olicing in Richmond has clearly been a divisive issue for city councillors; some want to maintain the RCMP, while others are intent on establishing a municipal force.

But while the debate may be heated among councillors, it hasn’t exactly got the community at large setting its hair on fire. In fact, judging by the paltry turnout at public meetings, one might think people don’t really care.

Regardless, the city spent $150,000 to conduct a survey which found 59 per cent of 600 decided Richmond residents favour keeping the RCMP. But perhaps more telling was the fact consultant Anna Lilly, who oversaw the public process, stated that many residents said they didn’t know enough about the subject and were wondering why they were being asked about it in the first place. A full one third of respondents checked “no opinion.”

What was troubling in all this were some comments from councillors following the presentation of the findings. Ken Johnson said “a lot of this goes back years” and there are “things we can’t talk about.” Derek Dang said he wasn’t surprised by the result given the information, or lack thereof, provided to the public. Carol Day said, as a new councillor, she was given a mass of confidential background information that left her with more questions than answers.

One gets the sense there’s something we’re not being told — and there is.

The lack of information Dang and others refer to includes a special report specifically commissioned to look at policing in Richmond. The majority (but not all) of council voted to keep this report secret. We suspect it’s critical of the RCMP arrangement only because it’s the councillors apparently in favour of a municipal force who are wanting it made public. But even that (who’s in favour and who’s not) we can’t be sure of. Some have been dropping hints, but most councillors seem reluctant to publicly advocate a position, despite the fact they are the only people privy to an analysis of the very issue we are being asked to vote on. Or, maybe there are forces greater than city council at work keeping a lid on things. The point is, we don’t know.

And why, all of a sudden, this referendumtype governance? Certainly there have been issues that, for many residents, have been far more pressing than models of policing, but there was no suggestion of letting a survey be the final arbiter in those cases.

I’m not saying there should be a change in policing, nor am I saying all documents should be made public. I’m not even saying that making these documents public would have changed the outcome.

I am saying, however, that conducting a survey without providing adequate context is, hmmm, shall we say, unhelpful and does more to breed suspicion than any sense of public consultation.

Bus kids to schools Dear Editor, I would like to commend the Richmond News for being a strong voice of the community and keeping the citizens fully informed and involved in issues that are extremely relevant to Richmond.

Take for example, the issue of school closures in Richmond. The editorials and coverage by reporters have done an excellent job in this regard.

Your latest feature, “Closing time,” sparks questions and the follow-up coverage by staff reporter Graeme Wood was excellent.

It is rather unfortunate that most of the schools on the closure list are in west Richmond.

During the past few years, Richmond, in general, and west Richmond in particular, have changed drastically.

A lot of under-occupied/empty mega homes and the inability of a lot of citizens to afford housing in Richmond have contributed greatly to this problem.

The provincial government’s threshold of 95 per cent capacity and the seismic upgrading costs have made the situation even worse.

All of this has put our Board of Education in a very difficult situation.

Each one of the schools on the closure list is crucial to the school community in that area.

Our local schools serve the community in so many ways in addition to being the learning centres for our children.

Of course, keeping all of them open would be the best solution.

However, this may be wishful thinking.

During the past few years, Richmond’s population growth has been mainly in the City Centre area.

Lately, a lot of high-rises have been either ready or under construction around the Oval.

Rather than building new schools to accommodate children in these growing areas, it may be worthwhile to consider placing them in the schools in west Richmond on the list for closures due to low enrollment numbers.

Even busing these students from the highrises to the west Richmond schools may prove to be more economical in the long run.

For example, James Thompson elementary, at the corner of Westminster Highway and No. 1 Road, is only a five minutes drive from the Oval area.

Similarly, a number of schools on the closure list are not too far away from the City Centre. This may help keep them open.

At the same time, as a vibrant community, we should lobby the provincial government to lower the threshold of 95 per cent capacity and provide more resources to the school district.

In this regard, our three MLAs — Linda Reid, Teresa Wat and John Yap — should be of great assistance.

Dear Editor, My husband — who was born and raised in Richmond — and I have lived in the Broadmoor neighborhood for 25 years.

We have endured being completely boxed in by the mega mansions.

We have watched our neighborhood change from a little community, to not knowing your neighbours, who, for the most part, don’t live here.

Last year, our neighbour returned from overseas for three weeks and had a perfectly healthy birch tree cut down. Why? I am from England originally, where, if you wanted to put up as much as a

garden shed, you would need permission from the local city and all your neighbours!

Not here. We cannot stand it anymore.

We have sold our house and are moving to Gibsons on the Sunshine Coast, which has a community feel about it, not unlike Richmond 10 years ago. I cannot believe we have a city council that would allow all this building to the edges of your property, and sky high above.

We have lost forever the community feel of Richmond. So sad.

Alas, Richmond is gone

Two groups of people, the godchildren and the children of the surviving spouse, sought to have different Wills, made in 2009 and 2012, declared valid. The deceased’s godchildren felt that the 2009 Will was the valid or “proper” one and there was undue influence with respect to the 2012 Wills.

The surviving spouse’s children felt the 2012 Wills were valid.

Some councillors in the past have shown little trepidation or concern when spending; taxes just go up and up and get spent just as quickly.

Dear Editor, It looks like according to the report authorized by the City of Richmond regarding replacing the existing RCMP with a city police force similar to Vancouver’s would be very expensive.

The transition could cost $20 million with a yearly operating exspense of up to $4 million more than the RCMP. So it should beg the question...why bother?

Where is the value for the taxpayers?

Some councillors seem to believe replacing the RCMP should proceed anyway.

They certainly are entitled to a view, but where is all this extra money coming from?

Anti-bike theft program rolling out in Richmond ALANCAMPBELL Staff Reporter

ichmond RCMP is set to become one of only two police forces in Canada to implement an innovative, online bike registry, which is hoped will combat rising thefts.

The local detachment is following closely in the tire tracks of the Vancouver Police Department, which, last fall, was the first in the country to bring in the Portland-based Project 529 program.

The program – the brainchild of James Allard, one of Microsoft’s founders who oversaw the company’s first foray into the videogame industry (Xbox) — allows riders to easily and securely register their bikes online and broadcast a “missing bike bulletin” to the 529 community and social networks in a bid to recover a stolen bike.

Project 529 holds a database of all registered bikes and stolen ones, as well. Additionally, the 529 program generates a detailed report that can be provided to police and an insurance company in the event of a theft.

And with other local RCMP detachments and municipal police forces about to follow

suit, Richmond Mountie Cpl. Kevin Krygier believes it won’t be long before it’s not just bike thieves who’ll be feeling the pinch.

