was in the women’s washroom the other day...don’t worry, this isn’t going to get too personal. Anyway, there I was, washing my hands, when the woman next to me, who I’ve passed on occasion, but never spoken to, smiled and said, “Happy International Women’s Day.” I have to admit, I was surprised. I knew it was International Women’s Day. We had a story about it on the front of that day’s paper, but in my experience, apart from the odd radical, it’s not a common greeting even on March 8th. I said as much to my fellow handwasher, which launched us into an animated conversation about culture and feminism.

“I work in a Chinese office, so it’s really big for us, we’re being taken out for dinner tonight. And back home in China,” she added, “we...get the afternoon off. That’s standard.”

Really...

I have to admit, I don’t think of China as on the vanguard of women’s rights. In fact, what first comes to mind is the one-child policy (lifted in October 2015) that often saw the infanticide of female babies. She agreed that was a reality, but there was also a culture of celebrating women.

When I think of it, it makes sense that a society that at least purports its genesis is in a socialist worker’s movement would mark International Women’s Day. Working women fighting for labour rights have been integral to socialist movements around the world. We often think of the women’s movement starting with the suffragettes, mainly middle-class women fighting for the vote and they deserve their due. But feminism is also about women on the front lines of the Bolshevik revolution or leading the “Bread and Roses” strike of textile workers in Massachusetts in 1912.

A century later, some of that tension between the two branches of feminism continues to resonate. In the lead-up to a massive women’s march in Washington last month, there was heated debate. Some feminists felt the event had become too disparate and was no longer about women’s issues. The organizers, however, insisted Black Lives Matters, LGBTQ organizations and anti-poverty groups have equal space. The buzz word was “intersectionality,” meaning: the place where different identities (race, gender, class) intersect.

I can’t say I love the word, but I do the concept. Our cover story on Wednesday was about a man advocating for the education of girls, globally. If feminism means equality for all, and not just equal rights but equal opportunities, how can we not address poverty and race.

It might be nice to slot issues into tidy categories, but in my experience, there’s space in the women’s room for all manner of political, cross-cultural debates — not to mention ideas about a half-day off.

Provincial budget bereft of substance

Dear Editor, B.C. Liberal MLA John Yap’s recent full page ad in the Richmond News (paid for with taxpayers’ dollars?) extolling the virtues of the recent provincial budget is yet another example of the Liberal penchant for not presenting the full story.

He rightly extols the increased funding for items such as healthcare and education (though this increase is not due to the Liberals concern about public education but rather by court order) and the (alleged) reduction in MSP premiums.

The budget indicates that spending will increase 1.6 per cent per year over the next three years. If healthcare is excluded, then spending will increase by 0.6 per cent per year. At this level, spending increases will be less than inflation and population growth, resulting in even more spending cuts.

Perhaps, in the next issue of the Richmond News, Mr. Yap can place a full page ad informing us who will be affected by the cuts. If Liberal history is any indication, the cuts will fall disproportionately on the most vulnerable in society (perhaps they will, again, claw back bus passes from the disabled or child support payments from single mothers).

We can be reasonably sure the cuts will not affect the massive amounts of corporate welfare the Liberals spend or B.C. Liberal donors.

The possible reduction of MSP is long overdue and must have brought a tear to Christy Clark’s eye, as this type of regressive tax (hydro, ICBC, tolls…) is the type she prefers.

However, the main beneficiary of this quasi payroll tax may not be individuals.

Millions of British Columbians have their premiums paid for by their employer. As this is a taxable benefit, for the individual their savings is equal to their marginal tax rate times the reduction, the employer receives the benefit of the full reduction.

Perhaps Yap, in his next ad, will tell us the how much of the reduction will go to the individual and how much to the employer.

To justify the reduction in PST on electricity for businesses, Yap implies that some of the savings could result in increased wages. Yap, clearly, does not live in the real world. As Clark repeats ad nauseam, we are a free enterprise province and, as such, it is unrealistic to expect that if a company’s profits increase, they will return the profit to the employees in the form of wage increases. The big five banks made profits of $9.9 billion last quarter, I don’t recall them announcing wage increases. In fact, they are laying off people.

The budget is also shy on what direct investments are being made in Richmond (hospital, schools, transportation).

In fact, there is no mention of Richmond at all in the budget (which covers three years), other than as a footnote to a survey criticizing Richmond for their development application procedures.

John Yap, may believe the budget deserves unending platitudes, but the fact is for many it represents more cuts to services and further highlights how, he along with his two other Liberal MLA’s, Linda Reid and Teresa Wat, are unwilling or incapable of delivering anything of substance to Richmond.

TransLink does a good job of trying to balance the interests of the commuter vs. the transportation industry.

We already pay a considerable premium on food and often that’s due to congestion delays.

Just about everything you buy is handled by a truck. If you delay trucks further, or force them into night hours or other inefficiencies, it

will increase transportation costs and put the price of many items you buy higher.

Roads are not just here for commuters. They are a key part of our transportation system.

