I

n the past week, there has been a deluge of reflection on the year that was. This happens every year as we change the calendar, but 2016 has garnered even more ink and airtime than usual as people come to grips with the year Merriam-Webster dictionary describes as “surreal.”

Indeed, it was a shocker. The victories of Brexit and president-elect Donald Trump, as well as the carnage in Syria, has challenged a general assumption that we are on a trajectory towards greater globalization, trade and migration; that a kind of liberal agenda, both social and economic, is inevitable.

To see the resurrection of nationalism and protectionism has many wringing their hands.

Throw in the deaths of a few well-loved celebrities, and you have some calling 2016 a brutal year.

But we can also draw inspiration from the year in which nothing could be taken for granted; it means change happens.

As we reviewed Richmond’s stories of 2016, change was also the theme. Our big stories were not just about single events, but about how events triggered a reaction and that reaction forced an about-face.

The Harvest Power composting plant was a 2016 news maker, for example. But the news wasn’t just that a nasty smell was emanating from the facility, it was the fact citizens organized, protested and ultimately forced city council to revisit its contract with the for-profit American company.

Another big story was the proposed closure of five elementary schools. Parents came out in force, packing school gyms and board of education meetings in opposition. At the 11th hour, school trustees received a “clarification” from the ministry and voted to keep the schools open.

And when racist flyers appeared in mailboxes around Steveston, a remarkable display of unity emerged in the form of public demonstrations and some powerful and poignant letters to our paper.

Of course, the fight’s not over. An alternative to Harvest Power has yet to be announced, schools may still close in the future and we’d be naïve to think a couple of, “stand together” rallies, however heartening, are enough to stamp out racism.

But life is dynamic.

Concerning trends showed themselves in 2016. Michelle Obama spoke for many recently when she said, “we’re feeling what not having hope feels like.” It’s actually not bad for us to feel that; it builds empathy.

But it’s no good to get stuck there — especially now. If ever there was a time for people to show resolve and be agents of tolerance and integrity, it is at times of upheaval. So welcome to 2017. Put on your cape and let’s make a difference.

LETTERSto the Editor Making the illegal legal says much about council Dear Editor, Re: “City staff urge legalizing illegal hotels,” News, Jan. 4.

This situation illustrates perfectly the modus operandi of this council.

First, they collectively bury their heads in the sand and pretend there is no problem.

When that doesn’t work, they form a committee, hoping we will forget there is a problem. When forced to reveal all, they claim it is too difficult to enforce existing laws or create new ones. So, back to burying their collective heads in the sands.

If the empty monster homes have not already destroyed our wonderful neighbor-

hoods, then this “making illegal, legal” surely will.

The emotions of the Richmond citizens has gone from bewilderment, to shock, to aggravation and now anger at the direction this city is heading. Council isn’t listening, and only Coun. Harold Steves and Coun.

Carol Day have a conscious and care about how we feel.

Continually pandering to one noisy special interest group after another, while ignoring the silent majority, will eventually render Richmond unlivable for many of us.

Ice Angels swoop in to help fallen senior

Dear Editor, On Dec. 7 2016, while I was walking my little white dog “Captain” at Walter Lee school grounds, I slipped on the ice and fell onto my right hip; it was a very hard landing on icy cement. I think I knew right away that I had done some serious damage, but, of course, one hopes for a miracle.

I did not get the miracle I had first wished for, but a miracle did happen nonetheless.

Almost immediately, I heard a woman calling, “Are you all right?”

She came closer, caught my dog, and, with her own little black dog to hold onto as well as Captain, she gently helped to maneuver me to my feet and to a small bench nearby.

Soon, another lady and a man appeared as if from nowhere. The first lady used her cell phone to call my husband who brought the car to the nearest exit from the school yard. Meanwhile, my “three angels” managed, somehow, to half carry, half drag me

to that exit, one inch at a time. They wanted to call 911, but I didn’t know what would happen to Captain… would they take him in the ambulance? I just had to get us both home safely, first.

Once home, we called the ambulance and soon learned at emergency that I had broken my hip. I was in hospital for five days and am now doing well.

