I

t was almost two years ago now (November 2015) when Justin Trudeau announced Canada would be accepting 26,000 government-sponsored Syrian refugees fleeing their country’s civil war.

The sight of people clinging to dinghies on the open ocean, news of people suffocating to death in the back of trucks, and finally, the image of threeyear-old Alan Kurdi, whose body washed up on a Turkish beach as he and his family were trying to make their way to Canada, all got just a little too much and the Prime Minister opened Canada’s doors.

It was announced that preference would go to families, who would be dispersed across the country. Chris Friesen was in charge of the settlement process in B.C., so we were anxious to get in touch with him and ask about who or how many would be coming to Richmond.

Well, maybe not.

While 2,500 would be coming to B.C. , not a single one of them would be settled in Richmond. The reason? Housing prices.

A government-sponsored refugee family of four was expected to live on $1,400 a month. You’d be lucky to find adequate housing for that, never mind paying for heat, hydro, food, clothes and the rest.

At the time, I wrote a column about how unfortunate it was that Richmond lacks the diversity of housing to accommodate at least some of those migrants searching for safety.

It also struck me as somewhat ironic, if predictable, that one of the wealthiest municipalities does the least for those in need.

But, here’s another chance — jobs.

The newly formed Business Association of Richmond is hosting a lunch with the notion of introducing potential employees to potential employers. (See our business feature on page 22.)

More specifically, a good number of the members of the group own Chinese restaurants and many of them are complaining about a labour shortage.

Meanwhile, many of the refugees who no longer qualify for the 12 months of federal funding they received when they landed are struggling to find work. It makes perfect sense to bring the two groups together over lunch.

But (there’s always a but) if this is about getting cheap labour for a dead end job, the whole plan needs a rethink. Having an accountant commute three hours to wash dishes in a Chinese restaurant, with no opportunity to learn English or recertify, doesn’t serve the accountant’s, or our economy’s, best interest.

While there’s no shame in washing dishes — I’ve done it myself — there is shame in a society that provides people (refugees or otherwise) too little opportunity to explore their full potential.

That said, everyone’s got to start somewhere, and these organizers seem intent on providing the extra support needed. While they haven’t said anything about transportation, they are talking about teaching English, as well as Chinese — and helping the owners learn Arabic.

It’s a great first step. And just think of the amazing fusion cuisine that could come out of it all.

Delta bridge rants not based on facts

Dear Editor, Re: “War of words continues,” The Delta Optimist, Aug. 11, 2017.

It is not surprising to see a lot of letters with opinions about the bridge. It’s an issue that Delta Mayor Lois Jackson likes to keep at the forefront.

What is sad is that a lot of these opinions appear to be based on very little real information and positions, such as those taken by Jackson’s council.

The most recent article quotes Delta Coun.

Robert Campbell as saying, “I find her (Richmond Coun. Carol Day) to be grossly uninformed and irresponsible... she seems to be willing to risk lives to not get the bridge built.”

If Campbell had actually read any of Day’s letters, he would see that she is, in fact, quite well informed. The fact that she is in disagreement with his stance does not make her irresponsible.

Let’s take a look at Jackson’s three major points of interest. The first is safety. The safety of the tunnel was never an issue until the bridge was proposed.

Campbell seems to think lives are at risk. If that is truly the case, why did the B.C. Liberal party refuse to undertake the additional work required to make it safe when it was planned and budgeted If safety is truly an issue, what will Delta

residents be up against while Highway 99 is in three to five years of turmoil during construction of the bridge?

Mayor Jackson’s second issue/concern is that the alternative to a bridge is not of regional benefit and puts money into other Metro projects for other mayors. The bridge only improves traffic across the Fraser and dumps the resulting problems onto the Metro region. For Jackson to suggest the bridge is not a self-serving project is extremely hypocritical.

The last issue is the bridge itself. A bridge was never in the offing until the Port of Vancouver decided it needed to remove the tunnel for shipping passage. It was only at that time that “concerns” about the tunnel came to light. It was at that time that a bridge was offered without the infrastructure planning needed to serve Metro Vancouver.

Since the port no longer needs to remove the tunnel, whatever planning was undertaken should be in question. That planning of infrastructure needs is no longer valid.

If that should mean additional planning and time to wisely move forward, it needs to be done. Some good ideas for temporary measures to ease congestion have been suggested. Use them.

Seniors really that better off?

With all due respect to the Globe & Mail, which is an outstanding newspaper, I disagree with the article published earlier this month, discussing the current financial situation among our seniors. The writer, veteran Rob Carrick (also outstanding), seemed to me to conclude that seniors should no longer be considered the frail members of our society on fixed incomes.

To be sure, there are in Canada many seniors who either saved well over their adult working lives, or inherited at some point in their lives (or both), and are enjoying their retirement. Others continue to work and are probably financially secure. The data is not readily available.

Mr. Carrick compared seniors on fixed income to working adults who also have “fixed” incomes in that they are not getting raises and so forth. Seniors’ CPP and OAS are adjusted annually for inflation as well.

