Coun: Spending review needed Graeme Wood

Coun. Ken Johnston wants the City of Richmond to open its books so external accountants can take a hard look at how municipal money is spent.

But some on council think a service level review can be done internally.

At issue for Johnston is getting value for money out of city services by finding potential expenses that are duplicated amongst departments or services that are outdated.

On Monday, Johnston was one of three councillors to vote against a 2.89 per cent property tax hike.

Mayor Malcolm Brodie agreed with the review’s basic premise but thinks it can be done internally.

Johnston retorted: “If I could be convinced that this was being done, I wouldn’t have put the motion on the floor,” he added. “I’m suggesting there’s different eyes on it.”

He asked for staff to look into the feasibility of an external review, but Brodie convinced the committee to look at both internal and external options.

Coun. Bill McNulty agreed with an internal review.

“I don’t think we need to hire anybody. …I don’t think we have to waste taxpayers’ money for this kind of thing,” he said.

Johnston noted it wasn’t a full audit so it probably wouldn’t “cost a fortune.” Nevertheless, he asked staff to assess costs.

Coun. Harold Steves suggested much of the review work could be done at committee levels and within departments.

Coun. Chak Au, Johnston’s running mate from the Richmond Community Coalition, sided with Johnston.

“I think we need a third eye,” said Au. Councillors Linda McPhail, Derek Dang and Alexa Loo were quiet during the debate.

Coun. Carol Day sided with Au and Johnston, adding, “I think this review is an excellent idea.

We should never be afraid of opening the books.”

Johnston said if staff were given the option to conduct an internal or external review the answer coming back to the finance committee would be obvious.

Regardless, it was concluded that staff will look at both options and committee adopted the motion.

Staff: Port plays by its own rules Graeme Wood

It’s a relationship as sticky and rocky as a creosote-coated, barnacle-covered dock piling.

On the one hand the City of Richmond depends on Port Metro Vancouver to help drive the city’s economy. On the other hand, the quasi-federal agency is looking to scoop up farmland, also vital for the economy, not to mention health and food security of the community.

It’s those latter concerns that seem to be driving port-related discussions within Richmond’s bureaucracy, of late.

In a report to Richmond’s planning committee, city staff is now calling on other port municipalities to form a coalition to ask Ottawa to establish clear port policies on consultation,

environmental management and dispute resolutions.

That’s because how PMV is allowed to act is a concern to the city, according to Amarjeet Rattan, Richmond’s director of intergovernmental relations.

“The deck is really stacked against municipalities. On the one hand they’re run like a private business. On the other hand, when it’s convenient, they fall behind federal legislation for protection; so it’s difficult to challenge (PMV) from a municipal perspective,” he said.

At issue is Port Metro Vancouver’s long-term land use plan, released in November, in which it has labelled nearly 100 hectares of agricultural land in Richmond for potential development. see ERCEG › page 4

Vandals cut tower safety netting

Vandals have forced the closure of the 10-metre tower and slide at the Terra Nova playground, for safety reasons.

Mike Redpath, Richmond’s senior manager of parks, said vandals cut safety nets that prevent children from falling from the top deck of the tower, which features a looping tube slide.

The tower is one of the main features of the recently opened $1 million play area.

The first incident happened in December followed by another

incident last month.

After the first repair, vandals targeted the third level of netting, Redpath said.

Now, park planners are looking at reinforcing the tower with stronger netting, possibly stainless steel mesh.

“Until an alternative solution is designed we will keep the tower closed,” said Redpath.

An important feature of the tower is its open-air concept.

“We wanted it to be like you’re in a tree fort. It has that kind of excitement around it,” explained park planner Kevin Connery.

Redpath said police are investigating and the city has increased its watch on the park.

VAPOR, a Richmondbased grassroots group opposed to a proposed Fraser River jet fuel facility, will be back in court Feb. 10 to challenge the provincial government’s public consultation on the project.

The judicial review was first heard in November but the court needed more time to hear both sides.

VAPOR claims the environmental certificate was handed out to an airlines consortium (VAFFC) without proper public consultation, as required by law environmental law.

VAPOR chair Otto Langer says in one instance the public had seven days to review 1,500 “technical materials.”

Also, Erceg said city staff has effectively met a roadblock with the BC Ministry of Agriculture, which has stated it and municipalities have no legal authority over the port to enforce the Agricultural Land Reserve (provincial regulation that prevents farmland from being developed).

“If you connect the dots, it’s a reasonable assumption the agricultural land will be lost down the road.”

