ould you walk around blindfolded in one of Richmond’s chaotic parking lots with a loaded gun and your finger on the trigger?

Thought not.

But that’s akin to what you’re doing when you decide to use your cellphone while your foot is on the accelerator in your vehicle.

Just as you’d be risking everyone else’s life in that parking lot with your pistol, your car is potentially as lethal as a loaded weapon.

So, I find it astounding, to say the least, that someone — case in point a Richmond driver on page 9 — can risk the lives of everyone around her 14 times and still be trusted to turn on an ignition switch.

Just how selfish can one person be to continually stick the middle finger up at the law and gamble with the lives of innocent people around her on a daily basis?

I tell you what — and this may be unpalatable to some — I actually couldn’t care less about the safety of this so-called driver.

When someone has a flagrant disregard for the rules of the road and compromises my ability to return home safely to my family after a hard day’s work, just so they can text, tweet or FB, their well-being drops off my radar, just as quickly as their eyes leave the road.

If you’re the driver on page 9, I’d love for you to give me a shout and explain how your life is more important than mine or anyone else you have weaved past on the road.

And that leads me back to why you’re still allowed to be in charge of a fast-moving machine, given your blatant self-importance.

According to RoadSafetyBC — the provincial government department in charge of disciplining drivers — the tipping point for distracted drivers using electronic devices to be banned is between 15 and 19 points.

At three points per offence (let’s forget the paltry $167 fine, the second lowest in Canada), that means you can play Russian roulette with other drivers and pedestrians five or six times before someone at RoadSafetyBC even considers taking the “gun” out of your hand.

Really?

RoadSafetyBC doesn’t seem too sure whose job it is to red-flag persistent offenders to them, suggesting it could be ICBC, which takes care of some of RoadSafetyBC’s ironically-named Driver Improvement Program (DIP) responsibilities. Sometimes, it’s the police who alert the driving authorities.

Clearly, there’s something missing if people can rack up a shopping list of dangerous behaviour and still continue unabated.

If fines and points aren’t working, start naming and shaming these selfish muppets and maybe some peer pressure and the social unacceptance might touch a nerve somewhere in their bite-sized brain.

Nurses deserve more Open letter to Richmond-Centre MLA Teresa Wat, I was admitted to Richmond Hospital the day after International Women’s Day (March 8) for major surgery and spent five days recovering.

This was the first time I had ever had surgery and other than a five-day stay just before this time — when my problem first became apparent a couple months earlier — I had never, as an adult, spent any time in a hospital.

For five days, I watched these women, because nurses are predominately women, run and serve and put themselves in danger.

But not once did I see one of them lose their patience and it wasn’t even apparent in their voices when they were dealing with patients who were impossible, due to illness, pain and behavioural changes due to the drugs they were on for their recovery.

Before I went to the hospital, I thought, like most people in B.C., that nurses made a pretty good wage.

Nonetheless, while I lay there watching what they were doing every minute of their shift, I couldn’t help thinking that the $35 per hour these women were making was not enough.

They were getting hit by delusional patients, they were constantly being summoned with buzzers by everyone in the ward, they had sacks of paperwork to fill out, they had to double-check meds with other nurses to make sure the meds given could be signed off, they got splattered with blood, they helped people in pain by pulling feces out of their bums.

The list just goes on and on and this is not an isolated night; this is every night and every day.

As I lay there reflecting on these women and International Women’s Day, I thought, my God, they should be making $150 per hour for what they go through on a daily basis, while most of us are snuggled safely in our beds dreaming of sugar plums.

I decided to Google what they were actually making and, to my surprise, they were not even making the paltry wage of $35 per hour that I had mistakenly been led to believe they were making by the media.

Nurses in B.C. make far less than this.

LPNs with two years of education are making a maximum of $24 per hour, RNs with four years of education are making a maximum of $30 per hour.

It is only a few RNs at the top, doing all the managerial duties, that get this top wage of $35/38 per hour.

The practicum students are working for free, but believe me, they are working as well.

If you ask me, this is shameful. My care at the hospital was incredible, in spite of all the cuts that have been made.

It was no less than a first rate experience that I would have expected to receive, living in a wealthy country like Canada.

What I see now is that this is not because it is so well funded, but rather it is because these remarkable women, who are dedicated to their profession to care for me, are doing such a superb job.

These women are not being paid what they are worth and if we really care about International Women’s Day, the women we say are important should get what they are worth.

Why are these women not being paid at least if not more than what a police officer or a firefighter gets paid?

Is it because we, in fact, don’t care about women at all, except in some silly ads the government takes out honouring them on International Women’s Day or some worthless speech the government spews so they can perhaps have an opportunity to be re-elected?

I await your response to my question.

A fight of intention: it’s still the same old story Reasons for judgment were released last month in the case Dunn v. TD Canada Trust. Here, the interpretation of a 1951 Will was at issue.

The question was how to interpret a clause that appeared to direct the Executor to retain the deceased’s investments in stocks and bonds in the form in which they were at the time of death (in 1957).

The legal interpretation of a Will is about trying to find the Will Maker’s intention. In its interpretation, the Court looks at the Will itself, as a whole. Outside evidence is not available unless the Will is so vague the Court cannot determine the Will Maker’s intention from the Will alone.

Beyond these directions with respect to stocks and bonds in the deceased’s Will, other directions were made with respect to other assets. The Will set up various trusts for the deceased’s three children, who were all deceased themselves by the time the hearing was held.

The Court’s interpretation was that, indeed, the stocks and bonds had to be kept in their form (and not used unless the rest of the Estate was depleted).

