I

t’s Canada Day. That means at this very moment I’m decked out in red and white, either wandering through the Steveston Salmon Festival or, if it’s past five, drinking a strawberry daiquiri on a balcony with friends.

I love a party, especially a big public one like this that celebrates the best of this beautiful country. So, yes, I’m as happy as any patriot to wave a flag on our day of national pride.

That said, we’re living in strange times — times when fervent nationalism is enough to make one a bit queasy. Maybe it’s that Britian-for-the-British sentiment that fueled some to vote in favour of Brexit and break away from the European Union; or maybe it’s the anti-immigrant, nationalist parties gaining strength in Europe; maybe it’s Donald Trump’s pledge to build a wall to keep out Mexicans and his questioning of a judge’s ability to do his job because of his nationality.

Whatever it is, it’s giving me pause. It may be silly to equate a cheerful Canada Day parade with national xenophobia. And, indeed, one of the highlights of any Canada Day celebration is the swearing-in ceremony, where many recent immigrants are welcomed into the fold.

But it’s also a mistake to think national fervor and anti-immigrant attitudes can’t take hold anywhere, and, given that’s the case, we’d be wise to look at what fans the flames.

While I believe it’s a mistake to break up the EU, it can’t be denied that the EU has also made some mistakes that have contributed to, for some, a desire to leave. Even many of those on the remain side agree the EU needs reform, that Brussels is out of touch and its institutions have become more powerful than the governments that formed them. There is a lesson in all this that has nothing to do with racism and anti-immigration, rather it’s about the balance between larger interests and local autonomy/global markets and neighbourhood integrity.

And that brings me back to Richmond.

Although worlds away, we’re not so different.

Our debate over mega homes, foreign ownership and “recent” versus “long-time” residents is often laced with thinly veiled racism.

However, it also reflects valid concerns about community development, private versus public rights, and a diminishing middle class. The important thing is to pick the right enemy.

New immigrants (and the concept of a united Europe, for that matter) are not it.

So, it’s not just the red-and-white I intend to cheer at today’s parade, but also the purple and yellow lotus dancers, as well as the red and black Japanese drummers. And my flag?

Rainbow.

That’s the Canada I celebrate.

attentivness and speed. As can be seen in the accompanying picture (above), the driver had to be extracted from his car after they used the jaws of life to cut the car. I would estimate he hit the truck at a speed of at least 80 k/hr. No skidmarks, and the more than 400-pound tamper on the back of the truck was almost 20 feet away from the truck.

I can’t quite come to grips with the fact that, rather than check out the situation and do some enforcement, I was told to contact another authority.

It seems that the RCMP is overloaded, or they are not diligent enough to pursue a complaint that could save people from injury or even death.

I would guess the average speed people drive at along this stretch is closer to 80 km/ hr than the posted 50 km/hr.

As a note, I observed another driver flying past as many cars as possible, once the road had finally been cleared of the accident. I guess there is just no fixing stupid.

A son of the patient applied to be Committee, while a sister also sought to be Committee. In an interesting twist, the brother argued that, although his sister opposed his being Committee, she actually had to file a Petition if she also sought Committeeship.

The Court agreed (I had not seen this before in case law). The Court reviewed the evidence, and then held that the son was the appropriate person to be Committee. The Court expressed some concern that the sister with her husband had taken their mother from her care facility and sought to have her sign legal documents.

In my opinion, the Court was right in its decision of who should be Committee. I am not sure, however, that an opposing applicant ought to have to file a Petition with supporting documents.

The cost of the proceedings rises, and I believe sufficient information can be provided to the Court by way of affidavits. Nonetheless, the requirement is not overwhelming.

Butt out fire risks

Dear Editor, A fire broke out on the West Dyke near Terra Nova this afternoon. I had ridden past the very spot only a few minutes earlier, with no sign of trouble.

Returning a few minutes later, there was a raging inferno that had already reached the trees.

Luckily, another cyclist had already reported it, and a fire truck arrived minutes later. However, this fire, like the majority of others, could have been avoided through simple consideration for the environment and the health and safety of people, property, animals, and our wild spaces.

