ne of the little quirks of public education is that it tends to equip said public with the ability to think logically and do basic math. So, if someone says something like, oh say, “We’re spending a record amount on education,” many of us will think, “Yes, and I’m spending a record amount on tomatoes, not to mention keeping the lights on.”

The fact a government is spending “a record amount” on anything, means nothing — such is the reality of a rising cost of living.

This “record amount” line is of issue right now — as it is every time the provincial government demands local boards of education to cut their budgets. Earlier this year, the BC Liberals told Richmond School District to take its share of the hit by cutting $4.2 million.

In reply to the trustee’s letter stating that such cuts were “untenable,” the minister of education’s deputy minister wrote …all together now… the government is spending a “record $5.1 billion in education this year.”

Granted, educating the approximately 640,000 youth in this province is expensive.

However, I don’t doubt district secretary treasurer Mark De Mello when he says there is no more fat to trim, and we’re now looking at, as he put it, “amputation.”

Think about that as you read our Coffee with ... Shelley Moore story (page 25).

It’s a touching and hopeful story about an “at risk” student with a learning disability and behavioural problems, who is now completing a PhD and a book to come out in June. Her day job is as an education consultant with the district, working with special needs students and their teachers.

Moore’s mission is to “presume competence” and bring full inclusion into the classroom. It’s hard not to be wowed by her drive and optimism. She’s all about recognizing students have unique paths towards potential.

Moreover, she argues all students benefit, by way of learning compassion, empathy and side-ways thinking, when special needs students are in the class.

Her doctoral research is centred around “how special needs students, supported by adequate resources and goals, affect the learning of other children.” …and there’s the rub, “supported by adequate resources.” The last round of cuts took educational assistants out of most classrooms, and now an additional $4.2 million is to be cut. It’s hard to see how inclusion and student-centred learning can work now.

No one would say they don’t want to see special needs students reach their potential, or they don’t care if non-special needs students learn compassion and awareness of diversity. But are we willing to pay for it? The reality is “adaquate resources” costs. Then again, so do “at risk” kids who aren’t supported and don’t end up completing PhDs and writing books.

This was a four-year project inspired by my little girl Gemma, who was born with a rare neuromuscular condition and is wheelchairbound.

The goal was to provide an inclusive playground for everyone to be included together in play, regardless of ability.

Residents of Richmond really pulled together to see this project come to fruition, and I am truly grateful to everyone who helped make this dream a reality.

Market style better Dear Editor, I think an indoor community market would be a better option for Steveston than an Urban Fare-type grocery store.

A community market could become a place for inexpensive and healthy food choices. This would attract younger people, since many high school students go to Steveston to buy lunches.

As of now, most food choices in the village are limited to coffee shops and sit-in restaurants. A market usually offers healthier, local and fresh food choices than a supermarket, which carries commercially packaged foods.

A market could also be a great place to hang out on a rainy day or during fall and winter, since there aren’t many places to do that now.

As well, a market would add character to the village and better fit in with Steveston’s fishing heritage. An upscale supermarket would be out of place.

Having a local indoor market would attract a variety of local vendors, which is better for the community. Vendors from the seasonal artisan and farmer’s markets could set up permanent shops, which could also attract more tourists.

An up-scale super market would be benefiting just one company.

Other places in Vancouver that have community markets, such as Granville Island and Lonsdale Quay, are big tourist attractions. Of course, the best option for Steveston would be the one chosen by the community, and for that more detailed research is needed.

Can a journal entry be a Will?

The Wills Estates and Succession Act is now more than two years old. One of the major changes under the Act is the new power that the Court has to (in part) declare documents not made in the “ordinary” way as “Wills.”

The deceased died in early-2015. The Court held that the journal entry was not a Will. Among the reasons the Court gave was that, when the deceased (after making the journal entry) had consulted a Lawyer to discuss making a new Will, she did not mention the journal entry.

Last week, reasons for judgment were released in the case Re Hadley Estate, in which the deceased had made a Will in 2008. In 2014 (after a health “episode”), the deceased wrote a form of new Will in a journal she kept. It was not witnessed, and it did not revoke the 2008 Will, but the distribution of the Estate assets was described in the lengthy statement. The Estate’s value was $1.3 million.

In my opinion, the case shows not only why people should make “proper” Wills but also that, if the prepared material indicates a “fixed, final intention” of the deceased, even a journal entry might be a Will. The case also suggests that it’s risky to wait when someone wants to make a Will; the deceased had become ill before seeing the Lawyer.

“We try to focus on what made us successful— providing women with great fashion and fantastic customer service,” Costello says.

The clothing appeals to a wide range of women, Costello adds, noting that many

“It makes sense because my mom and I do the buying for the stores,” she says. “My mother can buy for her age group and I sort of buy for my age group.”

Costello is proud of Aldila Boutique’s connections in the communities it serves.

Glad to stay with the RCMP Dear Editor, This is just a short thank you to our local RCMP. With so much talk of an independent police alternative, I’m glad the system we have will not be changing, for every time I’ve ever had cause to call the non-emergency line, my citizen concerns were handled with professionalism. And in an emergency situation, these first responders along with B.C. Ambulance, were phenomenal.

We, as Richmondites, enjoy prompt response time and one can only imagine, dealing with situations — from the benign to the downright dangerous — how much

dedication it takes, these people who protect and serve.

The country-wide network of RCMP really is an amazing system when you think about it and its comforting to know that thread will continue to provide such safety for our community with all its interconnected resources.

Richmond isn’t perfect, we have problems like any other rapidly growing community, but for the most part we are a safe place and the RCMP should be given credit for that more often.

Canada is also a pioneer in many ways.

Take for example, the tradition of taking a census. This tradition goes back a long way. It was started in 1666 by Jean Talon.

Talon was appointed by Louis XIV, King of France, to serve as an Intendant of Justice, Public Order and Finance in Acadia and Newfoundland, known as New France at that time.

It has been continued by successive governments for the past 350 years. Our census taking is considered to be one of the most reliable and accurate in the world.

It provides valuable information, not only to the government but also to a large number of corporations, agencies and organizations.