“Bike thefts have been increasing year after year and lots of property crimes in Richmond are perpetrated using stolen bikes,” said Krygier, who’s heading up the program rollout after noticing Allard and Project 529 last fall at a crime prevention symposium.

“This is cross-jurisdictional and if it’s flagged on the (529) database as stolen, then it will show up.

“This is a unique multi-national registry and if it’s stolen, it will show up on 529. It’s not perfect and might take some time to have a real impact, but it’s adding another layer.

“And it’s going to interrupt offenders and diminish their ability to be mobile. They’re not going to be able to outsmart this.”

Before coming across Project 529, Krygier had been asked by the city’s top cop, Supt.

Renny Nessett, to come up with something to help counter the rise of bike-related crime in Richmond.

And when he started to look into the 18-month-old project, Krygier realized it would be a perfect fit for Richmond.

All it entails is taking some photos of the bike, logging the serial number and placing

a tamper-proof shield on the frame. All the information then goes into the Project 529 database.

“If we, or someone else, see a known offender with what looks like an expensive bike, we can immediately check it on the 529 database,” explained Krygier.

“And I would encourage the public, if thinking of buying a bike off the Internet or wherever, to ask for the bike’s serial number and then check it on the 529 database.”

Krygier said it’s difficult to fully ascertain the extent of bike theft in Richmond, because, when a building’s locker is broken into, for example, and several bikes are stolen, it only

shows in the system as one theft.

“We started to roll (the awareness) out this week and have been training the volunteers.

Over the next few weeks, we’ll be hosting some public events, where people can come and register their bikes,” he added.

Next week, on Thursday, April 21, outside Branscombe House on Railway Avenue, Krygier and his team of police volunteers will be doing a demonstration of Project 529 for passing cyclists from 2 p.m. to 4:30 p.m.

Fan sues Vancouver Canucks after puck incident Alan Campbell

Richmond man is seeking damages from the Vancouver Canucks after he was struck on the face by a puck during an NHL game.

Wayne Chi claims, in a law suit filed at the BC Supreme Court on March 31, he was injured after the puck left the ice during a game versus the Anaheim Ducks game on April 7, 2014 at Rogers Arena.

In his notice of claim, Chi alleges that

he sustained serious injuries to his head, neck, back and shoulders. He further claims, as a result, he still suffers from headaches, dizziness and nausea.

Along with the Canucks, the suit accuses the Aquilini Investment Group Limited Partnership, Vancouver Hockey General Partner Inc. and Pacific Coast Arena Inc. of “negligence and/or breach of statutory duty” for “failing to take reasonable care to ensure the Plaintiff would be safe” and “failing to comply with the provisions of the Occupiers Liability Act.” Specifically, the organizations are ac-

cused of “failing to warn or adequately warn the Plaintiff of hazards that the Defendants knew or ought to have known were present on the premises and/or at the Game.”

According to the Canucks’ terms of service, which is written on the back of game tickets, spectators assume all risk of personal injury that comes with attending games.

There is, in fact, a more specific warning on the back of all game tickets, written in capital letters, which reads: “PUCKS FLYING INTO SPECTATOR AREAS CAN

CAUSE SERIOUS INJURY. BE ALERT WHEN IN SPECTATOR AREAS.” Chi’s injuries, according to the claim, “… have caused and continues to cause the plaintiff pain, suffering, loss of enjoyment of life, permanent physical disability, loss of physical, mental, and emotional health, and loss of earnings, past and prospective.”

The Richmond resident is seeking unspecified general and special damages, costs and past and future health care costs.

The Canucks have yet to file a statement of defence and none of the allegations have been proven in court.

t least one member of Richmond city council is willing to reduce Richmond’s default speed limit after a report from Provincial Health Officer Dr. Perry Kendall recommended doing just that, in order to save lives and reduce serious injuries from car accidents.

“Forty km/h is about right,” said Coun.

Chak Au, after the Richmond News asked each individual councillor for comment on Kendall’s lengthy report.

“There is no single solution to the problem of (motor vehicle) fatalities. However, speed is the largest contributing factor to (motor vehicle) fatalities in B.C. Dr. Kendall also points out that to reduce the default speed limit on roads is consistent with road-use best practices,” said Au, via email.

“I understand that his proposal is debatable, and has been rejected before,” noted Au. Meanwhile, councillors Alexa Loo, Derek Dang, Bill McNulty and Linda McPhail stated they would not be willing to consider speed limits below 50 km/h along the city’s main (arterial) roads — at least not until Richmond RCMP provide more enforcement.

“There needs to be more consistent enforcement of speeding before looking at reducing speed limits,” said McPhail, who nevertheless said she wants the city’s transportation planners to look at expanding school zones, which are set at 30 km/h on school days.

“I’d be interested in seeing the school zone being made bigger. A lot of the time (the zone) is a hard transition,” said McPhail, who recently commented that average cruising speeds on main roads are well above 65 km/h.

According to City of Richmond spokesperson Kim Decker, Richmond typically sets school zones according to property lines in front of a school.

“There is no maximum or minimum distance; each jurisdiction is left to determine an appropriate distance for placement of the signs,” said Decker.

Schools along main roads do not have special speed zones, noted Decker.

McNulty said he would be willing to add more special 30 km/h zones. He said Granville Avenue, in front of the new Minoru Complex would be an ideal location, as many seniors will be crossing that street.

Adding more crosswalks (Richmond added or upgraded five last year through ICBC funding) and installing more signage and speed bumps are other tools available to the city for reducing speeding in specific areas.

Au also commented that he wants to see right turns banned on red lights at certain busy intersections to better protect pedestrians. On Tuesday, councillors asked Richmond RCMP Superintendent Rendall Nesset for thoughts on reducing speed limits.

Nesset opined that it wouldn’t be prudent on a main road.

“You have to be careful where to implement such a strategy,” said Nesset.

Coun. Carol Day said keeping speed limits at 50 km/h is important to keep traffic moving, an issue Nesset also raised.

According to the city’s transportation manager, Victor Wei, it’s possible for city council to set the city’s default speed limits below 50 km/h even if neighbouring cities do not.

He said “a lot” more signage would be required and a 30 km/h speed limit, as suggested by Kendall, could be an “enforcement headache.”

Wei said entrances to the city would need to notify drivers.

Wei also noted it is possible for council to reduce speed limits on local roads — those found primarily in between main (arterial) roads.

“Maybe the first step is just more enforcement,” said Loo, adding that putting up more signs wouldn’t be practical.