So many times, I see cigarette butts carelessly tossed onto tinder-dry grass. The field directly outside my building is a case in point. During a single block-long walk, I counted more than 16 cigarette butts before I gave up counting. Some of these butts weren’t even ground out, simply dropped.

When are people going to get it? The devastation of Fort McMurray and so many other fires were almost certainly caused by people.

Isn’t it time the fines for dropping cigarette butts were made substantially higher than for simple littering?

There’s really no excuse anymore.

Overcrowded schools ahead?

Dear Editor, Hmm. Let’s think this school closure through. If the district is at less than 95 per cent full, schools will be closed.

So, when a school is closed and the students must be transferred to a

new school that is open.

But to what conditions? All remaining schools that escaped closure are naturally going to operate closer to capacity.

Now, the kids have to walk, or be driven, a farther distance only to be stuffed

into a portable because their “new” school is now overcrowded.

What’s the contingency plan then?

More Band-Aid solutions?

Re-open the closed schools?

ayor Malcolm Brodie appeared doubtful a home vacancy tax would work in Richmond but said he will monitor the progress of a pitch made by his Vancouver counterpart, Gregor Robertson, to address empty residences.

Robertson has asked the provincial government’s Ministry of Finance for special taxation measures to mitigate the effects of empty homes driving down the vacancy rate in a city already feeling the pinch of unprecedented housing unaffordability.

Brodie said he didn’t think empty homes in Richmond are as much of a problem as they are perceived to be in Vancouver.

“I don’t have data. My perception is, in terms of various combinations of observations, we have less of an issue than Vancouver. But that’s just simply my opinion on it,” said Brodie.

Still, he acknowledged empty homes are a problem, and Richmond should look at any possible solutions.

Robertson has proposed a new tax on homes that sit empty. The idea is to incentivize real estate speculators to rent their properties, thus increasing housing supply.

In terms of rental vacancy rates, Richmond is presently faring worse than Vancouver.

Recent figures reported out of Vancouver City Hall indicate a rental vacancy rate of 0.6 per cent. Last week, Coun. Bill McNulty, who sits on Metro Vancouver’s housing board, stated Richmond’s rate is 0.3 per cent.

Brodie said he has “reservations” about the bureaucratic mechanisms available to determine what is and isn’t an empty home.

Vancouver commissioned a study on empty homes in March. Using electricity usage data from 2014, the study determined about 4.8 per cent of all residences are vacant (one per cent of detached homes and 12.5 per cent of condos). The study, however, didn’t qualify a home as vacant if it had some usage, at least five times a month, or if it was used for just one or two months in the summer. It also excluded homes with disconnected utilities.

Given the study’s limitations, Brodie said it would be difficult to determine what is and isn’t a vacant home.

“I just don’t see how it’s going to work,” he

said. “It’s difficult to control this overheated market without having unintended consequences,” he added.

Vancouver staff have suggested a complaint-oriented honour system, starting with asking homeowners to provide a driver’s licence and/or rental agreement with their address on it.

The City of Richmond has not investigated vacant home data. Rather, the percieved problem has been left up to anecdotal stories of “ghost neighbourhoods,” such as those chronicled by community activist Kerry Starchuk on Facebook’s Richmond’s Changing Neighbourhoods.

“Many of our neighbourhoods are saddled with a growing number of houses that are vacant and unattended,” Starchuk told the News.

Coun. Carol Day is more bullish on the idea of a vacant home tax than Brodie, having proposed it during the 2014 municipal election.

Although Day said resident-driven complaints could create “havoc,” a person accused of vacating a property could be asked to provide receipts of local purchases.

“I’d much rather see foreign investment controls from a provincial or federal level, because that’s where the mess starts in the first place,” added Day. Whether Richmond could impose such a tax remains to be seen. Vancouver may be able to do so, but only via the Vancouver Charter, a municipal constitution specific to that city. For Richmond to do the same, changes to the Community Charter — which governs all B.C. municipalities — may be required, said Brodie.

