Tributes paid to Darryl, 'one of the good guys' Tributes have been paid to former Filton Town Council chair Darryl Collins, who has died aged 76.

Darryl, a long-standing trade unionist and champion of making Filton a better place, leaves behind his daughter Lheanna and son Dayle.

He worked as a machine shop inspector at BAC, Airbus and GKN and was also a passionate advocate for pensioners' rights, serving on the National Pensioners' Convention for many years.

Lheanna said: "Nothing was ever too much trouble for him.

Cabinet members approved an early version of next year’s budget in October and said they faced “incredibly difficult decisions”.

Proposals to reduce spending and increase charges include changes to the council tax reduction scheme to save £400,000 a year, a new admin fee for disabled blue-badge holders and a 20 per cent rise in the cost of burial rights at cemeteries.

Train noise and pollution misery for residents Residents in Filton say their lives are being ruined by 'idling' trains which park on a siding at the back of their gardens with the engine running, often throughout the day.

Local people in Conygre Grove say the noise and pollution means they cannot sit out in their gardens in summer and some say their health is being affected.

The trains sit in the siding, off the main line, to free up the track before they are deployed elsewhere.

Rail officials have told residents that they cannot turn the engines off for safety reasons as the brakes would not work properly.

"We had more than 20 on one day, some stopping for nearly 30 minutes with the engines running."

Another resident, John Stone, said: "It's like a dripping tap, just waiting for them to arrive. We can't go our in our gardens or have conversations.

"I've shouted at drivers to turn the engines off. Some do but most don't."

Filton town councillor Dan Boardman is supporting the residents and said: "I've been working with Stu for about six months to raise a noise complaint to the SGC environmental enforcement team.

"Progress has been very slow, but they have got GWR to engage and to visit the site to acknowledge there is an issue, and GWR to send a memo to drivers to remind them of the idling policy.

"However, unless the schedule change, from a year ago that started the use of this area as a holding point, is reverted or another permanent solution is found then Stu and his neighbours will continue to suffer as bad habits creep in again.

The ultimate solution might be acoustic baffling (like the type you see next to motorways) but I'm not clear the impact and effectiveness that this could have."

A spokesperson for GWR said: “We always aim to be a good neighbour and sympathise with local residents. Leaving a train on allows necessary functions to remain ready for service.

Unlike a car, it's not merely a turn of a key. For example, the doors on the trains in question are powered by air - as are the brakes. Shutting down the train would require a full start-up which would include drawing air to the brakes to be able to achieve break release. Trains are left idle to avoid cancellations and delays to services.

“We continue to work with our partners at Network Rail to look for opportunities to reduce

idling on the Filton Chord in the short term. In future, these services will run to North Filton and Henbury once the line has reopened as part of the MetroWest programme; when that happens these trains should no longer need to idle on the Filton Chord.

A South Glos spokesperson said: “We have met with GWR and a number of residents, regarding residents’ concerns about the disruption caused by idling trains in this siding.

"The council is not able to regulate train operations; as GWR are responsible for trains on this section of track we have requested they pursue a number of options discussed to improve the situation. We hope that alterations to train operations on this siding are feasible and can be implemented as soon as possible

by GWR.” A Network Rail spokesperson said that trains need to be ready to move as soon as red lights turn green.

She said: "This is a very busy junction, linking many different lines, as you can see from the attached picture. Off of three of these junctions, there are stations in close proximity - Bristol Parkway being one of the busier stations - as the resident will

"Signals are spaced out across the railway according to speed limits, braking distances and volume of train traffic. When trains arrive at a red signal, at times they may need to idle as they need to be ready for when that signal changes. For freight trains, if they turn off their engines during different weather conditions, they run the risk of the engine not restarting."

Filton MP Jack Lopresti said: "It would be inappropriate and breaking confidences to refer to any specific cases which my office has dealt with. However, we have had a number of constituents get in touch about this issue. I have been in touch several times with GWR on this and other issues.

Section 122 of the Railways Act 1993 means there are fewer noise restrictions on train companies.

GWR are aware of local concerns, however, and will be sensitive to these concerns."

Tributes paid to Darryl, 'one of the good guys' From Page 1 wanted to achieve and that nothing was impossible.

