n Wednesday’s front page, we had a story about the fact only four of the nearly 2,000 government-sponsored Syrian refugees have settled in Richmond because of the high cost of housing.

On page three, we had a story about a protest outside of MLA Teresa Wat’s office regarding, in part, free bus passes for people with disabilities being replaced with cash.

What struck me in both stories were the numbers. A refugee family of four is given $750/month for housing. My son is currently going to school in Victoria. It’s costing him $750/month to rent one room in a shared house — and it’s no mansion. We tried hard to find something cheaper, but couldn’t.

Regarding the bus pass, the real story is the fact those with disabilities are expected to live on $986/month, and that’s up from $906 plus a $45 bus pass. In Alberta, disabilty benefits are about $1,588 — just for some context.

Those who are able, can earn an additional $9,600/year without deductions to their assistance, but many with disabilities are not capable of any kind of paid employment.

It’s hard to understand how we justify these numbers to ourselves. How is it we think it’s okay to saddle a person who is already struggling with a second, even more debilitating, disability — poverty. How is it we let ourselves believe a refugee family of four will find adaquate housing for $750/month?

Perhaps we do it by focusing on how much our own taxes would increase if we brought refugees, or the disabled, up to a livable standard. Maybe it’s by thinking that “these people” are somehow different than us; they don’t really need the things we need. Maybe it’s by thinking they somehow brought this on themselves and are lucky to be gifted anything. Or maybe (and I think this is the most likely) it’s simply by not thinking, not allowing ourselves to actually imagine the day-to-day reality of living with so little.

Awhile back, a Surrey MLA took the challenge of living on welfare for one month in an effort to bring awareness to that reality. It made for an interesting story, but that was more than four years ago now. Not much has changed — other than the fact he lost his seat in the following election.

I actually believe most people have a heart and would think it unfair that those born with severe physical or mental limitations, or those whose lives have already been shattered by war, should also be sentenced to a life of poverty. But when it comes to making any significant change, we seem paralyzed.

We either lack the imagination to walk in another’s shoes, or the intellect to draw connections between our choices and the level of support we offer the vulnerable.

In this regard, we show our greatest disability.

Your front page story on Wednesday outlines the fact that the Immigrant Services Society cannot find affordable accommodations or offers of same for Syrian refugees, even though this city is filled with thousands of livable but unoccupied houses owned by off-shore investors.

It’s awfully hard to demonstrate the supposed humanitarian and compassionate characteristics of Canadian society when we no longer own many of the resources that would allow us to do so. The comparisons between the number of refugees who have been able to settle in Richmond as opposed to other cities is an indication of how truly disfunctional our community has become and they should be a point of embarrassment and shame for our mayor and city council.

Empathy and compassion seem to take a distant back seat in a community that so delineated by greed and the accumulation of wealth.

Mr. Kargut seeks to have all meetings in English, even when there are no observers present. This is completely unrealistic and would ignore the identity of this community. The council remains a group that speaks Mandarin as its first language, which reflects the group of owners and the multiculturalism of Canada.

Effective communication is important to ensure mutual respect and allow all parties to understand. The council has shown itself committed to that belief by providing a translator. Moreover, the council is willing to hear any owners’ issues or problems. However, stratas are run as a democracy and one owner cannot dictate how things are governed.

The council has been patient and has attempted to address numerous issues, but it is unfair and unreasonable to communicate falsehoods to the media.

The flip side of the CPP plan we’re supposed to like An article published earlier this week in the Financial Post examines our Provincial Government’s choice to consult with businesses and the public before adopting the new CPP agreement, reached last June. The Federal Government needs our province’s ratification of the agreement given constitutional requirements.

Two points arise from the article. First, full benefits under the agreement arise in about 50 years, though CPP contributions rise much earlier. It is an agreement designed for people a lot younger than current CPP recipients. The agreement does not help existing seniors in poverty. Second, small business owners are quoted in the well written article saying that the added contributions are crushing and may cause the closing of some businesses or staff reductions in others.

In my view, this agreement was reached too quickly and lacked consultation with the public. Also, though statistics seem to suggest that many seniors are in good financial shape, there are plenty who are not.

The CPP investment board has done an excellent job in increasing the value of the CPP over the last 10 years and so we need more investigation to find a way to increase CPP benefits to those pensioners who really need it!

After his 30 or so-strong group had protested outside a tribute concert held in Richmond, commemorating the 40th anniversary of the death of former Chinese Communist leader Chairman Mao, Louis Huang was still shaking his head about the event even taking place.

Huang’s Alliance of the Guard of Canadian Values — made up of Chinese immigrants with a goal to “spread and embrace Canadian values to immigrant Chinese communities”

— made their voices heard and presence felt last Saturday outside Stage One Academy on Minoru Boulevard, where the concert was being co-hosted by several Vancouver-based ethnic Chinese organizations.

