was born in Winnipeg, grew up in Calgary and lived in Ottawa.

In other words, I can do snow. In fact, once I dig out my long johns, I love the stuff, even if it causes a certain amount of havoc. Even so, a couple of incidents this last week have got me thinking not about just havoc, but how we deal with it.

Last Friday evening, my daughter texted me to say it was like a fireworks show outside her window on the Canada Line, with sparks flying off the track. She was heading into Vancouver, but by the time the train pulled into Bridgeport Station, passengers were told to disembark and that buses would take them the rest of the way. After an hour of waiting for a bus that never came, she and others hailed a cab and got where she was going.

I wouldn’t have thought much more about the whole thing had it not repeated itself just three days later. Monday, during the evening rush hour, again, sparks were flying, trains were ground to a halt and people had two or three hours added to their commutes.

And just yesterday, the Bridgeport-YVR line had to be closed due to ice — again causing delays in all directions. Obviously, TransLink needs to get its technology sorted out. It seems the tracks are extremely sensitive and will cut power if snow or ice builds — just when we need transit most.

But it isn’t just the malfunction that gives me pause; it’s also the response. As one passenger from Monday’s fiasco said, “there were so many missed opportunities.”

Back at the Bridgeport station, both times, passengers were told buses would take them the rest of the way. And, on Monday, there were plenty of buses there — but most were out of service, TransLink staff were nowhere to be found, and people were left confused and frustrated. It also didn’t help that TransLink failed to inform the city, as is protocol.

Then came Tuesday morning and a freight train crossing barrier malfunction, blocking people from traversing the tracks at Alderbridge Way and Shell Road. Again, commuters were stuck for hours. Eventually, some motorists got out of their cars and began directing traffic, but two hours later, still no police or CN authorities had arrived to take over. As with the Canada Line situation, the exact same thing had happened just days before. So, it’s not like there hadn’t been a warning.

I don’t need to remind anyone that we live in an earthquake zone. If this is any indication of our ability to handle a snafu, we have some work to do. Spending on crisis coordination might not be flashy. It’s hard to have a ribboncutting in front of a future non-event, but maybe we should forget the flash for a minute and just do what’s right. This week has shown us how much can go wrong when we don’t.

Another side to ALR mega home debate Dear Editor, Re: “All megahomes aren’t farmhomes,” Letters, Feb. 8 From what I have seen in this paper, there is a lot of outrage at large homes being built on ALR land, but dissenting opinions are few and far between.

Farming is a hard occupation, with few rewards.

When the ALR was put in place, many farmers had their lands devalued with the stroke of a bureaucratic pen, wielded by politicians. Many of these farmers were, over the years, forced to sell their land at much

Open minds needed now more than ever Dear Editor, I once knew a man that kept buying a particular make of automobile in spite of the fact that there was overwhelming evidence that his car was a consummate example of how automobiles should not be built.

In the face of data relating to repair and safety records from numerous independent sources and a conversation with a mechanic who told him that it was his car that kept his repair shop in business, my friend remained intransigent in his belief that his “truths” in relation to his car were more valid than the “truths” offered through data, objective analyses, and the opinions of experts in the automotive repair field.

Sound familiar? How about those who deny that dramatic changes in our climate patterns are occuring, or continue to argue that the billions of tons of carbon dioxide that our factories, cities, automobiles, etc. pump into the atmosphere every year (7-8 billion in the U.S. alone) play no part in artificially accelerating the natural processes of climate change on the planet. How about those who deny human evolution and reject the scientific evidence (fossils anyone?) that proves that we did not suddenly appear fully-formed on Earth thousands of years ago.

I could never figure out why my friend was so unwilling to allow his entrenched beliefs or “truths” to be altered by incoming infor-

mation, but I do know that over 25 years as a post-secondary instructor, I encountered more than a few students who refused to budge from the “information,” or ‘truths’ or beliefs that they brought with them to an environment that is dedicated to — wait for it — learning. Like my friend, they had made a choice, for whatever reasons, to make themselves immune to facts and information that contradicted those entrenched beliefs and assumptions.

As an educator who dedicated himself to encouraging young minds to learn, to think reason and make informed judgements, it pains me greatly to witness how the forces of anti-intellectualism are winning the battles for political and social dominance at a time in human history when more than ever before we need exactly the opposite if we are to survive on this fragile, grain-of-sand planet of ours.

But, maybe someone will invent a drug that will alter the fixed neuronal networks in our brain that cause the type of intransigent attitudes demonstrated by my friend and some of my students and dissolve the proteins in the neurons and synapses in a way that would allow everyone to become more open-minded and receptive to being influenced by new information and ideas. Now, that would be my idea of a Utopian world.

Keep seeking those ‘aha!’ moments Dear Editor, The Feb. 3 edition of The Richmond News was an enlightening and thoughtprovoking read.

The common theme that ran throughout was that educating ourselves and bridging gaps allows us to live in peace and understanding.

This gives me hope and reinforces something I’m always advocating: educate educate, educate. Start when children are young, encourage them to ask questions, give them the supports that will allow them a good education.

If you are educated and ask questions,

you learn tolerance and acceptance, not fear and distrust.

And, continue to ask questions to educate yourself about what you don’t understand. Nothing is more satisfying than that “aha!” moment when you have a realization — especially when you are sharing it with your family, your community and your world.

