Community association chiefs urged to review practices A stormy public meeting – which nearly didn’t happen – revealed widespread concerns about the running of Filton Community Association. Association treasurer David Gillard and president Roger Brock initially walked out after seeing the agenda but were persuaded to address a large audience in the Elm Park badminton hall. The meeting followed several months of controversy, during which the Charity Commission raised worries about the association’s financial management. Several calls for a new committee to be formed were made and Mr Gillard agreed to hold a special meeting of the association, which was scheduled to take place as Filtonvoice went to press. Mr Gillard opened the meeting by saying: "I've been accused of fraud and embezzling association money. "I've already admitted a mistake by having work done at the centre and at my house." He said the work was only
billed once and he repaid the money for his home work to the association. He also said the problem surrounding himself and his wife Margaret both being signatories on the bank account was explained by the suspension of administrator Oliver Newbury, whose signature was also needed to remove Mrs Gillard. Town councillor Adam Monk said he was astonished to hear that bar cash takings from functions in the Elm Park venue were not routinely kept in a safe and banked later. Instead, Mr Gillard said it was better to take it to his home where he had a safe. Cllr Monk said: “This is not good practice. Taking cash home without having it verified is not acceptable. If it was stolen, how could you verify it? “The association is not a plaything of your (Mr Gillard’s) dance club. There needs to be an EGM, a new committee and people can pay membership fees and get involved.” Mr Gillard said: “At 1am, everyone wants to go home so it’s

Town clerk Lesley Reuben said the council was still holding the association’s accounts after they were handed to her by association administrator Mr Newbury, who had raised concerns about the finances with HMRC and the Charity Commission. She said her advice from both bodies had been to keep them safe.
Mr Newbury has been in dispute with the association over his employment and current suspension. On this matter, members of the public supporting Mr Newbury said that if he were to return to work, there would need to be assurances that there was no ‘hostile environment’ Mr Gillard said Mr Newbury
was trying to impose conditions – denied by Mr Newbury. Cllr Ian Scott asked about mediation which Mr Gillard said had been offered, again denied by Mr Newbury who said his ‘detriments’ needed to be discussed. Since the meeting, Mr Turn to Page 5

Association memberships dropped to just 58
From Page 4 Newbury has resigned, saying he did not receive replies to his letters. Residents raised the issue of the charging for room hire, with a representative from the Filton Twinning saying they wanted to book space to welcome visitors from France and Germany but that it was simply prohibitive to do so. He said: “We got such a high rate for the rooms – it was exorbitant and we couldn’t afford it.” Mr Gillard, asked about the rates paid by the ballroom dance club of which he is a member, said the club ‘never pays less than £70’. He said the rate was dependent on numbers of participants but was unable to clarify if such a policy would apply to other clubs.
There were further concerns about the organisation of the trustees, with some residents highlighting the fact that Mr Gillard, his wife Margaret and daughter Alison Foote were all trustees. Mr Gillard said there were now seven trustees – which is not reflected in the Charity
Commission website – and after pressing, he said they were himself, Mrs Gillard, Ms Foote, Mr Brock along with Tony Dart, Stephanie Woollam and Nigel Williams. Member of the public Jeanne Clements said that it was ‘appalling’ members of the same family were making up so
much of the trustee body. She said she had issues getting back a security deposit after an event she organised, despite leaving the hall ‘cleaner than when we arrived’. It was revealed that membership of the association now stands at just 58, down from many hundreds in years gone by. One resident said she had been turned away from membership but Mr Gillard said Ms Foote was accepting new members. They also said that the loss of the Robins Nursery, revealed in previous editions of Filtonvoice, would leave a significant hole in the finances of around £2,000 per month. Cllr Eamonn Seynmour asked Mr Gillard if it was time to step down as it appeared to be causing considerable stress. Mr Gillard said resigning would be a sign of guilt.