Last year, two pedestrians died after being hit by cars, although it’s unclear if speed was a factor.

Kendall cited RCMP data that noted speed is the number one contributing factor to fatalities.

He said 30 km/h is the “survivable speed for vulnerable road users, such as pedestrians and cyclists, and so speed limits of 30 km/h would be safest for local neighbourhood roads.”

6.5-metre steel sculpture along the Fraser River at the end of Cambie Road will stay in place after city council voted 7-2 in favour of allowing a developer to donate the artwork as is.

After much discussion at the committee level, only councillors Bill McNulty and Harold Steves ended up voting against the proposal. McNulty wanted a cash donation while Steves preferred it on the development site, as he dislikes the art.

Oris Development (River Drive) Corp. bought the art, dubbed Water #10, from the Vancouver Biennale for $400,000 plus tax. After developing Parc Riviera at the north end of No. 4 Road, it was asked to donate $575,000 worth of public art to the city, per city policy, which stipulates developers can choose to contribute cash (based on the size of the development) or place equivalent art on their site.

Steves has been adamant that the trail act as a farm road thus, not requiring an ALC application.

About half of the 136-acre site will remain a bog while the other half will include a farmhouse, passive recreational fields, as well as a plan to lend 20 acres of reclaimed farmland for Kwantlen

The owner of the former Mylora West golf course is planning to start remediation work on the now-abandoned property, meaning several large, mature trees will be felled to make way for a farm field.

Because the property is in the Agricultural Land Reserve and falls under the No. 5 Road Backlands policy, the owner must farm the back two-thirds of it, should it be redeveloped, as planned.

Consultants for the property told city councillors at a planning committee meeting March 30 that they were concerned residents would not understand the work being done on the land.

As it is a 30-acre rectangular site, the front 10 acres will be developed under the “institutional” zoning, however it’s unclear what exactly will be built, as the development proposal has not been made publicly available (it will be presented to the committee next month).

The consultants noted once the back 20 acres is converted into farmland, the land will be transferred to the city for it to be farmed, per the backlands policy.

Marine rescue asks city to help Graeme Wood

ichmond’s Royal Canadian Marine Search and Rescue team is hoping to secure more stable support from the City of Richmond.

Brian Hobbs, a lead volunteer search and rescuer for RCMSR, told Richmond’s safety committee he would like more secure, year-over-year support from the city, as presently much of what the group receives are “one-offs.”

For instance, Hobbs said the team uses Steveston Pool for training, but it has to ask the city each year for permission to do so.

Hobbs’ report to the committee was a generally positive one, as he noted in 2015 the team made 63 calls, saving six people from a serious incident, while helping 51 others on the Fraser River.

He said the city`s ability to facilitate a new base in Steveston Harbour has shaved response times from 17 minutes to 15 minutes.

He said river users have recently been acting relatively safe.

“More and more people are definitely using the water, so it’s nice to be able to keep the call volume down,” said Hobbs.

RCMSR is looking for a new north/middle arm base, as well, with Milltown Marina being an option. Hobbs said the location would prove more convenient for north arm operations and could entice Vancouver-based volunteers.

With a budget of $45,000-60,000, Hobbs said the team relies on donations and provincial grants. The federal government reimburses costs associated with service calls, noted Hobbs. Councillors said they would take Hobbs’ advice under consideration.

Critics of the agreement argue the TPP would give foreign investors special rights to protect their assets by suing countries for compensation in the face of laws, regulations and other decisions that the foreign investor thinks are unfair.

These kinds of international rights are not available to domestic investors or anyone else, even in the most extreme situations of mistreatment.

Critics also argue that while the TPP gives powerful rights to foreign investors, it does not attach equally enforceable responsibilities to respect basic labour, environmental and anti-corruption standards, for example, where a country’s institutions fail to uphold such standards.

ichmond residents will get a chance to add their comments on the Trans-Pacific Partnership (TPP) agreement at a public meeting Monday at the Radisson Hotel Vancouver Airport (8181 Cambie Road).

The event, hosted by the federal government’s Standing Committee on International Trade, runs from 9:45 a.m. – 1:45 p.m. in the ballroom.

The TPP would create a free-trade zone among 12 nations around the Pacific, making it the world’s largest. The countries within its scope account for 40 per cent of the world’s economic output.

In a joint statement from B.C. Premier Christy Clark and Richmond Centre MLA Teresa Wat, who is also B.C.’s minister of international trade, the pair congratulated the federal government for signing the deal.

“The Trans-Pacific Partnership Agreement will benefit B.C. by increasing bilateral trade between North America and other Trans-Pacific Partnership markets, which supports economic growth and creates jobs right here at home,” their statement said.

Mould plagueing Ice Centre Facility should be top priority, says community arena chief Graeme Wood

he Richmond Ice Centre is plagued by a persistent mould problem and has not had a seismic assessment since it was built 23 years ago.

Those are two good reasons why the facility should be given a high priority when city planners complete an upcoming review of civic facilities, according to the chair of the Richmond Arenas Community Association.

“What needs to be done is a facilities assessment, just

like at Minoru Arenas,” said Frank Claassen.

While noting he is unsure if the centre would meet today’s seismic standards and that no concerns have been raised otherwise, Claassen opined that major remedial work would “not be reasonable” considering the six-rink facility is “so close to its potential end of life.”

The centre’s lease expires in 2019 and the City of Richmond has the option to renew it twice, for five years at a time, up to 2029.

The mould problem has persisted for years, since at least 2013.

An airborne mould analysis was subsequently conducted by JMB Environmental Ltd. On Oct. 8, 2013, according to WorkSafeBC, the analysis concluded six rooms in the arena had above-normal airborne mould concentrations. The report noted the findings were only valid for that date and environmental factors could change throughout the year.

Following the WorkSafeBC investigation, the city cleaned the rooms and discarded mouldy material via a mould abatement company. A final post-remediation report in February 2014 showed the mould situation had been, at least temporarily, cleaned.

It was recommended by WorkSafeBC that an insulating (vapour barrier) wall be built to prevent moisture buildup over the long term. That’s because the temperature differences between the ice rinks and the offices and change rooms fostered moisture buildup on the walls.

To date, insulating walls have not been installed, but at least one is part of the 2016 municipal budget.

In the intervening 30 months since WorkSafeBC made its recommendations, city spokesperson Ted Townsend said staff clean the arena annually.

The Richmond News has observed mould and musty smells in several rooms in the arena and some walls with black residue appear to be painted over. Emails between arena employees indicate a cleanup was done last October.