I want to thank those three people so much for all they did for me. They were so good! All three seemed to know exactly what to do and what not to do so as not to make matters worse. All I know about them is that the gentleman’s name is Francis and his children attend Walter Lee school. He needed all his strength to help me…I could feel his effort.

I cannot adequately express how grateful I am to these wonderful people, but I know they were my Christmas angels.

At the December 21, 2016 Council meeting, three readings were given to Business Regulation Bylaw 7538, Amendment Bylaw 9639, which amends Schedule A of the Bylaw to include the premises at 8160 Park Road, Unit 105 and the premises at 4351 No 3 Road, Unit 160, among the sites that permits an amusement centre to operate with more than 4 amusement machines. Dear Editor, On the way home from work this week, I stopped at the supermarket. When I got home, I put away the groceries and decided to get on with a bit more computer work.

So, it wasn’t till an hour or so later, that I realized I didn’t have my purse. I turned the house, and the car, upside down, with no luck. I went back to the store, but no one there had seen it.

The Maple Residences Assessment makes me Come for the lifestyle • Stay for the friends house rich, but cash poor LETTERSto the Editor

Dear Editor, After receiving our property assessment from the BC Assessment Authority, I am house rich but, after paying our property taxes to the City, cash poor. From 2010 to 2015, the property tax for single family homes has increased by about 134 per cent, while the BC Consumer Price Index (CPI) increased only six per cent. Hence, those still working and those on a fixed income are finding it increasingly difficult to remain in their homes.

Most single-family homeowners have lost their seniors grant, while having borne the brunt of this rapid tax increase.

Council states that it has no control over the property tax assessment and that the taxes levied are “relative.” However, council does have direct control of the municipal portion of the property tax collected. Single-family homeowners, all 28,500 of us, need to keep this in mind when we see our property tax bill in June. Our tax bill will be about seven per cent higher than 2016’s.

Council’s spending practices affect all of us

but impact single-family homeowners particularly hard. We are being forced out of our homes and out of Richmond by council’s level of spending and policies of densification (the number of single-family homes has remained constant since 2010 at about 28,500).

Condo tax increases are significantly less than ours, hence the lack of complaints from this group.

A few of us have banded together to combat these ever-increasing tax impacts. If you are interested, our fledgling website is RichmondTaxPayersAlliance.org. Our members are unpaid volunteers from Richmond, and we are always looking for new members.

On the back of your assessment notice, it states that you have until Jan. 31 to file a Notice of Complaint with the BC Assessment Authority.

Keep all this in mind when you vote in the May 9 provincial election and the Oct. 20, 2018 municipal election.

When will city divluge assessed average?

Dear Editor, When will they be able to tell us how much the average assessed value of a single-family home in Richmond increased?

Only with that information

can we determine if our increase is in line with the average and therefore little tax increase will occur.

If my 41 per cent increase is more than the average, I will face some

tax increase.

The government has to address the other issue, home owner grants, in their upcoming budget.

peration Red Nose was another big success this year, raising more than $16,000 for the Delta Gymnastics Club.

The 15th annual campaign saw volunteers get holiday partygoers home safe in the Delta, Richmond and South Surrey areas during nine nights throughout late November and December.

Organizer Carlene Lewall said they were down slightly on the total number of rides this season chalking up the fewer rides to the snowy, winter weather.

“I think snow certainly wasn’t our friend,” Lewall said. “We had one night where we had lots of volunteers, but we didn’t get the calls, which says to me that people just didn’t take their cars to the parties they were going too, which is still safe and planning ahead. On New Year’s Eve, we still had a lot of partygoers that used Operation Red Nose, so it was very successful.”

She said there were 487 rides this year with, on average, three people to a ride. So she estimated 1,500 people got home safely because of the program. Just under 400 volunteers drove an estimated 17,000 km.

During the 2015 program, there were 392 volunteers who did 592 rides, clocking more than 20,000 km.

“We had lots of volunteers, many repeat volunteers and just great support from the community, which we greatly appreciate,” she said. “We appreciate doing it and really appreciate the support from the community.