But, the port generates $16 million in revenue for the city, and its associated activities account for 11,000 local jobs, according to Erceg.

More jobs may be generated through controversial natural gas, coal and jet fuel terminals being proposed on the Fraser River.

Erceg said when PMV was formed in 2008, there was a “culture change” as communication and decision-making became increasingly one-sided.

In 2013 the federal government nixed the Fraser River Estuary Management Program.

By the looks at the lineup of shoppers, you’d have thought it was a Boxing Day sale Thursday morning at Target’s store at Lansdowne Centre. But while there was plenty of customer traffic for the first day of the American chain’s liquidation sale before all of its 130 or so Canadian outlets are shut, customers the News spoke were lukewarm on the discounts on offer.

One shopper, who did not want to give her name, said she picked up only what she needed — makeup 30 per cent off.

Shopper and longtime Richmond resident Bridget Hoff, said she was not sad to see Target shut up shop, although it’s departure meant less selection for local shoppers.

“With Sears closing at the end of the month and talk it’s going to be replaced by another high-end store, where are the plebs going to shop,” she said laughing. “At least we have the Canada Line close by that can get me into Vancouver to shop.”

Contributions from single-family home developers to the City of Richmond’s affordable housing reserve will double, if council adopts a staff proposal tabled Tuesday at a planning committee meeting.

City planners are recommending developers pay $2 per square foot — instead of $1 — on new home developments that undergo rezoning.

Money pooled into the reserve helps pay for larger affordable housing projects. The move is the first of many as the city revamps its eight-year-old affordable housing strategy.

While those projects help lowincome residents, developer Amit Sandu told the committee that while he supported the new fees, the buck will simply be passed on to the homebuyer and thus put middle-class/entry-level homeownership even more out of sight.

Coun. Alexa Loo echoed similar worries.

“Are we doing a cash grab here or is this a real effort on our part to create neighbourhoods that are livable? I

almost think it makes sense to wave those charges on homes built on nonarterial roads that don’t build on the full allowable footprint,” said Loo, who suggested there be a home size threshold for such contributions.

Other issues remain, such as how the city can procure secondary rental suites in homes.

Homebuilders still have the option to contribute cash, instead of being forced to build suites. And rightfully so, said Sandhu, as smaller homes cannot fit suites without ruining the home’s marketability.

Sandhu noted a new 1,700 squarefoot detached home in Steveston sells for $1.2 million while a new 1,400 square-foot townhouse is $700,000.

Take away 300 square-feet for a suite and the detached homebuyer is left with the same living space. Sandhu said rental income still wouldn’t make up for the cost difference.

Furthermore, the city’s report stated developers were opposed to enforcing suites entirely. Developers noted buyers of homes listed at over $2 million preferred home theatres instead of suites.

So, the city is still left to tackle how to deal with its market rental dearth and entry-level homeownership, which has taken a back burner to low-end market and subsidized rental projects, according to planners.

Meanwhile, on a positive note for the city, Joe Erceg, Richmond’s general manager of planning and development, announced that Richmond will be the first city in B.C. to begin extinguishing provincial land use contracts, after the government granted municipalities that ability last month.

These contracts allowed landowners to skirt municipal bylaws on height and size restrictions.

Erceg said it is now council’s prerogative to enact bylaws to restrict lot and home sizes. In the same proposal, staff noted contribution increases to townhome and apartment developments are also being considered.

The city could stand to collect an estimated $76 million for affordable housing projects instead of $39 million over the next 25 years, with the fees.

The changes are subject to consultations with “stakeholders.”

Gaps found in KPU disclosures Accounting firm MNP found “significant gaps” in the manner in which some senior Kwantlen Polytechnic University executive terms and contracts were documented between 2010 and 2014.

At issue are pre-employment contracts which were handed to executives, including KPU President Alan Davis. These consulting contracts allowed the likes of Davis to earn beyond what government guidelines prescribe.

used to fund moving expenses.

At the time, now MLA Amrik Virk was a KPU board member. Leaked emails showed Virk was aware of the contracts, forcing him to resign as Minister of Advanced Education.

MNP stated there were no inconsistencies with how regular contracts were disclosed.

MNP made 24 recommendations. KPU says it is fully implementing them. The review cost $250,000.

Animal shelter gets relief Graeme Wood

Richmond’s overcrowded animal shelter is set to receive some temporary respite with the installation of a $136,000 portable that can accommodate 60-75 animals.