n HOWARD BOWKER TRIBUTE Last month Filtonvoice reported the sad death of Filton friend Howard Bowker. Here, the community pays tribute to a very special man Howard Roy Bowker was born in Liverpool on 16 January 1954, moving to Cardiff as a youngster and attending the aptly named Howardian High School and then moving to Gloucester to start his career in banking. He moved to Filton before leaving NatWest, after working in several of their Bristol branches, to work on the second Severn Crossing, after which he retired. Howard was at his happiest on the rugby pitch or on the side lines, watching anyone he knew, playing any sport. He held the records for the Welsh Schoolboys Under 15 Triple Jump and 400 yards. Yards, not metres as he liked to point out! His love of rugby and sport in general began in his youth playing rugby for the Cardiff schoolboys for several years before joining Thornbury Rugby Club. Between 1978 and 2012 Howard played a remarkable 506 senior games for the club, including 110 for the First XV. He was also honorary secretary for several years, and most recently was team manager of the Third XV. He ran his first half marathon - the Bristol Half Marathon - in 2004 with his two sons and went on to complete several more as well as several 10K races.

'Cheerful, upbeat, supportive, wise' Sad to hear of the death of Howard Bowker who, with his two sons, was a near neighbour to us in Broncksea Road for many years. After he moved we often saw him en-route to a friend and we passed the time for a few minutes. Howard was always cheerful and upbeat and ready to tell me another story of something or other. Howard will be remembered for many things in the local community: • He was Chair of Governors at Charborough Road Primary school (where his sons attended) and then became Treasurer of the Friends of School for many years after the boys had left. • He provided a voice of reason at many Filton Town Council meetings and on the Filton News and Views Facebook group and showed interest in all local issues including being a loyal supporter of Filton Community Garden • He was also a much valued and popular supporter and volunteer for BRACE, a local dementia research charity. Howard was patient and
He was the Treasurer of the Charborough Road Friends of School committee, but he fulfilled an even more important function in relation to the school. He progressed on to the Board of Governors and became Chair of Governors. He held this position with distinction over more than 6 years. His primary concern at all times was the welfare, safety and progress of the children which he balanced with an understanding that it was essential the school functioned as a coherent community - children, staff, parents and governors. As Head Teacher I appreciated his support, wise counsel and friendship. Ian Freestone, Head Teacher - 1986 - 2000 Charborough Road Primary School content and he always tried to see both sides of an argument. He was compassionate and quick to forgive although perhaps less forgiving when it came to being grammatically correct. He was a stickler when it came to apostrophes and commas! He was a man who touched many lives and many hearts. He meant many things to many people. He was a muchloved father and brother, a loyal and true friend, a sportsman, a team player, a fanatical quizzer, a fundraiser, a man with a great
sense of community - generous in spirit and in his actions. All this was shown by the fact that it was standing room only at his funeral which was attended by people from all areas of his life. As many people said, he would have been totally humbled by so many people being there and would be absolutely livid at missing such a get together! Howard will be dearly missed by all who knew him. We want to be a beacon of excellence - new head Charborough Road Primary has welcomed a new head teacher, with Sharon Bishop arriving, having swapped places with Nicola Bailey, who headed to Meadowbrook in Bradley Stoke at the start of the 2018/19 year. Miss Bishop says she wants to build on the excellence achieved by Mrs Bailey over 20 years and create a ‘beacon of excellence’ at the Filton Park school. She previously worked at Stoke Lodge Primary and at Callicroft in Patchway, where she herself was a pupil, as well as at Meadowbrook. Among her plans for the school are the creation of more green spaces and opportunities for local parents to ‘meet the head’. She said: “This is a really good school which has been on a journey. It is embedded in the local community and has a real family feel.
“We want to be a beacon of excellence – not about Ofsted but about making people think ‘they do it really well there’. “So we will be trying to maintain what we have but I want to develop the playground
areas as we have a lot of concrete currently. We need more green space and nature zones.” Mrs Bishop, a mum-of-one, said she was thrilled by the efforts of the Friends of School and said parents had made her
feel very welcome. She added that she felt all the schools in the Olympus Trust were beginning to reap the benefits of working for a bigger organisation, which meant staff had greater career opportunities.

