If there was one take away from the Women in Leadership luncheon, hosted by the Richmond Chamber of Commerce, it was the notion that passion is the ticket.

The event featured three women in leadership positions, Diana Miles, president and CEO of WorkSafe BC, Nicole Stefenelli, founder and CEO of Urban Impact and Ratana Stephens, co-CEO of Nature’s Path, in a panel discussion about how they got where they are, what challenges they faced along the way and what advice they had for young women — there were 87 Grade 11/12 girls from local high schools in the audience.

It was an inspiring talk and I wouldn’t disagree that passion matters, but I was happy to hear one young woman ask; “How did you find your passion?” as I imagine many young people have no idea where their passion lies, and it would be somewhat disconcerting to hear your life depends on this important ingredient you’re not even sure you have.

The answers were revealing and perhaps comforting. For Stefenelli, her passion only revealed itself after finishing university and travelling Europe, for the others, their passions changed, depending on life’s circumstances.

Apart from passion, the overall message was explore, be flexible, keep learning and seek mentors — all great advice.

At one point in the proceedings, I started chatting to one of the girls in the audience about what she does, her ambitions, her career plans. She began talking about a couple of jobs she’s already had, one where the manager was inappropriately touching the staff, another where the owner bullied and screamed at those, including herself, on the lowest rung of the workplace ladder. ...hmmm interesting juxtaposition.

Yes, these young women should shoot for the moon, but let’s not deny they’ll inherit a workplace culture that still has its share of sexism, exploitation and wage inequality. Yes, the panel was made up of CEOs, but, in fact, only one in ten CEOs in Canada is a woman.

Sectors where women have swollen the ranks, however, are retail and service, where wages are often low and benefits minimal.

It was this perspective on women’s role within the larger context of the workforce that, to me, seemed missing from the discussion.

To be fair, perhaps this wasn’t the place for that conversation. This was an audience full of youth and optimism, and it’s that “can-do” spirit that should be, and was, encouraged.

But the feminist in me can’t help but note we also need to consider some of the challenges women face at work if we want all our girls to find and follow their passion. I’m not asking for a bra-burning, but a little feminist critique, is, in my opinion, always a good thing.

Boost tree-cutting penalties Dear Editor, Re: “Tree loss becoming an all too familiar story,” Letters, May 4.

Re: “City council clear-cutting Richmond trees,” Letters, May 13.

I must agree with Sid Carston who wrote on May 13 that tree bylaws are a joke in Richmond and that the city is losing trees at an alarming rate.

I jog through Brighouse elementary park and noticed recently that a very large tree adjoining the park has been removed (along with the house demolition).

This tree was located on the very back corner of 6100 Alta Court and would in no way hinder any new construction.

Was this tree legally removed (and if so, why)? If removed illegally, any minor fine would no doubt favour the developer or

owner.

In Vancouver, the penalty for illegal tree removal varies from $500 to $10,000, but the value of the property can be impacted by 10 per cent (upwards of $300,000 in Dunbar) according to several news stories from last year (Vancouver Sun, CBC).

If similar rules apply, on a $1.5 million home in Richmond, this tree’s removal could be worth $150,000 to the developer/ owner.

What steps is city council considering to alleviate this wholesale destruction of our neighborhoods?

Anything less than 10 per cent of the valuation of the property would not begin to address the problem.

Give young renters a break Dear Editor, I enjoy and am usually behind (letter writer) Ray Arnold and what he says about Richmond.

The one thing I believe we are missing when we talk about the housing crisis is the fact we have young, hard-working 20-ish, or younger, milennials who can’t find affordable housing to rent.

Anything affordable (and I don’t believe in that word much) is run-down, dark and depressing. On top of that, landlords are often reluctant to rent to young people.

Some have reason, but I believe you should never judge anyone without knowing something about them.

People should not simply judge another based on how they dress or cut their hair.

For five years, my son has never missed a day of work and pays his rent and bills, but then he hasn’t enough for food. None of us can afford to buy homes, especially here, but we have put 25 years into living in this community and we all deserve more options than are available.

Dear Editor, Re: “S.O.S. to city hall,” Feature, Sept.

16. “Harder than rocket science,” Voices, Sept. 16. “Church group puts politicians to shame,” Letters, Sept. 21 It’s heartening to see the Richmond News increasing coverage of the homelessness and underhousing crisis in Richmond.

