t’s enough to make your eyes bleed.

Trying to wade through the verbiage regarding house massing (even that’s a new one) in Richmond is not for the faint of heart.

My hat goes off to all those dedicated folks (and there’s a surprising number of them) who learn the language and study the bylaws, recommendations and amendments — not to mention sit through a city council meeting until almost midnight — to educate themselves and advocate for what, they believe, is in the community’s best interest.

And thank goodness they do because if ever there was a case in which the devil’s in the detail, this is it. The smallest change in wording can have the largest impact on neighbourhoods.

In today’s paper, we have a story regarding Monday night’s public hearing on house massing. And, yes, it really did go till almost midnight — astonishing, considering how much ink has already been spilled on this.

The debate about super-sized houses has been going on in Richmond for decades. This latest kick at the controversy aims to formulate a housing bylaw that balances complaints from residents who are tired of seeing mega homes rising up on what had been tree-lined streets of modest 30-year-old homes, against builders who are supplying a demand and argue for a homeowner’s rights to build the kind of house they want.

We’ve already been down this road with Land Use Contracts as well as homes on agricultural land; this bylaw will apply to homes that fall outside of either of those categories.

Given that there has been so much debate on this already, it’s a bit bizarre that some residents are complaining about inadequate notification and information.

In fact, one self-appointed council watchdog has launched a formal complaint with the B.C. Ombudsman, saying the public had insufficient time to study the material prior to the meeting.

It seems the issue is not so much that people didn’t know what city staff had recommended. Rather, they weren’t privy to the changes to those recommendations put forward by the Richmond Home Builders Group (RHBG).

To that, I’d say they have a point, particularly considering council ended up accommodating the builders by adopting an amendment that allows part of the main floor to be somewhat larger and closer to its neighbour than staff recommended. (The numbers are on page 7.) Actually, have a look at those numbers and recommendations. Let me know what language you’d call that.

Point being, this is mind boggling stuff — presented in the middle of summer, no less.

Allowing people enough time to digest the information may not have been a legal requirement, but it’s certainly a moral one.

Proper planning, not Bartering has merit propaganda, is needed Dear Editor, When facts risk getting in the way of good writing and reasonable arguments, I suppose advertising is the best way to skirt around the truth and insert propaganda and junk science to unsuspecting citizens.

Last Friday’s full page ad placed on behalf of the Corporation of Delta (signed by the mayor and CAO) was enlightening, not because it contained any verifiable truths (quite the opposite), but because it revealed the depths of desperation that the now rudderless crew will resort to in order to save a sinking ship (the 10–lane Massey Bridge) since the higher officers (i.e. the B.C. Liberal government) have disappeared.

Fear not: A rival rescue boat has just entered the water to save the fair but beleaguered province from development on farmland, financial, ecological and traffic oblivion.

Lone wolf Delta Mayor Lois Jackson must get her information from an alternate universe, because virtually every point made in favour of a huge bridge over a twinned tunnel is either false, redundant to her argument, or misleading.

Delta’s own claim that “12 per cent of traffic at peak hours is commercial trucks” backfires when one considers that one truck (which could travel at other times) takes up the space of three cars, increasing gridlock

by up to 36 per cent.

Environmentalists, academics, seismic and transit experts, not to mention experiences elsewhere in the world, have shown that a submerged tunnel is the better option for commuters’ ease and safety, fish, birds, farmland and the public purse.

Now that the Port of Vancouver has reneged on its earlier need for deeper dredging to make way for bigger fossil fuel-laden ships up the river (perhaps a position taken to save its governing board from appearing not to be working in the public interest), the industrialists’ support for the bridge has effectively waned.

The Delta mayor has never been properly exposed for her increasingly isolated and incomprehensible stance, when she can have her citizens’ new crossing in two-thirds the building time with a tunnel.

Could it be that the Delta tax base would be rapidly expanded when 10 lanes pave the way for massive development and the justification for the now-empty mega-mall on the way to the BC Ferries Tsawwassen terminal?

We have lots of commuter dilemmas in Metro Vancouver, but sound planning is the solution, not giving in to capitalists’ dreams.

Dear Editor, An old friend of mine has been involved in the “sharing economy” for over 50 years by way of trading his professional services for products and/or the work of other professionals. He points out that this kind of participation in the economic and social functioning of a society can be traced back through most of human history and to his mind, offers many more positive benefits to people than possible risks or disappointments.

Joint Parents, Joint Accounts

Most of us probably think that a joint bank account implies that the funds move to the surviving person if the other dies. But that is no longer the law.