“The shelter was designed to house approximately 70 animals but regularly

accommodates more than 200 animals on a monthly basis. The installation of a trailer is a cost effective means to provide much needed shelter space,” stated a finance report.

There is no indication from the city if or when a new shelter will be built. The old shelter was built in the 1970s.

The park will absorb the old Steveston secondary school’s 4.5-acre field as 133 townhouses are slated to replace the school itself.

Parks manager Mike Redpath said the consultations will be an “ideas fair” so the city can gauge what kind of combination of “passive or active elements” the park should have.

Mayor: Closures no problem The impending closures of Richmond’s Target and Sears stores do not have Mayor Malcolm Brodie worried that the city’s retail window is shrinking.

“Over time I have no doubt we will make up for that,” said Brodie, whose

government approved, in 2013, a large retail shopping centre anchored by Walmart on Garden City Road as the Vancouver International Airport concurrently develops a luxury retail outlet mall, slated to open this year.

Brodie commented on the closures during his annual address to the business community at the Richmond Chamber of Commerce. He outlined the many policies he’s overseen since becoming mayor in 2001 that have led to unprecedented growth in City Centre while largely preserving the municipality’s rich farmland.

Since 2010 Brodie said Richmond has seen $3 billion worth of development, largely focused in the City Centre, and near the Oval facility.

Brodie also underlined the importance of transportation and the movement of goods, stating 70 per cent of commerce is linked to the airport, which accounts for one in five jobs in the city.

Chamber says ‘yes’ to tax The Richmond Chamber of Commerce is siding with the “yes” side on the upcoming transit referendum.

It will join the Better Transit and Transportation Coalition which began its public marketing campaign Thursday. The coalition includes the Vancouver Board of Trade, Alma Mater Society of UBC, Unifor, the David Suzuki Foundation and Fraser Health.

The coalition claims to have 65 organizations on board to support a “yes” vote in a March referendum asking the Metro Vancouver public to either support or decline an additional 0.5 per cent sales tax to fund TransLink initiatives.

Measles meets climate change

W

hat do a recent measles outbreak and climate change have in common?

They’re both issues involving clear scientific evidence that many people feel free to ignore in favour of their personal belief system.

Recently, medical authorities blamed a measles outbreak at Disneyland on increasing numbers of parents who reject recommended childhood vaccinations. It’s a similar phenomenon to that which occurred in the Fraser Valley last year.

The very success of vaccines has taken away the

fear of childhood disease that in previous generations would have provided a powerful motivator to act.

Science has been conclusive about the societal benefits of vaccines and has long ago debunked the theory linking them to autism. But that has apparently done little to change people’s beliefs and therefore their behaviour.

Unfortunately, disbelief in scientific evidence isn’t limited to the medical realm.

In fact, according to a recent U.S. study, our tendency to ignore evidence is well entrenched on many issues.

For instance, the study

found 87 per cent of scientists accepted that human activities are driving climate change, but only 50 per cent of the public believed that.

We’re more likely to believe the opinions of Hollywood celebrities than scientists.

And confronted with evidence that contradicts our beliefs, most of us are apparently more likely to dig in and question the evidence than to change our minds.

All of which bodes ill for our collective well-being.

Decisions, both individual and societal, should be based on reality, not on what’s convenient to believe.

‘Interculturalism’ more than tolerance Dear Editor, A meeting about “interculturalism” held in the Richmond Council Chamber last week focused on building an intercultural neighborhood rather than a multicultural one.

Interculturalism focuses on being, belonging, and becoming in one, united community; whereas multiculturalism has led to “ghettoization” of cultures/religions in cities with emphasis on tolerance

for the ever-different “others”.

The attitude in interculturalism focuses on changing one’s attitudes, behaviors and working together with a united purpose as one people; the other simply requires acceptance and toleration of differences, with little change in one’s being.

However, mankind’s history will confirm that even this intercultural approach (which I think is right on) will develop into a merely, external

civilization (neighborhood) unless and until the human heart and spirit also changes.

Various believers in different religions are proud to be part of Richmond’s Highway to Heaven, but I believe it symbolizes “multireligion” and essentially requires no one to make changes in attitudes and behaviors. It allows us to simply accept that there will always be different religions and that one must learn to be tolerant.

I think it is clear that the various religions must eventually coalesce into one, common faith since they are all derived from the same source.

Perhaps interculturalism will help us discover and understand humanity’s common spiritual heritage and ultimately bring peace and unity to a troubled and divided world.