Dear Editor, Premier John Horgan and the NDP government must be commended for eliminating fees on adult basic education and English-as-second-language students.

A well-educated and literate population is the greatest asset of any nation. It is very unfortunate that the previous B.C. Liberal government had imposed fees on these students in 2014. It has been reported that as a result of this move there was a 35-percent drop in enrolment in these classes.

For some students it was extremely difficult to afford this extra cost, which was as much as $1,600 per semester for full-time students.

This change in funding will give those people who need to upgrade their basic skills, as well as English language skills, an opportunity to do so without any funding constraints. At the same time, it will enable them to become more productive citizens of this country.

Financially, an amount of $7 million set aside for this purpose from the provincial budget of $50 billion is a drop in the bucket. However, the benefits of this move would be immense.

In my opinion, every Canadian, whether he/she has been in Canada for generations or has just arrived, should make every effort in learning at least one of the two of our

A common language is the bond that binds us all together as Canadians. It also opens up so many doors and opportunities in addition to broadening one’s horizons.

However, everyone, especially New Canadians, may not be able to afford the fees to enrol in the basic education and English-asa-second-language classes. In this context, the latest move by Horgan and his government should go a long way.

Dear Editor, Re: “MLA eyes Liberal leadership race,” The News, Aug.9, 2017.

Richmond-East MLA Jas Johal’s brief stint as a minister under former Premier Christy Clark’s short-lived government has whetted his appetite.

He is currently the critic to the Ministry of Jobs, Trade and Technology, led by the NDP Minister Bruce Ralston, who, I believe, will promptly hand Mr. Johal his head when the B.C. legislature convenes again in September.

Being a former television reporter for GlobalBC allowed Johal to make the right connections for his run at politics.

For example, Mr. Johal, as a reporter, was talking with the Liberal’s communication director about the Mount Polly disaster. He suggested to Liberal staff that government needed to control the situation. He says he was only saying that the Liberals would need to make a statement.

As a proponent of the

LNG industry, he was the spokesperson for BC LNG Alliance. And when, just recently, LNG giant Petronas cancelled the contract and withdrew from Clark’s previous cornerstone election promise, the legacy fund evaporated like the hot air it was based on.

Johal promptly blamed the NDP, although Petronas publicly denied that NDP had anything to do with their decision to withdraw.

Now, Mr. Johal is considering a run for leader of the party. He said his priority is to represent Generation Xers and Millennials, whose needs,

according to him, are not being met. Those needs being affordable housing, daycare and transportation.

Sounds pretty much like everybody’s needs to me. This is an example of niche politics – manufacture a constituency and get out in front of it.

Overstating, understating, these are definitely lessons learned from his previous careers in media and as a lobbyist.

This pre-political apprenticeship will serve Johal well, but I fear not so the people of B.C. David L. Merke Richmond

ndrew Scheer criticized the Liberals small business tax increases and the unbalanced budget during his first visit to Richmond as the leader of the Conservative Party of Canada.

On Wednesday, 500 Richmond residents and community leaders attended a lunch hosted by Scheer and Richmond Centre MP Alice Wong. The two delivered the Conservatives’ outlook on the economies nationwide and in B.C. The event was part of Scheer’s three-day visit to the province.

“Richmond is like many cities in British Columbia that have a lot of small businesses. Small businesses are one of the most important engines, create jobs and support

families, but the Liberal government targets small businesses and has raised taxes for them,” said Scheer.

Scheer said economic indicators show that businesses and investment are leaving the province because the “federal government is pushing and chasing away investment.” This has been one of the top concerns of the party.

“Many people in Richmond depend on those jobs and investment to pay the mortgage and pay for their kids’ schools.

everyone here and make sure our children have more opportunities and a better life than we do,” said Scheer.

“The type of signal we want to send to business communities is that you can work hard and create opportunities in Canada, but right now this signal is not sent out,” said Scheer.

He criticized the national carbon tax, which will ensure a carbon price of 11 cents per litre of gas by 2022. He said the tax will force entrepreneurs to “make a decision between hiring more young people

and laying people off.”

Along with creating more business opportunities, Scheer said his party is also going to fight for a balanced budget.

“The deficit the Liberal government created will have to be paid back by our children, and with interest. It is not fair to have our kids pay for what happened a few years ago. It is hurting families and does no good but create a big credit card bill waiting for the next generation.

As a father of five, Scheer also voiced concerns over the federal bill to legalize marijuana within the next year and its impact on young people. He said he is not happy with the bill and will vote against it.

“I don’t believe it should be a priority for the federal government and they ignored a lot of feedback and thoughtful suggestions from experts. I also think the age is too young. Some reports show that there is still a lot of development after the age of 18, plus there is not enough rationale.”

Scheer also criticized the federal government for not making enough effort on the NAFTA negotiations.

“Maintaining free trade is important, but I haven’t seen a lot of hard work that has been done. The government should go to areas in the U.S. where many businesses rely on trade with the Canadian market and bring those people to Washington.”

He adds the Conservative party is also going to outline its position on key issues such as housing and transit in the months ahead.

