Anger as Conygre House deal collapses The deal which would have preserved Filton’s historic Conygre House has collapsed, leaving the future of the 17th Century landmark building in doubt.

Campaigners who feared the building - at the bottom

of Conygre Road - would be demolished for flats were overjoyed when Network Counselling, a Bristol-based counsellling service, offered to buy the house at a knock-down rate from owners South Glos Council in 2013.

But that deal has now fallen through with Network claiming costs have increased over the time since the deal was struck.

Doubt hangs over Conygre House as deal with charity collapses From Page 1

Counselling chair of trustees Eileen Cahill said: “We realise the interest and effort which the Friends of Conygre House have had in this matter and we regret the disappointment this will cause you.

“Network was in a strong position to proceed when it made the offer for Conygre House in July 2013 however (our) affairs have altered considerably in the time since then. Like many charities in these recessionary times, our financial situation is uncertain and we are not in a position to undertake such a major project.”

It is understood he building was offered to Network Counselling for around £250,000 and that the original projections for purchase and refurbishment were ££350,000.

Ms Cahill told Filtonvoice that the charity had spent money on the project but costs had increased. She said there was no truth to the suggestion that the had found alternative premises.

The house will now be put on the open market but campaigners hope a convenant in the original deal will mean that whatever the future use, the external facade and grounds will be preserved.

Friends of Conygre House chairman Keith Briffett said he believed South Glos had dragged its feet over the details of the deal, with the delays leading to the collapse.

Remembrance marked in a variety of ways, including remarkable kitted poppy display near community garden Filton marked remembrance in church services and also with a display of knitted poppies on the ring road beside the community garden, see opposite.

The national and local launches for the Royal British Legion’s annual Poppy Appeal included the Stoke Gifford branch event at Parkway Station.

Members of the Royal British Legion Riders’ Branch attended and a bugler played “Reveille” to mark the launch. Branch vice president Jack Lopresti MP also attended.

The Stoke Gifford Branch of the Royal British Legion, which includes Filton, is celebrating another successful year, raising about £35,000 for the 2013/14 Poppy Appeal which ran from 1st October 2013 to 30th September 2014.

Hilary Bloor, Stoke Gifford Branch Chair said “The Poppy Appeal launch is the start of our year for collecting monies for the welfare and support of service and ex-service personnel, their families and dependants. Last year Stoke Gifford branch raised about £35,000 and we appreciate the public’s generosity to this cause.

“The money raised by the Poppy Appeal goes towards the Legion’s Welfare Fund.

Currently the Legion is spending £1.6 million every week in help and support, so it needs the continued generous support of the public, businesses, the media and other organisations to help raise the funding it requires for its welfare work.

Terry Webber, the Stoke Gifford Branch’s Chair of

Welfare, said “The need is as great as ever. If you or someone you know needs help from the Royal British Legion please contact the RBL national helpline - 0808 802 8080.”

The Branch will again be supplying its legendary knitted poppies which have been the great hit in recent years.

poppy badge and at the same time collect donations.

Last week Sainsbury’s East Filton joined forces with Ministry of Defence at Abbeywood to raise awareness of this great cause by having military personnel in store collecting. Fears Filton faces

By Rebecca Day Plans for the redevelopment of Filton Airfield have been lodged, but concerns over traffic congestion are running high due to the creation of thousands of new homes and jobs.

Filton town councillors, as well as residents, have spoken out saying that the area will face “utter chaos” and “gridlock”, and that the current infrastructure of the roads will not support the development.

Land owner BAE Systems and planning consultants Alder King submitted the plans, which will see the creation of around 2,700 new homes and 9,000 jobs, to South Gloucestershire Council on October 17.

Alder King says that concerns about traffic have been noted, and it will be contributing £60 million to improving local roads and transport, as well as providing a dedicated route for the Metrobus, which will run

through the site. Space will also be provided for a new railway station, which would be part of the Henbury Loop proposed for the area.