Ms. Edmonds’ Sept. 16 editorial, “Harder than rocket science,” was especially on target. Perhaps this coverage helped contribute to the city’s first step — providing space for the Friday lunch formerly offered at St. Alban’s now-closed drop-in centre.

The difficult reality of homelessness is, like it or not, part of the culture in our city, and it’s important that we see it not as an abstract issue but as a daily reality lived by many of our fellow Richmondites.

As an outreach volunteer and St. Alban Extreme Weather Shelter staff, I’ve been inspired to write a series of poems about our more vulnerable neighbours, and will be sharing them, along with photos by outreach worker Hugh Freiberg, at Saturday’s Culture Days event, “Poems in the Pavement.”

In his Sept. 21 letter, Eric Hanson speaks of the need for leadership in meeting the challenge of homelessness in Richmond.

The above event, Oct. 1 at 2:30 p.m. at Brighouse Library will include time for attendees to voice their thoughts and offer possible solutions, and I’m excited to see my fellow citizens lead with their ideas for helping to address this very real but solvable crisis.

Pioneers have played their part Dear Editor, Re: “If you didn’t walk, don’t talk,” Letters Aug. 12.

All the pioneers who have contributed so much to Richmond/Steveston development must have been offended by Gordon Kibble’s letter. We have walked the walk for many years!

Richmond has been my home for 88 years. I was born here in 1927 and I have always been involved in the development of our community. I have been a member of the South Arm Community Association, the Tram Society and the Richmond Archives.

These are a few of the organizations I have worked with to help in Richmond/Steveston development.

As a teenager, I worked at the canneries, the Phoenix and the Imperial, during the summer and certainly supported the efforts of the fishermen.

The Interurban Tram was also a vital part of my life in going to school and to Vancouver for shopping and entertainment.

As a member of the Tram Society, our intentions were to restore the tram, replace the tracks and have it running along the old route — from Garry Street to Granville Ave. alongside Burnette secondary, beside the Richmond work yard to the oval.

It could have transported tourists to the activities there. However, the city stepped in, took the tram and it now sits as a static display, rather than a working tram as the

sister tram is being used in Chilliwack.

The development of the condos along the dyke is a disgrace! The old Imperial Cannery site would also be a poor choice for a boardwalk. This land could be used for the expansion of the Steveston library and community centre.

The city’s decisions always seem to be in favour of more development, while the opinions of the general public are totally disregarded.

Have you had a good look at the destruction of the little post office park in Steveston?

I have tried to persuade Richmond city council to restore this little park to its original use as it was dedicated in 1988 — a small oasis of calm in the bustling village of Steveston, but my efforts have been in vain.

My working life was in Richmond, 10 years as a supervisor of our church kindergarten, then as a kindergarten teacher at Brighouse elementary for the remaining 16 years; retiring in 1985.

The city has retained very few momentoes of our history.

It is my hope that the current planning department will determine that there should be no more development by ONNI, and their efforts to build their boardwalk be discarded. However, I feel our efforts are like blowing against the wind and nothing will be done to prevent this.

ichmond’s Board of Education chair Debbie Tablotney insists trustees have yet to make up their minds as to how many elementary schools should close, in order to leverage funding from the Ministry of Education for seismic upgrades.

Questioning parents attended three special meetings this week at each of the schools recommended for closure — McKay, Dixon and Woodward.

“Trustees wanted to get the flavour of the school; learn what are the parents’ concerns; if the school is closed, can the concerns be mitigated?” said Tablotney.

She said it’s possible for trustees to vote against one or all of the recommended closures, at a public meeting on Oct. 17. But without closures, trustees face the possibility of having the ministry tell them the district isn’t operating efficiently enough to receive upgrades.

“The repercussion is it won’t be enough for the ministry,” said Tablotney.

What is and isn’t efficient remains open to interpretation. Last year, when the district began its facilities review, Tablotney said it was told to reach 95 per cent utilization rate, meaning it had to consolidate space.

Now, “flip-flopping” has occurred on the part of the ministry, and the 95 per cent target is a guideline, said Tablotney.

Nevertheless, “the capital document is very clear that we have to consolidate space ... and run schools efficiently,” said Tablotney.

tions for programs and sports teams in larger schools, however smaller schools also provide benefits.

Although, “there is a point at which a school does get too small,” said Tablotney. For example, Woodward elementary has only about 130 students, with a capacity for 245.

On Monday, Woodward PAC member Gina Mahil and about 50 people attended the special meeting. They raised concerns about having their children cross railway tracks to get to Kidd elementary.

Parents became emotional, said Mahil.

