Residents in sheltered housing face closure threat
Student housing among options for Filton site Residents at Filton’s Newleaze House sheltered accommodation have been told their building is set for closure. The complex of 37 flats and bedsits is run by Merlin Housing Society who have told residents that if their preferred option change of use - is accepted, work would begin by 2013. According to a document sent to residents, change of use could mean ‘internal works ... to provide flats for specialised groups, like students’. This means all current residents would need to be rehoused, not necessarily in Filton. A consultation process has now begun with residents who say that while they accept the building is no longer suitable for elderly residents - there is no lift and access is by a series of stairways - there are fears that some may be forced to move
away from family and friends. A group of 10 residents told Filtonvoice that there are many problems in the current building, including high water charges for those without meters and a lack of space in the bedsits. Most said they would be happy with a move to better accommodation but some expressed fears they would be moved away from family and friends. At a meeting with Merlin officials, the residents were told that consultation on the options would last for a month and residents would discover the decision of the Merlin board by mid June. The Merlin board will receive a formal recommendation from Merlin - based on work with consultants Ark. In a letter to residents, Merlin told them that the building is not suitable to be remodelled for

Their intended recommendation at this stage ‘change of use’ - says: “We would keep the structure more or less the same and carry out internal works to provide good quality flats for specialised groups - like students.” In the letter, they say this option would only happen if it took less work than remodelling for general occupation. But they then go on to rule out a ‘remodel scheme for

general needs housing’ as being too expensive with the results likely to be of poor quality. Newleaze House was built in the 1960s and although it had a revamp in 2000, there has not been significant improvement work since and tenants were told two years ago that closure was a possibility. Merlin have promised residents that no one will be left homeless but it is unclear what would happen of a resident refused the alternatives. It is understood that residents may be given priority as and when accommodation in other complexes becomes available Merlin will also pay costs associated with moving.

A statement from Merlin Housing Society “We own 50 supported older persons’ housing schemes in South Gloucestershire, which are home to more than 1,600 people. Two years ago we began a review of these schemes to ensure they met the needs of current and future residents. This review identified ten schemes where significant investment was needed. Newleaze House was one of these. At the end of March we held a meeting at Newleaze House to inform residents of the recommendation. Access to the building is difficult due to steep slopes which makes it unsuitable for older people’s housing and the layout of the building means it is very difficult to remodel. The review recommended we change the use of Newleaze House to provide housing for a different type of resident, such as younger people. This is the recommendation which will be taken to our Board in June.

Should the Board approve the plans we will begin talking to residents about individual needs and offering tailored support. This will include working with residents to find a new home, in an area where they want to live. Residents will have first priority on any vacancies that come up in their preferred scheme or area. We will also work with South Gloucestershire Council to investigate housing need in the area, to determine the future use of Newleaze House. Once we have proposals in place, if appropriate, we will consult with neighbouring residents. However we do not anticipate work starting until early 2014. Buckingham House in Filton was also included in the review. We are proposing to keep Buckingham House as older people’s housing, but will be carrying out improvements. Our other supported housing schemes in Filton, Sinclair House and Nutfield House, are unaffected by the review.”

New twist as council finally decides to charge for cycle speedway and boules
Filton’s controversial cycle speedway track could be ‘flattened’ as part of a bigger plan to create a 5-a-side ‘hub’, it has been revealed. The town council has begun talks to transform the tennis courts into a ‘MUGA’, a multiuse games area for sports like football and basketball, and has invited bids for the work from three contractors.
Now it has been revealed that one contractor has suggested the cycle speedway track – which has attracted criticism due to its charging policy and lack of use – could be transformed into another football area. The latest twist came as the town council finally agreed to impose a charge on both cycle speedway and boules, which had been free. Group bookings, including cycle speedway events, will be charged at £15.40 per hour, with all day bookings £123.20. Filton Cycle Speedway Club will be charged £7.70 per hour, totalling £431.20 for the year. Leisure centre manager Lisa Timbrell said that the boules court charges were in line with those for the tennis or five-a-side courts at £15.40 per hour, but that people pay per player.
It means that two players would be charged £4.20 each, four players charged £4 each and six players charged £3.80 each. The full town council ratified the decision of the finance committee with just Councillor Andy Chubb opposing the proposals. The possibility of transforming the cycle speedway track would mean the council could market the facilities as a hub for 5-a-side football, with the possibility of significant revenue. Councillor Rikki Teml told councillors that he believed there was potential for revenue from teams as well as advertising. He said that materials from the development of the MUGA could be used in the transformation of the speedway track.

