New hopes to limit HMOs Developers could find it harder to get permission for HMOs (Houses of Multiple Occupation) under changes planned to South Glos rules. Councillors, led by Filton's Adam Monk and Cheswick's James Arrowsmith, want to introduce a 'Supplementary Planning Document' which would mean there was stricter criteria for HMOs. This could include limiting numbers of HMOs within a certain radius or preventing HMOs which 'sandwich' conventional homes. Filton residents have been campaigning over the rise in numbers of HMOs since the beginning of the year. Several planning applications for large HMOs have been rejected by councillors but later overturned on appeal. This month, two more applications have been submitted - one for an eight-bed HMO at 46 Gloucester Road North and another for a nine-bed HMO at 54 Gaynor Road.

National honour for science student Jacob Filton student Jacob Cook has won a prestigious national award for his science studies. The outstanding achievement of Jacob Cook, 18, who has just left the Bristol Free School Sixth Form, was celebrated as he was awarded the winner of the Gold BTEC Award for Science Learner of the Year 2021. Gold award winner Jacob, a former pupil of Charborough Road Primary, was a trailblazer for his school. A school spokesperson said: "As one of the first students to take Applied Science at BFS, he has proved to be a fantastic role model. "His forensic attention to detail and scientific rigour means he researches topics in depth. As his scientific skills

have grown, so has his ability and confidence. He became a Science Ambassador for the school supporting learners who are struggling – even creating and running a lockdown science project the whole school could take part in." Jacob said: “I am extremely shocked and unbelievably pleased to win this award. It is a fantastic recognition for myself and the school who have inspired me in many ways during my BTEC course and beyond.” Susan King, headteacher of BFS, said: “This is absolutely fantastic news. Legacy of Covid could threaten the future of historic hockey club

A Filton hockey club with historic links to the early days of aircraft manufacture in the town is facing the threat of closure. BAC ladies hockey club have two teams and play Saturday home games and train every week at Abbeywood Community School. The club has suffered a drop in membership since the pandemic with players not

returning to the sport and now there are real fears that, unless they can field two teams each week, the club could fold. Spokeswoman Rachael Oliver said: "The history of our club is important to us and our tie with the local area dates back to the early British Aircraft Corporation days when we were a team founded by the workers. Here, club chair Steph McNally describes the challenges of Covid and how they are getting back to normality It’s been a tough year for grassroots sports. Like many other community groups up and down the country, we’ve had to adapt to survive and find new ways to keep our members fit, healthy and engaged. The commitment of our coaches and young swimmers during lockdown was nothing short of staggering, dialling in week after week for strength and conditioning, psychology, nutrition and even yoga sessions; the community spirit was alive and strong. But when April finally rolled around, we were delighted to see the back of the zoom sessions and embrace the water once again. Now we’re back in our chlorinated happy place, we’ve enjoyed getting back to racing. The Swim England Level X

racing series and club time trials we hosted in June gave all our swimmers the chance to work towards new PBs and qualifying times for the 2021-2022 competitive year. We’ve seen a healthy intake of new members during 2021, from our learn to swim school right up to our ever growing Masters squad and are thrilled to count

Filton as one of our most popular catchment areas. As a North Bristol club we train at multiple venues, however, we count Filton as our home pool and are looking forward to seeing the site grow under new management, Active Nation. We’ve also teamed up with Soundwell Swimming Club who cover a large part of East Bristol to create the North Bristol Network. The aim of the network is to do something we feel is currently missing in Bristol: create a more cohesive and collaborative approach to swimming. By sharing our resources, knowledge and passion for swimming we hope to unite and inspire our young athletes and create pathways for development that everyone can benefit from. Looking ahead to 2022 we’ve got a lot to be excited about. We

hope to welcome the return of county, regional and national competitions, something our squads have been missing a lot this year. And as a club we’ve got a big birthday coming up as Bristol North turns 100, making us the oldest and most established club in Bristol. We have lots of plans in the works to mark this very special year and we hope our friends in Filton will help us celebrate in style! 'Chaos' fears if e-scooter trial extended to March by BBC LDRS staff for Filtonvoice Bristol opposition councillors are calling for a trial of e-scooters to end next month, amid mounting concerns about their safety. Scooters have been a feature on Filton and Horfield roads fore several months now. The Conservative group on Bristol City Council say there would be “chaos” on the city’s roads if the rental scheme is made permanent and private electric scooters are permitted on roads as well. Bristol’s Labour mayor Marvin Rees has said the local authority is pushing for the Voi e-scooters trial, led by the West of England Combined Authority (Weca), to be extended until the end of March next year because it has been an “overwhelming success”. He has also said he expects e-scooters to become a

