio with pieces that best convey his unique style.

He has since quit his job at TD to find work in the creative field, possibly teaching visual arts.

“Art brings people together,” Wang says. “It’s a way to ground everything, to stop for a moment and admire and inspire. It creates a collective experience for people who might otherwise be wrapped up in their hectic lives. Just take a pause and appreciate what’s going on. Art serves that purpose.”

LEFT TO POLLUTE THE FRASER

t took a boat owner at Shelter Island Marina in east Richmond more than three weeks to pull his sunken, 103-foot Western Crusader out of the Fraser River as it, allegedly, continued to leak fuel, following a spill estimated to be up to 200 gallons.

According to other boaters at the dock, the Canadian Coast Guard failed to adequately respond to the spill. Furthermore, the length of time it took to pull the vessel out may be symptomatic of the federal government’s polluter pay model when it comes to derelict boats, which are reported to be a growing problem in the river and along the West Coast.

According to boat owner, Chad Hardwick, the entire incident on May 12 was a wake up call to the fact no agency, public or otherwise, is presently capable of containing fuel spills, however big or small, on the fast-moving Fraser.

“My attitude towards the Coast Guard really changed when this boat went down here. I couldn’t believe it; the lack of effort on their part was dismal,” said Hardwick.

The marina resident of 15 years said even relatively empty tanks would have contained much more fuel than the 80 litres the boat owner claimed was on board, or the 100 litres reported to be “contained and recovered” by the Coast Guard. Hardwick pegged the spill at 750 litres.

Fellow boater Ken Schwantje also said it was much more than what was initially reported to media.

“If it was only 20 gallons of fuel, I doubt it would leak for this long,” he said.

The Coast Guard stated in an email it monitored the Western Crusader for the weeks following the incident and saw no pollution. As such, it was no longer responsible for the boat.

The delay to pull the boat out may have been avoided if a private members bill (C-638) wasn’t voted down in the House of Commons in May. That bill sought to amend the Canada Shipping Act to make the Coast Guard the receiver of wreckage in certain circumstances (removal costs would still apply to owners). But Conservative politicians voted against it, citing arguments that boaters ought to be responsible for their own boats and the added responsibilities would hamper other Coast Guard duties.

Richmond Centre MP Alice Wong stated, via an email from her director of communications, that boat owners are indeed solely responsible. She cited a new Transport Canada website that outlines boat owner responsibilities.

According to Port Metro Vancouver there are 151 derelict boat sites on the river and 112 have been “addressed,” meaning the boats are either removed or not a threat to navigation, and negotiations are taking place with the owners. PMV stated it couldn’t give details on the addressed sites.

Presently, boat owners do not require insurance via Transport Canada. That’s why they get dumped in the river, said Hardwick.

“There isn’t any regulation.” Notably, the Western Crusader owner didn’t have insurance, but eventually hired a crane to pull his boat out.

Hardwick said what’s just as concerning as the inadequate measures to prevent such boating accidents is the Coast Guard’s apparent lack of resources.

For instance, he said in June, both of the Coast Guard’s B.C. base stations lost radio transmission capabilities.

“The entire coast was dark for three or four hours, twice. So, so much for that.”

The Coast Guard never responded to the News’ inquiries on that incident.

Hardwick said PMV and the Coast Guard’s response to the Western Crusader was more a media exercise for CTV News cameras than it was a genuine response to the fuel spill.

He said when the hovercraft arrived five hours after the spill, it only served to blow the fuel around. Furthermore, the booms did little to catch the fuel.

“The next day they showed up and threw a few (absorbent) pads on. They didn’t even have tools. They went onto that (moored, derelict) barge out there (along the dock) and one of them grabbed a potato masher (from the boat’s kitchen) so they didn’t have to touch the things. Yah, they’re really well equipped.” chuckled Hardwick.

Bigger risks at play While small, abandoned boats pose environmental threats, bigger fuel-delivering ships may be on their way to the river.

On an annual basis, Fraser Surrey Docks wants to export 80 shipments of coal, Vancouver International Airport is backing a project that could see 26 jet fuel deliveries, and Wespac Midstream is now seeking an expanded liquefied natural gas plant in Delta that could see 120 tanker runs. That adds up to more than one fuel-delivering Panamax-size tanker on the river every day where there are presently none.