Dear Editor, Sunday, Feb. 15 marks the 50th anniversary of Canada’s national flag, the maple leaf, internationally recognized as representative of all the good things this country is famous for. While what I would consider to be one of most slanderous adjectives anyone could accuse me of would be “patriotic,” I think it would be appropriate to celebrate, in a typical, modest, Canadian fashion.

Many Canadian citizens had either not been born or not yet immigrated to Canada in 1965. They may not be aware of the significance of the event: the tempor of the times, the Cold War, the threat of a global, nuclear holocaust which loomed over our lives, the further step in the peaceful maturation of what had been a colony of the British Empire, the furious public and parliamentary debate which preceded the change from The Red Ensign, or the unusual method by which Canada resolved the conflict.

That process alone typifies what other countries think of as “Canadian.”

While I lived through those times myself, as a post-Second World War baby-boomer and graduate of Kitsilano High School in 1965, I feel the occasion needs to be publicized by a competent historian, which I am not. Not that I am suggesting that we celebrate as Americans do on their Flag Day, with parades, fireworks, martial demonstrations, and ostentatious corporate fanfare. No, not that.

However, I would welcome some historical perspective from competent journalists in community newspapers like yours.

“My country, right or wrong?” Absolutely, and definitely, not that! ‘Cause Canada is a terrible country; except for all the others.

She can’t recall if he actually popped the question, let alone if he went down on one knee.

Natasha Neufeld’s memory is etched, instead, with the eternal memory of her now husband, Jonathan Quick, randomly bursting into If Ever I Would Leave You — of Camelot, the musical, fame — in their home.

Whether it was Quick’s powerful rendition or the subsequent production from his pocket of a stunning ring that melted her heart into marriage, Neufeld can’t, or won’t, say.

Suffice to say, the couple — both immersed, professionally and personally, in the world of music — went on to tie the knot and now boast a lively two-year-old son, Michael, who has a pair of lungs to match his dad’s singing prowess.

And next week, on Valentine’s Day no less, the couple are being drawn together once more for a special concert, with Neufeld’s Richmond Singers choir making a concert date with Quick’s Vancouver Welsh Men’s Choir.

“I remember wondering if (Jonathan) was feeling sick, as he was acting strange,” said Neufeld, Richmond Singers’ artistic director, of

“We had talked before about what the ring might be like and how we would break the news to our families, but this wasn’t expected.”

At next week’s concert, called My Funny Valentine, at Richmond’s Bethany Baptist Church, the Welsh Men’s Choir will bring back memories of the proposal by singing the famous Camelot song, And Neufeld and Quick will also perform a duet on the night to mark the special occasion.

It’s not the first time the two choirs have gotten together, having teamed up two years ago, when the couple’s son was just onemonth-old.

Before that, their musical collaboration stretches back to before Quick’s Camelot proposal — in 2005 Neufeld asked her future husband to sing in a recital with the Singers and the year before he recorded and produced a CD for her choir.

The Friday, Feb. 14 concert starts at 7:30 p.m. with tickets costing $27 (adults), $24 (seniors), $10 (students, with I.D.) and children under 12 are free.

f you’ve ever watched the hit U.S. sitcom Modern Family, you’ll have a fair idea of how the traditional perception of a household make up of husband, wife and two kids is challenged on a weekly basis.

As the show portrays, there can be same sex parents, senior husbands with a wife half their age and adopted kids, sometimes all under the one roof.

In short, family life in your average, modern home is anything but average, including in Richmond.

Touchstone Family Association’s executive director Michael McCoy recognizes more than most how that family unit has changed in his 30 plus years in the field of community care.

“Family is an environment, not a structure,” said McCoy who retires from his role at the end of March.

“It doesn’t necessarily need to be mom, dad and the two kids. Every kid’s family is what it is; not what you see in the movies.

“A group of people who are looking after and caring for each other; that, to me, is what family is.

“There could be aunts and uncles looking after the kids, or grandparents, foster parents; they are all families.”

Cultural challenges Not only has the make up of a family changed over the generation, the challenges facing them, said McCoy, have shifted significantly as well.

“I’ve been in this for almost five decades now and I’ve done a lot of observing and watching,” he said.

“I truly think that this generation of families have faced the most challenges that anyone has.

“In particular, in terms of immigrant families, they come with their cultural and social rules; they come with an understanding of what life will be like and, often, none of that will translate into the new culture.

“This is a bigger challenge in Richmond than anywhere else.”