He said: “In essence the rubble from knocking down walls could be used to help level the track before a surface was put on top of it.” The track has been the focus of considerable debate since it was built, with a local cycle speedway team failing to take off as had been hoped although it is understood a national match, to be covered by Sky Sports, could happen this summer. Former town councillor Roger Hutchinson has told current councillors that it has been a struggle to establish a club but there was still a desire to do so. “Both Filton Petanque Club and Filton Cycle Speedway Club are shocked at the level of charges that have been brought in by the Town Council for the use of the boules court and cycle speedway track at Elm Park. These charges are being welcomed as “fair” by the small group of residents who apparently represent the Filton community at meetings of the town council and appear to want both of the facilities removed. The council claim that they have set charges in line with the cost of other facilities at the Sports and Leisure Centre, although there is nothing to compare them with. So why have boules and cycle speedway not been compared to the same elsewhere? It should be noted that no charge is made in respect of other facilities such as the skate park, because that is the comparison with other skate parks. Swimming charges are 1

compared with Bristol and South Glos as are most if not all of the other sports at Filton and usually pitched just below in order to stay competitive. At earlier meetings Newport Cycle speedway track was quoted as the club paying £500 per annum for exclusive use. As the Filton track is open to public use, the sole use that Newport enjoys wouldn’t and shouldn’t be possible, and therefore £500 was seen to be too much. Most tracks pay far less than Newport and have thriving clubs, which currently Filton doesn’t but it has a group of volunteers who have been working hard to re-build the club. The ultimate charge agreed of over £400 for 2 practice nights per week across the season and £15.40 per hour for matches with all day costing £123 would mean that with just one team, the currently small club would be paying over £2,000 for a season. Pétanque (boules) is a fast

growing sport and should be open to any member of the community who wishes to use it, whatever their income levels. The club has pointed out that several pubs locally had free access to pistes because it brings in customers for their bars, as it would for the Ratepayers Arms. One councillor found dedicated clubs or private leisure centres with pétanque who charged an annual membership for unlimited use of £25. Other pubs and clubs locally where there is a charge range from £2 per year to £10 per year. How then can the council justify £4.20 per person per session? In the case of an average use club member playing two practice sessions per week and a league match, this would be a charge of around £500 per year. Neither club is saying the facilities should be free but they must be fair.” Roger Hutchinson

Filton Hill Primary We had a sponsored ‘walk a mile’ around the school and collected nearly £1500. It was amazing to get this amount of money! Keon Williams came and warmed up all the children in the playground and then the children got ready to walk or run the mile. A teacher had marked out the route beforehand. It was a great day and all the children enjoyed it.
Abbeywood Community School Congratulations to Laura (9ST) and Sophie (7HB) Kynaston who competed at the National ICC Cheerleading Championships with the Crusaders Cheerleaders. They competed in Youth and Junior levels and became National Champions in each level. South Gloucestershire and Stroud College Staff and students took part in the Sport Relief Mile on Sunday to raise money for this national campaign. Starting at the Millennium Square, the twelve students and six staff members that took part had a wonderful time. Some managed to cross the line in seven minutes.
Abbeywood Community School On Monday 26th March, 12 gifted and talented Science students went to a STEM (Science, Technology and Maths) conference at UWE. The conference was attended by 100 students from across the county. Students worked in teams made up of students from different schools and faced 4 challenges during the day. All of our students enjoyed the day – and the weather – and will be presented with attendance certificates in assemblies. A special mention should go to Joe Mansfield and Ethan Martin in year 9 who won the robotics challenge and to Dawn Hazell and Esther Humphrey in year 8 who won the buggy challenge. These students were all awarded with trophies by the Mayor of Bristol, Geoffrey Gollop. The Science faculty would like to thank all the students for their excellent behaviour and attitude throughout the day and look forward to further opportunities for our gifted and talented.

News Olympic torch to light up Filton The Olympic Torch relay will pass through Filton on May 23, it has been announced. It will be carried along Southmead Road from BAWA as it makes its way onwards to the M4. The torch will appear in South Gloucestershire on May 22 before going to parts of Bristol and North Somerset on May 23 before arriving in Filton at around 8.45am. It is thought thousands of people will cheer it on its way. It will be carried through Filton by 58-year-old Corinne Day, from Bristol Lit from the sun’s rays at the Temple of Hera in Olympia, Greece, the Olympic Flame arrives in the UK on 18 May 2012. Representing peace, unity and friendship, the Flame will be carried by 8,000 inspirational
Torchbearers during the Olympic Torch Relay. The route has been planned so that the Flame will come within ten miles of 95 percent of people in the UK. The Torch Relay, which commences on Saturday 19 May from Lands End in Cornwall, arrives in South Gloucestershire on Day 4 – 22 May 2012 when
it will travel through Bitton, Longwell Green and Hanham. It returns to the district briefly the following morning – 23 May 2012 before continuing on its 70-day national tour, covering approximately 8,000 miles around the UK, to the Olympic Stadium in London. The Flame will light the cauldron at the Opening Ceremony on Friday, 27 July to signify the commencement of the XXX (30th) Olympic Games. Leader of the South Glos council, Cllr John Calway, said: “This is an excellent opportunity for our residents and those in the surrounding communities to see the Olympic Flame and witness the spectacle of the Olympic Torch Relay. By passing through our high streets and alongside local shops, it really does bring the route to life and we are

encouraging local residents to get involved by decorating their houses and coming out to welcome Daniel and the other Torchbearers. This will be an historic day to treasure for individuals, young and old.” Sebastian Coe, Chair of London Organising Committee of the Olympic Games, added: “The Flame symbolises the Olympic spirit and its journey around the UK will bring the excitement of the Games to our streets. Now the people know the route, they can start planning how they might celebrate and make it South Gloucestershire’s moment to shine.” An average of 115 Torchbearers a day will carry the Olympic Flame during its 8,000 mile journey around the UK, passing within ten miles of over 95 per cent of the population.