Despite all being Chinese-born, Huang and his group consider an event celebrating the life of Mao — a controversial figure, credited by his supporters for revolutionizing China in the mid-20th century and likened by critics to Adolf Hitler — to be “wholly unacceptable” and “completely inappropriate” for a place such as Canada.

“Even in China, we have never heard of this and for Chinese-Canadians to be celebrating this is very strange,” said Huang, who claimed the Richmond celebration was the only one of its kind in the world and that similar events, planned in Melbourne and Sydney in Australia, were cancelled due to the outcry from ethnic Chinese communities.

“Mao is the biggest tyrant in human history.

More than 80 million Chinese people died of persecution during his 27 years of reign in China.

“We believe that any kind of memorial event for the praise of Mao is inappropriate.

The ideology of Mao is completely opposite to our Canadian values.”

tion and a song that hails Mao as China’s saviour.

In an interview with the Chinese language newspaper Sing Tao, the event’s organizer confirmed that the song was, indeed, sung.

Huang said his 60-strong member alliance — which is based in Surrey, but is active all across the Lower Mainland and Western Canada —believes that when people immigrate to another country, they need to respect the culture they now live in.

“It’s not right. My grandmother, who is 103, was forced into one of Mao’s labour camps,” said Huang, who immigrated from Shanghai in 2002. “There are so many horrible stories from this time.”

Huang said the president of the event’s lead organizer, Zhao Kuan Shi, of the Canada Huafeng Artists Association, stayed inside during the alliance’s protest.

“We did ask to speak to him at the end, but he left through a back door,” added Huang,

noting that two alliance members were given access to the event, as long as they didn’t disrupt the concert, which had an estimated 70 to 80 people inside.

When the Richmond News tried to contact Zhao Kuan Shi, a man answering to that name said he didn’t speak English.

Mao was the founding father of the People’s Republic of China and ruled as Chairman of the Communist Party of China from its establishment in 1949, until his death in 1976.

Supporters credit him with driving imperialism out of China, modernising the nation and building it into a world power.

In contrast, critics consider him a dictator — comparable to Hitler — who severely damaged traditional Chinese culture, as well as a perpetrator of systematic human rights abuses who was responsible for an estimated 40 to 70 million deaths through starvation, forced labour and executions.

“There are very few locations where we could have additional liquor stores or additional liquor stores in grocery stores,” under the revised bylaw, said Carli Edwards, Richmond’s manager of customer service and licensing.

The new bylaw, adopted Tuesday, will separate full liquor stores in Richmond by at least one kilometre.

However, wine stores will have no such restrictions, putting the city’s bylaw in line with new provincial regulations.

In July, at a council meeting, only Coun.

“I don’t think wine stores should have any special considerations,” said Steves.

“When I was a student, the drink to get drunk on was Herb Capozzi’s Calona red. You went to the liquor store, got a gallon and got really drunk as hell.

So don’t tell me wine is any different from liquor,” chuckled Steves, a graduate of the University of B.C.’s education program in 1961.

At a public hearing Tuesday, Steves let the amendments pass, stating, upon reconsideration, the changes were not significant.

Council had previously heard from small liquor store owners, who expressed concerns about increased competition.

As a result, council also amended its bylaw to only allow wine stores in grocery stores that are larger than 25,000 square-feet.

Effectively, this means only 10 existing grocery stores in Richmond may add B.C. wines to their shelves: Real Canadian Superstore, Pricesmart Foods, T&T Supermarket (Oval Village), City Market, China World Supermarket, both Save On Foods stores and all three Safeway locations.

“Staff are of the opinion that the requirement for a larger minimum floor area ensures that wine sales are limited to larger, community service centres and larger commercial areas,” noted Edwards in a report to council.

liquor sales in the future, the location will be required to go through a full rezoning process.”

This will effectively prohibit new liquor stores from opening in grocery stores because the application would have to comply with the one-kilometre rule; the grocer could, however, purchase the liquor sales licence from an existing nearby liquor store operator (including government operators).

Notably, it will remain city policy to buffer schools and parks from liquor stores by a distance of 500 metres.

government has justified allowing sales of B.C. wines in grocery stores to improve convenience for shoppers.

Furthermore, limiting the sales to B.C. wine is seen as a compromise that won’t allow grocery stores to compete with full liquor stores.

In July, councillors had debated the merits of adding more consumer choices.

“Maybe we should slow down a bit and look at the social costs,” said Coun.

Rooftop stand-off leads to double arrest Family escorted from home as police moved in Alan Campbell

A

tense, early morning, three-hour standoff between police and a suspect trapped on a roof, ended safely with a double arrest.

The incident happened around 1 a.m. last Thursday, Sept. 1, after a sharp-eyed neighbour in the 7,000 block of Afton Drive, near Francis and Gilbert roads, spotted someone trying to break into a nearby residence.

After being told by the neighbour that the homeowners were not around at the time, Mounties from Richmond RCMP’s Alpha Watch responded.

Multiple officers arrived within minutes and quickly set up a containment perimeter around the home in question.

According to the RCMP, one of the suspects, a 34-year old woman, surrendered quickly and was arrested by awaiting officers.