“permanent feature” of the city and for private scooters to be legalised. But Tory councillor Lesley Alexander says “serious problems” with the experiment have emerged since it began in October 2020. In a motion tabled ahead of a full council meeting she said: “[Bristol City] Council is conscious of increasing complaints around road and

pedestrian safety, an apparent lack of policing or enforcement, silent scooters being ridden on pavements to create new hazards and nuisance as well as clutter where motors are simply discarded in a haphazard fashion. “In addition, doubts remain over whether e-scooters are as good for the environment as proponents claim or that this kind of ‘active’ travel is really something that should be encouraged.” Cllr Alexander’s motion called on Mr Rees not to extend the trial beyond its planned finish at the end of October. “An entirely unregulated, free-for-all system would be a recipe for chaos on our roads and pavements,” it read. The motion cited recent research from dashcam company Nextbase suggesting e-scooters will be involved in up to 200,000

accidents in the UK by the end of this year. The goal of the regional trial is to reduce car travel and increase active travel, but Weca itself has said Voi e-scooter journeys have actually replaced more walks than car journeys so far. Voi has a range of information and guidance on its website and app, including a ‘safety toolkit’ for riding e-scooters correctly and helping to keep others safe. Crime records published by Avon and Somerset Police showed that of 237 incidents involving e-scooters in Bristol, only nine were related to the Voi trial. The rest involved privatelyowned e-scooters, which are still illegal to ride except on private land. Voi has previously said that only a “small minority” of riders do not comply with its safety guidance.

Glorious day for Filton garden party

Filton residents enjoyed a sunsoaked tea and garden party at the award-winning community garden in Elm Park. As well as stalls, children (and a few adults) enjoyed trips on the steam engine which took them on trips round the grounds. Garden chairman Dave Mikkelson, below, said: "Thank you to everyone who came to the garden. What an amazing turnout. So good to see so many happy faces. The event raised £564.15, all of which will be used on the upkeep and improvement the garden."

Poppy Appeal team hoping for 'return to normal' The Stoke Gifford Branch of the Royal British Legion (RBL), which covers Filton, is hoping to return to having a normal Poppy Appeal this year. The branch would love to repeat its previous successes for the 2021/22 Poppy Appeal. The money raised in the Poppy Appeal goes to the RBL's Welfare Fund, which is used to give help and support to current and ex- service personnel and their families. There will be poppies and collecting tins around the area in many shops, businesses and retail areas as well as the University of the West of England campus. New rail station will connect to city in 15 minutes YTL Developments and Network Rail have released the first computer-generated images of the proposed station at Brabazon, the new town being built on the former Filton Airfield. Once completed, the station will connect the town and YTL Arena Bristol to Bristol Temple Meads in less than 15 minutes. Popular route reopens - in one direction for now Gipsy Patch Lane - a popular through route for Filton residents between Stoke Gifford and the A38 - has reopened to traffic in a westbound direction only (towards the A38) as work on the Cribbs Patchway metrobus extension (CPME) progresses. The one-way system will make it easier to travel from the Stoke Gifford area and allow work on the CPME project to continue safely and efficiently. The westbound one-way system operates along Gipsy Patch Lane between the Little Stoke Lane junction and the mini roundabout at Rolls Royce. Traffic will only be able to travel westbound between those points, towards Filton and the A38. The existing signposted diversion route remains in place for eastbound traffic via the A38, Bradley Stoke Way and Winterbourne Road. During the one-way system a

number of local roads also need to be closed at their junction with Gipsy Patch Lane. The westbound one-way system and road closures will be in place until road widening works have been completed in late 2022. The CPME is a £57 million investment to reduce congestion and improve journey times for all road users in the area by

providing a new quick, reliable public transport system and a realistic alternative to travelling by car. CPME is funded by the West of England Combined Authority and by the West of England Local Enterprise Partnership through the Local Growth Fund. As part of the CPME, highway improvements are being made along Gipsy Patch Lane,

including footway widening and new bus lanes. This will result in significant benefits for everyone, whether travelling by bus, car, cycle or on foot. These works are being completed by the Council’s Streetcare team. Network Rail and its contractor Alun Griffiths will also continue work at the new railway bridge on Gipsy Patch Lane on behalf of South Gloucestershire Council. The wider bridge will provide space for new bus lanes in each direction and shared use cycle and pedestrian pathways, as well as general traffic lanes. Bringing the world of Jane Austen to life in a former aircraft hanger Shane Gibson meets the camera assistant working on period drama Sanditon at the Brabazon Hanger in Filton Justice Akushie Jr. is a 23-yearold camera assistant who has been working on the next two seasons of BritBox’s Jane Austen drama, Sanditon starring Rose Williams. Some of the production was hot in the Brabazon Hanger on the site of the upcoming Bristol arena. I spoke with Justice who shared the story of his journey to Filton.