B.C. Liberals outspent NDP more than 3:1 GRAEMEWOOD Staff Reporter

he election bills have been tabulated in Richmond’s four provincial ridings and the B.C. Liberals once again led the way in spending by a wide margin over their closest competitor, the B.C. NDP. In total, Richmond’s four elected Liberal MLAs spent about $585,000 worth of taxpayer-subsidized campaign donations to get elected in the May 9 election, while the New Democrats spent about $181,000.

Barring a promise by then opposition leader and now Premier John Horgan to “ban big money” in politics, election

spending appears to be on a runaway course.

The NDP spent more money in Richmond than it did in all of the three prior elections combined (about $179,000).

Meanwhile, the Liberals spent about 50 per cent in 2017 of what they did in the three prior elections.

Shining a rare spotlight on B.C., the New York Times dubbed the province as the “Wild West” of campaign finance just prior to the election.

In total, the Liberals, primed by corporate donations, spent $13.6 million on their failed campaign, while the NDP spent $7.91 million while riding a wave of union contributions.

Combined, they spent $5.4 million on media advertising.

The party that holds the balance of power, the Green Party of B.C., spent $905,000.

minted Richmond-Queensborough riding, which proved successful, if one believes money can buy votes. There, rookie MLA Jas Johal won his riding over New Democrat Aman Singh by just 134 votes (8,218 to 8,084) as he spent $173,853 – or $21.16 per vote. Singh spent $40,446 ($5.04 per vote), while Johal and Singh’s Green competitor Michael Wolfe took the cake in Richmond for fewest dollars spent on votes, at a meager 26 cents. Wolfe spent $650 and garnered 2,524 votes, a personal provincial election record for the perennial Green runner-up.

In Richmond-Steveston, Green candidate Roy Sakata practically broke the Green’s bank with $3,274 in spending. Winner John Yap spent $145,417, spending the least amount of money per vote for a Liberal candidate ($14.07).

The New Democrat with the biggest bang for her buck was Yap’s competitor Kelly Greene, who spent $30,244 to get 8,542 votes($3.54).

City councillor Chak Au blew NDP spending out of the water in Richmond South Centre with a $90,027 tab – still far less than Liberal winner Linda Reid who spent about $133,092.

Get going on granny flats, grandma says Burkeville resident says city is losing credibility by not moving forward with laneway housing GRAEMEWOOD Staff Reporter

his Burkeville granny needs a granny flat.

But the City of Richmond has been too bogged down in other things to sort out what appears to be a deteriorating housing situation in one of Richmond’s most unique and homespun neighbourhoods.

Meg Holdsworth is now retired from working at UBC Hospital and resides in her 1,000-sq.-ft. home on Sea Island, practically waiting by the phone for the city’s planning department to give her the good news that it will table a report to city council on laneway housing in the neighbourhood.

“I want to live in a lane house, in a granny suite, and the kids would have my house,” Holdsworth told the Richmond News.

“It’s such a great place to live. Kids still come out to play and everyone is so nice,” said Holdsworth of her neighbourhood.

Six years ago, the city consulted Burkeville residents on laneway housing. But after a survey showed some support for such houses, the tide shifted when one monster granny flat was built (bigger than the actual home). The jig was up, and a supposed twoyear moratorium on laneway housing was declared. In late 2015, Holdsworth became a granny to granddaughter Niamh. Then, she called the city to see why the moratorium hadn’t been lifted and a revised policy put in place.

“I think their credibility has been lost because I keep getting told they’re going to do it, and then they do nothing, and then I email, and they say they will do it... and I don’t hear back, and so I email again,” explained a frustrated Holdsworth.

Meanwhile, city hall officials say a number of other issues – such as land-use contract

termination, house size bylaws, restricting farmland mega-mansions, a revision of the Steveston area plan and a new short-term rental policy – have pushed Burkeville plans to the corner cubicle.

“Everything is important, but we follow priorities set by council,” said Policy Planning Department Manager Terry Crowe.

“We’re hoping for more consultation by end of year.”

Planning committee chair Coun. Linda McPhail acknowledged the delay and said she wants to see laneway housing in Burkeville.

“I think coach houses are an important part of the housing continuum,” she said.

Meanwhile, in the absence of a policy – such as on arterial roads and in Shellmont – the News observed a number of alternative housing solutions, such as massive “accessory” buildings, a backyard trailer with a deck, sheds turned into apparent bedrooms and even one mini-house.

“There’s so many people living in the lanes now that [residents] just assumed there was a policy,” Holdsworth said.

“People think it’s already in place. There’s all sorts of [buildings] being built.”

She said she feels there’s general support in the neighbourhood for a laneway housing policy in Burkeville.

Meanwhile her daughter’s family of three finds itself in a stalemate renting an old onebedroom apartment in City Centre for nearly $1,200 a month.

“Living in Burkeville has always been kind of been the dream. We were thinking of moving here even before we came back,” said Kathryn O’Leary, 35, a teacher whose husband is also a teacher.

neighbourhood; firefighters and ambulances would have difficulty navigating lanes; and increased density would “destroy” the community vibe.

