South Glos Council has completed two important agreements between developers and landowners which will see thousands of new homes and supporting infrastructure built at the Cribbs Patchway New Neighbourhood (CPNN) over the next ten years.

Development land within the new neighbourhood is in several different ownerships, including YTL Developments, Deeley Freed, Taylor Wimpey and BAE. South Gloucestershire Council and the landowners are working together to create a coordinated and collaborative approach to developing the land.

Filton cafe offers over 40s chance to find romance over a cappuccino

by Keri Beckingham A new café in Filton is looking to bring local people together and maybe even create a little romance at the same time.

Vigour Café, which is located next to Vets4Pets in Gloucester Road North, has started running speed dating events for over 40s on the first Thursday of every month.

The first event was held at the start of February, and the café is looking for local people to come along to their next event in March.

Discussing the background of

the speed dating event, catering manager Matthew Sealy said: “The idea for the speed dating came from Max Allen, who is one of our customers. He came in and said he’d wanted to run an event for over 40s for a while, but had never found the right place to do it. He thought the café would be a good location to run one, and so we said we could provide the space and staff for him.

“This is completely new for us and we’ve had loads of ideas for events since we first opened a few months ago.

Filton council tax bills to rise by £100 Total

Filton residents will pay nearly £10 per month more (over 10 months) for their Council Tax beginning in April.

The rise of £102 from the current year is a result of increases in all 4 elements Council Tax - South Glos payment, town council precept, fire precept and police precept.

Filton, which funds its own swimming pool, is again the highest paying ward in South Glos.

A typical band D payer is facing a bill of £1,927, usually spread across 10 payments, meaning the monthly bill will be over £190.

Filton Town Council agreed to a 2.95% rise, up £6/year as it moves towards budget stability after several years where reserves had dwindled to alarming levels.

Finance chairman Ian Scott argued the increase was reasonable in the circumstances but four councillors - Keith Briffett, Anne Kenyon, Alan Tink and John Tucker - voted against the increase, saying they had not been given any alternatives.

But Cllr Scott said the four had not put forward any suggestions and the increase was carried by a majority vote.

Cllr Scott said levels of government funding had contributed significantly to the need for the precept to rise.

South Gloucestershire Council will spend almost £216 million on services next year, according to the Budget agreed at a meeting of Full Councillast month. The spending plans also include a further £202 million that will be distributed to schools.

The Budget sets out how the Council will spend £215.902 million in the coming year and includes an increase in Council Tax of 5.99 per cent. This means that a Band D property will be charged £1,441.07.

The increase is made up of 2.99 per cent as a general increase and a further 3 per cent, which is the Adult Social Care levy.

The approximately £9.7 million raised through this levy will be spent exclusively on services supporting the most vulnerable adults in our community. This only partially covers the additional costs arising in social care from

increasing demand and market prices.

The Budget papers show that while the Council’s finances are projected to remain in balance for the coming three years, this is only by using reserves set aside for this purpose and delivering additional savings. Challenges remain in the medium term, caused by falling government grants and increased costs and demand for services. To help the council in planning for the future, the Budget makes projections for the next four years, as this also helps to put saving plans into context. The Council is keen to plan and make contingencies for the long term, to avoid having to make in-year savings due to unforeseen circumstances.

Councillors were told that a significant amount of work is underway to ensure that the Council can continue to deliver the services people need into the future. Broad service areas have been identified where savings in future years will be sought and more information will be presented to Cabinet before the summer to give further detail.

A range of additional spending commitments are also highlighted in the Budget papers, including: Additional funding for the Children Adults and Health Department of around £7.7 million, over and above the Adult Social Care levy. This additional funding will help to meet

growing demand and particularly continue the investment in improving services for vulnerable children.

Care Leavers are set to benefit from Council Tax relief as well as a programme to promote apprenticeships.

The School Improvement Fund, which pays for interventions in schools to improve educational outcomes, will double, to £100,000.

An additional £25,000 will be made available to support the community voluntary service (CVS South Gloucestershire and the Volunteer Centre Partnership).

Reflecting the need for more housing, the Council will take action to incentivise landlords and homeowners to not leave properties empty. The 50 per cent council tax discount for homes that have been empty for at least two years will be removed.

The Budget also includes funding for a 2 per cent pay increase for staff. This is informed by nationally negotiated agreements, which are yet to be finalised. Pay restraint has meant salaries have been frozen or capped at 1 per cent for the past seven years. This move will cost the Council £1.9 million in 2018/19, but we want to recognise the excellent work and commitment of our staff in continuing to deliver for the people of South Gloucestershire, while acknowledging that there

are ongoing financial constraints on the Authority.

While the Budget is projected to be in balance next year, through the use of financial reserves, there will be shortfalls in future years without the delivery of further savings.

To meet these challenges, the Council will undertake further work to make additional savings and bring in additional revenue, particularly in relation to the Environment and Community Services and Chief and Executive and Corporate Resources departments. It will also look at whether there are further actions and services we can put in place now, to reduce demand in the future by finding alternative ways to support some of our vulnerable residents.

The Cabinet will consider these options and opportunities in detail when it is available before the summer. Any options that would have significant impacts on access to or delivery of services, or on staff, would be subject to public consultation and scrutiny by the council.

Leader of South Gloucestershire Council, Matthew Riddle, said: “I am determined, for the sake of frontline services, to move forward with a balanced budget.