(Delta Police) Chief Neil Dubord was here on New Year’s Eve and wished all our volunteers a great evening and thanked everyone for coming out, so that was really nice.”

Stats dispute stereotype of bad Richmond drivers Henry Leung

R

ichmond has been the butt of many jokes when it comes to driving. But how justified is the derision? Do we really have more bad drivers here than anywhere else?

Let’s look at the numbers.

Crash data from ICBC shows Richmond does have a slightly higher number of crashes per capita compared to the rest of the Lower Mainland, but it’s lower than Vancouver and about the same as Burnaby.

Moreover, crash rates may have more to do with demographics than driving ability.

The latest available information from ICBC indicates that, in 2015, there were 17,400 crashes in Richmond. Based on Richmond’s projected population of 207,773 from BC Stats, this translates to an 8.4 per cent crash rate per capita in 2015. The Lower Mainland crash rate for the same period was eight per cent, meaning Richmond had five per cent more crashes than the rest of the Lower Mainland for 2015.

However, taking a five-year average between 2011 to 2015, Richmond’s crash rate was 7.5 per cent. The Lower Mainland’s crash rate was 7.3 per cent; this means Richmond only had three per cent less crashes over the five-year average.

How does this compare to other cities in the Lower Mainland?

Vancouver is actually worse than Richmond, with a 7.8 per cent crash rate over a

five-year average, which translates to four per cent more crashes. Burnaby has a slightly better rate (seven per cent), while Surrey and New Westminster have significantly lower rates (5.8 and 6.5 per cent). So, Surrey and New Westminster had 29 and 15 per cent less crashes respectively than Richmond.

While this data may sound conclusive, there are many factors that contribute to how a crash rate percentage is generated. The number of crashes reported by ICBC per city only relate to the location of the crash.

For example, in the tragic case of the 33-year-old cyclist hit and killed last November, the cyclist was from Vancouver, while the driver was from Burnaby. The crash is still reported as a Richmond crash.

The age demographic of a city can also change the crash rate. For example, Surrey has a high percentage of young families. The children would not be drivers, and therefore would not contribute towards the number of crashes, but they would contribute towards the population count. This, in turn, decreases the crash rate significantly.

Finally, Richmond and Vancouver have higher household incomes than Surrey and New Westminster. Higher incomes correlates with higher vehicle ownership, which also increases the number of crashes in a city.

Does Richmond have bad drivers?

For sure, but when you parse the numbers and account for demographics, it doesn’t have many more than the rest of the Lower Mainland.

he provincial government could be doing much more to reduce waiting times for essential programs and treatment for thousands of pre-schoolers with special needs, according to two reports released Wednesday.

“Over the last 10 years, there have been no increases in services for children with developmental disabilities,” said Janice Barr, executive-director of the Richmond Society for Community Living.

The society has 175 Richmond families waiting for help to access additional supports to attend pre-school, day care and out-of-school care provided under its Supported Child Development Program.

“These are children with a whole range of disabilities, children with cerebral palsy, children with Down syndrome, children with speech delays,” said Barr. “There’s been increases only for wages attached to collective agreements, but no increases for services.”

Barr was commenting after the reports concluded that Early Childhood Intervention (ECI), waitlists and waiting times are growing, and thousands of pre-schoolers with special needs are losing out.

The first report, Kids Can’t Wait, identified seven key challenges in B.C.’s ECI sector along with suggested solutions, identified in November during the provincial ECI Summit hosted by Inclusion B.C. ECI leaders, who said budgets have been frozen since 2006, urged, among other things, an immediate government investment to reduce waiting times and a more family-focused ECI policy framework.

The second report, called the Parent Feedback Project, identified three main

challenges of parents: waiting times, lack of support and information to help them navigate the ECI system.

“The early years are a critical window of opportunity for development, but limited resources and lengthy waiting times mean too many children and families in B.C. are missing their chance to achieve their full developmental potential,” said Jason Gordon, provincial advocate for the B.C. Association for Child Development and Intervention (BCACDI).