Earlier this week, reasons for judgment were released in the important case Forbes v. Millard Estate.

The deceased had three children, including a daughter who has a severely disabled child. When making her Will, in 2000, she bequeathed that daughter “any property which I may own and be using as a home at the date of my death.” She wanted to ensure her daughter had a place to live, with her child.

In 2004, the deceased was placed in a care facility with dementia. The deceased’s sons, using a Power of Attorney, then sold her home and used the proceeds partly to pay for her care.

The daughter petitioned for an Order that the bequest remain valid for the monetary equivalent of the property, under the new Wills Estates and Succession Act. The two other children (sons of the deceased) opposed.

The Court held that the Act applies. Section 48 allows that, even where a property is sold, the monetary equivalent of the property can be given to the intended beneficiary.

This case is important partly because, before the new legislation, this bequest would have lapsed and the daughter would not have received the funds, since the house had been sold.

No need for an apology Group's views antiquated Dear Editor, Re: “I apologize for Chinese parents,” Letters, March 3.

As a Canadian citizen, immigrated from China years ago, I’m astonished at all the negative comments aimed at Chinese people. It is outrageous that a letter written

by Ashley Low apologizes on behalf of all Chinese.

As a Chinese immigrant, loving and learning Chinese culture all my life, I feel compelled to clarify the rumour and dirt dumped on Chinese people.

LGBTQ is nothing new to Chinese culture. It’s been recorded in the history books throughout more than 5,000 years of Chinese civilization.

What’s more, it seems that people from higher classes in the ancient society enjoyed this more, rather than the commons. According to some ancient findings, LGBTQ were privileges to the kings or the highest commanders.

In a famous Chinese work of literature, written hundreds of years ago, titled Hong Long Meng, also called Dream of the Red Chamber, there are more than 10 chapters describing LGBTQ! All of those descriptions are, by no means, discriminatory. Likewise, look at the history of the ancient civilizations in Greece and Rome, or the Greek mythology — the LGBTQ phenomenon was recorded throughout those histories, as well.

Brutal persecution and discrimination were imposed on the LGBTQ community in some parts of the world, but not in China. The fact is that Chinese culture is much more calm and tolerant. It is absolute prejudice to say

Chinese people hate LGBTQ. So, excuse me, Ashley Low, please don’t represent all people of Chinese origin. You appear to know little about Chinese culture.

Please represent yourself only. We have a right to voice our opinion. We accept LGBTQ people, but we don’t accept that their rights should override the rights of other kids.

Whether one is LGBTQ or heterosexual, everyone has the right to express themselves.

I feel very disappointed that the school trustees have forced through an LGBTQ policy, totally ignoring the opinions of thousands of parents. Perhaps, our English is no better than that of school kids. Perhaps, we sometimes are not able to use the most suitable words to express our ideas. But, by no means, do we need to apologize.

All parents are happy when our kids are happy, including LGBTQ kids. Why do we need to apologize for respectfully expressing our voice?

Dear Editor, Re: Parents: LGBT policy could convert straight teens, News, March 1.

I am coming at this issue threefold, as a ChineseCanadian, as a teacher and as a parent.

First of all, as a ChineseCanadian who was born and raised in Richmond, I have often had to defend Chinese immigrants, since people feel comfortable making racist comments around me.

Although I was born here, I still have empathy for their experiences as new immigrants, such as with learning English or how to drive.

However, after reading the antiquated opinions of the group Parents Care, I definitely cannot defend this particular Chinese group.

I felt shock, sadness and anger upon reading their statements about choosing to be gay and their baseless fear of converting heterosexuals.

Secondly, as a teacher, I am in full support of the school district developing a policy to address issues

surrounding sexual orientation and gender identity.

I have always discussed LGBT issues with my students and, although I have occasionally been met with resistance based on students’ ethnic or religious backgrounds, I reiterate the importance of loving and accepting everyone and that everyone deserves the same, basic, human rights.

Lastly, as a new mom, I worry about the community my son will be growing up in. I truly hope that the Parents Care group is not as large a group in Richmond as they claim to be.

I shudder at the thought of

my son going to school with peers who are being taught such intolerance at home.

However, if he is met with these beliefs, I just have to focus on what I will teach him — that everyone deserves to be treated with kindness and respect, regardless of sexual orientation.

This is also why the school board policy is so important, to give students a safe place to be who they are, if they are gay or transgender, especially if they are not being supported at home.

ne of Steveston’s last plots of industrial land, which once housed a number of popular businesses, is expected to be rezoned for single-family homes.

The rezoning of the Trites Road property, near Moncton Street, is no game-changer but it, nevertheless, reveals the nature of development occurring in Steveston, as it relates to land use and housing affordability.

Two industrial buildings — once home to the likes of Steveston Automotive and Autobody, Steveston Bottle Depot and Generations Daycare — were demolished last weekend, ahead of a planning committee meeting Tuesday that tabled the application by 1056023 Holdings Limited Partnership to build 30 relatively small, detached homes.