Brooke’s blazing A FORMER pupil at Shield Road Primary in Filton is heading for Oxford University to study law.

Brooke Bindon, left, has received a conditional open offer and will take up the place as long as she achieves the required grades in her A-Levels in English Literature, History and Religious Studies.

She will be the first in her family to enter higher education, to the delight and pride of her parents Jon and Victoria.

Brooke, 17, a sixth-former at St Bede’s Catholic College, is a role model for her four younger sisters, whose ages range from two to 16, and for pupils at her previous schools, Shield Road and Henbury School.

She recently returned to Henbury School, where she studied for five years and became head girl, to talk to current students about her success.

“I loved being at Henbury School,” she said. “It felt like a community and the teachers were really good. It was because of the GCSEs I got there, and my predicted A-Level grades, that I was able to apply to Oxford. I was very lucky.

“I told the students not to think that only posh people and rich people went to the top universities. If you want it enough, and you work hard, you deserve to be offered a place just as much as anyone else.”

Brooke, who lives in Lawrence Weston, spent time on work experience in legal offices while at Henbury and at St Bede’s and decided to apply to study law.

“I am interested in history and politics. I’d like to use my critical analysis skills in a real world environment,” she said.

Have your say on local plan A drop-in session will be held in Filton this month to invite views on the South Glos Local Plan.

The Plan considers how the council can deliver the new homes and jobs that are needed, along with the infrastructure, services and facilities to support sustainable growth in the area up to 2036.

BTE Academy is top of the class BRISTOL Technology and Engineering Academy is officially the best state school in the former Avon area for 16 to 18-year-olds, according to the latest government statistics.

The academy in Stoke Gifford saw 44 per cent of its students score AAB or higher in at least two of the so-called facilitating subjects in their A Levels last summer.

But in addition, BTE Academy has achieved an outstanding Progress score in the latest tables from the Department for Education.

BTE Academy achieved a score of 0.28 in the 16 to 18 age bracket – higher than any other state school across Bristol, South Gloucestershire, North Somerset and Bath and North East Somerset. The figure is the best in South Gloucestershire and is only bettered by five independent schools based in the other local authorities.

BTE Academy is one of the country’s University Technical Colleges (UTCs), which focus on the STEM subjects – science, technology, engineering and mathematics. UTCs are sponsored by a university and by local employers who provide work experience and relevant projects for their 14-to-19-yearold intake.

“This is only our third year of

results and our first for students who have spent four years with us, so I am incredibly proud of the fact that the latest set of official figures confirm BTE Academy as being the best state school for 16- to 18-year-olds across the four local authority areas that made up the former Avon,” says Principal Rhian Priest.

“Part of the reason for our success is down to the specialist nature of our academy. We only offer A Levels in maths and science subjects, along with diplomas in engineering, computing and applied science.

These are the disciplines which are more than ever in demand from employers, and which will increasingly come to shape the UK’s skills-driven, technologybased economy in the years to come.

“Last summer well over half of our sixth form students achieved either an A* or an A in maths or further maths and every student progressed onto their first choice university or apprenticeship.

“These are challenging times, but I believe we have and will continue to meet the challenges before us. The plans approved today will mean that the everyday services we all rely upon will continue to be delivered and we have also made some additional commitments to support schools, care leavers and those looking for a home.

“I know that some will feel the squeeze of rising council tax, but while we continue to look for ways to be as efficient and cost effective as possible, we must find ways to replace the funding which used to come from Government and to meet rising demand for services.

“We are committed as a council to making best use of taxpayers’ money. Costs are

rising, but we are taking steps to keep them under control.

"The Dedicated Schools Grant (DSG) provided to the council

by Government for 2018/19 will be £202.446 million. Although on a per pupil basis, we are the lowest funded local authority, through the new National Funding Formula, the Schools Block (accounting for around 75 per cent of the DSG) will increase by £4.3m, which represents an increase that is significantly above the national average increase."

Residents will pay an additional £1 a month on the policing part of the council tax in Avon and Somerset to protect neighbourhood policing according to the area’s Police and Crime Commissioner Sue Mountstevens.

Crime Panel who scrutinise Sue Mountstevens and have the power to veto the policing precept decision. Local councillors and independent people on the Police and Crime Panel backed her decision to increase the police precept by £12 per year (for an average band D property).

Ms Mountstevens said: "I have been lobbying hard to secure the best possible funding arrangements for policing. The Government made it clear in December that an increasing proportion of policing costs will have to be met by local council taxpayers.

Members of Avon Fire Authority (AFA) have voted to increase the Fire Council Tax precept for 2018/19.

At a meeting on Friday 9 February, Members agreed a rise of 3%, which means the annual

bill for a Band D property will rise by £2.07 from £69.28 to £71.35.

Avon Fire & Rescue Service’s budget is made up by a combination of sources including local council tax and central Government grants. With funding received from central Government reducing by around 7%, savings of £1.7m have been identified in order to set a balanced budget.

Chair of Avon Fire Authority, Councillor Donald Davies, said: “All Members of Avon Fire Authority understand that even a small increase in the amount we ask for through council tax presents a challenge to some members of our community. As a result increasing our precept is never a decision we take lightly."

Cuppa for a cure Local charity BRACE (based in the Brain Centre at Southmead Hospital) funds world class medical research into the causes of dementia.