This year we have a census. Every five years, Statistics Canada conducts this most comprehensive enumeration of Canadians. In addition to the numerical count of Canada’s population, this exercise gathers a lot of other valuable information that helps with planning new schools, hospitals, family services, public transportation, policing, fire protection, language classes, and residences for seniors and skills training for employment etc.

Let’s keep the tradition strong.

Duck crossing a point of pride Dear Editor, I would like to thank all the people who stopped just before 10 a.m. on May 3 to help me usher a momma duck and her babies safely across the road.

I would like to especially thank the truck driver who pulled his truck between two lanes to stop anyone overtaking.

This act of kindness took place outside the Sikh temple on No. 5 Road.

It is heart warming to know that there are people who have such busy lives but will still take the time to stop and help wildlife.

Pipeline expansion New jet fuel route far from 'marginal' much safer Dear Editor, I’ve been listening to the debate over the new fuel line to the airport and it still confuses me.

People would prefer we run tankers past the Fraser River outlet, past Sturgeon Banks, past UBC, past Kitsilano, past Stanley Park and past downtown to Burnaby and then run it through a 50-year-old pipeline through Burnaby and Richmond to YVR. Extra fuel can be trucked across Richmond in old fuel trucks.

The alternative is a short run up the Fraser and a brand new, much safer, pipeline to YVR with no fuel trucks running through Richmond.

Why do we prefer the old routing?

Dear Editor, Re: “Pipeline expansion sought,” News, April 27.

I see that the pipeline proponents have filed an amendment to the B.C. Environmental Assessment Office (BCEAO) for a 10 per cent increase in the pipeline diameter. This “marginal” increase represents a 21 per cent increase in the pipeline’s capacity. This increase in capacity, in turn, represents an additional increase of 1,400 barrels of fuel. This is not a marginal increase.

This means the quality and volume resolution of the pipeline leak detection system is even more important.

The route changes are only vaguely referred to in VAFFC’s letter to the BCEAO. The interesting part of the process is the lack of direct public input.

The BCEAO will establish a working group directed by the BCEAO and VAFFC. It will submit to EAO a written report summarizing the results of the public consultation and notification activities.

There will be no direct input from the public.

olice are appealing for witnesses after a motorcyclist was killed in Steveston on Tuesday afternoon.

Just after 2:30 pm, Richmond Mounties responded to a serious crash at Fourth Avenue and Chatham Street involving a Harley Davidson motorcycle and a Coast Mountain bus.

According to police, the motorcycle was heavily damaged in the accident and its rider, a man in his early 40s, sustained critical injuries and was rushed to hospital.

The man, from Fort McMurray, Alberta, later succumbed to his injuries.

The driver of the bus was uninjured and has been cooperative with police.

“We are in the very early stages of our investigation,” said Richmond RCMP’s Cpl. Dennis Hwang.

Citizenship fraud probe Sex assault trial begins for GRAEMEWOOD

report released Tuesday by Canada’s Auditor General has determined the federal government has not been adequately detecting and preventing citizenship fraud, an issue that has arisen recently in Richmond.

According to the report, Immigration, Refugees and Citizenship Canada “did not have a systematic method of identifying and documenting fraud risks in the Citizenship Program and did not verify that the measures it implemented to detect and prevent fraud were working as intended.”

The three most common reasons for revoking citizenship eligibility are fraud related to residency, identity, or undeclared criminal proceedings.

The report highlights the likelihood that more instances of citizenship fraud cases exist, such as that involving an unlicensed Richmond immigration consultant who altered passports and documents.

In November, Xun “Sunny” Wang pleaded guilty to eight charges in connection to his businesses: New Can Consultants Ltd. and Wellong International Investments.

In B.C. Supreme Court, it was found that Wang’s companies procured approximately $10 million from 1,200 people in exchange for fraudulent immigration services over the course of several years.

His work was widespread throughout China, as the passports came from 243 different cities.

“The work typically involved helping clients

obtain and maintain permanent residence status and/or Canadian citizenship,” stated Judge Reg Harris.

In many cases, Wang falsified the amount of time a Chinese citizen had spent in Canada in order to meet the standards of permanent residency. Wang often altered stamps or added new ones to his client’s passports.

Auditor General Michael Ferguson noted in his report that his office “observed inconsistent practices for dealing with suspicious documents.”

The report also notes how some citizenship applicants have been falsifying their home addresses in an illegal manner.

For example, the report notes one address was used by at least 50 different applicants during overlapping time periods between 2008 and 2015. Of those applicants, seven became citizens.

“When people are supplying the same address over overlapping periods of time, it could be an indication that there could be an attempt to get citizenship through fraudulent means,” said Ferguson.

The Auditor General also didn’t mince words in his report that highlights the fact the immigration department, along with the RCMP and Canada Border Services Agency, failed to adequately share information with one another.

For instance, Ferguson’s office found the RCMP does not systematically track citizenship status. Working backwards, the Auditor General tracked criminal occurrences that included keywords “permanent resident” and “foreign national.”

Richmond man is alleged to have posed as a modelling agent and manipulated a series of young women, who were aspiring models, into attending photo shoots where he then sexually assaulted them.

Novid Dadmand has pleaded not guilty to six counts of sexual assault in connection with alleged attacks on six women over a two-year period, from 2012 to 2014.

In her opening statement Wednesday, Crown counsel Kristin Bryson told B.C. Supreme Court Justice Paul Pearlman that Dadmand knew each victim had vulnerabilities, including immaturity, a desire for relationships, financial hardships and addictions.

“The accused developed an elaborate and fraudulent scheme to manipulate young women into engaging in sexual acts with him,” Bryson told the judge.

Dadmand contacted several women through their Facebook pages and several others through Plenty of Fish, an online dating site. One of them he contacted through the site Model Mayhem.

He gave the women some modelling op-

tions, ranging from mainstream to adult, pornographic work, said Bryson.

The prosecutor said Dadmand also gave them two options for an interview — a more formal interview involving a panel of judges with his model agency or an informal interview with the accused.

“To all of the women, the accused made it sound as if the second option was preferable.”