A second suspect then allegedly attempted to escape police custody by climbing out of a second storey window and onto the roof.

From there, it’s believed he jumped onto the roof of an adjacent home, before heavilyarmed Mounties evacuated and escorted a family from that home, including two small children.

he City of Richmond is now fully engaged in dealing with the realities of a planned jet fuel terminal on the South Arm of the Fraser River, near Riverport.

In a report to city council this week, city engineers outlined numerous issues to be raised when the Vancouver Airport Fuel Facilities Corporation (VAFFC) — a consortium of national and multinational airlines — applies to the Oil and Gas Commission for permits to construct and operate a new jet fuel storage facility and pipeline from Riverport to Sea Island.

The issues are also to be raised in a recent amendment application by VAFFC to the B.C. Environmental Assessment Office (EAO) that seeks to expand the size of the pipeline by 36 per cent.

The city has previously stated it opposes the development of the jet fuel delivery and storage facility and the pipeline, which is planned to mostly run adjacent to Highway 99, then below Bridgeport Road, and across Moray Channel to its airport destination.

The staff report indicates the city continues to be faced with issues related to apparent inadequate consultation procedures.

The city wants VAFFC to fulfill a verbal commitment that would see VAFFC give it detailed information related to the pipeline permits, prior to the application, in order for it to comment in a “reasonable” amount of time. The city had previously asked the commission for an extension to review the permit but was denied, as the law had no such provisions.

“Staff recommend requesting the city be provided this information and given reasonable time to review and comment prior to (an) Oil and Gas Commission decision regarding the permit application,” noted the report.

The city has also taken issue with the tight consultation time lines for the “harmonized” environmental review by the EAO. Staff have also expressed concerns about the pipeline’s impact to farmland along Highway 99, as well as Richmond Nature Park’s bog ecosystem.

to reiterate to VAFFC that council wants assurances that the terminal — which can store up to 80 million litres of fuel with provisions to expand to more than 100 million litres — and pipeline be limited to supplying jet fuel to Vancouver International Airport only, and not be used to procure fuel for sale elsewhere.

Staff are also advocating for the pipeline to be placed under Bridgeport Road, and not elsewhere, to run westward to the airport, from the highway; VAFFC is proposing two other options in its amendment.

The overall project was approved by the provincial government in December, 2013.

Critics have charged it will threaten the river’s ecosystem as Panamax tankers ply the narrow waters with toxic cargo.

VAFFC contends the terminal is necessary to eliminate fuel truck deliveries to the airport from Washington State. Another factor is the ability to import cheaper overseas fuel.

Other concerns, such as the overall impact of increased greenhouse gas emissions and the potential risk to the fishery, have fallen outside the scope of the EAO as a full federal review of the project was not required by law.

VAFFC has stated the bigger pipeline (from 30 cm to 35 cm in diameter) will not mean more fuel is pumped through it. Rather, the increased pipe volume will allow for fuel to travel more safely, under less pressure.

The city has repeatedly expressed concerns over the terminal’s fire suppression capabilities.

chools from Langley to Bowen Island are now free to apply for funding for science and technology projects backed by Chevron’s Fuel Your School promotion.

The promotion has been expanded from five school districts to 11 and aims to distribute at least $565,000, according to Chevron’s public affairs officer Adrian Byrne.

There appears to be a powerful appetite for the program, run by the Canadian charity My Class Needs. More than 150 applications from B.C. were received in just two hours when the online application site went live Tuesday morning, said My Class Needs CEO Amy Coupal.

“We see requests for robotics, for live

specimens, fish-hatching kits, specialized equipment and 3D printers,” she said.

But Vancouver school board chairman Mike Lombardi warned principals to ensure they are complying with the school district’s corporate sponsorship policy should they elect to apply for funds.

“As far as I know, no Vancouver school has applied and the district is not participating in the program,” said Lombardi. “We allow our schools to be fairly autonomous, but they have to comply with policy.”

Donations to Vancouver schools must come with no strings attached, he said.

“We happily take donations from any agency as long as they don’t expect anything in return, such as advertising,” said Lombardi.

Protest planned for hearing Graeme Wood

report to Richmond city council from city hall’s transportation department has outlined a number of concerns being raised by local transportation planners about the George Massey Tunnel Replacement Project.

The report comes ahead of a public open house this coming Tuesday, hosted by the B.C. Environmental Assessment Office (EAO), at the Sandman Hotel on St.Edwards Drive, which will outline information pertaining to the 10-lane bridge and the Province of B.C.’s application for an environmental assessment certificate. That open house will be the stage for a protest by the grassroots group Fraser Voices, between 4-6 p.m.

“We are going to be there at [the EAO] open houses saying NO to their 10-lane boondoggle and YES to investments in better transit, school earthquake upgrades, and more,” stated the group on the Fraser Voices Facebook page. The open otherwise house runs from 2 - 8 p.m.