A near mirror of the proposal is in development on Moncton. Together, 60 homes will replace the now-demolished buildings and (six) detached homes (along Moncton).

Although the rezoning was expected, since the land is designated residential in the 2012 official community plan, Coun. Linda McPhail, the committee’s chair, said the developer did take a risk in demolishing the buildings first.

“I wondered about that,” she said.

Nevertheless, the committee voted in favour of the proposal, which will head to a full council vote Monday, followed by an expected public hearing.

Coun. Harold Steves opposed the rezoning.

“I’m not fighting it, I’m just making a statement,” he said.

Steves claims he opposed the initial redesignation of the land in the early 1990s (although he approved the community plan in 2012).

“We should be leaving some industrial there,” he said.

However, McPhail said the proposal is in line with other recent residential developments in the area.

“When I look at the area, it’s been in transition for a long time.

“Some of the concern is, where are the businesses going?” said McPhail.

McPhail added she is well-aware of the need to maintain industrial land elsewhere in Richmond.

“We need to have that conversation as a community,” she said.

McPhail, a nearby resident, said she will miss the bottle depot and, likewise, Steves was a fan of the auto shop.

Steves said the property was also used to store the nets of fishermen, who are now using storage units near Ironwood.

“I warned before we were losing too much industrial land,” said Steves, who admits he did support residential home development west of Trites Road in the early 1990s, but only because it was part of a deal that would see the renewal of the Britannia Heritage Shipyards.

Those existing residents are likely happy to see the penultimate industrial property on Trites go, said McPhail.

Meanwhile, more residents to the west will continue to transform Steveston, which is growing in population, unlike the rest of west Richmond, according to the 2016 census.

While it is extremely rare to create more single-family home zoning in Richmond, McPhail said the developer noted there’s a demand.

1056023 Holdings Limited Partnership paid $14 million for the 3.15-acre site, according to Avison Young sales listings.

The average home size will be 1,975-square-feet.

Wat helps right historical wrongs Alan Campbell

ichmond Centre MLA Teresa Wat was front and centre in Victoria this week to announce the removal of historical B.C. legislation that discriminated against Chinese Canadians.

Wat helped introduce the new Discriminatory Provisions (Historical Wrongs) Repeal Act to permanently remove discriminatory provisions in historical private legislation.

This follows through on a commitment made in 2014 by Premier Christy Clark to review discriminatory legislation as part of government’s pledge to address historical wrongs committed by past provincial governments against Chinese-Canadians.

While the Chinese Legacy BC: Legislation Review Report released on Tuesday outlines how the vast majority of B.C. laws are free from discrimination and must conform to the Canadian Charter of Rights and Freedoms, the report also identified 19 obscure historical private acts that contained discriminatory provisions.

“Some of the legislation discov-

ered during the legislative review is reflective of a dark time in British Columbia’s history,” said Wat, who is also the B.C. government’s Minister of International Trade and Minister Responsible for Asia Pacific Strategy and Multiculturalism.

“This review and subsequent legislation provides an opportunity to support the healing process and acknowledge the tremendous contributions Chinese-Canadians and other ethnic groups have made to the social and economic development of this province.”

During the past year, the provincial government reviewed nearly 2,000 pieces of legislation dated from 1871, the year that British Columbia joined Confederation, to 1982, the year the Canadian Charter of Rights and Freedoms was introduced, to remove historical provisions (in legislation) that were discriminatory on the basis of ethnicity or place of origin.

On May 15, 2014, the entire legislative assembly apologized for discriminatory and racist legislation enacted by past provincial governments in B.C. against its Chinese-Canadian community.

ichmond Mounties are asking the public for help in tracking down a man suspected of robbing a dance wear store at gunpoint.

The RCMP has put the call out after exhausting all leads into the armed robbery at a small business in the 9100 block of Blundell Road, close to Garden City Road, on Dec. 11 last year.

Surveillance footage shows a lone male entering the store at around 3:30 p.m., before brandishing a gun at staff and robbing them of what is understood to be

According to police, the suspect then fled on foot to a black

Audi sedan, which was parked in nearby Dixon Avenue.

Staff, say police were shaken up, but otherwise uninjured.

The suspect is described as Caucasian and 20 to 30 years old.

He is also described as having facial hair in form of a beard or goatee and was wearing a black jacket, a black and white scarf, a blue hoodie and was carrying a navy coloured backpack.

Woman smuggled rare species parts

A

woman caught trying to smuggle carvings and ornaments made from endangered species through YVR has been fined $75,000.

According to federal government Ministry of Environment and Climate Change Canada, which enforces conservation laws, Xiu Mei Cui pleaded guilty this week to two charges under

the law regulating the trade of plants and animals. In October 2014, Cui was caught with the items, which were made from African and Asian elephants, lion, white rhinoceros and hawksbill turtle.

She was also caught trying to illegally import jewelry, which was undeclared to Canada Border Services at the airport.

The Ministry said Cui is also banned for two years from importing items listed on the Convention of the International Trade of Endangered Species of Wild Fauna and Flora.

