I

t’s a big day ‘cause it’s a big number — 90, to be exact.

Indeed, it was 90 years ago today that my mother was born in Calgary, Alberta, and, believe me, the preparations to celebrate that fact are not insignificant. I’m the youngest of three girls, so you can imagine the flurry of emails as my take-charge sisters set out the party agenda. I pick up the balloons.

I’m quite tempted to use this column to talk about what a cool person my mom is. And the story wouldn’t just be about her accomplishments, although they are significant. But also about her continued engagement with life. But bragging about one’s parent is like bragging about your kid — tedious to others.

What I will say is she ameliorates my fear of aging.

Even more encouraging was reading our story in Wednesday’s paper about B.C.’s Seniors’ Advocate Isobel MacKenzie, who said her job these days is busting myths about growing old.

It turns out my mom who’s funny, insightful and still out dancing, isn’t so special after all (of course you are, mom.) But the fact is, most seniors do not develop dementia or Alzheimer’s; most never live in a care home; most have pretty good lives.

So, why’s that?

When I first started here at the Richmond News, Ward Clapham was the Richmond RCMP superintendent. Determined to work himself out of a job, he put a huge focus on steering kids away from crime.

He talked about what he called “the 40 developmental assets” that enable youth to live healthy, productive lives. Most young people don’t have all of them, but most have some and the more they have, the better the chances they’ll live a crime-free life.

What stood out for me was the fact these assets ranged from the very unique qualities of the individual to whether there’s a basketball hoop nearby.

Point being, it put equal weight on the individual, family and community at large.

I’d say the same is true for seniors.

Yes, my mom has been blessed with good health.

Yes, she has taken it upon herself to be an active and engaged member of her community. (As an old social worker, I don’t think she can help herself from nosing into “mankind’s business” of the common welfare, as Charles Dickens would say.)

But it’s not just luck or personal will. It’s also what we, as a community, provide.

Her body stays strong and limber, thanks to her balance class at Steveston Community Centre. Her mind stays sharp, thanks to the ‘Hot Topics’ debated at the University Women’s Club and her spirit stays whole, thanks to worship at the Steveston United Church — body, mind and soul, all working fine.

I know there are seniors living sad, lonely lives and we all bear some responsibility for that, but there’s also much we’re doing right, and that shouldn’t be ignored. My mom, and a good many of her friends, are proof positive.

But back to the party, which of course is what really matters here. I can’t say I know all the plans.

Frankly, I couldn’t keep up with the emails (no wonder I’m on balloon duty) but it’s sure to be a grand affair. Ninety candles is nothing to sneeze at.

The time to ACT is NOW The “July 2018 Marijuana Legalization Concern Group” is opposed to the legalization of marijuana as it is not in the public interest. However, if Mr. Trudeau insists on passing Bill C-45 next July, our group asks the federal government to meet these conditions: 1. Set the minimum age of consumption at 21.

2. Prohibit personal cultivation at home.

3. Disclose to the taxpayers in clear terms about the expenses that may arise from legalization of marijuana.

If the federal government insists on legalizing marijuana in 2018, our group asks the B.C. government to adopt the following 15 suggestions to protect public interest: 1. Do not give the green light to the legal use and possession of marijuana ahead of the federal government.

2. Put pressure on the federal government to postpone legalization until critical issues such as public safety and protection of children have been addressed.

3. Clearly inform the public the cost that may arise.

4. Set stricter rules related to marijuana use than those on smoking and drinking.

5. Set the minimum age of consumption and buying/selling of marijuana at 21.

6. Set the maximum number of marijuana plants to be cultivated by premises, not by household.

7. Protect the legal rights of landlord (including strata council) to forbid tenants to cultivate, consume, and buy/sell marijuana.

8. Prohibit smoking or cultivation marijuana in any buildings (such as apartment) with central air ventilation system.

9. Prohibit cultivation, smoking of marijuana and the use of marijuana related products in any places children may reside or may be around.

10. Prohibit marijuana products made in the form of candies, cookies, foods or drinks.

11. Require any products contained with marijuana must be clearly labeled and carry health warnings similar to cigarettes.

12. Be strict on illegal marijuana operations.

13. Allow marijuana to be sold at designated locations only.

14. Be strict on impaired driving under the influence of marijuana.

15. Delegate municipalities with the authority to make stricter bylaws on the cultivation, consumption and buying/selling of marijuana according to the wish of their residents.

LETTERSto the Editor Goodbye, school district Open letter, As I depart from the Richmond School District, I want to take a moment to bid all those I have had the privilege to collaborate with over the years a fond farewell.

Many of these are educational leaders no longer with the school district; some have retired; some have moved to other districts and some continue today to pursue their commitment to educational and civic excellence in academia and government.

These are the individuals who inspired me to become a life-long learner, and I often think fondly of them as I pursue my graduate studies in Educational Leadership.

Through their legacy, they fostered processual leadership models, where they stepped away from leadership as a personal quality, to leadership as a dynamic process between themselves, followership and the working environments they shaped together.

All of this was accomplished through some of the most trying and heart-wrenching budgetary times imaginable, precipitated by declining enrolment that began in earnest in the early 2000s.

The poise and grace with which they rose to these fiscal challenges still humbles me today, even after all these years.