The city’s report made clear that “there are significant gaps in the assessment of the impacts of the project, omissions of technical analysis as well as unsubstantiated claims of predicted project benefits.”

Director of Transportation Victor Wei suggested the Ministry of Transportation has tunnel vision when it comes to the new bridge. He said the province is failing to see the bridge as part of a whole transportation system.

“They just see the Highway 99 corridor. They don’t seem to care about anything else,” said Wei. Even still, Wei notes the project doesn’t address congestion at the Oak Street Bridge, a concern long-raised

by Mayor Malcolm Brodie.

“It’s another example of the lack of thought that’s going into parts of this project,” said Brodie.

As it stands, traffic jams may very well back onto the bridge, at the off-ramps, should more traffic pass over it. Wei said the Ministry of Transportation has given varying forecasts of traffic for the new bridge. The report states the higher traffic volumes of 115,000 vehicles per day by 2045 are used to justify the need for a new bridge.

Meanwhile the tolled bridge can only expect to see about 84,000 vehicles per day.

Court asked to set precedent in fentanyl case Jane Seyd

Crown prosecutor is asking a Richmond judge to impose a lengthy 18-year jail sentence on a high-level North Vancouver fentanyl dealer to send a message to those contributing to the dangerous overdose epidemic that has killed hundreds of people in B.C. Walter James McCormick, 51, is being sentenced after pleading guilty Aug. 29 to five charges including four charges of possessing drugs, including fentanyl, for the purpose of trafficking in Richmond, Langley and North Vancouver and one charge of trafficking fentanyl in North Vancouver.

McCormick was arrested Feb. 17, 2015 in one of the Lower Mainland’s first major fentanyl trafficking busts that followed a lengthy undercover police investigation under the name “Project Tainted.”

According to details of the case described by the prosecutor in court, when police raided McCormick’s North Vancouver home at 2681 Poplynn Dr., along with his car and Main Street storage locker, they turned up 30,000 fentanyl pills with a street value of $945,000 — along with cocaine, methamphetamine, marijuana and Alprazolam (benzodiazepine) pills worth about another $1 million.

After he was arrested, McCormick was released on $100,000 bail.

He was re-arrested and charged with more drug offences at the end of June 2016 after staff at the Sandman Inn in Richmond called police in May to report trouble, evicting him from his hotel room. Police seized 18 kilograms of vacuum-packed marijuana, two kg of cocaine, 1,000 fentanyl pills, more than 4,000 Alprazolam pills and a money counter from his car and hotel room. McCormick has been in custody since June 27.

Prosecutor Oren Bick said outside Richmond Provincial Court as one of the first cases of fentanyl dealing to go before a judge, he’s hoping for a stiff sentence.

Because fentanyl, a powerful synthetic opioid, is so much stronger and more dangerous than other drugs, Bick said dealing it should net a harsher sentence.

“I’m asking the judge to treat fentanyl as more serious than heroin and go above the usual cocaine and heroin sentencing range,” he said following adjournment of McCormick’s sentencing hearing Wednesday.

“There are no fentanyl precedents in B.C. at this high level,” Bick said. “I’m asking the judge to forge new ground and stake out at least a first case in high-level fentanyl decision.”

Bick is asking the judge for a 10-year sentence for McCormick’s role as a top-level supplier in dealing fentanyl and other drugs from a North Vancouver base in early 2015, and a further eight years for his role in dealing drugs, including fentanyl, in Richmond, while out on bail in May 2016.

But McCormick’s defence lawyer, Lawrence Myers, said outside court that handing his client a lengthy jail sentence and making an example of him won’t solve the fentanyl crisis.

“We have to refrain from the lynch mob mentality that if we hang Mr. McCormick out to dry, that will solve the problem.

We’ve been dealing with drugs for 40 years — here and in the United States and all over the world — and the problem is worse,” he said.

Myers said that while he doesn’t minimize the current fentanyl crisis, it’s already been proven in American courts that handing out harsh sentences for drug offences doesn’t fix the problem. “It’s expensive and it doesn’t act as a deterrent,” he said. Myers will be asking the judge for an eight-year sentence on all of the charges McCormick has pleaded guilty to.

Urgent issue focus of Kwantlen event W ater, water, nowhere, and not a drop to drink — unless we make big changes.

That’s the theme of a next World Speaker Series event at Kwantlen Polytechnic University’s (KPU) Richmond campus, when Dr. Ross Pink will speak.

Recently back from a lecture tour in Asia on water rights and climate change, Pink, Kwantlen’s political science instructor, has, according to the university, some “urgent information to share” about the paramount human rights challenge of the 21st century: access to clean water.

“Already, 800 million global citizens have no clean water source,” said Pink.

“By 2050, that number will reach two billion.”

Pink is the guest speaker at the next instalment of the popular KPU-Science World Speaker Series on Sept. 15 at KPU Richmond.

His topic, Water Rights and Scarcity: A 21st Century Challenge, will explore the issues of climate change, drought, flooding and water-borne disease.