Most of the $75,000 fine, according to the ministry, will go to the government’s environmental damages fund.

More school budget cuts coming Graeme Wood

he Richmond School District is facing what may be the largest funding deficit in its history, as declining enrollment continues to plague trustees, who will be forced to make more difficult program cuts come June.

Secretary treasurer Mark de Mello announced Monday the district is facing an estimated $10.5 million shortfall for next year’s operating budget — largely a result of the cumulative effect of a 10 per cent decline in the student population over the last five years.

The revenue drop due to declining enrollment (411 students this year, from 20,756 to 20,345) is pegged at $3 million; a lift

on a seven-year freeze of management salaries will cost $1.5 million; the district is unable to draw $2 million from its operating surplus, as was done last year; and $4 million is needed to fund capital assets, as its capital reserves have been depleted to balance previous budgets.

“Last year, we balanced the budget with that $2 million. We had never done that before, but we went out on a limb and hoped this year would be better, due to an election year; but that hasn’t happened,” said Board of Education chair Debbie Tablotney.

Last year, the district cut some indoor air quality services, trimmed school supplies (about $15 per student) and eliminated 10 teacher positions.

Tablotney said fewer teachers required due to declining enrollment will make up for some of the shortfall, but the board has yet to begin exploring other areas to cut.

The cuts are expected to be so significant that the district is planning special public meetings this spring, to iron out the public’s priorities.

Nowitsky suspects the board will need to look at cutting the likes of the few music programs that remain and more costs will be downloaded on parents.

“More costs will be put on parents as we see now with (Parent Advisory Council) fundraising for basic supplies that used to be funded by the Ministry,” said Nowitsky.

The impact of the operating budget deficit must be handled separately from what is expected to be an overall increase in teachers, as a result of a new agreement between the BC Teachers’ Federation and the Ministry, said Tablotney.

Teachers will vote on the agreement today (March 10).

If ratified, B.C. schools, including in Richmond, will see smaller classes, more specialists, such as counsellors, special education teachers, and learning assistance teachers, and more support for children with special needs, said BCTF president Glen Hansman.

Richmond Teachers’ Association president Al Klassen said the agreement — which follows a ruling, last year, by the Supreme Court of Canada that restored teachers’ bargaining rights for class size and composition — should result in a “significant” amount of new teachers. However, details are still forthcoming.

Property rights clash with ‘city slicker’ council GRAEMEWOOD

or realtor and blueberry cultivator Gurdial Badh, property rights and respect for farmers are at the forefront of his concerns in the latest high-stakes debate at Richmond City Hall over residential land use — this time as it relates to protected farmland.

This month, city planners are concluding a short round of public consultation to be followed by an upcoming council decision on whether or not to rein in the size of homes that can be constructed on some 1,369 parcels of land in the Agricultural Land Reserve (ALR), which accounts for 39 per cent of the municipality’s land.

“The main issue, I guess the concern is, a couple of the councillors are starting to talk about bringing in the house size for farmland. Our main concern is, yes there is an issue here — people are building big homes on farmland — but to now come in and say we want a house-size policy similar to [the Corporation of Delta] or this or that; it’s not what the farmers want and it’s not what we need. They’re telling me I can’t build a house for the needs of my family.

“Where’s the fairness?” asked Badh, who owns a 20-acre blueberry farm on Westminster Highway, It comes down to what you which is up for sale for need for your family and $6.9 million.

The Ministry of Agriculture has a guideline for ALR-municipalities that suggests no house be bigger than 5,832-square-feet (500-square-metres). A number of regional municipalities have limits that fall near those guidelines. In Richmond, homes can be as big as 60 per cent of the lot, but may not be built further than 50-metres away from the road, which limits sizes on narrow lots but effectively does little to limit homes on wide lots. As such, in 2010 the average size of new homes on farmland was 8,557-square-feet. In 2015, average sizes peaked at 12,583-square-feet.

Badh sees the debate to restrict home sizes in Richmond as one that pits farmers against “city slickers,” who comprise council, which is attempting to “swat a fly with a sledgehammer” in its attempt to protect farmland — an attempt he views as hypocritical.

“I haven’t seen them stop all this illegal dumping that’s going on. I haven’t seen them act on people that aren’t (farming) anything,” said Badh.

City flooded with building permits T

he City of Richmond has received a flood of applications for building permits for houses on farmland since Jan. 3, around the time of a staff report to council on regulating the size of homes in the Agricultural Land Reserve (ALR).

In the past two months, planners have been handed 17 applications. By comparison, the city normally issues 15 permits per year

(from 2009 to 2016 there were 103 permits issued for AG1 zones).

Fearing such an uptick, Couns. Carol Day and Harold Steves voted against public consultation on home sizes in the ALR on Jan. 23.

Day had suggested immediately drafting a bylaw to temporarily limit homes to 7,500-square-feet and then taking the matter to public consultation.

Other concerns from Badh include the city’s lack of services for farmland (irrigation needs; few road upgrades/ repairs in east Richmond) and no apparent support for local growers.

