Delays - but new Filton leisure centre now set to open in August 2023 EXCLUSIVE Filton's new leisure centre is scheduled for opening in August 2023, Filtonvoice can reveal. Due to increases in energy costs, likely reductions in income due to covid recovery and also other construction costs, there have been a number of delays with the project. Operator Active Nation presented to the council some alternative options for consideration on delivering the new facility, which involved delaying the project. Members discussed all options in detail and considered all the risks. At an extraordinary meeting held on May 19, it was resolved

to move forward with the option that: • Maintains the delivery of the new Leisure Centre in a timely fashion with construction starting in July 2022 and has the new Centre open in Aug 2023 • Presents a similar management fee to the other options, albeit recognising there are some additional costs, although these are less than other options. A council spokesperson said: "The Council considered other options open to them, however it was likely that the Council would incur higher costs than the option presented above.

"In addition there would likely be a delay to the development of the new leisure centre and the Council would be taking on greater risk. "With the global economy changing daily it was felt that a well-informed decision was needed rather than to delay a decision by waiting for further meetings. " Filton Town Council plans to hold an open session with press and public welcome. Plans, timelines and discussion on the rationale as to why the preferred option was chosen will be

available at this session. The date is to be confirmed. The town council, having faced several challenging years financing the pool, last year decided to outsource responsibility for running the sports centre to Active Nation. Funding for a wholesale revamp of the Elm Park facility is planned to come from a £4.45 million loan, taken out by the council. Once Active Nation is up and running, revenue would be returned to the council to service the loan.

Health battle doesn't stop Paul putting others first A Filton resident who was given six months to live three years ago has won an award for going above and beyond for others. Paul Channing, who lives at Springfields Extra Care scheme off Gloucester Road, dedicates lots of his time making sure everyone is happy at the Bristol home. He arranges lots of social events and does regular errands for people on the scheme. Housing Association LiveWest launched its Kindness Competition to celebrate those incredible people who are supporting others and those going above and beyond in their community. Paul, 76, said: “We’ve all had a rough year, so you’ve got to do something for them. It’s getting residents out of their flats and into the community rooms. “I write everything in my diary because I’ve got to take people to hospital appointments

as one lady has got to go regularly so I take her in my car as a taxi is expensive for them. So, I do it because I want to help out. “That’s how I was bought up - if somebody is in the gutter, you help them out of it. It makes me feel a lot better because I have a few illnesses, so it saves me thinking about it and they all really appreciate it. “I don’t want their money or anything, just as long as they say thank you that’s the main thing.” Paul struggles with his own health issues and three years ago he was given just six months to live. So, he tries to grab every opportunity and give them to others. Paul said: “Sometimes I have to go into hospital and get sorted out, but it isn’t about me. I like to be very independent and treat myself if I can. “I get a lot of pleasure out of seeing other residents smiling

and laughing as well as joking around with a crowd. "I didn't even know about the competition but I think it's great LiveWest has run it because hopefully, it lifts people's spirits up so it's very good." Scheme manager Dee Griffiths nominated Paul because of his efforts to bring a smile to others despite his own health battles requiring him to need hospitalisation. But for Paul, he enjoys doing things for others because it keeps him busy. Even though Paul is one of the newer residents, that doesn’t stop him from getting stuck into organising some fun activities. He likes to keep himself busy by arranging bingo sessions, regular coffee mornings, music evenings and line dancing evenings. He is also the chairman of the resident social committee and helps to fundraise so they can do more social activities. Paul said: “So we've our

committee going now for residents, we meet once a month and we have a chat and then we put it to the resident, what they want, they make certain decisions. And then we try and comply with what the wishes are. We try and fundraise so residents can do what they want. “The residents tell me to slow up and rest. But they come and knock on my door and say they have a problem, so I try and help them out.” Paul is very supportive towards helping others out. He said: “Dee’s been there for me and she’s always there for me to talk to her and help sort myself out. I talk to her about what we can do, and we can go from there. “She tells me I’m doing too much but you’ve got to do it, haven’t you?” Scheme manager Dee Griffiths said: “Paul helps other residents by taking them to GP appointments, for their COVID

and flu jabs, taking rubbish to the tip for other people, getting shopping for them and he generally has a 'can do' attitude towards other people. “He really supports his fellow neighbours in this community, even dismissing his own problems, making them second to other people’s struggles and difficulties. “Paul is loved by pretty much everyone and really has made a huge difference by his kindness to so many people at Springfields.” Springfields residents' bus stop concerns: Page 7