Pink will highlight these issues as they face Asia and India with examples and innovative scenarios for change.

will become so in North America,” said Pink.

Pink notes that Arctic ice is expected to disappear by 2070.

In addition, major flooding is anticipated in coastal cities, such as Richmond, Los Angeles, Shanghai and Manila by, 2050.

Meanwhile, chronic and increasing drought will send food prices skyrocketing and render food insecurity for more than 1.5 billion people.

Of the 9.4 billion people who are expected by 2050, approximately two billion will be without access to clean, safe water sources, leading to politi-

cal upheaval, severe social and economic crises, and a projected global climate refugee population of 400 million.

But there is hope, said Pink. His presentation will also cover potential solutions to the impending water shortage; namely, rainwater harvesting, desalinization and cloud seeding.

Water Rights and Scarcity: A 21st Century Challenge takes place on Thursday, Sept. 15 at 7 p.m. at KPU Richmond, 8771 Lansdowne Rd. The event is free but registration is requested.

f you’ve never heard of a “cross-pollination pasture,” then you’re about to in Richmond.

As part of the TD bank’s annual TD Tree Days — whereby the bank mobilizes customers and their family and friends to plant trees and shrubs all over the country — around 90 volunteers will plant 164 trees and 318 shrubs at Terra Nova Rural Park on Oct. 1.

The plan is to create the aforementioned pasture in a bid to attract as many local bees back to the area as possible.

“We’re hoping to create this pasture with year-round flowering trees and shrubs to bring back the native pollinators,” said TD’s Lansdowne branch manager Tricia Whitwham, who will help with the planting on TD

Trees Day. “There’s a resident beekeeper at Terra Nova, so hopefully, over time, this may help with that.”

Whitwham said the plan is to plant a wide array of tree species and shrubs to facilitate the year-round blossoms.

Trees such as western red cedar, Pacific crab apple, cherry, hazelnut and cascara are on the menu, along with shrubs such as honeysuckle, rose and sevenberry, all of which should flower at different times of the year.

This year is the seventh TD Tree Days event, with more than 50,000 trees being planted across Canada in 2015.

This year, KPU instructor Dr. John Yang will teach the first students eligible to study in China.

Yang initially practised Western medicine in China but turned his focus to traditional Chinese medicine and eventually got a PhD in the field at Guangzhou University of Chinese Medicine. He immigrated to Canada 27 years ago and started teaching acupuncture at a private school 15 years ago.

He describes TCM as a “totally different thinking and mindset.”

For instance, acupuncturists believe in what’s described as body meridians, or energy channels.

“So, registered acupuncturists have the ability to identify which energy channel and at what location vital energy is blocked or deficient, so they can then insert a very

small needle in the skin and, using a technique, manipulate to open up that invisible meridian channel and let the disrupted situation return to a normal, dynamic position,” explained Yang.

Yang also said acupuncture is gaining the support of the public. But he said in the Western world, mainstream medical authorities don’t provide much funding for TCM research.

“This doesn’t reflect the truth of this profession,” said Yang.

Some may still believe there’s a placebo effect to TCM, Yang admitted, but this still doesn’t explain the healing results most people experience, he noted.

KPU Faculty of Health associate dean Dr. Jean Nicolson-Church, a registered nurse, said medical literature does support TCM. “Certainly in our nursing programs we embrace the alternative and complimentary types of medicine,” said Nicolson-Church.

TCM regulations becoming more robust From page 16 Health and ethical standards are increasingly becoming more robust, given the industry’s relative infancy.

KPU acupuncture graduates will be regulated by the College of Traditional Chinese Medicine Practitioners and Acupuncturists of B.C. (CTCMA), which formed in 1999.

CTCMA began licensing practitioners in 2003.

Wu, a doctor of TCM (well-educated practitioners can be labelled doctors but not necessarily hold a PhD or medical degree), said it is important for anyone seeking out

TCM as a therapy to ensure that a practitioner is licensed by the college.

“The first thing you need to do is check if someone has a licence.

Second, ask how many years they have experience,” said Wu. “It’s very dangerous (if they are not licensed) because they are not under standards. The needles, you don’t know if they’re clean or not,” said Wu, whose business is checked annually by the self-regulating college. Additionally, Wu must comply with a continued education program annually to keep abreast of

changes to professional standards and practices.

He said the regime can actually result in better TCM treatment here in B.C. than in China.

“I think TCM here is better than in China. In China, in one clinic, my father will have more than 20 patients in one morning. But here, there’s not that many patients. I have more focus on them. Normally, I will give them 45 minutes. In China it’s just 20 minutes and they get out,” said Wu. CTCMA registrar Dr. Mary Watterson said people can check if a practitioner is licensed at the website CTCMA.bc.ca.

“They should contact us immediately if the person treating them is not registered,” she said.

This issue came to light most recently in Richmond when, in June, the B.C. Supreme Court issued permanent injunctions against tenants Jhan Jhan Lee and Wai Cheong Chik running an underground TCM clinic out of their Richmond home.