There aren’t many charities that do this which is one of the reasons that dementia research is woefully underfunded - for every £10 spent on dementia adult health and social care in the UK, just 8 pence is spent on the research to defeat it.

BRACE’s new campaign “Cuppa for a Cure” launched on February 16 and was held at St Andrew’s church hall.

There was a good turnout and £322 was raised through a very sociable couple of hours.

Brother and sister Grace and Jacob were the proud winners of the Decorate a Teacup competition and can be seen here with their prize.

Huge development at airfield gets rubber stamp From Page 1 which will ensure that all future development in the area will be carried out in a collaborative and co-ordinated way.

This framework agreement ensures the required infrastructure for the whole site is delivered at the appropriate time, in the appropriate location, rather than on a piecemeal basis on individual disparate sites. It will also make sure that access is gained between individual development sites within the New Neighbourhood, and ensure triggers for the timing and delivery of infrastructure, services and facilities. The endorsed framework plan demonstrates how access across the wider New Neighbourhood can be achieved.

The agreement identifies land in the Cribbs-Patchway area which will be developed

into a new neighbourhood creating approximately 5,700 homes, around 50 hectares of employment land, open spaces, schools, community facilities, a new railway station and a dedicated route for MetroBus. A Section 106 (S106) agreement linked to the Westgate planning application has also been signed by representatives from SGC, Airbus, BAE and YTL.

The Westgate application specifically covers the Charlton Road aspect of the proposed ‘North – South Public Transport Link’ on the former Filton Airfield.

Signing this S106 generates the first planning permission for the site, with consent issued for a new shared use path for cyclists and pedestrians, a new bus only access and installation of a CCTV

bus gate, allowing for direct north-south bus connections across the airfield to the San Andreas Roundabout to the north of the site.

Cllr Colin Hunt, Cabinet Member responsible for planning, said: “The new communities planned here will be well-connected with key transport and employment hubs.

A key feature of infrastructure identified on the former Filton Airfield plans is the proposed ‘North – South Public Transport Link’, which will provide a new bus link across the site connecting Merlin Road/Hayes Way to the north and Charlton Road in Brentry to the south.

This link will bring significant accessibility to large areas of Bristol’s North Fringe; providing a direct public transport link from the parts of northern Bristol south of the airfield to Cribbs Patchway and the Mall area.”

Council and footballers united in bid to end menace of Elm Park dog mess Filton Town Council and a youth football club have come together to urge dog owners to clear up their mess.

Coaches of the St Vallier team say they spend up to an hour before every game making sure there is no dog mess on the pitches at Elm Park.

They told Filton Voice that dog mess is discovered before almost every game.

On one occasion a dog owner allowed his dog to foul the pitch while a game was taking place.

The St Vallier officials say it is health hazard which can put some children off playing.

They say it also gives a bad impression of Filton and can mean games face being called off.

now and we cannot be in an environment which could lead to harm to a child.

"We do full searches of the pitches before games but we can't always spot everything.

"We want everyone to take responsibility and we are also encouraging the adult teams to raise the profile of this issue."

Mr Haynes said it can be very upsetting for a child if they slide in mess, meaning they have to go home immediately to get cleaned up. He said it can have a serious long-term effect on their continuing participation in the sport.

Filton Town Council, which is responsible for the fields, say that it is a real concern with up to 150 children each week playing football.

Council staff say the problem is often related to dog owners who arrive in cars and let their dogs run free then fail to clear up. Staff may consider providing bags for owners who have forgotten and they will continue to challenge anyone who does not clear up.

Cheswick residents urged to have their say on double yellows proposal for village

by Rebecca Day Double yellows lines have been proposed in Cheswick Village to deter “inconsiderate parking” on the estate.

Residents have until March 14 to have their say on the restrictions which are proposed in parts of Long Wood Road, Horse Leaze Road, Cow Barton, Hermitage Wood Road, Wider Mead, Barnwood, Great Copsie Way and Wallshut Wood.

The consultation, which can be accessed through South Glos Council’s website, says that the purpose of the scheme would be to prevent “extensive parking” caused by employees and contractors of the Ministry of Defence and also students and staff from the University of the West of England.

As reported in the November

edition of Filtonvoice, residents have been calling on the council to resolve the ongoing parking issues on the estate, which have included parking on bends.

But some residents say that installing double yellows is not the answer, and that a residents’ parking scheme would be a more suitable solution.

Cheswick resident Ben Clark said: “I think personally that the

proposals are a very lazy attempt to fix the issues and that they penalise the residents as much as anyone.

There is an easy fix that will help most people and that's a residents permit scheme but the council in South Glos are inflexible on their policy which I think is a shame considering that the problems are mostly caused by employees of the Government.

“The next best option is to limit restrictions to core working hours as that’s when the MOD workers cause the issues and most residents are at work.

“These are all better than blanket double yellow lines which impact on residents 24/7 and are seen as a money maker.”

Poppy Spens commented: “I have sent in a comment to South Glos about suggesting parking restrictions rather than double yellow lines so the restrictions could stop MOD etc but not completely stop residents having visitors.”

Nationwide delivery issue forces Filton KFC to close THE Filton branch of KFC was forced to temporarily close after a delivery issue caused the chain to experience chicken shortages across the country.

Following a change in their delivery partner from Bidvest to DHL on February 13, many of the fast food chain’s 900 UK branches began to experience problems with their supply of chicken.