“You can’t just pick something up and move it,” she said.

Parents offered solutions, such as moving French and international students in, from outside the catchment.

Questions as to what happnes to the school building and land remain unanswered, said Mahil.

On Tuesday, at Dixon — a French school with about 375 students, but only about 100 who are in-catchment (living nearby) — roughly 250 people attended an emotional meeting. There are concerns students will have too long of a walk or be split up into adjacent schools.

Wednesday saw trustees attend McKay, where about 80 people turned out to ask more questions. One teacher asked why McKay was closing and students were being sent to Grauer, which is rated worse for seismic safety.

Secretary treasurer Mark de Mello said seismic ratings can be misleading as the difference between an H1 (high risk) and H2 (moderate risk) rating can be nominal. Rebuilding Grauer was a top priority, he added.

The district has long requested seismic upgrades, but has been continuously denied by the province, said Tablotney.

n the first Saturday of every month, we donate all our revenue to the Liver Foundation,” says Ariel, one of the three ‘Coffee Moms’ who created the Appleseed Children’s Playhouse at Lansdowne Centre.

Opened in the Summer of 2016, the Playhouse is the only membership-based edu-playground in the Lower Mainland. Ariel and her partners, Cindy and Ellen, operate Appleseed with a child-centred learning approach. Offering custom built play structures and educational programs designed by educators at Appleseed, they seek to foster the 5 aspects of development – creative, music, movement, growth, social and emotional abilities in children.

The involvement with the Liver Foundation came about through a personal contact with Ariel. She also volunteers actively as a Board of Director at the Canadian Liver Foundation to give back to our community.

“We’re very keen to create awareness that liver disease does not just affect adults,” Ariel explains. “Some babies are born with it, and some children can develop the disease.”

Every month, the Appleseed Children’s Playhouse organizes a special theme for the children and donates the revenue for that day to the Liver Foundation.

“In September, we explored light and sound,” Ariel says. “The kids learned how to make a sound with a lime, or a potato or a glass of water. In October we’re going to be emphasizing

the importance of recycling with arts and crafts using recycled materials donated by the parents.”

The funds generated by the Appleseed Children’s Playhouse go to support the Liver Foundation’s research with a focus on children with liver disease.

teveston-Richmond East MP Joe Peschisolido has been named in lawsuits filed by three Chinese immigrant investors, who allege he allowed money submitted to him in a legal trust to be wrongfully taken by a Vancouver immigration consultant accused of a $6.9 million fraud scheme.

Paul Oei was accused of the fraud on Monday by the B.C. Securities Commission.

The substance of the allegations against Peschisolido and his firm predate his election to Parliament in 2015.

Oei and his wife, Loretta Lai, who are clients of Peschisolido’s Richmond law firm, are active in federal and provincial Liberal fundraising circles. Oei and Peschisolido have been photographed together at multiple political events and fundraisers.

The Commission has accused Oei of using a number of companies to “perpetrate a fraudulent scheme” to bilk investors. The agency alleges investors who kicked in a total of $13.3 million were told they would become shareholders in a Fraser Valley recycling plant, but that $6.9 million was diverted for Oei’s personal spending including expenses for Canadian Manu, an immigration and financial planning company run by Oei and also named in the scheme.

None of the allegations in the lawsuits nor the B.C. Securities Commission accusations have been tested in court.

The lawsuits claim Peschisolido, as a lawyer, is responsible because funds meant to be transferred from his firm’s legal trust to recycling plant investments went to Oei’s personal use instead.

From page 7 “Peschisolido owed a duty to the plaintiff to guard against the trust account being used as the tool of an unscrupulous client and to guard against the trust account being used for a fraudulent purpose,” alleged Chinese citizen Yicheng Jiang, in one case.

And a claim from a plaintiff named Bao Xi Yang alleges: “The scheme of Oei and Lai and acting through Canadian Manu Immigration and Cascade was fraudulent, and would not have succeeded but for the assistance they received from Peschisolido and (Peschisolido’s law firm) … who received and disbursed Mr. Yang’s funds to Canadian Manu Immigration, well knowing that there had been no instruction to do so and that no shares or interest had been issued or conveyed.”

In an interview Wednesday, Peschisolido said that it is common for law firms to be targeted in litigation, and that he could not comment on any of the allegations made in legal filings. Peschisolido said the security commission allegations against Oei do not involve him, and he can’t comment.

He said that he would not disclose whether he has a relationship with Oei and Lai outside of his firm’s busi-

ness.