Clarity is the main goal in drafting Wills, but it is often elusive, for so many reasons. Taking extra time to review, before signing your Will, certainly helps!

Vander Zalm: Massey suspicions confirmed

Toll the giant ships, not the Joe Publics

Dear Editor, I live in Delta and I’m very familiar with the tunnel traffic volumes during the morning and evening rush hours.

The same problem existed when I was the premier and, in 1989, I requested the Ministry of Transportation and Highways to get an approximate cost for dropping another tube with three lanes, a sidewalk and white ceramic tiles on the walls.

It took a while, but not long before I left office, an estimate came back.

It was so low that I questioned its accuracy. I was told that it did not include a proposed “cloverleaf exit” and that this would be an added cost.

I asked why and was then told that this would require a piece of the Fantasy Gardens land and they thought I could have a problem with that.

My response, “No problem, you simply expropriate.”

The small research project that was done was left with the NDP; they did nothing and similarly so the successive Liberal governments.

For me, that doesn’t necessarily mean the NDP or Liberals didn’t care, but it does confirm my suspicion that the bureaucrats and big corporate influences like the big and expensive projects.

It gets friggin’ ridiculous when you start calculating how much $3.5 billion is.

Let’s say the bridge is to be paid from tolls over 20 years.

It would cost $497,000 for every day, not including stat holidays and not even including the interest on the $3.5 billion to pay off that kind of money.

The government now proposes to build a $3.5-billion-plus toll bridge; 50 times more costly than dropping another tunnel tube, specifically for rush hour traffic.

The bureaucracy and big business will love it, but the everyday commuting-towork person will pay through the nose and now have no option but to pay.

So, what happens after I and thousands of others cross the five lanes going to Richmond and Vancouver, having been photographed for the toll on the new bridge, and we all arrive at the same time by the two very narrow lanes on the Oak Street bridge?

An even bigger disaster, with thousands of cars burning costly, heavily taxed fuel — including a carbon tax — and spewing pollution.

The Social Credit government, historically, would have no part of tolls.

It was seen as another tax on the working person, the people that travel the bridge more than the business person and who, unlike the business person, cannot use it as a tax write-off.

Hoping for a better world.

Now, if the bridge plan is supposed to be better for port business, is the bridge that cost effective when it is costing the taxpayers almost half a million dollars a day?

Also, if the bridge is so that the ships can pass through, why not make it tollfree for cars and have the ships pay the toll for passing under it?

The toll can be set at around $150,000 each way to pay for the ridiculous Massey bridge plan.

When the numbers are crunched and we find out the real cost of the bridge, every taxpayer should be upset!

Local pub going way of dodo Dear Editor, Last Sunday, I visited our local pub, the Pump House on Blundell and No. 2 roads.

I was advised by both the regulars and staff that March 27 will be the last day of service after decades of operations.

It will be then bulldozed and replaced with a project yet to be made public, but rumoured to be more condos.

This is another nail in the coffin of the

concept of a “neighbourhood.”

No more local gatherings, no more recognizables in a social atmosphere, no local pub to walk to during a warm summer’s night.

No consideration for the needs of the neighborhood, just the dollar.

Perhaps we’ll be lucky and it’s just a rumour…like when pigs fly.

ou know people are pulling for you when complete strangers from a different country send their love and support.

That’s the case with Richmond’s Lia and Dagan Weekes, whose six-year-old son, Joshua, is battling a rare and aggressive form of leukemia.

The couple has barely left the side of brave Joshua’s hospital bed since he was rushed into surgery about a month ago, after he suddenly fell ill on a family trip in the Philippines.

The plight of the Grade 1 DeBeck elementary student, who has has been undergoing chemotherapy at BC Children’s Hospital, grabbed media headlines after his mom made an urgent public appeal for a life-saving bone marrow donation from someone sharing Joshua’s rare ethnic background of Filipino, English, Icelandic or Caribbean.

enough to return home for a few days,” Lia told the Richmond News via email this week.

“We have had so many (people messaging) us after sending out the story of our little one.

“Complete strangers, locally and out of province and even out of country, have reached out to us, sending positive thoughts

and offering to help in any way they can. It has been amazing the people that care about our story.”

The support for the Weekes family continued this week when friends and colleagues of Lia, who has worked at Richmond Hospital for the past 11 years as a social worker, revealed they’re hosting a bone marrow drive for Joshua.

On April 5, at the St. Joseph the Worker Parish Church on 4451 Williams Rd., the family’s friends will help run the Canadian Blood Services’ drive from 1:30 p.m. to 7:30 p.m. to uncover a matching donor for Joshua.

“Without a transplant, the percentages are against Joshua, so we are doing all we can to find that donor,” said one of Lia’s friends and colleagues, Kathryn Barczi.

Barczi said they chose the church in question because it’s in an area with a high

Filipino population, which is Joshua’s main ethnicity. Anyone considering donating has to be aged between 17 and 35 with at least one of Joshua’s four ethnicities – Filipino, British, Icelandic or Caribbean.

All it will take at the drive is 20 minutes of your time, with a simple cheek swab. Donors will be walked through five stations and the whole process will be explained to them in-depth. If you can’t make the bone marrow drive in person, you can also register online through OneMatch (blood.ca/en/stem-cell/ register-onematch), and the cheek swab package will be mailed to you.

“The more registrants we have, the higher the likelihood that we can bring Joshua back to health,” Barczi added.

Out of the blue, with little prior warning, Joshua was diagnosed last month with acute myeloid leukemia.

he City of Richmond is adding frosting to its Canada 150 celebration cake after city council approved an additional $1.2 million in spending for a variety of new, special events throughout 2017 to paint the town red and white.