You see, the quandary of public education is this: educational leaders must prepare learners in the present for a future that they cannot know much about, and will not share with these learners.

In the school district today, so many educators have touched my life, as they rise to this enigmatic challenge in times of scarce

resources and dynamic curriculum change.

There are teachers and school administrators on the front lines of all of this.

But there are also many unseen, but whose presence touch your lives in so many ways.

I hope, the next time you visit a school district facility, you will, as I, appreciate and acknowledge the work of these dedicated employees.

Now, as I approach the end of my graduate studies, I salute all of those I have referenced here because they have essentially “written” much of my current research.

I wish all staff, students and those in the Richmond community who dedicate their time and service to preparing students for this future, the very best that life can offer, as you continue to dedicate your careers to this noble purpose of public education.

Are Seniors using their tax breaks?

Ms. Pattie Lovett-Reid, the CTV’s Chief Financial Commentator, also writes regularly about financial issues, including for Seniors. Earlier this week, she wrote an article about some potentially under-used tax breaks available for Seniors. Here are a couple: 1) A Senior wanting to live at home (not in a care facility) may need to renovate. If the renovations help with accessibility and reduce injury risk (for example, adding a railing or walk-in tub), a Senior over age 65 may claim a non-refundable tax credit up to $10,000; 2) A tax credit is available to any Canadian whose medical expenses are greater than 3% of their total income. “Medical expenses” include service animals, gluten-free products for people who are sensitive to gluten, computer enhancements that help people with impaired vision, and so forth.

Tell Onni to pay for full rezoning cost Dear Editor, Re: “Debate turns to compensation,” News, Oct. 18.

This saga has been going on for far too long.

The City of Richmond made a fundamental mistake when it issued a commercial permit to Onni in order for them to develop a maritime-themed complex on the river-front property that they own.

The city knew, or should have known, at the time that Onni had other intentions.

Who at the city, if anyone, carried out a due diligence of the Onni proposal before the original permit was issued?

This development has been tossed around like a rag doll by so many officials, authorities and the public that it has become a legend rather than a reality.

The City of Richmond has a responsibility to its residents, and particularly the residents of Steveston, to stop procrastinating and to correct their own error.

Onni does not deserve any special concessions.

It should have been required to build a fully self-contained marina as part of the original plan.

Onni has very deep pockets, so hold them responsible for the full cost of rezoning as they have requested.

The maritime theme is dead in the water, and it is time to move on.

It is well known that Onni, apparently, has plans to build at least one more level of condominium units on the current site.

Bring back old River Road Dear Editor, Having read article by P. Barkley regarding the ruination of River Road, I, too, have been thinking the same for a long time.

The intersection of Gilbert and River Road is the stupidest and most aggravating intersection in Richmond. The road was named River Road for a reason. It follows the river! I, too, remember when it was the best way to avoid city centre traffic when all I wanted to do was get to Costco or Oak Street Bridge in a timely manner.

Now we’re forced to slow down to view the Oval? Keep the traffic moving and restore River Road to continue back under the bridge again! Creating bottle neck intersections just disrupts the flow and causes accidents.

Too many traffic lights so close together just disrupts the flow. Look what they’ve done to the “Bridge” streets area. It’s a nightmare.

Let’s hope they restore River Road.

Wrap up your scraps Dear Editor, It would be greatly appreciated if residents would use newspaper or flyers to securely wrap their food scraps before tossing them into the green bin.

I regularly find animals bones, lobster claws, chunks of bread and similar garbage in the yard and even in the gutter, dropped off by crows and rats.

Today, in front of my house, the boys emptying the green bins left a pile that included many bones and a fish head.

I had to sweep the lot up, wrap and bin it before the scavengers discovered the feast.

Dear Editor, I am in full agreement with the P. Barkley letter regarding the River Road diversions that took place some time ago.

Richmond traffic planners fail to realize that part of the joy of living in Richmond is its variety of access options in getting from A to B. I have lived in Richmond for most of my 61 years and the changes made to River Road between Gilbert and No. 2 Road have impacted me the most. It used to be a calm perimeter access to Cambie, Bridgeport and other important East Richmond locations.

Not any more...it’s a joke trying to access that area. I avoid it at all costs. Give us River Road back, please.

Homicide rate doubled since 2015

Police, politician express 'concern' over death toll

n unwelcome spotlight — in light of a spiralling homicide rate — has been shining on Richmond in recent weeks.

A cold statistic making uncomfortable reading for local police and politicians shows homicides in the city already double that of recent years, and it’s still only October.

In the last five years, the suspicious death toll reads: Zero in 2013; Four in 2014; Four in 2015; Two in 2016; Eight in 2017 (as of Oct. 10).

It’s a worrying leap that has many in power scratching their heads for answers, with this year’s deaths apparently scattered randomly across Richmond, save for three within a block of each other near Garden City Park.

According to IHIT (Integrated Homicide Investigation Team), only one of the deaths — business owner Martin Shen on Jan. 16 — has resulted in a suspect being charged.

The other seven cases, said IHIT, are ongoing and “active” investigations and none, say police, appear to be linked.

Of the eight homicide victims this year: only three of them were from Richmond; five were “known to police;” five died of gunshot wounds; and six were “targeted” — the latter indicating connections to organized crime.