Extra walk to new bus stop will be too much for us by Shane Gibson Springfields Extra Care Housing is home to over fifty residents, many of whom have reduced mobility and so rely on public transport. At the time of writing the nearest bus stop to Springfields Extra Care is close to the corner of Springfields and Gloucester Road North. However, South Gloucestershire Council has plans to remove this bus stop and replace it with another one, 50 yards further south on Gloucester Road North. Resident Paul Channing is seeking answers to why the Council is taking this action, having had no direct consultation with residents. He said: “We had suggested that maybe they could make it a layby, but the response was that if they did make it a layby, bus drivers would be confused and struggle to get back into the traffic. “We have a committee here, and as a committee we have said to the council that you will be isolating people here. There are people here who need to attend hospital appointments but will no longer be able to get there. “I will be delivering a letter to South Gloucestershire Council's offices by hand.” Residents at Springfields are united on the problems with moving the bus stop. “The Council have claimed that this will relieve pressure on the traffic, but all they will be doing is moving the congestion along the road,” Paul said.

Liftoff for new CEO at Filton aerospace museum The home of Concorde has a new captain at the controls, as Aerospace Bristol welcomes Sally Cordwell as its new CEO. She becomes only the second CEO in Aerospace Bristol’s history, replacing Executive Director, Lloyd Burnell, as Chief Executive of a museum that, since opening in 2017, has established itself as one of the region’s most popular visitor attractions, an award-winning school visit destination, and a leading events venue with Concorde as its star attraction. Anger over burnt-out van abandoned since March by Shane Gibson On March 10th, a white 2017 Volkswagen van was set ablaze on Filton Avenue. At the time of writing, 69 days have passed since then, and still the charred husk of the vehicle remains covered in graffiti and being used for fly tipping. Filton resident Nicola Hares says she has hit a brick wall in trying to get it removed. “Two months later the shell of the van is still on the road, it has been graffitied on, rubbish has been dumped in the front and back, it is taking up parking spaces and is partially blocking the road,” said Nicola. “Myself and a number of my neighbours have been in touch with the council to try and get it removed but they cannot seem to help. We are sick of having this burnt-out van just left on our doorstep!” Filtonvoice contacted Filton Town Council, who informed us that they had received a number of reports from the public, but this was a task that fell under South Gloucestershire Council's authority. South Gloucestershire District Councillor Adam Monk said: “I can confirm that the reason for the delay was that the team were conducting various checks before they could remove it. "A notice was put on the vehicle on Tuesday, 17th May. If the registered keeper does not come forward by next week it will be removed." The vehicle has the registration GJ67FNK and is currently taxed until August 1, 2022. The GOV.UK website has

Our two streets have 30 potholes but nothing is by Shane Gibson Branksome Drive and Branksome Crescent are typically quiet streets in Filton, but for now, their most defining feature is the potholes. A quick look at Branksome Crescent on Google Maps will allow you to see how bad the conditions of the road surface is, heavily littered with potholes and scarification from underground works. Local resident James Oldland, pictured opposite, has had enough of the potholes and feels that something needs to be done. He said: “The road surface is in a terrible condition full of potholes with at least 30 potholes on Branston Crescent and Branston Drive combined. "You have to weave at points whilst cycling to avoid the potholes and when driving you can certainly feel it. "Neighbours have told me that

being done about it their cars have been damaged because of the potholes.” “Scarification from previous utility works is severe. I have spoken to a lot of residents, and they say that the roads have not been resurfaced for at least 20 years. "I do not think it should have got to this stage. It looks terrible, its not good to drive on, its not good to cycle on, it is not suitable for any road users. And from what I understand, neither Branksome Drive, nor Branksome Crescent are accounted for in the upcoming budget for the next lot of road resurfacing.” James attended a Filton Town Council meeting with the intention of getting both roads up to an acceptable standard. “The reason for me going to the full council meeting was to bring up the roads, I brought it to the council’s attention, two

weeks prior, I and a neighbour Katherine Wilson attended a previous meeting. "It was Chris Wood who checked on his system and revealed that neither road was in the budget.” Sharing the outcome of the meeting, James said, “The message we got from Filton Town Council was that whoever shouts loudest gets it done. They were not suggesting that that was how things should be, but it was their opinion of South Gloucestershire Council.” Labour councillor Adam Monk, said: “The blame really should go to the opposition. They should be aware of this problem and looking after the roads before they get into this state. "I will be speaking with Toby Savage and other relevant members of South Gloucestershire Council on this topic shortly.