“We’re planning a series of great events our whole community can enjoy and we’re inviting guests from across the region and around the world to join us,” said Mayor Malcolm Brodie, via a news release.

Among the new events will be an enhanced Canada Day Street Festival, a wooden boat festival in late August, a harvest festival in October and a series of five outdoor music concerts in public plazas during the summer.

Those events are in addition to an enhanced $965,000 Ships to Shore event, featuring a Japanese tall ship, the Kaiwo Maru, in May and undisclosed ships in July.

Also, the Richmond World Festival, on Labour Day weekend, will be a two-day affair, instead of one.

Existing annual events, such as the Children’s Festival and Culture Days, will have a distinct Canadian theme. Richmond’s street banners will also be related to Canada 150.

Public art legacies will also be part of Richmond’s Canadian birthday party.

“A number of major civic infrastructure and public art projects are expected to be opened or unveiled in 2017, providing commemorative legacies of Canada’s 150th anniversary,” noted the city.

The city is also planning to hand out small grants to community groups planning to organize their own Canada 150 events. The city claims it surveyed 900 residents about the events.

nother week, another data set about millennial car-buying trends, this time refuting the predictions and analysis that have confounded car companies and their marketing gurus these past few years.

It turns out millennials have not forsaken the car altogether for multi-modal urban transit, for bicycles, for lifts with friends, for …whatever. It also turns out, according to J.D. Power’s Power Information Network— defining millennials as those between 21 and 38 in 2015, millennials bought four million cars and trucks in the US in 2015, thereby inflating their share of the car market to 28 percent, second only to the ‘baby boomers’.

And… it turns out that in California, the largest car-buying market in the US, they have actually out-bought boomers for the first time.

Why this ‘sudden’, seemingly unexpected trend reversal?

Industry analysts say trying to get a read on this big and diverse generation has been difficult. Whether or not millennial ‘lifestyle preferences’ would emulate the boomer generation, whether or not they fully embraced the new urban transportation options, …turns out these questions were difficult to answer.

Some analysts, like Steven Szakaly, Chief Economist for the National Automobile Dealers Association, say it was just a matter of timing: “This whole idea that they’re not going to need cars is absolutely ridiculous.

The new car buyer age is just happening much later.”

While the number of young people getting their driver’s licenses has been steadily trending downwards

since 1983, graduated licensing laws and insurance costs were extending the difficulty and expense of this starting point.

Importantly, the economy in general has been challenging. The 2008 recession hit just as millennials were in or graduating from post secondary education, and starting or at least looking to start their first job.

By 2010, their 13 percent unemployment rate was four points higher than the US national average, according to a report by the White House Council of Economic Advisers.

Teens had it even worse at 26 percent unemployment by 2012. Now the millennial unemployment rate is down to eight percent, interest rates have stayed low, and gas prices are down. The five year economic forecasts match millennial spending power with that of boomers.

Millennials are getting jobs and staying employed, and getting married and starting families, and even moving to the suburbs just like previous generations. It appears that the convenience offered by car ownership is still irresistible.

Nevertheless, some analysts, however, are sticking to the earlier analysis about a continuing decline in popular interest in motor vehicle ownership. They say: getting a driver’s license is not the milestone it used to be, car-sharing and Uber-hailing are increasingly popular options, and the sense of freedom and independence previously found in car ownership now comes from wireless connectivity.

The word wireless turns the discussion to the features that millennials want in their cars and, hence, that the car companies want to provide —improved in-car technology to enable young drivers to stay connected to their friends and music while driving, features that take attention away from the task at hand – driving safely.

Distracted driver flouts road rules — 14 times ALANCAMPBELL

ust how distracted do drivers need to get before being taken off the road and who’s responsible for taking away their right to get behind the wheel?

Last week, the Richmond RCMP was shocked to discover one such motorist was still driving after racking up, since 2011, 12 distracted driving offences involving the use of an electronic device.

On the 13th occasion, the woman, in her 40s, was so self-involved with her device, she almost ran right into an RCMP cruiser in Richmond. Mounties were stunned enough that they tweeted the woman’s woeful driving record.

And on Wednesday, she hit the 14 mark, this time being caught in the act by the Vancouver Police Department (VPD).

The VPD is applying with the Superintendent of Motor Vehicles to have them review the woman’s driving history and determine if, at this point, it might be more appropriate to have her licence suspended.

“Unfortunately, we are still seeing some people out there who are still not getting the message that distracted driving is taking lives,” VPD spokesperson Randy Fincham told Global News.

Fincham said they also believe the woman was texting during most of the infractions.

He added it’s the highest number of tickets that he has ever heard of getting issued to one individual.

In a bid to ascertain exactly how distracted

a drivers need to get to have their keys taken off them, the Richmond News was directed by police to the provincial government’s RoadSafetyBC department, which oversees driver prohibitions.

Asked why the driver in question was still able to drive, a RoadSafetyBC spokesperson pointed to the fact that penalty points — which, when totalled up, could lead to a ban — were only introduced for distracted driving offences in 2014.

Therefore, the Richmond driver, who has been committing the offence since at least 2011, may not have yet reached the threshold for being considered for a prohibition.

An “experienced driver,” according to RoadSafetyBC, will be referred to the Driver Improvement Program (DIP) for a prohibition after accumulating 15-19 penalty points.

The problem is, after repeated questions, it’s not clear from RoadSafetyBC who is ultimately responsible for red-flagging the offending driver to the authority.

The Motor Vehicle Act states that a driver found using a hand-held electronic device while driving “may receive a $167 traffic violation ticket that also carries three penalty points. Offences and infractions that include penalty points can lead to a driving prohibition.”