The fact that the majority of the victims were from outside of Richmond — including, Surrey, Delta and Vancouver — was not lost on Richmond RCMP’s Supt. Will Ng. “The 2017 year homicide rate is unacceptable and, as Officer in Charge of Richmond Detachment, I am very concerned,” Ng told the Richmond News in a statement.

“Our homicide numbers are generally quite low and I will reiterate that Richmond is a

very safe community.

“Though I am unable to speak about the specifics of active homicide investigations, a common thread has presented, where the majority of homicide victims are known to police, but are not Richmond residents.”

Ng added that the RCMP are focusing on suppressing drug and gang activity and, while working with other law enforcement partners, will “find solutions to these violent acts and hold those responsible accountable...”

Coun. Bill McNulty, chair of Richmond city council’s community safety committee, also said he was “very, very concerned.”

“It’s still to be worked out where (the victims were killed). But it shows that we should be thinking about raising the complement of police officers to keep the community safe.

“We have spoken to the RCMP, and I’m told police patrols have been increased.”

McNulty said discussions have taken place with the RCMP about why 33 intersections in Richmond have had traffic cameras installed, but none of them, he said, are working.

“They are city cameras. The (police) superintendent has highlighted this as a problem,” added McNulty, in the context of the cameras providing extra security.

Asked if there is a particular organized crime problem in Richmond, McNulty said he didn’t think so.

“This is an inter-municipal problem. I’m not saying we don’t have a gang problem, per se. It would be naive to think we don’t have gang-related activity here.”

The News asked both IHIT and B.C.’s Combined Forces Special Enforcement Unit (CFSEU), which specializes in tackling organized crime and gang activity, if the homicide spike in Richmond is a local problem or a spillover from other jurisdictions.

IHIT didn’t respond to the question, while CFSEU’s B.C. spokesperson, Sgt. Brenda Winpenny, said in an email that “although we have seen an increase in homicides as of late See Casino page 7

f a bait car is stolen in Richmond, you can expect an immediate response — a few minutes or so.

That’s all it took for multiple police units across the city to leap into action after an aforementioned bait car was stolen just after midnight on Sunday, Oct. 15.

Shortly after the “bait” was taken in the Jones Road area — near Blundell Road, between Garden City and No. 3 roads — the suspects drove a short distance before they abandoned the vehicle.

It was then that coordinated efforts of Richmond RCMP, the Lower Mainland District Integrated Police Dog Service (IPDS) and Air One arrested two males before they were able leave the neighbourhood.

The suspects, a 30-year-old male from Surrey, and a 30-year-old male from Langley, are known to police. Charges, say police, are pending.

“Officers were able to quickly locate the suspects through the successful use of integrated police units in our community,” said Richmond RCMP’s Const. Jon Francis.

“The combined response, and specifically police service dog Faulk, likely made a lasting impression on the suspects.

“Bait cars are everywhere Richmond and we are ready to respond. No car thief should ever feel safe in our community.

If you steal a bait car, expect to get arrested.”

Bait cars are regularly deployed in Richmond and are installed with state-of-theart technology and are closely monitored by police.

eople driving the likes of $100,000-plus luxury vehicles are backing into George Gens’ fields and stealing his pumpkins, prompting the farmer to erect fences around his G J Farm in south Richmond.

“I don’t know what to say; it’s hard. People look through, grab, that’s why we have to put a fence up,” said Gens, who immigrated to Canada in 1989 from Paraguay, where he was raised on a family farm.

“It’s not that they take pumpkin, it’s that they steal.

I grew up in small place; no one steals; they need food, they ask. I don’t mind,” said Gens. “If they come to us, they cannot afford, I will give

it to them. I see many people; they are poor. They need something, I say take, take, it costs me $2.”

But, “it breaks my heart to see a car — $80,000 — come and steal,” said Gens, whose fence cost $1,600.

This, he hopes, should prevent the BMW, Range Rover and Mercedes vehicles from accessing his fields.

Gens said he has only experienced the theft at such rates over the past four years.

“First we put a sign, ‘No Trespassing,’ and then we put a sign in Chinese and English. But people don’t care, they go right into the field and steal,” said Gens, noting all his big pumpkins have been stolen.

“When you see someone steal something that pleases everybody, I’m not too happy,” said Gens, who

wakes up most days at 4:30 a.m. to start work on his 85acre vegetable farm.

Fellow verteran farmer Bill Zylmans told the Richmond News that theft is a unique problem in Richmond.

This week, the City of Richmond launched a social media campaign to “Respect Our Farmers.”

“We’ve been working with local farmers for a number of years . . . to address ongoing issues around vandalism, theft and other conflicts between the general public and farmers,” said city spokesperson Ted Townsend.

“This year, local farmers have raised additional concerns about problems being caused by motorists stopping to observe the ongoing harvest” and/or “helping themselves to farmers’ crops,” added Townsend.

he Bahá’í Community of Richmond has much to celebrate this week.

This historic year marks both the 200th anniversary of the birth of Bahá’u’lláh, the founder of the Bahá’í faith, and the 50th anniversary of the spiritual assembly of the Bahá’ís of Richmond.