Inclusion B.C. executive-director Faith Bodnar added that early supports are essential so the children are ready for school.

“If they don’t get the support, it’s like a window that closes forever.”

According to BCADI, five-year-old Kaylee Rivard of Victoria had waited for speech therapy for two years and only started receiving it this year.

However, by the time she began school last fall, she was only four months away from her fifth birthday — the cutoff for early intervention therapies.

Kaylee’s father, Jason Rivard, said that while she’s now in kindergarten, her therapy wasn’t enough to prepare her for school.

“She had four months of sessions (but) she still lags behind now.”

Children and Family Development Minister Stephanie Cadieux said in a statement that she hasn’t yet reviewed the reports.

“What I can tell you is that government invests more than $600 million toward more than 90 services and supports for children and youth with significant special needs,” said Cadieux, adding that more than 30,000 children and youth with special needs have access to a range of government support services.

ne thing was nearly unanimous at a city council planning committee meeting Tuesday: illegal and unregulated househotels and short-term rental rooms are a big problem and there needs to be better enforcement of such businesses, whether or not new regulations are put in place to make them legal.

Councillors must decide whether they should ban the practice altogether or create a new bylaw — as recommended by city staff — that draws some of the shady hotel operations out of the dark and places various limitations on them, via a new business license.

Few definitive answers were forthcoming.

“It’s a logistical nightmare trying to control something that can’t be controlled in a sharing economy,” explained Coun. Ken Johnston, who said he is unhappy to be living near an illegal house-hotel.

to take the issue to public consultation.

Absent was Coun. Linda McPhail, while Coun. Carol Day recused herself from discussion, as she is one of 17 licensed bed and breakfast operators in the city.

The only dissenting vote was Coun. Harold Steves, who contends the city has failed to enforce existing bylaws to address the proliferation of such unlicensed operations, which are seen as a boon for tourists and income source for homeowners, but also a black eye for affordable housing, neighbourhood safety and sense of community.

“I think staff have done an excellent job of boarding up the barn doors after the cows have left,” said Steves.

Meanwhile, Coun. Alexa Loo said she

wasn’t convinced the problem was as prolific as some think.

“I’m wondering if we’re getting overly excited about people having hotels in houses,” said Loo. “There’s a few people running hotels and annoying their neighbours, it seems,” she added.

Mayor Malcolm Brodie countered, saying he didn’t think the issue was “overblown.”

A City of Richmond report states there are 1,586 short-term rentals (houses and condos) listed on major online booking websites.

In 2016, the city received 111 resident complaints of single-family homes being used in such a manner.

While Brodie said “we’re better off to regulate,” much of the public reaction to the proposals has been negative.

“This proposed licensing will turn our residential areas into noisy commercial enterprises. Why? When is the next election?” said longtime realtor Ed Ganeff on Twitter.

Many, including Steves, claim the city had ignored the problem from the start.

The city maintains that existing bylaws do not specifically address short-term rentals in residential zones. Under the “single detached” bylaw, permitted use is limited to “housing.” A secondary use may be “boarding and lodging.” Boarding and lodging is limited to not more than two guests.

Richmond’s chief license inspector Carli Edwards maintains that there is nothing stopping a homeowner from renting an entire house to one new family each day of the month, plus two additional guests.

This, in part, is why city staff is recommending a new, “short-term rental” license be created to rent out an entire home to no more than six patrons at one time, and as one booking, for less than 30 days, so long as the owner lives permanently in the house.

“We need to have the person living in the house. This is key,” said Coun. Chak Au. The city would work with online booking agents such as Airbnb and Booking.com to ensure listings are licensed.

The News asked why the city wouldn’t just enforce existing bylaws toward online listings that show more than three bedrooms available for rent with room for 10 or more guests (for example).

City spokesperson Ted Townsend said that listing a house with multiple rooms is not evidence of money being exchanged.

The News asked if the city had attempted to book rooms itself, as part of their own investigations. Townsend didn’t have that information readily available.