Ring road in Filton next for more cycle routes Walkers and cyclists in Filton are set to benefit from safer routes to schools, work and local amenities thanks to a share of £389,500 of new funding from the West of England Combined Authority. Three routes set to benefit from the new funding: • Filton roundabout to the MoD along the A4174 ring road, pictured. • Keynsham Road (connecting the Bristol and Bath Railway Path at Bitton Station to Keynsham Train Station) • Grovesend Road to Gillingstool, Thornbury The funding, which has been awarded to South Gloucestershire Council by the West of England Combined Authority, will allow further work on all three schemes, including design work, and help develop Outline Business Cases for additional funding. This adds to almost £9 million of investment

in walking and cycling routes by the council over the last three years. West of England Metro Mayor Dan Norris said: “If you’re popping to the shops, going to work or school, I want more people to think walking or cycling is the obvious choice. The improvements in Filton and Thornbury have been identified through the West of England Local Cycling and Walking Infrastructure Plan, and the council has been working with local stakeholders to identify options for improving walking and cycling routes along Keynsham Road. These routes have been chosen because they are already popular with people accessing employment, schools and other transport options. However, upgrades are needed to bring them up to a standard that will enable people of all ages and abilities to safely cycle and walk along them. This work is part of the council’s commitment to tackle the climate and nature emergency and support more people as they switch to using more active travel methods to get around. South Gloucestershire Council and Bristol City Council have also been consulting on proposals to improve walking and cycling routes in Filton and Brentry as well as proposals for relocating

two existing bus stops on the A38 to improve traffic flows. These areas are expected to see significant development in the coming years including: • The opening of the Brabazon Arena in 2024, delivering a music and entertainment venue • The Cribbs Patchway New Neighbourhood (CPNN), which will see a major new mixed use community including the re-development of the Filton Airfield site. South Gloucestershire Council and Bristol City Council are proposing a traffic management system to keep the transport network running smoothly as well as improved walking and cycling routes in the following areas: • Charlton Road, between Pen Park Road and Charlton Mead Drive. • The A38, between the new CPNN access and the Filton roundabout. • Filton Avenue, between the A38 and the A4174 Avon Ring Road. • A4174 Avon Ring Road, between Filton Avenue and Concorde Way.

Filton Town Council Putting Filton's shopping areas on the map Filton's shopping areas could be enhanced with a Creative Map entitled ‘Celebrating Filton’ to display in notice boards in the town, funded by South Glos Council. Lianne Price from South Glos Council outlined the plans at a meeting of the town council in May. The plan would have the objectives of: • Linking the High Streets/shopping areas together (predominately our designated High Street areas - Church Road, Gloucester Road North and the Shield Retail Centre – but we would also endeavour to incorporate Conygre Road and the bottom of Northville Road). • Supporting the restoration of civic pride by celebrating what there is to offer in those areas and nearby, including heritage, community points and green spaces. • Form part of a ‘wayfinding strategy’ to help visitors navigate and residents explore the areas. • Adding art, colour and inspiration to areas of deprivation and in need of regeneration. The council noticeboards would also be replaced if necessary as part of the project.