Moving away from family, added McCoy, often means things that could have been taken for granted, such as childcare and having extended family around for support, are no longer there for

them. There are also the many fiscal challenges for families; I used to play scrub hockey, now it’s all organized: hockey; baseball; figure skating; it all costs lots of money and time and it all adds to the pressure on parents.”

Lacking basic skills Some families have the skills to deal with all of the above, said McCoy. But many don’t and that’s when they sometimes find themselves knocking on the door of Touchstone’s Front Porch program, a self-referral counselling service that relies solely on donations to keep running.

“There are two basic skills; loving and caring; that’s all you need,” said McCoy. “But those are generated at the beginning; by your family. Unfortunately, many people lack the basic support that past generations had from grandparents, aunts, uncles, even brothers and sisters.

“When I was growing up, I could walk ten minutes in any direction and be at one of their houses.

“Now we have to run to other places, the doctors or wherever and we diagnose our kids with things.”

Schoolwork, making the hockey team and passing exams with high marks all feed into an ultracompetitive world where children are being pushed harder all the time.

“Both the parents and the children are constantly being made to feel inadequate,” said McCoy. “The social changes facing families and the children are increasing all the time and sometimes people just need a little help.”

Gone are the days when it’s assumed that every other home is made up of mom, dad, two kids and a dog. Single-parent households are prevalent and families look to, more than ever, grandparents, friends and neighbours for support.

Training for a new lease on life Single mom-of-three has overcome great adversity

o the outside world, Melanie is the bright light that shines in whichever room is lucky enough to be illuminated by her presence.

Exuding energy and armed with a smile that could arrest any frown, the single mom is the picture of health who lives for her three kids, age 13, 12 and 10.

As much as people she meets enthuse about her positive personality, it doesn’t, however, speak to the darkness of teenage years tainted with abuse and drugs and the diagnosis of terminal cancer Melanie defeated to be the person that now bounces to the beat of a new life designed and constructed by herself, ably assisted by Touchstone Family Association’s Front Porch program.

Only five months ago, she got her first job in six years, working part-time in sales at one of Richmond’s leading gyms.

And at the end of this month, Melanie will complete her initial night school course on the way to realizing one of her dreams of becoming a fully-fledged personal trainer.

This Family Day long weekend, to tie a ribbon on that gift of a new life, Melanie has a big party planned with her kids, relatives and close friends to celebrate not only family, but also the beginning of a new chapter in her story.

“My kids and the people close to me are amazing; they are my family, they take care of me and I’m so looking forward to the party,” said Melanie, 31, who asked for her last name to be withheld.

“I’m now able to do fantastic things with them and I will get to watch my kids grow up.

“I run alongside my kids, whether they’re playing football, basketball or dancing. Some people worry and ask me to calm down; but I can’t, because I’m so excited. I want to be right there with them all the way.

“I fought for that feeling. I fought to be where I am right now and I have to keep going as I know how fast it can all be taken away from you.”

Survival guide Wind the clock back a little more than three years and Melanie wasn’t in such a happy place.

Despite her cervical cancer going into remission in 2009 (she was told that same year she had six weeks to live until she had a life-saving operation), she was still, in 2012, a very sick woman, both in body and, by her own admission, in her mind.

She needed help, badly. Not just for her own sake, but that of her kids as well.

“I wanted to fight it and wanted to survive. I knew I had to find the motivation and I had to let go of the pain of the present and the past,” said Melanie, who lives in the Blundell neighbourhood and has called Richmond home for more than eight years.

“I felt this impossibly heavy load of the past. But I wanted to be strong for my kids.

“But I refused to accept I was that sick and I did not want my kids to be left alone. I wanted to survive.”

Searching for some kind of counselling other than what the cancer agency had been offering, Melanie found Touchstone and was placed into the Richmond agency’s Front Porch program, which offers barrier-free access to counselling and support services to anyone who asks for it.

“I was nervous about calling them at first, but my goal at that point was survival,” she recalled.

“They essentially helped me get my life in order.

At Touchstone, I discovered how valuable I was and how much I was worth.

“I was listened to in a totally different way; (my counsellor) was the first person to actually listen and she helped me believe in myself.

“I didn’t want to keep carrying this suitcase full of things from the past. So, she said, ‘leave it here.’

So I did.”

But that, among other skills, has been what Touchstone family counsellor Kelly Gault has been doing for more than 10 years of steering people and their families onto a path of healing.

And while many of the issues she’s presented with from clients — who range from siblings to couples to parent/teens — remain the same, Gault has witnessed a few marked changes in the people she’s asked to help.