“It’s that time of year again to clean some of the walls between the rinks. Mold is back…” reads one email.

Seafair Minor Hockey Association told the News members have also raised concerns about the mould.

According to the American Industrial Hygiene Association “modest wetting and drying” in buildings is common, however if it’s persistent it can lead to mould growth.

Exposure to mould can lead to increased risk for respiratory symptoms, such as asthma, bronchitis and lung infections.

Mould is particularly harmful to young children, seniors and those with pre-existing respiratory conditions.

Coun. Bill McNulty, RACA’s council liaison, said he was unaware of the mould problem and that the ice centre would be included among an estimated 50 facilities that will be soon (no specific timeline) reviewed by city staff as part of a long-term facilities review.

The centre was built mostly for minor hockey practices. It was expanded from four rinks to six, shortly thereafter, due to high demand for ice.

It’s unclear if a new facility could be built on the same property. The land is part of the Riverport Entertainment and Business Park, which was sold for $103 million to a Real Estate Investment Trust in the second biggest commercial or industrial real estate transaction in Metro Vancouver in 2015.

he last of four drop-in information sessions for TransLink’s Southwest Area Transport Plan will take place at the Cannery Farmers’ Market in Steveston this Sunday.

And while TransLink has launched a round of online public consultation for the plan, asking residents of Delta and Richmond how transit service and infrastructure can be improved, retired transportation planner and blogger Stephen Rees says the process could prove unproductive.

“I find it odd [TransLink] would be asking people what their (transportation) priorities are when they have no power to solve the existing problems,” said Rees.

An online survey will ask residents to address personal aspects of their transportation habits, from driving to walking, until May 6 via TransLink.ca/SWATP. The survey asks residents to propose three changes they would like to see happen for Richmond and Delta, otherwise known as the Southwest Area.

The survey links out to the 2014 Mayors’ Council Transportation and Transit Plan for Metro Vancouver.

“These priorities identified the need for types of services, but not the specific routes or specific areas that would benefit. An Area Transport Plan will establish a blueprint for the unique transit and transportation needs

of the Southwest sub-region,” notes TransLink.

However, the plan is incumbent upon available funding, which Rees says should be the top priority.

“They don’t have the power to deliver,” said Rees, noting the failed referendum on a regional sales tax.

Furthermore, with the provincial government making major transit-related decisions that run contrary to the mayors’ council’s plan, Rees questions how serious people’s opinions will be considered.

“Generally people are a bit cynical of this process. At open houses, no one can answer questions and there’s never any commitments,” said Rees.

A major critic of the province’s decision to build a $3.5 billion bridge at the George Massey Tunnel crossing, Rees contends any thoughtful insight from the public to improve transportation choices will be largely inconsequential considering how the 10-lane bridge will affect the Southwest Area.

Rees said the Canada Line and improved cycling lanes are proof rapid transit and active modes of transportation work.

“And yet we continue to build freeways when we know they don’t work,” he said.

Residents have the opportunity to comment freely. Rees said he expects seniors to ask for properly funded HandyDart service and the disabled to ask for the province to reverse its decision to stop subsidizing transit passes for them.

he Insurance Institute for Highway Safety (IIHS) describes itself as “an independent, nonprofit scientific and educational organization dedicated to reducing the losses — deaths, injuries, and property damage — from crashes on the nation’s roads.” Wholly supported by auto insurers and insurance associations, IIHS, since its founding in 1959, has been “a leader in finding out what works and doesn’t work to prevent motor vehicle crashes from happening in the first place and to minimize injuries in the crashes that still occur.”

In 1992, IIHS opened its Vehicle Research Center in Ruckersville, Virginia, a state-of-the-art facility for vehicle safety testing. …And the latest from this facility, released March 30th, 2016—the first ever rating of headlights—is worthy of note. Of the 31 mid-size cars tested with their various 82 headlight package combinations, only 1 was rated Good, while 11, 9 and 10 were ranked, respectively, Acceptable, Marginal, and Poor.

The winner was Toyota’s Prius v when equipped with LED lights and high-beam assist, which is the advanced technology package only available on the highest trim level. When equipped with regular halogen lights and without high-beam assist, however, the Prius v earned a poor rating.

Luxury and marque status were no barrier to poor ratings. The worst performer was said to be the BMW 3 series with halogen lights. As the study notes, “A driver with those headlights would have to be going 35 mph or slower to stop in time for an obstacle in the travel lane.” It went on to say, “A better choice for the same car is an LED curve-adaptive system with

high-beam assist [but this] combination … rates [only] marginal.”

Acura, Audi, Lincoln, Buick, Cadillac, MercedesBenz, to mention only a few, were all, in the opinions expressed in the study, in the marginal and poor categories. Equipment wasn’t the sole issue, and as the report notes “The Institute’s headlight rating system doesn’t favor one lighting technology over the other, but simply rewards systems that produce ample illumination without excessive glare for drivers of oncoming vehicles.”

Sufficient illumination and moderate, non-excessive glare from headlights, is no small matter. Obviously, styling cannot be the main consideration. The study notes that about half of traffic deaths occur either in the dark or in dawn or dusk conditions, meaning improved headlights may have the potential to bring about substantial reductions in fatalities.

This study has also highlighted a suggested lag in government regulation of ongoing illumination and glare. Despite all the new ‘advanced’ lighting technologies, the regulations have reportedly remained unchanged for decades.

The US National Highway Traffic Safety Administration (NHTSA) has responded to this report saying its proposed overhaul of its five-star safety ratings will depend partly on vehicles’ use of lower-beam headlights, semiautomatic beam switching and amber rear turn signal lights — technologies designed to improve visibility for the driver and for other motorists. NHTSA spokesman Bryan Thomas was quoted as saying, “Basically we agree headlights can and should be stronger.”

hen you imagine a medical emergency, your local firefighter may not be top of mind. But often that’s who may be one of the first to help on scene here in Richmond.

“Although we are highly trained for fire situations the majority of our calls are medical emergencies,” says Jen McElgunn, a Richmond Firefighter member since 2008. “We deal with many vehicle accidents, cardiac arrests, pedestrians struck…some members have even delivered babies at calls.”

In March the Richmond Firefighters Association took a leadership role by donating $250,000 to help improve care at Richmond Hospital. Care and concern for patients serve as powerful inspiration.

have. We spend a lot of time with patients on the scene. Every time a patient goes to Richmond Hospital’s Emergency Department, I know they are being greeted by an amazing team ready to help.”