In most cases, Dadmand asked them to bring several outfits, including a casual outfit, a dress, and lingerie or swimwear, said Bryson. He then took photos of them clothed, asked them to take off their clothes and took photos of them engaging in sexual acts and then engaging in sex with him, she said.

One of his alleged victims, who he contacted through Facebook and then Plenty of Fish, was a single mom suffering from substanceabuse issues, said the prosecutor.

In April 2012, she was taken to the hospital, too intoxicated to care for herself. In the middle of the night, she contacted Dadmand, who picked her up and drove her to his Richmond home, where most of the alleged attacks took place.

Break - In Prevention Brothers file lawsuit

on shadow-flipping

lawsuit filed in B.C. Supreme Court alleges that 60 property owners in Richmond fell victim to a shadow-flipping scam by a local realtor and his brokerage firm.

The suit, filed by brothers Kenneth and Jim Davis, states that in November 2010 the two men received a flyer at their mother’s residence on Jesmond Avenue from someone named Sunny, stating that Sunny would be interested in buying the property.

The brothers, executors of their mother’s estate, phoned the number on the flyer and spoke to a man identifying himself as Sunny, who spoke good English, the suit states.

They say they invited Sunny to their home, but the man who arrived didn’t speak English and brought along a realtor, a man named Alban Wang, to act as a translator.

The brothers accepted an offer for $860,000 and executed the contract of purchase and sale on Dec. 10, 2010, the writ states.

But in early February 2011, they learned through phone calls from other realtors that the property had been re-listed for sale, presumably under an assignment clause as a shadow flip, according to the suit.

Shadow-flipping is a controversial practice in which a realtor or investor flips a property numerous times before a sale is closed, boosting the price as they go. In March, Premier Christy Clark vowed to crack down on the practice.

“None of the defendants advised the plain-

tiffs that the property would be immediately flipped for sale at a much higher purchase price,” states the Davis suit.

The brothers believe their home may have been sold again for up to $970,000, or $110,000 profit.

None of the allegations have been proven in court and no statement of defence has yet been filed.

Named as defendants are Wang and his then-real estate brokerage firm, Sunrich Realty Ltd. trading as Amex-Sunrich Realty, as well as businessman Ze Yu Wu. The notice of civil claim says that as part of the scam, a boiler-plate operation allegedly took place out of an office building near the corner of No. 3 Road.

“Sunny was Wu at the seller’s meeting, but the person who identified himself as Sunny in the telephone calls was a person other than Sunny who was part of the scam,” says the writ. “It is estimated that there were over 60 property owners who fell victim to the scam.”

The plaintiffs are seeking the difference between the $870,000 sale price and the profit made by the alleged shadow-flip. They also want damages for breach of contract and breach of trust, and punitive damages.

Wang, who was suspended for two weeks by the Real Estate Council of B.C. in 2012 for failing to promptly pay deposits in 12 transactions to the brokerage firm, couldn’t be reached for comment.

I

first noticed it late last year.

I was kneeling on a foam cushion, intent on cleaning up the vegetable beds for winter.

As I sank my hands into the soil I felt myself sink into a timeless dimension.

Or, to put it another way — poof, the thousands of years separating me from the time when humans learned that soil supported plants crucial to our existence were no more.

I kept thinking, I could be a Roman slave or a Medieval peasant, I’m going through the same motions they went through (minus the foam cushion).

And now, in spring, I’ve once again suspended time, sinking my hands into

the soil, sowing a seed here, evicting a weed there.

Repeating, or continuing, an activity that people have done for hundreds of generations calms me.

The etymology of calm makes the word singularly appropriate in this context.

Calm, which entered the English language in the 14th century, is based on the late Latin “cauma,” meaning the heat of the day or sun.

It, in turn, is derived from the Greek “kauma.”

When the sun shines at noon in a climate like that of Italy or Greece, people take refuge in a cooler, darker place and remain still or move slowly.

Likewise, any movement of which the plant is capable will be slow, which is one of the reasons gardening is an antidote to See Finding page 14

Re: Road closures Steveston Village Filming To accommodate Shirt Canada Productions Inc. filming of their feature film, several road closures will be in effect April 25 to May 19 on a daily basis within Steveston Village.

Here is an outline of those days: Monday, May 9 through Thursday, May 12 Tuesday, May 17 through Thursday, May 19 The majority of the closures will be on Moncton Street between 3rd Ave and 1st Ave. As well as 3rd Ave at Bayview and 2nd Ave at Bayview.

60 Years of Meaningful Milestones

Graduations. First jobs. Weddings. The births of children. These are just some of the milestones celebrated each year by so many of us and our loved ones.

This year marks the Western Institute for the Deaf and Hard of Hearing’s 60th anniversary of providing nonprofit accessibility services to Deaf and Hard of Hearing individuals during important life milestones where communication barriers continue to be a challenge. For six decades,WIDHH has proudly supported individuals during memorable moments in their lives – individuals like Janice.

Janice first learned about WIDHH in 1966, when she was a young Deaf teenager and when WIDHH was located in a tiny house at Main Street & East 18th Avenue. When she was 17, Janice got her very first job at Canadian Pacific Airlines as a key punch operator entering ticket information. “WIDHH supported me in finding the job, connected me with a Deaf coworker at the airline, and provided sign language interpreters during my training,” said Janice. “I was so thankful.”

On the very special day of her daughter’s wedding, Janice was able to communicate with guests of all hearing abilities and share joy for her daughter with the help of sign language interpreters booked through WIDHH. Janice was even able to tell her son-in-law’s family the story of when she saw the happy couple together for the first time!

Recently, Janice attended a big family reunion where interpreters allowed her to fully understand the many excited conversations happening at the event. “It was amazing. I didn’t have to miss out on anything, and I felt like I really got to reconnect with my family and get to know them in a way I never did before.”

Janice’s path with WIDHH never did uncross. Today, Janice is WIDHH’s Interpreting Department Head, working hard to find new ways for WIDHH to support individuals during critical moments.

Recently, Janice successfully helped launch a text to 911 program to make sure that Deaf and Hard of Hearing individuals can receive assistance during life’s emergencies as well as celebrations.