On local support, council has passed a number of initiatives to support local farming. And it does have an illegal dumping bylaw and hotline.

But action and enforcement is lacking, said Badh, just as it has been with illegal hotels and gaming houses on the ALR, issues he sees that have precipitated the call to limit house sizes on farmland (not the actual protection of farmland).

“Why are we thinking about putting the (house size) restrictions on farmland? The reason we’re thinking this is because some of these people have come in, they’ve built these big homes, and they’re not farming. Well, deal with that issue.

Let’s not pass the buck and put the burden on the average farming family,” argues Badh.

“If (homes) are being used for non-farm uses, non-singlefamily uses, the city has bylaws to go enforce them. Why aren’t they enforcing the bylaws? Why are we shifting the blame, pitting the farmers against the general public?”

Badh and his farming colleague Bhupinder (Ben) Dhiman consider the loss of a half acre on a 10- or 20-acre lot, to accommodate a large house for their multi-generational Punjabi family, a small price to pay to keep the land operational.

“It comes down to what you need for your family and what you want to build for yourself,” said Dhiman, 36, who owns a 10-acre blueberry farm and is looking to upgrade his 4,400-square-foot, 1970s-style home.

“If I take the front half acre, or three quarters of an acre, how is that wasting farmland? Don’t farmers have the right to live on the property?” asked Badh.

Both claim a relatively small farm still requires a multi-generational family (and hence a big house) to tend to it.

Neither wanted to pinpoint an appropriate limit on house sizes.

“Let him (the owner) decide what is suitable for him on his property,” said Badh.

Both could, should they choose, exit the farming industry after building big new homes on their land, thus increasing its value by several millions of dollars — which then increases the value of neighbouring farms, further fuelling speculation.

When asked if he is concerned about the financial consequences of tighter limits, Badh said: “These regulations are going to put a hardship on regular property owners who are living here farming right now.”

Badh said he is a champion of farmland when he sells the properties, noting many prospective buyers approach him asking about the potential to build illegal hotels and gaming houses.

“I say that’s the last thing you want to do.”

Badh considers these scofflaws a detriment to farmland.

For instance, the blueberry field next to his has fallen into disrepair and diseases are easily spread, he said.

Badh suggests the city and the provincial government take stronger measures to ban illegal operations and curb speculation on farmland, instead of limiting house sizes.

Lot size matters

C

oun. Harold Steves contends one of the unique set of circumstances that exists in Richmond, which adds to the problem of large houses destroying farmland, is the fact that many of the Agricultural Land Reserve lots are small.

According to the City of Richmond, there are 1,369 parcels of land in the ALR, of which 61 per cent are less than one hectare (2.4 acres).

Because these lots are so small, under present-day

regulations, a large home can cover nearly half the lot.

For instance, on a 1.46-acre lot, the city has allowed an 18,900-square-foot home to be built, covering 0.6 acres.

The city does control how far back a home may be built (50 metres from the road), however if the lot is shallow this means even less farmland can be spared.

Steves said the small lots were created during the war era to provide returning soldiers with a piece of land to farm.

A ceremony to announce the winners — which celebrates the best of Asian cuisine in Metro Vancouver — was held on Tuesday at the River Rock Casino Resort and was attended by more than 270 chefs, industry staff and restaurateurs gathered to hear the results.

The most prestigious honours were reserved for the Critics’ Choice Signature Dish Awards, which are decided on by professional food critics.

In First place was the Jade Seafood Restaurant, on Alexandra Road in Richmond, which created a steamed savoury custard with seafood.

Chef Tony, from the Seafood Restaurant on No. 3 Road, came third with his steamed pork belly with preserved vegetable and salty lemon.

Just behind him, in fourth, was the Golden Paramount Seafood Restaurant, on Park Road, with its chef’s special stuffed duck.

In sixth spot was the Yue Delicacy Restaurant, on Alexandra Road, with its stewed beef brisket with rice roll in hot pot.

In seventh was the Hao’s Lamb Restaurant, on McKim Way in Richmond, with its roasted lamb leg.

In 10th place, was Shanghai Station, in Empire Centre on No. 3 Road, with its offering of spicy wontons.

This year’s panel of professional food critics included Stephen Wong, cofounder of the Chinese Restaurant Awards; Alexandra Gill, British Columbia food critic for The Globe and Mail; Iris Yim, founder of GourmetVancouver.com; and Brandon Matthews and Lee Man, contributors for various publications.

hile you’re reaching up to wind your clocks forward an hour this Sunday, Richmond Fire-Rescue is urging everyone to take a moment to also change the batteries in their smoke and carbon monoxide alarms.

Recent statistics from the Office of the Fire Commissioner show that in more than 40 per cent of fatal home fires, there was no smoke alarm warning. In many cases, the smoke alarm batteries were either dead or missing.

“It only takes a few minutes to test smoke alarms and replace batteries,” said Richmond’s chief fire prevention officer Sandra Jansen.