Libraries among the best in the country
South Gloucestershire’s library service is one of the best in England, according to its customers. A survey of more than 4,000 customers found that 96 per cent rate the service positively, with particular praise for staff helpfulness and the range of books on offer. The overall satisfaction rating puts South Gloucestershire top amongst all English unitary authorities, and second for its choice of books. Executive member for communities Councillor James Hunt, said “Libraries play a vital role in our communities.” South Gloucestershire has 13 libraries, including Filton, and one mobile library, and customers made more than one million visitors during 2010/11. The total cost of the service per resident is £11.82 per year, compared to an English average of £16.33 – equal to £0.03 per resident per day.

I would recommend this book to anyone who likes a good mystery mixed with adventure and a touch of the unknown.

News Filton Asda takes step closer Filton is a step closer to having an Asda food store. South Gloucestershire Council has given planning permission for the demolition of the southern terrace of the Abbey Wood retail Park, which previously housed Woolworths. This building will be replaced by three units - two non-food and one Asda store. In a report to councillors, officers said: “With regard to the existing northern terrace, occupied at present by Next Clearance, Brantano, JJB, Pets at Home and Matalan. It is proposed to remodel the frontage and eastern flank wall. “Detailed landscaping plans have been received for the proposed redesign, remodelling and planting of the exterior of the site, to create a ‘Central Square’ and an ‘East Square’. “The point of vehicle access would remain the same, but new pedestrian links are proposed from the south eastern site
boundary- the MOD road, and northern site boundary – Station Road.” Two further freestanding units are proposed for the site, on land currently car parking. These will contain public toilets, management offices and other facilities.
Filton Town Council, mindful of the need to create employment opportunities, has backed the scheme. In the report, councillors were told that an objection by Sainsbury’s at Stoke Gifford said “the proposal will have a 14% impact on the convenience goods

turnover at Sainsbury’s Stoke Gifford store.” Sainsbury’s added that they are “working to bring forward proposals for a district centre. The Abbey Wood proposal would compromise the objective of creating a viable district centre on the Stoke Gifford site.”

l Installation of the new bus shelter on the A38 has been delayed again. The new shelter, which would serve the residents of the Springfield residential home and other homes, was due to be installed by March but the manufacturer has stated that a busy order book means they have been unable to construct it yet. As Filtonvoice went to press, there was still no indication as to when it might be installed. Funding for the shelter, which was originally suggested by residents around two years ago, was secured from South Glos by councillor Roger Hutchinson. However some residents say that an alternative funding model, in which the town council and South Glos shared the cost, would have meant a speedier completion of the project. Local campaigner Brian Smith said: “It’s a disgrace that the elderly residents of Springfield and other places have had to wait
two years - unnecessarily in my view - and they should have had their shelter long before the start of last winter.” l Police no longer deal with motorists who park on double yellow lines in Filton, it has been revealed. At a recent meeting of the town council, police told councillors that double yellow line parking is not a criminal offence and that they can only be administered by South Glos parking attendants. Councillors said they were “flabbergasted” and said attendants were rarely seen in Filton, which has experienced a number of parking related issues in recent months. l Graffiti has been sprayed at up to 10 locations in Conygre, police have said. They said cars and fences had been targeted by an individual using blue spray paint.

News Filton residents paying £18,000 to maintain ‘disgusting’ toilets Filton residents are paying nearly £18,000 for the upkeep of the town’s single public toilet. The majority of the costs relate to cleaning yet images given to Filtonvoice reveal the facilities to be in a poor state of repair. The cleaning bill alone is more than £11,000 and is charged to the town council by South Gloucestershire Council. This is part of what is known as ‘Concurrent Functions’, where South Glos tries to save money by charging towns of parishes for facilities which would, in the main, only be used by local residents. But the state of the public toilets has led to town Councillor Kieran Hyde asking if Filton Town Council could take on the facilities - and both save money and do a better job of cleaning and maintenance.
Other ‘Concurrent Functions’ relate to parks, open spaces and closed churchyards but total much less than the toilets, at a combined amount of just over £8,000. Cllr Hyde is also questioning the funding structure South Glos have in place with regards the Leisure Centres in Kingswood, Yate, Bradley Stoke, Downend, Longwell Green and Patchway as their subsidy is paid centrally to Circadian Trust (who run the leisure centres). This means these costs are being shared out across all tax payers in the entire authority leaving Filton residents paying for both South Glos amenities, which are neither in their immediate area nor easily accessible, as well as their own leisure centre at Elm Park. He said: “As for the toilets, we are being charged almost £1,000
per month just to keep them clean so perhaps if we took up the maintenance ourselves, we may be able to save money.” It is also understood that the town council could potentially claim a proportion of this cost back from central government if they were to take over the maintenance of the conveniences. One resident said: “It seems ridiculous that we are paying for these disgusting toilets.” Cllr Hyde has also questioned
why the Circadian Centres are listed on the South Glos website under leisure yet there is no mention of the facilities here in Filton. Council chairman Cllr Adam Monk said he had initiated a review of concurrent charges with South Glos and he was hopeful that it will be recognised there are several areas of duplication and cost savings could be made, along with improvements in service, in future years.