“They were not my clients, they were the firm’s clients, and the courts will do what the courts do,” Peschisolido said.

Common themes and allegations in these lawsuits are that Oei and his wife told Chinese investors the B.C. government fully supported the recycling plant projects the couple was raising money for, and that by investing in the projects they would be able to obtain Canadian resident status through B.C.’s provincial nominee program.

Elections records show that Oei and Lai have donated $8,477 to the federal Liberal party since 2014.

Postmedia asked whether Oei has donated funds directly to Peschisolido, or his riding association.

“I don’t know, but I believe the party is looking into that, but I don’t believe so,” Peschisolido said.

Peschisolido did not deny that he has been seen and photographed with Oei at multiple political and charity fundraisers.

“Absolutely, I meet with folks all the time,” Peschisolido said. “If you have said there are pictures of me with Mr. Oei, obviously I’ve taken a picture with Mr. Oei. I take pictures with a whole lot of folks at fundraisers, at community events, at breakfasts. That is what MPs do.”

ext week is Mental Illness Awareness Week across the country and in Richmond a whole host of events are planned.

The highlight of the week, for some, will be the screening of the acclaimed documentary Autism in Love, which, as the title suggests, surrounds the real-life stories of four people with autism as they pursue and manage romantic relationships.

Marion Smith — who sits on Vancouver Coastal Health (Richmond)’s Family Advisory Committee for mental illness and substance use — said the film was chosen as it was the “right film at the right time.”

“People with autism present themselves differently and when someone acts differently, other people tend to stay away from that,” said Smith, who is also a volunteer on the mental health film night committee.

“So, the more we understand about autism and mental illness, the less stigma there will be and the more likelihood there is of people seeking help.”

Smith said the film studies and portrays the different ways in which autism affects the lives of four people, illustrating the different levels of autism and also how people can still be very successful in their lives.

“I think people will come away from the film with hope for the ones involved and for others with autism,” said Smith, adding that the documentary, being screened on Wednesday, Oct. 5 at Richmond Hospital, does have some coarse and sexual language and is suitable for secondary school ages and up.

“As well as work, though, it affects the home, every walk of life. If someone gets a bout of mental illness, the hope is that, if there’s more awareness, they feel they can talk about it, get help and get back to their lives.

“But because of the stigma, so many people don’t say anything. I refer to them as the ‘walking wounded

“There is a high percentage of people in workplaces suffering from mental illness from time to time,” she said.

he first ever OktoberfeSteveston was a resounding success, according to organizers, with plans in the works to make the street party an annual event.

One of the event’s founders, Davood Khatami, estimated more than 2,000 people took part in OktoberfeSteveston in the village on Saturday during its 11 hours.

This one-of-a-kind concert by Opera Mariposa will include a selection of work performed by a group of multi award-winning sopranos — many with unique ties to Richmond.

Bring on the season of layers blogger, wrote an article back in 2012 on how to layer bulbs in pots using a method that the Dutch call a bulb lasagne!

The largest and latest flowering bulbs would go in to the deepest part of the pot, then layering the smallest and early bulbs on top.

The first layer would be planted about 11-12 inches deep, then are covered with a couple inches of compost. Then plant the next layer. Make sure that the bulbs do not touch each other or the sides of the pot.

Every year, my husband and I plant bulbs in all of our garden beds. It is so magnificent to see such a colourful display return year after year following the gloomy days of winter.

This year, we are planting red and white tulip bulbs which will bloom mid-spring next year, just in time to celebrate Canada’s

Head-shaving ‘connected’ daughter to late mom Alan Campbell

f I was crying, it wasn’t about my head being shaved; it was about the impact the night had and seeing all this support in the room.”

Bobby Brar is still getting used to looking in the mirror and realizing all her hair is gone, after a fundraising head-shave at Legends Pub last weekend saw her raise around $7,000 for children’s charity Wigs for Kids BC, CIBC Run for the Cure and the Richmond Hospital Foundation.

As well as raising funds for charity, hairdresser Brar and her brother, Paul, organized the event to mark the 10th anniversary of their mom, Rajinder, losing her battle with breast cancer.

“I’m still not used to my reflection; but it is saving me a lot of time in the

morning,” Bobby joked to the Richmond News.

“I felt empowered (right after the shave). I was surprised how I looked and people couldn’t believe how much I looked like my mom. Paul said the same.

“My mom brought a lot of people together in her life and when I looked around the room, I realized I had managed to do that, as well, so it was very emotional. It made me feel very connected to her.”