New scheme to tackle bad practice in rented sector A new national licensing scheme has come into force this month in a bid to tackle ‘poor practice’ among landlords and letting agents. The issue has been longstanding in Filton as the rented sector has expanded – partly to do with growth of UWE and also housing affordability – with many residents complaining rented properties are often left in a poor state, with rubbish not properly disposed of. Some say it has contributed to the ‘demise’ of the town and have called for urgent action. South Gloucestershire Council has been unable to halt the growth of such properties as they usually meet planning rules. From October 1 all landlords or agents who rent shared
accommodation, occupied by five or more people, forming two or more households, across any number of storeys, were required to apply for a licence from South Gloucestershire Council. Shared houses or flats with five or more unrelated tenants, or a house containing five or more bedsits are examples of the properties which will be affected. Landlords will need to ensure that these properties meet the current conditions and comply with standards, including minimum room sizes and new rules on waste and recycling. Before October 1, a mandatory licence was only required if there were five or more tenants, forming two or more households, across three or more storeys.
Some residents have spoken out in support of the new licensing scheme. Fran Read said: “Excellent news and long overdue. Now They just have to police it.” Lorraine Johnson said: “This might help people to be able to live in proper decent accommodation.” Helen Peters said: “We have far too many [HMOs] in Filton. The community has all but gone. There is rubbish, overgrowing gardens, fly tipping. The older residents are upset to see their roads which they have lived in for years turned into a rundown area.” Kerrie Watts said: “If it stops piles of rubbish accumulating, then great.” Helen Monk said: “I suppose

For students most agencies do not even bother as the cost and time involved in this process is in their opinion not worth it. “I have been ringing many letting agents and 99% have said this.” Cllr Roger Hutchinson says that he welcomes the introduction of the new licencing scheme. He told the Filton Voice: “Based on integrated stock modelling, we estimated that there would be around 60 HMOs in the Filton Ward that would require licensing under the new requirements. “We are currently processing the applications we have already received (which is a big job) before we then go in search of properties which should be licensed but have not yet applied. “I have done a quick check and it looks like we have already received 50 applications for licences in Filton.” South Gloucestershire Council’s cabinet member for communities and tourism, Cllr

Paul Hughes, said: “Homes of Multiple Occupancy (HMO) are really important within the private rental sector as they can provide an affordable option compared to some other private rentals. “While most landlords in South Gloucestershire provide good quality accommodation, the changes to the scheme can only help to tackle poor practice such as failing to meet acceptable safety standards and overcrowding. “For the first time mandatory licence requirements have included conditions to strengthen the role of landlords in ensuring

adequate waste facilities are provided and that tenants manage their waste and recycling without it accumulating on site and affecting the local area.” Those who have not applied for a licence or temporary exemption by October 1 will be committing a criminal offence. Other consequences include not being able to gain possession; risk of repaying tenants up to 12 months’ rent; in the worst circumstances the council can take over management. Young meet not-so-young to hear some stories The children at Happy Days Nursery in Cheswick have been visiting their local residential home, and participating in Debutots storytelling classes with the residents. Staff at Happy Days Nursery and Beaufort Grange say they have really enjoyed this intergenerational opportunity and can see huge benefits for everyone involved. Geri, who runs the Debutots classes, said: "My colleague Kirsten Reeves who runs Debutots Worcestershire started some intergenerational classes as a pilot project. It was so successful that I wanted to try and introduce them to nurseries and care homes in Bristol! And what a better place to start than with Happy Days Cheswick, who are neighbours with Beaufort Grange.” She added that “studies have shown that joining generations
through imaginative and dramatic play is extremely beneficial for both the nursery children and the residents. Storytelling is powerful and these sessions encourage