Great local mag, thanks. I think the letters page is extremely valuable for airing local issues and grievances and allowing them to be discussed. Can I offer a reply to the letter from “Parking perils”: I’m a local dog owner, I do ‘pick-up’ the wee laddie’s waste and have challenged others who don’t in Monks Park. Thanks for the helpful advice about where my dog should go, I found it highly amusing! Unfortunately my dog doesn’t float on air so has to walk along the pavements and verges, like any pedestrian, to reach the park and though I may exhort him not to go when the urge takes him (or even offer to bribe him with a treat), I suspect it will fail. I am certainly not about to drag him in discomfort 20 or 30 feet to the nearest gutter but thanks for the suggestion! It’s a dirty business but here’s the news, we all have to do it in our own fashion so I suggest you should simply be grateful to those owners who do ‘bag it & bin it’ and concentrate your fire on those who don’t! Verges are mud baths
I am writing on behalf of a number of residents of Kenmore Crescent and Kenmore Drive who asked me to express their bemusment at your article titled ‘Hospital: come and talk to us about parking’ in the March 2012 edition. Since mid 2010 there has been continuous contact between residents and senior members of the North Bristol NHS Trust as well as the developer Carillion in the form of meetings, formal letters, e-mail correspondence and photographs. Most of these residents have lived in the Kenmores for 25+ years and despite neighbouring a major hospital, up until mid 2010 it was a quiet, pleasant leafy area with lovely grass verges. Since mid 2010 however, the streets have turned into a ‘long term’ car park for hospital staff and students attending the Learning & Research Centre. This causes general congestion throughout weekdays and many of the grass verges have been transformed into mud baths through inconsiderate parking. As a direct result of NHS

Trust policies, staff and students either do not not wish to pay the parking fees imposed, cannot find a space in the ‘on site’ car parks or are not permitted to have a parking permit in the first place. NHS Trust encouragement to staff to find alternative means of transport to and from work is clearly ineffective at solving the problem or some improvement would have been noticed by now. Fortunately discussions with South Gloucestershire Council are progressing and it is hoped that a solution can be found to limit non-resident parking with minimum inconvenience to residents. The NHS Trust therefore, is well aware of the problems and these will get worse when Frenchay closes as an additional 2000 staff will move to Southmead and the planned extension to the existing Learning & Research Centre will open. In addition, further waiting restrictions are being introduced by Bristol Council in residential roads neighbouring the hospital. While the total number of car parking spaces available will be increased when the new hospital opens in 2014, there will only be 2700 available for both staff and visitors. While current policies remain in place, these are unlikely to be sufficient to fulfil the need. Filton Resident

As you can imagine we are very excited having secured funding which was a lengthy process and really hard work. I wish to reply to the piece Sally wrote about our good news. Firstly the park will be open to all off the community, not just the residents, although the residents pay a service charge for the park. Secondly Merlin Housing had no involvement in the basketball court which was paid for by local councillors and South Glos, also from funding secured yet again from Viewpoint. We work really hard as a group to make our neighbourhood a pleasant place to live. Our children don’t have gardens and we have high levels of unemployment, and we are also on the agenda as being underprivileged on the priority

‘No right’ to film
Filton Labour branch members have no right to film any part of Filton council meetings as they did on the 28th February. They claim they represent democracy however it is clear by their actions on Tuesday that they have only their own interests at heart. We urge serving councillors of Filton town council who care about democracy, to investigate this matter and take the necessary action to ban individuals who behave in this manner. Several rules were broken, not to mention the invasion of privacy of the public in attendance. Noise reduction wall
With regard to a proposed extra left-only traffic lane from the ring road onto the A38 south, near the Shields Centre, I am neutral on the issue. I can, though, see a possible advantage in respect of the proposed tranquil garden scheme, now under the planning stage for the adjacent top area of Filton Community Field. The noise from traffic at that junction is considerable, but should South Glos, as part of this

intended extra lane of the ring road, be agreeable to installing (at their cost) a 1.5 metres high noise reduction wall along the full extent of the proposed extra lane, to run beside the proposed ‘garden of rest’, this would be an acceptable solution to the requested land donation of a few square metres of Filton land intended to accommodate the extra lane. Wrong to build track
I have used the cycle track, but admit I am from Cardiff. I can see how annoying it is for people who live in Filton as to be fair they did pay for the track and we didn’t. The club doesn’t get the interest locally because there isn’t the genuine interest. It was wrong to build the track and I now think it should be changed into something local kids will use. Dean