Around $1,900 of the $7,000 raised at Saturday’s event came solely from the live auction for the haircut.

“That $1,900, as well as my hair, is going to Wigs for Kids BC,” said Bobby.

“There wasn’t a donation less than $120 and it went up to $300. It was amazing.

“The rest of the money is getting split between the Richmond Hospital Foundation, where there’s an account in our mom’s name, and the CIBC Run for the Cure in Vancouver.”

Bobby said she didn’t, at first, realize that she’d managed to sell all 130 tickets for the fundraiser that packed out Legends, on Blundell and Garden City roads, as well as 4,000, 50/50s tickets (which her sister won before putting all the winnings back into the pot).

“I’ll be honest, I was so focused on the haircut and collecting donations that I barely looked up,” Bobby said.

“When it came to the time of the haircut and auction though, I did look up and, while Paul and (Legends owner) Glen were electrifying the crowd, I could see the place was full and how much love there was in the room. It was very powerful.”

Something I have been dying to do year after year is to plant bulbs right into my lawn! This fall my plan comes into fruition! This technique of planting tons of bulbs informally through your lawn, under a tree, in a meadow or field is called ‘naturalizing’.

Naturalizing masses of bulbs means planting in such a way that they look like they grew there naturally.

The trick to planting flower bulbs in my lawn means that they will have to finish blooming before the lawn needs to be mowed, thus my choice of early spring crocuses.

From all my reading of this technique, it is better if you stay with a limited palette.

I am choosing a couple of shades of purples. Remember, in nature, single plants spread and form masses.

There are many types of bulbs with different blooming periods that you can choose from. Check with your local garden centre.

riginally conceived as an investment home, as the client started working with the design/ build team, she fell in love with the blend of traditional Feng Shui design with modern day energy efficiencies, and realized she wanted to live in this house.

Steve Kemp, of Kemp Construction said, “We met the client at the Home and Design Show about 3 years ago.” She was looking for property to build on, had a serious commitment to energy efficiency, and had many different areas of the city in mind.”

It had been used in other municipalities, but was new to Richmond. We spent considerable time with their inspection department to work through all the various approvals and then final inspection.”

The end result was worth. The Ovation Award winning home is designated Platinum Built Green, with the envelope being a key component of that designation. And the client is thrilled with the energy and efficiency of the home.

Throughout the process, they built a very strong working relationship with the client. At the end of the build she hosted a lunch for all the team and trades with a roast pig as the centrepiece.

ast Wednesday afternoon, I approached the door of what, from the outside, appeared to be a typical Richmond home.

I set down my suitcase and knocked. Behind me, a young couple, perhaps of Caribbean ethnicity, approached me and told me they were checking in, as well.

“Oh, great! Lancing House, right? Where are you guys from?” I asked.

“We’re from Richmond,” replied the young lady, perhaps 19 years of age.

That’s a bit odd, I thought, them being locals and what not.

But then I considered the myriad of reasons one checks into a hotel.

I turned around as a man then opened the door. He showed all three of us to an open room next to the foyer where he had a desk with a few binders and a wireless debit machine on it.

He told me his name was David, when I asked, and I sat down to “check-in.”

“Your credit card, no complete,” said David, a middle-aged man.

I thought that, too, to be odd, considering my mobile banking app had showed the charge on the prior day, when I booked Lancing House on Booking.com.

I handed David my card and he proceeded to process the payment of $49 for one night, a $10 cleaning fee, plus tax. As it turned out, I was double charged.

David then asked for my identification. I asked why. “City hall. City hall double check everything,” said David.

That’s odd, not to mention not true, I thought (city hall would say no such thing).

Regardless, I showed him my ID and we were off to room 201.

I was formally checked in at Lancing House, a home operating — without any permits or licences — as an illegal hotel, with a rather odd hostel-like feel to it — the entire world, it seemed, would appear beneath this roof.

There are 17 licensed bed and breakfasts, according to the city. These operate on a commercial scale but have been regulated with licences and permits, for health and safety purposes, since 2010. Bed and breakfast operators must also live in the house and they’re limited to six guests, using up to three bedrooms, at a time.

Lancing House, as it was advertised, is just one of the many illegal commercial-scale operations in Richmond.

The house, in fact, has a long history of businesses operating from within it. On other occasions, it has been suspected by neighbours as being used as a “birthing hotel” for Chinese nationals who allegedly use Richmond Hospital to gain Canadian citizenship, via jus soli, for their newborn babies.