At this time, a spill response on the river could take several hours, according to an eight page summary report to Richmond’s safety committee on the 2,700-litre bunker oil spill by the MV Marathassa in English Bay last month.

Deborah Proctor, the city’s manager of emergency programs, stated a response on the Fraser would be “similar” to what was experienced during the Marathassa spill.

That response was highly criticized by the public, media, the City of Vancouver and Premier Christy Clark.

“It’s a real wakeup call. They keep telling us they have world-class oil response. Let me tell you, you get a spill on this river, the amount of things you can do to clean that up — zero; you can do nothing to clean that up; it’s impossible with the flow of this river,” said Hardwick, a marine technician.

Stories such as Hardwick’s are no surprise to retired Department of Fisheries biologist Otto Langer, who noted the governments’ claims of “world-class” spill response is “crass propaganda.”

“With each passing minute (in storms, or fast moving water), or in each passing hour the probability of containing the oil and getting it out of the water is greatly diminished,” he said.

“The impact of an oil spill into an estuary of the world’s largest salmon river should not be

underestimated,” said Langer.

Meanwhile, Richmond’s safety committee chair Coun. Bill McNulty said he was pleased with Proctor’s report.

“We’re more prepared for this than what we are given credit for sometimes in the media. …You’ve got the response times and structures in place and I think that needs to be put on the record,” said McNulty to Proctor.

Proctor noted the City of Richmond would not play a significant role in a cleanup, other than communications and closing the city’s irrigation pumps to protect farmland.

She said the Coast Guard would be the main organizer as it would activate the Western Canada Marine Response Corporation, an entity owned and operated by oil companies. WCMRC claims it’s certified to contain about 12 million litres of fuel.

The Coast Guard is one of several agencies with response material, although it couldn’t readily provide an inventory of material.

ike Quinn, the Richmond-famous soccer coach, returns to host his soccer camps for boys and girls at Hugh Boyd Park for the 19th consecutive summer.

Supported by a devoted group of teenagers (consisting mainly of McMath students), Quinn has created an

exhilarating atmosphere for both the players and coaches.

Volunteer coaches such as Jessica Tran (19), Fiona Uson (18), and Jacob Lorenz (16) have been a part of the camps since they themselves were players; while rookie coaches such as Claire Reynolds (17) and Madelaine de Giorgio (15) have joined the “Mike Quinn Crew” after being recruited by their fellow soccer friends.

With avid players and volunteers, it’s no surprise that Quinn also gets

the players’ families involved in the camps. Every Wednesday, players get to watch their mothers/fathers participate in the highly anticipated “Parents shootout,”and at the end of the week, Quinn hosts the Mini World Cup to wrap it all up.

he 36th edition of the Nations Cup could have been mistaken for Vancouver’s annual Diwali Fest as India dominated the summer soccer tournament like it never has before.

India continued its impressive run in the high-profile Open Division, reaching the final for the third consecutive year and edging Germany 1-0 on a golden goal.

There was plenty more to celebrate for its always-large throng of supporters, including India’s first-ever women’s championship, a 3-2 extra time win over Canada.

Two more triumphs on the men’s side saw India slip past China in penalty kicks for the Over 45 title and the Over 52 side prevail against Scotland.

All the success comes as no surprise to Nations Cup president Jeff Wilson who has seen the South Asian community embrace the event.

“They are always very well prepared and well organized,” said Wilson. “They have a Nations Cup committee that assigns coaches for each of its teams at the start of the year. They identify their top players early and even do team bonding trips before the tournament.

“They have definitely set the bar at a level where other (countries) have to take notice.”

The women’s team cruised into Sunday’s final with three straight wins that saw India outscore its opponents 15-0 in the process.

Canada also had perfect record and had not surrendered a goal all weekend.

India solved the stingy Canadian

squad twice in regulation time, and then struck for the golden goal. UBC standout Jasmine Dhanda, who led the Thunderbirds in scoring last season, was named the tournament’s most outstanding player.

“I recall their first entry into a women’s draw was a very young and inexperienced side,” said Wilson.