“It’s too early to say. That may make a real difference.”

ne thing was unanimous at a city council planning committee meeting last week: The provincial and federal governments need to enter the game to house people affordably.

But exactly what municipal politicians should be advocating for differed among councillors.

“The smart thing to do is to deal with [housing affordability] at the provincial and federal level by dealing with foreign investment” in real estate, Coun. Carol Day told the Richmond News, following the meeting in which planners presented an overview of Richmond’s Affordable Housing Strategy.

But manipulating the free market may harm many recent purchasers of homes, noted Coun. Derek Dang.

“It’s troubling for young people — who I’m concerned about — who have managed to buy properties, probably with mortgages they can’t afford. Once we start to do something artificially to hurt the economy, you’re going to hurt young people,” said Dang.

“Be careful what you wish for. Affordable becomes real unaffordable for a lot of people,” if restrictions are put in place, added Dang.

The reply from senior management was no. Rather, the city has taken the approach of advocating for renewed involvement in subsidized co-op housing.

Coun. Harold Steves chimed in, stating: “We know they are not going to legislate lower prices because that would outrage everyone who owns a house. We know they aren’t going to deal with immigration, and there may be bans to what you can own from offshore, but those are pretty minor.”

Steves told the News that politicians, to date, have feared speaking to restrictions on foreign ownership out of fears of charges of racism (many of which have originated from the development community).

Meanwhile, Coun. Chak Au told the News he supports governmentimposed restrictions to “cool down” the influx of foreign money, along with a suite of other supply mechanisms, to curb rising property values.

Economics academics from the University of B.C. and Simon Fraser University are largely unified in calling for not only housing supply initiatives, but also restrictions on demand, namely foreign investment, to reduce housing costs, which have reached about $1,500 for a one-bedroom rental in

Richmond, according to Coun. Bill McNulty.

At the meeting, McNulty called housing costs in Metro Vancouver “diabolical.”

In the time it took to produce the staff report, from March to May 31, benchmark prices for detached homes rose 19.9 per cent, to $1.64 million (more than any other city in Metro Vancouver). Townhouses rose 11.6 per cent, to $685,400.

The province and federal government are agonizing over what to do and one thing would be to bring back co-op housing.

Dang’s fears of mortgage foreclosures are being publicly debated amongst investors, regardless of restrictions, with some shorting the housing market while others insisting there is no bubble.

McNulty and Steves harkened back to the 1970s when federallyfunded co-ops were being built in Richmond.

“The province and federal government are agonizing over what to do and one thing would be to bring back co-op housing,” said Steves.

Richmond has 2,513 non-market co-op units that were built several decades ago. By 2020, 1,543 of those mortgages will expire, leaving the units without government funding. The city stated in its report that while the federal government recently invested $537 million to provide maintenance on co-ops, no funding for new units has been announced. In Richmond, 641 households are on a seven-yearlong waiting list for subsidized housing.

Over the next 10 years, Metro Vancouver has identified Richmond as needing 3,200 new rental units (1,300 for “very” low-income households) and 10,800 market units. Last year, Richmond set a record for development permits but added zero purpose-built rental units.

Over the past nine years, Richmond has added 894 affordable housing units and 477 subsidized rental units through development.

It was able to do so, in part, by charging fees during rezoning. Last year, the city upped its rezoning fees by as much as 100 per cent, something Coun. Alexa Loo has questioned as counterintuitive to affordable home ownership.

development now pays $4 per square foot to the affordable housing fund, which then pays for future subsidized housing developments.

Those development charges have largely been expended, however, with recent developments for seniors (Kiwanis towers) and vulnerable citizens (Storeys complex).

Presently, the city requires developers to include five per cent of all units in an 80-plus unit development to be under a permanent housing agreement for low-income families. McNulty has said in the past that figure should be 15 per cent. The staff review is expected to see a recommendation on that percentage, as well as the unit threshold, by the end of the year.

Another aspect being looked at is a micro suites (under 400 square feet) policy near the Canada Line.