Dedicating their own lives to helping others can also mean medical emergencies for members as they put themselves in harm’s way as part of a rescue operation. “There are often times our own members will have to go to the hospital after a call and it’s reassuring to know you will be well taken care of upon arrival.”

Help grieving families honour their 'angels'

A

non-profit group desperately needs help from Richmondites — to turn used wedding dresses into tiny gowns for grieving families.

Over the last two years, BC Angel Dresses has transformed thousands of wedding and bridesmaid garments across the province into dresses for still-born babies.

The group’s founder, Bobby-Jo Kowalski, said the dresses for the little “angels” play a small part in helping families “validate” their babies and facilitate the grieving process.

Kowalski said her organization has had lots of offers of wedding dresses from Richmond, but has no local volunteers to collect them or seamstresses to turn them into the beautiful little clothing items, some no longer than the length of two pens.

“We’ve had lots of calls from people in Richmond, and Steveston in particular, but we have no one nearby to collect them or make them into the angel dresses,” said Kowalski.

“When I look at how many people live in Richmond, it seems like it could be a place where there are lots of volunteers.”

Kowalski said they have more than 100 volunteers across the province — with more

coming in every week — who can collect the donations and who can make them into the angel dresses.

“Last week, in Cranbrook, we had no collectors or seamstresses. We found one of each, posted it on Facebook and we were deluged with offers of dresses,” she added.

When a family experiences the loss of a still-born baby, said Kowalski, the simple thought of what to wrap or clothe the child in, is often overlooked.

“This is a way for the family to validate the baby; it’s more personal, it shows that the baby counts and it can help start the grieving process,” she said of the little re-worked dresses.

“In 2015, there were 381 neo-natal or stillborn deaths (20 weeks and over) in B.C. “I’ve lost four babies due to miscarriage.

This is how I honour my lost babies and maybe, somehow, helps other families get through their loss.”

An unregistered non-profit, based out of Pitt Meadows, Kowalski kicked off BC Angel Dresses in May 2014, motivated by her own loss.

It takes about 20-40 hours for seamstresses to transform the dresses into the tiny little angel ones, she explained.

“Once seamstresses are done, the dresses, which are for girls and boys, get packaged in various sizes in a kit and delivered to hospitals, free of charge.

ifty years ago half of all Canadians over age 15 smoked. Laws restricting smoking were virtually non-existent, and tobacco smoke seemed to be everywhere.

Air was thick with smoke in Richmond’s indoor spaces — from school staff rooms and city hall to restaurants and shopping malls. Cigarettes were widely available, even from vending machines. But change was coming. Richmond council made sure of that with a historic bylaw 30 years ago.

On April 14, 1986, council adopted Bylaw 4514, the first local law that targeted smoking. The issue had long been on council’s radar, as talks about restricting smoking in public areas began a decade earlier, according to city hall records.

Coun. Harold Steves, Richmond’s longest serving council member, said Richmond was one of the first jurisdictions to target smokers.

“It was unbelievable actually having clean air to breathe when we banned smoking at council meetings, then public buildings and schools,” said Steves.

Bylaw 4514 created sweeping change. It wasn’t without its critics.

But perhaps the most vocal resident, Norman Wrigglesworth, was a supporter. Stormin’ Norman, as he was known by some for his colourful council presentations, started campaigning against smoking in the 1970s. The late Richmond resident urged council to introduce a ban in public areas, much like Ottawa did in the late-1970s. He watched with impatience as Toronto, then other municipalities, followed suit.

“P.S. The real Prince Charles hates smoke,” he wrote below one of his letters to council at the time.

In 1983 Wrigglesworth built a fourmetre-square no-smoking sign on the roof of his Richmond garage. Three years later, a bylaw was in place.

Richmond’s new rules banned smoking in retail stores, service counters, government offices, hospitals and health clinics. Smoking was still allowed, however, in designated

areas.

Restaurant owners were also required to act, but they were granted leniency. A sign was required at the entrance of every restaurant indicating whether non-smoking seats were available inside. But whether a smoke-free section was available was entirely up to the owner.

Council’s bylaw also banned smoking in elevators, escalators and stairwells, public buses and taxicabs — unless the driver and passengers were OK with second-hand smoke.

Elected officials set the maximum penalty for an operator at $500, while individuals caught breaking the rules faced a fine between $25 and $500.

The bylaw also ensured the nosmoking sign would become ubiquitous. Multiple conspicuous signs were mandatory everywhere smoking was banned.

One year later, in 1987, council introduced a second set of restrictions aimed at workplace smoking. Bylaw 4762 was intended to “severely limit smoking in the workplace other than under certain conditions,” noted the municipal clerk of the day, Rod Drennan. Workplaces could still have smoking areas, as long as non-smokers didn’t need access to such areas.

Coun. Steves said it was because of serving on council — in smoke-filled chambers before the bylaws were introduced — that he developed asthma.

“When I was first elected every-

one smoked but me. The planning committee room in the old city hall was an inner room with two doors and no windows,” he remembered.

“When the meeting began everyone else lit up a cigarette and (alderman) Bob McMath a cigar. I watched the smoke curl up to the ceiling.”

Steves also remembered his second election campaign, and trying to deliver a speech with tears running down his face while other candidates puffed away.

“Eventually, my breathing got bad and I had difficulty breathing outdoors on days there was heavy particulate in the air,” he said. “I have been on puffers ever since.”

More rules to further restrict smoking would come from the city and the province. In 2002, provincial legislation required all workplaces that chose to permit smoking to create designated smoking rooms. The law went further in 2008 with a provincewide ban on smoking — and no allowances for smoking rooms.

“People still didn’t get the message and we had to ban smoking in the parks as adults would light up their cigarettes when watching their own kids playing games,” said Steves.

Whatever the cause, smoking rates have dropped substantially since Richmond first introduced a smoking bylaw in 1986, according to Statistics Canada figures. Today, just 18.1 per cent of Canadians smoke, compared to 33 per cent three decades ago.

t took a duck having trouble paddling through a water-filled ditch to mobilize a small neighbourhood into action.

The resourceful quacker managed to negotiate a route past the large, offending piece of plastic on the greenway off Railway Avenue.

But while witnessing the duck’s journey, Sandy VanOstrand also began to notice litter and debris up and down the 250-metre stretch of the path behind her Cornerbrook Crescent home.

And it was then that she had the idea of corralling her neighbours into forming a mini clean-up crew.

“Although the duck managed to get around the garbage, I thought this wasn’t right,” said VanOstrand, who had been out for a walk with her husband at the time.