But according to the plans, the line is not to be built until 2021, once the majority of the employment park and houses have been constructed.

The idea has been condemned as “short-sighted lunacy”

by Bristol North West MP Charlotte Leslie, who is running a campaign to get the Henbury Loop installed before the site is completed.

The proposed development, which will span across 354 acres, is to also encompass three new schools, including two primary schools and a secondary, sports provision, and a community and health centre.

Lloyd Burnell from the Bristol Aero Collection Trust said: “We are very happy that the new Bristol Aerospace Centre is part of this site.

“With the newly-planned schools and communities, the museum will help local people become inspired by Filton’s past and present engineering excellence and achievements in aerospace, including its pride and joy – Concorde.”

Filton Airfield was closed in December 2012, after 100 years in operation, because it was said

by BAE to be unprofitable.

The closure faced opposition from campaign group Save Filton Airfield, who believed that using the land to build houses was “short-sighted”.

The site will be part of the council’s bid to build 5,700 new houses from Patchway to Cribbs Causeway.

John Benson from Alder King said: “During our consultation, people told us what was most important to them – heritage, jobs, transport and community facilities.

“Ninety-five per cent agreed with the plans to celebrate heritage, not only through the new museums but also through naming the site, roads and buildings after famous people and planes from the past.”

Alder King and BAE will also be holding regular skills and training meetings with colleges in the area to ensure that local people get the new jobs created.

Sara-Jane Watkins, vice-principal of South Gloucestershire and Stroud College, said that students who took part in the airfield consultation made it clear that jobs were their “top priority”.

More than 7,700 “high value” jobs will be accommodated in the new

employment area, which is to be called Concorde Park.

According to Alder King, 50 acres have been earmarked for the zone.

An additional 700 jobs will be created through construction, and 800 jobs will be created indirectly, such as through suppliers.

Alder King and BAE say they are also working with the Great Western Air Ambulance and the police helicopter service – which are based at the airfield – to identify a permanent site.

Councillor Rikki Teml commented at a recent town council meeting: “The majority of us never wanted the development – but it is going to happen, and we’re not in a position to stop it.

“But we are all very concerned about the traffic problems, and I am not convinced by the answers given by the developer’s traffic experts. Basically it seems that l Continued on Page 9

provide for: around 9,000 new jobs and 2,675 new homes; a £100 million package of new transport, community and green infrastructure; two primary schools; and, a new secondary school with high quality sports provision.

What isn’t constructive is the depressing scenario in which every major planning decision we face must inevitably end in controversy, must by necessity involve the drawing of battle lines, and of course must culminate in the outdated and simplistic conclusion that someone has to win, and by implication someone else lose.

The only winners in this debate should be the people of South Gloucestershire, Bristol and the South West.

Filton sits in a unique position – the Almondsbury interchange just to the north commands the gateway to both South Wales and the South West peninsula and it

My parliamentary neighbour, Charlotte Leslie MP, makes some interesting points regarding the proposals for the redevelopment of Filton Airfield and her comments with regard to the need for improved infrastructure are valid. We also need to ensure we are guided by all the lessons learnt from history and not to be overly selective about which lessons we choose.

Instead of looking backwards, I marvel at the fantastic opportunity which presents itself; the airfield land is a massive strategic local asset here in Bristol and South Gloucestershire. The proposals

is the South West’s gateway to London, the Thames Valley and the Midlands. Add in the Port of Bristol, the Royal Portbury Docks and Bristol International Airport, and you have one of the most attractive commercial locations in the United Kingdom. We would be failing our constituents not to maximize this opportunity for regeneration which will bring more jobs, enhanced skills and greater prosperity to our local communities. Future generations will not forgive us if we turn our backs on such opportunities by being handcuffed to arguments and battles long lost and the circumstances born of the 20th century rather than the 21st.