This edition shows that those who learn about other cultures can work together peacefully, with support and success.

federal Liberals refused to undertake one, adding the Fraser River fishery is entirely under federal jurisdiction.

“The tunnel has to be removed to do so. Normally this would automatically trigger a federal environmental review, but Stephen Harper changed the rules to require a site-only review of the bridge superstructure. The Liberals promised to reinstate the federal EA process. They haven’t done it and instead have given approval,” said Steves.

“We elected Justin Trudeau because he promised real change. Many people voted strategically to get Harper out. Trudeau promised to get rid of the first past the post system so we wouldn’t have to do it again. He broke that promise, too. Now, it looks like people will have to get rid of the lyin’ Liberals,” he said.

Last summer, regional district mayors formally voiced their opposition to the bridge project, citing several concerns, including insufficient consideration of alternatives, lack of integration into the regional growth strategy and transportation network, and ecological disruption to the Fraser River estuary.

Metro Vancouver board chair Gregg Moore at the time said a smaller bridge with more lanes dedicated to public transportation was preferable.

Ministry of Transportation and Infrastructure was not required to submit a project description to the Canadian Environmental Assessment Agency for consideration, something provincial Transportation Minister Todd Stone has maintained all along.

Noting the project is subject to a provincial environmental assessment and will be required to obtain any necessary federal authorizations, McKenna said the provincial assessment benefited from the input of expert federal departments.

She also said she carefully considered the provincial and federal regulatory mechanisms in place to deal with the potential environmental effects.

This flies in the face of Steveston-Richmond MP Joe Peschisolido’s pre-election pledge to strengthen the federal environmental review process, which he claimed had been watered down and weakened during former Prime Minister Stephen Harper’s reign. Peschisolido could not be reached for comment by press time.

Richmond Coun. Harold Steves, however, wasted no time hitting social media to voice his displeasure, saying there is absolutely no doubt a federal environmental assessment could have stopped the bridge, which is why the

t’s now been a month since Richmond recorded its first homicide of 2017, but police investigators appear to be no further ahead in making an arrest.

No arrest has been made, either, in the city’s third homicide, which happened two weeks ago. Both deaths were described by police as “targeted.”

Cpl. Meghan Foster, of the Integrated Homicide Investigation Team (IHIT), told the Richmond News that officers are “still pursuing leads” and asked the public for information.

Francis Le, 24, of Surrey, was found unresponsive in the parking lot of Richmond Hospital shortly before midnight on Friday, Jan. 27. When the police arrived, Le was found to be suffering from “injuries consistent with foul play.”

On Jan. 10, Richmond produced Metro Vancouver’s first homicide of the year, when 21-year-old Vancouver resident Calvin Chi Hang Zhao was found shot dead in his black SUV outside of a townhouse complex on Ash Street at Granville Avenue. According to media reports, the vehicle was still running when police arrived at the scene. Police, initially, believed a white SUV may be linked to the shooter.

Foster said this week that there is still no evidence to link the homicides to each other or, indeed, to Richmond’s second suspicious death, which occurred on Monday, Jan. 17, when a man’s body was found inside the premises of a trucking firm on Viking Way, near Cambie Road. A man has been arrested in connection with that homicide and is in police custody.

A

dog who suffered devastating burns in a trailer fire just before Christmas has found a foster home.

The Richmond News reported last month how Isabelle the pit-bull was slowly fighting back to health after sustaining second-degree burns to most of her body in the fire in rural East Richmond on Dec. 20.

Under the care of the Richmond Animal Protection Society (RAPS), and with donations from the public helping to pay her expensive vet bills, seven-year-old Isabelle responded well to intensive care and round-the-clock specialist treatment.

And last week, RAPS managed to find a foster home for the reportedly “loveable” dog to continue her rehabilitation, which still includes a costly, strict medication and dietary regime to deal with ongoing health concerns and anxiety.

“She is getting better and is quite energetic,” said Eyal Lichtmann, RAPS’ CEO. “She’s got certain skin conditions that require very specific treatment and part of her eyes have been burned away and there are still lots of scarring issues; so she’s still got a way to go.

“She’s still on pain medication and on a special diet for burn victims.”

Lichtmann said the running total to treat and rehabilitate Isabelle is in the “tens of thousands of dollars; I’m not sure exactly right now.”

After the fire, the care of Isabelle was handed over to RAPS by her owner, who was rendered homeless from the blaze; which still appears to be the case, according to RAPS. “The owner gave us permission to have

her as long as she needs medical care,” said Lichtmann.

“She still very much needs a controlled environment for her continued care, which includes regular doses of medication, various ointments and a strict food regimen. She is a very high-maintenance dog right now.”

A detailed update on RAPS’ website described how Isabelle may not regain normal sensations to the affected areas of her body. “(This) could contribute to trauma and injury from cold and heat in an uncontrolled external environment or may have long-term issues with itch or pain. She therefore must not be exposed to the elements and requires indoor accommodation,” the update stated.

“Isabelle’s eyes will need ongoing treatment for ulcers and edema. These factors have negatively impacted Isabelle’s vision but she is still can still see and we are hoping for the best.

“Isabelle has been vaccinated and boosted by RAPS to help prevent her body from contracting contagious diseases. This is important as her body is stressed and so more susceptible to contagious illness.

“Isabelle is a trooper. She is a very loving and good-natured dog. She has the potential to live a long and healthy life once she recovers from her injuries.”