“We started to notice all this other garbage lying around and we thought ‘this looks terrible.’

“You could see it all along the Railway path and I thought straight away, I’m going to put an email out to all the neighbours.”

Everyone on the crescent’s Blockwatch list got an email inviting them to form an impromptu clean-up team two days later at 11 a.m.

“About seven neighbours (out of 20 or so homes) came out and they

were armed with all different things, litter pickers, bags, rakes,” said VanOstrand.

“I was a little surprised, but I was hopeful because there are lots of good people on this street.

“We spent less than an hour out there and we filled two, big, black garbage bags.”

Now, other people, she said, including parents and their kids, want to come out and help next time.

“I’m not sure how often we’ll do it, but it was a lot of fun,” she added.

“We would love to see other neighbourhoods across Richmond do the same thing; it’s fun, it’s social and it doesn’t take much time.”

Richmond jockeys for greenbacks, Renminbi Low dollar and more Chinese visitors fosters growth for Tourism Richmond GRAEMEWOOD Staff Reporter

ichmond’s tourism industry witnessed record growth in 2015 as the city vied to grab its slice of sprawling international Chinese tourists and took advantage of a weak loonie to attract Yankee dollars.

Shopping, Chinese restaurants, Steveston and the River Rock casino are among the most coveted tourist stops in Richmond, according to Tourism Richmond CEO Tracy Lakeman.

“We had 7.9 million people visit Richmond in 2015 and they spent $1.54 billion in our community,” Lakeman told stakeholders at the organization’s annual general meeting Tuesday afternoon, adding tourism accounts for about 11 per cent of local jobs.

According to a leading national market report by real estate firm CBRE Group, Richmond’s hotel occupancy rate in 2015 was 78.5 per cent, the highest in Canada for the second year in a row.

As Tourism Richmond charges a two per cent hotel room tax, the organization took in just over $3.3 million in tax revenue, up from $2.8 million in 2014. Lakeman expects Tourism Richmond to see about five per cent growth this year as well, resulting in an overall budget of $4.4 million to promote all things Richmond.

“We have been very fortunate, particularly last year, to have high occupancy numbers,” noted Lakeman, as Richmond is buoyed by its proximity to Vancouver International Airport and Downtown Vancouver.

The majority of overnight visitors (who account for 70 per cent of tourism dollars) to Richmond were Canadian — with a total of 26 per cent being British Columbians from outside of the Lower Mainland and 27 per cent from outside of the province. Americans accounted for 24 per cent of overnight visitors.

n Richmond promotes its Asian vibe

Tourism Richmond’s slogan is “Far East meets West Coast,” so it’s no surprise Richmond’s Asian cultures are a major theme the organization is trying to promote to North American visitors who may be seeking to catch some of that Asia-Pacific vibe without having to cross the Pacific Ocean.

Restaurant dining is a big staple, noted Lakeman, who has continued to promote the 365 Days of Dining blog at TourismRichmond.com. Over the past six years, the number of restaurants in Richmond has nearly doubled — in February 2016 there were 711 restaurants, with most new ones offering Chinese food.

Add in Asian-themed events and a long list of temples to visit, and it’s easy to see how Richmond, a city with more than 60 per cent ethnic Asian residents, positions itself as the concierge between East and West.

Ironically, as Richmond sells its Asian culture, roughly onequarter of visitors to Richmond are from overseas with most of them — about two-thirds — coming from Asia itself, and mostly from Mainland China or Hong Kong.

For the Chinese, perhaps a taste of home with a Canadian twist is what they seek, but mostly it’s all about the shopping, as Lakeman said McArthurGlen designer outlet mall is already one of the top tourist destinations in Richmond. The mall has noted it has seen an uptick in American visitors with the weak Canadian dollar. It’s also popular with Chinese tourists.

n Tapping into Chinese desires

According to Retail-Insider.com, retail shopping accounts for 77 per cent of conventional spending by Chinese tourists in Canada, while only seven per cent goes to lodging and eight per cent to dining.

“The Chinese are spending an estimated $164 billion internationally annually, more than any other nation,” noted Retail-Insider.com.

Chinese tourists have doubled since 2010, as travel restrictions loosen in China and abroad, according to the China Tourism Research Institute. In 2015, there were 120 million outbound visitors. Goldman Sachs notes only four per cent of Chinese citizens hold a passport yet they now spend nearly

$200 billion overseas annually, more than any other nationality. In 10 years, Chinese passports are expected to triple. So, expect to see more Chinese visitors.

Lakeman said increased flights into Vancouver International Airport also means more tourists in Richmond. The airport is predicting a 25 per cent increase in travellers by 2020 (25 million total, annually, up from 20 million in 2015). The push to reach China is evident; last month YVR announced a new direct flight to Xiamen, making it the North American airport with the most direct flight paths to and from China.

And they’re not just buying Gucci handbags.

According to Juwai.com, a company that assists Chinese nationals with international property listings, real estate tourism is also a booming sector. Canada is the third most popular destination for Chinese buyers.

“Chinese want better quality at lower prices, and they are finding it overseas. Unsurprisingly, this want extends to property, too, whereby more and more “Fly ‘n’ Buy” Chinese are snapping up homes while holidaying abroad, as residential property overseas offer much more value for money,” noted Juwai.com.

Meanwhile, Steveston Village on the whole, is a top-five destination for all tourists, according to Lakeman.

Another draw that’s gaining in popularity is the Richmond Olympic Oval. It has 40 sporting events scheduled for 2016 and recently opened the Richmond Olympic Experience museum.

Perhaps the only downside of the tourism boom for Tourism Richmond is the fact there aren’t enough hotel beds — Richmond only has 25 hotels, which account for about 5,000 rooms.

“We are completely tied to the airport and they’re projecting more (passengers), which means we will need more hotels,” said Lakeman.

As a consequence, hundreds of online listings of short-term rentals are popping up in Richmond, adding fuel to the anger of many Richmondites who are observing suspected tourists coming and going in residential neighbourhoods.

Lakeman said Tourism Richmond hasn’t taken a stance on online websites such as Airbnb.com.

“Any way we can have more inventory for visitors to have a place to stay in Richmond, we’re obviously happy with that, but it’s got to be regulated and within the law.

“Right now, I don’t think it’s affecting us except positively.

But if there’s a downturn (in occupancy rates) then the hoteliers may not feel the same way,” said Lakeman.

City spokesperson Ted Townsend said the city deals with illegal hotels on a complaint-driven basis. In 2015, the city investigated 25 sites, although none led to court action.