Now, she has taken a softer, if not pragmatic, philosophy on the matter. She said she now agrees laneway housing should be allowed if parking is managed well and overall house sizes are controlled.

Crowe said recently revised housing bylaws should assist in a new Burkeville policy.

“I’ve probably softened my position just because of the desperate [housing] situation,” said Day. She said over the past six years housing has become a serious issue due to foreign

“The provincial and federal governments have not controlled foreign investment, which has fundamentally changed real estate in the Lower Mainland. So we have to create better options as we move forward,” said Day. She said she opposes large homes being built in neighbourhoods and supports rezoning two lots into three, as long as green space is preserved. Likewise she supports secondary suites and laneway houses as long as they are not combined.

“I’d like to see much smaller affordable houses being built in existing neighbourhoods,” said Day.

I

like to think if there’s one thing in Richmond we can all agree on it’s that we can’t agree on anything when it comes to Steveston. That’s not necessarily a bad thing. And I speak with hyperbole. But the passion burns in this city’s crown jewel and there are a lot of competing interests and opinions.

Fierce debates about the likes of heritage preservation, community connectivity, economic development, traffic and environmental protection often crosspollinate in the realm of discourse.

Ultimately it comes down to (or at least should come down to) the people who live in, work in and visit Steveston as to what direction the area should take.

Steveston is unique in that respect.

Other areas of Richmond are developed mostly at the hands of city planners, at council’s discretion. Sure there are some public consultations here and there, but in Steveston there are a lot more eyeballs overseeing changes. One of the reasons for all of this outward human capital, I believe, is that the village remains a pocket of independent merchants — the moms and the pops, if you will.

On Aug. 26 we will lose a true gatekeeper of modern-day Steveston, in Mary Carter, owner and operator of Mary’s

British Home.

For 35 years Carter has fostered and officiated some incredible conversations inside her shop.

She, collectively along with the other independent merchants, are the bellwether of Steveston.

That’s why the introduction of franchise grocers and chain restaurants is always such a hotly-contested topic — case in point McDonald’s just over a decade ago and now a forthcoming Save-On Foods.

I’m not saying you can’t spark up a very real and personal relationship with one of the many baristas who works in one of Steveston’s newer franchise coffee shops; but such workers are bound to come and go more often than not. You’re likely to find a little more meaning and insight from an independent merchant who is 100 per cent invested in the village.

Furthermore, the latter are a lot more approachable; they wear their uniforms to the dinner table.

The reason why Steveston is a cultural hub is because you have people doing things, often without guidance or, heaven forbid, interference from city hall. Restauranteur Jim van der Tas has lead the Steveston Merchants Association; barista Davood Khatami and chocolatier Dominique Jarry organize block parties; record slinger Frankie Nielson of Beat Merchant Record Store collaborates on Music at the Cannery. And so on.

As the fishing industry becomes less impactful and Steveston becomes a more desirable place to live, like it or not, change is afoot. It always had been. It always will be.

Over on Bayview Street a new smoothie shop has opened up. Sure, it signals the most recent wave of gentrification, but it

Mainstay makes room for new blood GRAEMEWOOD

or 35 years, Mary Carter has been a fixture in Steveston, satisfying Richmondites with her quintessential British sweets and pies at her namesake shop – Mary’s British Home.

Maltesers, black jacks, flake bars, jelly babies, wine gums, licorice allsorts... Carter’s back wall of candy jars is enough to drive a dentist mad.

“I could eat a whole jar in one sitting,” chuckles Carter, 82, salivating at the sight of her licorice allsorts.

Alas, she is packing up shop Aug. 26 to reopen in Langley, nearer to where she lives.

“I have the best customers in the world. It’s been fun, but you know I’ve advanced in years and they’re catching up with me. Travelling back and forth is getting a bit much,” said Carter, who was born in Birmingham, England in 1935.

She moved to the U.S. in 1962, where she spent 10 years with one of her sisters. They then moved to Surrey to meet up with their oldest sister and mother.

In 1979 Carter set up the first Mary’s British Home at Richmond Square, a strip mall on No. 3 Road that preceded Richmond Centre.

“There weren’t very many specific British stores selling all the different kinds. Woodward’s, do you remember Woodward’s? Well they sold one or two bits. On $1.49 Day they had the chocolate biscuits. Now they’re $5.99, that’s in 30-odd years,” she chuckled.

Three years later, re-development forced her into Steveston. For 10 years she worked out of a back street but then took a more prominent

position in the village at the southwest corner of No. 1 Road and Moncton Street. Ten years ago, re-development shuffled her to her present location on Chatham Street.

Carter is especially fond of selling her pies, which have been baked by the same baker for more than 30 years.

“He knows how to put good stuff in them,” Carter laughed.

But as people of European descent move away from Richmond, Carter said her customer base has depleted.

“The demographics are changing very much in Steveston and there isn’t so much a call for British stuff. And I’ve been very welcomed in Langley. South Surrey has a lot of my customers now,” she explained.

Carter said in the last 35 years, she’s seen the most rapid change in her customer base over the past two years.