Back in 2007, the Supreme Court of Canada decided that what counts in a joint account, between a parent and a child, is the parent’s intention when the account is opened. Today, we have to presume that, depending on the available evidence, a surviving child actually holds the account in Trust for the parent’s Estate.

Earlier this week, the B.C. Court of Appeal released reasons in the case Winstanley v. Winstanley.

Here, one of two brothers had held a joint account with their (now deceased) mother. He made several transfers of funds to and from the account during a time when their mother’s health was deteriorating, and some of the transfers were in issue.

Though the Court was unable to reach a conclusion (and ordered a new trial), it did hold that evidence of authority for each withdrawal had to be obtained before a Court could determine whether the adult child had to repay money to the Estate.

For any adult child added to a joint bank account, or already a joint account holder, watch out, especially if you have siblings. If you are expecting the funds when your parent dies, you need to confirm (in writing) that that’s what your parent intends!

Dear Editor, Re: “Due diligence or racial discrimination?” Richmond News, July 19.

First off, a huge thank you to the Richmond School District for not conforming with the political correctness of our times and actually looking out for taxpayers.

Now that is refreshing!

The line that caught my eye in the article is “a stay-at-home mom, whose husband works in China.”

Richmond residents have come across numerous cases like this, with these “satellite” families milking the system for all it’s worth.

Yes, she pays property tax, but that is because there is no way around it.

She’s making no income tax contributions, but is

Proving residency is not a complicated thing to do. All new immigrants are required to do the same when admitting their kids to school.

To link scrutiny to someone who failed to comply as discrimination is inappropriate and misleading, especially when it is suggested by a person who is in the law profession.

Girl who fell 5 storeys released from hospital

A

young child who survived a fall from a seventh-floor balcony last week has been released from hospital.

The girl, thought to be about four or five years old, fell more than 60 feet from a seventh-floor balcony in the 12-storey Panorama Place complex on Granville Avenue near Gilbert Road on July 12.

The girl sustained serious but non-life-threatening injuries and was tended to on-scene by emergency personnel and taken to hospital. She has now been released. It is unknown whether she has any lasting injuries.

A resident in the building who called 911 after the girl fell was told by paramedics that the child

was home alone at the time.

Panorama Park resident Anna Larichev, who lives on the second floor of the building, was about to leave her apartment last Wednesday when she heard a loud sound.

“I thought something big had fallen over in the apartment and started looking around. I couldn’t see anything,” said Larichev.

“But then I happened to look outside and there was this little girl lying face down on the canopy outside.”

Larichev called 911 and then went out onto her own canopy to verbally comfort the girl.

Paramedics later told Larichev they suspected the girl had broken ankles and arms.

ecommendations for changes to a building bylaw were amended at a public hearing Monday night to reflect the concerns of builders and residents who want larger homes.

The hearing, attended by almost 200 people, ran nearly five hours.

More than 30 residents, including homeowners, builders and designers, spoke and gave advice.

The bylaw recommendations include changes to projections of garages, the minimum space between homes and backyard fences and lengths of exterior walls — all of which dictate sunlight, privacy and landscaping.

Many residents expressed their support for the recommendations, voicing anger at recent building developments near their homes.

To address the builders’ concerns, Monday night an amendment to the recommended minimum backyard size was discussed at the request of the Richmond Home Builders’ Group (RHBG).

In the original preamendment recommendation, the minimum size of a backyard setback was set at six metres or 25 per cent of the lot depth.

But representatives from RHBG argued that building out from the first storey should not be a regulatory priority.

“So we should be able to have more building space on the first storey so the house owner can have extra space to function.”

The amendment, which allows a five per cent extension of part of the first storey of a house

compared to the original recommendation, was passed by city council after the hearing.

“I think it’s a good compromise and aligns with what we heard from the community” said Coun.

The final reading of the staff recommendations will be considered next Monday, according to Brodie.

If the recommendations pass as expected, city staff will report back to council within 12 months with a follow-up report on the implementation of new massing regulations.

t’s all fun and games until someone loses an eye. Or worse.

Dawning Zhang, a mom of two children attending Manoah Steves elementary, says two consecutive model aircraft crashes at the school’s playground — including one that left a significant hole in the field — should be enough for the City of Richmond to ground the Richmond RC Flyers Club.

She’s asking the city to revoke a 2015 bylaw that grants the club a licence to fly at the school’s park “I want to see the city change the bylaws.

If they want, I can get parents — hundreds — to petition,” said Zhang.