In Richmond, one must reside in a house in order to rent out a bedroom in that house. But bylaws don’t specify how long a visitor can stay, only to say that a house cannot be used as a motel or hotel.

“There’s some room for interpretation in the bylaw, but generally we would see Airbnb as a commercial operation, which isn’t permitted,” said Townsend.

“Based on the number of complaints we’ve received, there certainly is some concerns from residents who believe Airbnb operations are running next to them,” said Townsend.

The city presently has staff working on a report for council.

Townsend said enforcement can prove difficult.

think every politician should have to sit in a welfare office and apply for social assistance.

If you’ve never done it, the experience can be very

enlightening.

I had to do this, sit in a welfare office. I was supporting Roger, who is someone close to me, and I went with him to provide guid-

ance and moral support.

The entire experience was confusing and frustrating.

The amount of information he had to provide, just to qualify to see someone about getting social assistance, was overwhelming.

Navigating the entire process was beyond the abilities of Roger — he couldn’t

have managed without me and I wondered, while sitting in the welfare office waiting, how others, who are in crisis or have barriers, manage to get through this arduous system.

Young to cap quarter century with chamber

After 25 years with the Richmond Chamber of Commerce, Carol Young is calling time on her career. A celebration of her work with the chamber will be held April 27 from 5:30 – 8 p.m. at the Sheraton Vancouver Airport Hotel (7551 Westminster Hwy.).

MDA signs satellite deal

Richmond’s MacDonald, Dettwiler and Associates Ltd. (MDA) has signed two contracts with a combined value of $6.43 million with Thales Alenia Space for four subsystems to be installed on the Sentinel-6A, -6B, -3C, and -3D environmental monitoring satellites, part of Europe’s Copernicus program. These subsystems are dedicated to the satellites’ altimetry instruments and provide them with the capability to measure the distance to Earth from the satellite, which enables it to map ocean-surface topography.

Pop a cork on the whites of spring ERICHANSON Sips Happen

W

ith the recent sunshine, warm temperatures and blossoms, we should be in the mood for spring wines.

These are wines that are flavourful, floral, and fruity.

And they should also be light and refreshing. This week, I’ve selected three affordable whites that really fit the bill.

First, let’s unscrew a wine you’ve probably never tasted or heard of: The Laurenz V. 2014 Singing Gruner Veltliner ($17.99). The name Grüner Veltliner literally means green grape from the village of Veltlin in the Tirol in Austria.

Part of the reason it’s uncommon is the problem that English speakers have with pronouncing the name. But that problem has recently been addressed. Some retailers and even producers, call it Gru-Ve. Isn’t that a groovy name?

Labels often wax poetic about the wine’s characteristics. But the Laurenz V.’s label is very accurate: “Gruner is best described as having elegance and finesse, a floral perfume with a refreshing zip, hand in hand with distinctive fruity character and a rewarding finish.”

In general Grüner Veltliner produces very refreshing, tangy wines with white pepper, dill, and fruit whether it’s melon, pear, peach or lemon.

teresting and this is because of the grape’s own intrinsic qualities. Unlike Chardonnays, the great majority of Gru-ve’s see no new oak. Oak can often mask the subtleties of a grape’s character.

Why is the Laurenz V. called “singing?” I guess you’ll have to try it to find out.

You might sound like Julie Andrews, out in the Austrian Alps in The Sound of Music.

My second pick for spring is the Jacob’s Creek Chardonnay Pinot Noir Brut Cuvée ($12.49). This inexpensive Aussie bubbly is light and effervescent. That’s similar to the mood you feel in spring when you get up to a sunny day with the bouquet of flowers and blossoms in the air.

I enjoyed the Jacob Creek’s apple bouquet and its lemon meringue and light cranberry flavour. Although it is brut or dry, it is not as bone dry as Champagne. Nor does it have the premium sparkler’s minerality or price! But it’s creamy texture is somewhat like a Champagne and very enjoyable. Chill for two hours before gently popping the cork. Great to toast the season and to enjoy at brunch or at a picnic lunch.

My final choice for spring is the Louis Latour Ardeche Chardonnay ($16.49). Latour is a famous Burgundian negociant whose white and red burgundies are world famous. Latour’s centuries of winemaking expertise filters down to this entry-level Chardonnay. The grapes are grown not in Burgundy where land is expensive but nearby

in the Ardeche region, south of Burgundy, where land is cheaper.

If you like Chardonnay but have never tried a French Chardonnay made in the Burgundian style, the Latour Ardeche would be an excellent start.

ichmond Bantam AAA Chuckers are more than living up to their early season expectations.

The U15 rep baseball team rolled to five straight victories last weekend to capture the Best of the West Tournament in Kamloops.

Richmond completed the perfect run with a 7-3 victory over the Coquitlam Bantam Reds prep team in Sunday’s championship game.

The Chuckers erased a 2-0 deficit by scoring twice in the fourth, highlighted by an RBI triple by Montaro Uyeyama. They added five more runs to build a comfortable lead.

Pitchers Carter Castle, Peter Broderick and Reid Dawson combined to allow just five hits and struck out nine.

The Chuckers advanced to the final with a memorable 3-0 victory over Alberta powerhouse Okotkos Dawgs.

Justin Thorsteinson was more than ready for the challenge on the mound.

The rookie southpaw was simply superb, allowing no hits and striking out 11 in a near complete game effort.

Dawson came on to record the final out of the game.

Richmond did all its scoring in the first inning thanks to key hits by Uyeyama and Josh Moscovitz.

igel Boyd is going to see plenty more of the Langley Events Centre.

The Grade 12 Steveston-London Sharks basketball standout has signed with the Trinity Western University Spartans who happen to play their home games at the LEC. Boyd finalized his decision shortly after helping the Sharks reach the provincial AAA championship game in Langley where they dropped a heartbreaking decision to the Southridge Titans, concluding the best season in the school’s brief history. He had been in communication with Spartans head coach Aaron Muhic since last fall.

“We had talked quite a bit and there was definitely some interest there,” said Boyd. “I was also looking at Thompson Rivers (Kamloops) too but Trinity is a better fit for me academically with their linguistics program. I had long discussions with my parents about it and they’re really excited.

“I’m just super stoked to have the opportunity to play at the CIS level and the challenge that is ahead of me. I can’t wait to get started.”

Boyd added he took about two weeks off after the provincials but has since resumed training on a regular basis at the Olympic Oval.

The high-scoring guard was named a Second Team AllStar at provincials, highlighted by a clutch 36-point performance in a thrilling 85-82 semi-final win over Rick Hansen.