Staff have already put forth suggestions for council to consider, such as repurposing city-owned lands for mixed-income housing developments.

While 2011 statistics show about one in five Richmondites is living at or below the poverty line, planners are cautious about under-reported incomes determining subsidies.

“This may not reflect an accurate number of those who are truly considered low-income residents, due to Canadian and foreign income tax laws,” noted the report.

Metro board refuses to accept Massey bridge

Politicians: Province hasn’t studied the impact of a 10-lane bridge on regional planning or the environment

oliticians representing municipalities from across the Lower Mainland are nearly unified in their opposition to a replacement bridge for the George Massey Tunnel connecting south Richmond to Delta.

On Wednesday, the Metro Vancouver board released its report on the bridge’s impact on regional planning, and concluded the new span will download costs onto cities, interrupt road networks and undermine the environment by inducing demand for more cars, while negatively affecting transit ridership.

“We recognize the necessity to enhance the movement of people and goods on Highway 99 and throughout the region, but the magnitude of a 10-lane bridge estimated at $3.5 billion, has not been demonstrated and cannot be justified,” said Greg Moore, chair of Metro Vancouver.

Largely at issue is how the bridge undermines the Mayors’ Council’s 10-year transportation plan, in so much that it will promote single-occupancy vehicle traffic and facilitate urban sprawl south of the Fraser River — the opposite of densification plans around existing and future rapid transit hubs.

“History has demonstrated the world over, you can’t reduce congestion by simply building more roads,” said Moore, via an online news release.

“This project represents an expansion of car-oriented infrastructure and diverts crucial funds from transportation projects that support the regional growth strategy,” added Moore.

Other concerns raised by Metro Vancouver include ecological disruption of the Fraser River, impacts on Metro Vancouver infrastructure, such as water mains and Deas Island Regional Park, downloading road improvement costs on Richmond and Delta, insufficient consideration to climate change and air quality and a lack of transparency with respect to design and construction, including a lack of consideration of alternatives.

B.C’s Minister of Transportation and Infrastructure, Todd Stone, was quick to shoot back at the criticism on Wednesday.

Stone said the tunnel needs to be replaced before major work is needed on it, including seismic upgrades, which were last done in 2008.

“Safety is the primary reason for why we need to replace the tunnel and replace it soon,” said Stone.

With 200-kilometres of new or improved highway lanes, Stone said the new “green” bridge will be environmentally friendly as it will reduce idling and has an HOV lane.

But Metro is calling for a federal environmental review by the Minister of Environment and Climate Change, confident a new federal government will consider the ecological impact of the bridge itself, as well as the increase in car traffic it will produce.

Stone maintains the bridge will be fitted to accept a rapid transit line.

Presently, the project is undergoing a provincial environmental review, something Metro Vancouver, as a stakeholder, has called “challenging” to provide input on more than 2,500 pages of documents in just 15 days.

Furthermore, Darrell Mussatto, chair of Metro Vancouver’s utilities committee, also estimated the project could impact between $500 million to $1 billion of regional “infrastructure and assets.”

Meanwhile, the City of Richmond submitted its ongoing concerns with the project, as part of the report.

Richmond city council has stated its preference to upgrade the existing tunnel or build a new one.

Richmond city council has asked for specific details on this issue, but has yet to receive any.

Council is also asking for a detailed explanation as to why the province went from a plan of possibly twinning the tunnel in 2006 to favouring a bridge in 2012.

Council and Metro Vancouver also maintain the province has been light on details as to the business case for the bridge, although some, such as Coun. Harold Steves, have insisted Port Metro Vancouver has lobbied successfully to remove the tunnel to usher in larger ships up the river.

Delta Mayor Lois Jackson told media she disagreed with the board’s report. Jackson supports port expansion up river and Delta is hoping to add a casino nearby the planned bridge.

The city echoed concerns that the tolled bridge will negatively impact Richmond residents. It has called for equitable mobility pricing and/or bridge tolling across the region.