Richmond fourth for vacant homes R

ichmond comes in fourth behind Vancouver, Surrey and Burnaby for unoccupied or empty housing units in the region, according to the latest census numbers for 2016.

In Vancouver there were 25,502 such homes; that’s 15 per cent higher than recorded during the last census in 2011.

Urban planner Andy Yan, of Simon Fraser University’s City Program, compared census data for Vancouver over several decades to see how the percentage of “unoccupied” units or ones “occupied solely by foreign residents and/ or temporary present residents on Census Day” has doubled during that time. In 1986, it was four per cent. In 2016, it rose to 8.2 per cent.

“Exact definitions and measures have changed slightly over 30 years and patterns should be interpreted as directional,” Yan writes in a report, also released Wednesday.

For Vancouver, the direction is up. The city far outstrips other municipalities with 25,502 units that are unoccupied or owned by temporary or foreign residents. Yan said most of these were concentrated in three areas: Coal Harbour, Marine Gateway and Joyce-Collingwood.

Surrey came in second at 11,195, Burnaby at 5,829 and Richmond at 4,021. The number of unoccupied units, or ones occupied by temporary or foreign residents, increased 25 per cent in Richmond between the 2011 and 2016 census and by 28 per cent in Burnaby.

ity parks planners are holding two open houses next week for the public to drop by and learn what the future holds for Minoru Park.

“Information gathered via LetsTalkRichmond.ca and during the open houses will contribute to the development of guiding principles that will be presented to City Council for approval. Once approved, the guiding principles will be used to create Minoru Park concept plan options, which will be presented to the public for feedback in the summer of 2017,” stated a city news release.

The park is already undergoing major changes, with a new pool and seniors’ centre being built at the old Minoru Pavillion site.

The new Minoru Complex is behind schedule but set to open by year’s end.

Planners have suggested that the old

Aquatics Centre be demolished and returned to green space, as the new Minoru Complex replaced a soccer field. No decision has been made and land-use in that area may be up for discussion.

The park has also seen refurbished sports fields, including the installation of artificial turf.

A plan to dredge the ponds as they become overrun with sediment has been postponed until after completion of Minoru Complex.

In 2014, in the course of discussing how big the new pool should be, there were some suggestions a new parkade be built, at which point Mayor Malcolm Brodie expressed that he didn’t want to see the park touched any more than it has been.

The 45-acre Minoru Park is home to the historic Minoru Chapel and the aging Minoru Arenas. Clement Track is host to the city’s main track and field events. Wooded walking paths are popular amongst seniors and hospital visitors.

Heritage designation sought T

his Sunday, the public is invited to learn more about an application by the City of Richmond to Parks Canada to make Steveston a National Historic Site.

At the Gulf of Georgia Cannery, from 11 a.m. to 3 p.m., city staff will explain why the city intends to spend time and money to be nominated by Parks Canada.

“Steveston Village is already recognized nationally for its unique and important maritime, agricultural and boat building heritage. Earning a National Historic Site designation would be a well-deserved distinction” said Mayor Malcolm Brodie, in a news release last week.

The site is proposed to be named the Steveston Waterfront District, encompassing the tidal flats of the slowly-eroding Sturgeon

Bank, Garry Point Park, parts of Steveston Village, Shady Island and London Heritage Farm.

The idea began officially in April 2014, with a report to city council. It was then that the idea to establish an official historic site was put forth in order to eventually apply for a UNESCO World Heritage Site.

Loren Slye, president of the Steveston Historical Society, said such a designation would put to rest many development issues in the village as it would set in motion rigorous historical preservation standards.

However, a UNESCO designation would likely cost several millions of dollars and take years to process.

I

t’s the little things that Margaret Hewlett will remember the most.

Such as, when people contact her — many years after the Richmond Food Bank helped in their hour of need — to simply say “thanks,” with stories of them starting businesses or their children going to university.

Or looking out in amazement from her food bank executive director’s office to witness three Russian babushkas (grandmothers) grabbing shovels to remove the snow from the charity’s parking lot.

Whether it be refugees from Iran, Central America or Asia, or a local family down on their luck during the 2008 recession, Hewlett has had a lot to chew on (pun intended) in her 27 years working at the food bank.

It will all come to end, for her at least, at the end of February, when she packs her last bag of essential food items and retires to look after her husband and elderly mother.

“I’m feeling like I’ve made the right decision; the place is in good shape, with good staff,” said Hewlett, who was the food bank’s first ever employee back in 1989, and who’ll turn 65 this year.

Modest Hewlett thinks her retirement will be “good for the organization,” with some “fresh perspectives” coming in from her replacement, Hajira Hussain, who’s currently the 34-year-old charity’s operations manager.

Hewlett, who was officially named executive director in 2007 — but was reportedly fulfilling those roles for many years prior — said

she decided to call it a day last spring, but kept it under wraps until last fall.

“I told family and friends, initially; then I told the staff and the board in November, to give them some time to get organized.”

Hewlett said her motivation to retire was driven mainly by the need to care for her sick husband and looking after her 91-year-old mother, who also lives with her.

“I had no plans to retire, but anyone who has a family member to look after knows how much it takes,” she said.

ewlett was a homemaker back in 1989, when a neighbour, who was running the food bank, asked if she’d like a job.

“When I started, (the food bank) was on school board property, where the new Thompson Community Centre is,” she recalled.

“It was a 1,600-square-foot, dilapidated, abandoned building; it was a real mess.