Late in the afternoon I sat in the upstairs loft and accessed the WiFi network, using log-in information taped to a wall.

Downstairs in the “check-in” room was a lady, I assumed to be David’s wife or business partner, watching Chinese soap operas.

I was hoping to watch TV, as advertised, but no such luck.

Over the next few hours, she would help check people in and out, clean the beds and tidy the kitchen between shows.

Eventually, at around 8:30 p.m., she left in a Jaguar coupe, leaving the TV room unoccupied. n

Once checked in, I counted 18 other people staying in the house — people from all walks of life, it seemed.

As I cooked a grilled cheese sandwich in the kitchen and spoke to the Germans about their cross-Canada travels, I met Mohamed, a Saudi Arabian man who said he, his wife and two young children were staying at the home in order to study English in Vancouver for two months.

Mohamed proceeded to speak to me candidly about the political instability in the Middle East and how he loved Canada.

I asked him why he was staying at Lancing House. He said he couldn’t find anything more affordable.

We spoke about Vancouver’s housing crisis.

“Rich people want to live here. So, this is good weather, good nature, multi-cultural and good security.

“I asked him today if it was his own house he has for rent, and he said, no, and he has five houses for rent. I hope I understand him correct, but he said one is in Victoria,” said Carmen.

“He said we can also go to another house (in Richmond) if we want,” she added.

Notably, by comparing contact phone numbers, I identified at least one other house, on Blundell Road, that is connected to Lancing House.

There are dozens of Richmond homes listed on Booking. com and hundreds on AirBnB.com. Many may very well be legal listings.

It was time for another cigarette for the Germans, so I stepped outside with them to chat. Behind us, a door opened from another room and two young Chinese women stuck their heads out and, without saying anything, quickly shut the

I gathered from Starchuk and the other guests that, during the week, there were also guests believed to be from California, Oregon and Russia.

“This is not what a neighbourhood is meant to be. I can understand a basement suite rented out, but I don’t get this mentality where a house is a hotel,” said Starchuk, via telephone. Starchuk is of the opinion Richmond’s bylaw enforcement and inspections department is understaffed to deal with the increased volume of investigations.

“Our enforcement is largely based on complaints,” said Townsend.

“If there needs to be an adjustment, that will be something that’s put forth to council to consider,” he said.

Townsend said the existing bylaws address various neighbourhood concerns, such as fire code regulations, noise, traffic and crime prevention.

Free market cannot reign supreme: Coun. Chak Au

Coun. Chak Au has raised the matter with city staff and called on them to review their bylaws and inform city council about the growing concerns.

Au said there are many reasons the city is seeing an uptick in online listings for unregulated bed and breakfasts and short-term rentals. He said Richmond’s hotel vacancy rate is low; notably, according to Tourism Richmond, Richmond has had — for the past two years — the highest occupancy rate for hotels. Ergo, Au said rooms are more expensive, making cheaper stays via Booking.com or Airbnb.com appealing.

Furthermore, people are in need of additional income to pay for their housing, said Au. “All this is acceptable if and only if they comply with the rules and regulations.

“They have to comply with fire regulations and all sorts of requirements we put on them,” said Au. Should the regulations or zoning in residential areas change to better accommodate short term rentals? I asked.

“I’m not against having more bed and breakfasts in our

“I swear I can’t move a stick without a permit, but people can open an Airbnb?” asked Stone Hedge B&B owner Brian Cooper, who added that city council has been slow on the trigger in addressing their concerns. Now, illegal online listings are in the hundreds in Richmond.

“Every neighbour has a right to say, ‘Hey, I didn’t buy my house to have 10 people coming and going out of yours.’” said Cooper.

“I’m in a residential neighbourhood. People don’t want these places to become a parking lot,” he said.

Cooper has also raised concerns about food safety, as well as insurance coverage for both owner and renter.

Licensing could help affordability

Cooper wants short-term rentals licensed under the city’s bed and breakfast program.

This week, the City of Vancouver proposed to license shortterm rental operations, such as at Airbnb.com, and allowing only those where the homeowner is living in the home to continue operating.

Richmond has similar bylaws in place, but it doesn’t have a licensing procedure.

Vancouver is said to be addressing the matter in part because of its low vacancy rate. The new regulations are aimed at discouraging housing stock from being used only by tourists and non-residents.

“Certainly, Airbnb could impact on affordability and vacancy rates,” said Townsend.