“We are starting to see people across cultures seeking out more services; I guess it’s trust level thing and de-stigmatization of mental health

New chapter Three years on, it’s now been a month since Melanie’s last counselling session and although she admits it wasn’t easy to let go of that support, she now relies only on a “vision board” she created to keep in focus where’s she’s been and where she wants to go with her new life.

“I keep the board at the foot of my bed to remind myself every day that I have a life to live; that I deserve it and that I am valuable,” she said.

“Today, I feel amazing; amazing. That’s the only word that fits how I feel.

“I feel alive in more ways than one. I was told I was going to die and my “whiteboard” of life was wiped clean; everything was erased.

“One year ago, I was told I was going to live. I said to myself ‘I’m going to run, swim, play football with my kids.

“I have been planning to write a book that I started 10 years ago, but my life always got in my way to write it.

“But I now know that was because the story was not done. I found the ending of my story happens to be the beginning of my new life that I designed.

“I hope to share that with people one day and maybe inspire people to never give up.”

A counsellor’s view Lending an objective ear and listening to what

issues in some cultures,” said Gault, explaining that the Front Porch program is open to anyone who needs help and is a preventative measure for personal referrals, as opposed to referrals from the Ministry of Children and Family Development.

As for the kinds of issues people are coming to her with, Gault said, in Richmond, mental health and financial stress tops the list.

“People often feel like they are not being understood by their wives, husbands or parents,” she said.

“It’s the little things in life that tend to build up and become a bigger problem.

“In Richmond in particular, with its high immigrant population, lots of times children aged from five to 10 have a hard time assimilating to life here because of the conflict of the two cultures.”

Getting people to understand their behaviour and be more aware of how it’s affecting others is the first step, added Gault, in the healing process.

“Recognizing that you need to change and what you want from that relationship is a key factor,” she said.

“Skill acquisition and then practicing those new behaviours in real life is the next step.

“I don’t want to create a dependency on us; we want to give them the skills and tools to support each other and themselves.”

On one of the busiest days on Debbie Tobin’s calendar she prefers to keep a low profile.

That “busy” day comes on Monday (Feb. 9), the seventh year of the Children’s Arts Festival at the Richmond Cultural Centre.

But it’s not like Tobin shrinks into the shadows — she’s prepared to roll up her sleeves and do whatever it takes to run the event she envisioned then kicked off.

As artistic director — a title placed on her this year — she prefers to watch intently the impact it has on the youngsters taking part in the variety of hands-on programs and performances held throughout the day.

And last year, one instance captured what the festival is all about.

“One little boy, who

was looking around at the festival, came up to me and asked me, ‘Am I at a party?’

And I said, ‘Yes, you’re at a party.’ And his response was, ‘I love it.’”

Tobin, a local teacher for the past 24 years, said that instance filled her with pride at how the festival has been able develop and grow.

“We honestly took a shot on a dark horse,” she said.

“Seven years ago I was a nobody, just a kindergarten teacher who had an idea.

And who knew we’d get to this in seven years?

“Back then, we started with two days, two people, 200 kids and $2,000.”

This year’s attendance is expected to be around 10,000 on the Monday, with another 4,000 students taking in the school visit portion of the event throughout the remainder of the week.

The strength of the festival lies with its core goal, Tobin said.

That vision was derived from Tobin’s early work in the classroom with students who had behavioural and learning challenges.

“Many years ago I had one student who I just couldn’t reach,” she said.

“But then I noticed he was drawing everything.”

Shadow and light bring art to life The blended aspects of shadow and light will form an intriguing and entertaining part of the Children’s Arts Festival on Monday.

The world renowned Beijing Shadow Play Art Troupe will bring its unique ensemble to the Richmond Cultural Centre for a pair of performances rich in history brought to life through puppetry and light manipulation.

The performance uses stage lights beamed through transparent animal skins (cowhide, donkey skin, horse leather, sheepskin, etc.) to create a translucent material that allows the artist to present the expressive silhouettes of characters in the stories.

The actors manipulate these characters on sticks to tell the story accompanied by music, as a form of modern opera.

Both shows will be staged in the Richmond Cultural Centre Performance Hall. Cost per person is $15. The first show runs from 11 to 11:45 a.m. The second show runs from 2 to 2:45 p.m. Audience members 11 years or younger must be accompanied by a paying adult. Developing pictures into a book is a big step, she admitted.

“The really hard part is taking that little idea, which is great, and sticking with it long enough until it’s something that’s sharable and good enough to become a book.”