“Properly installed and maintained alarms are the best way to protect you and your family from fire.”

Smoke alarms can be battery operated or hardwired into the home’s electrical system. If hardwired, Richmond FireRescue reminds residents to replace the backup battery.

“It’s important for residents to properly store and dispose of batteries,” added Jansen. “We recommend covering the terminals, particularly on nine-volt batteries, with electrical tape when storing or recycling them to prevent the potential for fire.”

Smoke alarms are a key part of every home escape fire plan. Richmond Fire-Rescue encourages families to make an escape plan and review it twice a year.

Here’s some additional smoke alarm tips: n Be sure to have working smoke alarms outside all sleeping areas and on every storey, including the basement; n Gently vacuum alarms to remove dust which can, if it builds up, reduce their effectiveness; n Replace batteries in smoke alarms at least once a year; n Replace smoke alarms older than 10 years old; n People who are deaf or hard of hearing can buy strobebased and vibrating smoke alarms; n Landlords are required to install and maintain working smoke alarms in all rental units; n Tenants cannot disconnect or tamper with an alarm and must advise a landlord of any problems with any alarm; n Test all alarms monthly.

hen longtime Richmond resident John Cameron wrote a letter to the Richmond News’ editor last week, to quip about the fact he grew up gay and was never gifted a fondue set from his father, little did he know he’d be dipping strawberries in melted chocolate come this weekend.

Cameron had written the letter in reaction to a group of parents who he contends demonstrated “ignorance” when they opposed the formation of a special school district policy — to improve the learning conditions of gay, lesbian, bisexual and transgender (LGBT) students — contending, among other things, it could convert a heterosexual into a homosexual.

Cameron, 70, a co-founder of Heart of Richmond AIDS Society (1997), said he was the first Richmond resident with AIDS to come out in public (to the local newspapers) and advocate for healthcare reform at Richmond Hospital in the mid-1990s.

The recent opposition to a discrete LGBT policy in schools sent Cameron back decades, including that childhood moment when dad tossed him a football instead.

Indo-Canadian community opens its heart for Richmond Hospital Our city has a rich diversity with many cultural heritages and backgrounds. One thing, however, that unites us as a community and what we hold in common is how much we cherish our health care. Recently polling conducted by eNRG Group earlier this year in Richmond asked Richmond residents to prioritize a number of capital infrastructure projects in Richmond that require public dollar investments. Far above all other projects, Richmond residents ranked a new patient care tower at Richmond Hospital as the single most important capital project in our community.

A staggering 85% of the general population rank it in their top 2 choices.

Now more than ever is an important time to speak up if you value local health care and your local hospital.

On that note, I’d like to introduce you to a member of our Indo-Canadian community here in Richmond.

Balwant Sanghera is a well-known Richmond resident. Besides being a member of the management committee of India Cultural Centre of Canada Gurdwara Nanak Niwas, he’s also been active with many community organizations, including Richmond Multicultural Community Services and East Richmond Community Association and is a recipient of the Order of British Columbia.

Balwant is exemplary in his passion for local health care and his advocacy to help improve it. He is a formidable leader and not afraid to speak out on important issues such as local health care.

That future, says Sanghera, should include a new acute care tower.

Richmond Hospital was built in 1966, but the facility is aging. Sanghera notes the hospital was originally built to service a community of about 50,000 people, but the population has more than quadrupled since then, putting a tremendous strain on the facility.

his year, Richmond Garden Club is proudly celebrating 60 years of gardening in our garden-focused city.

As it is Canada’s 150th birthday, we have partnered with the City of Richmond to create some ‘garden celebrations.’

This past fall, Richmond Garden Club planted 400 red and white tulip bulbs (Canada Eh), donated by the city, into the gardens at Paulik Park. We encourage everyone to visit Paulik Park this spring to view the vibrant display honouring Canada’s birthday.

Our garden club and the city are well underway with planning a unique, community-wide, Richmond-based, unique, private gardens tour this summer (if you would like to showcase your garden to fellow Richmondites, send us an email at: RichmondGardenClub@gmail.com).

Richmond Garden Club is actively promoting garden education in our city. We offer ongoing gardening education series through a partnership with Richmond Public Library.

Our popular winter gardening series has covered an array of topics, such as preparing your garden for spring, vegetable gardening, pruning principles and on March 20, we will be teaching how to pot up spring plants in containers.

British author of 20 garden books and landscape designer, using a naturalistic approach, Dr. Noel Kingsbury, will be visiting Vancouver this month.

In his opinion, there has been a serious decline in adult gardening education in Britain. He feels that there is a whole generation growing up not knowing the basics of gardening.

Sea Island headquartered Vector Aerospace announced Wednesday it has signed a two-year, engine support contract with the Guardia di Finanza (Italian Financial Police). This is the first major contract to be awarded to Vector Aerospace by a branch of the Italian government. The contract covers the maintenance, repair and overhaul of Rolls-Royce M250 engines installed on the agency’s fleet of NH-500 light turbine helicopters, a locally produced version of the MD-500 helicopters. “We are pleased to sign this contract with the Italian Financial Police, and we look forward to providing outstanding support to our new and valued customer over the next two years,” said Craig Pluim, vice president, sales, rotary-wing at Vector Aerospace.