As a result, more than 550 stories across the country were forced to temporarily close after they eventually ran out of chicken products, with experts estimating that the issue could cost the company up to £1 million a day.

Signs placed on the doors of KFC branches apologised to customers for the inconvenience of the closure, and explained that “a few hiccups” with the delivery of fresh chicken was to blame.

The Filton branch was forced to close on Friday, February 16. At the time of writing, a spokesman for the branch was unsure when it would be able to reopen, but KFC had stated that they expected the disruption to last for up to a week with some restaurants staying closed and others operating with a reduced menu or shortened hours.

Speaking to Filton Voice about the closure, a manager of the branch, who did not want to be named, said: “We served our last customer on Friday night at about 9pm, and have been closed since then.

“We are still waiting for a delivery of chicken to arrive, and our staff have been doing lots of cleaning to keep busy in the meantime.

“We still aren’t sure when we will be able to reopen at this stage.”

Although Filton is no longer one of South Glos's 'priority neighbourhoods', there was as feeling that much work is needed to be done to improve quality of life for all.

The meeting was addressed

by Katie Donovan of Southern Brooks and also Filton resident Alex Kittow, who runs a

similar development project in Southmead.

Residents were able to ask questions about how such a project would work in practice in Filton.

It is now hoped residents will get behind plans to set up working groups looking into the following: • Children, families and young people • Community life • Crime and safety • Green spaces • health and wellbeing • Housing • Traffic and transport • Training and jobs • Older people At a meeting of the town council, councillors agreed to sign up to a group each to spearhead the plans.

Author's inspiring tales for local children Children from Charborough Road and Filton Hill primaries met one of their heroes last month when acclaimed writer S F Said, the author of Varjak Paw, The Outlaw Paw and Phoenix, gave a talk to local schoolchildren.

The London-based author told the children how he began as an author.

He described how it was not alwasy easy in the early days, with publishers regularly rejecting his books.

However he was determined and eventually his first book, Varkak Paw - inspired by his own cat and telling the story of

a mysterious cats with amazing powers - was accepted for publication.

S F Said, speaking on his website, said: "I'd like to say a massive thankyou to Laura Walker and everyone I met from Filton Hill Primary, St Michael's Primary, Holy Trinity Primary, Baileys Court Primary and Charborough Road Primary for the amazing welcome they gave me when I visited them all.

"This was a really special visit, because it brought together around 360 children from five different schools in Bristol.

Many of them had read or were reading Varjak Paw, and the level of excitement around the room was just fantastic. Some of them could just not stop reading!

"I loved talking to them about reading, writing and books, and hearing all their inspiring dreams and ambitions. They had many brilliant questions too!

"It was a total pleasure to sign books for everyone who wanted them at the end of the day; you could really feel the buzz that the visit had created around reading! " Filton Hill deputy head Laura, who organised the event, said:

"All the children absolutely love Varjak Paw so we thought, why not get the author involved.

"We got in touch and thankfully he came down to see

us. It was a superb day with the children hearing how he was inspired to be an author and how he came up with his amazing stories."

Barber Mario in the running to be crowned A Filton barber has made it to the shortlist of a nationwide competition to be crowned the very best wet shaving barber in Great Britain.

Mario Parrinello, who works at The Filton Barbers on Gloucester Road North, will face razor sharp competition from fellow craftsmen near and far in his quest to win Britain’s Best Shave 2018.

The 43-year-old won the South West of England regional final in 2017 but narrowly missed out on a place at the national final as he finished ninth in the overall standings and only the top eight scoring regional winners were invited to attend.

He is now set to face-off against other top barbers in the South West of England regional final at Mike Taylor Education in Poole on March 6.

The national final will take place inside a boxing ring at Barber UK at the Birmingham

NEC on Sunday, May 20. Mario reckons his well-honed skills are a cut above the rest because he is constantly improving and updating his technique.

He said: “I got into barbering 24 years ago as a part-time thing, before deciding it was the career for me.

“Back then, I had plenty of hair and was always interested in styling and keeping it looking good. Since then, the hair has disappeared but the passion for the trade remains.”

And despite more than two decades of experience wet shaving, Mario insists modern technology has enabled him to stay current.

“I started shaving as soon as I opened my first shop and I’m self-taught. But even now, I’m always watching others on video, or nowadays on social media, to improve my shave,” he added.

Now in its fifth year, the annual competition, run by industry

watchdogs the British Barbers’ Association and premium male grooming brand The Bluebeards Revenge, is fast becoming the most coveted competition of the barbering industry.

Finalists must impress judges on a number of criteria, including shave preparation, razor technique, post-shave routine, health and safety and overall efficiency.

Nick Gibbens, spokesperson for The Bluebeards Revenge, said: “Each year we’re blown away by the level of talent out there, and this year we’ve had a record number of entries. What this shows is that competitions like this, along with the good work of the British Barbers Association, help to drive up standards in the barbering industry – that’s the overall objective.”

Research from The Bluebeards Revenge has even suggested that the humble barbershop could be the secret weapon in the fight back to save the

high street. Ninety-five per cent of men said they visit the high street to go to their barbershop or hairdresser, with the pub coming second on 76% and the restaurant/coffee shop third on 54%. The gym took fourth spot on 39%, while the bank was fifth on 35%.

From the 2,126 surveyed men living in the UK (carried out via email between December 12-17, 2017), 93% declared that they visit their barbershop or hair salon at least once a month.