Since its founding in 1956, WIDHH has been there through all types of milestones: fitting hearing aids for hard of hearing students attending their first day of class, installing assistive listening devices at employees’ first workplaces, and providing sign language interpreters for countless medical appointments, birthdays, weddings, and family events.

In celebration of this proud history, WIDHH will be hosting “60 Years of Making Waves – WIDHH’s Diamond Gala” on June 10, 2016 at Marine Drive Golf Club.

Proceeds from this fundraising event will help ensure that all members of our community have the opportunity to continue fully celebrating and appreciating the milestones that matter the most.

Dentist plots new fundraising 'root' Ride to Conquer Cancer veteran will don more than a gold helmet and polka dot shirt ALANCAMPBELL Staff Reporter

porting a gold cycling helmet with flame red hair popping through the vents, a lightning bolt flashing across his face, a polka dot jersey and tight, pinstriped trousers, there’s every chance Joel Fransen will stick out from the crowd.

But it’s all part of the plan for Richmond endodontist Fransen to get as much attention as possible, whether that be during the Ride to Conquer Cancer at the end of August, or right now, during his 30-minute commute by bike from his Seafair home to his root canal practice in Ironwood.

During the 200-kilometre bike ride from Vancouver to Seattle, Fransen, 46, will have the double honour of donning a gold helmet (because this is his fifth year taking part) and wearing a polka dot cycling jersey (because he was the first to raise $15,000 this year).

The rest of his garb, however, — including the flaming hair, lightning bolt and tight trousers — is all down to his love of the late David Bowie’s alter-ego, Ziggy Stardust, who’s the inspiration behind Fransen’s attentionseeking cycle to Seattle.

“As I was raising money this year, Bowie passed away, very privately, from cancer. I thought it would capture people’s imagination and I grew up listening to Bowie,” said Fransen, who earlier this year pledged to transform into Bowie’s character if people helped him raise $7,000 for his cycling team’s chosen cause of oral cancer research.

“I think, with people such as Bowie, we have this idea that they will live forever. And I was a David Bowie fan, for sure.

“I’m not sure how I’m going to make the

Ziggy outfit and the gold helmet work, but I’ll give it a try.”

Earlier this year, one of Fransen’s patients mentioned, by chance, that she makes costumes; so she’s going to put a Ziggy outfit together for the dental specialist.

As for the lightning bolt across his face — a Ziggy make-up trademark — Fransen is going to have to hang fire until the second of the two-day charity ride.

“I realized that might be an issue when crossing the border,” he said.

“But I will have bright red hair and pinstriped trousers. I will do the make-up on the second day, once we’re over the border.”

Fransen managed to raise an impressive $22,000 last year, spurred, in no small measure, by the loss in January 2015 of a colleague from his profession, Michelle Williams.

Williams, an oral pathologist, was the former captain of his ride team — Better Outcomes 2 — and, like Bowie, fought cancer very discreetly, with very few people knowing what was going on in her life. “(Williams) taught me back at UBC in the late ’90s,” said Fransen.

“She was extremely private and no-one knew she was suffering from cancer. She didn’t do the ride in 2014 due to, what she called, ‘medical issues.’ None of us knew why.”

t’s not the only time Fransen, who grew up in Richmond, has experienced cancer at close quarters — having twice dealt with it, unexpectedly, through patients.

“We’ve had a couple of patients that we discovered had cancer,” he said.

“It sometimes looks like an infection, but cancer can sometimes mimic infections.

One woman had cervical cancer. She didn’t survive, unfortunately.

“A 21-year-old guy who was in for a root canal on a pre-molar; but an infection kept coming back after the root canal and something didn’t add up.

“So we did a biopsy and it turned out to be salivary gland cancer, which, if you’re going to get cancer, is one of the easier ones to treat.

He’s doing OK, I believe.”

And delving even further back into Fransen’s past, he recalls being profoundly impacted as a 12-year-old boy, in Vancouver General Hospital (VGH) after breaking his sternum following an accident while playing on the former sandunes at Garry Point in Steveston.

“One of the kids that was in VGH when I was admitted was getting treatment for leukemia,” Fransen said.

“I remember he took off his wig and it was a bit of a shock to me. He didn’t have long to live…the enormity of the situation has always stuck with me and motivated me to do what I can to fight this horrible disease.”

s of this week, Fransen has raised more than $16,000, half of which, he says, has come from donations he has matched from people in his profession.

“I want to try and beat the $22,000 I raised last year, but it’s going to be tough,” he added.

As far as being trim for the ride and able to fit into a Ziggy Stardust outfit, Fransen’s nine-mile, one-hour round-trip commute by bike to work every day will just about have him spot on.

“I can get my head down and go pretty fast,” smiled Fransen, who navigates around the traffic chaos that graces Richmond’s roads by heading south from Seafair and then east along the south arm dyke. n The Ride to Conquer Cancer runs Aug. 27 and 28 in aid of the BC Cancer Foundation.

It doesn’t take much to give and those who are able have another chance to help save six-year-old Richmond kid Joshua Weekes and others across Canada at another blood and bone marrow drive, this time at McNair secondary on Thursday, May 12.

Grade 1 DeBeck elementary student Joshua has a rare form of leukemia and a unique ethnicity of Filipino, British, Icelandic and Caribbean — making it difficult to find a match.

He urgently needs a stem cell transplant and is undergoing chemotherapy after being diagnosed with acute myeloid leukemia.

Despite the push from the local community and beyond — including a similar drive hosted by co-workers of Joshua’s mom, Lia, — a match has yet to be found.

Trudi Goels, of Canadian Blood Services, which will help McNair staff and students host the drive, said the single, biggest question her oganization hears from people thinking about

registering is “what physically happens” if they’re found to be a match.

“About 80 per cent of the time, they donate stem cells, which is just like giving blood,” explained Goels.

“It takes about five hours, on a bed, giving blood from one arm at a transplant centre in Vancouver General Hospital. The stem cells are extracted during the transfusion and the blood is then pumped back in.”

“There is little or no risk (with this method), they may just feel tired (or flu-like) after.”

he Barkwells know all too well what it’s like to experience a blitz of densification just beyond their backyard fence.