In The Subway Mouse, Reid developed a story about Nib who lives deep beneath the city, in a subway station the mice call

Sweetfall. One day, Nib sets out on a quest to find Tunnel’s End, a mythical place where the air is sweet and the nests soft, but where scary, mouse-eating monsters roam.

“I saw mice on the subway, and thought that this was really not a nice place for them to live,” Reid said. “Then I started imagining their culture, what myths they would have had since the dawn of time, before they lived in the subway. And I thought about one character who said he’d had enough of the subway and left.”

Take 15 inner-city youth in Jamaica; add 15 disposable cameras and a sprinkle of inspiration and wait for the magic to happen.

That was the recipe concocted by a Richmondbased charity as part of its drive to raise funds to empower youth leaders in an impoverished Kingston neighbourhood.

As it turns out,

Fundamentals for Change (FFC)’s ingredients were a huge success.

And the stories told through the lenses of the aforementioned cameras — which peeked behind the curtains of raw, uncut, Jamaican life in the Riverton community — are going to be on full display and for sale at the charity’s photo exhibition later this month.

disposable cameras,” said FFC co-founder Ayako Turnbull, a McMath secondary grad.

“They were able to access areas that our volunteers were not allowed to go to.

“They took the pictures over the course of a week and they came back with some amazing shots.”

Turnbull and several other FFC volunteers spent several weeks in the community last fall, delivering much-needed medical supplies and sports equipment, as well as opening a new playground at the community school, which FFC had helped fund and plan.

They plan to continue the momentum with the Feb. 19 exhibition, for which the $20 ticket price includes lives music by Deanna Knight and the Hot Club of Mars, canapés and $10 any art purchase on the night.

All proceeds from the night will go towards FFC projects and, in particular, back to the youth leaders in Kingston who took the shots, all of which have

Patricia Velilla, a Grade 1 student at Grauer elementary, is recieiving assistance from Variety — The Children’s Charity for a genetic disorder that affects her speech.

Hope for the future is being provided in the present for a Richmond family, thanks to Variety — The Children’s Charity.

Ruth Nicolas and Ryan Luther Velilla, who moved to Richmond in 2013, are getting assistance for their six-year-old daughter, Patricia, who has a genetic disorder called Phelan-McDermind Syndrome which affects her speech. She has also been diagnosed with autism.

“I worry about the future a lot, for Patricia,” said Nicolas. “But with the help from Variety we have speech therapy lessons for her once a week.

And it’s helping.”

Born prematurely, Patricia spent the first two weeks of her life in a hospital incubator. And although she seemed to be a happy and healthy baby, her parents noticed that as she grew, her

language skills were not developing normally.

The assistance she is getting now has helped Patricia, a Grade 1 student at Grauer elementary school, communicate and comprehend better in her daily life. At school, she has the help of an educational assistant “When she cannot say what she wants, Patricia uses a book with pictures,” Nicolas said. “She opens it up and points to what she wants, especially at snack time if there’s something she would like to eat.”

The family is just one of many Variety assists with programs they would not normally be able to afford.

Much of that funding is raised during the Annual Variety Show of Hearts Telethon, taking place on Global BC on Feb. 14 and 15.

This year marks the event’s 49th fundraiser which over the years has provided a total of $170 million for life-saving, life-changing and life-

enriching support.

“We are very grateful for the help Variety has been able to give us with Patricia,” Nicolas said, adding the assistance is especially welcomed after having a second child, a five-monthold baby brother.

“The Show of Hearts Telethon is our biggest fundraising event of the year,” said Bernice Scholten, executive director of Variety in a press release.

“We see each child as a champion, capable of achieving remarkable success.”

We have had the privilege of spending time with the city’s top chefs and restauranteurs: Thomas Haas of Thomas Haas Chocolates and Patisserie; Vikram Vij of Vij’s to name just a couple.

Many of our students may not pursue a career in the food industry, but taking classes in the culinary arts program will give them a

solid foundation on which to build.

They will learn about microbes and the importance of personal hygiene and proper food handling procedures. They will have the opportunity to be actively engaged the entire class — measuring, dicing, cleaning, kneading, sautéing, whipping -— working independently at times and with their classmates and adults at other times, helping to get delicious, nutritious meals out on time every day.

And they will gain confidence in the kitchen, learning terminology and techniques that will last a lifetime. McNair’s Culinary Arts Program is pretty special, and I am so delighted to be a part of such a practical, beneficial, and fun program.