Trevor Studd, director of the British Barbers’ Association, suggested that the ever-flourishing trend for men’s grooming was showing no signs of slowing down. He said: “Men are looking after themselves a lot more and have finally realised that the barber or a dedicated male grooming operation is the best place to go to get a decent haircut. There is also rising demand for hot towel shaves and beard trims.”

Britain’s best wet-shaver

Warning after £45,000 lost in phone scam Police are warning people in Filton to be on their guard following an incident in which a 74-year-old woman from the Avon and Somerset force area was duped out of £45,000 by a bogus bank worker who had called her.

The woman had been called by someone claiming to be from her bank.

They said that her bank account had been compromised and they needed to transfer her savings to a “safe account.”

She went into the bank on 2 February and made the transfer. When her son phoned her and she explained what had happened he immediately spotted it was a scam.

No matter what your age, everyone benefits from exercise. Getting children active from an early age can instil healthy habits that will last into adulthood.

Whatever stage of life you're currently at, there are plenty of different exercise options to try. Exercise doesn't just mean going to the gym or heading out for a run. It may be as simple as walking to and from the shops instead of getting in the car or getting off the bus a few stops earlier.

If you don't currently do any exercise, or haven't for a while, it needn't take much effort to get started. After all, doing some physical activity is better than doing none at all. 'We're risking our lives every time we cross'

by Rebecca Day Install a pedestrian crossing in Cheswick Square before a serious accident happens.

This is the call from 200 residents ­– many of which live in Cheswick Court retirement flats and Beaufort Grange care home – who are petitioning South Glos Council to install a safer crossing.

Ross Mackenzie, of Cheswick Court, set up the petition. He says that residents living in the homes – located opposite The Square – and young children, are at “grave risk” when crossing Long Down Avenue to get to the shops. Local businesses are also supporting the residents’ campaign.

Ross said: “Although the road has a 20mph speed limit, most vehicles ignore this.

“Many of the residents of

both homes are unable to walk very fast and are at grave risk crossing to the shops. This is also the case for young mothers with small children.

“As a consequence, the few shops themselves do not get the footfall to stay in business.

“Our residents feel neglected and let down by the lack of care

or consideration given to the elderly, infirm and young in this matter. Surely, a pedestrian crossing, or the present grey area marked in black and white, would be a small price to pay to protect vulnerable pedestrians.”

“This would also go a small way to regenerating the Square.”

Patrick Perry, a Cheswick Court resident, told the Filtonvoice: “Every time we cross that road, we are taking our lives in our hands.”

Jenny Wells, another resident from Cheswick Court, is partially sighted. She says that she often does not see traffic approaching, so a pedestrian crossing would be hugely beneficial. She said: “Do we have to wait for there to be an accident before something is done?”

Iffor Evans, also from Cheswick Court, said: “It’s meant to be a shared space, but no one ever really stops – some do, but the majority just don’t.”

hazardous and that many drivers “whip round” the corner at speeds greater than 20mph.

The petition has now been received by South Glos Council who says that it recognises that the residents have “genuine concerns”.

The council has proposed the following measures for the Square: • To undertake speed surveys in Long Down Avenue to gauge whether a speeding issue exists; • To investigate the installation of signs to make drivers aware that they are entering a ‘shared use area’ and that they should give way to pedestrians; • Request the police undertake enhanced levels of enforcement in Long Down Avenue; • If speed surveys identify that speeding may be an issue then further investigations will be undertaken to see whether additional traffic management measures are required in the Cheswick area.

A South Gloucestershire Council spokesperson said: “We recognise the petitioners' concerns about road safety and understand the resulting request for a pedestrian crossing.

"The installation of a new pedestrian crossing at this location would require significant resources and therefore we must ensure that any scheme can be fully justified and is appropriate.

Girls wow the judges at Colston Hall Inspiring, comprehensive, ambitious, articulate, eloquent and thoughtful ... these were just some of the words judges used to describe Orchard School students' campaign presentations at the Sharp Shotz final.

There were six Year 9 girls representing OSB, who made up two groups 'Star Emotion' and 'More than One'.

The girls addressed difficult issues such as sexual orientation discrimination and mental health - both of which are close to the hearts of our young campaigners.

They presented their campaign pitches at the Colston Hall in front of a high profile panel of judges, which included journalists from the BBC and Bristol 247, a filmmaker from Calling the Shots, and head of fundraising at Unseen charity.

The judges applauded Star Emotion - whose campaign

wanted to tackle discrimination around sexual orientation - for their ambition and vision for how big they wanted to take their campaign, which included putting posters and messages up in the Bearpit and teaming up with local organisations such as mental health charity, Off the Record.

More than One, who wanted

to raise awareness of mental health issues in young people among adults, were recognised for their passion and courage.

The judges liked how their campaign would involve mentoring, and holding forums to discuss mental health issues.

The girls were up against some tough competition and unfortunately missed out on

winning the final, but they were encouraged by the judges to pursue their campaigns.

Teams from Fairfield Secondary School in Lockleaze, St Bede’s in Lawrence Weston, Orchard Secondary School in Southmead and City Academy in Easton have been involved in Sharp Shotz since the start of the academic year, with hundreds of pupils applying to take part and three teams from each school selected to go forward.