The children at Happy Days Nursery in Cheswick Village love going on trips to the residential home and are always inquisitive, asking the residents their names and favourite colours. This month’s session had a Roald Dahl theme and the children were asked to hand out Golden Tickets to the residents, play parachute games and sing happy birthday to the BFG. Laura, the Deputy Manager at Happy Days Nursery said: I"t's such a wonderful activity for the children, and it’s so important for them to build relationships within their community and engage with different generations. Filton business owners urged to join new group Business owners and traders in Filton are being urged to unite. That's the message from a local councillor who is bidding to revive the former Chamber of Trade - possibly under a new name - with the vision of helping local businesses thrive. A launch event will be held on Thursday, November 8 in the Doug Daniels Pavilion at Elm Park, starting at 7.30pm, and all business owners are urged to attend. Cllr Mubashar Chaudhry said he wanted all businesses big and small - to benefit from having a collective voice. Freya, 9, climbs Snowdon to help her little sister A little girl from Filton has climbed Snowdon to raise awareness of a very rare genetic condition. Nine-year-old Freya Williams attends Filton Avenue Primary School’s Orchard Campus and lives in Filton Park. Her little sister Saskia Williams, aged four, suffers from Williams Syndrome and Freya decided that she wanted to do her bit to raise awareness of this rare congenital disorder. Williams Syndrome occurs randomly and affects around one in 18,000 people in the UK. There are around 3,500 known

cases, and the cause of Williams Syndrome is a tiny deletion of part of chromosome 7. It is non-hereditary and causes distinctive facial characteristics and a wide range of learning difficulties. Many sufferers have hypersensitive hearing, with fears of loud noises and have a minor but treatable heart condition, and all tend to be talkative and excessively friendly towards adults. Empty shop units in Cheswick Square could be converted to homes
by Becky Day A number of retail units in Cheswick Village could be redeveloped into residential accommodation, the Filtonvoice can reveal. The Filtonvoice has seen correspondence from developer Balfour Beatty that state that block B in the Square could be converted into accommodation due to the low demand from businesses wanting to occupy the units. However, there has been some interest in the other units, as it was also disclosed in the correspondence that one is now under offer and another has received interest from a hairdressing salon. As previously reported in the Filtonvoice (Dec 2017), residents have been calling on Balfour Beatty to reduce the rental costs as they worry that high rent and vacant units are driving businesses away from the Square. Local resident Sejal Hampson has expressed her disappointment that the units in block B could be converted, adding that the high rental price is the reason the retail units remain vacant. Sejal, who has been campaigning for the developer to reduce rental costs, says that the estate, which has over 1,500 homes, is "crying out" for these units to be filled. She said: “The rent is too high, and as a result, residents feel like they’re losing out for the greater ideals of the developer to make more profit from residential build. “[The council] should have seen this potentially happening and implemented
planning conditions at the start. Completely diabolical and unfair to the community.” In an email seen by the Filtonvoice, Bryan Taylor, property director at Balfour Beatty, said: "Given the low demand for units without any frontage to the Square, we have decided to convert the units in Block B to residential. We will shortly be looking to appoint a local developer. "I am also pleased to confirm we have placed Unit 8 U/O, leaving us with just Units 12 and 14 to let. We have interest from a hairdresser in Unit 12 now and I hope we can agree terms shortly, leaving us with just Unit 14 to let." The Filtonvoice understands that no formal ‘change of use’ application been submitted to South Glos Council by the developer. A spokesperson from the council said: “We would expect any such proposals to come forward for informal preapplication discussions to agree the suitability of what is being considered prior to submission. No request to engage in such discussions has come forward. “Any change of use will require planning permission, and any proposals to change the use of the units will be subject to local consultation. “Local residents will therefore be made aware of any proposed change of use.” Belfour Beatty and Alder King, the property consultants for leasing out the units, were both contacted to clarify their plans, but no response was provided.

Lifesavers! Filton's own charity donates vital defibrillator kit to our three churches Lifesaving equipment which could save a life in the event of cardiac arrest has been installed at all three churches in Filton. The defibrillators were provided by Filton Chest and Heart charity, which has previously donated medical equipment to doctors' surgeries and primary schools. Members of the charity committee visited the three churches recently to hand over the defibrillators. A defibrillator is a device that gives a high energy electric shock to the heart through the chest wall to someone who is in cardiac arrest. It can be used by anyone while emergency help arrives. Charity spokesman Brian Smith said: "Over the past few years the committee have