The investigation on Colville Road revealed thousands of acupuncture needles and hypodermic syringes and thousands of clinical records dating back to 2004.

“These two individuals are examples of the imposters that prey on the public, providing cheap unregulated health care to vulnerable unwell people,” stated Watterson at the time.

The investigation was sparked by an anonymous complaint that the clinic was operating. CTCMA investigators reported more than 140 vehicles coming and going over a three-day span.

The College receives around 22 complaints each year, which is on a par with other similar sized colleges, said Watterson.

Another aspect of TCM that requires regulation is the importation and use of traditional Chinese medicine ingredients from plants and animals, which are touted to

provide numerous benefits from pain relief, increased fertility and cures for common illnesses, such as colds and flus. Such non-medicinal products are regulated by Health Canada.

Meanwhile, the Wild Animal and Plant Protection and Regulation of International and Interprovincial Trade Act (WAPPRIITA) governs Canada’s commitments to the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES).

WAPPRIITA bans the trade of certain products that may be used in TCM. There are some rare cases of TCM practitioners being found guilty of illegal imports. Last year, for instance, Carbo Herbal Supplies Inc. was found guilty of illegally importing turtle shells.

Provincial conservation laws also restrict trade in products that may be used in TCM, such as bear bile.

In March, Coquitlam acupuncturist Yunhee (Sarah) Kim was fined $22,400 for trafficking in bear gallbladders.

According to CBC News, Kim was forced to disclose her conviction to CTCMA. The website presently shows her as an active practitioner, but does not indicate her legal history.

The Transitional Care Unit works with patients to optimize their physical and cognitive functioning to facilitate a successful and safe transfer home following the patient’s stay in the hospital. Patients who require this “activation” have often had serious medical illnesses or surgeries where the amount of time in hospital has led to a decline in physical and cognitive functioning.

Richmond’s Integrated Hospice and Palliative Care program provides holistic, quality of life care for people living with a life-limiting illness and their families. The focus is on providing comprehensive care, such as pain and symptom management, in addition to treatments appropriate to the illness. The palliative care team works in partnership with patients, families and caregivers to best understand the physical, emotional, social, cultural and spiritual care needs of the individual and to make the experience within the healthcare system as relevant and meaningful as possible.

Mental health is a vital component of our overall health and wellbeing. Vancouver Coastal Health – Richmond provides a broad range of mental health and substance use programs to Richmond residents spanning infant, child and youth, adult and older adult populations.

Services include hospital and community-based programs for individuals and families in crisis, as well as those requiring short or longer-term treatment and support.

In addition to the provision of direct care, VCH-Richmond Mental Health and Substance Use Services provides funding to a number of agencies who contribute to mental health and well-being in the Richmond community through services.

Comforting. Engaging. Enlivening.

Therapeutic. Beyond sheer entertainment, music has a tremendous capability to heal the physical and mental health of patients. Music therapists at Richmond Hospital use music in a variety of ways including improving cognitive skills such as memory, or providing comfort during times of great distress to help with feelings of fear, anxiety or grief in areas such as palliative care. Music can also aid in rehabilitation to become more active and improve physical strength through participation in musical activities.

Patients with severe infections, invasive surgeries, or who experience cognitive impairment often require more time to recover to improve or maintain physical and/or mental functioning and achieve optimal health.

September is Richmond Hospital Foundation’s Community Cares Month, a month-long fundraising promotion that reaches into our community like no other event in Richmond. With multiple fundraising events and promotion in English, Cantonese and Mandarin, Community Cares Month unites members of our diverse community for a common cause – to donate to improve patient care at Richmond Hospital.

uide Ben Church squats down in Melbourne’s lavish Royal Botanic Gardens (RGB) to perform a ceremony to welcome visitors, both to the gardens themselves and to the lands of the Bunurong people, its traditional custodians.

The gardens were established in 1846 and display more than 10,000 plant species from around the globe on 38 hectares, making this among the best botanic gardens in the world.

The RBG also has an extensive collection of native Australian flora, which Church uses to take visitors far back in time, to long before European contact.

Play walks the beat with pioneering police women Philip Raphael

hink the job of a female police officer patrolling the mean streets of the Downtown Eastside of Vancouver is a tough task today?

Think of what it was like for the force’s first female officers back in 1912.

That’s the era playwright Sally Stubbs, Richmond’s 2015 Writer in Residence, transports her audience to during the production of And Bella Sang With Us which is part of this year’s Vancouver Fringe Festival.

“I really had no idea they were the first female police officers, and I love history,” Stubbs said. “Plus, as an educator, it’s important for me to try and make things specific and interesting having watched what often happens in classes with young people and history. It’s something that excites me and I thought it would be a wonderful topic to explore because the very first (female) police officers in North America were, apparently, in Portland (Oregon) in 1908.”

Stubbs said she was actually researching information about another play when she came across the pair and she gleaned as much information as possible from the Vancouver Police Museum about them.