“My British customers would start coming in and telling me they were moving. And then I started to worry because they were mainstay customers. It all started about two years ago.”

Gentrifying forces are at play, too. Her lease at $25 per square foot expires this month, and nearby new developments are edging toward $40 per square foot.

Over the course of four decades, Carter has been one of many village merchants with an astute pulse on the village.

“The best time was when my husband (Raymond) was alive and we did this together.

He liked the customers and he liked to come here and chit-chat when he came from work,” recalled Carter.

Although she no longer has a desire to visit Britain again, her Royal Family paraphernalia scattered around the shop attests to her proud British heritage. Will and Kate are “new blood”

and “a breath of fresh air,” she says.

“I’ve seen most of [the Royal Family] through my life. When I was little they used to line us kids up against the road and they’d come in horse and carriage.”

Carter recalls, at age nine, victory parades in Birmingham when World War II ended.

“I remember my dad called me over to the radio because they knew there was going to be an announcement. And I heard

Churchill acclaiming the war was over with Germany. All of a sudden everybody came pouring out of the houses. I can still remember, it’s a bit emotional. It was the end of the war.”

And so, with much turmoil in the world, Carter – who has three adult children, three grandchildren and six great-grandchildren – leaves these parting words to Richmondites: “Just be happy.”

Finding purpose, one smoothie at a time S

teveston’s newest merchant Braeden Ralla, 27, says he is hoping he’ll drive people toward their purpose in life – one smoothie at a time.

In June, the young, independent entrepreneur opened Purpose Smoothie Co. on Bayview Street, next to Blenz Coffee.

Ralla, a lifelong Richmondite, said he was inspired by the way his mother Devi Ralla lived her life. Last December, he lost her to cancer but has since turned his energy to his new, health-focused venture.

“The inspiration behind Purpose is the way my mother lived a purpose-driven life. She was the most inspirational person I ever met and really just happy and positive all the time. So the name came from how she lived life. One of my goals is to educate people on the importance of eating healthy and the difference it can make on us, both mentally and physically,” said Ralla.

Indeed, mom Devi was a high school teacher and a positive force for change in the community. Up to the end of her battle, she was helping raise money for cancer research.

“It was the worse day of my life at the time,” said Ralla of the moment he found out his mom had cancer.

“It was devastating; we are a really close family. I’ve been blessed to have a close family.

“When something like that happens it really puts into perspective how the world stresses and gets mad at so many little things and holds grudges. The little things that matter are being around family and being with the friends that you love,” said Ralla.

An egg allergy since childhood had always meant Ralla had to get “creative” when it came to breakfast, so smoothies are familiar to him.

“I started really looking into natural healing powers and what real food could actually do for your body. So I started to realize our bodies are made for real food and not just medicines from doctors,” said Ralla.

So far the menu is short, simple and priced competitively. There are no added sugars or artificial preservatives, as is the case with smoothies found at franchise shops.

“I think smoothies are an important way for someone to get so many nutrients in just one drink,” said Ralla.

He uses unsweetened, organic almond milk and brown rice protein powder in many of his creations.

The frozen fruit gives Ralla’s smoothies the icy viscosity – no ice necessary.

He’s slowly adding healthy, all-natural fruit and salad bowls to the menu, and for winter, he’s experimenting with grandma’s homemade East Indian recipes for hot soups.

Ralla was helped by his homebuilding father Jerry, who took it upon himself to renovate the space.

“I wanted to create a positive atmosphere where anyone of any age can come in here and, however unique anyone is, they come here and get positive advice and feedback from us to find their purpose. A lot of people ask why my mom was so happy and I think she just did things she liked to do. When you do that you’re going to be smiling and you’ll chase things with your heart.”

Ralla had a few nervous butterflies, however. He wanted to open the shop last year, but got cold feet, so he kept teaching basketball.

His mom’s death reminded him of what he needed to do.

“The way she taught me she wouldn’t want me sitting around crying. Yes, I have those days, but I try my best to continue her legacy by living the life she taught me to. And that’s by staying positive and moving forward.”

Four nabbed in drug bust Cheryl Chan

our men have been arrested and millions of dollars worth of fentanyl and other opioids are off the street after a five-month Vancouver Police Department sting.

Project Tariff was launched in March 2017, after an incident in south Vancouver where a man fired a number of shots outside a home while police were present.

During the investigation, police executed search warrants in Richmond, Vancouver and Surrey, confiscating eight prohibited weapons, including semi-automatic rifles and a sawed-off shotgun.

Police also seized a large stash of drugs, including 27 grams of heroin, fentanyl and carfentanil, a kilogram of a substance that tested positive for heroin and methylfentanyl, and a kilogram of fentanyl.

“It’s a large-scale seizure as far as fentanyl goes,” said Vancouver Police Supt. Mike Porteous at a news conference Wednesday.

The street value of the drugs is difficult to quantify, but a typical point of heroin, about 1/10th of a gram, sells for $20, he explained.

Fentanyl users would typically use less than half of a milligram, or one-thousandth of a gram. “There’s so many zeroes here…

I’m talking in the millions,” said Porteous, referring to the street value of the haul.