We cannot just object to every housing development proposal simply as a matter of routine. We all acknowledge that we need to build more houses and they have to go somewhere. So, do we build

on vacant and under-utilised sites like Filton airfield, or do we plough up yet more green fields while leaving sites like the airfield to fall into disrepair and ultimate decay?

I want to seize the opportunity for 9,000 new jobs to be created in South Gloucestershire and Bristol.

2,675 new homes will help ease the housing pressure in our region. I declare an interest as a parent with three children who will all shortly be looking for high quality jobs that will help them secure their own homes in the future. Of course we need the infrastructure improvements which will service both the employment and home building. It is my duty as the local Member of Parliament, a resident of Filton and a parent to advocate the seizing of a once-in-ageneration opportunity to regenerate our area for the benefit of all.

Panto star Andy live in stand-up comedy night Bristol Hippodrome panto star and family favourite Andy Ford is coming to Filton for a one-nightonly family friendly stand-up comedy show.

Prime Minister urged to reassure community over Rolls-Royce cuts

by Rebecca Day Rolls-Royce has announced that 2,600 jobs will be cut over the next 18 months, mostly in its aerospace division.

It is anticipated that the decision will save around £120 million over the next two years.

However, it is not yet known how many jobs will be lost at the plant in Patchway.

John Rishton, chief executive officer, said: “We are taking determined management action and accelerating our progress on cost. The measures announced today will not be the last, however they will contribute towards Rolls-Royce becoming a stronger and more profitable company.

“We will work closely with employees and their representatives to achieve

the necessary reductions on a voluntary basis where possible, while making sure we retain the skills needed for the future.”

The engineering firm says that it will continue to pursue further cost improvements, including in its land and sea division.

In a statement by RollsRoyce, the firm says that by investing in technology and new capacity, alongside organisational changes, it has been able to increase output and improve efficiency.

For example, a large engineering team was required for the development phase of the Trent 1000 and Trent XWB engines. However, both of the programmes have now entered their production phase, therefore reducing the number of engineers required.

Filton and Bradley Stoke MP Jack Lopresti, left, has called on Prime Minister David Cameron to find a way of minimising the effect of Rolls-Royce’s job cuts, by finding alternative engineering jobs, and preserving “vital engineering expertise”.

He said: “[The] announcement by Rolls-Royce will devastate people and homes, and could well damage our national engineering skills base.

“Will [David Cameron] reassure my constituents in Filton that he will continue to champion our world-renowned and world-class defence export manufacturing?”

The Prime Minister responded to Lopresti’s call, saying that he will do “everything he can”.

He stated: “It is disappointing that [Rolls-Royce] plans to reduce the number of people it employs. This is a successful industry, but we need to do everything we can to make sure this company, and others like it, continue to succeed in the years ahead.”

Weekend of fun for local Scouts A group of 24 Cubs and six Scouts from Filton arrived at Woodhouse Park in Almondsbury last month for a weekend of fun and activities.

The 1st Filton Scout Group had arranged a joint camp for their young people, the first time many of the Cubs had been away together. The experienced Scouts slept outside in tents, whilst the Cubs bunked down in dormitories.

After settling in, the Scouts ran a game of capture the flag.

Still wide awake, the Cubs retired to bed whilst the Scouts sat around a campfire toasting marshmallows. When the Scouts also retired, it was to a new, cosy - and thankfully watertight - tent, purchased with a grant from Filton Town Council earlier in the year.

After a rainy night it was down to the Scouts to cook breakfast. When everyone had had their fill, Cubs and Scouts got into mixed groups to do different activities. Some of the young people went to do archery, others crate stacking and a final group were abseiling. During the afternoon, the group split into three again to take part in archery, low ropes or, for a daring few, the high ropes.

Later, the Cubs undertook some orienteering before everyone gathered around for a tasty tea, cooked by parents.

Once tea was over and it was getting dark, the young people had the opportunity to look at the moon through a telescope as part of their astronomy badge.

The evening ended with everyone seated around another campfire.