“They were in tough against older teams like Canada and Ireland. Now, they have matured and obviously proven they will be a force to be reckoned with.”

India’s run to the championship game in the Open Division included impressive wins over China (4-0), Portugal (4-0) and Iran (2-0) to capture its group and advance to the semi-finals.

India the slipped past Canada 2-1 to face a German team that had surrendered just one goal in four games, including a 1-0 semifinal win over defending champion Ireland.

Relying on its trademark transition game that showcases outstanding overall team speed, India had the best scoring chances in the early going, glazing one shot off the post and missing a penalty on a fine save.

The Germans weathered the initial storm and more than came back in the play, owning the majority of the possession in the second half and creating a number of dangerous balls into the penalty area.

They seemed to have the momentum heading into overtime but were promptly reminded what quickness can create.

Dunfee’s golden walk part of Richmond medal haul in Toronto R

ichmond’s Evan Dunfee overcame stifling heat and humidity in Toronto for the biggest achievement of his race walking career to date, capturing gold in the men’s 20-kilometre event at the Pan American Games on Sunday.

The 24-year-old was clocked in a time of one hour, 23 minutes and six seconds, finishing 79 seconds ahead of Canadian teammate and longtime training partner Inaki Gomez of Vancouver.

“There were very few times in the race where I felt hot so I think we managed it better than anyone else did and that helped me,” Dunfee told the CBC. “We knew it was going to be hot, but we just thought it was going to be the same for everyone. Some of these guys train in altitude where it’s a little bit dryer so it’s a different kind of heat than they’re used to.”

Dunfee broke away early and never relquinshed the lead.

The field included Olympic silver medalist Erick Barrondo of Guatemala who made a late charge to get to second place but was eventually disqualified.

Dunfee has been gaining momentum and results since an outstanding 2014 season that saw him set a new Canadian record with an 11th place finish at the IAAF World Race Walking Cup. That achievement helped him earn Athletics Canada’s Off Track Athlete of the Year Award.

athlete enrolled at a Canadian university. Dunfee has graduated from UBC with a degree in kinesiology.

He will now prepare for next month’s IAAF World Championships in Beijing. It will bring him back to the country where

he competed in the World Cup with so much success a year ago.

Dunfee has also achieved the Canadian Olympic standard and is looking to secure his spot in Rio next summer.

Meanwhile, Noemie Thomas and Luke Reilly showed why they are two of Canada’s top up-and-coming swimmers with a trio of silver medals in the Pan Am Games pool last week.

Thomas, 19, finished second to American Kelsi Worell in the 100 metre butterly, with a clocking of 58 seconds. Canadian teammate Katerine Savard was third.

The result came two days after the butterfly specialist was forced to miss the 200 event due to illness.

“I feel really great tonight,’’ said Thomas. ‘’The crowd is so amazing. To get that close to my personal best is really great and I couldn’t do it without the support of my friends and family especially after getting sick.”

The Cal-Berkeley student was back in the water Saturday, helping Canada finish second in the 4x100 medley relay.

Thomas will soon head to Russia to compete at the FINA World Championships.

Reilly, 19, captured silver in the 400 individual medley with a time of 4:16.16, finishing behind Brazil’s Brandonn Almeida (4:14).

In Rugby Sevens, Nathan Hirayama helped Canada capture gold, defeating the United States in the final.

Led by the MVP efforts of McMath grad Brody Greig, the Falcons held off a strong Academy team, that happened to be organized by Plumb, 55-49, in Sunday night’s championship game.

Greig enjoyed an outstanding career at Lanagra where he was named top player in the country in 2014 after leading the Falcons to their first national title. Another key member of that team was Elliott Mason who also suited up over the weekend and earned all-star honours.

Mason was just steps away from his former high school where he was one of the top players ever to come out of the Burnett Breakers senior boys program.

The women’s side of the draw saw a very competitive weekend conclude with Chaos capturing their first-ever title thanks to the MVP efforts of former Elgin Park star Elle Kerfoot who went on to play at Seattle University.

Calgary native Robbie Sihota, who has been playing professionally in Europe, joined the legendary list of slam dunk winners to earn a $500 first place cheque.

Aman Heran continued his dominance of the three-point shooting contest, winning for the fifth time in the past eight years.