Simon Fraser University criminologist Rob Gordon said a kilogram of fentanyl is a sizable bust. The impact of taking it off the drug market would depend on where it is going.

“If it was destined only for local consump-

tion, that would be quite a hit,” he said.

Police said the four men arrested were part of the Heer/Dhillon/Samra crime group, which police believe is in conflict with other gangs involved in the drug-trafficking trade in Metro Vancouver.

Jagraj Mushki Nijjar, 23, and Jaskaran Singh Heer, 22, both of Vancouver, were charged in March with a slew of weaponsrelated charges.

On Aug. 10, two more people were charged: Gary Gurpreet Dillon, 25, of Richmond, with drug trafficking and possession of the proceeds of crime, and Harjot Singh Samra, 21, of Vancouver, with firearms trafficking and drug trafficking.

Vancouver investigators are working with other agencies to see if any of the seized weapons are related to other shootings in the region, said Porteous.

As the number of opioid-related overdose deaths continue to climb in B.C. – Vancouver is on pace for more than 400 deaths in 2017 – police say fentanyl seizures are becoming more common-place.

Jordan Westfall, of the Canadian Association of People Who Use Drugs, a Vancouver-based organization that advocates for drug users, said he is skeptical of the long-term impact of drug busts.

“We can make as many drug-trafficking busts as possible. It’s going to pop up more, like whack-a-mole where we hit it here, it’ll pop up somewhere else, and it may be more dangerous as it might interrupt how some people access their drugs.”

Robot designed to help seniors at home Technology not created to replace staff, but to provide extra ‘smart’ assistance Daisy Xiong

A

new “resident” has brought laughter into a group home of seniors with developmental disabilities on Camsell Street.

“Aether, what time is it?”

“It is 1:46.”

Aether, you see, is a first-of-its-kind service robot designed to help senior residents live independently, while giving support staff an extra set of eyes at seniors’ homes.

Developed by a Vancouver firm and researchers at the University of British Columbia and Simon Fraser University, the robot is now being tested at Camsell House, a Richmond seniors’ assisted living home operated by the Developmental Disabilities Association (DDA).

“Aether is not intended to replace group home staff,” said Danielle White, DDA director of residential services, “but to provide extra help by serving as a ‘smart’ assistant.”

Ultimately, the robot’s tasks will include detecting falls or seizures, turning lights on and off, giving medication reminders or prompting residents to do chores, according to White.

The service robot can also help seniors who live at home by monitoring their health and informing their loved ones in emergencies, according to Jon Morris, president of

JDQ Systems.

“With the help of the robot, seniors can live at home with their families longer before having to move to a seniors’ home,” he said.

Currently, Aether is capable of speaking, following orders and moving from room to room. Developers are still perfecting Aether’s navigational and recognition skills, enabling it to “see” and “hear.”

“Soon it will be able to recognize the faces and voices of the residents in the house,” said Morris.

Carol Lavorato, a Camsell House resident who is providing feedback to help with its design, has nothing but positive feedback.

“I love the robot because it’s going to help me one day, and it makes me laugh,” said Lavorato.

Developers have connected Microsoft’s Office 365 Calendars to DDA’s Alchemist program. This helps manage residents’ personal goals and individual service plans, explained Morris.

“When a robot knows your personal calendar, it interacts with you better socially.

Instead of waiting for you to ask a question, it initiates the conversation,” said Morris.

“Aether will also be able to capture and record resident responses. If Aether detects that a resident repeatedly shows interest in a specific activity such as swimming or bowling, for example, home care staff can be

informed and help make it happen.”

With a working prototype and commercialization plan scheduled to be ready by June 2018, Aether’s presence is already making a difference in the group home,

said White.

“We have a gentleman who came to us 35 years ago with Down syndrome who’s now very passive and falls asleep most of the time,” she said. “When the robot came into his room, he

sat up and started to giggle.

That’s when we said, ‘Bingo, we’re onto something’.”

Morris said future plans include giving Aether the ability to “smell’ by accurately identifying small air particles, which could help

he Kwantlen St. Farmers Market is now up and running at a new location at Richmond’s Minoru Plaza on the steps of the Richmond Cultural Centre.

“We are very excited for the move. Nestled between the seniors’ centre, aquatics centre, and the library, Minoru Plaza is a fantastic location for the market,” said Caitlin McCutchen, Kwantlen Student Association’s vice-president of external affairs.

The market continues to showcase produce from Kwantlen Polytechnic University students in the Sustainable Agriculture Program.

Customers can expect to find local seasonal fruit and vegetables, including tomatoes, corn, peaches, squash and melons, and prepared foods such as baking, herbs and spices, as well as bath and body products.

The Kwantlen St. Farmers Market is supported by Vancity, which for a second year, has provided a $5,000 grant. The funds help pay for weekly programming and support both agriculture and student businesses at the market.

McCutchen said the grant is an opportunity to promote and sustain the market.

“It’s a good avenue for our sustainable agriculture students to learn valuable skills related to running a farm-based business and growing for a market,” McCutchen said.