While city spokesperson Ted Townsend said this was the first complaint the city has received about model airplane crashes threatening children’s safety, Zhang contends other residents in the neighbourhood have witnessed other incidents and even reported one to police.

“There were incidents. Maybe not reported to the city. Maybe [the city] should talk to the RCMP. . . I assume [the city] is responsible for this,” said Zhang.

The first crash happened Sunday evening.

Zhang showed the Richmond News the hole the plane’s metal nosecone created in the hard, sun-baked field, about 10 feet away from where her children were playing on the monkey bars. It is about three inches deep

and two inches wide wide. Zhang said had the plane hit a child, it could seriously injure, or even kill.

“I was shocked how fast it came down and how much force it carried,” said Zhang.

She said the pilots were at the other side of the field and seemed to shrug off the incident.

ing at Manoah Steves must be a club mem member with MAAC insurance. The club also has local rules and Zhang understands that the playground and school is “out of bounds.”

On Monday, club president Jack Wolman forwarded his response and apology to Zhang’s complaint to the News.

He said the pilot was suspended and would undergo training.

However that same day, another plane crashed on the school roof, next to the play-

ground. Zhang also witnessed that crash and said club members showed disregard for her various concerns.

Wolman told the city that pilot was also suspended and the club would be investigating both incidents.

Zhang questions the ability of members to operate the aircrafts, despite Townsend noting there have been thousands of flying hours logged without (apparent) incident.

“I asked what happened. They said, ‘we don’t know, it’s very unpredictable. If we knew I would have told you.’ So this is not a safe place for my kids anymore,” said Zhang.

“They do have rules, but how strict the members follow them, I do question that,” added Zhang.

Now, she wants the city to move the club to a rural area.

“It wouldn’t be fair to push this to other residential areas. . . I want them to be gone from this park but I don’t want them to be in the next neighbourhood. That wouldn’t be fair. They can go to a farm with no people in sight and fly freely.”

Townsend told the News the city has so far chosen to take a less punitive approach.

“We are continuing to work with the club to review the incidents, and options for additional action will include considering additional signage to further raise public awareness of their activity; further restrictions on the actual flight area; and reviewing the club’s safety procedures and protocols to consider whether any further changes are warranted,” said Townsend.

teveston Merchants Association (SMA) President Jim van der Tas says he is concerned Onni Group’s latest rezoning proposal leaves enough wiggle room for the developer to lease space to commercial entities that will negatively affect existing businesses in the village.

He told the Richmond News that while SMA initially considered the proposal to be a fair compromise, information Onni presented to a city council committee on Monday differs from what he understood the proposal to be.

“What was presented to me and what was presented to council wasn’t the same thing,” he said.

Van der Tas said the potential for a grocery store in the second-closest building to the village is not viable for merchants. He understood from Onni that the company was looking to establish a gym or even relocate Steveston Marine Hardware. But at committee, Onni representative Chris Evans said a grocery store is still in the cards.

Evans told committee SMA generally supports the proposal. Evans told the News Thursday he would clarify any discrepancies with SMA. Van der Tas said there’s also concern that the hotel may not span both of the two most easterly buildings.

The hotel is critical, said van der Tas, to pare down the retail options on the site, thus reducing competition.

Other ideas for the 60,000-square-foot development include office space and a bank.

If the site is rezoned, the closest building to the village appears slated for retail and/or a restaurant, which is fine by the SMA, said van der Tas. What exactly should move into the site is the root of a five-year battle between the developer, local residents, merchants and the general public. The debate has seemed never-ending to some.

Onni’s latest proposal will go before a public hearing on Oct. 16 — a significant step in the official city hall discourse.

Mayor Malcolm Brodie said city staff will canvass SMA, Steveston Community Society and Steveston 20/20 (a group of citizens, chaired by former councillor Linda Barnes, that oversees developments in the village.)

Brodie told the News public opinion will help form council’s decision.

But when asked how he will weigh opinion, Brodie said there can be no formula. So, it’s unclear who has more sway — a merchant, a group member, a resident who will live across from the proposed hotel or someone who lives in City Centre.

“I don’t think there’s a formal process. I think everyone will see it in their own way,” he said.

Resident John Roston, who lives across from the development, noted past city consultations show most residents oppose whatever Onni has tabled. Meanwhile, Onni’s own consultations and open house dialogues indicate support for commercial expansion of the site.

“A prime waterfront location is no place for a large grocery store,” said Roston.

He said council has lacked specificity in its past demands and is calling for more assertiveness from the local politicians.