n NEWS An arena at Filton took a step closer last month after Bristol City Council’s Cabinet decided to explore plans for a mixed development on Temple Island instead of an arena. The decision followed a recommendation by officers to investigate an alternative scheme which could include a bespoke conference centre and a four or five star hotel, commercial spaces with supporting retail and residential homes for city centre living, and affordable homes on the site next to Bristol Temple Meads. This opens the way for Malaysian firm YTL, who are developing Filton Airfield, to build at 16,000 seat arena in the Brabazon Hangar. It is thought this could be built in three years at a cost of £80m. Critics of the Filton plan say a Bristol arena should be in the city centre to maximise the economic benefiits to the city. Supporters of the Filton Airfield plan say the site has better transport access for visitors. Marvin Rees, Mayor of Bristol said: “We need to move forward now and ensure Bristol is fit for the demands of a modern, thriving and well connected city. "I am confident an alternative development for Temple Island is at the heart of that vision and will create inclusive economic growth, jobs and homes. By not borrowing the huge sums needed to build the arena, we will also release capital for other exciting city projects. The council is now set to explore the alternative mixed use scheme for the Temple Island site.

Bush Memorial Gala back for second year A swimming gala is being held for a second time at Filton Leisure Centre in memory of a long-standing coach. Judith Bush was a member of Filton Leisure Centre’s teaching staff as well as a coach for Bristol Henleaze Swimming Club for many years. She had a special interest in disability swimming and became a tutor for other swim teachers to learn about the area. After sadly passing away on May 8, 2017, Judith’s sons asked two of her friends and coworkers to start a memorial gala for swimmers in order to honour her memory and contribution to swimming. Following this, Claire and John held the first Bush Memorial Gala in December 2017, which raised £108 for Southmead Hospital’s ICU Depart-

Mario supports Movember for the eighth year A barber from Filton has launched his annual fundraising campaign in support of a men’s health charity. Mario Parrinello, who runs The Filton Barbers on Gloucester Road North, is going to be raising money for the Movember campaign for the eighth year in a row. Movember is a moustachegrowing charity event held during November each year that raises funds and awareness for prostate and testicular cancer. Speaking of his support of the campaign, Mario said: “It all started after a few members of my family and friends went through different forms of cancer and I felt as a barber we are in a great position to help with men’s cancer and mental health. I also like growing crazy moustaches and seeing what I can come up with! “Last year I managed to raise a few hundred pounds but this year I want to beat the total that was raised in 2016 which was
just short of £4,500. I’ve started up the Filton Barber team again on the Movember website and hope to get a team of at least 20 joining in with growing
moustaches, and as an incentive there is a prize for the best team moustache as well as a free haircut for any team member that can raise £150 or more.
“I’m also donating any money from hot towel shaves in November to the charity so it’s a great opportunity to experience one!” In addition to growing a moustache, Mario is also organising a raffle from his shop with over 16 prizes, including a meal for two and a platter from Nandos in Abbeywood Retail Park, a year’s worth of haircuts at The Filton Barbers, beauty gift sets from Laura Ashley and Baylis & Harding and a golf lesson at Bristol Golf Centre. n NEWS The children of Year 4 at Wallscourt Farm Academy, Cheswick, have been extremely busy recently, and have raised more than £1,000 to donate to their link school in South Sudan. Ibakwe Hill School is a school for refugees fleeing the conflict there. It is an ‘Under Trees’ school which literally means that the children are taught under trees as they have no building. The children at Ibakwe were asked what they would like the money to be spent on and they have requested sports equipment and a toilet. Poppy and John from the charity that supports the school have said that the amount pupils have raised will pay for both. The money was raised by children making and selling items last term and by individual children raising money themselves. A special thank you goes to Isabelle Rea for having her hair cut and raising over £800, and to Maisie Hopton for making cookies and popcorn to sell in the community.