“Our community joins millions of other Baha’is around the world — in more than 100,000 places virtually every country and territory — to celebrate the bicentenary of the birth of Baha’u’llah,” said Susan Mottahedeh, spiritual assembly secretary.

“We are also celebrating the 50th anniversary of the formation of the first spiritual assembly of the Baha’is of Richmond.”

The Baha’i faith has no clergy, explained Mottahedeh, and is guided by elected institutions at the local, national and international level.

At the local level, the affairs of the Bahá’í community are administered by the local spiritual assembly, which consists of nine members elected annually by secret ballot.

Bahá’ís over the age of 21 are eligible to vote and be voted for. There is no prepared ballot — or any other system of nominations — and the entire process is free of any trace of electioneering, canvassing, or propaganda.

The first spiritual assembly of the Bahá’ís of Richmond was formed 50 years ago in 1967.

Its members included Jessie Hall (Coun.

Harold Steves’ aunt), who was elected secretary.

As with all other elected Bahá’í institutions, the assembly functions as a body and makes decisions through a process of consultation.

“I was very proud of my aunt,” said Steves. Referring to the Baha’i faith, he said, “I find it a very interesting perspective on life. It’s more encompassing than other religions.”

The responsibilities of the local spiritual assembly include promoting the spiritual education of children and young people, strengthening the spiritual and social fabric of Bahá’í community life, assessing and utilizing the community’s resources, and ensuring that the energies and talents of community members contribute towards progress.

It is also responsible for organizing the Nineteen Day Feast, which is the cornerstone of Bahá’í community life.

During the feast, the friends living in a particular locality or neighborhood gather to pray and consult together, give suggestions to the local spiritual assembly and receive information from it.

Today, the Bahá’í Community of Richmond has more than 100 members who, along with their friends and neighbours, are engaged in community-building activities.

Metro gets blueprint to stop stink GRAEMEWOOD Staff Reporter

eveloping a framework of best practices for compost waste is a good step for Metro Vancouver.

That’s according to community activist Arnold Shuchat, who heads a group of Richmond residents bent on shutting down or cleaning up the now locallyinfamous Harvest Power waste-to-energy facility in East Richmond.

“We got clean air, we got out on the streets, complaints are making a difference and the regulatory bodies are on notice. In one year look at the difference in the air,” said Shuchat.

Metro Vancouver recently released a report that should work towards improving composting at regional facilities.

“The study intended to tell us what are now considered best practices for managing organic material, especially in terms of controlling odours,” explained Andrew Marr, director of solid waste planning for the regional government.

Some of the practices include enclosing the processing areas, not allowing certain wastes — such as animal meat — into the compost piles, having hard surfaces to stack the compost and issuing an odour management plan, including better communications with the public.

“They weren’t necessarily the best practices in 2009 when we started collecting food waste across the region,” said Marr.

As such, local politicians in Richmond allowed Metro Vancouver to permit Harvest Power to begin operating. What ensued, said Shuchat, was years of nausea for Richmondites.

Last year, the group, Stop the Stink Richmond, rallied online and with protests at Richmond City Hall. The City of Richmond responded in February by issuing a notice of default to Harvest Power, after complaints peaked in November, 2016, with 1,025.

Harvest was forced to stop taking in waste on several occasions and reduced its overall intake. It has since been working to rectify the odour problem, which has still been identified in 1,131 complaints in 2017, to date (compared to 2,694 complaints in 2016).

Shuchat said complaints to politicians and regulators at Metro Vancouver have helped.

“The fact is, they had to deal with the problem; they may have taken longer if we didn’t get involved,” he said.

But another hurdle is left to clear, that being Harvest Power’s appeal of the existing air quality permit, which grants licence to Metro officials to conduct smell tests with their noses as a means to prove the odour is from Harvest Power.

“A smell test is not provided for in [the regulatory framework]. So that’s the problem,” said Shuchat.

“It’s still very subjective and that’s Harvest’s point. But you don’t need a [device] to know what the smell is,” argued Shuchat.

Marr said the report could serve as a guideline for changing compost regulations in B.C. and in the region.

“The ideas can look at incorporating regulations into facilities. We would have to talk to stakeholders first,” said Marr.

A review of the existing permit is expected to go to the Environmental Appeal Board in 2018, said Shuchat. There, 24 residents will argue against Harvest Power based on evidence they submit.

Regardless, by 2019, Harvest Power’s contract with Metro Vancouver will expire, at which point Marr said new guidelines could be in place for a new composting contract that other companies may bid on.

“So, I think their getting their ducks in a row,” said Shuchat.

Harvest Power entered the organic waste fray in Metro Vancouver in 2009, when it purchased Fraser Richmond Soil and Fibre, which had largely handled landscaping waste since 1993. At the time, Harvest Power stated the takeover was an opportunity to demonstrate the company’s “industry-leading technology.”

The following year, Harvest Power received $4 million from the federal Clean Energy Fund to help bankroll its high solids anaerobic digestion facility (the “energy garden”), touted as the company’s

“best-in-class” technology to turn biogas into electricity. The federal grant was later complemented by a $2 million investment from Metro Vancouver for improvements at the site, which now operates under the name Harvest Fraser Richmond Organics Ltd. Fourteen months later, in February 2012, it dipped back into the taxpayers’ well, receiving a $1.5 million grant from the provincial BC Bioenergy Network to further the energy garden project.