Roston’s neighbour Jeff Jones told committee the matter has dragged on too long and he wants anything to vitalize the area — a common thought amongst many.

Celebrating our connection with the coast New exhibit at Britannia Shipyards showcases city’s fishing heritage and ocean sustainability Paula Carlson Contributor

rooke Lees opens the door to the massive Seine Net Loft building at Britannia Shipyards and steps into the past.

Inside the cavernous space are artifacts from 120 years of fishing, canneries, boat building and First Nations occupation – Japanese glass floats, various nets, tools, marine engines and more.

There are also film and audio clips, photographs and interactive touch screens – all part of the Our Coastal Connection exhibit, which opened to the public last month and runs until May 2018.

“We have such deep roots on the water. Fishing essentially built this village,” said Lees, curator of the exhibit. “What we are doing is celebrating those ties and learning to protect the water so we can continue to enjoy it.”

Along with an homage to history, the exhibit is also firmly focused on the future, specifically the health of the world’s waterways.

is finding its way into our global oceans every year – eight million metric tons, which is the equivalent in weight to 20,000 fully-loaded 747 airplanes,” Lees said. “As you can imagine, this is wreaking havoc on marine life and ocean environments.”

The majority of waste entering the ocean from Canada and the U.S. is single-use plastic litter, such as drinking bottles and shopping bags.

The pollution is also negatively impacting fish stocks – vital to Richmond’s fishing community and the foundation of the historic fishing village of Steveston.

The current exhibit showcases the various water stewardship initiatives locally and throughout the world, and aims to educate younger generations about sustainable stewardship practices, including promoting the “circular economy,” or planned recycling.

Some items on display include swimsuits, skateboards and cycling bags made from the recycled plastic and nylon in fishing nets. Many large corporations, such as Levis and Adidas, are

leading the way by manufacturing and promoting sustainable products.

Meanwhile, more than 20 local groups that work towards conservation, education, awareness and entrepreneurship are profiled within the exhibit, including Canadian Coastal Champions, Emerald Sea Protection Society, Fraser Riverkeeper, Sea Smart School, Steveston Harbour Authority, T. Buck Suzuki Environmental Foundation and students from Kwantlen Polytechnic University.

The public has also shared their stories and photographs, donated objects for display and provided research as part of the exhibit.

“It was a wonderful community effort,” said Lees, who designed and installed the exhibit with a budget of just $2,000.

Business group launched Richmond Business Association focused on growth, affordability GRAEMEWOOD Staff Reporter

A

new, non-profit organization aimed at promoting business interests in Richmond has formed with the help of two familiar faces.

Developer and small business owner Sunny Ho and lawyer Richard Lee, who ran unsuccessfully for council and mayor, respectively, in the 2014 municipal election, have helped form the Richmond Business Association (RBA).

The stated goal of the association is to “enhance Richmond to become the world’s best business, work and living city.”

And it has some lofty goals, for which members are unabashed about borrowing the ears of local politicians.

“We are political,” Ho told the Richmond News in a sit-down interview.

“We want to make Richmond the best for business,” he added.

Ho said his company Westminster Development Ltd. and other development firms he’s connected to want to push the City of Richmond to build more affordable housing. He said he hopes to convince the city to give the firms density bonuses to build up to 400 affordable rental housing units within the next three years. Properties along Minoru Boulevard, north of Lansdowne Road, are targeted. (In 2014, Ho suggested using farmland to build subsidized housing).

As well, the association is pushing to establish a department of traditional Chinese medicine at Richmond Hospital. This concept was announced by B.C. Liberal MLAs prior to the May 9 election.

The association held its opening ceremony event at a local Chinese restaurant on May 1.

At the head table with Lee, MLAs Linda Reid, Teresa Wat and John Yap were seated next to Mayor Malcolm Brodie, Coun. Bill McNulty and representatives from China’s Consulate General, Liu Fei. Spokesperson Gen Wong, of Advent Marketing Ltd., said the association is open to all businesses in Richmond, although there’s acknowledgement that it is initially rooted in the Chinese community.

Wong said the association will be working to integrate in the multicultural framework of Richmond. Its website is offered in several different languages.

A large portion of the membership comes from the restaurant industry, noted Wong, and so an early goal of the association is to “assist local and overseas workers and resolve shortage of staff in the food and

City: Oval biz 'huge return' for economy T

he City of Richmond sent a news release out Thursday to describe some of the “huge economic returns” the Richmond Olympic Oval has provided to the local and regional economy.