SG: How did you get started in Television? JA: I initially studied biology at Manchester University. I entered a social justice short film competition and, as much as it was hard work, filming in the cold and the dark and not always knowing what you are doing, I finished the film and wanted to do it again. So, I packed up and headed for London to attend film school.

SG: What brought you to Filton specifically? JA: You know, when I finished film school, I was still very green. I needed to get familiar with all the conventions of film making, so I got involved with as many short films as possible. I worked for free but was lucky to be noticed by a DP (Director of Photography) and she invited me to work on a BFI feature film that led my DP to this production, and she has brought me along. SG: Can you tell us about that experience? JA: Well, it was just this past May. It is a dual language film set in Wales called Nant. I spent most of the time carrying equipment up and down a slate mountain, praying that I would not drop anything! SG: What do you think of the Brabazon Hanger? JA: The Brabazon Hanger has been made to look like a scene from the time that this drama is set, plus they have also constructed a beach inside the hanger. There are also

locations in and around Bristol of fancy looking houses. It is very Jane Austen. SG: What has your experience of Filton been thus far? JA: Filton is a very residential area. That was my first thought about Filton when I arrived. Of course, things are a lot quieter here, but unlike in London, people in Filton talk to one another. Outside of work hours I have only been able to visit Millennium Green and the Tesco garage. SG: What can you tell us about the production? JA: I can tell you quite a bit. We are filming two seasons of Sanditon, at the same time. Compared to shorter term productions, the preparation must be precise, everything must happen like clockwork. As soon as the day starts, you are burning money. I think shooting two seasons at once with two separate crews working simultaneously is a new thing, a trend thanks to services like Netflix.

The American audiences love the show. Tto them this is what they think Britain is. And it is one of the reasons this is such a fun show to work on. It could not be more British. SG: What excites you about the show? JA: Sanditon and other beautiful period dramas appeal to me because they make my aims of a future director of photography noticeably clear. I want to take underrepresented stories and make them look as beautiful as these classic period dramas. SG: As you mentioned that your aim is to be a director of photography, what do you feel is the role of a DP? JA: To me personally, the DP’s role is to mirror the camera and the sound with whatever is inside the director’s head. You know, sometimes a director does not know what that image is. It is an artistic process, but when you get down to the nuts and bolts of it, it is a very technical process also. If

you have ever done DIY, you will understand. SG: Final question, what inspires you? JA: When I was younger, it was football and music, I always take a football and drag my instruments around wherever I go. And, of course, film. Various European filmmakers such as Rainer Werner Fassbinder are an inspiration to me. But I think really, it's my girlfriend. We have been together for a while which is awesome, but I do not know, how to say it, it is a level of comfort that she provides daily. I cannot always be with her, she is currently in London, but I know that everyday no matter if that day was good or bad, I will be able to talk to her at the end of it. She is amazing. SG: Justice, thank you very much for talking to us today, and best of luck with the show. Sanditon is currently scheduled to broadcast on BritBox during 2022.

Bus services need more government cash MY nephew rang me last week, shocked when he heard my voice booming out across the bus he was travelling on. Confused, he had searched for his uncle among the passengers until he realised I was not there in person, but only as a recorded message thanking people for wearing masks! I want to say a big ‘thank you’ to First Bus for supporting my campaign to encourage passengers to wear masks so we can keep everyone safe – and apologies to everyone who has to put up with my voice! I believe mask-wearing continues to matter on public transport as one way of encouraging more people back onto buses, which is vital to meet our ambitious net zero targets. But currently we only have about 60% of pre-covid passenger numbers, and that’s caused a problem. The government rightly subsidised buses during the pandemic but they figured passenger numbers would quickly recover from their covid nosedive once people started venturing out more. They fixed on a number of 80% of people travelling again. So with that over-optimistic figure in mind, at the end of August the government suddenly slashed two-thirds of its support for West of England bus services! The result was to be expected: bus companies cut back routes, leaving people frustrated