On Sunday morning the whole group took part in the assault course. Once lunch was over, it was time to break camp.

There was a scramble to reunite belongings with their owners before parents arrived to collect some very tired, but very happy, children.

Plastic bags OK for food waste recycling

Filton care home for over 60s all set to get its own restaurant Knightstone is creating a new meal service at its extra care scheme at Springfields in Filton.

The restaurant will serve residents and the local older community with traditional food at an affordable price.

Springfields is an Extra Care Housing scheme where over 60’s live independently in their own flats and can access care support if and when they need it.

One resident said: “I’m looking forward to home-made lunches, coffees and delicious cakes.

“It’s great to have our own restaurant where we can meet friends and enjoy a home cooked meal.”

Knightstone is now seeking a local person or business to provide a daily meal service.

Darrell Jackson from Knightstone said: “We are determined to find an enthusiastic local individual or

business that feels passionate about serving great quality food, consistently.

“While it’s key that the individual has a background in catering and understands how to produce a lunch service for over 30 people, being enthusiastic and keen to work with older residents is equally as important.”

The kitchen is equipped to serve up to 40 meals a day and could form the base for an existing or new catering business.

The new restaurant is set to open seven days a week from Monday 2 February 2015.

Darrell added: “We understand how important the role of food is in bringing people together and will add to Springfields’ community.”

WAY-A-HEAD

Filton residents can now use ordinary plastic bags to line their food recycling caddies, thanks to new mechanical sorting techniques that separate the bags from food waste.

It is hoped that the small change will help promote a big increase in food recycling habits, by making it easier and cleaner to use kitchen caddies.

About a fifth of the waste placed in domestic black bins is food that could be recycled and the council has launched a new campaign to remind residents of the benefits of recycling.

Composting or recycling food waste not only helps the environment but also saves taxpayers’ money.

It costs an extra £57,000 to dispose of the 1,000 tonnes of food waste thrown away in South Gloucestershire every month.

Those who arrived in Filton, as I did, some 20 or so years ago would have been mystified by the presence of a small building adjacent to the Post Office – as it then was located – with a florist on hand close by.

It had a curiously “secret” name – “SHE7” – which turned out to be an abbreviation of “Self Help Enterprise” but I wasn’t sure about the “7”! Possibly an abbreviation of its postal code area.

It was, I am told, the brainchild of Dr Sinclair – a dedicated local practitioner – who perceived a need to help the unemployed or give advice and support where it was required.

All of this came vividly to light on Thursday, October 23, when I responded to an invitation to attend the unveiling of a recently constructed garden by a distinguished person at SHE7.

It was a real joy to mix along with those I knew so well: Stan and Jackie Sims; Alan Tink; Councillor Roger Hutchinson and others.

Also present were Ray Hulbert, MBE – a familiar figure in the SHE7 Enterprise success – and Byron Jones without, I might add his, “Wizard Compton Organ.” He has entertained many audiences both here in Filton and overseas. Even at Blackpool Tower, the most notorious of them all.

It was a great occasion to recall experiences of those dramatic wartime years up until present times when SHE7 came to the fore. It enabled both

a concentration of “advanced technology”. Alan Tink had told me of this. He is a prominent member of it.

There sitting at the control on this occasion was David Ellacott.

(Their call codes for those “in the trade” are: Alan Tink – G7 DRO and G3 XOB for David Ellacott).

“We are regularly in touch with India,” said David, “and also the USA.” “We are all part of a worldwide Radio Club,” said Alan. “Here at SHE7 we are proud to be an essential part of that.”

This is an enormous tribute to a small location that most know little about. Aided, I understand, by a community grant. I have no doubt they have put it to good use.

Along with introductory comments on the obvious satisfaction of the undertaking, it fell to SHE7 chair Ruth Perkins to cut the ribbon on the opening of the new garden.

The event was graciously attended by Sir James Tidmarsh, former Lord Lieutenant of Bristol. Unfortunately Lady Tidmarsh could not attend on this occasion.