"In his later years he never wanted to be a burden or ask for help - he just wanted to be there for people and to help them."

Current Filton Town Council chair Tom Mewies said: "I was very sad to hear of Darryl's death. He was a great servant to the Town Council and to the community of Filton. He was involved in many local organisations and touched many lives, and will be a great loss to the community life of Filton.

"On behalf of the Town Council I want to offer our heartfelt condolences to his family and friends."

Darryl lived in Filton for more than 40 years and was married twice, to Shirley and then in later years to Pam.

Darryl, a Labour councillor, served on Filton Town Council for several years, many as Chair.

He was also integral in setting up Filton's men in Sheds group where local men gather to socialise, build, and share skills.

• Debbie Teml: So very sad to hear about Darryl’s passing. He was a “marvellous” man who was integral to most activities in Filton getting started or supported, and will be a great loss to Filton.

Filtonvoice comment Darryl Collins was a stalwart local politician whose contribution to life in our town transcended politics.

He had time for everyone and his motivation was to get things done by everyone working together. If he had a fault, it was that he was too kind - often allowing speakers at meetings to go well past their allocated time! But that was Darryl, he wanted people to be involved and he saw it as his role to help them.

This is a sad time for Filton - we have lost a public servant who really did want to serve the public without any conditions.

His family has also lost a wonderful man whose legacy will be that 'nothing is impossible'.

Free parking could go and garden waste fee rise From Page 1 projected £7.7million budget gap in 2024/25, £4.8million the following year and a whopping £11.6million by 2027/28 even after implementing £40.3million of cuts agreed last February by 2026/27.

Since that budget was approved, the financial situation has become even bleaker, by £3million for the 12 months from next April and £2million in 2025/26 when an extra £5million savings or income will be required.

The draft budget, which is going out to public consultation, does not propose new savings but does include details of cuts outlined only vaguely in the current year’s plan.

A report to Thursday’s meeting said it would be balanced by using the authority’s

remaining reserves that can be allocated to bridge a gap in the budget, although this would leave it without that safety net in future.

It said factors outside the council’s control that had made the outlook more dire included nationally agreed staff pay increases, inflation, fewer homes being built meaning not as many council tax payers and delays to the Government’s Levelling Up Bill leaving the organisation unable to introduce a doubling of council tax on second homes and empty properties.

l Council leaders have denied penalising disabled drivers twice with plans to introduce blue badge fees on top of new car parking charges across South Gloucestershire.

Opposition Conservatives accused the Lib Dem/Labour coalition of unfairly targeting motorists with mobility problems.

The administration approved an early version of the authority’s annual budget which proposes introducing a £10 admin charge

for blue badge permit applications along with the end of free parking more generally in the district, with full details yet to be announced.

Cabinet member for resources Cllr Adam Monk (Labour, Filton) told a meeting of full council on Wednesday, October 18, that the organisation was an “outlier” compared with its neighbours who all levied the fee, which is the maximum that can be applied.

But Cllr Liz Brennan (Conservative, Frenchay &

STATION ROAD Downend) said: “This was a proposal that the Conservative group rejected in last year’s budget because we wanted to retain this outlier status in order to ensure South Gloucestershire is a more attractive place to live and work than its neighbours.

“Do you accept that with the introduction of car parking charges as well, blue badge holders could be penalised twice?”

Cllr Monk replied: “No, because the implementation of car parking

“My experience of having parents who are blue badge holders is that they normally do not pay to park in fee-charging car parks.

“It’s getting ahead of ourselves to say we are double charging disabled drivers.

West of England Mayor calls on Government to honour Rolls-Royce contracts to secure Filton jobs The West of England’s Mayor Dan Norris has written to the Defence Secretary seeking guarantees that the Government is committed to two contracts with Rolls-Royce in Filton.

Following a call with RollsRoyce last week, Mr Norris wrote to Grant Shapps asking him to confirm that ministers would see through the Tempest and Eurofighter Typhoon contracts awarded to the engineering giant.

Some of Rolls-Royce’s 3,400-strong workforce in the West are carrying out tests on the UK’s next-generation supersonic stealth combat aircraft, Tempest.