“A newly released economic impact study prepared for the City of Richmond

by KPMG found that construction of the Oval generated $234 million in GDP and created 3,076 jobs. An additional $19 million in ongoing annual GDP is generated by the Oval and its operation supports 400 fulltime equivalent jobs, including direct, indirect and induced employment,” notes the release.

The city stated that the KPMG study shows the Oval has also been “a catalyst for $3.8 billion in added property value within the surrounding neighbourhood.

From 2006 to 2016, property values in the Oval area rose by 488 per cent, while the rest of Richmond saw a 138 per cent increase in values in the same time period.”

Connecting workers with jobs is only one aspect. The association also wants to assist developing social services.

For instance, RBA wants to set up a dental centre “dedicated to the residents of Richmond,” according to its website.

Wong explained the centre would be funded by membership donations.

The group will also be working to promote youth entrepreneurship programs in the city.

The ideas, he said, are mostly early concepts and Ho stated the association remains fairly green and still testing the waters as to how much reach and impact it will have.

“We are still a baby,” he quipped.

Ho said he hopes to get 10,000 members. Presently there are about 2,000, who

pay a $10 annual fee. The association will operate largely on donations, said Ho. Lee was unavailable for an interview. He and Ho formed a new civic slate in 2014 called Reform Richmond, running on a fiscal conservative platform aimed at improving the environment.

Lee also took a stance opposing Chineseonly business signage in the city.

Ho’s small business Kam Do Bakery contributed $68,000 in cash to the newly formed Richmond Reform slate — a city record for a contribution from a single entity. Kam Do also contributed roughly $19,000 in donations-in-kind. Ho’s other business, Westminster Development Ltd., also contributed $20,000.

Ho is also a large donor to the Richmond Hospital Foundation, which was also present at the opening event.

Richmond forward Second straight medal for men’s softball team off to U16 camp Richmond’s Bryan Abrey picks up fastball bronze

yler Horstmann is among 60 players invited to this week’s B.C. Hockey U16 Provincial Camp in Shawnigan Lake.

The camp represents the third stage of the U16 High Performance Program. It will determine the Team B.C. roster for the U16 Challenge Cup in Calgary next fall.

Horstmann came through Seafair Minor Hockey’s rep program before playing last season for Delta Hockey Academy’s Bantam Prep Team in the Canadian School Sport Hockey League.

The 15-year-old forward finished with 28 points in 30 league games, including 16 goals which ranked fourth on the team.

He was also selected 70th overall by the Edmonton Oil Kings in May’s Western Hockey League Bantam Draft and is headed to his first major junior camp in August.

In total, 13 players from the DHA Prep team were selected, including Surrey native Justin Sourdif going third overall to the Vancouver Giants.

Meanwhile, a pair of players who dazzled at the Richmond Olympic Oval for the Greater Vancouver Canadians last season are among 111 prospects from across the country heading to Calgary later this month for Hockey Canada’s national U17 development camp.

ichmond’s Bryan Abrey added to his collection of world championship men’s softball medals this week, although he would have preferred a different colour this time around.

Abrey and Team Canada picked up a bronze medal at the 15th Men’s Softball World Championships in Whitehorse after losing to Australia 7-3 in Sunday’s bronze medal game. Australia ended up with silver after losing 6-4 to New Zealand in the gold medal final.

“Of course we wanted to win it, but winning a medal is a proud accomplishment,” Abrey said.

Abrey battled an injury at the start of the tournament and managed to get in 12 atbats with three hits, including a home run. He scored twice and drove in four runs finishing with a .250 batting average.

Canada finished atop its pool with a 7-0 record and beat Japan 2-0 in its first playoff game Saturday setting up a show down with New Zealand Saturday night with the winner advancing to Sunday’s gold medal final.

The game was played in heavy rain and terrible conditions with Canada jumping out to a seemingly insurmountable 9-2 advantage after three innings, but New Zealand rallied with a huge eight-run fourth to reclaim the lead. Canada tied things up at 10-10 after five, but the Black Sox scored two in the sixth to take the lead

for the final time. Canada plated one in the seventh, but lost 12-11 putting them in the bronze medal game.

Abrey, a 30-year-old catcher/utility player, last suited up for Canada at the 2015 worlds in Saskatoon where Canada toppled New Zealand to win gold.

He played baseball at the collegiate level at LewisClark State in Idaho before focusing back on his softball career. He has been a member of the full men’s national team since 2015.

“There is nothing prouder than wearing red and white and having the Maple Leaf across your chest,” he said.