Queen’s jubilee street parties Filton residents planning a street party to celebrate the Queen’s Diamond Jubilee this summer (2-5 June) have extra time to apply to close their road. The council has extended the deadline for applications to 30 April. Residents who want to close their road for a street party must give the council a description of the event and also notify neighbours of their plans. There is also usually a £124 fee, but this has been waived for all Jubilee street parties. South Gloucestershire executive member for communities James Hunt said: “The Diamond Jubilee is a fantastic opportunity to throw a party and with the waiving of the normal road closure fee there’s

News Filton Sure Start safe in face of £1.65m cuts Filton’s Sure Start centre, which offers support and services to families of pre-school children, is not threatened by a programme of cuts in South Gloucestershire. However there are concerns that the two youth clubs in Filton - St Andrew’s and Pyramid - could be affected with the council planning a more targeted approach, aimed at youngsters most at risk. The savings plan - with the authority seeking to save £1.65million - will affect children’s services across the district and only six of the 15 Sure Start centres are safe from the axe. Filton Sure Start is safeguarded because it is in one of the council’s six Priority Neighbourhoods. At a recent meeting of Filton
Town Council, members were told of the valuable work done at the centres. Councillor Brian Freeguard said: “The people who work in Sure Start are dedicated to the children and their mothers.” Councillors expressed concern that while the Filton service may be saved, quality staff at the other sites could be lost. A South Glos spokesperson said: “The council is committed to providing children, young people and their families with integrated, accessible and equitable services that are designed to keep them safe, healthy and inspired to do the best they can. “At present our services do not always reach the people who need them most. For example, last year the Children’s Centres
reached only 9% of lone parents with children aged 0-4 and only around 20% of young people regularly accessed our youth centres. We intend to shift our emphasis from providing services to everyone towards supporting those who are most in need.” The authority is also reviewing youth centres in the district and wants to create a targeted youth support service for teenagers most at risk. The council wants to “meet the needs of those teenagers who are most at risk of not achieving

their potential or the best quality of life. “We are proposing to replace the current separately managed services that make provision for youth work, information, advice and guidance, sexual health / teenage pregnancy, substance misuse and youth justice with a new integrated, multidisciplinary Targeted Youth Support Service. “We propose that negotiations are held with appropriate partner organisations with a view to transferring the control of each of the local authority-owned youth centres to a locally-based organisation.” It said organisations could be town councils, charities or social enterprises.

Dreamscheme Here’s the finished work on the Dreamscheme project which will brighten up the wall of the sports and leisure centre, opposite the play park. The work was done by young people from the local Filton schools and youth clubs and was coordinated by Debbie Teml from St Andrew’s Youth Club along with Southern Brooks Community Partnership. Work was going on through the Easter period. Dreamscheme is a national scheme which engages local young children/young people, and adult volunteers, in work in their local community, which builds up points. These can then be used for trips and other rewards! So, work = points = trips!
Training contract The council has signed a lifelong learning agreement with Unite union. This means Unite will provide training for council staff and it will also tie in with the new Filton job club at St Andrew’s Youth Club. St Andrew’s will become an adult learning centre, running courses to enhance opportunites for staff. The council is continuing discussions with South Glos over their request to widen the ring road at the Filton Roundabout. South Glos wants to create an extra lane alongside the edge of Elm Park but as a council we are concerned at the possible loss of green space in Filton. It has been suggested that in return for the loss of a small amount of Elm Park, Filton may be given other green spaces next to Elm Park and walkways created. The funding would come from money available due to the Southmead Hospital redevelopment. There are concerns that traffic will increase significantly. We have invited a representative from South Glos to our next meeting to outline exactly the options are but for now, we have voted to retain our green space.
The council was pleased to invite Nigel Davis of 4 Towns & Vale Link Community transport to our recent meeting. Nigel outlined the services his organisation provides, which includes an excellent dial-a-ride service for the elderly and less able. He told how his vehicles will take Filton residents for shopping, medical appointments and other journeys. They have 14 mini buses, with 11 able to take wheelchairs and they transport people between 9am and 5pm, Monday to Friday. To travel, you need to be registered, which costs £5 and the fee is 40p per mile for journeys, with a cap of £7. Diamond Travel Card holders pay 25p per mile. Filton beat Neighbourhood police are working with local businesses to offer local motorists free tamper-proof screws to help tackle number plate thefts. Thieves steal the number plates of law-abiding citizens and use them to try to avoid detection when committing other crimes, from getting petrol without paying to drug dealing. If details of a car used in crime are passed to the police, we’ll obviously look to speak to the registered keeper – and if the vehicle is using your stolen number plates you could be suspected of the offence. If your number plate is stolen you should report it to police straight away by calling 101. Fitting tamper-proof screws is a quick and effective way of securing your number plate and avoiding the inconvenience of getting it replaced to avoid the £60 fine for not displaying it.