“There were 45 volunteers back then, now there are more than 200.”

It’s not just the volume of volunteers that has changed dramatically during Hewlett’s tenure; when she started out, the bank served between 120 and 140 families every week.

That demand has multiplied by more than 400 per cent to between 500 and 600 families weekly, pushing the food bank over the decades to initiate and expand programs beyond putting meals on people’s tables.

“Back then, we had one dispensary open once a week. Now we have dispensaries all over the city that are open 51 weeks of the year,” said Hewlett from the food bank’s home of 10 years on Cedarbridge Way. “And we used to be focused solely on

setting up the distribution of bags of donated food. Now, we’re much more into the purchasing of food and a lot of effort went into getting our hands on fresh milk.

“We’re now involved in healthy eating education and programs. We do more and more work with the schools; it took a lot of time and effort over the years to get the schools to recognize the worth of getting involved.”

The food bank, added Hewlett, also offers nutrition education, with a nutritionist coming in to prepare “tasty” food for the adults with the same ingredients they take away, all while their kids spend time in the bank’s play area.

And in terms of the cultural origin of the people needing the food bank over those 27 years, Hewlett said it was, and still is, indica-

tive of what’s happening around the world at that time. “At first, it seemed there was a lot of people from Iran and then it seemed to be Central America,” she said.

“We are now seeing lots of people from the Middle East again and from Asia. Our supporters and volunteers are also a reflection of the city’s diverse cultures.”

Above all, Hewlett said she’s probably most proud of her team; people that she picked for their many redeeming qualities.

“The biggest challenge has been hiring the right people. I think, through luck and discernment, I’ve managed to get some really good staff here,” she said.

“We have wonderful volunteers, also, but I can’t take credit for that.”

ot many charity fundraising walks are held in the evening hours. But the upcoming Coldest Night of the Year event, organized by Richmond’s Chimo Community Services, will be doing just that on Feb. 25 to emphasize a point.

nity Centre is scheduled to start, the temperature is expected to be relatively low to give walkers a first-hand feel for conditions the city’s homeless population have to contend with on a regular basis and why funds from the event will help the 160 who call the streets home.

“It’s not meant to be supercomfortable event,” said Clay Tang, Chimo’s manager, resource development. “It’s meant to give folks a hint of what it might feel like to have no place to go in the evening.”

Tang added the walk, one of many that take place in communities across the country under the Coldest Night of the Year banner, is foremost a fundraiser and secondly a way of drawing attention to the fact Richmond has a sizable number of people in need of shelter.

“That 160 without homes doesn’t account for the folks who are on the brink of homelessness, the youth who are sleeping at the community centres, the couch surfers, the people who are staying with different faith groups and family members,” Tang said.

One of the most recent trends in the local homeless population is a rising number of seniors, Tang said.

Chimo’s Homeless Prevention Program is helping to address that situation, said Jean Fisher, Chimo’s volunteer resources program coordinator.

“The program targets groups of people and one of them includes those who have been released from hospital where they have been temporarily housed.

And more and more of those individuals are seniors,” she said. “We’ve had clients who are in their 80s with nowhere to go.

“We typically don’t think of homeless people being elderly, but in one month we had about four or five of them as clients.”

“The greater challenge, though, here in Richmond, which is characterized as a rich community, is that the homeless simply don’t exist,” Tang added.

So, where do the homeless stay?

Tang said the Salvation Army’s shelter has room to accommodate about 10 men.

And Nova House provides shelter for women suffering domestic abuse. Both are often at capacity.

Others seek temporary shelter in places such as fast food restaurants, libraries, community centres, under bridges, in parkades and in the forested areas at Rich-

mond Nature Park.

Many local homeless people will also gravitate to where more services exist, such as the Downtown Eastside of Vancouver.

“With that, we are not being a good neighbour. We’re saying, ‘You take these people,’” Tang said. “Richmond is a wealthy community and we can supply the services, if the will is there to adequately support people in need.

“The money is there. It’s just a matter of prioritizing.”

It’s also a way of saving precious social care funds.

“It costs a lot less to put a roof over someone’s head than it is to deal with them being homeless,” Fisher said, alluding to the involvement of other social service agencies, medical care, policing and legal systems costs that can spring from living on the streets.

“Plus, once they get settled with their own place, maybe they find work and contribute back to society,” Tang said.

“A lot of people are probably tired of hearing it, but we need to keep playing that same tune about upstream thinking and providing preventative services and making a community that keeps people connected.”

Money raised at the event will be, in part, used for some additional expenses at Richmond’s extreme weather shelter at St. Alban Anglican Church that are not covered by government funding.

“I think the shelter gets around $9 a person, which doesn’t really provide much room for anything else, such as professional cleaning services,” Tang said.

Fisher added that some homeless people are dealing with health issues and may require the temporary means to fill a drug prescription.

“If someone is diabetic and ends up at Nova House with just clothes on their back, it would be beneficial to have a small fund to be able to provide them with what drugs they need,” she said. “The fund could also cover the cost of a transit pass.”

“Or even an umbrella,” Tang added.

The public can support the Coldest Night of the Year walk in a number of ways. They can register for the walk, which costs $25.

Or they can register and conduct some fundraising through pledges to complete the walk.

Plus, teams that have been formed to do the walk can be sponsored.