Cooper believes the growth of short-term rentals is affecting affordability in a city with a vacancy rate of 0.3 per cent, per Metro Vancouver estimates.

A stone’s throw from his bed and breakfast is the nowclosed Kilgour elementary school. Around the corner from Lancing House is McKay elementary school, which is presently on a short-list for closure by the Board of Education.

And while there are many other factors that have led to empty homes, or homes without children, in Richmond neighbourhoods, having ones dedicated to tourists and non-residents isn’t helping matters.

“My daughter is renting an apartment for $1,500. It should be more like $1,000. You can’t tell me (short-term rentals) aren’t gutting the rental base,” said Cooper.

Quake warning system goes global Makers of ShakeAlarm to use their experience monitoring the Massey Tunnel in marketing plan

Richmond’s White Water West, one of the world’s largest designers and manufacturers of water slides, has had a trio of its creations sweep the top three awards as best new rides for 2016.

The recognition provided at the Golden Ticket Awards is voted on by peers and named The MASSIV at Schlitterbahn Galveston Island, in Galveston Island, Texas as the best new ride. Called a water coaster, and billed as the world’s tallest at nearly 82 feet, it runs a length of 926 feet and uses water jets to blast inner tube riders along its uphill sections. In second place was Blackbeard’s Revenge at Carowinds Carolina Harbor Waterpark in Charlotte, North Carolina.

And in third place was Tropical Plunge at Soak City Waterpark in Kings Island, Ohio.

“When a quake is virtually on top of you like that, there’s not much you can do, yet we still had a 10-second warning,” WeirJones said.

In other circumstances, depending on how far away the epicentre is, ShakeAlarm can give a warning of around 90 seconds. That’s been key for its customers, which Weir-Jones said includes Fortune 500 companies, plus nuclear power plants across North America.

For those customers, ShakeAlarm can be used to automatically shut down electrical connections, as well as gas and water lines using electromagnetic valves.

“Most of the damage from an earthquake can be attributed to fire and flooding that follows. So, we are helping customers mitigate the risk by shutting things down before the shaking starts.”

With Tuesday’s announcement, the two firms are hoping to bring ShakeAlarm to a wider audience, including regular homeowners. SGS was brought on board to handle the large, technical installations, such as chemical plants, airports and docks.

The average cost for a home-based system is around $9,500.

“We have built three generations of that initial technology used at the Massey Tunnel and now we’ve got a platform that can be deployed and managed by general folks, not technical people or engineers, in a wide variety of applications including homes, businesses, apartment and industry,” Weir-Jones said, adding the tunnel’s track record will feature prominently in their pitch to potential customers.

“It’s good because it’s a pubic system. And since it has been installed, it’s protected an estimated quarter of a billion users,” WeirJones said.

switching the number of lanes heading in one direction from two to three through the four-lane tunnel.

The lights would switch from green to red at the entrances to the tunnel, then remain green inside to direct traffic to exit, WeirJones said.

Initially, the system was designed to incorporate the counterflow’s lane barriers, but that idea was not used due to liability concerns.

Since ShakeAlarm was installed at the tunnel in 2007, it has not issued a warning.

“Not once in nine years,” Weir-Jones said, adding that shows how accurate the system has been in monitoring the magnitude of earthquakes without issuing a false alarm.

“We have captured a number of events during that time, but none of them have been significant enough to shut down the tunnel,” he said.

The most recent example was the quake that shook many Lower Mainland residents late last year.

On Dec. 29, 2015, a 4.8 magnitude earthquake hit just 19 km north east of Victoria.

That put its epicentre roughly 61 km from the tunnel — very close by geological standards, Weir-Jones said.

Vancouver company is using its record of providing an earthquake warning system at the George Massey Tunnel since 2007 to help market its equipment globally.

In an announcement on Tuesday (Sept.

27), Weir-Jones Engineering Ltd. said it has joined up with Mississauga, Ontariobased SGS Canada Inc. to begin selling ShakeAlarm systems to commercial and private property owners.

The technology can provide up to a 90-second warning of a pending earthquake by determining the magnitude before it hits.

“The Massey Tunnel is a unique platform, in that it was built long before seismic codes were an issue,” said Andrew Weir-Jones, operations manager at the Weir-Jones Group.

“So, the concern was if there was a large seismic event, the tunnel would collapse.”

Using sensors buried into areas at either end of the tunnel, ShakeAlert can detect the two different waves earthquakes generate.

The first, called a P wave is fast-moving and non-damaging that, according to Weir-Jones, the equipment can analyze in less than 200 milliseconds.