... with Denise Wilson The time of year is here again, the grass is growing and the children want to get out and play. But before they can do that the lawn needs cutting. With the first cut of the lawn, it’s time to think about feeding. After all a lawn is a plant the same as any in the garden, and after the long, hard winter the lawn is going to need the same start as the rest of the garden. This can be done in a number of ways from aerating the lawn to feeding it with feed, weed and moss killer. However before you feed the lawn it’s time to start the mower. With the first cut of the season you simple cut the grass removing the top third of the grass (make sure the lawn mower is at the highest possible height). If you cut the lawn too low too quickly you are in danger of doing more harm than good. Allow the lawn a few
days to recover, and then cut it again with blades on a lower setting. Once the lawn has been cut simply apply Westland Once. This will feed the lawn and keep it green for up to four months. You can get the same result with regular feeding if you use Westland Aftercut. This is best applied when all the moss and weeds have been removed from the lawn. Aftercut can be applied after mowing every three to four weeks from March until October. This will boost the lawn and green the grass up in three days. Aftercut contains a blend of nutrients to support your lawn all season long. If you have a compact lawn you can aerate it in the spring if the ground is moist. You know if you have a compact lawn because it will be rock hard, bear heavy foot traffic and slow to drain after rainfall. Paths

across the lawn are often fast to compact. Opening up the structure of the grass helps with drainage and healthy growth around the roots. To do this you would use a hollow tine aerator, but it can be done with a garden fork pushed in to a depth of seven to 10 cm. Now that lawn has been aerated, it’s time to tackle the weeds. This can be done in few ways ... you can remove the weeds by hand, use a selective lawn weedkiller or treat the lawn. If you use a weedkiller make sure that it is a selective one, as a standard weedkiller will kill the lawn as well as the weeds. At the same times as tackling the weeds you can tackle the moss in the lawn as well. For the large lawn with wide spread moss and weeds, the easiest and most cost effective treatment for your lawn is
with a three in one action like Westland Lawn Feed, Weed and Moss Killer which can be applied in the Westland Professional Lawn Spreader. Lawn Feed, Weed and Moss Killer will turn any moss in the lawn black in about two to three weeks. Once this has happened simply rake out the dead moss and re-seed the patches. When it comes to re-seeding the patches there are a number of lawn seeds available, from the likes of Westland MultiPurpose Lawn Seed to Tough Lawn Seed. To sow the lawn, simply rake the soil to make a nice loose layer. You may need to add top soil. Apply the seed allowing extra for germination purposes. A recent band concert featuring the Westerly Showband has raised over £800 for the Royal British Legion Poppy Appeal. The Stoke Gifford Branch, (which covers Little Stoke, Stoke Gifford, Bradley Stoke and Filton), organised the concert in the church rooms, North Road, Stoke Gifford, and it was a great success. The Westerly Showband gave its services for free, as did the local church who gave us use of the hall for free and the printers who printed the leaflets and posters. Stoke Gifford Branch spokesman David Bell said: “This is a great achievement. “The public, as always, are very supportive, we are very grateful to them and to all