In the late 1990s, after several relatively warm winters, a massive outbreak resulted in the loss of millions of hectares of pine forest in British Columbia over the next 15 years.

The beetles are killed by very cold winter weather, which historically has kept their numbers in check. They attack mature trees by boring through the bark and mining the phloem (living tissue in vascular plants that carries organic nutrients).

“By 2021, there will be about a 57 per cent reduction of pine trees in B.C.,” Vaguine said.

“That’s a huge concern from an economic aspect because it’s all lumber that could have been sold for export. Plus, the amount of trees devastated releases CO2 equal to 3.7 million cars on the road per year.

“Imagine, that’s like huge parking lots of cars, all idling. And people are trying to limit their impact on the environment by showering for a little less time, when realistically, there’s a tree out there that is producing CO2 emissions.”

Their answer was to try and bridge that gap between consumerism and environmental stewardship. And one of the links was through creative and appealing design.

“I started looking around and noticed that no one was making everyday products out of this wood,” Vaguine said, adding that one trend he saw was for wooden covers for laptops. “I thought that was so cool – integrating natural wood into technology, because tech seems to consume just about all of us today, while we also tend to lose that sense of nature.”

To help get things off the ground, the pair launched a Kickstarter campaign last July which promoted a wooden bike rack. Called Bika, it is mounted on a wall and a bike can be hung from its middle bar. A small cubby hole provides storage for a helmet and other small items. And a magnet on the underside of the rack can suspend a ring of keys.

The campaign sold out, raising money which paid for materials to meet their orders and also allowed the duo to spread the word about their products and philosophy. And that drew interest from international magazines, such as GQ in the U.K. and other publications in Singapore, Korea and Australia.

“The exposure has been absolutely fantastic,” Vaguine said, adding they were also featured in Bloomberg Business magazine.

Two other products were then launched — Planta, a small desk-top planter that organizes charging cords for electronic devices, and Botto, a bottle opener fitted with a magnet to retain the metal cap once it has been removed.

In addition to all the products being sold online at Killwood.ca, the bottle opener is also available from Richmond craft brewery Fuggles & Warlock.

The distinctive, blue-tinged pine beetle wood Killwood Inc. uses comes from a supplier in Kelowna. And so far, they have purchased about 1,000-board feet.

All of the manufacturing is done in B.C; the bike racks and planters are made in Prince George and the bottle openers are produced in east Vancouver.

To help revitalize the forests and offset the CO2 emissions already released by the fallen pine trees, Killwood Inc. plants a tree for each product they sell. So far, they’re on schedule to plant 220 trees.

pair of Richmond 20-something entrepreneurs are giving new life to old, dead wood, while trying to promote the “green” idea of buying products made from sustainable materials.

McNair secondary grads Gleb Vaguine and Pierre Lai joined forces about a year ago to form Killwood Inc., which uses mountain pine beetle-damaged wood in their small line of modern design furnishings.

Vaguine, who studied film at Langara College in Vancouver and worked in the local film industry before earning a degree in psychology at UBC, said he became interested in how to apply the concept of sustainability after taking a class in environmental psychology and later linked it with the plight of B.C.’s pine forests.

“A lot of the facets in the class involved the idea that making people more sustainable is more than saying reduce, re-use and recycle,” Vaguine said. “And a lot of people can feel anxiety when you use blame tactics to try and get them to do something like that.

They can get defensive.”

Instead, the course presented the aspect of more positive means to influence change.

“You give someone something cool and awesome and sustainability becomes something easy,” Vaguine explained. “They get something neat that they can use during their day and they are being sustainable. That’s how you motivate people and drive something like the concept of sustainability.”

The link with pine beetle damaged wood came from the fact Vaguine works out at the Richmond Oval where the roof is made from the reclaimed wood.

And when he talked with Lai, who went to the Rhode Island School of Design, where he studied industrial and product design, the pieces fell into place to start a small enterprise using wood that has been virtually left to rot on the forest floor around B.C. where it

and that’s why they are not over celebrating,” continued Lindsay. “It’s all part of the journey. What we are trying to do is play our best hockey two weeks from now. That’s when it has to be. Every stage is tougher.”

Lindsay, who has coached for many years in boys and girls minor hockey, also knows the provincials can be a crapshoot.

The format will see each team face each other once and the top two meet again in the championship game.

The other challenge for Richmond will be having to beat a pair of solid PCAHA rivals — Abbotsford and TriCity — yet again. Sunday’s

playoff final marked the seventh time the Ravens have seen Abbotsford in PCAHA action with a 6-0-1 record.

Still, the Valley visitors were within one goal for much of the contest until Richmond added a couple of late insurance tallies.

Tri-City has played Richmond even tougher this season.