RoadSafetyBC told the News that some of its DIP responsibilities are delegated to ICBC. “When a driver’s record reaches a certain threshold of unsafe behaviour, ICBC or RoadSafetyBC will review the record and apply a DIP intervention against the driver if warranted,” said a department spokesperson via email. Possible “interventions,” include a warning letter, probation notice and finally a driving prohibition.

“We were unprepared to find the staggeringly high number of contraventions from one driver for the same offence and in multiple jurisdictions,” said Richmond RCMP’s Cpl. Dennis Hwang. “Other officers informally polled at (the) Richmond detachment could not recall ever encountering such a high number.”

When police encounter an “unusual situation that questions a driver’s suitability and how it pertains to the safety of others,” they prepare a report to RoadSafetyBC. “We are currently engaged in this process,” Hwang added, in the case of the 14-time distracted driver.

ICBC says one in four deaths on B.C. roads involve distracted driving, which is now the second leading cause of car crash deaths in B.C., with 88 people killed each year on average. In B.C., using your phone while driving carries a $167 fine — the second lowest figure in Canada.

Ontario recently passed legislation to change the maximum fine to $1,000. And in Nova Scotia, fines were increased from $176 to $234 for a first offence, and from $350 to $579 for any subsequent offences this February.

Richmond reaching out to estranged sister city Graeme Wood

reakups are hard to go through and that’s part of the reason Richmond city council has decided to send a small delegation to Pierrefonds, Quebec — to see if the flame of its Sister City relationship with the Montreal borough still burns.

The City of Richmond will spend $6,700 for four members of the Sister City committee, as well as a city employee, to make a three-day fact-finding trip.

“The purpose of this trip is to visit Mayor Dimitrios Beis of Pierrefonds to discuss whether this Sister City relationship is still viable and relevant and consider future Sister City activities between the (two) cities,” stated Coun. Bill McNulty in a report.

The relationship was formed in 1967, but since 2010, there has been little interaction with Pierrefonds, according to McNulty.

Coun. Harold Steves said he remembers being on the Pierrefonds committee at that time and such relationships, between West Coast cities and those in Quebec, helped foster national unity.

“I think we should stay with them,” Steves told a committee, last week.

Coun. Linda McPhail told council she was recently made aware of a garden in Minoru Park named after Pierrefonds. Richmond has three sister cities: Pierrefonds, Wakayama (Japan) and Xiamen (China). It also has friendship status with Qingdao in China.

The Sister City Program has a three-year (2014-2016) budget of $220,000. In that budget period, the city has accumulated about $180,000 of unspent Sister City money in a reserve account.

Council also approved a table tennis tournament, this summer, for students from Xiamen and Qingdao. The Richmond School District will help organize teams for the tournament. n Houseboat community threatened

Houseboat owners in east Richmond are up in arms over what they contend is a 264 per cent rent increase by Port Metro Vancouver (PMV) over the past six years.

Dorothy Leighton lives in the sailboat she owns at Highwater Marina, across from Annacis Island, and claims PMV is effectively forcing the 50 or so houseboat residents off their foreshore properties.

The problem, said Leighton, is that the port is using nearby industrial land values to as-

sess the value of the water and foreshore she and others rent. Leighton asked Richmond city council for support on Monday.

“There is great disparity in port rents when compared to provincial water lease rents, and the port totally ignores provincial tax assessment of waterlot earnings. Many small boat marinas, with federal waterlot leases administered by (PMV), are becoming progressively uneconomic to maintain,” stated Leighton in her address to council.

Leighton said she fears this year’s assessment will spell an end to the marina and the floating neighbourhood.

PMV told the Richmond News that Leighton exaggerated the rent being charged to the marina. The port claims it has taken measures to mitigate rising rents as a result of rising land values.

The Britannia Heritage Shipyard Building Committee is changing its name to reflect more responsibilities.

Now called the Steveston Historic Sites Building Committee, it will oversee, in the near term, the restoration planning of the Phoenix Cannery Net Loft and the Steveston Interurban Tram.

The committee will also be guiding the development of the Japanese Duplex and the First Nations Bunkhouse, as well as advocating for additional washroom facilities at Britannia. The city plans to fully restore the tram, at a cost of $400,000.

The new committee will only have four members, as opposed seven. On the committee will be two city councillors, one member of the Britannia Heritage Shipyard Society and one from the Steveston Historical Society.

River Road, east of Gilbert Road, will be closed Friday, March 18 from 9 p.m. until 9 p.m. on Saturday.

River Road will be closed to all traffic east of Gilbert Road during construction.

Also, the Dinsmore Bridge (Gilbert Road from River Road to Russ Baker Way) will be closed from 9 p.m. on Saturday, March 19 until Sunday at the same time.

The bridge will remain open to pedestrians and cyclists during construction.

Both road closures are needed to facilitate an underground utility expansion running across Gilbert Road.

Alternative routing will be in place and every attempt, according to the city, will be made to minimize disruptions; however delays may occur.

edestrian safety, property crime and mental health are three areas the Richmond RCMP is recommending as top priorities for its community policing strategy for 2016.

Depending on what Richmond city council decides to do with information it gleans from public consultation on a police services review, such a recommendation may be the Mounties’ penultimate one.

Council’s safety committee accepted the recommendations, which will proceed to a full council meeting in 10 days.

Supt. Renny Nesset noted, just because there are only three listed priorities, doesn’t mean other issues are not important.

However, with an average of three pedestrian deaths per year over the last five years, a spike in aggressive residential break-and-enters and more than 1,100 mental health related calls for service annually, Nesset said Mounties must particularly focus on such issues.