City Centre surges on development tidal wave The News examines 10 significant changes coming to Richmond’s downtown Graeme Wood

R

ichmond’s City Centre area, from Brighouse to Bridgeport, is expected to reach a population of 90,000 residents in 15 years. It is the fastest-growing area in the city, and is experiencing a boom of development — slightly beyond what was initially imagined in the Official Area Plan, adopted in 2009 — thanks in large part to

foreign investment, immigration and a growing economy bolstered by construction.

While city planners expected most of the growth in the first two decades of the 2009 plan, many major projects lie ahead in the near future, ready to transform City Centre from a suburban hub into a downtown core.

To get there, the city will be thinking of establishing new parks, places to work, improved transit and community amenities.

Here are 10 projects in the pipeline:

RICHMOND CENTRE MEGA EXPANSION

n Monumental changes are afoot at the south end of Richmond Centre. Wayne Barwise, executive vice-president of development for Cadillac Fairview Corporation Ltd., has tasked GBL Architects to develop 12 apartment towers comprising 2.11 million-square-feet of residential and commercial space.

The project remains a proposal, but according to the City of Richmond, the developer is anxious to move ahead with the plans, which requires the demolition of the Sears building and three-storey parking lot.

Like a horseshoe hugging the mall, the towers, comprising 1,745 units, will begin along No. 3 Road, at Cook Road, and wrap around the south end of the property where Park Road will be extended through to Minoru Boulevard, where more towers will push northward.

A large plaza will be built along No. 3 Road and parkades and low-level commercial buildings between each tower will feature green roofs. Spaces for larger, anchor retail tenants and street-side shops are expected to compliment the north mall, where “improved access” to the Brighouse Canada Line station will be built. Along Minoru will be ground-level townhouses, but it remains to be seen how the developer and city can preserve the street’s mature trees. A new road, Murdoch Road, will connect to Park Road.

BRIGHOUSE BUS LOOP n TransLink has yet to provide a completion date for its new bus loop, located between No. 3 and Buswell roads, but the Scotiabank building has been demolished to make way for a loop that will utilize Saba Road and theoretically free up congestion on No. 3 Road. In 2006, the loop was estimated to cost $6 million.

TransLink intends to increase feeder bus service (402, 403, 410) as the area’s population grows. The big ticket item will be a B-Line bus to Burnaby’s Metrotown with a completion date of five to 10 years, according to TransLink. The route is now in the planning stages.

Parks, transit and offices critical to holistic plan LANSDOWNE CENTRE MASTER PLAN

RIVER PARK n Work on a 37-acre waterfront park (right) north of the Dinsmore Bridge, extending to Cambie Road, can be expected to begin shortly after 2024, when leases expire on existing light industrial buildings the city has purchased or is in the process of purchasing.

Notably, to account for the rising costs of real estate over the past five years, city council recently increased its development cost charges (DCC), which will pay for the park.

The park will feature fields, hills and outdoor entertainment and play areas.

A greenway along the dyke will connect city (centre) slickers to Terra Nova Rural Park and the West Dyke Trail.

A number of piers are planned in the vicinity, starting with the Hollybridge Way pier this year.

One day, a pedestrian bridge, or even ferry service, could connect pedestrians to Sea Island.

n The Lansdowne Park Masterplan shows roughly two dozen residential towers occupying the site of Lansdowne Centre mall, formerly a horseracing track prior to 1975. Submissions have been made to city planners, who are expected to assess the proposal after Richmond Centre.

“We’re a couple (two to three) years away from starting development,” says Jim Cox, vice-president of Vanprop Investments.

The proposed plan foresees about 3.8 million square-feet of living space (3,000-4,000 units) and about 600,000-square-feet of commercial/retail space. It will come in three phases, with the last resulting in the ultimate demolition of Lansdowne Centre mall. Phase One sees the largely unused east parking lot developed, followed by Phase Two along the west parking lot.

Eventually, Hazelbridge Way and Cooney Road will be extended across the site and a new east-west road will dissect the 50-acre site.

The plan calls for an entertainment area, so it could be an opportunity for a movie theatre to return to downtown Richmond. Elsewhere, imagine townhouses and retail shopping opportunities along tree-lined streets, with glass and concrete mid-rises above. Green roofs are prominent among the buildings and there will be three major plazas (Lansdowne station, Hazelbridge, Kwantlen Street), a seven-acre “central park” in the middle, and a 20-metre-wide linear park known as Lansdowne Promenade, along Lansdowne Road, which is expected to help balance out the man-made landscape.

Cox said building setbacks will allow for the preservation of mature trees that line the property.

FARMERS' MARKET AT GCL n The perimeter trail (left) for the Garden City Lands recently got approval from the Agricultural Land Commission and construction commences this summer. Within the next 10 years the city will build a farmhouse to host a farmers’ market and community events. The farmhouse will be surrounded by an orchard, community fields and small research farms for KPU students.

CAPSTAN WAY STATION n Plans for the new Capstan Way station are said to be ahead of schedule, according to city spokesperson Ted Townsend. The city needs $25 million from development charges for the station, and has $14.5 million in the bank. Another $17 million is committed thanks in large part to the 1,150-unit Concord Gardens. However, Yuanheng Holdings Ltd., developer of the 850-unit, underconstruction complex dubbed Vista Star, has told the city it is interested in loaning some money to the city to speed up the process. Townsend said it is too early to speculate on a start date, but 2027 was seen as an old estimate.