Richmond has also questioned the validity of traffic analyses (two surveys based on Bluetooth technology) and the fact that there have been no detailed reports on how traffic patterns will impact connecting local roads, particularly around bridges and interchanges.

On Friday, the Ministry applied to remove land from the Agricultural Land Reserve (ALR) to expand Highway 99.

However, it maintains the project will result in a net increase in farmland, as highway right-of-ways will be returned to the ALR.

Christine Wong made a name for herself in the world of women’s golf, before and after graduating from McMath secondary in 2009. Wong, now 26, grew up playing out of Quilchena Golf and Country Club in west Richmond and placed 2nd low amateur in the 2010 U.S. Women’s Open. She played on the Canadian Women’s National Golf Team from 2009-2013 and placed 4th at the World Amateur Championships in Argentina.

What is your most memorable Canada Day? 2014, when my family and I participated in the Steveston Canada Day parade as part of the BC Golf Association float. My dad and I played SNAG golf from the start to the end of the parade.

Bill Zylmans Bill Zylmans’ father, William (Bill), immigrated from Holland in 1949 and quickly set up W & A Farms that Bill junior has been running since the mid ‘70s. He now farms 482 acres across Richmond, producing potatoes, strawberries, vegetables and beef cattle. As well as serving on multiple City of Richmond and community committees over the years, Zylmans is currently the chair of the Agricultural Land Commission’s South Coast Panel.

What is your most memorable Canada Day? Easy. 1986, the Expo year. We had relatives and friends from around the world staying with us from Europe and Australia. There was about 18 of them staying with us; that was really exciting.

We all went to the Salmon Festival and stayed for the fireworks. Richmond was awesome back then; it was undeveloped and a great place to live. The Salmon Festival is our grassroots here in Richmond and it’s what sets us apart from everyone else on July 1.

What is one of Canada’s greatest strengths?

Canada has always been the land of opportunity and it has given myself and my family a wonderful place to call home. We are able to achieve all we want to.

What is one of Canada’s greatest challenges?

The geographical landscape is so rugged and diverse and often remote, it can separate us a little.

But yet, when you look at what’s happening around the world, we are a very united country.

Name your favourite famous Canadian?

Terry Fox. I really believed in what he stood for and admired how determined he was. He was, and still is, a great mentor for children and it helps them believe that they can achieve anything in life.

Shania Twain. I’ve always admired her music and it was the first concert I took my daughter to.

Is there a part of Canada you would like to visit, and why?

I serve on so many committees that I rarely get the chance to travel. But I’d love to go to the likes of PEI. They grow potatoes there and potatoes are close to my heart; that’s my business. We have amazing places to visit in Canada, so we don’t need to travel the world, it’s all here.

anadian history, boring?

“Not in the least,” exclaimed Susan Garrett, a Grade 4/5 teacher at Spul’u’kwuks elementary who has spent the better part of three years writing the script and song lyrics for a musical stage production that showcases important moments in our nation’s past.

Called We Are Canadian, The True Story of Canada, it involved just about the entire student body of the west Richmond school. And to accommodate that, the production needed the expanse of Gateway Theatre’s stage where, on Wednesday night, the performance was held.

“It’s been a pretty ambitious undertaking,” said Garrett on Wednesday morning, just prior to a final dress rehearsal. “I grew up in Canada, but I must have missed the Canadian history component in Grade 5 because I didn’t know all of this history.

And when I did my teacher training in the U.S., at the University of Washington, I didn’t get it there, either.”

So, Garrett literally went back to school to gather information about Canada’s past that fits in with the Grade 5 curriculum and fashioned a musical around it.

“We have kids at the beginning of the play talking about how boring Canadian history is, and suddenly out pops a pair of talking beavers from the Fraser River and sets them straight,” Garrett said.

The beavers, Mr. and Mrs. Puck, take the children on a trip back in time from the day of the Musqueam people in the Fraser River delta area, on through to the early explorers, the time of the Voyageurs, the underground railway that provided freedom in Canada for American slaves, the gold rush, development of the Canadian National Railroad and the contributions of Canada’s soldiers over the years.