Nesset noted in his report that an education blitz by the Road Safety Unit led to a reduction in pedestrian injuries in 2015, compared to 2014.

Meanwhile, Block Watch volunteer and former Vancouver Police Department officer Ken Frail told the committee the Block Watch program still requires a significant overhaul.

He said focusing on engaging new Chinese immigrants is important.

“We need to focus on community connections because we’re losing those connections,” said Frail.

Coun. Linda McPhail noted an RCMP review of the program is forthcoming in April.

Frail said he questioned the fact that there are 500-700 Block Watch captains active in the city. Frail wants the city and the RCMP to communicate more effectively and make Block Watch a program that could help in the event of a major emergency.

McPhail told Nesset she was concerned about speeding in the city.

“I’m driving 65 km/h and can’t keep up with the other drivers,” said McPhail.

Richmond, like most cities in Canada, is showing a longterm decline in crime rates.

P

edro’s hind quarters start to shimmy and shake to some rhythm imperceptible to human senses.

But by looking at the quivering of his downy grey fur you quickly get the idea that the chunk of banana he is happily feasting on has likely got something to do with his delightful jig.

Pedro has opted for the sweet morsel rather than the carrots, kale and lettuce scattered on the grass in front of him. But the bounty for this bunny, and others like him that have been abandoned in Minoru Park, is a sad commentary about his plight.

“Look at him. He’s so happy,” says Cindy Howard, a co-founder of Richmond’s Bandaids for Bunnies, a rabbit rescue group.

“He’s really enjoying that. It’s meant to be just a treat. I don’t feel too bad about giving it to him because that could very well be his last meal.”

That is potentially the case for most of the bunnies Howard sees and feeds on her regular rounds of the park, which is one of a few hot spots in Richmond — the Richmond Auto Mall is another where pet rabbits are released by owners thinking they would have a better life outdoors in the wild.

Right now, the population in the park is at a few dozen. That’s somewhat on the low side, Howard says. But she knows it could spike in the weeks and months to come as Easter approaches and some animal lovers think a rabbit is a good idea for a pet, only to realize they are not properly equipped to care for it.

She said time and much consideration needs to be exercised before bringing home an adorable, floppy-eared bunny.

First off, bunnies need an area to roam instead of being restricted to a cage.

“You wouldn’t do that to a dog or a cat,” Howard says.

And they need access to proper food and veterinary care when needed.

“Rabbits are pretty fragile little creatures, especially the domesticated ones,” she says.

Rabbits also suffer from being viewed as less important than other domesticated pets such as cats and dogs.

“Rabbits are kind of like the low man on a totem pole. If there was suddenly a large number of Maltese puppies dumped and living at the park there’d be an outcry,” Howard says.

“Rabbits don’t get that kind of consideration.

“They really need a PR person, someone to advocate for them.”

In some ways that is done by Howard, who has written a children’s book called The Rabbit Rescuers, a fictional tale of 10-year-old twins who form a club whose goal is to help abandoned pet rabbits at a local park.

And last summer she hosted a one-day camp at RAPS (Richmond Animal Protection Society) about the care and needs of rabbits — each child attending also went home with a copy of her book.

“Children are the best way to get that message across because they tell their parents,” she says.

Others, such as Michelle Lemoignan, a pet supply store owner in South Delta, assists a variety of small animal rescue groups across the Lower Mainland.

At one time Lemoignan says she, too, believed pet rabbits could be introduced to a wild environment and live an idyllic life. But she has now taken a different view after her experience on the front lines rescuing sick and injured bunnies.

“I used to think they could live in such a beautiful place like Minoru Park where they have lots of hedges to find shelter, can enjoy the company of other rabbits and even have people come by who’d feed them,” she says.

“That’s not the case.”

“It’s really sad. You see lots of babies at one time, and then they’re gone. You know they haven’t survived,” she says.

But predators come in other forms, too.

Dr. Joseph Martinez, who runs Little Paws Animal Clinic in Richmond and has treated scores of rescued rabbits over the years, says he has tended to some that have suffered air rifle pellet wounds.

“People have been shooting them. It’s very sad, but that’s what has happened to some of them.”

Lemoignan says she considers Richmond to be a popular place to dump rabbits because of its central location in the Lower Mainland.

“People go out and buy a rabbit from a breeder in, say, Surrey or Vancouver. And it’s that same central location that makes it convenient for people to drive to Richmond and dump their rabbits,” Lemoignan says.

It’s also ironic since the city outlawed the sale of rabbits from pet shops back in 2010.

City of Richmond spokesperson, Ted Townsend, told the News that other measures have been enacted to help cut down on the number of rabbits being dumped locally. One is the fact that releasing rabbits in parks and open spaces is a bylaw violation and subject to fines. So is feeding rabbits in public areas.

Sorelle Saidman, who runs Rabbitats, a rabbit rescue based at the Richmond Auto Mall says the efforts of her organization has managed to keep control of the numbers there.

In the three or so years in operation, around 250 rabbits have come through its doors. She says it’s a misconception that the auto mall’s proximity to the Richmond Nature Park has accounted for the dumping over the years.

“It simply came from a few people dropping off their rabbits there and others noticed that and thought it would be a good place to get rid of their rabbits because they’d have friends there,” Saidman says.

So, what can be done to stem the tide of dumped rabbits?

Lemoignan says mandatory spaying and neutering of pet rabbits is one step in reducing the numbers.

Martinez says he believes pet owners also need to be better educated on the number of rescue organizations and shelters that can care for unwanted bunnies.

One such place is RAPS where its CEO and executive director, Eyal Lichtmann, says that his shelter currently has 80 rabbits.