The station may not slow down the commute time on the Canada Line as trains are expected to move faster than they presently do. Three other stations are also planned (57th Ave., 33rd Ave. and airport) in the long-term.

TRADE CENTRE

SCHOOL EXPANSIONS

n An International Trade Centre, featuring a much-needed hotel, is presently under construction and is the first stage of a grand plan to transform “Bridgeport Village,” south of the River Rock casino.

The centre’s development has not slowed despite the company’s principal, Michael Ching, being wanted by Interpol and the Chinese government on corruption charges.

n Kwantlen Polytechnic University says the $36-million Chip and Shannon Wilson School of Design (left) is on pace to open in January, 2018. n The Richmond School District is searching for land to build a City Centre school.

Planners have discussed the possibility of schooling children in a high-rise, or mixed-use, development.

OFFICE SPACE n Being able to “live, play and work” in the City Centre is key to what many planners dub “sustainable” densification.

So, while Richmond has generally had high office vacancy rates, Colliers International, a commercial real estate services firm, reports rates are half of what they were in 2012.

Those overall rates don’t factor in the dearth of spaces along the Canada Line, where demand is high for smaller, strata offices.

AFFORDABLE HOUSING STRATEGY UPDATE n There’s little doubt among housing critics that the City Centre’s vison hinges on housing affordability.

Last year, the city increased cash contributions from small re-zoned developments. Such cash has gone toward special projects, such as Storeys on Granville Avenue (right). But reserves are depleted and the city has taken more time to address whether any development over 80 units should set aside more than five per cent (as is the case now) of its living space to rent-controlled, affordable housing units for lower income residents.

Empty homes are also thought to be contributing to an extremely low vacancy rate in Richmond. The latest City Centre census tracts show “unoccupied dwellings” range from 15-38 per cent in the most densified areas.

While city council has been mum on foreign homeownership and speculation, it is in the process of banning short-term rentals.

ext week, the Vancouver International Wine Festival kicks off a week of tastings, seminars, lunches, brunches, and dinners. It’s Canada’s biggest wine fest, and this year it features the Wines of Canada.

The big drawing card, the Festival Tasting Room, opens Thursday evening, Feb. 16 and continues Friday and Saturday nights, plus a Saturday matinee, at the Vancouver Convention Centre West.

To help you get started at the Tasting Room, I have four destinations for you to stop, swirl and taste. First there’s Poplar Grove, from Naramata in the Okanagan.

Stop by and chat with Winemaker Stefan Arnason as you sip his 2015 Poplar Grove Pinot Gris ($16.99 on sale until March 4).

Savour the Okanagan fruit salad in a glass, with an appealing ripe pear and apricot bouquet. And there’s the well-balanced nectarine flavour with the tangy acidity and minerality, ending with a lovely dry citrus finish.

Next, we go to South America to let export manager Juan Pablo Gonzalez explain the Chilean wine scene, and enjoy the 2013 Montes Twins Red Malbec Cabernet Sauvignon ($15.49 on sale until March 4).

There’s a burst of blackcurrant in the nose along with hints of sweet oak and vanilla. The Montes blend is rich and smooth, thanks to the Malbec, with cassis and blackberry throughout thanks to the Cabernet, along with whiffs of cigar smoke to add complexity.

Then, we cross the Andes and sip some Catena Zapata 2014 High Mountain Malbec ($23.99) from Argentina’s famous Mendoza Region. Sommelier and Wine Ambassador Andrea Nunez will explain how the four mountain vineyards add layers of flavour and complexity.

The deep, dark red colour indicated this is a wine to pay attention to! It reminded me of French Bordeaux, with the generous

bouquet of ripe plums and black cherries with the scent of kirsch and almond extract.

And there is an amazing depth of flavour with rich fruit, mocha, cassis, plus savoury and earthy flavours from the terroir, and smooth tannins. A prestigious British wine magazine rates this red 90 points, a first class choice.

Finally, time to visit Verona, Italy and allow export director Edoardo Montresor to pour his Montresor 2013 Amarone della Valpolicella ($38.99 on sale until March 4). This is definitely Italy in a glass! First, there is an intoxicating perfume of violets and truffles to seduce your senses. Next, there is the taste of dried cherries, together with truffles, balsamic, sandalwood and cloves. All these attributes are wrapped up in a velvety body.

And, after you swallow this elixir, the finish will go on, and on, and on. It is easy to fall in love with this wine that comes from Romeo and Juliet’s hometown.

I

was recently contacted by a cyclist who wanted to vent about a situation she encountered while riding her bike.

I was happy to listen, and as she told me what had happened, I couldn’t help but think of the countless times the exact same thing has happened to me.

Before I tell you what it is, I need to say that you won’t often find me asking motorists to not be courteous to cyclists, but, in this scenario, being courteous can have unintended and deadly consequences.

The rules of the road, including, the right of way to be specific, are there for a reason and this illustraes why.

This is how it goes: Imagine No. 5 Road which has two lanes of traffic both ways. I’m riding north in the right lane and I pass Williams Road.

Up ahead is King Road and I want to turn left there.

There are no lights, no crosswalks, and no reason for cars driving south on No. 5 Road to stop at that intersection.

I shoulder check and there is no traffic behind me, so I cross into the left lane and signal that I am turning left.