“I was told to take a lot of what was written about them with a grain of salt because there is so little on this subject,” Stubbs said, adding the duo was originally brought into the force to deal with female “morality issues.”

“There was a real push from the some of the Christian missions and women’s groups to make this happen and get them hired,” Stubbs said. “It’s a play about the time, 1912, and these issues that are still relevant today in the Downtown, Chinatown area where these women had their beat.

“So much has changed, but quite a lot remains the same. There was, back then, a lot of bias against women,” she said. “They didn’t make nearly as much money as the male police officers and it sounds like, from the little I had to go on, that there was inequitable treatment on the job. They wanted the women to work on the desks, filing and that kind of thing. That’s one of the aspects this play deals with, looking at two women who came in and really wanted to be cops and do what the men did.”

The title, And Bella Sang With Us, refers to a female officer with the Calgary Police who used her singing voice to quell the violent intentions of a woman she had to watch over in a police cell without the insurance of any weapons.

Vancouver’s Harris and Miller were not equipped with anything, either, and did not even have a uniform, leaving them to rely on

guile and bravery to work through situations like the officer in Calgary, who spent two hours of her watch singing to the cell inmate.

“That seemed like a really unusual tactic for policing, which maybe came out of the terror of a small woman, that a man might not think of,” Stubbs said. “For me, that was a jumping off point for my story.”

s I watch politics get a stranglehold on civilization and flip the world topsy-turvy, I like to imagine how much simpler the present — the now — was for someone living in the first millennium.

A thousand years ago, when not obsessing about daily dangers, an AngloSaxon with a horticultural bent might have thought about Britain as the hazelnut north.

He might also have been aware that somewhere far to the south was the land of the foreign nut.

The idea of associating ourselves with what grows around us is appealing and seems more respectful of the planet Earth than identifying with a political party or figurehead.

Latin and the Germanic tongues had words for nut that ultimately go back to the same Proto-IndoEuropean root, “kneu.”

“Nux” was what the ancient Romans called it. The Germanic tribes, such as the Anglo-Saxons, knew it as “hnutu.”

The hazelnut is the fruit of the hazel tree, and the Old English word for it was “hæselhnutu.”

When the ancient Romans spoke of “nux” (“noce” in modern Italian) they were referring to the walnut, which then grew primarily in southern Europe and Asia.

They dismissed the hazelnut as the little nut, “nuceola” (“nocciola” in modern Italian).

Although the Romans, who established camps in northern Europe, are likely to have brought walnuts with them, the walnut tree is not recorded as growing in Britain before the 16th century.

The walnut stayed the foreign nut in many other northern Europe languages: “Walnuss” in German, “walnoot” in Dutch, “valnøtt” in Norwegian, and so forth.

At the time the Germanic Anglo-Saxons invaded Britain in the 5th century, the island was already inhabited by people known as the Celts.

Nonetheless, to the conquering Anglo-Saxons the Celt was deemed a “Wealh,” a foreigner, and “wealh” is the word at the basis of the place names Wales and Cornwall.

It’s also the origin of Walloon (the people of southern Belgium and their dialect) and the family names Wallace and Walsh.

Eventually, the English used the adjective Welsh to convey the sense of inferior or substitute: a Welsh pearl was a fake pearl; Welsh rabbit, or rarebit has nothing to do with rabbit — it refers to a dish of toasted bread covered with a melted cheese sauce; a Welsh cricket was a louse; and a Welshman’s hug was an itch.

Also the word nut slid down into the derogatory.

In the 19th century, nut became equated with head, leading to such phrases as to be off your nut.

By the early 20th century, nut was used to describe someone who was eccentric, a screwball.

ext time you trek to Tofino to catch a glimpse of Justin Trudeau surfing, make sure you explore Canada’s version of Tuscany, the Cowichan Valley.

After the Okanagan, Vancouver Island is B.C.’s second-largest wine region.

And the Cowichan Valley is my first choice in exploring the Island’s more than 20-something wineries that offer a different style of wine than the Okanagan.

Unlike the Okanagan, all of the wineries are boutique and usually familyowned. While the smallest Okanagan vineyards are 50 acres, most Vancouver Island wineries are no more than eight or nine acres.

The climate of the Cowichan Valley favours a more limited range of grapes that will ripen enough to make good wine. Because of the climate and soil, Island wines tend to have more acid and minerality than wines from the OK. As a result, you will enjoy them much more with food than by themselves.

Blue Grouse Estate Winery, just 15 minutes south of Duncan, has some of the oldest vineyards, but is one of the newest and architecturally innovative wineries and tasting rooms. I recently toured the winery and vineyards with Terry Trapnell, vineyard manager.

Of the whites I tasted, I was most

Tuscan surprise on Island

he year is a special one for the Steveston Historical Society (SHS), as it marks 40 years of work to preserve and promote the heritage of Steveston.

To celebrate its anniversary, the SHS is hosting a formal gala dinner at Britannia Shipyards National Historic Site on Sept. 24.