“That’s a lot. But we’ve had more,” he says.

Part of the reason so many bunnies are housed at the no-kill shelter is the fact they

are much slower to adopt out than dogs and cats.

Lichtmann looked up the stats for average length of time is takes to adopt out a rabbit and found it takes 863 days. For a dog it averages at 112 days, and cats 63 days.

RAPS does not respond to nuisance calls involving rabbits, meaning all of the bunnies in the society’s care are those that have been dropped off at the No. 5 Road shelter by owners.

“That makes it really hard to put a number on the overall problem,” she says as she drops a few more pieces of banana on the ground for Pedro to gladly gobble up.

As for what his future holds for him, Howard isn’t hopeful.

t was a sunny Sunday morning. Spirits were high as a crowd of people waited to be among the first to cross Richmond’s newest bridge.

At 9 a.m. on July 11, 1993, the mayor at the time, Greg Halsey-Brandt, cut the ribbon draped across the No. 2 Road Bridge. Politicians unveiled a plaque, souvenir T-shirts were sold for $10, and walkers, runners and cyclists made their way across the four-lane concrete span.

“There was a big cheer. Everyone was just full of beans. We opened it and ran across.

A couple hours later there were cars driving across it. It just became part of the infrastructure,” said Halsey-Brandt, who remembers jogging at the opening celebration.

Halsey-Brandt said it was likely the biggest capital project the city had ever undertaken to that point, and it made an immediate impact on traffic flow in west Richmond.

Before the No. 2 Road Bridge, the two-lane Dinsmore Bridge was the only span connecting the west side of residential Richmond with Sea Island and the Arthur Laing Bridge.

Rush hour lineups to cross the Dinsmore would stretch well down Gilbert Road and jam feeder routes of Westminster Highway and River Road.

“And then poof, it all disappeared overnight,” said Halsey-Brandt. “The vast majority of traffic shifted over to the (No. 2 Road Bridge).”

Middle Arm bridge unique was its financing model. It was the City of Richmond that paid for it — unlike other major crossings bankrolled by federal and provincial governments.

The province did end up contributing $5 million, but that represented just one-eighth of the total $39-million cost for the bridge and related road construction.

From page 18 charges. The borrowing scheme was deemed a success. City council recently used a similar model — this time to finance the Minoru Complex pool and seniors centre.

Halsey-Brandt said he campaigned on a four-lane bridge, whereas rival Gil Blair pushed for a less expensive, two-lane span.

“Nobody objected to the four-lane. No one could believe that you would actually build a two-lane (bridge). This was 1990,” he said.

“I think it’s worked pretty well for the folks on the west side.”

The girder bridge is 560 metres long and 22 metres wide, according to Alan Dawe’s book Richmond and its Bridges. Its 10 spans rest on 217 concrete piles. The bridge has a relatively low profile, giving it a seam-

less flow with connecting roads and avoiding interference with Middle Arm seaplane traffic.

Apart from four vehicle lanes, the bridge also has bicycle lanes and a wide, separated sidewalk for pedestrians, complete with lookout areas.

It also links to dyke pathways with ramps rising from both sides of the river. That accessibility stands in stark contrast to the Dinsmore Bridge and its narrow, shared sidewalks.

As for its name, the vanilla moniker of No. 2 Road Bridge has been the subject of much discussion in its 23 years. In his book, Dawe notes it’s “not the most poetic of names.”

But the city did survey the public, and despite some interest in honouring the Blair name or Lulu Island, the majority of respondents opted for the current, explicit name.

Still, that hasn’t stopped the suggestions.

Five years ago, Richmond’s late Norman Wrigglesworth asked council to name the crossing after Second World War hero Ernest “Smokey” Smith, and more recently a Richmond News letter-writer suggested Rick Hansen should be honoured.

To be certain, the span doesn’t match the greatness of the Golden Gate or the proportions of the Port Mann, yet it’s still one of the city’s biggest capital projects that now leads to the heart of the new Oval Village.

It’s also well-used.

“I don’t believe I ever had criticism from one person who said you wasted our money,” said Halsey-Brandt. “You take shots for ice rinks, city halls and God-knows-what, but on that bridge I don’t think I ever had a negative comment at all.”

he 38th Annual Vancouver Wine Festival has ended on a high note with 25,000 attendees and participants enjoying wines from 16 different countries, with Italy being in the spotlight.

Among the events I attended, Excitement in a Glass was one of my favourites. Five wine experts chose two wines each to brag about.

The only criterion was that the wine had to excite the expert and represent remarkable value. Prices ranged from under $20 to over $200!

Barbara Philip, master of wine and portfolio manager for the BCLDB, began by extolling the virtues of the Medici Ermete Concerto Lambrusco Frizzante DOC ($19.99).

“People love and have confidence in Italian wine because wine is just another great regional food on the table. And I don’t think that there is a wine that typifies that more in all of Italy than Lambrusco,” says Philip.

Indeed, it is juicy, light, slightly fizzy and goes so well with food. “Particularly the dry style of Lambrusco, which is so savoury on the palate and reminiscent of the beautiful balsamic vinegars,” Phillip adds.

Everywhere she went in Emilia-Romano tasting beautiful cured meats, cheese, or pastries, Philip always had Lambrusco, no matter what time of day.

Ermes Scardova, export manager of the winery, says Lambrusco is a perfect match with charcuterie, including the famous Parma prosciutto, mortadella, and salami, or with

Parmigiano-Reggiano and pasta, especially spinach or pumpkin tortelli.