Finally, my grateful thanks to Elizabeth Ford for her devoted commitment for providing the excellent catering services at SHE7 – universally acknowledged.

A gentle corner of Filton, unexploited yet of significant value to this small North Bristol town.

Glad to celebrate a small corner of Filton that has a truly caring heart

myself and many others likewise to recall the times when we either needed a shoulder to cry on or a ready hand to shake.

It all vividly came back on that Thursday afternoon here at Filton.

I noted the words “We’ll eat again” on a wartime recipe book lying there on the buffet table as I partook of a welcome cuppa.

It vividly reminded me of the issues that beset us in those truly traumatic times.

I was reminded of that even

more so when I learned that the air-raid warning siren was installed in this building during those fateful years. Not only did SHE7 succour the needy and fearful, it helped to preserve lives as well.

The centre, I gathered, has given homage – and still does – to other activities where tranquillity and quietude are necessary. For example, the Radio Club.

Infrastructure first, then roads I don’t mind what they do with the land at Filton Airfield as long as the correct infrastructure is in place.

What we know now is that the infrastructure in place is already not up to the job.

Public transport does not cover all areas, is not reliable and is expensive (especially for families); cycling only works of you are a competent cyclist (there aren’t enough of those) and the cycle paths for safe cycling exist - but they don’t. So

for those of us who have some way to travel, the car is our only option, coupleed with the fact that the A38 and M32 and ring road are the gateways to Bristol and inadequate for that traffic.

The infrastructure first, then they can build what they

As for all the jobs Jack states will come with the new development, we were originally promised 50 hectares of employment but this has now shrunk to under 25.

Is there no limit to this benefit system? Now I read on page 11 of Filtonvoice that some people on certain benefits will receive discount on Green Bin costs.

What also annoys me is that I arranged for someone with a van to take a fridge freezer to the tip and I was not allowed in to dispose of it there until after a heated discussion with an operative.

Regarding the demise of the Filton Flyer, we never had a bus that tootled around Filton in the first place.

This bus didn’t replace the bus we lost that came along

Filton Avenue from the A38 and went down Gloucester Road and to Broadmead and the Centre I have lived in the Conygre Ward since 1955 and there was always a bus service of at least two an hour along this part of Filton Avenue until recent years.

Try something new at event People with learning difficulties, their families and carers are being urged to book their places at the Valuing You event at BAWA in Filton on Wednesday November 26.

The event, which is also open to service providers and their staff, will be opened by local Paralympian Karen Butler and will showcase activities and opportunities available to people with learning difficulties in South Gloucestershire.

Throughout the day there will be fun workshops taking place which will promote the range of opportunities available and encourage people to try something new. The short activity sessions will include fencing, dancing, boccia, knitting and drumming. There will also be an art competition, and visitors will be able to find out more about Dementia Friends and the fun of shared reading.

Fight fraud with tips from police Filton residents are being offered tips on fighting fraud as part of Avon and Somerset police’s Spot It, Stop It campaign.

The Home Office initiative, supported by the local police force and Neighbourhood Watch, is targeting doorstep, phone and online scams and has been developed with help from local people.

The crime prevention advice for the campaign focuses on three key rules – making decisions in your own time, checking people are who they say they are, and not sharing personal information.

Vascular care under one roof A new specialist arterial centre providing state-of-the-art planned and emergency inpatient care has opened at Southmead Hospital in Bristol.

The centre will specialise in the management of vascular diseases, and disorders of the arteries, veins and lymphatic system.

The Orient Express are due to play at 8.40pm, and we arrive in good time. The Bell is busy and there’s a long wait at the bar before drinks finally materialise. This event is part of the annual (since 2009) OXJAM festival: more than 70 acts, bands, DJs and comedians, performing over 12 hours in ten venues in Bath.

The point of OXJAM is to raise money for Oxfam by bringing gig-goers closer to Oxfam collecting buckets. Its motto is Local Music, Global Impact.