“This energy garden will not only create B.C. jobs, it will provide a blueprint for other waste-to-energy projects in B.C., Canada and the U.S.,” said Minister of Energy and Mines Rich Coleman, at the time.

Our community is united and needs a new Acute Care Tower When it comes to what’s important to people in Richmond, we know our community is united. Richmond needs a new Acute Care Tower and is speaking out, loud and clear. It’s been in the media, it was the top issue for local candidates in the spring provincial election, and it is an election promise made by the Premier.

It’s also a matter of great urgency.

At more than half a century old, the original hospital tower is unsafe, obsolete and unable to meet the health care needs of our growing community.

This week, the Select Standing Committee on Finance and Government Services, an all-party committee of the Legislative Assembly of British Columbia, concluded province-wide public consultations and sought submissions from British Columbians to help determine funding priorities for the 2018 provincial budget.

We wish to thank the many concerned Richmond residents, community leaders, and numerous community, business and seniors’ organizations who wrote the Committee about Richmond’s highest priority: a new Acute Care Tower for Richmond Hospital.

We also want to thank the numerous health care professionals who made written submissions, including Dr. Brenda Wagner, who is the Senior Medical Director at Richmond Hospital. Dr. Wagner is a passionate advocate for a new Acute Care Tower and speaks on behalf of her medical colleagues here at Richmond Hospital:

“Since the time I first began working at Richmond Hospital as an obstetrician/gynecologist more than 20 years ago, a replacement for the original aging North tower has been talked about. Two decades later, there still is no commitment or funding to replace it and build a new Acute Care Tower.

We have known for many years a new Acute Care Tower is needed to provide the right health care for our population. It is no understatement to say our medical and surgical staff are disappointed over the lack of inaction.

utumn produces some of the most vibrant colours of the year in our landscape.

Leaves of deciduous trees, shrubs and even some varieties of coniferous trees showcase some of most fiery colours for our eyes to feast on.

As chlorophyll starts to break down just before the leaves fall, other pigments are revealed: carotenoids (yellow and orange pigments) and anthocyanins (red and purple pigments).

To improve the autumn colour in your garden, you can choose suitable plants for our environment that will put on a beautiful display every year.

Here are some suggestions for adding brilliant, fiery colour to your garden: Trees for smaller gardens Paperbark maple (acer griseum) — this beautiful tree is eagerly sought out by knowledgeable gardeners for its unique copper orange to cinnamon reddish/brown peeling bark. The fall colour is a brilliant orange.

Kousa dogwood (cornus kousa) — makes an excellent landscape tree with a long season of interest. The fruit of this tree is edible and sometimes used for making wine. The fall colour is generally a muted orange shade.

Large trees Katsura tree (cercidiphyllum japonicum) — can reach 148 feet in height so make

sure you have the space. The fall colour can be a stunning yellow to muted tones of pink and yellow.

Red maple (acer rubrum) — one of the most common and widespread deciduous trees. The leaves can turn brilliant red in autumn, but can also become yellow or orange.

Shrubs with exciting autumn tints Japanese barberry (berberis thunbergii) — this spiny, broad-rounded deciduous shrub matures to five feet tall and as wide.

Fall colour can range from brilliant orange to a muted purple/orange shade.

Redvein enkianthus (enkianthus campanulatus) - in the spring this medium-sized shrub offers a profusion of creamy white bell shaped flowers with red veins. Fall colours range from coppery to red.

Hospital bricks and mortar help drive patient care and improve outcomes, but the original hospital tower cannot meet the needs of our booming population, most notably our exploding populations of seniors who will place enormous demands on our already strained local health care.

Our spaces at the hospital are so small and our hallways are often full of patients, their families and our staff.

We also do not have the ability to keep patient rooms and spaces quiet.

The number one thing that patients complain about is the noise and inability to sleep. We all know when patients have just had surgery how important it is to have good quality sleep.

As physicians and surgeons, we want to be able to work in a hospital that allows us to provide more and better care than we ever imagined. A new Acute Care Tower at Richmond Hospital will transform care at Richmond Hospital, and we can finally unleash the innovation and new ideas that will allow our incredibly talented team to provide the highest level of care they envision but are currently prevented from providing.

We call on the Provincial Government to fund a new Acute Care Tower now.

egalized recreational marijuana is coming to Richmond, but the city’s not ready, according to a new group led by Coun. Chak Au. The “2018 Marijuana Legalization Concern Group” has asked the federal government to postpone or suspend the July, 2018 deadline for pot legalization until all regulations are in place.

“Once the gate of legalization is opened, it cannot be reverted back,” said Au at the group’s press conference held Oct. 13.

“We need to work together now to prevent the social problems that may be caused by legalization later.”

The group has listed more than 20 requirements for the three tiers of government to meet before legalization, and encourages Richmond residents to fill out the provincial marijuana survey (Interceptum.com/s/En/ BCCannabisRegulation), which closes Nov. 1.

“We hope for everyone to pay attention to this issue,” said Au. “Marijuana legalization is not far away from you and I… You may not consume or grow it, but your neighbours may do so, and your kids’ classmates may access it and bring it to school.”