A second event was Italy’s Great Wines presented by Dr. Ian D’Agata, an Italian wine writer. He chose an old vines (Vecchie Vigne) Verdicchio dei Casetelli di Jesi Classico produced by Umani Ronchi ($29.99). Alas, one of the downsides of the festival is that some of the stunning wines can’t be easily found in our local stores and this is one of them.

The good news is that a delicious Verdicchio made by the same winery from the same region in Marche is readily available and it is almost half price at $17.99. If you are getting bored with Italian Pinot Grigio, uncork this remarkable white, the Umani Ronchi 2014 CaSal di Serra Verdicchio dei Castelli di Jesi Classico.

It has a fresh aroma of pear and the dry flavour reminds me of a lemon sorbet with lemon zest. All this, and a creamy texture in the mouth and minerality you usually find in Chablis. I enjoyed it with a broiled salmon topped with a mayo egg white horseradish sauce I discovered in Justin Warner’s The Laws of Cooking and How to Break Them.

Next year, the festival showcases the wines of Canada, perfect for the 150th anniversary of Confederation.

Closer to home, the Rotary Club of Steveston is presenting its 15th Annual Grapes, Hops and Bites on Friday, May 13 at the Gulf of Georgia Cannery in Steveston. Tickets are $60 and are available at grapeshopsandbites. ca. All proceeds go to Rotary community projects.

Mayor Trump? It can happen MIKEKLASSEN Guest Shot

ob losses and economic collapse in the oil sector are sowing the seeds of despair in Alberta and Saskatchewan. The world burns in the Middle East and a political crisis has beset Europe’s leaders over migration.

Real estate prices continue to escalate in Metro Vancouver.

There are lots of anxietyinducing issues out there. So what do Canadians spend most of their time ruminating over these days?

The rise of Donald J. Trump — the Republican nominee for U.S. President.

Few stories have absorbed as much airtime on traditional media and activity on social media as Trump.

How, we ask, can an apparently bigoted carnival barker with a spotty business track record be garnering so much grassroots support for his presidential bid?

Dare we also ask, is a Trump-like demagogue likely to ever lead a city in B.C? Is a Mayor Trump — or for that matter a Mayor Ford — ever likely to emerge in Metro Vancouver?

There have been many colourful and controversial men who have worn the chain of office in B.C. In the late 1960s, Vancouver Mayor Tom Campbell was a brash figure, known for egging on his police forces to clamp down on hippies during the Gastown riot.

As far back as the 1930s, Vancouver elected another populist political disruptor named Gerry McGeer, who after defeating the incumbent took on police corruption, built Vancouver City Hall in under a year, and battled “communists” by invoking the Riot Act. Surrey has had its share

of badly behaved mayors including Bill Vander Zalm — enemy of welfare “deadbeats.”

The “Zalm” was succeeded

by Ed McKitka, one of B.C.’s best retail politicians who was convicted of breech of trust and served jail time for misuse of his office.

The real lesson of the election silly season in the U.S. must be that the public is frustrated with the status quo. Several have expressed that they feel they are being left behind in these rapidly changing times. These sentiments are of course not unique to the U.S. Read the comments left behind on newspaper stories or on Facebook — particularly those about real estate prices — and you can see how belligerent the public is feeling.

If ever mobilized behind the right political figure — someone who promises “change” and to benefit “the little guy” — and the phenomenon we are seeing south of the border could come home to roost here.

Because of our “weak mayor” system (where the mayor is just one vote on

council), Canadian cities are less susceptible to the ravages of a Rob Ford.

Under the governance of Gregor Robertson’s council, however, an enormous amount of power has been shifted into the mayor’s office that was previously dispersed among the rest of council and the city manager’s office.

It is possible that Vancouver is more vulnerable today than ever in its history by electing someone to the mayor’s office who can do real damage.

What issue would catalyze those traditional and nontraditional voters into backing someone like Trump?

Promising to stop foreign investment? Ripping out bike lanes? Slamming the brakes on the city’s densification?

One shudders to think that it could happen here. But who could have imagined that in 2016 someone like Trump would be blazing a path to the White House?

he Acura RDX receives a facelift for 2016, ready to tackle the entry-level luxury SUVs. Illustrating the fact that the RDX was already a solid choice, it only needed a few updates to remain competitive. The major issue for Acura is that the premium crossover segment is incredibly crowded and it’s getting harder and harder to stay ahead.

This market niche has so many acclaimed mainstays, a few of the RDX’s main rivals include the Lexus RX, BMW X3 and Audi Q5.

The Acura RDX received a complete redesign in 2013 and now sees a mid-cycle refresh for the 2016 model year. The highlights include: more power, improved efficiency and luxurious technology.

n Design

To answer the growing demand from luxury car owners looking for a crossover SUV, the first-generation Acura RDX was introduced in 2007. The original was followed by a significantly

improved second-generation in 2013.

Still sharing some platform with the Honda CR-V, the 2016 facelift shows only subtle tweaks. The change mostly brings the RDX in line with Acura’s modern design language.

New Jewel Eye LED headlights sit either side of a revised three-dimensional grille. Further livening up the package are new LED taillights, which reflect Acura’s current signature look.

Likewise, the interior receives a few revisions to make the RDX feel like the rest of the Acura family. The high contrast silver and black trim is classy and understated, and many premium features are standard.

The theme of small, evolutionary changes continues under the hood of the RDX as well. While the 3.5-litre V6 is new, horsepower is only up six points and torque up one lb-ft. However, while these increases are only

incremental, Acura claims the power is delivered more efficiently thanks to a better torque spread. The max 279hp arrives at 6,200-rpm and the RDX hits its peak 252 lb-ft of torque at 4,900-rpm.