Around the World with Elmfield School for Deaf Children Deborah Harvey Having suffered a last minute postponement owing to an accident involving a Fairfield pupil, with which school Elmfield’s secondary department shares a site, it was fantastic to see this longawaited show finally on the road – or rather flying high in a hot air balloon on a magical voyage around the world. This was the second signed musical put on by Elmfield School, the first staged a year earlier during the campaign to keep the school open. Many weeks’ hard work translating songs from English into British Sign Language, learning lyrics and lines, and making scenery and costumes were rewarded in spectacular fashion as the school choir transported us to Africa, India, America, France and London
in what was an extremely professional performance. Featuring songs from such diverse sources as The Lion King and Jungle Book and Frank Sinatra, and with a special guest appearance from staff member, Wendi Freyer, as a hilariously well acted King Louie, the production showcased the talents of Elmfield pupils, from Key Stage 1 children through to a returning former pupil, all of whom performed confidently to an atrium packed with friends, family, and members of the Deaf and hearing communities. At the end of what was a dazzling evening, the air filled with confetti and waving hands as the efforts of everyone involved were applauded. It was a big relief to learn that the injured Fairfield pupil is making an excellent recovery.
There was, however, something else to celebrate also, the news that Elmfield School for Deaf Children is no longer under threat of closure by Bristol City Council having broken in the hiatus between the original date and the actual performance. No wonder everyone involved in the production had big smiles on their faces! I hope to see many more shows put on by these talented pupils over the coming years, under the guidance of Elmfield’s dedicated specialist staff – and if you are left wondering how profoundly deaf youngsters can put on a musical, look out for news of future productions and come along for a night to remember. Discover new festival News Filton residents urged: report scam traders A market trader from Downend has been ordered to complete 150 hours of unpaid work by a judge at Bristol Crown Court, following a successful prosecution by South Gloucestershire Council. Balvinder Singh, of Westbourne Road, pleaded guilty to two offences of selling and possessing counterfeit clothing under the Trade Marks Act 1994. The offences were committed at a market held at Filton recreational grounds in October 2009. Officers were first alerted to Mr Singh after they received reports that counterfeit goods were being sold at the market. An officer attended and was able to make test purchases from a stall operated by Singh. He sold them a pair of fake Evisu jeans as well as a fake Lyle and Scott sweater.
The case was first heard earlier this year at Northavon Magistrates’ Court in Yate on February 13 and was then referred to crown court for sentencing on Monday, March 18. Singh, who has previous convictions relating to possession of counterfeit goods dating back to 2007 and 2009, was warned by the court to change his behaviour before passing sentence. Judge Martin Picton also said further proceedings will be brought against Singh under the Proceeds of Crime Act 2002. A
confiscation hearing under this legislation will take place in July when Mr Singh may be ordered to pay back any money he has made form his criminal activity. Councillor James Hunt,executive member for communities, said: “This case sends a clear message to individuals involved in the sale of counterfeit goods that this activity not only leads to a criminal record and penalties, but you may also be forced to pay back any money you make from this type of criminal activity.” Members of the public who witness the sale of counterfeit goods can report this activity in the strictest confidence by calling Citizens Advice on 08454 04 05 06.
Discover is an exciting new festival which will be launched in Autumn 2012 by South Gloucestershire Council. Now the organisers want the Filton community to get involved by running events - and for some, up to £100 could be available to help with costs. The Discover Festival will bring together many established events to provide a fantastic programme of activities for 2012. The festival will run from September 6 until November 4. Organisers are inviting community groups and organisations to run events as part of Discover to showcase their work and encourage new members to join them. Alternatively, those who would like to run a special event which needs a little extra support can bid for funding of up to £100 through a simple grant application process. April: Dougie Daniels meets Heston Hobbs at his chemist, which is NOT closing but changing hands The life of a pharmacist in an urban area can become a monotonous round of dispensing doctors’ prescriptions and dealing with a mountain of regulations that seem to change daily. This was evident when I met up with Heston Hobbs, right, in his small chemist shop in Filton Avenue, close to Northville Road. He is a well-known character, beloved by a large number of persons who have benefited from the services he provides. In response to rumours being pedalled around that his shop was closing he stated, “I am not leaving. “But I have sold the business and will be carrying on dispensing for a year or so at least. As long as I am able.” He hinted ten years! Heston celebrates his 70th Birthday on Saturday, June 2nd this year. Heston’s father, Percy, started the present business in 1936 and continued along with Eve, his wife, until 1976 when he handed over to his son, Heston. I asked Heston what he thought of Filton today? “It is not what it used to be,” he replied. “It has gone down somewhat in my opinion.” Knowing that he was an active book reader I asked him what he preferred to read? “Wartime books,” he answered. Travelling to the States, occasionally he touches down at Tucson, Arizona. “I love the place,” he said. “It is just like being at home.”
‘Two spoonfuls, three times a day’ Retiring at a time of changes in the NHS I asked him for an overview of the services he has been providing over a number of years “I do not like the regulations that are currently coming in. As you get older you find difficulties in adapting to the new requirements. It is beginning to get complicated. We are in the electronic age and I cannot fully cope with the requirements,” he said. I couldn’t resist tempting him for his views on the closure of the Filton Airfield runway “It’s criminal!” he replied. “Filton should have become a major international airport.” There is no doubting at all that Heston has a devoted and faithful following. He has provided for thousands of patients over the years. These familiar directions, “Take two spoonfuls three times a day” are set to continue. “Keep Filton Flying!” will be his chosen logo for a few years yet.

The Horfield school, which has many students from Filton, took the chance to say a big thankyou to more than 30 people who make their community a better place. Orchard School Bristol held the gala celebration to recognise the contribution individuals make in Horfield, Southmead, Lockleaze and Filton. Awards were given in eight categories – community volunteer, local hero, sports coach, school support worker, secondary teacher, primary teacher, young person and youth worker. Among those nominated were town councillor and businessman Ken Brock, who has done a huge amount of work to help cancer patients. And in the category of youth worker, St Andrew’s Youth