In 2011, Jim and Terri, Seafairites living in a detached home on Coldfall Court, saw the writing on the wall (or their backyard fence) when the four adjacent properties along No. 1 Road that face the back of their property were sold to a developer.

By early 2012, an application to build a 28-unit townhouse complex was submitted to City Hall.

Rezoning detached home properties on Richmond’s main roads to facilitate multi-family dwellings, such as townhouses, was penciled into the Official Community Plan (OCP) in 2001.

A review to allow more of such housing is ongoing, with the public invited to comment on the plan by midnight Sunday.

In essence, city council has directed planners to allow for more duplexes, triplexes, coach houses and row houses along the city’s main (arterial) roads. The plan further clarifies areas in which townhouses may be built.

Furthermore, planners are exploring options to densify neighbourhoods inside the arterial roads with small lot subdivision to accommodate duplexes and triplexes. Future plans, as suggested by staff to council, could see multi-family units backing into residential roads, from arterials — although these aspects are not part of the present review.

So, if a construction zone hasn’t hit your street yet, one probably will soon, given the market demands for new housing. If that’s the case, Jim has one piece of advice: “Get involved.”

By doing so, the Barkwells were at least able to mitigate some of the concerns they had, even scoring an extra 120 square feet of property they didn’t realize was theirs.

When Matthew Cheng Architect Inc. applied to rezone the four No. 1 Road properties, the plan called for units to be built as far back as possible, including parking next to the Barkwell’s fence. This concerned Terri, who has respiratory conditions.

“I said nope, I’ve got asthma and the last thing I want in my backyard is a bunch of vehicles spewing exhaust,” said Terri, now an empty nester, with two adult sons.

“We were proactive. I called right aaway to figure out who was going to b be in charge,” she added.

Jim sent letters to city hall, spoke to councillors and the developer aand communicated with neighb bours.

Eventually, the developer pushed th the units back and put a green sspace amenity along the Barkwell’s fe fence.

“You can either fight it or you can w work with them. So, we decided to w work with them, not to say no way n no how not in my backyard, literaally, but how can we make it work fo for us, as well as the city and the d developer,” said Jim, who also revviewed the city’s plans to properly in install drainage.

“You want a sense of community, but then you’re allowing these townhomes to come in and invade my space.

“Community is gone. Everybody we know wants to move out,” she said.

At this point, Terri said her efforts to ensure the townhouses conform have as much to do with retaining property value.

n City says it’s providing greater choice

With preloaded sand being hauled off this spring, the Barkwells have roughly one year of construction to withstand.

Since 2001, about 750 townhouse units on arterial roads have been built, according to city data.

The Arterial Road Policy is now being updated to include more duplexes and triplexes, and potentially rowhouses in select areas, by dividing lots into smaller properties and adding more back lanes in some areas. Planners estimate the changes may enable about 1,600 properties to turn into about 6,100 new multi-family dwellings, meaning there would be about 12,200 more residents in the areas to the west and south of City Centre than originally planned in the OCP (a 40 per cent bump).

Consultation materials are found at LetsTalkRichmond.ca until this Sunday. An online comment form is available.

Planning manager Terry Crowe notes this does not mean the city will overshoot its growth estimate of 280,000 people by 2041. It simply means the city is making densification more possible along arterial roads, potentially alleviating some growth in City Centre.

“What we’re doing here is providing more choices,” said Crowe, who describes the plan as a “perimeter frame” of densification surrounding detached home neighbourhoods.

However, some residents have taken issue with this fortresslike urban plan in which those (now mostly families who cannot afford detached homes) situated along busy roads in multi-family dwellings bear the brunt of noise and air pollution buffering those single-family homes on residential streets.

Gordon Price, director of Simon Fraser University’s City Program has previously called such planning “classist.”

Coun. Harold Steves describes the plan as like building a “wall” around neighbourhoods. He’s somewhat departed from his election vow to preserve the “character” of single-family neighbourhoods and wants the city to look at multi-family options inside some specific areas of neighbourhoods.

Crowe said past efforts to look at such options have been met with strong opposition from residents.

He noted modern homes have better noise protection. And while green space is ultimately lost with densification, the city

has leveraged appropriate public park space, via development dollars, to accommodate growth. Furthermore, trees are generally planted in front of new units on a 2:1 ratio.

Regarding Crow’s point about choice, he notes the city is also looking at putting residents above shopping centres and that Broadmoor’s redevelopment is a harbinger of things to come for “neighbourhood service centres,” such as Seafair, Blundell, Garden City, Ironwood and Terra Nova.

The policy review outlines technical details of what a duplex or triplex may look like. Homebuilding specifications, such as back and side yard setbacks and lot coverage remain the same. For example, most lots have a maximum building coverage of 45 per cent, excluding driveways.

Crowe said the Arterial Road Policy is “market driven.”

“Should the owner want to sell and a developer buys, the developer would look to this (policy) to figure out what to do. Could they move a 60-foot lot into two 30-foot lots with secondary suites or is there a rowhouse opportunity? So the amount of money they offer you is dependent on where you are on the arterial road.”

Therein lies the rub for the relatively few people left who own arterial road properties, according to Terri, who said her old neighbours were paid an amount consistent with redevelopment of their properties into compact lots, not townhouses.

H

ealthy teeth are much more important to one’s overall constitution than I ever gave them credit for.

It all ties in, as I learned from reading Joshua Ferris’ To Rise Again at a Decent Hour — not a dentistry textbook but an offbeat novel about a dentist who becomes the victim of an elaborate stolen-identity mishap.

Paul O’Rourke is an anxious character and that feeling of anxiety, that on-theedge-mental-game between suppression and collapse, permeates the novel from the first to last.

Paul is coddled by his routines and hampered by his inability to hope for anything better — a sort of secret nihilist (“Of course I alienate myself from society. It’s the only way I know of not being constantly reminded of all the ways I’m alienated from society”).

The twist occurs when our hapless dentist discovers that someone has created a website on behalf of his dental practice, in the guise of O’Rourke himself.

He has previously refused to create one, staying away from the Internet and social media full stop, and his initial thought is that the website has been foisted upon him by one of his three employees — which includes former girlfriend Connie.