Earlier, he was a First Team All-Star at the Lower Mainland Championships and became the first-ever Steveston London player to be named the Richmond Senior Boys League MVP. At the buzzer…

Sharks’ Grade 11 post standout Fardaws Aimaq has been named to Basketball B.C.’s U17 provincial team that will be competing at the National Championships in Winnipeg this summer. Aimaq was named a First Team All-Star at provincials after pouring in 40 points and adding 32 rebounds in the title game.

Meanwhile McMath’s Bryce Mason and Jordin Kojima have been named to the B.C. U16 program that will feature two teams. The U16s also include an all-Richmond coaching staff, headed by Paul Eberhardt with assistance from Jon Acob and Joey Dhillon.

Blueliner brings next chapter of career back home T

roy Stecher walked into Ralph Engelstad Arena Monday for the final time as a member of the University of North Dakota Flying Hawks.

The Richmond native attended the team’s NCAA national championship celebration in front of 6,000 fans then ended plenty of speculation two days later by announcing he was forgoing his final year of eligibility to sign with the Vancouver Canucks.

“Its tough to leave this place,” said the Richmond Minor Hockey alumni.

“At the end of the day hockey is a business now and I’m at the age where something you have been dreaming about since you were 3 or 4 years old, you actually have the opportunity to accomplish. There is no better way to be leaving than as a champion. I am very thankful for everything (North Dakota) has done for me.”

Stetcher had established himself as one of the most sought-after college hockey free agents.

The standout two-way defenseman, listed at 5-foot-11 and 190-pounds, helped North Dakota cap a memorable campaign with a 5-1 win over Quin-

nipiac last Saturday in Tampa. It was the Fighting Hawks third straight trip to the Frozen Four and the program’s first national title in 16 years.

“I was fortunate to win a national championship in junior ‘A’. Not to take thing away from that but it doesn’t even compare to this,” added Stetcher, who turned 22 last week. “The night of the final was the greatest night of my life. It was a lot of fun heading out to celebrate with my brothers (teammates).”

Stecher was also named a Second Team West All-American. He was North Dakota’s top scoring defenseman with eight goals and 21 assists in 42 games, to go along with a plus-23 rating. His 29 points was a career high and tied him for sixth place in the nation among blueliners. He became the first North Dakota blueliner to earn All-American honours in five years.

He has done nothing but taste success his entire hockey career, dating back to helping the Richmond Bantam AAA Blues reach the provincial championship game in his last appearance for his hometown association.

He was voted Team MVP in his one

season at Major Midget with the Greater Vancouver Canadians, then made the jump as a 16-year-old to the B.C. Hockey League where he enjoyed three outstanding seasons with the Penticton Vees, highlighted by a national junior A championship in 2012. He was named the Top Defenseman in the country during the Vees playoff run. He finished his BCHL career with 109 points in 159 games.

The Canucks were long-rumoured to be the leading candidate to sign Stetcher. He actually attended the team’s Summer Development Camp back in 2014 as an unsigned free agent.

He is expected to finish his school year at North Dakota where he is major ing in communications, then return home to begin the journey towards playing for the team he grew up rooting for.

He hopes to one day be playing alongside North Dakota teammate Brock Boesner again. The Canucks top prospect has already declared he will be returning to school for his sophomore season.

HUI, Sek−Kwong February 1, 1914 − April 11, 2016

Sek−Kwong passed away peacefully on Monday morning after 102 years of full life in his adopted home of 41 years, Richmond. He is survived by his children: Warren, Stella, Christina, Hilary, and Anna; 13 grandchildren; and 12 great−grandchildren along with loving in−laws across the generations. He is predeceased by his wife of almost 60 years Van Si (2000) and sons André (1999) and Alphonsus (2015). Born in Ningbo, China and moving to Hong Kong in 1950, Sek−Kwong was a successful entrepreneur building a watch business, which he passed onto his eldest upon retiring. His Canadian years were filled with time spent with his grandchildren, fishing, playing mahjong and card games, and staying active. Co−founding the Richmond Wellness Club in 1989, for years belying his "age", he volunteered as one of its much− respected Luk Tung Kuen instructors. His legacy for healthy living lives on in this all−welcoming morning group, which hosts low−impact exercises based on various martial arts and fitness moves; it still runs strong at Richmond Centre Mall every weekday morning. Mass of Celebration will be held Tuesday, April 19, 2016, 10:30am at St. Joseph the Worker Parish, 4451 Williams Rd, Richmond (Fr. David Poirier celebrant) followed by interment at Ocean View Cemetery, Burnaby. In lieu of flowers, donations may be made to the Richmond Hospital Foundation or a charity of your choice.

WOJCIHOWICZ, Doreen Hazel September 26, 1933 − April 05, 2016

It is with great sadness that the family of Doreen Wojcihowicz announce that she passed away after a long and courageous battle with cancer.

Doreen was born in Matsqui, BC to Peggy and Richard Jackman and the family moved to Steveston in 1944 (where she spent the balance of her life). Doreen is known for her lovely smile, her beautiful garden and positive outlook on life.

Doreen will be lovingly remembered by her daughters, Teri Barr and Katherine (Roy) McBrien, granddaughter, Alexandra Barr and nieces, Sheila and Susan as well as grandnieces, grandnephews and extended family. Doreen was predeceased by her husband, Joe Wojcihowicz and her sisters, Caroline Jackman and Patricia Metcalfe.

A memorial service will be held on Saturday, April 16 at 1 pm at Steveston United Church, 3720 Broadway Street, Richmond, BC. Donations in memory of Doreen may be made to the Canadian Cancer Society or to a cause of your choice.

Unexpectedly, at surrey, B.C. on april 11, 2016, at the age of 86 years. Predeceased by his first wife, Dorothy, Brian is survived by his daughters, Karen, Judy, nora and lara and their families; his wife Gwen and her daughters, natalie and her family, Carmen and Michelle. Brian was a man of many talents and enjoyed several occupations in his life, including having worked for many years as a technician for nCr. He was an avid woodworker, in work and recreation. He was an excellent cabinetmaker and did renovations and many other things involving wood. in addition, Brian was a devoted volunteer in the Boy scouts of Canada movement.

He was a very social man, who was known for his creativity and sense of humor. He enjoyed a game of cards at any time and will be sadly missed by his wide circle of friends. a Celebration of life will be held to honour the life of Brian Whitworth, at the tiffany springs Clubhouse, 14154 - 103rd ave., in surrey, B.C. at 1:30 pm on sunday, april 24th, 2016.