Kwantlen St. Farmers Market Manager Anne Janzen said the new site at Minoru Plaza is ideal.

To celebrate the move, the public is invited to visit on Tuesday, Aug. 22 at 1 p.m. for free cake, live music and children’s activities.

H

ave you ever seen a cyclist riding down a road, right in the centre of the lane? I do this quite often in Richmond.

Now, before you cry foul, did you know in some circumstances, this is perfectly legal and is in fact is encouraged? Encouraged by who?

ICBC. I know this can frustrate drivers, who love to let me know by blasting their horns, so I’d like to explain why a cyclist might choose to “take the lane,” as it’s called.

If you drive a vehicle or have seen any advertising in past years, you must be aware of ICBC’s Road Sense program.

It’s essentially all the laws, best practices and safety regulations condensed into an easy-to-understand format that can be obtained in a small booklet or through their website.

Well, there’s also a Bike Sense booklet, which ICBC recommends for “new and returning cyclists,” available

through the ICBC website, or directly atBikeSense.BC.ca.

Not only do I recommend every cyclist read this, but also every motorist. One way to make your drive safer for yourself and cyclists is to understand what cyclists are allowed to do and why they might do it. Have a look at pages 13 and 14 for the purposes of this column.

Why do cyclists sometimes ride in the centre of the lane? Let me use some examples.

Moffatt Road in Richmond is lined with parked cars and a large number of driveways attached to apartments. This creates a busy and dangerous road. If I ride close to the parked cars, someone might open a door in front of me, and I’m also not as visible to cars pulling out from the driveways. So, I always ride down the centre of the lane on Moffatt to keep not only myself safe, but everyone else.

Another good example is River Road, where the speed

limit reduces to 30 km/h and there are speed bumps. If I enter that area on the right side of the road, quite often vehicles will accelerate to pass me, swerve in front of me and slam on their brakes just before the speed bumps.

It’s just too dangerous for everyone. So when I’m about 200 metres out from the speed bumps where the speed limit decreases, I do a quick shoulder check to make sure there’s adequate room, then I signal and move to the centre of the lane at 30 km/h. This way, vehicles see they can’t pass and we all go through this area safely.

But the fact I can ride my bike at the posted speed limit is irrelevant.

It could be anyone out for a nice ride at 10 km/h, and if they feel safer taking the lane in a situation like this and vehicles are lining up behind them, that’s perfectly within their rights.

Please be patient and understand there might be a good reason why a cyclist is holding up traffic.

n a world where so many countries produce the same type of wines, Portugal stands out in the crowd of clones.

Filipa Anunciação of Wines of Portugal explains how Portuguese wines are so unique.

“Usually the major countries work with the same grape varieties. If you want to be surprised you should try a Portuguese wine,” she says. “We have something to offer that the other regions do not have.”

She backs this up with the fact that Portugal has more than 250 grape varieties not available anywhere else.

“We are masters of blends,” Anunciação says. “With our field blends, for example, we can have more than 40 different grape varieties in the blend. Instead of having plots of only one grape variety, they have 40 or more grape varieties mixed in the field. It’s a very complex and rich wine profile.”

There are more reasons to discover Portuguese wines than just their uniqueness.

“Everyone is discovering Portuguese wines right now and they are being surprised by our quality, by the difference of our blends and our grape varieties, and the quality price relation that we have to offer,” explains Anunciação.

Here in Canada, sales of Portuguese wines have increased 20 per cent in the past year.

Two premium wines, Port and Madeira, are amongst the most famous wines in the world, yet are reasonably priced for the average wine consumer.

Three wines I’ve come to really enjoy are reds from Jose Maria da Fonseca. Their Periquita ($8.99) is Portugal’s oldest table wine. Produced from Castelao, Trincadeira and Aragonez grapes, it’s a very respectable n Filipa Anunciação red for the price. Expect a black celebrates the surprising cherry and dark plum bouquet wines of Portugal. Photo with a smoky, savoury flavour submitted on top of the fruit. It’s tasty with barbecued salmon. Remember to chill it for half an hour during the summer.

Moving up the scale in quality is the Periquita Reserva ($15.99). The Castelão, Touriga Nacional and Touriga Franca indigenous grapes create a wine with more depth and richness: hints of blackberries and boysenberries, violets and spiciness with a whiff of cigar smoke and vanilla.

Full-bodied and smooth, the Reserva is wonderful with Oka cheese and Isle of Man Cheddar.

A third Fonseca wine to uncork this summer is the 2014 José de Sousa ($14.79) from the Alentejano region of central Portugal. This dry red, named after the winery’s owner, has a gorgeous character of cherries and plums along with chocolate and cocoa.

The American wine magazine Wine Enthusiast gave it a 93-point rating.

“This wine is packed with firm, generous tannins and ripe, juicy black fruits. It has some oak aging that has given the wine a polished feel. With its concentration, structure and final acidity, it will age well.”

The prestigious magazine rated José de Sousa the best Portuguese wine in 2016 and number five out of the Top 100 wines in the world.

business group in Richmond hopes to connect refugees with local restaurant owners, to provide working opportunities for refugees while addressing labour shortages in the restaurant industry.