Looking for excitement on plates and in glasses

ining and Dining events in Richmond are far and few between. So when one is announced, it’s worth seeking out. I recently attended the Red Icons Dinner organized by Sip Wines at Tapenade Bistro. There, a sold-out house enjoyed a six course banquet with seven of the best premium BC wines.

BC Wine author, John Schreiner gave an informative play-by-play on each of the wines, six of them variations on the Bordeaux Blend having Cabernet Sauvignon and Merlot and often mixed with some Cabernet Franc, Malbec, and Petite Verdot.

One of the heroes of the evening, aside from the wines, was Tapenade’s talented chef, Colin Uyeda and his imaginative cuisine. A Richmond native, Uyeda became interested in cooking in his teens out of necessity; both parents worked long hours. He did his chef training at Vancouver’s Art Institute and has worked at Seasons in the Park, Grouse Mountain, and at King Pacific Lodge before arriving at Tapenade two years ago.

I asked Uyeda about the challenges preparing for the extravaganza, aside from having a small brigade and spending a week prepping. “I love it! It’s a chance for me to interact and play with things. When you are doing the same thing over and over again with

the regular menu, it’s fun for me and my guys to have new recipes to cook.” says SipsHappen Uyeda.

Eric Hanson He get’s his inspiration from recipes on the Tapenade menu and from meals he’s enjoyed elsewhere or read in research, but sometimes it’s spontaneous on the spur of the moment.

A big hurdle to overcome was the challenge of making dishes with six reds. “There are subtle differences in the wines so it’s pinpointing one or two things and either contrasting it or enhancing it.” Uyeda says.

For example, the 2011 Hester Creek The Judge has a smoky flavour from the French oak aging. To match that, Uyeda chose to lightly smoke a Brome Lake Duck breast with apple wood.

And to go with The Judge’s dark berry character with hints of cloves and cinnamon, the chef plated pickled blackberry and spiced jus, which was made from the same wine his guests sipped. That was both Chef Uyeda’s and my favourite combination.

One course that seemed unusual was the Braised Octopus. Normally one thinks of white wine working well with seafood. But because the dish was served with the Clos du Soleil 2012 Signature from the Similkameen,

The banquet ended on a high note with Kootenay Alpine’s Alpidon cheese with house-made raisin and walnut bead and pickled blueberry, all washed down with the most popular BC Icon Red, the Church & State 2011 Quintessential. Ending with cheese rather than dessert is desirable because “a heavy red is harder to do with something

Records expected to fall at Jerome meet Records could fall like the Canadian dollar Saturday at the fifth annual Vancouver Sun Harry Jerome Indoor Track and Field at Richmond Olympic Oval.

The meet, hosted by the Achilles International Track and Field Society will feature a record number of participants.

“With over 600 entries and the inclusion of several international experience athletes, we could expect more than 30 percent of meet records to fall,” predicts Achilles Chair, Doug Clement.

The meet, which gets underway at 9:20 a.m., caters to several ageclass divisions, Masters and Open competition. For several athletes it marks another test along the trail to this summer’s Pan American Games in Toronto and later the world championships in Beijing.

Canadians work late for points Greater Vancouver Canadians saved their best for last when it came to their two game series against the Okanagan Rockets.

Twice, the B.C. Major Midget Hockey League team entered the final period behind on the scoreboard, yet escaped the weekend with three out of four points.

Trailing in the opener last Saturday at the Richmond Olympic Oval, the hosts got goals from Gary Dhaliwal and Jordan Sandhu to salvage a point against the fourth place Rockets (19-9-4). Sandhu’s equalizer with 7:42 remaining was shorthanded.

The Richmond Rockets speed skating club will have 30 of its athletes competing in Saturday’s inaugural V-Room Challenge at the Olympic Oval.

Oval hosting short track meet The Richmond Rockets and Vancouver Velocity speed skating clubs are teaming up to host a short track competition on Saturday at the Richmond Olympic Oval.

The first-ever V-Room Challenge will take place in the north rink and feature over 165 athletes — already making it the largest speed skating competition in B.C. this season.

Provincial and Regional stream skaters

will have a chance to qualify for the B.C. Short Track Championships. There will also be some very exciting races featuring junior skaters who will representing B.C. at the upcoming Canada Winter Games.

Richmond Mayor Malcolm Brodie will be on hand for the official opening ceremony at 8:45 a.m. The racing runs from 9 a.m. to 5 p.m. The host Rockets will have 30 skaters competing in various divisions.