Others at the Filton site are providing maintenance support for the EJ200 engine as the Typhoon continues to form the backbone of the RAF’s fighter jet fleet.

Mr Norris wrote to the

Defence Secretary: “Following a call with Rolls-Royce, I gather that the security of the workforce at Bristol depends in part on the Government’s commitment to continuing with these contracts and not ending or curtailing them.

“Therefore, I am calling on you and your department to guarantee the Government’s spending commitment to

the Tempest and Eurofighter Typhoon contracts which will help to save Great British jobs in my region.”

Mr Norris spoke to RollsRoyce following the company’s announcement that it plans to axe up to 2,500 jobs globally.

“The news from Rolls-Royce is deeply concerning for the 3,400 West of England-based staff,” said Mr Norris.

The Metro Mayor added: “I urge them to avoid compulsory redundancies at all costs and to focus on excellence over shortterm savings.

“We are known as a key base for world-class engineering and the company has a big economic and social impact on the greater Bristol region.”

Rolls-Royce said the redundancies were necessary to create a "more efficient and effective" company.

The engineering giant, which employs 42,000 people globally and around 17,000 in the UK, was hit hard by the pandemic when air travel was grounded for months.

Rolls-Royce did not give details of where the job cuts will fall and said it needed to engage with unions before making further announcements.

Council to continue investigating Millennium Green lighting scheme Filton town councillors have voted to continue investigations into lighting Millennium Green.

The parkland area at the bottom of Elm Park is popular with dog owners but, as they and others told Filtonvoice last year, many fear walking there on dark winter evenings.

Filton Town Council urged the campaigners to set up a group to explore the matter further and conduct a survey while councillors made initial investigations into costs and practicalities.

An open town council meeting in October attracted a large attendance of both park users and also local people concerned about the effect of light pollution and on the park environment.

Councillors voted 9-3 to

continue investigations into implementing a system.

Dan Pope, Chair of Friends of Millennium Green, said: "The council asked us to set up a committee in January and we now have a group of around 30 people.

"We organised a spring clean

when she was a teenager and had a frightening experience in a dark park before she and her friend were rescued by a passer-by.

She told the meeting that respondents to the Friends survey had said people avoid using the park at night and a female running group would use it if it were lit."

However Matthew Lipton of South Glos Council said there was a biodiversity crisis in the UK and light pollution is a factor.

He said light pollution can affect a range of animals and can affect night pollination, some species only operate at night.

He said: "There should only be lights if absolutely necessary.

Filton is already heavily lighted and this is one of last dark spaces. I recommend not to light it."

New chapter for primary with opening of library Children, staff and parents of Shield Road Primary School welcomed author Andy Seed to the opening of their new school library.

Thanks to funds raised by the Friends of Shield Road, school investment and grants, the school was able to turn a tired, old looking room into a library, complete with new furniture, carpets, rugs and beanbags.

A library system was also purchased and the school become an official member of ‘The School Library Association.’

The room is now more childfriendly and over £2000 worth of new books were purchased.

Teachers Hannah Hughes and Lesley Machin led the campaign to create the library.

Author Andy was welcomed to the school to open the new library.

As an advocate of reading for pleasure and supporting libraries, Andy said he was very pleased to open it.

Andy has written almost 50 books and he donated a set of books to the school.

Rhodri Hopkins, Headteacher, said, ‘ We are delighted that our new library is now open.

"The library will be integral in supporting all of our children to be inspired by books and to love reading - the children are excited about getting stuck in to some quality texts! Staff and volunteers have worked tirelessly to get the library up and running and the whole school community has also supported this, with a number of fundraising events" Andy said: "I just wanted to say thank you for the delightful visit and for inviting me to open Shield Road’s wonderful new library – it really is a huge asset for the school.

The Filton Wonderful Windows Arts Trail is back!

For a weekend in Filton in November, windows will be beautifully decorated with amazing displays of our creative residents!

The Filton Wonderful Windows Arts Trail is back and the map shows the 37 windows registered so far. Bid to reduce 'poverty premium' for poorest tenants

by BBC LDRS staff for Filtonvoice The poorest tenants in Filton and across South Gloucestershire could be automatically put onto the cheapest energy tariffs after the council passed a motion to fight “poverty premium”.