In July 2015, the News wrote about a house at 8260 Gilbert Rd. listed on Expedia. ca and offering eight rooms. The city said it would investigate the house, however it continues to be listed on other booking sites to this day.

Edwards maintains that the burden of proof, thus enforcement, is difficult for the city under the existing bylaws. For instance, Edwards says it’s difficult to prove if someone actually spent the night and paid, even if an inspector observes said person in the house.

The News understands that the city has never tested such assertions in court.

Edwards says stiffer municipal fines are being proposed for unlicensed operators.

But without new inspectors, nothing will likely change, said Coun. Derek Dang.

Bed and breakfast operators Brian and Linda Cooper say the new regulations are unfair to their business, which has a long list of compliance measures, including insurance.

Brian says the city simply needs to apply its own bed and breakfast bylaw to existing short-term rentals.

“The rules that are in place should be enforced. I agree with Harold (Steves),” he said.

The Coopers differ on enforcement, however. Whereas Linda, like Johnston, thinks it could be a costly bureaucratic nightmare, Brian contends more inspectors can work.

“This is why we have municipalities.”

Townsend said new inspectors could be cost-neutral, factoring in fine revenues.

The city hasn’t decided on the number of licenses it would issue under a new bylaw.

Last September, the News checked into Lancing House in Blundell and discovered 19 guests in 11 rooms. Bylaw officers attended the house numerous times but no fines were issued. No fines were issued against illegal short-term rentals in 2016, said Townsend.

ith temperatures expected to hover above and below freezing tonight and through the weekend, City of Richmond salt misers were busy counting the grains to be rationed across main roads, ahead of what is expected to be another slushy week.

Meanwhile, many Richmondites are beside themselves that some fellow residents and businesses have failed to clear their sidewalks for pedestrians, after more than a week of inclement weather.

The problem of icy sidewalks has persisted across the region, including, to a lesser extent, Richmond.

The city has a bylaw that mandates sidewalks of residential strata complexes and businesses be cleared of snow by 10 a.m. each day of snowfall.

This has not happened in many cases.

For instance, resident John Lloyd said Great Canadian Superstore had not cleared its sidewalks, on No. 3 Road.

On Facebook, residents told the Richmond News of other incidences. Mandy Malagon said she had to help a lady who had fallen in front of a TD Canada Trust branch. Susan Barnes said icy Steveston streets and sidewalks were dangerous for local seniors.

But this isn’t the rest of Canada, evidently, and municipalities, including Richmond, are faced with a regional shortage of road salt — leaving this city with just 300 tonnes of salt, which is applied as brine to main, arterial roads and then secondary streets.

Townsend said a long cold spell has depleted the salt reserves, which stood at 1,460 kilograms in the fall. He said a barge of salt is on its way from Mexico, but the arrival date is “day-to-day.”

After a light snowfall was expected today, the forecast calls for a mix of rain or snow into next week with temperatures bouncing above and below freezing, which could cause more treacherous conditions.

Snow plows and salt trucks, noted Townsend, have already driven 40,000 kilometres over the past month, which is ten times the usual distance, on average, in the same period. City officials estimate that the entire $492,000 snow removal budget for the season has already been spent. In the past two mild winters, the city spent a fraction of its budget, diverting some of the savings to tree watering during the 2015 drought.

Richmond has seen less snow over the past three weeks than its neighbouring municipalities, due to it being at sea level and closer to the ocean. In December, Vancouver International Airport recorded 27 centimetres of snow, while Abbotsford recorded 46.

“On the fourth day, I went for a walk around there, you know, out of curiosity. I walked past the goalposts and sure enough, there it was: Bullet No. 151.” s she held tightly onto her two husky dogs and picked her way precariously across Dover Crescent’s ice-bound sidewalks, Sylvia Chiu had no idea today, Wednesday, was the tenth anniversary of the mass shooting.

What Chiu hadn’t forgotten was the night that it happened, given that she was studying in her bedroom not much more than 100 yards away from the gangsters’ potentially deadly bullet fest.

“Our neighbour got a bullet through their window; it ended up in their closet. It was lucky they were out at the time,” said Chiu, recalling she would have been 14 at the time.