The group’s requirements include increasing the minimum age to 21, prohibiting personal cultivation at home and banning

marijuana products in the form of food and drink.

“Medical evidence shows having marijuana at an early age will disturb the brain’s development,” explained Au. “And growing cannabis at home or putting it into food and drinks may result in children consuming it by mistake.”

The group also wants the provincial government to ensure landlords have the legal right to forbid tenants from consuming or growing marijuana on their property, and asks that marijuana be sold at designated locations only.

“We ask the governments to meet all the requirements before cannabis is officially legalized,” said Au. However, Sensible B.C., a marijuana legalization advocacy group, said the group is overreacting.

“We are more than ready, and have been ready for years,” said Dana Larsen, spokesman of Sensible B.C. “People can make the decision whether to smoke (cigarettes) and drink (alcohol) at age 18 and 19, but don’t have the ability to decide if they want to smoke cannabis? That sounds absurd to me.”

He also argued that fresh cannabis plants will not endanger children’s health before they have been dried and consumed, “just like other regular plants.”

But he did agree that edible products with cannabis can pose a risk for children and that such products need to be well labeled.

“People are overly worried. Once legalization happens, they will realise everything is fine,” said Larsen.

Although legalization of marijuana is federal jurisdiction, both provinces and municipalities have a certain amount of control over regulation and distribution.

For example, the province will decide on the retail model for cannabis sales, regulations for public consumption and drugimpaired driving.

The B.C. government can also choose to set a higher minimum age of consumption, set a stricter limit on personal possession, or lower the number of plants allowed to be

grown at home — which is four under the federal government’s Bill C-45.

Last Monday, Richmond city council passed a staff report on the city’s input into cannabis legalization, which will be submitted to the provincial government, along with a letter and a response to the survey.

“I strongly criticise the federal government’s process of legalizing marijuana,” said Coun. Bill McNulty at the general purpose committee meeting.

“Where am I protected? When the houses nextdoor hosts a pot party, what can I do?

“Do I have to sit there and smell the weed untill 11 p.m. and call the police to come to tell them to stop?”

McNulty and other councillors agreed to “strongly disagree” with cannabis legalization as the city’s response for the survey and asked for the rights to make stricter rules at the municipal level.

In the report, the city stated a preference for a government model of distribution “to eliminate the role of organized crime,” and asked the province to allow local governments to set rules for personal cultivation, as well as control the retailers’ locations through land-use regulations.

The city also asked the province to share the revenue related to marijuana sales and suggested stricter rules regarding the public consumption of cannabis than those that exist for tobacco or alcohol.

In addition, the city endorsed 19 as the minimum age and agreed with the federal government’s 30-gram limit on personal possession of dried cannabis and the prohibition of personal possession of cannabis by youth.

The goal is to “ensure Richmond continues to be a safe community,” said the report.

The provincial government said it is working hard to meet the July 2018 target.

“We are on a very tight time frame be-

cause of the federal government’s time line for the legalization in next July,” said Mike Farnworth, Minister of B.C. Public Safety and Solicitor General.

“We’ve asked for more time, other provinces have asked for more time, but the federal government is sticking to their target,” he told the Richmond News.

Farnworth said that the cabinet will start making decisions based on the information gathered by Nov. 1, and that a provincial marijuana act is slated to be ready in February or March. “(The survey) certainly will help shape our decisions,” said Farnworth.

“It’s important to see how the local government wants retail in their communities, because what works in Vancouver may not work in Richmond.”

With different voices from parties across the province, Farnworth said their primary goal is “to keep cannabis out of the hands of children, and to get organized crime out of the cannabis industry.”

He noted that no legislation decisions regarding cannabis have been made by the B.C. government yet.

Joe Peschisolido, Steveston-Richmond East Member of Parliament, told the News Wednesday that the federal government will not move ahead with marijuana legalization if it’s not ready. “(The concern group) is right; things are not ready yet, we are still in the process,” said Peschisolido.

He said the federal government is working with various provincial governments across the country to come up with a system.

“Our view is that there is a seven-billiondollar Canada-wide illegal market for marijuana… we want to strictly regulate and control the sale of it,” said Peschisolido.

“And we want to send out the message that it’s wrong for children to have marijuana.”

He said the bill will come back to Parliament for further debate, and the House of Commons will be looking at the legislation next spring or summer.

e’ll have a spiders’ lair, with a moving, cocooned man, about to be eaten and also a demon daycare, with a coffin buggy and zombie babies; it’s going to be very cool.”

You could say that Tim Jordan is a little excited about the return of his famous haunted house in Burkeville after a threeyear hiatus.

Including this year’s big opening, on Monday, Oct. 23 at 6 p.m., Jordan will have been scaring and entertaining families outside his Hudson Avenue home on Sea Island for 34 of the last 37 years.

Only the poor health of his wife in the last few years and the birth of his son has prevented Jordan, who runs his own catering business, from giving the tight-knit Burkeville community its annual fix of frightful fun.

“Why did I take it back on? It’s my brain medicine I guess; it’s my release,” Jordan told the Richmond News, during a soggy, sneak preview of his latest, detailed, themed displays.

“Over the last couple of years, people have been asking about it, saying they’ve been deprived of their haunted house.