I bought one of their CDs called yolculuk / journey, and I played it all Sunday morning.

The Reading Well Books on Prescription Scheme sees local libraries work closely with LIFT Psychology to offer book-based therapy for common mental health problems.

GPs and health professionals prescribe books through the scheme, but they are also available for anyone to borrow from any public library. Claire Young, chair of the communities committee said: “We are delighted with the results and, along with our health partners, look forward to rolling out more national programmes like this one to help with a range of health needs.”

To Bath then. It’s not necessarily my favourite city and the night does it no favours, a very lonely and gloomy place in the darkness. If Bath had a patron goddess, it would probably be Miss Havisham.

I’m in good spirits, though, because it’s Saturday night and I’m going to see a band called The Orient Express play at a pub called The Bell in Walcot Street as part of OXJAM 2014.

We reach Bath by about 8pm and we find Walcot Street and The Bell easily enough but finding somewhere to park is another matter. No space on the streets, and several car parks frustratingly full, too.

Eventually we find a place in the Charlotte Street car park. As car parks go it’s very nice, though

Healthy Thai tangy mango salad and garlic pitta

This recipe is similar to a very popular Thai salad but with a Maniks twist.

This is a nice, light and healthy dish that anyone can have a go at. November: Speech recognition One day we won’t need a keyboard.

We will be able to talk to our computers and they will obey our commands. Won’t that be fantastic?

Well, actually you can do it today. In fact for the last 15 years, computers have been able to recognise speech. There are programs available costing only £100 that do a pretty good job of putting what you say into a document, so you no longer have to rely on one-fingered typing. You can even file and save documents by talking to your PC. On your phone, whether it is an Android or iPhone, you can command it to call people in your phone book or use the satellite navigate to help you to your destination.

Skype is a free program that enables you have video and audio conversations with people in another country. Earlier this year Microsoft, which owns Skype, announced that before December it will be able to automatically translate conversations as they are said. Soon we will be able to have a fluent conversation with anyone in the world without having to speak their language.

Maybe one day there will be a computer that you can actually have a decent conversation with!

Well-versed choir seeks a musical director A local choir is looking for a new musical director to help them keep hitting the high notes at their performances.

The Filtones Choir’s current MD, Mike Watson, is retiring after 15 years’ service with the well-established, 50-strong group, which meets every Wednesday at Eden Grove Methodist Church in Horfield.

The singers, who are mainly retired people, perform around 10 concerts a year for pensioners’ clubs and at two annual fundraising shows, which have raised around £20,000 for good causes over the years.

The choir, which doesn’t

hold auditions, sings a varied repertoire from sacred music and spirituals to Sixties pop.

A spokesperson said: “We have two excellent and experienced accompanists who will continue to support the new MD and a strong committee to assist with the admin and organisation. Can you accept the challenge? If you have a sense of humour, patience and dedication, please get in touch.”

Number of years main element of council tax has not risen

Filton residents are being invited to have their say on the council’s budget and council tax for 2015/16.

The council provides a wide range of services including refuse collection, street cleaning, planning, education, social care and road maintenance, and each year comments are invited on the council’s priorities and council tax levels for the coming year.

This year the consultation also asks local people to consider the council’s new six-year savings programme, which aims to deliver savings of £36m by 2020.

Businesses in Filton and across South Gloucestershire are being urged to introduce the living wage for their employees.

Council staff across the area are benefiting from the new living wage rate of £7.85 per hour – a rise of 20p per hour and 21 per cent higher then the compulsory national minimum wage of £6.50 an hour.

The local authority now hopes to see other employers adopt the living wage and has updated its website with more information.

Chief executive of South Gloucestershire Council Amanda Deeks said: “The council wants lasting change for people and places in poverty, communities where everyone can thrive and a more equal society. We think it’s vital that we practice what we preach.”

The living wage is an hourly rate based on the amount needed to cover the basic costs of living.