Going back to school

Researchers collect 350 photographs charting first 50 years in the life of Charborough Road Primary An extensive record accompanied by 350 photographs showing the first 50 years of the life of Charborough Road Junior school and its pupils and teachers has been collected in a 2-year research project. The project started when Graham Harris, who was at the school from 1955 to 1961 found an old school photograph of his class taken by his teacher Mr Ron Laidler. Graham had undertaken a lot of family history research looking for people from our distant past and thought he would like to turn his attention to these children, hoping he could find out what had happened to all those smiling faces. The first challenge was to find out who they all were, because although he remembered quite
a few faces, putting definite Christian and surnames to them was quite challenging. However, using ancestry records combined with recent electoral records he started to find some of those faces and as more of his former classmates were found, names for most were sorted. Gradually names for children in the other class that left in 1961 were identified, so Graham extended the search to these and as photographs from other years were collected, the research extended to what it is now a 50 year study, from the opening in 1927 to 1977!. Graham contacted Nicola Bailey (head teacher at Charborough Road Primary school) in summer 2011 and has worked with the school
since then identifying where photographs were taken and the children and teachers that featured in them. Two teachers from the 1950s were also found and have enthusiastically contributed to the research. Mr Laidler, now 93 years old and an avid photographer, who inadvertently started the project off with his 1959 class photograph, has provided hundreds of excellent photographs from his collection, including many class group photographs, and now his son Julian, who also went to Charborough Junior, is helping with the project. The project will be celebrated at an 85th anniversary Open Day at the school on Saturday afternoon, 22 September 2012 from 2pm, together with reunion
of the class of 1961, some fifty years after the children left for pastures new. Margaret Davies, the chairwoman of Filton Ladies, has been honoured at the Southern Brooks International Women’s Day Celebration 2012. She was given the accolade of ‘community winner’ at the event, which was held at Bradley Stoke Commmunity School as the culmination of a series of events for International Women’s Day. Exercise classes at hospital to aid cancer patients Cancer patients at Southmead and Frenchay Hospitals are being offered exercise classes to reduce the risk of the disease spreading or returning. The hospitals, run by North Bristol NHS Trust, are taking a leading role in the National Cancer Survivorship Initiative to improve the chances and quality

Filton cooking Rhubarb Recipes from Manuel Perez-Monzon – Head Chef at Old Down Country Park and Manor Rhubarb Jelly & Sorbet Ingredients c1KG Peeled Rhubarb 500g Frozen Raspberries 400g Sugar (heated to 127°c) Gelatine Method Bake in the oven for around 20 mins at 190°c Pass through a chinois Use 1 ltr of the rhubarb liquid with 8 leaves of gelatine For a sorbet Use the pulp and liquidize with equal amounts of citrus syrup to pulp and 5% glucose or trimoline. Chill an churn, freeze below -18°c
Poached Rhubarb and Yoghurt Mousse Ingredients For the Yoghurt Mousse
500g fromage frais 1 tbsp orange flower water 50g icing sugar 200g yoghurt For the rhubarb and poaching liquid 200g Sugar 500ml Water 100ml grenadine 400g rhubarb, peeled and cut into 10cm pieces Method Place the fromage frais in a muslin-lined sieve and strain over a bowl in the fridge overnight to remove excess moisture. To prepare the poaching liquid, pour the sugar, water and grenadine into a saucepan and bring up to boiling point. Cool, transfer to a bowl and refrigerate overnight. The next day, submerge the rhubarb in the chilled syrup, place in a noncorrosive saucepan and heat to 65°c (use the sugar
Mrs Dawson says, “What could be better for Sunday lunch at this time of the year than a lovely lamb roast? I especially love the thick red wine gravy that comes with this recipe. Perfect with roast potatoes and lots of fresh vegetables.” Ingredients • 1 x 2.5kg/5½lb shoulder of lamb • 1 tbsp olive oil • salt and ground black pepper • 4 sprigs fresh rosemary, snipped into 2.5cm/1in lengths • 3 lemons, thickly sliced • 2 red onions, thickly sliced • 150ml/5fl oz red wine • 2 tbsp plain flour • 200ml/7fl oz chicken stock Preparation method 1. Preheat the oven to 170C/325F/Gas 3. 2. Rub the shoulder of lamb all over with the olive oil, then season with salt and freshly ground black pepper.
3. Make small incisions all over the shoulder of lamb using a sharp knife. Push a piece of rosemary into each incision. 4. Arrange the slices of lemon and red onion in the bottom of a deep sided roasting tin. Place the shoulder of lamb on top and cover with aluminium foil. 5. Roast the lamb in the oven for 3-4 hours, basting every hour or so with the juices in the roasting tray. After two hours, remove the foil and continue to cook until the meat is very tender. 6. Remove the lamb from the tray and set aside to rest. 7. Place the roasting tray over a medium heat, pour in the red wine to deglaze and simmer until the volume of liquid has reduced by half, stirring well and scraping up any browned bits from the bottom of the pan. 8. Whisk in the flour and simmer the mixture for 1-2 minutes, then add the stock and cook for a further 2-3 minutes. 9. Strain the gravy mixture through a fine sieve into a clean saucepan then season, to taste, with salt and black pepper.

To serve, strain the syrup from the rhubarb into a saucepan and reduce until it clings to the back of a spoon. Allow to cool. Place two rounded spoonfuls of the yoghurt mousse in chilled bowls or glasses, spoon the pieces of rhubarb over the top and drizzle with the rhubarb syrup. Serves 6

With the arrival of April, its time to give the car a check over after the long winter months.