“But the gods are not with me this week. It’s been very stormy and wet and it’s hampering our progress. But we will get there. About 80 per cent of it is undercover, so that helps.”

Jordan started renovating the many displays, which surround his house, in July, but he’s been satisfying some of his cravings by making more props for the last two years.

New this year is a space pavilion, with a space shuttle type ship, alien pilots and passengers, and debut appearances for

“We’ve extended the captain’s cabin with a Pirates of the Caribbean theme, complete with an animatronic monkey.

“And there’s a new haunted wedding, in progress, with a preacher, bride and groom.”

And when Jordan references “we,” he means his neighbours who, for the first time, offered to pitch in this year.

“I’ve always done this by myself, but some neighbours wanted to help, which was amazing,” said a delighted Jordan.

“They just came up and asked if I needed a hand. Vaughn Philpott is great with tools; he’s been working here once a week for months and is now here full-time.

“Andrea Lilly is helping with displays, Alexis Tull is doing lots of sewing, while her husband, Gordy, has also been helping.

And Pete Kirby has been helping with painting.”

It all kicks off Monday at 1051 Hudson Avenue from 6 p.m. until 9 p.m. and runs the same time every day until after Halloween.

Donations are welcome, to go towards the cost of the displays, which Jordan buys and fashions year round.

Small Business Awards accept nominations

Technology makes recycling firm fastest growing in Richmond Staff Reporter

W

hen Colin Bell introduced a new technology — a sensor in a dumpster — five years ago, he probably didn’t know it would make his company, RecycleSmart Solutions, the fastest-growing in Richmond in 2017.

The list of Canada’s 500 Fastest-Growing Companies was unveiled recently and includes three from Richmond.

RecycleSmart ranks 14th nationally and No.1 in Richmond with a revenue growth from $400,000 to $20 million in the past five years.

success and what makes us grow faster than our competitors,” said Bell.

The company installs a sensor in each bin, tracking how many recyclables or waste is in it and how the amount changes over time. It then report the information to the clients.

Based on the data, Bell then works with pick-up contractors to ensure that waste and recycling bins are at least 85 per cent full when they are picked up.

“Other than the prices, there is not really anything different between two garbage companies,” said Bell.

“But we’d sell it with sensor technology.

We will make sure your bin gets picked up when it’s full, and we’ll know before it overflows.”

Bell and Jaclyn McPhadden started RecycleSmart Solutions in 2008, a recycling consulting firm, after they found that many businesses were paying way more than they needed to on recycling programs.

One of the reasons for this is that the businesses didn’t know how much waste or recyclables actually needed to be picked up and paid full price even if the bin was half full or empty, said Bell.

“Waste companies make pickups based on schedules, not the amount in the bin,” said Bell.

They then came up with the idea to monitor each bin.

At first they used cameras in bins to record information and sent it to the head office, but the cameras were often broken or covered, so they couldn’t report accurately.

After shopping worldwide, Bell finally found a Finnish firm that could provide the technology they were looking for.

By doing that, his customers save an average of 20 to 30 per cent on recycling programs, according to Bell.

“We also compare each bin with the data gathered: Is there too much waste and too few recyclables? Are there less recyclables this year than last year?

Then, staff will go and check through the bins to see what can be done differently.

Bell said most of the customers would invest the money they saved in adding more recycling programs.

“The censor is really making a difference.

You would have no idea, unless you looked at the bin every single day, and took a picture, or wrote it down on a piece of paper,” said Bell.

“As far as I know, we are the only one that has this technology in the industry in Canada.”

The technology helped Bell win the semifinalist at the Small Business Challenge contest in 2013.

However, at that time, he found it a challenge to convince waste management providers that the technology actually made sound business sense.

“None of them have come to me and said I’d like to put them in the bin,” Bell said in an interview back then.

Now the company is expanding its recycling “empire” all across Canada, with 30 employees.

Two other Richmond companies also on the list of Canada’s 500 Fastest-Growing Companies are Famoso Pizzeria, ranking 181st with a 361 per cent five-year-growth rate, and Photon Control, which ranked 316th with a 180 per cent growth.

he Richmond Ravens have turned to a familiar face to lead a significant rebuilding job with the female ice hockey association’s top Bantam team.

After leading the Ravens to the Pee Wee “A” provincial title back in 2016, Mitch Ward took a one-year hiatus from the organization and watched his daughter Tamryn play for a dominant Bantam side that was steered by veteran coach Tony Lindsay. Now the longtime B.C. scout for the Western Hockey League’s Calgary Hitmen has returned behind the bench to guide the very same team.

The Bantam Ravens did everything but win the B.C. championship — losing a heartbreaking gold medal game to Tri-Cities on home ice last March.

The impact of their dominance was immense.

Not only were some players lost to graduation — three 14-year-olds aged up to play at higher levels this season.

Defenceman Jamie Grinder and dynamic forward Katie Chan are now at the B.C. Female Midget “AAA” level with the Fraser Valley Rush.

Chan, who was recently named to the provincial U18 team, currently sits second in league scoring.

Ward isn’t looking for any sympathy.

Instead, he expects Richmond to still be among the league heavyweights with a more balanced and systematic approach.