“All I can remember was the sound of firecrackers going off and then, about half an hour later, all these sirens. I didn’t think anything of it at the time.

“In the morning, though, it was chaos; there

Reporting on the shootout for the Richmond News was Eve Edmonds, who’s now the editor. At the time, Edmonds wrote: The smoke had barely cleared from a local park before cellphones lit up with crew members looking for more weapons and ammunition, as well as bullet-proof vests, according to a source.

“Already there were calls around the street for ammunition to be bought. The minute it happened my cellphone and other cellphones lit up. This crew is gearing up for another round,” said the man, who used to be involved in gangs and claims to know two of the three men who were shot.

“This is not over. And it wasn’t the beginning either,” he added.

Richmond RCMP’s media spokesperson at the time, Cpl. Peter Thiessen, told how it was “…only by the grace of God that nobody got killed and nobody got injured that wasn’t directly involved with this shooting.”

The only charge known to have resulted from the Dover Park shooting was laid on United Nations Gang-linked Matin Bin Laden Pouyan, who pleaded guilty later in 2007 to illegal gun possession and was given a twoyear sentence.

When Pouyan was convicted in 2007, he was already under a lifetime firearms ban after he opened fire in a crowded Abbotsford nightclub on Valentine’s Day 2004.

Mahanian was reported missing by relatives in July, 2011 and later found dead.

Tajali’s brother, David, who had been linked to two local gangs at the time, had survived at least two attempts on his life — both in Richmond, including at Dover Park — before being shot to death behind the wheel of his BMW in Calgary on Sept. 6, 2009.

A week after the 2007 Dover Park shooting, 35-year-old Ladner dad Kirk Holified was found murdered on Shell Road near Westminster Highway in a vehicle that was said to be similar to be the one driven by David Tajali. Police believe the hit was mistaken identity and the killer has never been found.

An undercover police officer came to the door on the first morning, said Chiu, to make sure they were all OK. “I think they had to check all the houses around here in case someone got shot by a stray bullet,” she said.

“One of the people we knew that walked her dog in the park was told by someone – who she later presumed was involved in the shooting – to ‘get the hell out of here’ just before it happened.

“That was scary that someone knew what was about to happen.”

Asked about bullet No. 151 in the goalpost, Chiu said, “I had no idea about that, I’ll have to check it out.”

It was late morning, but the only signs of daily life were two people walking their dogs at opposite ends of the park, while a few others went about their business, trying to stay upright on the treacherous sidewalks.

Standing in the middle of the family park — near Westminster Highway and No. 2 Road — it’s difficult to imagine that, 10 years ago, on Jan. 4, 2007, at around 7:20 p.m., gunfire cracked the cold evening air as a hail of bullets fizzed from a veritable arsenal in a gangland, Wild West-style shootout.

Even more astonishing was the fact that, despite being armed to the teeth with at least four semi-automatic handguns and two semiautomatic assault rifles, only three gangsters were shot and they all survived.

Adding to the miraculous fallout of the infamous shooting was the absence of innocent victims, given that a fistful of the bullets from the 150 spent casings scattered across the length and breadth of Dover Park found their way into six surrounding housing complexes and also in the adjacent City of Richmond works yard on Lynas Lane.

There is, however, as far as one former Dover Park resident is concerned, a small reminder from that dark day and it can be seen on the aluminum crossbar of the goalpost at the south end of the soccer field.

According to the man, a senior in his 70s who asked not to be named, the centimetrewide hole on the crossbar was courtesy of one of those stray bullets. He calls it “bullet No. 151.”

“For years, I used to show the kids in our family the crossbar on the soccer goalposts,” he told the Richmond News.

“You can see where it went in and where it tried to get out. I assume it’s still in there, because there’s no exit point and they never cut the goalposts apart to get it.”

Although he doesn’t remember hearing the gunshots, he recalled the time: 7:22 p.m.

“I always remember that. Everything went out; the TV, the cable, everything; they must have shot a power line or something, I don’t know,” he said.