Sharp Shotz, which has been running since 2013, is a partnership with IDEAL Community Action, Bristol Plays Music, FutureQuest, the BBC and the Animation and Film Department at the University of the West of England. Month to complete marathon challenge SOUTHMEAD Hospital Charity have set a running challenge with a difference – to run a marathon in 31 days.

Marathon in March enables people to run a marathon in their own time and in their own way – after work, at the weekend, at the gym, in the park or by pounding the streets of Bristol.

Runners will be clocking up the marathon distance of 26.2 miles over the 31 days in March and raise money for Southmead Hospital Charity’s Prostate Cancer Care Appeal or for a hospital department or unit of their choice.

Last year, the first year of the event, 40 people took part in Marathon in March.

Adrian Brown, Community Appeals Manager for Southmead Hospital Charity, said: “You choose your start line, finish line

and everything in between.

“Run in your local park, footpaths, favourite beach, up a mountain or even on the treadmill in the gym.

“You can run a mile a day or over a few weekend sessions. The miles will soon add up over the month and you can take a break whenever you want.

“You could also add a competitive streak to the challenge and ask your team at work, school or local gym/club to be involved and create a team page. See who can raise the most money, reach the target distance first or run the furthest.

“We’re also delighted to have the support of Bristol Rugby this year who will be holding a special session for fundraisers to do their miles around the Ashton Gate pitch.”

Read all about it: ex-pupils return to primary A local primary school has celebrated their highly effective reading programme by inviting former pupils back to spend a morning with current pupils.

St Teresa's Primary children were joined by a group from St Bede's secondary school who had gone through the Reading Recovery programme.

Reading Recovery helps children to accelerate their standard of reading and many St Teresa's pupils have seen the benefit in recent years.

The morning was part of Read Aloud, a month of events to increase awareness of children who struggle to read and to ensure they get the attention they need.

The event raises the selfesteem of these children by enabling them to celebrate their achievements in literacy and to become role models for others who are facing a similar struggle.

Organiser Ali Knight said: "At St. Teresa's we held a 'Reading Recovery Reunion' where some of our ex-pupils from St Bede's were invited to come and share books with current pupils from Year 1 to Year 6. Previous Reading Recovery teachers were also invited as well as Councillor Claire Hiscott. ''The event was a real celebration of what the children

have achieved and a wonderful opportunity for the older children to become reading rolemodels for the younger children.

"It was fascinating to see how pairs of children quickly warmed to each other and soon became totally engrossed in reading and chatting about the books with their new friends.''

A NEW mental health website called Mind You has been launched for children and young people.

As part of Children’s Mental Health Awareness Week, which ran from February 5 to 11, children from Abbotswood Primary School in South Gloucestershire were invited to help with the launch.

The new website www.mindyou. org.uk has been developed for children and young people to promote mental health and emotional wellbeing in South Gloucestershire and is a hub for important information and useful advice.

The resource features separate sections tailored for children, young people, parents and carers and professionals. It was funded by the South Gloucestershire Clinical Commissioning Group and developed by Public Health South Gloucestershire, with input from children and young people in the area.

Legion plans to recreate Great Pilgrimage THIS year, 2018, marks the Centenary of the end of World War One. The Royal British Legion, as the National Custodian of Remembrance, is planning a special event this year - the Great Pilgrimage 90, (GP 90).

People from every community in the country and from many other nations served in the First World War. On 8th August 1928, a decade after World War One, veterans and widows attended the Great Pilgrimage, visiting the battlefields of Ypres and the Somme and then marched to the Menin Gate.

This August, 90 years later, Legion Members will recreate the 1928 Great Pilgrimage. The public are welcome to attend to watch the Parade to the Menin Gate.

After the service the Great Square will host an afternoon of exhibitions and musical performances.

The Stoke Gifford Branch of the Royal British Legion, which covers Stoke Gifford, Little Stoke, Filton, Stoke Lodge and Bradley Stoke, will be attending the Great Pilgrimage 90. Local Councillors, Brian Allinson, Ernie Brown, Trevor Jones and Keith Cranney, have presented the Stoke Gifford Branch of the Royal British Legion with a grant from Member Awarded Funding, (MAF), to enable the local Legion Branch to attend GP 90. The Branch is very grateful to the local Councillors for this grant, which will enable the local community to

volunteering with the Branch!

She is the fifth branch volunteer to win this award since 2011.

Many thanks for compiling and delivering the Filton Voice each month.

It is the only way that we can find out about what is happening around Filton in one place.

The Voice is the first place we turn to when seeking Trade Services in our area.

Today I wanted to tell you that the three traders we have used have been excellent, reliable friendly and very efficient.

They are the Reliable Plumber, Dave Trimby Roofing Services and Painter & Decorator (Andy). It is great to be able to find someone local so easily.

The Regular Events section is also a great help when looking for a new activity. Many thanks for an excellent local publication, and it is free as well!

Have just reĂ d your article in this month's Filton Voice concerning parking, you have mentioned several roads but what about Boverton Road where, during the college core day, cars are parked on bends over drive ways and even both sides of the road on the short stretch before the roundabout.

Also what about Rodney Crescent where it can be extremely difficult to drive down.

It's just crazy where the students park. Now the college has got ANPR cameras it has be come even worse.

All the roads mentioned need controls, and also they need to repaint the double yellow lines from Boverton Road to the entrance of the college, and have traffic wardens perhaps patrolling during term time and booking a few who park where ever they want to drop off regardless of the traffic jam they

cause. The traffic wardens were around on Bank Holiday Monday in August asking the workmen to move their vans even though the road was closed for all the roadworks going on at the time.