Then comes an unasked-for Twitter account, with someone tweeting about religion under Paul’s name, and emails on a myste-

rious religious group called the Ulms. Paul’s distress mounts as he attempts to uncover who is this other Paul O’Rourke and what is he doing.

There are moments in the novel when the history of the Ulms bog down the story, taking on such breadth and detail that it feels more like Ferris was having too much fun to rein it in. Nevertheless, the writing is so impressive that I genuinely mourned the end of the novel’s characters, world, and idea.

There are quotable lines to be enjoyed, such as: “…the minute he takes up the floss, says to himself, What’s the point? In the end, the heart stops, the cells die, the neurons go dark, bacteria consumes the pancreas, flies lay their eggs, beetles chew through tendons and ligaments, the skin turns to cottage cheese, the bones dissolve, and the teeth float away with the tide.”

For a book that so often delves deep into the uncomfortable feeling of anxiety, this is nevertheless a hopeful and often hilarious novel.

Rachel Rosenberg, a library technician at the Ironwood branch, is originally from Montreal. Her favourite novels include Ali Smith’s Hotel World and David Sedaris’s Dress Your Family In Corduroy and Denim.

s ordered, on Thursday April 21st, Volkswagen presented its ‘plan’ to a San Francisco Federal Court Judge for responding to alleged rigging of its diesel vehicles to cheat on emissions testing.

Most media reports say more questions than answers still remain. Even the issue of buying back or fixing the ‘rigged’ cars in the US—estimated at roughly 500,000 vehicles— remains unclear.

The New York Times reported as a given that US owners will be able to choose between a fix or a buyback, while lessees will be able to cancel without penalty. Automotive journalists say, however, that lack of clarity on the details—a buy-back price, parts and labour costs, compensation/goodwill buy-back costs—has stalled out any semblance of progress on resolving even this basic first step of the embarrassing problem.

The longer the delay, the longer grows the line of the aggrieved, and the more creative their claims for compensation, re-mediation, and penance. And so far this is ‘just’ in the US. Media reports say Environment and Climate Change Canada will wait for the US plan to be finalized before ensuring it extends to Canadian vehicles.

In Europe over 10 million vehicles are affected, although differences in air-quality regulations there are expected to result in less severe fines. Likewise, consumer compensation laws differ so that – while currently Volkswagen is recalling European vehicles to reprogram their engine software and, in some

cases, to install a part designed to lower emissions – it is not offering European owners any financial compensation. Criminal proceedings, however, have been a matter of speculation in a number of countries including Britain, France, Germany, and South Korea.

The line-up of the aggrieved that emerges from sorting through the various US media reports includes—in addition to owners and lessees—the US Department of Justice and the US Environmental Protection Agency seeking fines, criminal penalties, investment in clean technologies, and remediation of environmental impact from the excessive diesel emissions; a 45-state coalition currently investigating the penalties it may pursue.

The New York Times is also reporting that the New York State Attorney General, said Thursday’s announcement “does not in any way resolve” these potential claims; dealers of competing brands, now saying they want compensation for the unfair advantage Volkswagen ‘enjoyed’ in the marketplace thanks to its alleged cheating. Volkswagen dealers themselves appear to be struggling to cope with unsold vehicles and declining market share.

And, of course, Volkswagen investors aren’t happy.

Uncertainty over the potential total cost of all US law suits has forced Volkswagen to delay earnings reports for the last two quarters, which has impaired its ability to raise money.

The New York Times reports that the Federal Court in San Francisco is overseeing almost all of the litigation in the United States, including claims filed by federal and state governments as well as Volkswagen owners.”

June 21 is the new court deadline for Volkswagen to settle with the federal government and the lawyers for vehicle owners. In summing up the April 21st session, the Judge in the case is reported to have said, “There is still a lot of work to be done.” No doubt.

After a great effort in the Fitness Challenge last week, I had some hurdles to deal with this week.

I got invited, last-minute on a two-day sailing trip over the weekend. With the amazing weather forecasted, I couldn’t say no.

The challenge on a small sail boat is that it’s impossible to exercise, plus, other than sailing, the main activity on this boat is eating and drinking.

I did my best and didn’t have a single beer or any junk food! I did eat a lot of seafood and there was a bottle of vodka on the boat.

But, more importantly, I didn’t work out once and that’s got me feeling down.

Special needs students have value in classroom: educator MATTHOEKSTRA Contributor

S

helley Moore walked past the iconic red letters of the TED Talks brand, stood centre stage and told the crowd she’s a geek — an inclusion geek. For 15 minutes she explained why she believes in inclusive education, and how she learned an important lesson under a classroom table.

Her talk, “The Importance of Presuming Competence,” was part of the recent TEDxLangleyED event, an education-focused day of presentations in the style of the popular TED series.

“It was one of the top three days of my life. It was phenomenal,” says Moore, an education consultant with Richmond School District, over a late-morning coffee. “You feel like you’re part of something bigger.”

Now, back under the table.

Early in her career at Matthew McNair secondary, Moore met Daniel, a deaf-blind autistic boy with Down syndrome who was clutching a dictionary. Her challenge? To get him out from under a table. Conventional strategies — including luring him with Diet Coke — failed, but she learned Daniel loved math.

Moore pulled out flashcards and posed math questions, but Daniel would only respond by flipping pages in his dictionary.

Then she noticed it. Daniel was answering the math problems by locating the corresponding page number in his dictionary. Moore connected with Daniel — and he followed her out

from under the table.

Daniel was ready to learn, only differently, and he taught Moore the importance of presuming competence.

“If you don’t believe people are capable, then inclusive education isn’t going to go anywhere,” says Moore, who is completing her PhD at University of B.C. “Kids without disabilities are benefiting from having these kids here whether it’s from social, emotional well-being or tolerance and celebration and acceptance of diversity. My research is around how to capture how kids are benefiting in learning by having these students there.”

Born and raised in Edmonton, Alta., Moore completed her education degree at University of Alberta. On her last day of classes, she boarded a bus for New York. Three days and 79 stops later, she was in the Bronx, where she spent two years teaching in a challenging Grade 4/5 classroom.