The girls have already enjoyed some early season success — losing a hard-fought 1-0 battle to North Shore in the final at the Kelowna Tournament two weekends ago. Richmond also is unbeaten in Pacific Coast placement play, including a 4-0 home ice win over Vancouver last Sunday.

There will be a steady diet of top competition at this weekend’s fifth annual Ravens Rep Classic.

The hosts will see Kelowna, Tri-Cities, Prince George, Surrey and St. Albert in round-robin play at the Richmond Ice Centre, looking to advance to Sunday’s final and defend their title.

“We have five returning players and a number who have come up from our (Bantam C1) team who played for me two years ago,” explained Ward. “You are simply not going to replace a player like Katie. But that doesn’t mean we won’t have success. I think we are still going to be right up there in the top group. It’s just going to take more of a team effort to be there.”

Ward’s daughter and Emily Dragicevic lead the group of forwards. Tamryn has seven goals in five games. Three returning blueliners gives Richmond some stability at the back, while Ward is leaning on a pair of out-of-district goalies in net.

Panther Cheer’s philanthropy campaign gets off to a terrific start at Light the Night

P

anther Cheer athletes, families and friends raised money and participated in support at the Leukemia and Lymphoma Society of Canada’s annual fundraiser Light the Night.

This event is held each fall to help raise funds and awareness for Leukemia, Lymphoma and other blood cancers. This is particularly close to Panther Cheer, as co-owner Dawn Silver and Panther athlete Shaelyn Martin are both leukemia survivors.

“We are so very proud of our PCA families and friends who were able to raise an amazing $3,670.00 for this event,” said Panther Cheer co-owner Stephanie Kennedy. “We know there are many, many families in our program who have been affected by these diseases so to be able to contribute and give to such a worthy cause is truly heart-warming.

Each year, Panther Cheer organizes various philanthropic events throughout the season to give their athletes, parents, families and friends of the club an opportunity to showcase

their love and appreciation for the community.

Up next, in November, two teams will be working with the Richmond Food Bank and the FIRST church/ shelter program in Vancouver. The athletes will collect items/food for the local community and gain valuable insight and experience by volunteering at a shelter that provides a hot meal to those most vulnerable.

In January, the club will be hosting its inaugural Panther Pride 5 km walk to raise

money for the Richmond Animal Protection Society — another organization close to the hearts of many who have adopted their furry family members through RAPS. In addition Panther Cheer be hosting their annual blood drive, as Canadian Blood Banks are in constant need of donations.

In February, the club will run its annual event “It Starts with a Heart” in which its youngest athletes deliver hand-made Valentines cards to the elderly in our com-

munity.

The philanthropy campaign will conclude with the “Garden Clean up” in April that involves athletes helping out at the Steveston Community Garden.

BROOKS, John (Jack), Ellis July 29, 1928 - October 6, 2017 Jack Brooks passed away peacefully at the age of 89 at Windermere Care Centre in Vancouver. Jack survived his wife Kem (Kathleen), who passed away eighteen months previously at the age of 90.

At the age of 17, Jack attended St. Margaret’s Sea Training in Hubbard’s Nova Scotia. He quickly excelled and reached the rank of Top Captain. Jack hoped of becoming a Merchant Marine Officer and serving in the war effort however, being 1945 and the war ending, Jack never saw service.

Returning home he worked several jobs in order to put himself through UBC. Jack worked on the tugs in local waters around New Westminster then later he became a surveyor for CNN Railway in Northern BC. Jack earned his P. Eng. accreditation in 1956 and became a proud member of the Association of Professional Engineers and Geoscientists of BC. Jack started his engineering career working briefly for the City of Vancouver Engineering Department before pursuing an opportunity with the growing Municipality (City) of Richmond.

Jack received numerous promotions after joining the Municipality’s Engineering Department in 1956 where he became the Municipal Engineer then ultimately he became the Municipal Administrator in the 1970s, until his retirement in 1988. In his retirement he volunteered for 12 years with the Canadian Mental Health Association, Richmond branch. This work brought him great satisfaction and fulfillment as his youngest son Michael (1962-2012), struggled with schizophrenia.

Jack is survived by his two remaining sons Richard (Lana), Tony (Sylvia) and grandson Tim, all who have the fondest memories of a man that provided his heart and caring soul to his community and family. The family would like to thank the staff at Windermere for caring for Jack over the past few years. If desired, contributions to the Canadian Mental Health Association or the Lookout Society would be appreciated.

June 10, 1943 - October 15, 2017 It is with immense sadness that the family of John Kieran Kelly announces his passing after his battle with cancer at Richmond General Hospital. John was the much-loved husband of Mary, father of Jennifer (Adrian Altman) and Ciara and loving Papa to Jessica and Nathan. John is predeceased by his brother, Anthony Kelly (Kathleen), and is survived by his brother, Michael Kelly (Lilian), his sister, Nuala Griffin (Gerry), and many more family members and friends who will miss him dearly. John was born in Listowel, Ireland, and after travelling the world he eventually settled in Canada where he met his wife and raised his family. John worked for many years at Burlington Northern Railway but also loved buying and managing properties. In his free time, he could often be found enjoying a drink at one of the local pubs around Steveston or jetting off to one of his favourite beaches in Puerto Vallarta.

Dad, your departure has left a void in our family but we know you are at peace and enjoying the Mexican sunsets from above.