There is traffic coming in my direction, so I’m prepared to wait. However, the driver coming towards me in the centre-most lane sees I want to turn across the road, and being a nice person, decides to slow right down and waves at me to cross the road in front of them, even though they have the absolute right of way.

At that moment traffic from the other lane, or from behind this person (who couldn’t figure out why the car in front has slowed down) comes zipping by on the outside of that vehicle — and if I’d taken the bait, so to speak, I’d be dead or severely injured in a split second.

So, while the motorist is genuinely wanting to be courteous, they are unknowingly endangering the cyclist’s life.

As a motorist myself, I’ve seen this even more times while driving and you might recognize this scenario more easily: You’re driving when all of a sudden a vehicle stops on a busy road to let a pedestrian cross where there is no crosswalk and no lights.

Then that person, or I’ve even seen children, basically walks out into a busy road with a false sense of safety while this stopped vehicle creates a distraction for all the other motorists who aren’t looking for pedestrians and keep their speed through this area. It’s just asking for someone to get killed.

The one thing motorists always remind me of is how their vehicle will destroy bikes and cyclists in an accident. I agree.

So, please, don’t invite or tempt any cyclists into that situation. Keep your right of way and let’s all get home safely every day.

ook for some of McDonald’s Canada’s 50th anniversary celebrations to be served up where it all started – on No. 3 Road near Granville Avenue, the site of its first restaurant outside of the U.S. when it opened on June 1, 1967.

While the restaurant’s current franchise owner, Joe Guzzo, was coy on revealing details about what the party would involve, he said the fact the company decided to preserve the site, as real estate prices remain high across the Lower Mainland, speaks well about the global, fast food giant’s respect for its beginnings in this country.

“There is a lot of land here for a restaurant,” Guzzo said while at the site on Monday morning. “But there’s also a lot of history with this place and it’s important to McDonald’s that they preserve some historical landmarks, like this one here.

“There were temptations, of course, because there is a lot of air space above the restaurant to build upwards,” he added. “But this is the right decision and the restaurant should be here now, forever, but with a brand new building.”

Work to re-develop the site started at the end of January and plans are to have the new, sleekly designed building up and serving in time for the June 1 anniversary. While the structure will be all new, the iconic “golden arches” labelled with the “billion served” message, have been sent for refurbishment and will be re-erected almost exactly where they were originally placed.

“They’ll be all buffed up and fitted with bright new LED lighting. It’s a nice touch they’re being saved,” Guzzo said.

One person who’s looking forward to seeing the re-developed site is Randy Bourne. That’s because he remembers the original place well. In fact, Bourne, 67, said he was the restaurant’s first customer.

His family lived close to the site on Acheson Road — where his father taught accordion lessons — and he decided to cut his Grade 11 chemistry class one morning at nearby Richmond High to check out the place where his two older brothers had landed jobs.

there,” he said. “So, I walked up to the restaurant and the crew inside was practising, making burgers. The order window popped opened and they said I’d be their very first customer.”

He ordered a hamburger, fries and a drink.

“They didn’t even have any change in the till, so they told me the burger was on them.”

So, how was it?

“I remember it was pretty good,” Bourne said from his winter retreat in Phoenix, Arizona. “I always liked the burgers, especially the little bits of fried onion they used to put on them. But my favourite has always been their fries — that and the vanilla shakes.”

Bourne recalled that the evening after his lunchtime visit the customer lineup stretched for blocks as word spread about the restaurant’s opening.

“It was quite a scene,” he said, adding that being from a family of six — which included four growing boys — his parents were keen to find an affordable meal option for the entire family to enjoy and McDonald’s fit the bill.

“It was a great place and I was a pretty frequent customer back then. Now, I go there with my grandkids. And the fries are still good.”

Steve Krawchuk also recalls the first McDonald’s. That’s where he got his first job as

a 15-year-old, about 18 months after the first burger came off its grill.

“Back then, it was difficult for kids to get jobs and it was a great opportunity for teens to get a start,” said Krawchuk, who at the time lived about a mile and half from the restaurant. “It was a small building and when customers came there they walked into a small lobby, we called it a window front, ordered their food and took it back and ate back at their cars in the parking lot.”

“You could get a whole meal for about 65 cents.”

Krawhcuk said he recalls working there was a lot of fun, adding that was one of the reasons he has spent his entire working life with the chain. Today, he owns four locations — two in east Richmond and two in South Delta.

But why was Richmond chosen?

“The story goes that Ray Kroc, McDonald’s founder, came out here and was looking for sites and decided No. 3 Road was a main thoroughfare and opened here. Part of it was also the proximity to the airport,” said Guzzo, who, like Krawchuk, has been with the company since he was 15 and now owns 13 locations, including one on Sea Island’s Russ Baker Way. “It’s been a great story for the company and for Richmond,” he said.

Vancouver International Airport (YVR) welcomed the inaugural flight of Air Canada’s new route between YVR and Dallas Fort Worth International Airport (DFW) on Feb. 5. The non-stop, yearround service will arrive at YVR daily and is timed strategically to connect DFW travellers to Air Canada’s Asian flights out of YVR. “This signals the growing trend of airlines taking advantage of YVR’s seamless connection process. It’s great to see our partner, Air Canada, continue to promote Vancouver as their preferred transpacific hub,” said Craig Richmond, President and CEO, Vancouver Airport Authority. “This new route will also provide our passengers with further access to one of the global superhub airports, furthering business and tourism opportunities for both cities.”