She later landed on the West Coast, putting her special education training to work in Richmond. She worked with high school students with special needs for several years before entering her current role as a district consultant supporting students with developmental disabilities.

“Originally, I wanted to work with students who were at risk, because that was my profile,” she says. “I was categorized as a student who had behaviour difficulties and a learning disability, so I really struggled through junior high, high school and university.”

It’s because others realized she needed a different path — and gave it to her — that

“I really believe in it. I’ve seen the magic. I see the potential,” she says. “I lived this my whole life.”

Youth helping homeless youth at McMath sleep over 1ST PLACE

group of 30 or so students from Grade 8 - 12 at McMath secondary got an introduction to the plight of the homeless on the Downtown Eastside of Vancouver during a recent sleep over at the school.

Natasha Rennie, who helped organize the event on April 21 along with fellow Grade 12 student and McMath Interact Club member Samantha Maika, said the opportunity was eye-opening for the students who had to raise a minimum of $50 as a donation to Covenant House in Vancouver in order to take part.

In total, $1,300 was raised, including one student raising $250 by themselves.

“We wanted the event to be educational, as well as fun, too,” Rennie said, adding the educational component was met with a slideshow presentation about the state of homelessness in Vancouver.

But in a unique twist, the “treasures” that the students had to try and gather and take back to their own base without being tagged out were items needed by the homeless.

“We had things like a water bottle, a blanket and a banana,” Rennie said.

“And then you had to decide which item was the most important item to take back to your own camp.”

The sleep over was preceded by a clothing drive at the school, which also donated items to Covenant House.

“That was ideal because

a lot of the clothes were coming from the students themselves. And that’s needed for the younger people who are homeless,” Rennie said. “A lot of the things donated will be the right size.”

This was the second year Rennie and Maika have organized a sleep over to help the homeless.

Rennie’s interest stems for her parents’ involvement in the Cobb’s End Of Day Giving program which passes on leftover bread to charities.

“I would go and help my parents and sort through the bread that was being donated,” Rennie said.

n today’s tech-addicted world where all manner of information is accessible with a simple swipe on our smart phones, tablets or even watches, is the venerable printed calendar still a viable tool?

It’s a product Richmond’s Teldon has been churning out for close to half a century. And, over the last five years, the east Richmond-based firm has emerged from near bankruptcy to remain one of North America’s largest calendar makers.

Along the way, it recently picked up an award for being one of the best companies to work for in Canada by the Great Place to Work Institute.

So, for Teldon’s president, Ryan Benn, the question of the relevancy of printed calendars in today’s world is easy to answer.

“It’s where you can actually be in the household, 365 days a year,” Benn said. “When you actually think about what people do with a calendar, it’s this deeply personal experience.”

Benn said he looks at his own calendar and sees he’s penned in reminders such as parent-teacher interviews and hockey practice for his kids.

“You start realizing all of these things that are written inside this printed calendar, even though people have their smart phones with calendars. But that’s not something you share with other people.

“They almost become like a school annual.

Cereal firm nets zero waste honour Richmond-headquartered Nature’s Path Foods Inc. has earned the distinction of becoming Canada’s first and only cereal producer to be certified as a zero waste manufacturer. The certification comes from the Zero Waste Business Council in the U.S. and focuses on two of the company’s plants – one in Delta, which is home for its Que Pasa Mexican Foods brand, and the other in Blaine, Washington. According to Nature’s Path, both of those locations currently divert 95 per cent of waste from landfills which is achieved through recycling and composting, for a combined total of 2,875 tons each year.

That’s the equivalent of 1,643 midsize cars or 14 blue whales. The efforts surpass the criteria of diverting 90 per cent of waste. A third plant, in Sussex, Wisconsin, is also on track to become zero waste certified by the end of 2016.

Richmond-based London Drugs is holding 15 oral health screening clinics in its stores across the Lower Mainland until May 18. The clinics follow a successful pilot project in 2015, which featured what the chain said was the first oral cancer screening in a pharmacy. Ode to brave mom on Mother's Day NADINEJONES A Senior’s Moment

O

ur father died in 1935 when I was 13 and my sister was nine years old. He left no insurance, so our mum had to work to support us.

Mum was born in Vernon, B.C. in 1898 to English parents who taught their two daughters they were “little ladies” and far too wellbred to play with the “commoners” outside their gate.

That was mum’s upbringing, and in retrospect, I realize what it must have been like for her to raise my sister and me in “one room bed sitters” on every street in the West End of Vancouver from Thurlow to Denman and Robson to Harwood.

It must have been hard for her to share bathrooms and cooking smells and other smells with strangers. My sister and I didn’t know any better.

As a child, mum learned how to arrange flowers and set a table for guests, but she knew nothing about the work world. Nevertheless, when our father died, she found herself in the middle of the Depression with two kids to support and jobs few and far between.

Fortunately, she had been a good student and taught herself in high school to type and become proficient in Pitman’s shorthand.

She landed a job in the Stenographer’s Pool at the Vancouver Courthouse. She was never late and never took a day off. She didn’t dare because there was always someone ready to take over if you were found lacking.

She adored my sister and me and dreaded leaving us alone. We children had a huge

long list of do’s and don’ts and first and foremost was not talking to strangers. I remember one day I stepped on a nail that was still attached to a shingle and I hopped around with it on my foot until she got home because I wouldn’t let anyone help me.

We seemed to move a lot. I don’t know why because she always paid her rent and other bills, but we did cover many West End streets. I guess she was always looking for something better. Once, when we couldn’t afford to pay, we moved at night with a wheelbarrow. Mum said it was “an adventure.”

Looking back on it, there might have been a male tenant she didn’t trust with us girls; once we moved because of bedbugs.

As time went on, mum’s diligence at work paid off, and by the time we had grown up, she had become the private secretary to the Supreme Court Justice of the time and held the job until she retired.

Mum was an attractive woman and only 38 when our father died, but she never went out at night when we were young (I guess she was too tired).

She finally met someone when she was in her 60s and was very happy for only a year when he had a heart attack; she cared for him for a few years until he died.

Mum died in l989 at age 91. She was bedridden after a stroke and being kept alive with medication. One day she told her doctor, “I’m not going to get any younger or any better, so I want to stop taking medication. She did stop and was dead within weeks.