If it determines the strength of the P wave is sufficient enough for the following S wave, or shear wave, to do damage to the structure ShakeAlarm is monitoring, the device sends out a warning. And in the case of the Massey Tunnel,that would trigger a change to the red and green counterflow system’s overhead directional lights which ushers traffic daily during the morning and evening rush hours,

he Jewish New Year, known as Rosh Hashanah in Hebrew and literally translated as the head of the year, begins Sunday night. Families in Richmond’s Jewish community are planning traditional meals for Sunday and Monday nights in which fresh apples and honey will be prominent.

The apples signify a round, whole year while the honey symbolizes the hoped-for sweetness of the year to come.

At Garden City Bakery, the kosher bakery at Blundell and Garden City roads, orders are piling up for round challahs, a sweet bread traditionally braided but shaped in a circle for the Jewish New Year. As the New Year meals begin, Jewish families dip apple wedges in honey and recite a prayer in which they express their wishes for a sweet new year.

Elul is a month of preparation for Rosh Hashanah and Yom Kippur, the Jewish Day of Atonement, and together these are the holiest days on the Jewish calendar.

“Our halls are filled with students’ artwork about the New Year, and the classrooms are filled with songs and prayers as students prepare for the Jewish calendar year 5777,” he said.

“In class, they are learning about the meaning, laws and customs of the High Holidays, and about ways to make positive changes for the New Year ahead.”

The 22-year-old defenceman from Richmond had a goal and two assists in the Vancouver Canucks 5-3 pre-season win over the Edmonton Oilers on Wednesday night. Stecher is battling for a roster spot after signing with his hometown NHL team as a free agent last spring, following an outstanding collegiate career at the University of North Dakota.

Devils loaded with hometown talent T

he Richmond Devils have an international flavour to their schedule as they get set to open the South Coast Women’s Hockey League regular season on Saturday night.

The Kamloops Vibe visit the Richmond Ice Centre’s Igloo rink at 7:15 p.m. as the Devils’ embark on a 28-game journey towards next March’s provincial championships.

The locals will step aside from their SCWHL duties on Oct. 18 to host Team China at the RIC. The game is part of 10-day stay in B.C. for the Chinese national team as it builds towards hosting the 2022 Winter Olympic Games in Beijing. China is currently ranked 16th in the world.

“I know it’s a game the girls are really looking forward to,” said Devils head coach Tony Cheema.

“They get to see how they can compete against the big girls — a team that is in the world rankings.

A couple of our players have had a

chance to play over there and say they like to play fast hockey.”

The Devils are coming off another solid campaign that saw them finish third in the eight-team circuit with a 15-6-7 record They eventually bowed out in the provincial quarter-finals after a 2-1 loss to the fourth place Fraser Valley Jets.

Only two teams were better at keeping the puck out of their net than Richmond. A deep and talented blueline, along with solid goaltending, allowed the Devils to compete with anyone in the province’s top women’s league.

Goals, however, were harder to come by. The locals ranked sixth in offensive production and managed just four goals in as many games at the provincials.

The attack should feature more firepower with the addition of 29-year-old Ottawa native Lindsay Dipietro, who ranks among the top all-time scorers at Wayne State University. She led the Ravens in pre-season scoring and should join returnees Nicole Lim and Alex Yallouz as the team’s top goal scorers.

That makes it a whopping 15 Richmond Girls Ice Hockey alumni in the program — exactly what John and Pat Korenic envisioned when they founded the team seven years ago as a destination for local graduat-

ing players.

Sander will share the goaltending work with Victoria native Reggin Eraut, while Chau and Mikulcik provide more depth up front.

“All three have looked good” added Cheema. “It’s not an easy jump coming to this level with girls from Major Midget and other schools as well. “The speed is up and it’s a more intense game but

Major Midget Canadians look to rebound Mark Booth

It was an encouraging opening weekend performance by a team looking to return to the upper echelon of the B.C. Major Midget Hockey League.

The Greater Vancouver Canadians are coming off a subpar season by their standards that saw them scrape into the playoffs with a 14-20-6 record then get dominated in a quarter-final series sweep by eventual champion Valley West Hawks.

Seven players have returned and seem determined to get the Canadians back to their winning ways.

They battled perennial powerhouse Vancouver Northwest Giants to a 3-3 tie on Saturday night in North Vancouver, then saw a comeback fall short the next morning at the Richmond Olympic Oval in a 5-4 defeat.