Northville Road and are seeking the Council’s permission to display the Creative Maps (which would have the South Glos logo) in these boards (at least one side of the board), on a long-term basis. South Glos would pay for the artwork and printing. The aim is to have this completed during the summer holidays 2022, or earlier if possible. Legion in appeal for Filton Poppy volunteers The Royal British Legion Poppy Appeal in Bristol and South Gloucestershire is seeking the help of Filton and Horfield people. The Poppy Appeal locally normally raises over half a million pounds a year, but we need more people to volunteer to help organise collections at local venues, such as local supermarkets. The RBL has vacancies for a Poppy Appeal Organiser at ASDA Abbey Wood, (which normally raises £14,000) and ASDA Patchway (which normally raises £19,000). Organisers would love more help to ensure that they continue to raise the money. The Indian community which calls South Glos home An exhibition and films which capture and celebrate the stories of people from India who now call South Gloucestershire home were launched at a special event at Aerospace Bristol in Filton. ‘This is your Heritage: Stories from the Indian Community in South Gloucestershire’ features an introduction video that provides a fascinating glimpse into the lives of South Gloucestershire residents with Indian heritage. Exhibits will be at the museum until June 2 and also at Filton Library in April next year. The introduction video features some of the people who have kept their culture and traditions while embracing life in South Gloucestershire www.youtube.com/ watch?v=aNEnIGObRWY The exhibition forms part of a pilot project which encourages people from the Indian community to share their experiences of migration and work with local museums to gather and document their oral histories. South Gloucestershire Council and partners South Gloucestershire Race Equality Network, Avon Indian Community Association, South Gloucestershire Museums Group, and Yate Heritage Centre (Yate Town Council), secured Arts Council National Lottery Project Grant funding for the project which runs over the next 12 months, at museums and libraries across the district. Chair of South Gloucestershire Council, Cllr Ruth Davis said: “This wonderful project recognises the important and valuable contribution that the Indian community make to life in South Gloucestershire. Sharing the touching stories of the people who made the journey from India to come and make new lives here is important and it contributes to the wider social history of our area. It is right that we celebrate the diversity within our communities, and it’s fantastic that this enables people from our Indian community to step forward and share their stories.” South Gloucestershire Council’s Heritage Champion, Cllr Steve Reade said: “The

vibrant Indian community here in South Gloucestershire is an important part of what makes our district such a wonderful place to live, and why we are so proud of our shared British identity. This project captures and presents the fascinating journeys that have brought individuals and families to settle here, and this social history plays a fundamental part of making South Gloucestershire the place it is today. n MESSAGE FROM SOUTH GLOUCESTERSHIRE COUNCIL

Improving our highways network SINCE 2019, South Gloucestershire Council has committed a record £174 million towards improving our highways network. This is a figure we are committed to building on, and ensuring the impact benefits as many people as possible in our communities. This doesn’t just mean we are investing in roads used by cars, but also cycleways and footpaths. It includes significant transport infrastructure that supports public transport and sustainable forms of travel, as well as improving public safety. Earlier this year, we announced our plan for more than £10m of road maintenance and infrastructure schemes, with resurfacing works to roads

across our various communities, increased investment to tackle potholes, brand new EV charging points and improving junctions and bridges. I am delighted that this month, we have also announced plans to further this investment with an additional £1.2m set to go towards further resurfacing and maintenance works as well as a £1m investment into metrobus infrastructure. This will provide a massive boost to our ongoing efforts to keep our area moving, whether people are driving, walking, cycling or taking public transport, with next steps to confirm which roads will feature in the updated programme expected to happen in the coming weeks.

It is important to us that residents can look out of their front door and be proud to call South Gloucestershire home, and we know that the condition of our local roads is an important factor in the image our communities have in the eyes of residents, so it is great we can continue to invest in this top local priority. As with everything the council does, it is guided by the priorities of local people. Developments like Brabazon are vital for our area

ast week we returned to Westminster for the state opening of Parliament and the Queen’s speech, it reminded me of how fortunate we are to live in a democracy, a free country and we should never take it for granted. Particularly, given the terrible events which are ongoing in Ukraine. While the Queen’s speech was delivered on this occasion by Prince Charles, this in itself emphasised and reminded us of the role Queen Elizabeth II has played as our head of state over the last 70 years, her whole life dedicated to the service of our country. We hope that Her Majesty will be able to participate fully in the forthcoming Platinum Jubilee celebrations in June. On Thursday, May 19, I spoke in a debate on NATO and national security, in which I highlighted the importance of maintaining our sovereign defence manufacturing capability

and investing in our armed forces which is vital to the long-term security of our country and maintaining local aerospace and defence industry jobs. Last week I visited the exciting development at Brabazon produced by YTL, a brownfield site utilising the old Filton Airfield to build a comprehensively designed community with amazing transport infrastructure, industry and community hubs being at the heart of the design of the new development.