Famous Shrouds exhibition heads to airfield An evocative part of the Shrouds of the Somme exhibition is visiting the historic Filton Airfield in South Gloucestershire. ‘The Trench’ is part of the Shrouds of the Somme artwork exhibition commemorating 100 years since the end of WW1. The exhibition has been touring the UK and is being brought to Aerospace Bristol by South Gloucestershire Council for two weeks before the Shrouds of the Somme travel to London to be laid out at Queen Elizabeth Olympic Park in November for the Armistice Centenary. Shrouds artist Rob Heard has built a 2m high freestanding wooden trench in which the tens of thousands of Shrouds are stacked. Visitors walking through, experience the immersive nature of this installation; it generates incredibly powerful emotions,
giving a graphic sense of both being in a trench and what the large numbers of those killed really mean. Names and details of all 72,396 Commonwealth servicemen killed at the Somme who have no known grave are displayed on the outer walls of
The Trench in alphabetical order, sourced from Commonwealth War Graves records. Cllr Rachael Hunt, Chair of South Gloucestershire Council said: “We are proud to welcome this exhibition to South Gloucestershire which

Rozmaryn: a cafe and deli all under one roof
A
new Polish delicatessen has opened in Filton, offering shoppers a real feast for the eyes – and belly. Rozmaryn – meaning ‘rosemary’ in Polish – is the third shop, all of which named after herbs, to be opened in Bristol by couple Sebastian Skurzynski and Edyta Borowiec. The shop lifted the shutters at the end of August in the Shield Retail Centre and has already welcomed many people from the local community. Sebastian spent many months fitting and breathing new life into the empty retail unit, which had been lying vacant for quite some time. Rozmaryn prides itself of its very own café, La Quercia, and a wide range of Polish products – not to mention its prime location and car park.
Customers can enjoy a range of hot drinks from the café, which is at the entrance of the shop, plus a delectable selection of traditional baked treats from the cake counter. There is also a mouth-watering meat counter as well as fresh bread that is delivered every day (apart from Sundays). In addition, to accommodate all customers, Rozmaryn stocks lactose free and gluten free products. Aisles are spacious – providing enough room for customers with prams or wheelchairs. Staff are also English speaking and all products either have English packaging or labels. Sara Kunicka, who works at Rozmaryn, says that there is lots of focus on customer service. She added: “If customers are looking for certain products or ideas of what

Women encouraged to give running a go
A local women’s running club has started its latest couch to 5k course for beginners in North Bristol. Sole Sisters was created in 2000 and became affiliated to England Athletics in the same year. They decided to start offering couch to 5k courses three times a year in January, June and September, which have proven to be hugely successful. On average 70 ladies turn up for each Monday night session at Lincombe Barn, Greenfield Centre, Baileys Court and Filton Community Centre, and when the beginners’ courses are running this then increases to 100 ladies. The group also hosts the Bradley Stoke 10k which occurs in June each year, and next year it will be the event’s 13th year. Penny Greenwood is chair of Sole Sisters, and she first joined the group when it launched 18 years ago. Since then she has
completed 43 half marathons, six marathons (including the upcoming Chicago marathon on October 7) as well as many 10k’s. Commenting on the couch to 5k sessions that they run, Penny said: “They are led by two of our dedicated coaches Roni and Kim, and the group is set homework each week with the
aim of running a Park Run at the end of the course. Once they have successfully completed the course they can join any of our other groups. “Our club night is a Monday in various venues in North Bristol, and we offer three-mile, four-mile, five-mile and six-mile groups. Each group has a lead/
back coach and we re-group along the way. We will never ever leave anyone behind. Our ethos has always been to welcome ladies of all capabilities, shapes and sizes – we run at the speed of chat! “I am immensely proud and passionate of our amazing club, we have a core group of coaches who lead our groups and all are certificated in ‘leadership in running’. “We get so much satisfaction from seeing ladies progress to achieve their goals and many of our members have completed 10k’s, half marathons, full marathons and even ultra marathons.” The group is looking for ladies to join them who you are either completely new to running or want to build their confidence and get up to 5k. Another milestone in Filton Bank rail project Network Rail completed work to strengthen St Mark’s road bridge in Bristol last month, as part of the project to double the number of railway lines between Bristol Temple Meads and Filton Abbey Wood stations. The tracks are being doubled to enable an increase in trains from 2019 to help meet growing demand. The strengthening of St Mark’s road bridge was the final piece of bridge work to be completed for the Filton Bank 4 tracking project, which has seen a huge amount of enabling work take place throughout 2018. Earlier this summer the new viaduct at Stapleton Road was installed, providing a complete path for the two new railway lines for the first time. The project has also seen extensive earthworks carried out as well as platform extensions at Bristol Parkway and the construction of a new platform
at Filton Abbey Wood. The upgrading of signalling and laying of new track between Bristol Temple Meads and Filton Abbey Wood continues throughout the autumn and winter of 2018. Alongside this work, Network Rail’s largest ever signalling upgrade was completed in April of this year, with more than 500 members of Team Orange
working around the clock to replace 1970s signalling with state of the art digital equipment. Together, both projects will transform rail travel into Bristol as part of Network Rail’s Railway Upgrade Plan and enable GWR to continue introducing new electric trains as part of their biggest fleet upgrade in a generation. Network Rail’s major programmes director David
Buisson said: “Doubling the railway lines between Bristol Temple Meads and Filton Abbey Wood is a key part of our Railway Upgrade Plan, increasing capacity from 2019 to help meet growing demand. The four tracks will also increase the resilience of the railway and assist to reduce the impact of any maintenance work in the area, as well as separating local stopping services from long distance, high-speed trains, improving reliability.” As part of the Filton Bank 4 tracking project, the railway line between Bristol Temple Meads and Filton Abbey Wood stations – including the Severn Beach line – will be closed for engineering work from Saturday 27 October to Sunday 18 November. Some trains will run to an amended timetable and buses will replace trains on some routes.