The workmen moved there vans but said how often are they here. We said we have lived here for four years that was the first time we had seen them.

At least once a week would help between 8.30 and 9.30 might help but I don't think that will happen. Sorry it's such a ramble but that's my view on the parking my end of Filton Avenue.

Plastic wrappings are the real issue Re. Proposed smaller black bins for S Glos: One of the most significant recycling problems that is growing and not being addressed is - plastic wrappings round items ordered online.

Even small items usually

generate massive amounts of unrecyclable bubble wrap etc that must currently go in our black bins, and that dwarfs plastic bags and takeaway coffee cups in terms of bulk!

Please can individuals, campaigners, local authorities and the government tackle this issue. Online companies need to be supported to change over to recyclable wrappings, including using shredded paper etc.

Council adopts new health and wellbeing strategy A NEW strategy to help guide the council’s public health work for the next four years has been adopted.

The new Health & Wellbeing Strategy 2017-2021 outlines the approach that will be taken by the council and other organisations, which make up the South Gloucestershire Health and Wellbeing Board, to improving the health of everyone living and working in the area.

The Strategy sets out four key areas where the Board feel they can make most impact by working together: n Improve educational attainment of children and young people, and promote their wellbeing and aspirations; n Promote and enable positive mental health and wellbeing for all; n Promote and enable good nutrition, physical activity and a healthy weight for all;

n Maximise the potential of our built and natural environment to enable healthy lifestyles and prevent disease.

The Health and Wellbeing Board is chaired by South Gloucestershire Council Leader, Councillor Matthew Riddle and brings together local organisations with an interest in health: Healthwatch South Gloucestershire, NHS South Gloucestershire Clinical Commissioning Group, South Gloucestershire

Council, The Care Forum, Avon and Somerset Police and Crime Commissioner Office, North Bristol NHS Trust, Sirona care and health, and the Avon and Wiltshire Mental Health Partnership NHS Trust.

The final Strategy is the product of joint working in the drafting, followed by public consultation last year, which highlighted public agreement with the key priorities.

After consultation, it was clear that the public particularly endorsed the focus on tackling the issues that can lead to poor health, as well as on treating the symptoms of illness. Early interventions, such as raising understanding of, and aspiration to, good health in education was supported, as was the prioritisation of steps to protect and improve mental wellbeing.

TV antiques show to film at Aerospace Bristol ICONIC BBC programme Antiques Roadshow will be coming to Filton in May to film at Aerospace Bristol.

Fiona Bruce will bring a team of antiques experts here on Thursday, May 17 – so dust off your family heirlooms and dig out those car boot bargains and bring them along to get some free advice and valuations.

The Roadshow will be filming at the home of Concorde - Aerospace Bristol. The new museum celebrates the city’s historic links to the birth of aviation and the development of supersonic travel.

Power to the people: democracy in Filton Naomi Bibi, Town Council Support Officer for Filton Town Council, explains how the democratic process in Filton works, what exactly the Council does, and how YOU can get involved!

There are so many questions surrounding Town and Parish Councils: • What are they?

• What do they do?

• Who are the councillors?

• How are they appointed and what do they do?

• What about the Clerk?

• How is he or she appointed?

What is their role…?

This article will cover all of these questions and (hopefully!) provide useful and informative answers so that you understand better how your local Town Council operates, and more importantly, how you can get involved to influence its key decisions.

What is a Town Council?

A Town Council is a statutory body (an organisation that has been created by parliament), to promote the town (in this case Filton). It is the tier of government closest to the people, and its fundamental role is to represent the interests of the different groups within that community.

Within a Town Council there are a number of councillors.

Filton Town Council has thirteen in total: five in Conygre Ward, 3 in Charborough Ward, and 5 in Northville Ward. These are people just like you who stand for election to represent their community.

They are voted for, by the residents, and together form a corporate body to make decisions together. No one councillor can make individual decisions for the community.

Standing to be elected is voluntary, however, once voted on, councillors are obligated to attend meetings.

The Town Clerk takes instruction from full council and has the responsibility to implement council decisions.

Independent and objective, the Clerk will carry out research on

behalf of council and advise on matters raised.

The Chair of Council makes sure there are enough councillors present to vote on topics at meetings, declares meetings are open and closed, ensures all individual councillors are involved in discussions, and that discussions are kept to the point.

Not always an easy task!

What do we do?

Here at Filton we are responsible (have formal power) for many different things across the community. We have two allotments sites, (one of which we manage, the other has its own management committee).

We maintain bus shelters, street furniture, footpaths and verges.

We observe and comment on planning applications and Local Authority consultations for the Filton area.

We provide grants to local organisations. We are responsible for open spaces and recreation areas (Elm Park, Millennium Green, the play area, the skate park, the outdoor gym and Filton Community Garden).

We have, onsite, Filton Leisure Centre and swimming pool (along with the Pavilion, party room, snooker room, tennis courts, pétanque piste, softplay facilities, skittle alley and The Ratepayers Arms) all of which we are responsible for.

Filton Town Council also sets an element of the Council Tax you as residents pay each year.

This sum is calculated based on what was needed in the previous year, and what is estimated to be needed in the coming year.