“I went out for a walk to see what was happening and everyone was out of their houses and the police were everywhere. The whole area was shut down for three days. Everyone

Soft tissue management is a rehabilitation of damaged gum tissues. I was in your store and looking at your banknotes and there were a lot of terms that I did not understand.

What are RADARs, replacements and low numbered notes?

A:

Every profession has its own terms they use and ours is no exception. This month I will list and explain as many of the terms used for banknotes as I can. Next month I will do the same for coins.

Low numbered notes are bills with serial numbers below 500.The most expensive number is 0001 and they sell for around $1,000.00 each. For each number after that the value diminishes until about # 500 where there is no premium above the collector price of a regular note.

A solid number is a note where all the numbers are the same, such as 11111, 22222 etc. Most solids in new condition also sell for $1,000.00 and up. However for Canadian notes with 7 digits in the serial number if only 6 are the same with 1 different they only retail for $20.00 approximately.

RADARs are notes where the serial number reads the same forwards as backwards, such as 1234321 or 1125211. A solid is also a form of RADAR. RADARs with only 2 different numbers in the serial number are worth more than ones that have 3 or 4. Canadian notes can only have up to 4 different numbers in them but American can have 5 different.

Replacement notes occur when a bill is damaged during printing. Banknotes are printed in sheets 500 deep (used to be sheets of 40, now 32) and with their numbers jumping 500 as you go across the sheet.To keep the counts in stacks consistent with the printings, a replacement note is inserted for every damaged banknote.

From the 1950s up to the 1970s these replacement notes were identified by an asterisk (*) in front of the serial number prefix. In the late 1970s and 1980s an X as the third letter in the serial number prefix (ex. ABX or EBX) identified a replacement. These are all very collectable and prices are determined not only by the condition but by the prefix letters of the bill.

Some prefixes are much scarcer than others.

Last are Test notes. These are issued to test different papers and how they wear during circulation.

For the 1954 notes, only $2 notes had test versions and their prefix are E/R, G/R and S/R. These test notes range from $35 to$10,000 dollars. For the 1972 $5 the test note prefix is RS. Note that only a specific range in these prefix’s are actual test notes. For the 1973 $1 bill all prefix’s AXA and EXA are test notes.

The sealant forms a protective layer that keeps food and bacteria from getting stuck in the tiny grooves in the teeth, preventing decay.

Fissure sealants should be applied to the permanent molars of all children as early after eruption as possible.

The tooth is thoroughly cleaned, prepared with a special solution, and dried. The sealant is then applied and allowed to set hard – usually by shining a blue light onto it.

Sealant usually last for many years, but needs to be checked regularly to make sure that the seal is intact.

he 39th Vancouver Wine International Festival returns for an eight-day celebration of wine and food Feb. 11 to 19 at the Vancouver Convention Centre and other venues around Metro Vancouver.

Here’s why you should make time to get yourself to the festival next month:

1. The 2017 festival features 180 wineries from 16 countries participating in 54 events.

It’s one of the largest events of its kind in North America.

Whether you are a wine aficionado, a newbie, or just someone who likes a glass of wine now and then, there is something for everyone to enjoy.

If you attend only one event, go to the International Festival Tasting Room at the Vancouver Convention Centre.

It’s the heart of the festival, where all participating wineries and their principals gather to pour their wines The room will also feature Regional Tasting Stations from Australia, British Columbia, New Zealand, Nova Scotia and Spain, as well as many wine and food-related exhibitors.

lenn Gawdin found time in his busy schedule back home to be in Seafair Minor Hockey colours for the first time in about six years.

The 19-year-old St. Louis Blues prospect and captain with the Western Hockey League’s Swift Current Broncos was in the familiar orange and blue jersey for the Bantam A1 team’s first-ever alumni game at the Richmond Ice Centre. Gawdin was one of several high-profile graduates to participate, joining Scott Munro (University of Wisconsin Eau Claire), Jordan Sandhu (Alberni Valley, BCHL), Austin Adamson (Vernon, BCHL), Ty Taylor, (Vernon, BCHL) and Andrew Kemp (Surrey, BCHL).