Councillors voted in favour of a set of proposals to tackle the problem, which is where residents on the lowest incomes are forced to pay more for essential services such as household bills, loans, insurance and even their own money at cash machines.

The Lib Dem motion was backed by Labour while opposition Conservatives abstained, saying they supported it in principle but that it lacked details, such as the cost of the work to the local authority and officer time required.

A full council meeting of South Gloucestershire Council was told one in five households in the district suffered poverty premium, having to fork out an average of £400 more each year – collectively nearly £9million in total – than their more affluent neighbours.

Expensive pre-paid meters, problems getting credit and a complete lack of free-to-use cash machines in some wards were among the issues making the situation worse, members heard.

Council leader Lib Dem Cllr Claire Young said: “We cannot stand idle while a significant portion of our community is unfairly burdened with extra costs.”

Cllr Chris Davies (Lib Dem, Thornbury), who tabled the

Fighting hard to preserve school bus services

t has been another busy month. As always, I have been a voice for all those in Filton & Bradley Stoke.

A few weeks ago, I was delighted to welcome students from South Gloucestershire College to Parliament. They received a tour of the Houses of Parliament. I also enjoyed the tough questions and hearing their thoughts and ideas.

Education is so important, not only for college students, but for school children too and I am so proud that while my Conservative colleagues led South Gloucestershire Council, schools rated good or outstanding increased from 79% in 2019 to 94% of schools in our area by 2023. Getting children to our schools is very important. That is why I have been fighting so hard for our parents and pupils to preserve the bus services they need to get

to school safely and on time.

Indeed, on 19th September I raised this in the chamber of the House of Commons.

West of England Mayor Dan Norris has axed the 458 and 936 bus services entirely, while he has forced the 459 and 460 to share the same vehicle. This is unacceptable and I re-emphasise my call on the West of England Combined Authority to reverse these decisions, especially given the extra £105 million in bus improvement funding they have received from HM government.

In addition to transport and education, I raised the scourge of antisocial behaviour facing Filton, as well as the fire in Stoke Gifford Park caused by arsonists.

I have met with Police & Crime

Commissioner Mark Shelford to discuss what Avon & Somerset Police are to do.

It was great to be back to see a game at Clifton Rugby Club. I spoke with inspirational Toby and his mother Claire.

Toby has recently completed his second season of running which has raised over £30,000 for St. Peter’s Hospice. I wish Toby, his family, and St. Peter’s Hospice well for the fundraising efforts.

In addition, I have been working closely with our local defence and aerospace industries. In October, I paid my fourth visit to Ukraine so far this year. I attended the International Defence Industries Forum in which we discussed how cultivating relations between United Kingdom and Ukraine can bring about better collaboration between defence industries in the two countries; how we can break

down barriers to getting weapons and equipment from the UK and western Europe to Ukraine; and to enable British and Ukrainian defence companies to manufacture in Ukraine. To that end, I met with representatives of Babcock International who are opening a new office in Kyiv.

While in Ukraine I had a meeting at the Office of President Zelensky. My conversation with Mr. Igor Zhovkva, Deputy Head of the President’s Office, raised the idea of security arrangements between the UK and post-war Ukraine as a deterrence against any future Russian aggression. l As always, should you need my help with anything, my office is open from Monday to Friday between 9am and 6pm. Virtual dental service launched in Filton amidst NHS shortage A Filton-based dental professional is seeking to revolutionise how we look after our teeth - and offer affordable options with people across the UK facing rising bills and a chronic shortage of NHS dentists.

Sarah-Joy Lendon - the 'Virtual Hygienist' - has launched a service, backed by dentists, which will offer a range of care and preventative options which will eliminate of reduce the need for costly dental treatment.

Sarah said: “Dental disease is preventable, and in these challenging times of rising living costs and lack of access to affordable dental care, we need to change the focus from constant dental disease treatment, to prevention of dental disease.

“Of course, if you have a hole in your tooth, that will need filling. But, if this treatment is not backed up with achievable prevention, the cycle of disease and treatment will continue, costing the patient more and more and putting even more pressure on the dental system.