The society will be honouring groups, associations and individuals who have helped promote, protect and preserve the history of Steveston.

A food social and ceremonial, the evening will feature a three-course Coast Salish feast with First Nation storytelling and performances.

“In the next few years the Steveston Historical Society intends to highlight First Nations history and culture in the village — we will be pursuing projects that increase the visibility of these important stories,” said Loren Slye, chair of Steveston Historical Society.

The SHS had its start from the Steveston Community Society’s History Committee and was officially incorporated on Dec. 7, 1976.

“The society was born out of an intention to restore the building that now houses the Steveston Museum and Post Office,” said Coun. Harold Steves, one of the founding members of the society.

“We gave the Steveston Post Office a permanent home in the Steveston Museum as a way to serve the community and to draw people into the building.”

The Steveston Museum and Post Office has long been “the heart” of the society.

The building, built in 1905, served first as a Great Northern Bank (predecessor to the Royal Bank of Canada), later as a doctor’s office in 1963, and then was purchased (along with the adjacent lot) by the City of Richmond in 1977.

The SHS undertook its restoration and the Steveston Museum officially opened in December 1979.

In recent years, the SHS celebrated the 125th Anniversary of the Steveston Post Office and embarked on projects that promote Japanese-Canadian history in Steveston.

“The village you see today is the result of enormous effort, dedication and sacrifice from a multitude of people, organizations, and societies,” added Sarah Glen, the society’s executive director.

“We are doing our best to continue this legacy by pursuing historic initiatives that engage the community and inform the public about the unique history of the village.”

he Hugh Boyd Trojans are getting the rare opportunity in B.C. High School Football to hit the reset button and try again.

A promising 2015 campaign was nearly over before it started when Grade 12 three-way standout Tyler Moxin was lost for the season with a torn ACL. It took away the Trojans starting quarterback, safety, along with a punter and field goal kicker who had Team B.C. experience.

His potential replacement then had a change of heart and transferred back to his former school.

Boyd scraped through the season with limited numbers and a very thin playbook before falling by 23-points to eventual champion Carson Graham in the opening round of the playoffs.

Bill and Bruce Haddow, remarkably now in their fourth decade of coaching, knew they had an outstanding interior line returning, along with potential game breakers in running back Reace Mok and receiver Robbie Conroy. They just needed somehow to find a quarterback to lead the way.

That’s when they learned their program was about to get a huge

boost.

With his potential dream season shattered, Moxin faced surgery and extensive rehabilitation. It was enough to side track his studies as well, to the point where he still needs some courses to graduate.

Since he never stepped onto the field last season, the eligibility process was a non-issue. Boyd is suddenly an instant darkhorse in the provincial “AA” landscape.

“He is a game changer. If getting Tyler back is an early Christmas present, then last year (his injury) took Christmas away from us,” said Bill Haddow. “We were struggling from the get go even though we had some damn good football players.

“You just never know how much one player can make a difference.

We lost our last league game to Langley (14-0) on that Friday night at home and they went on to the semi-finals. I’m convinced with a full-speed Moxin, we beat them.

He just makes plays. The whole season would have been different.”

Moxin will be under center when the Trojans open their pre-season schedule today at Earl Marriott.

It will continue next Friday when South Kamloops visits for a rare 2 p.m. start, giving the entire school a chance to celebrate the start of the season.

The Trojans will have their work cut out for them after re-alignment placed them in a much tougher conference that includes Vancouver Island powerhouses John Barsby and Ballenas, along with

expected contenders Seaquam and Windsor.

“I actually prefer that,” continued Haddow, whose team will make two trips to Vancouver Island this season, with Nanaimo also in the conference. “It challenges you every week which is what you want.

Lineman Kyle Lambert, Dylan Roach, Nikos Lazarakis and Arun Sandhu are all three-year starting Grade 12s who are expected to dominate the trenches and open big holes for the running game led by Mok. If teams are going to stack the box, then Moxin will go to work through the air with Conroy expected to be his No. 1 target. The coaching staff also likes the potential of speedster Zac Jackson, who won the city 100 metres senior boys title last

spring in his Grade 10 year. “(Conroy) is just a real tough one-one match-up for anyone,” added Haddow. “He is a big and an aggressive athlete with great hands and speed. He also plays with a chip on his shoulder. A guy like Zach, we need to find him space at let him go.”

Number wise, the program is healthy as it has been in recent years with a 30-player roster. That includes some Grade 10s that will also be playing community ball this fall. The Trojans have a partnership with the Richmond Raiders that sees coaches working and promoting both programs.

In turn, Boyd is no longer fielding a junior team. A Grade 8 spring season will continue to operate.

June nakamoto passed away quietly on august 27, 2016 at the age of 87. she was born in Vancouver in 1929, the youngest of 5 children. she obtained a Masters in nursing and dedicated herself to advocating for health care in Vancouver. she is predeceased by her sisters Mary and edie and many beloved friends and survived by her brother art, sister-in-law Dorothy, sister amy and many nieces and nephews.