and angry about being unable to get to work or study, get to hospital or go shopping. I have some pots of money – but they are limited and can only be spent once. So I am having to see if there are some routes I can help save. But without more government cash many people will, I’m afraid, be left disappointed. Government needed to take a more measured approach that would adjust the funding to help our bus services recover to properly reflect gradually-rising passenger confidence and numbers. Across parties, MPs agree with me. I was delighted that Conservative MPs Chris Skidmore and Jack Lopresti, Lib Dem Wera Hobhouse, plus all Labour’s local MPs co-signed a letter I wrote to the transport minister calling for a rethink. I’m certain that bringing decision-makers and influencers together – to work in the interests of local people – is what’s needed if we’re to solve our region’s big challenges. It’s not just about saving buses. We also need to improve our public transport. Having lived all my life here, I know the problems well. And efforts to improve things haven’t always worked. Successes like Metrobus are easily overshadowed by major projects that never got off the ground, despite lots of talk. Across our region there are infrequent bus services. Often they don’t go where you need them to. Sometimes you have to sit and take

The local leaders paid more than Boris Johnson by BBC LDRS staff for Filtonvoice At least a dozen public servants in the West of England have commanded salaries higher than the Prime Minister in the last three years, published accounts show. The officials hold roles with huge responsibility leading local authorities, emergency services and NHS bodies, and in turbulent times their work has never been more vital. But with budgets being squeezed and wages for many frozen it is important that the sums are scrutinised. Looking across the region, 67 top officers in the public sector were on six-figure wages, with another 16 costing taxpayers more than £100,000 when their pensions and other benefits are factored in. As Prime Minister, Boris Johnson is on a salary of £161,000. North Bristol Trust The NBT, which runs Southmead

Hospital, had a trio of high earners on bigger wages than Mr Johnson. Chief executive Andrea Young (who retired in December 2020) was the highest paid in 2019/20, on £190-195,000, medical director Chris Burton (who stepped down in July this year) was on £170-175,000 and chief operating officer and deputy chief exec Evelyn Barker’s salary was £165-170,000. Five others at the NBT were on wages in excess of £100,000. A spokesperson for the trust said: “The salaries of our executive leadership team are calculated according to their experience and expertise, and enable us to attract and retain the highest calibre of people for these critical roles.” South Gloucestershire Council Chief exec Dave Perry was the highest paid officer in a local authority, on a salary of

£169,852, more than nine times that of the lowest paid employee. With an additional £35,839 towards his pension he cost taxpayers more than £205,000 last year. Three department directors at the council were on salaries of more than £130,000. A council spokesperson said it follows a transparent approach to pay, adding: “The salaries offered to our most senior staff do provide value for money. “We have an experienced and stable leadership team who have coordinated and supported council staff at all levels during the pandemic to deliver essential services to our residents and businesses.” Bristol City Council The council’s accounts for 2020/21 reveal that three top officers – head of paid service Mike Jackson and executive directors Jacqui Jensen and Stephen Peacock – were all

paid more than the PM, with matching salaries of £169,538. The latter two each also received £36,163 towards their pension, taking their total remuneration to £205,701 apiece. Another four officers received salaries, fees and allowances of more than £100,000. Avon and Somerset Police Last year the region’s top police officer, former chief constable Andy Marsh, was paid a salary of £169,366, plus £11,128 in benefits in kind. His total remuneration of £180,494 was lower than the sum for his then deputy, Sarah Crew, who, on a £136,303 salary plus pension payments and benefits in kind, cost taxpayers £185,932. Following Mr Marsh’s retirement in July, she is currently interim chief constable on the full £166,911 wage for the role, which will be paid pro-rata for the term of her appointment.

n September, I visited the Defence and Security Equipment International trade exhibition in London. This biennial event brings together manufacturers of military software and hardware from around the world in London with representatives of governments, the armed forces and the entire supply chain, and is a key part of the UK’s global trade programme. I was really pleased to have caught up with major local players like Airbus, Boeing, Babcock and Rheinmetall who have offices in our area, and saw some of the projects which are run from here, like the Boxer armoured fighting vehicle. I had really productive conversations about we can get more jobs and investment here in the future and secure skilled roles for our local people. Defence and aerospace manufacturing is at the heart of our local economy.