“That is why I came up with The Virtual Hygienist, a way for people to access good quality advice around how to care for their mouths so they don’t keep needing dental treatment, so they can address those bleeding gums, sensitive teeth and constant need for fillings, so next time they visit the dentist they leave with nothing more than a pat on the back and a sticker for being the star patient of the day.

“And, all this without putting extra pressure on the dental system, by accessing all the preventive advice, away from the dental surgery, at a time and in an environment that is comfortable and suits a busy schedule, it frees the dental surgery to focus on the clinical aspects of dental treatment.

“It is possible to learn how to look after dental treatment so it lasts longer. It is possible for each of us to learn to look after our own mouths, preventing the need for more treatment at

every check-up, so we can keep our mouths healthy and save time and money in the dental surgery.”

Sarah-Joy added that this is something that can be learnt in a virtual appointment, with no need to be registered with a dental practice. Anyone can book a one-to-one video call to address their specific dental concerns.

She said: “Learning how to keep your mouth healthy will not only be saving you money on dental treatments, it will also leave your mouth feeling more comfortable, and a healthy mouth will most certainly affect your general health and wellbeing too.”

As, a dental hygienist and dental therapist, oral health educator and previously a dental nurse, with over 25 years’ experience in dentistry, SarahJoy says she seen it all, and there really is nothing more rewarding than seeing a patient who completely changes the health of their mouth through better understanding of the disease processes and knowing what they need to do to improve.

Threat to lunchtime staffed hours at Filton Library amid budget cuts Filton Library, in the Shield Retail Park, could lose its staffed access over lunchtime as South Glos Council seeks to save £473,000 from its library budget.

A consultation, running until January, has now been launched to get public views on this and other possible changes, to minimise the impact on users and maintain the widest possible service.

The saving of £473,000 in spending on libraries is needed, say the council, as costs continue to rise and government funding 'continues to fall in real terms'. None of the options include the closure of any South Gloucestershire libraries, but invite local people to suggest where changes to opening hours, for example, would have the least and most impact.

A spokesperson said: "All of the options presented in the consultation will have an impact of the way libraries in South Gloucestershire operate and this process is to understand how the service can be adapted to meet the financial needs of the council and the needs of library users. The largest cost in running the library service is staff, so reductions to staffed opening hours will have an impact. It is therefore important that we hear from both library users and staff through this consultation."

The proposals in the consultation have been developed by analysing when each of the libraries are currently used.

South Gloucestershire Council Cabinet Member with responsibility for library services, Cllr Leigh Ingham, said: “We recognise the hugely positive impact libraries have for users. We don’t want to reduce funding to this service by a penny, but we are forced to balance our budget and to bring forward options that will enable as many people as possible to be able to access a district-wide library service.”

Overall, in order to meet the savings target, the proposals would reduce staffed library opening hours from 351 to 285, a reduction of 19 per cent, with more hours covered by Open Access. They include: • Removing staffed access over lunch time in eight of the 12 libraries: Cadbury Heath, Downend, Filton, Hanham, Kingswood, Patchway, Staple Hill, Winterbourne.

• Staffed hours ending in all libraries at 5pm.

• A further one day reduction in staffed access at three libraries: Cadbury Heath, Patchway and Winterbourne.

2 Why brush?



o, why exactly, do we brush our teeth? You might have all number of reasons why you brush your teeth; it is something we are taught at a young age to do, so it has just become a part of our daily routines. But, have you ever really stopped to think about WHY you brush your teeth?

From a clinical point of view, we brush our teeth to remove plaque – the biofilm of bacteria that lives on our teeth.

We need to remove plaque because: 1. It combines with sugar in our food and drink to cause tooth decay 2. It makes our gums inflamed which can lead to bleeding gums, receding gums, bad breath, bone loss, wobbly teeth and eventually tooth loss We also brush to apply fluoride to the teeth, this helps to strengthen them against tooth decay.

And, of course we like to keep our breath fresh.

So, next time you are cleaning your teeth, really think about whether you are effectively removing that plaque bacteria, not only with the toothbrush but also with your floss or interdental brushes.