Despite not being a member of Honda’s praised Earth Dreams family, the V6 in the RDX is smooth and refined.

While all these changes are nice, it never feels sporty, especially compared to its V6

powered rivals which offer more muscle and performance.

To be fair, the RDX is only available as a V6, whereas it is a rather costly option with its competitors. Compared to four-cylinder models, the RDX easily has them beat.

To make driving the RDX even smoother, the six-speed automatic prioritizes comfort over speed. A manual mode uses steering wheel paddle shifters if you prefer to be more in change. In Canada, the RDX is only available in AWD with Intelligent Control.

I

t’s been an unusually quiet spring break for AJ Sander even though his team is a favourite to win another BC championship.

For the past eight years, the veteran coach has led the Richmond Ravens to the Midget girls hockey provincials then, typically, raced back home to participate in the association’s annual Ice Classic.

The two tournaments usually fall right after each other. However, there is a significant twist to this year’s provincial dates thanks to B.C. Hockey awarding the showcase event to Kamloops to coincide with the city hosting the IIHF Women’s World Championships from March 28 to April 4.

The provincials are slated for March 27-30 which also happens to conflict with the 19th annual Ice Classic (March 25-27). That takes the Ravens out their hometown tournament and means a 23-day layoff since Richmond defeated Surrey 3-1 to win the Pacific Coast Amateur playoff banner.

For the first time, there was a small window for players to go away for spring break.

Sander has also lined up some exhibition games and continued with regular practices.

“We’ve had some players away and others playing in the (PCAHA) midget scholarship as well,” said Sander. “The numbers have been small at practices but it has allowed us to work on the little things that we normally don’t get a chance to.”

The defending provincial champions appear to be peaking at the right time.

After a slow start to the campaign, the Ravens hit their stride in the new year, leading up to their PCAHA playoff win. They were the only team to go undefeated in roundrobin play (3-0-1), then topped Surrey for

the second time in the final.

“It was an up and down start for us until we made some strategic changes,” Sander explained. “We started the year with more of an offensive system but found we were giving up too many scoring opportunities.

Now, we have gone more defensive and and the scoring chances have been cut down significantly. Our goaltender has also really picked up her play.”

Richmond and Surrey will both head to Kamloops and be in opposite pools. The Ravens group will include Salmon Arm, Terrace and South Island. The format will see round-robin play over the first three days

then a playoff doubleheader with the top two from each pool advancing.

The provincial Bantam and Pee Wee girls championships will also take place in Kamloops and both Raven teams have secured spots.

The Bantam Ravens earned the Pacific Coast No. 2 berth after dropping a 1-0 decision in a shootout to season-long rival North Shore in the championship game.

“We played them nine times this season and only lost to them once in regulation,” noted Ravens coach Tracy Warren, whose team outscored its main rival 18-9 in the process. “Kelowna will be a strong team

too.”

Warren added the challenge for all the teams will be playing full 60-minute games, including a doubleheader on one of the days. “That’s a lot of hockey for these girls.

Even NHL teams don’t play that frequently.”

The Pee Wee Ravens will head to Kamloops as PCAHA champions after their 1-0 win over Langley in the banner game.

The girls also went an impressive 6-0-0 in round-robin play, outscoring their opponents 27-2.

The Pee Wee provincial participants will also include Langley, Tri-Cities, North Shore, Kelowna and Prince George.

Richmond Sockeyes trio win league awards T

■ Richmond Sockeyes Kurt Russell has earned the Pacific Junior Hockey League’s Top Goaltender award.

he Richmond Sockeyes have come away with three Pacific Junior Hockey League awards.

Captain Jordan Andrews has been named the league’s Top Defenceman.

The graduating two-way standout capped off his four year career in Richmond with 23 points, including 13 goals. Eight of those came on the power play. Andrews was also the team’s leading scorer in an opening round playoff series loss to Grandview with seven points in six games.

Kurt Russell has earned the Top Goaltender award after another stellar campaign that produced a .901 save percentage and a 2.74 goals against average. The 19-year-old also recorded a pair of shutouts while winning 18 of his 34 starts this past season.

Meanwhile, Sockeyes co-owner Doug Paterson has been named executive of the year. The lifetime Richmond resident is a longtime supporter of the league and club who also happens to be an alumni player too.

Other league awards included: Rookie of the Year — Davin Padgham (Aldergrove), MVP — Bryce Pisiak (Mission City), Most Improved — Braeden Gurney (Grandview), Most Inspirational — Tim Chow (Grandview), Scoring Champion — David McGowan (Mission City), Coach of the Year Brad Veitch (Mission City).

Grandview will be facing Mission City in the PHHL finals starting Friday after eliminating Delta and Abbotsford respectively.

Banner haul for Richmond Minor

R

ichmond Minor Hockey Association teams thrived on home ice, winning six of the seven championship games they qualified for at Pacific Coast Amateur Hockey Association’s President’s “C” League playoff finals, held at the Richmond Ice Centre.

Teams from Richmond Minor, Seafair, Burnaby Minor, New West, Vancouver Thunderbirds and Vancouver Minor battled in round-robin playoff games to determine spots in the various division finals.

Seven Richmond Minor teams reached the finals and championship banners were won in the Atom C1, Atom C2, Pee Wee C1, Pee Wee C3, Bantam C1 and Midget C1. Richmond’s Midget C2 squad earned the runner-up award.

It was the biggest haul for for any of the associations that were competing. Making the numbers even more impressive was Richmond Minor the fifth largest minor association participating, based on 2014/2015 registration numbers.

Richmond Minor also led the way in PCAHA President’s League regular season champions as well.