Thousands enjoy Summer Reading Challenge More than 5,000 children from across South Gloucestershire have participated in this year’s Summer Reading Challenge. The annual event is delivered by South Gloucestershire Council Libraries service with the theme for this year being ‘Mischief Makers’, inspired by the much-loved children’s title ‘Beano’ which celebrates its 80th anniversary this year. To celebrate the successful completion of the 2018 challenge, local children gathered at Patchway Library on September 12 to receive medals and certificates for achieving the target of reading six books through the summer months. Celebrating the success of all the children taking part, Cllr Rachael Hunt, Chair of South Gloucestershire Council, presented the medals and certificates to the children. Cllr Hunt said: “The Summer Reading Challenge in libraries
is a great idea. Children’s reading can ‘dip’ during the long summer holidays but taking part in the Challenge keeps children reading and developing their skills and confidence, so that they return to school ready to learn. I’ve really enjoyed meeting some of the children and families who have taken part; it is clear how much they have gained and how much fun they have had. My congratulations go to all the children who have taken part this year.” Young readers helped Beano characters including Dennis and Gnasher, to solve puzzles, follow clues and discover treasure, having lots of fun and adventures

Orchard School in Horfield has begun the new academic year by offering Digital Media classes for Years 7-10 – with the emphasis on creativity, design and visual literacy. New subject leader in Art, Digital and Technology Tracey Bowes has created a fully equipped digital studio – not a classroom – where students can develop their ideas using industry standard software. She said making this move is vital to help students’ employability in a changing world and added that she will be emphasising the hands-on skills needed to succeed in design innovation. “These courses are not just using computers – they are highly visual, creative and will
utilise the most cutting edge technologies and software,” she said. “Students will use Adobe Creative Cloud which is used in many of the leading design studios around the world. "These applications include
Photoshop and Illustrator which allow imaginations to flourish while at the same time training students in the platforms used by the professionals.” The Orchard digital media studio is equipped with 24 full size Macs, giving students a
feel for the preferred working methods of many designers. In Years 7 and 8, students will get a taste of digital media and learn how to use Google Classrooms, Slides and Docs. In Years 9 and 10 the students will work towards a GCSE or equivalent qualification, creating digital portfolios. Tracey, a former graphic designer who has worked in schools across Bristol and North Somerset, added: “In these courses, we will also be stressing how vital is it to become independent learners”.