“In a one game situation, you never know what is going to happen. Abbotsford is a well-coached team that plays a simple game with good zone coverage and they have lots of speed,” said Lindsay.

“The provincials are a roll of the dice with injuries, hot

goalies and penalties all playing a part in it. No question, if you talk to the other coaches it is ‘what do we devise to beat Richmond?’

One of the things I always say to the girls is other teams are here to beat us. If we make sure we focus on the things we need to execute then we will be fine.”

The Ravens feature an outstanding mix of 2002 and 2003 born players including some who have come over from boys rep hockey. Many are expected to make the leap to the Midget “AAA” level or to an academy program next season, including the top end 2003s who will skip their second-year of

Bantam eligibility.

“My team two years ago won the (Bantam) provincials and now those girls are playing on 10 different teams,” added Linsday.

“Female hockey is really changing, especially with the academy programs and there are only so many girls out there.

“Many of these girls have been playing together for six or seven years and after this season they will be scattering to the wind. It’s emotional knowing that this is it.

That’s why we are making sure they are enjoying this experience. We don’t want the girls to feel any pressure, just be themselves.”

he Richmond Ravens are so close to a provincial championship banner that they can nearly touch it.

The juggernaut Bantam rep girls hockey team is a a little superstitious when it has come to award presentations this season.

In pair of tournament victories, it was head coach Tony Lindsay accepting the honours on behalf of his team. It happened again when the Ravens clinched Pacific Coast Amateur Hockey Association (PCAHA) regular season honours, then defeated Abbotsford 4-1 last Sunday to win the PCAHA playoff championship.

“They take that from the NHL players where they don’t touch the Stanley Cup until once they have won it,” said Linsday. “The girls have taken the view point of not touching the banner until the season is over. Win the provincials and they will definitely be touching the banner.”

The Ravens hope to be doing that on home ice when they host six other teams in B.C. Hockey’s showcase event — March 19-23 at the Richmond Ice Centre’s Forum Rink. They will enter the tournament as the clearcut favourite — having rolled to a sparkling 151-1 regular season record and an unbeaten 4-0-1 run in the playoffs.

The girls even showed they are among the elite in Canada with a second place at the prestigious 2 Nations Cup College Showcase Tournament in Toronto back in December. However, the focus since September has been ensuring this team is playing its best hockey of the season come provincials.

Westerns next for B.C. champs Rush

ichmond Ringette’s U19A team is taking its season all the way to Winnipeg for the Western Canadian Championships.

The Rush were crowned provincial champions on the weekend thanks to a perfect run at the Surrey Sport and Leisure Centre.

Richmond produced round-robin wins over Kelowna (5-0), Fraser Valley (9-7), Port Coquitlam (7-1) and Delta (4-2). That set-up a rematch with Kelowna in Sunday’s gold medal game with the locals prevailing 7-6 in a hard-fought battle.

The Rush entered the provincials as the top seed thanks to finishing

in first place in Lower Mainland Ringette League Play.

The team now prepares to represent B.C. at the Western Canadian Championships, March 22-25.

The roster includes captains Hailey Takasaki, Cameron Sihoe and Natalie Manson, along with Tayah Takasaki, Hannah Therrien, Sonya Reiners, Tianna Martin, Emily Chow, Ahshley Kar , Melissa Fong, Nicole Heinrich and goalie Enrique Lee. ichmond Special Olympics floor hockey teams welcomed some familiar guests for their final practice of the year.

The program typically concludes the season-ending session with a couple of fun games. The “B” and “C” teams split up to face off against one another then the “B” team has a friendly encounter against the coaches and caregivers.

On this night, the support team had some key additions with Richmond Sockeyes captain Tyler Andrews and goalie Joshua Barrett joined by forwards Arjun Badh and Austin Cook.

It resulted in a fun and very exciting game with the final score not important to either team.

Canadians host Fraser Valley in best-of-3 at Olympic Oval Greater Vancouver Canadians will be looking to pick up right where they left off in the regular season when they host the Fraser Valley Thunderbirds this weekend in a bestof-three B.C. Major Midget Hockey League quarter-final series at the Richmond Olympic Oval.

In a battle of the league’s fourth and fifth place teams, the Canadians earned home ice advantage by sweeping the Thunderbirds to close out their league schedule two weeks ago with 7-4 and 4-3 victories.

Greater Vancouver will continue to lean on a potent attack, led by captain Scott Atkinson and impressive rookie Sasha Mutala.

Atkinson, a prospect with the Western Hockey League’s Edmonton Oil Kings, led

the league with 38 goals in 36 games — seven more than his nearest rival. He also established himself as the club’s all-time leading scorer, finishing with 66 points and just missed out on league scoring honours.

The 15-year-old Mutala, who was taken sixth overall by the Tri-City Americans in last spring’s WHL Bantam Draft, was fifth in BCMMHL scoring with 63 points, including 20 goals.

Medicine Hat Tigers second-round pick Henry Rybinksi also enjoyed a solid campaign with 46 points.

Game one of the series is Saturday at noon and game two goes Sunday at 5 p.m.