How you can get involved You can stand for election as a councillor yourself, or you can identify potential councillors and nominate them for election.

Elections are held every four years, or called before that if a councillor steps down, moves

away, or passes away mid-term.

Sometimes where a vacancy arises and no election is called, a new councillor may be coopted onto council. This is when nominees are voted onto council by current councillors rather than the electors, as happened just recently with our latest Councillor.

Candidates must meet the required criteria to be a councillor, and that is: be a qualifying commonwealth citizen (not restricted by leave to enter or remain), an EU citizen, or a citizen of the Republic of Ireland, and be 18 years or older. They must also be on the electoral role in the Filton area, or in the 12 months prior to being elected lived in or worked in Filton, or live within three miles of the Filton area. Whether you decide to stand to be elected yourself or not, we would encourage you to vote to elect councillors who represent your interests. It is also important to know who your councillors are as you can then contact them with issues that directly affect you or your neighbours, and they can then raise these issues with full council to hopefully find a solution.

n NEWS Comedy, curry and music FiltonVoice is supporting an evening of music and comedy to help raise funds for the Dalit Women’s Mission in India.

Called the Comedy, Curry and Music Shebang, it’s on Saturday March 17 at Redcatch community centre, Knowle.

Brendan Bassett, minister of Victoria Park Baptist church, will lead a party office travelling to the city of Tenali in Andhra Pradesh.

All the money raised goes to the charity in India – not a penny will be spent on travel to India, or on the costs of putting on the entertainment, which has all been covered by generous South Bristol sponsors advertising.

The evening has been organised by Ruth Drury, the South Bristol Voice’s sales manager and daughter of Beverley Chapman, who is taking part in the trip.

Mobility scheme secures cash boost to continue work

Shopmobility South Gloucestershire is celebrating receiving £150 from the South Gloucestershire Challenge 2017 and would like to thank all those who raised or donated money to help all the charities involved.

Recently a number of South Gloucestershire Councillors have also used some of their Member Awarded Funding, (MAF), too, to help the scheme continue.

The service provides mobility scooter and wheelchair hire on a daily and longer term basis to help people who have limited mobility to retain their independence and to use the facilities of the centre and to access other services.

Vice Chairman and Filton Resident David Bell, welcomed the generous Challenge donation and the Councillor funding, saying: "This is great news and we are so grateful to all those involved in the South Gloucestershire Challenge 2017, and to councillors for their generosity. This will help us to continue this vital service for our users. The scheme's future is dependent on continued funding."

The Scheme has funding from Scooter / Wheelchair Hire and Donations and has had funding from funders such as South Gloucestershire Council, The National Lottery, Local Parish and Town Councils and other sources.

The service is based in Yate Library, and attracts users from all over South Gloucestershire, and beyond.

The first meeting to discuss setting up a local Shopmobility service was called 15 years ago, in 2003, by Keith Holloway from Thornbury, with the service starting in 2006.

Hundreds of people have registered with the scheme over the years.

If you have a South Gloucestershire Council Diamond card then you can use that on the service.

The scheme does an annual service users survey, and many users tell of how the service also helps them socially by being able to get out and about, and it helps with their health generally and also helps to reduce social isolation .

There have been many calls for increased opening hours.

UWE attracts applicants from wider range of backgrounds Latest figures from the Higher Education Statistics Agency (HESA) show that the University of the West of England (UWE Bristol) has increased applications from low participation neighbourhoods (LPN).

The report ‘Widening participation: UK Performance Indicators 2016/17’ published last month shows that UWE Bristol is above the sector average for applications from this group and ranks 35th out of 122 English institutions.

UWE had a young, full-time, first degree LPN participation percentage of 14.9% - against a standard benchmark of 12.5% and a locally-adjusted benchmark of 14.5%.

Findings show that students attending UWE Bristol from low participation neighbourhoods are as likely to achieve good degree

honours and good graduate employment outcomes as other students, but are more likely to drop out of their course.

The report indicates that a greater proportion of disabled students achieved good degree honours than non-disabled students, and satisfaction among students with specific learning disabilities was considerably higher than last year.

Applications and enrolments from Black and Minority Ethnic (BME) students are 7 per cent below the sector average, and are currently less likely to achieve good degree honours.

However, student satisfaction and graduate outcomes for BME students are very similar to those of non-BME students The proportion of female students at UWE Bristol has increased, but is still below the sector average.

Filtones Choir. Don’t like going out in the evening? At a loose end on a Wednesday afternoon? Ever thought of joining a choir? Why not come along on and exercise your lungs and challenge your grey cells with our friendly group of people who are The Filtones. We are actively seeking to recruit altos, tenors (gents or ladies) and basses to join our happy band. We sing four part harmony but ability to read music, although useful, is not essential as we supply CDs and MP3 files as teaching aids. We give afternoon concerts to elderly people’s clubs and societies around Bristol and two evening concerts in June and December from which we donate much of our profit to charities. Men in Sheds in Filton is extending its hours to meet demand. The DIY group, which aims to tackle loneliness and isolation among men aged over 50, operates from the Scout hut in Nuffield Grove, providing a space to socialise, build, share skills and drink tea. Men in Sheds Filton is part of a national movement, initiated by Age Concern Cheshire in 2009 and sustained by the UK Men’s Sheds Association. There are now over 200 “sheds” across the country, with many more being developed. The group runs every Wednesday, from 9.30am-12.30pm.