Foodbank tackles hunger as well as Universal Credit In North Bristol the challenge of supporting and meeting needs of food poverty continues to increase. The reality of holiday hunger over the summer was seen in all our foodbank outlets as well as the arrival of Universal Credit. More than 300 children were provided food by North Bristol Foodbank during July and August. This was a 30% increase from the previous two months (May/June). This summer holiday time also saw a 6% increase from the same period in 2017. North Bristol Foodbank are looking strategically with other organisations around the city, under ‘Feeding Bristol’, to how we respond during holiday periods when families do not receive free school meals.
In June, Universal Credit was rolled out to some areas of Lockleaze and we have already seen people struggling with the new system. Matt Dobson, Foodbank manager, said: “One of our foodbank clients we met yesterday came in to the foodbank very distressed. He was struggling to apply for Universal Credit through the new online platform. “He said this was affecting his mental health as he regularly battles with anxiety and depression. For him having to travel to the city centre to receive help with Universal Credit application was too much for him both mentally, let alone the financial cost of bus travel which he could not afford.” Universal Credit is the biggest change to the welfare system in a generation and the Trussell
Trust network of foodbanks have been working hard to monitor it. Research has found that the system is leaving people behind – disabled people, families, and other vulnerable groups – and can push people into debt. Stewart North, chair of trustees of North Bristol Foodbank, said: "When we started the foodbank 6 years ago, we never anticipated the need to continue to increase and hearing people’s stories of struggle is heartbreaking for our volunteers. We are in

need of financial support towards new warehouse facilities and other logistical challenges that we face in meeting the demand. "However, we are committed, alongside other organisations and churches, to look to the future and to be building Bristol as a city of hope.’ As there is an increase in foodbank usage, and recent Trussell Trust reports show it is likely to increase further, a new Foodbank outlet has been opened at St Chad’s Church, Patchway on a Thursday, 10am-12pm. Last year, North Bristol Foodbank provided 395 people in Patchway with emergency food parcels, the fourth largest ward served behind Southmead, Lockleaze and Horfield respectively. The opening of this new outlet will allow better care for people in crisis.

We have had an increase in motorbikes being dumped and burnt out in the Elm Park and Millennium Green areas of Filton. Most of the victims for these offences are from the Horfield area, and we think there could be a link to similar incidents in Southmead earlier this year. Some victims however are from Filton, and having bikes stolen/dumped in our area which also includes Kipling Road and Shellards Road is not acceptable. We have met with Filton Council and have Covert CCTV in the area, along with warning posters. Police are generally increasing patrol at night in the parks and members of the public are being urged to call 999 if they see or hear motorbikes racing around after dark.

A busy summer during parliamentary recess The last month has been a busy period in the constituency as the parliamentary recess came to an end. I visited a brilliant local attraction, Aerospace Bristol, to see the fantastic work they are doing to preserve the regions fantastic aviation heritage and inspire the next generation of engineers and scientists. I also visited the Compass Project in Staple Hill, which provides a community for people in recovery from substance abuse. It was great to hear about many success stories where people have turned their lives around. I also met with Kevin Hamblin, the Executive Principal at South Gloucestershire and Stroud College, to discuss their future plans. I was very impressed and fully support their plans to bring addition skills to students in our area.
It was a pleasure to join the new Defence Minister for Procurement, Stuart Andrew MP, for the opening on the ‘Lift Works’ facility at Rolls-Royce within the constituency. The facility will manufacture part of the new F35 Lightning Vertical LiftSystem, securing jobs for years to come. In parliament, I took the op-
portunity to ask a question of the Prime Minister at PMQs. I invited her to the opening of Airbus’s new Wing Integration Centre in Filton and asked if she would join me in thanking and paying tribute to Airbus for its strong and enduring commitment to the UK. Mrs. May congratulated Airbus on the commitment it has made to the UK and the high quality of jobs it provides here. She also said that she would consider the invitation. My first Senior Citizens Advice and Information Fair will be taking place on November 1. It will be full of information from a mixture of organisations to showcase what they can offer older people. This will include charities and providers of health and social care needs that unfortunately affect many constituents, as well as groups that provide new opportunities
to constituents to try something new in later life. I also welcome the families of older constituents to come along on their behalf, and hope that having many different groups together all in one place will be useful. There is a page on my website that will be regularly updated with all the latest information on the event.