It provides tens of thousands of jobs both in the public and private sector, and has kept out area at the very centre of Britain’s trade ambitions for over a century. When I attend events like DSEI and say that I represent Filton, people know instantly how important our area is to the infrastructure of so many nations’ militaries, airlines and more. We have always been a centre

I know that we will be at the forefront of the new Trade Secretary, Anne-Marie Trevelyan’s mind when she goes out to bat for Britain. The new trade deals that have already been made are worth billions to our national economy. Crucially for our constituency, the Government hasalso unblocked the ongoing AirbusBoeing dispute, which had knock-on effects for sectors around the country. The prospect of future prosperity for our area and country is hugely exciting and I will be doing all I can to continue to support businesses and residents across the constituency. Tackling cybercrime and supporting victims I WAS elected as your Police and Crime Commissioner (PCC) five months ago. Over this time, work has continued to gather momentum and there is much more to be done to ensure local people are receiving an efficient, effective and legitimate police service. Recently, I have been reflecting on the key successes my team and I have achieved so far and I wanted to share these with you. I have taken on the role as national lead PCC for the Economic and Cybercrime portfolio. I will be working with representatives from City of London Police to understand the challenges in identifying and bringing offenders to justice. My overall ambition is to make everyone more resistant and resilient to cybercrime and ensure nowhere is safe for criminals who

commit this crime in the UK. I have also taken on the role of the chair for the Local Criminal Justice Board and will be working in partnership with heads of organisations across the Criminal Justice Service, including Crown Prosecution Service, the courts, prisons and probation. We will also continue to work closely with colleagues from the Probation Service to develop a co-commissioned reducing reoffending service for the whole of Avon and Somerset. The Office of the Police and Crime Commissioner’s commissioning team has been extremely successful in a number of bids to the Ministry of Justice to further support victims of domestic abuse and sexual violence. The total additional investment received from the Ministry of Justice for victim

services supporting survivors of domestic and sexual abuse in Avon and Somerset is almost £1.6 million this year. Finally, we launched the search for a new chief constable for Avon and Somerset last month. The chief constable has overall responsibility for leading the force, creating a vision and setting direction and culture that builds public and organisational confidence. This will be accomplished by delivering a professional, effective and efficient police service. This is a crucial appointment. The police officers and staff in Avon and Somerset are dedicated and hard-working, and I am looking for a chief constable that can enhance their considerable efforts and skills. I want a leader who is able to inspire their workforce and

Four families of Afghan refugees have already been offered homes in South Gloucestershire. The local authority says it is working with a community organisation to prepare for their arrival and hopes to make further resettlement offers as soon as possible. South Gloucestershire Council asked private landlords to come forward with homes for Afghan families after Kabul fell to the Taliban last month. At that stage, it said it had found at least three homes for families fleeing militant rule but was hoping to identify more. A spokesperson said: “So far we have offered to re-settle four Afghan families and have been in discussions with our contacts in social housing and the private rented sector, where we hope to identify further placements. “We are working with our partners at Southern Brooks [Community Partnerships] in preparation to welcome these families and help them to integrate within our local communities as they re-build their lives. “Southern Brooks have already received generous offers of help from communities and will be in touch with people in due course.” South Gloucestershire Council is inviting local landlords or property owners who believe they may have suitable accommodation available in the coming weeks and months to contact sghomes@ southglos.gov.uk. A spokesperson said last month that four-bedroom family homes were likely to be needed, and that rent would be paid within the housing benefit cap. Meanwhile, a total of 61 refugees have arrived in Bristol, and more than 100 more

are expected in the upcoming days and weeks. The newcomers will be put up in temporary accommodation before being resettled permanently either in or outside the region. The Home Office is paying for emergency hotel accommodation for new arrivals in the biggest evacuation operation in recent history. The figures have been confirmed by health chiefs at Bristol, North Somerset and South Gloucestershire (BNSSG) CCG as the scale of the work taking place locally to deal with the influx and ensure the Afghan families are looked after properly was revealed. Clinical commissioning group medical director Peter Brindle told a CCG governing body meeting that the right systems, processes and people were in place to keep up with the “relatively unexpected, quite significant collection of refugees” coming through the city. He said the newcomers would be put up in temporary accommodation before being resettled permanently either in or outside the region. Dr Brindle told the meeting: “The refugees arriving have been in a managed quarantine centre up until now where they have received very little if any healthcare intervention and no healthcare screening. “So we will be ensuring every one of our refugees gets triaged, an initial screening using processes we’ve set up through our Haven general practice that is commissioned to support people from refugee and asylumseeking backgrounds.” He said three community pharmacists were ensuring refugees who had run out of any medication were prescribed it without delay. Dr Brindle said mental health and trauma support was also in place.