She died as she had lived, with strength and bravery.

Nobody had a better mother.

R

ichmond F.C. is 90 minutes away from the Provincial “A” Cup women’s soccer final and this time there is no perennial juggernaut standing in its way.

Richmond continued its outstanding season with a dominating 5-0 quarter-final victory over Abbotsford United last weekend.

The result sets up a semi-final date with Metro Women’s Soccer League (MWSL) rival Coquitlam Metro Ford Extreme on Saturday (2 p.m.) at the Minoru Oval. A win would send the locals to the championship game next weekend in Victoria to take on the North Shore Renegades or Island champion Castaways Highlanders.

Richmond rolled to a league best 13-1-1 regular season record and also captured the MSWL League Cup final with a win last month over the Renegades. Now, the prestigious “triple” is well-within its grasp.

The team made an instant splash back in 2009 when, then known as Richmond Club Ireland, reached the provincial final in its inaugural season before falling 2-1 to 10-time defending champion Surrey United. That Richmond team featured plenty of young talent, including national team member Jodi Ann Robinson.

Since then, Richmond has continued to attract excellent players, from the university and collegiate levels, but hasn’t fulfilled its potential until now.

“In the last three of four years we always seemed to have fallen off over the second half of the season,” said Richmond FC

coach Jim Caldwell. “Even last year, we went into the Christmas break with a five point lead at the top of the standings but really struggled after that.

“I think the big difference this season is the girls are much more committed to training and we are seeing that with the results on the field.”

The team is lead up front by former UBC standout Caitlin Davie who scored twice in the win over Abbotsford and led the MWSL Premier Division in scoring with 18 goals.

Richmond defeated Metro Ford in a pair of regular season meetings — both by 2-1 scores.

“Abbotsford came here with only one sub and that certainly didn’t help them. We have had some good games with Metro Ford but it would be disappointing if we didn’t get the result on Saturday with the season we have had,” added Caldwell.

Richmond FC will be missing two starters due to work commitments, however, that’s where the team’s depth of talent comes through — another big factor in the overall success.

AC Richmond saw its memorable season end with a 4-1 loss to VMSL’s Campo Atletico in Keith Millar Provincial “B” Cup men’s quarter-final action. AC Richmond had earlier captured its first ever Richmond Adult Soccer Association Premier Division title.

Richmond-based Total Soccer Systems Reds remain in the women’s Provincial “B” Cup hunt after a 1-0 win over Vic West last weekend. TSS will take on MWSL rival Dashmesh United on Saturday 6:30 p.m. at King George Park.

ASA Summer League kicked off another season last week with Division One rivals Delta Blaze and Richmond FC “A” squaring off.

The first half was very close with both sides getting chances to take the lead, but it was Richmond who struck first just before the interval on a header by Theo Lorenz.

In the second half,Delta pressed hard for the equalizer and almost tied it when Brad

Caldwell broke free in the penalty area, only to see his shot hit the cross bar.

Richmond pushed back hard to extend its lead but Blaze held them off.

It wasn’t until 10 minutes before full time when Jimmy Millar struck a low hard drive from just outside the penalty area which foiled Richmond’s goalkeeper.

a scramble. Brad Caldwell fell to the ground only to find the ball drop to his side and he hooked in the winning goal.

In Division Two action, defending champions Rino Originals opened their schedule against Richmond FC’s “B” team.

After 20 minutes, Richmond took the lead on a penalty as Mike Revell buried the 12yard shot into the bottom left corner. Minutes later, Rino found themselves down 2-0 after

Andre Riminac fired Richmond further ahead.

In the second half Rino, pressed to get back into the game and, after 20 minutes, Arturo Salburan worked his way through Richmond’s defence and scored on a low shot to the corner of the net.

Both sides had opportunities to score again but Revell provided some insurance when he fired a shot over the ’keeper to cap a 3-1 win.

ichmond Air Attack U14 Black team capped a remarkable campaign of progress with a fourth place finish at last weekend’s B.C. Club Volleyball Championships at the Tradex Centre in Abbotsford.

The girls opened the season by not winning a single match at a tournament in Langley. From there, they were simply determined to get better. Two intense practices each week and a few tournaments later transformed Air Attack Black into a contender.

“One week it clicked. Everything came together,” said coach Kristy Alblas. “It was so amazing to see how far these girls have come. At Regionals, our team came out and blew me away. They looked like a real team. Not only did I notice and our scores showed it, but coaches and other parents were coming up to me commenting on how much our team has improved. This was the best compliment we could have gotten. It is so nice to see that all their hard work paid off.”

The momentum continued in Abbotsford where the Air Attack opened with a tough three set victory over Action. Two more pool play wins followed, locking up first place in their group and guaranteeing the girls a top eight finish.

The march continued with a a straight set (25-19, 2523) quarter-final win over the Mariners, setting the stage for a final four date with Focus Elite. A 2-0 defeat moved Richmond into the bronze medal match against Sky Blue.

This proved to be a heartbreaker, losing one set by a 28-26 margin and just missing out on a podium finish.

Carmen Marshall was awarded the most inspirational player award. It was a hard choice on a diverse team full of leaders, motivators and those willing to help out their new teammates and friends.

The roster also features: Jaimie Muller, Myra Wu, Carolyn Chiu, Jacqueline Gabaldon, Tess Blake, Sabrina Chang, Jennifer Lum, Maggie Pope,, Emie Okamoto, Tamara Boucher and Maia Badyal. Assistant Cassie Lauang rounded out the coaching staff.

“This was one of the best teams I have seen,” added Alblas. “If you look at each girl on the court, you can see that each is talented, but where our team shines is in our team work. Our girls communicated and moved as one. Without each girl on our team, we wouldn’t have been able to achieve what we did this last weekend. At the end, it is not about our results, but how far we have come.

“Seeing such raw talent from this U14 team has made me hopeful for the future of our volleyball teams in Air Attack!”

Clare met her husband in Yellowknife, nWt, and married in edmonton. Clare and her husband art have resided in richmond since 1970. Clare would have celebrated her 50th wedding anniversary this December 9, 2016.