“Restaurant owners need employees and newcomers need jobs. It will be a win-win,” said Sunny Ho, president of the Business Association of Richmond.

Working with social service organization MOSAIC, the association plans to invite 250 newcomers, mostly Syrian refugees, to attend a free dinner with 250 Richmond restaurant owners on Sept. 30.

“We want to bridge the employers and employees, and provide opportunities for newcomers to know about the businesses and business owners in Richmond,” said Ho. “Also to tell newcomers that you are welcome to live and find a job in the community of Richmond.”

Ho hopes this initiative will help refugees find jobs, as well as address the problem of workforce shortages in the restaurant industry.

“I know some restaurant owners have to work themselves because they can’t find employees. There are not enough people applying. Sometimes restaurants have to compete for workers,” said Ho. According to the data from the B.C. Asian Restaurant Cafe Owners Association, there is a shortage of more than 500 employees in

ne big assist deserves another. That’s what Richmond F.C. (RFC) wanted to do for an organization that has helped more city children play the beautiful game.

The boys soccer association presented the Richmond Kidsport chapter a cheque for $5,171 on Monday.

The total represents funds raised from this week’s camp being run by coaches from Stoke City F.C. at Minoru Park.

The Richmond stop is the second leg of a two-week stay in B.C. for the English Premier League club that began in Kamloops.

The five-day camp is divided into two-hour morning and afternoon sessions for 120 players and paid for entirely by RFC. It’s from money saved last season after being shutdown for roughly eight weeks due to inclement weather and field closures.

The club did ask camp participants to make a minimum donation of $20 which went to Richmond Kidsport. It’s easy to see

why RFC chose this outstanding program.

Last year, Richmond Kidsport helped 76 players be part of RFC with grants totalling over $22,000.

“We are a big user of Richmond KidSport and have a tremendous relationship with them,” said RFC chair Rein Weber. “We are a big a supporter of their (fundraising) dinners and do whatever we can but this was a way for us to give back to them.

“Richmond is an expensive place to live.

Although soccer is a relatively cheap sport it does add up for families and lot of our kids use the Richmond Kidsport program.”

The Stoke City camp is among several things RFC did with its “leftover” surplus for the winter season.

A year-end pizza party, additional scholarships and funding for graduating players and a two-week introductory program visiting local elementary schools, with RFC’s professional staff, were also carried out.

“We didn’t want to run away from the fact RFC actually saved money last season,” continued Weber. “We knew we saved money in referees. Saved money on field costs and saved money on coaches.

“I sent out an email to our membership asking them what they wanted to do with it.

For the most part, refunds didn’t even come up and, what pleased me the most was the consensus to keep it with RFC. Just make the right decisions and give it to the families that needed it.”

Weber was thrilled with the response to the elementary program that costs RFC about $2,000 per week. The hope is to continue it next year if parent advisory councils (PACs) can assist with the funding.

“It is a great way to get more kids involved and engaged. They get to learn more about soccer,” he said.

The club has been exploring options should the coming season again be halted for an extended period due to weather, including purchasing indoor turf and gym times.

Richmond FC features roughly 1,400 players in its fall/winter program another 700 play in its spring league.

“We are starting to plan what we would do again, including developing a better relationship with the schools. Who knows with the weather. It could be a cycle like this for the next 10 years,” laughed Weber.

’99 Islanders show progress at U18 Westerns Mark Booth

iven where the Richmond ’99 Islanders were about four months ago, a .500 record at the U18B Western Canadian Championships was no small feat.

“We started the season with two returning players at tryouts and a couple of house players that came out as well. As other teams folded, we added players and kept building and building. It got to this point where we were very competitive at Westerns,” said Islanders head coach Barry Riva.

The hosts closed out the nine-team tournament with a 9-5 win on Saturday over the Manitoba Angels. It was their third straight victory after an 0-3 start that included a tough 13-12 loss to Saskatchewan’s Melfort Spirit that saw a big lead slip away. It was a game they would love to have back, especially after finishing just out of the four-team championship playoff round. The weekend culminated with B.C. champion South Delta Invaders defeating Manitoba’s Central Energy in Sunday’s gold medal game.

Still, the bigger picture suggested just how far a team that nearly folded had progressed.

“Richmond never even had a 1999 (rep) team for a number of years and it got to the point where I asked (association president) Al (Groff) what do you think? We figured we would just keep crawling and try to keep it going. At one point we had nine on the roster and there was a couple of girls from Maple Ridge who would help us out when we needed them until we finally had enough

“It’s good for Barry’s team to have that third year back again but now you have kids going to college who usually aren’t available until after the May Long Weekend,” explained Groff. “So you have to hold roster spots for them not knowing if they are coming back or not. It definitely makes it a little

different.”

That’s why the Islanders have had success running a senior program with graduating players who are opting to skip junior eligibility entirely. Richmond recently hosted the Senior “A” and “B” Provincials with the Islanders entering “B” teams coached by Groff, along with Larry Strohan and Riva.

“These are young senior teams. My oldest player is 25,” laughed Riva.