Tri-City Americans captain Tyler Sandhu served as one of the coaches.

“It has been a while. It was fun,” smiled Gawdin as he looked down at his Seafair jersey. “Ryan (Weber) let me know about it and I was happy Glenn Gawdin to do it. I’ve been coming home for Christmas the last four years. I usually try to get some rest and enjoy the time with family and friends. It’s pretty short. You can’t do a whole lot.”

Gawdin was only home for a week before having to fly back to Swift Current on Boxing Day. The Broncos defeated Moose Jaw 6-1 the following night to improve to 19-10-3-4 on the season. He notched his ninth goal of the season in 17 games, having missed over six weeks with a separated shoulder.

“Fortunately, I got in three games before the break and it feels good,” he added. “We are having a pretty good year. Hopefully we can be as strong in the second half of the season as we were in the first or even better.”

The alumni game saw graduated players mixed in with the current team for what proved to be a fun and free wheeling format.

The talent on the ice reflects the quality of players who have come through the association in recent years and the job done by Russ Weber and his son Ryan overseeing the top Bantam team. Both also have plenty of experience coaching with B.C. Hockey.

“We thought this would be a good experience for our players to be exposed to guys who are playing at the next level,” explained Ryan Weber. “It’s kind of a mundane time of the year for us and we wanted to try and get something exciting going.

“Some had family functions they had to be at, but all the players I asked said ‘yes’ right

away. It’s really unique and quite amazing when you see them all together like this.”

The Islanders are once again enjoying a competitive season in the Pacific Coast’s top tier. They own a 5-4-3 record and finished third at last week’s Pat Quinn Classic. Seafair dropped a 4-2 decision to Burnaby Minor in the semi-finals, then rolled to a 6-0 win over Kelowna in the bronze medal game.

“Fourth is right where we should be in the standings,” said Russ Weber. “We are one of the top defensive teams in the league but can’t put the puck in the net on a consistent basis. We also can’t get healthy. We have had a full roster for 13 of our 35 games so far.”

Weber believes the potential is there for

Seafair to take a run at a provincial berth come playoffs in February.

“The playing field is really level right now and these kids work hard. If we can get healthy, who knows what could happen.”

Icing…

It’s been quite the season for goaltender Ty Taylor. The 17-year-old was pencilled in to be playing for the Richmond Sockeyes but made the jump right from the Delta Hockey Academy Midget Prep team to Vernon of the BCHL. He has a 9-7 record and a 3.19 goals against average.

Last week, the NHL Central Scouting Bureau named him to the West team’s roster for the Canadian Junior Hockey League’s Prospects Game on Jan. 25 in Cornwall, ON.

New option: 中文教学 Instruction in Chinese Strong, Fit and Feminine (SFF) is an intermediate women’s strength training program intended for active women who aspire to be stronger. Delivered in a small group format, SFF provides the opportunity to progress at your own pace while enjoying the camaraderie of a group setting. This class will build on established strength foundation, teach you proper strength lifting techniques and challenge your cardiovascular endurance.

Recommendation of Women on Weights or Private training as pre-requisite, not suitable for beginners. Be Proud, Be Strong, Overcome your Boundaries.

Attention Women: add strength training into your life!

Join other women in this beginner class to learn that strength training not only enhances muscle tone but also boosts metabolism, increases energy and reduces risk of injury. The Women on Weights Program is a safe and effective small training group designed just for women. This specifically designed class will include a variety of equipment, target multiple muscle groups and emphasize body function. Over the course of 8 weeks a group of like minded women will join together to improve how they look, feel and function.

Volleyball Atomic Volleyball

This program will introduce young athletes to a high-performance lifestyle by focused attention on athleticism, physical literacy and fitness through a multi-sport training program which is complementary to their current sport-specific practice and competition schedule.

Atomic Volleyball is the perfect program for those who already enjoy the game of volleyball, and those athletes who are just being introduced to the sport. Volleyball Canada’s curriculum will include games and dynamic skill development to encourage long rallies, fun and success for all athletes.