Garrett said the composition of families at Spul’u’kwuks rests heavily on new immigrants, so the musical’s focus is of great importance, especially the portions dealing with the role Chinese labourers played in constructing the national railway linking Canada from east to west.

“It was important to have included something that spoke to their culture directly,” Garrett said, adding the song Men of China tells their tale.

The production features about a dozen songs, each with their own video that Garrett researched and collected images for from various archival sources in Richmond and Vancouver.

up. A few years ago she staged one focusing on fairies that was performed at the school.

For the current one, a portion of the play was performed by Grade 3 and 5 students last year, also at the school. When the decision was made to include the bulk of the school’s population this year, Gateway Theatre was the first choice of venue.

Helping with the timing for such a large

scale event is the fact Spul’u’kwuks runs on a balanced school schedule that has students break for summer holidays at the end of July.

And since Canada Day was right around the corner, Garrett said the timing was perfect for the footlights to be lit for her historical journey.

“It’s a nice patriotic look at our country,” she said.

t’s time to break out into your best red and white and salute the maple leaf — the Canada Day holiday is here again.

And to celebrate, there are plenty of events to take in on July 1 and beyond.

McMath teacher hailed for making a difference

A

teacher who has been volunteering to make a difference in high school athletics for nearly four decades has been recognized by the Richmond Secondary Schools Athletic Association.

Gayle Guest is the 2016 recipient of the Bob Jackson Merit Award of Distinguished Athletic Administration.

The McMath teacher was honoured at the annual RSSAA Coaches Banquet last week at Burnett secondary.

Guest has been involved in high school sports within Richmond for 38 years; the last 24 she has served as RSSAA president. This past school year proved to be her last overseeing the association.

It was only appropriate Bob Jackson presented the award named after him to a longtime colleague and good friend.

The award honours outstanding contribution to athletic programs in Richmond secondary schools for at least 15 years.

It is presented to an individual who has shown outstanding leadership in athletic administration.

“I think the RSSAA has selected a most appropriate and outstanding recipient of the (merit award),” said Jackson.

“During Gayle’s tenure as RSSAA president there has been a dramatic growth in

the number of activities, in the number of school teams and in number of participants.”

Guest’s remarkable run began when she initially volunteered to coach the senior girls softball team at Steveston High back in 1979.

That fall, she joined the staff at

Burnett junior secondary where she taught PE and social studies, and later business education.

During her 13 years at the school she served as athletic director for an extended time.

She would also coach girls volleyball and basketball, boys volleyball, gymnas-

tics, track and field and cheerleader.

A two-year stint at Richmond High saw her coach the Colts field hockey team to the Vancouver league title and a provincial berth. Five of her players went on to play at the CIS level.

In 1995, Guest would spend the next three years teaching business education at McNair where she continued to coach field hockey.

She was also heavily involved in the RSSAA executive, serving as a memberat-large, secretary-treasurer and vicepresident over a seven year span before taking over as president.

It was during this tenure, schools saw a huge increase in participation level of sports, especially among females thanks to the establishment of juvenile basketball, soccer, field hockey and golf leagues.

Guest also was vice-president of the Vancouver and District Inter-High Athletic Association for 24 years. She also held an executive role for B.C. School Sports for eight years.

This isn’t the first time Guest has been recognized for her tireless work. In 1999, she was presented the B.C. School Sports Honour Award. A year later she was presented the Leadership Award by ProMotion Plus, a provincial organization that promotes girls and women in physical activity and sport.

Canada then closed out the tournament with wins over Ireland (24-19) and Hong Kong (24-7) to finish fifth.

Day one saw Canada open with a 33-0

triumph over Uruguay as Hirayama connected on four of five conversions.

The Canadians then rolled to a 57-0 victory against Sri Lanka before concluding action with a 21-19 loss to Germany. A try in the final minute by the Germans provided the difference.

Hirayama, 28, has been a mainstay with the Canada Sevens program since making his debut in 2006.

He has also played in the last three World Cups as a member of the 15-aside team.