This route uses the Air Canada Express’ 75-seat, Wi-Fi equipped Bombardier CRJ-705 aircraft. According to YVR, the new service benefits the local economy by creating 53 jobs at the airport and at hotels, restaurants, shops and tourist attractions. In addition, the service contributes $3.5 million to B.C.’s GDP.

Air Canada turned over a new leaf Thursday morning inside a hangar at YVR as the air carrier unveiled its revamped livery on a Boeing 787 Dreamliner aircraft to mark its 150th anniversary. The new design sees a return of the its iconic red maple leaf encircled ensign, or “rondelle,” on the now black tail of its fleet after an absence of 24 years. The body also features black trim covering the plane’s underbelly, as well as “masking” the cockpit windows.

In addition to the new paint job, Air Canada’s cabin crews will sport new, charcoal and black coloured uniforms, highlighted by red accents and accessories. In addition to the YVR event, Air Canada held a similar unveiling in Toronto on Thursday.

Kajaks coach moving to the Okanagan after remarkable 36 years with club Mark Booth

If Jean-Jacques Schmidt had it his way, his training group would be following him up to the Okanagan and it would be business as usual.

Instead, the man everyone calls “JJ” is saying goodbye to Richmond and a remarkable 36-year commitment as a volunteer coach with the Kajaks Track and Field Club.

Schmidt and his wife Jacqueline will leave for Vernon in March after purchasing a home near Predator Ridge. He will be neighbours with good friend John Currie — another longtime Kajak and Richmond school teacher who moved to the Interior after retirement.

“My wife and I wanted a change of lifestyle,” explained the 76-year-old native of France with his French accent still prominent. “We have been living in Richmond since 1973 when it was really just a big village back then. We have seen it grow so much. We made the decision, talked to our kids about it and even the Kajaks. They are like my family too.”

It was back in 1979 when his daughter Frederique showed her potential as a runner as a student at Gilmore Elementary. Her teacher encouraged her to check out the local track club and Schmidt came along. His life was about to change forever.

Frederique not only signed up but her father of-

fered his assistance and joined the Masters training group to run himself. His coach was Kajaks cofounder Dr. Doug Clement.

At the age of 40, Schmidt went on to become an accomplished runner, regularly competing in marathons and consistently finishing near the top of his age group.

He also established his coaching career — earning certification to train everyone from middle distance to cross-country runners. He started working with the grassroots Kajaks Junior Development program and moved on to older kids until 2000.

That’s when he took on the Masters and lead that group for the next 16 years.

“When I first joined the club, the Masters group was very competitive under Doug Clement,” recalled Schmidt. “I learned a lot, just the way he coached and how he ran the program. We stayed in touch over the years and he continued to give me advice on coaching.

“The rest, I have really learned from the athletes themselves. Basically you can see what works and what doesn’t over the years and you perfect your trade.”

Schmidt says the greatest challenge as a Masters coach is the wide range of age and ability of his athletes.

“You need to know what they can do. What is their potential and what are their limitations,” he continued. “The (young kids) can do almost anything. With Masters I can’t ask a 70-year-old to do

with a 40-year-old is doing. I have to learn to know my athletes. You develop a close relationship with them so you can understand what they want to achieve. I find it extremely rewarding.”

With his passion for coaching still burning strong, Schmidt plans to continue on in Vernon. He already knows where a new track was recently built and the city is hosting the 2017 B.C. Senior Games.

He intends to stay in contact with his Kajak training group — following their progress and offering advice.

Still, it won’t be the same not seeing him around Minoru Park on a regular basis or involved in other club functions from board meetings to helping organize events.

“There is so much respect and admiration for him,” said Kajaks head coach Garrett Collier, whose late father Richard was a close friend of Schmidt. “My dad always had good things to say about JJ and it’s hard to quantify what he means to the club. He has been part of it in so many different ways and so many different capacities. He was a tireless volunteer who spent a lot of time away from his family.”

Kajaks co-chair Jared Hulme also happened to be trained by Schmidt as a member of the Masters training group. He and Collier were born the same year Schmidt started at the club.

“It doesn’t matter what we are doing, JJ was always there,” he smiled. “It’s going to be really weird not having him around anymore.”

Lum enjoying big season at NCAA Div. 1 level with UConn

eah Lum is enjoying another outstanding season with the University of Connecticut women’s hockey team.

The junior forward was recently named Warrior Hockey East Player of the Week after leading the UConn Huskies to a weekend split against the Vermont Catamounts.

Lum notched her team’s first goal in a 4-2 loss to the Catamounts and followed that up with a two-goal showing 24 hours later, lifting the Huskies to a 2-1 victory, which snapped a five-game loss streak.

Lum put UConn up 1-0 after the first period and 2-0 after two. Her second goal was a team-leading sixth of the season on the power play.

She was at it again this past weekend,

notching a goal and assist in a 4-4 tie against No. 6 ranked Boston College and chipping in with a helper in a 2-1 victory over Providence.

The McRoberts Secondary graduate leads the team with 18 goals and 28 points in 29 games. She has contributed at least one point in UConn’s last six games and has already surpassed her entire point total (23) from a year ago.

Lum came through the Richmond Ravens Female Ice Hockey Association, captaining the Midget “A” team in her final season. She also played for the Pacific Steelers and twice suited up for the U18 provincial team.

The Huskies enter this week’s play 8-10-2 in conference play and 13-13-4 overall.