Many families have already moved in and have generated an incredible communal atmosphere and I am sure that the additional residents who continue to move in will add to this community spirit. Developments like this are integral to the sustainable development of our nation in order to provide the housing, green spaces, transport and industrial premises that our area deserves. Brabazon will have the largest park built in the South West since the Second World War, the 3rd largest concert arena in the country behind only the O2 and Manchester Arena, around 10,000 new homes and a new train station to serve the community, all of which will be a real asset to our area. On Friday, May 13th, I held my regular surgery for local residents. I often hold these in community hubs across our area.

Most recently, this was held at Almondsbury Community Shop on Church Road in Almondsbury where I met a number of residents who had requested a meeting with me to discuss their particular concerns and situations.

n MESSAGE FROM AVON & SOMERSET PCC

Housing project will help reduce reoffending LAST month, I celebrated one year since local people elected me to be Avon and Somerset Police and Crime Commissioner – and what a year it has been. I’ve enjoyed every single day, week and month since being elected in May 2021 and over the last few weeks I’ve been reflecting on the achievements of the last year, including the publication of the Police and Crime Plan, the appointment of Chief Constable Sarah Crew and the increase in the policing part of the council tax, following a successful consultation with more than 5,600 responses from local people. With the support of the Office of the Police and Crime Commissioner, we secured over £1 million in funding for independent domestic violence advisors and sexual violence advisors, as well as over £100,000 of additional funding for sexual violence and domestic abuse services. I also supported the launch of

the Identifying Disproportionality in the Criminal Justice System report, and I have become the Association of Police and Crime Commissioners’ national lead for economic and cyber crime. There’s still plenty of work to be done, including continuing to ensure the new chief constable is delivering efficient and effective policing; meeting with local people and partners – particularly residents in rural areas – to hear about their policing concerns; and progressing work on the national economic and cyber crime portfolio. I’m very much looking forward to the year ahead and seeing what can be achieved. I work with many local agencies to prevent and reduce reoffending across our force area. Recently, I was lucky enough to see an innovative scheme in Gloucester that aims to reduce reoffending by giving prisoners a chance to learn new and transferable skills.

The scheme sees prisoners released on temporary licence from Leyhill Prison help build affordable, eco-friendly housing pods that will be situated on “meanwhile sites” – land which is temporarily available before being put to another permanent use – across the south west. The modular housing – which has a minimum lifespan of 60 years and is easy to relocate – will provide accommodation for prison leavers, refugees and those at risk of homelessness, and refuges for domestic abuse victims. As well as providing prisoners with skills that will help them find jobs when they leave prison and settled accommodation, which can reduce reoffending by up to 50%, prisoners will also be paid for their work, which could contribute towards a housing deposit or rent. The pods also help alleviate the lack of affordable housing and have eco-friendly features including a solar-powered heat pump and

However, the programme needs support, especially more permanent or temporary sites that will allow more projects to be rolled out. So I want to hear from councils and landowners who have meanwhile sites where six housing pods could be located for six years. Rovers' magnificent 7-0!

Life-long Gashead IAN PROBERT is still in a daze after watching his beloved Bristol Rovers pull off an end-ofseason miracle at the Memorial Stadium. He reckons his lucky boxer shorts made the difference. So Rovers snatched promotion during the last five minutes of the final, crazy, surreal and utterly bonkers game of the season. It was, to misquote one notorious TV football pundit, unbelievable, Joey. The 9,500 Gasheads who manage to get tickets at a sold-out Mem witness what’s being hailed worldwide as the greatest turnaround in football history. Days later, many of us are still trying to make sense of as absurd a game as you’ll ever see. All - all - Rovers have to do to clinch automatic promotion to Division One against lowly Scunthorpe is to win by five goals more than Northampton, who are at Barrow. Oh, and have I mentioned that as late as New Year, Rovers were in 17th place in the league? Along with friend Simon and his teenage son Alfie, I have managed to get one of the last remaining tickets, for the open terrace normally reserved for away fans. Long before 3pm, the terrace is packed with fellow Gasheads, many clad in blue and white shirts and basking in afternoon sunshine. Across the other side of the stadium I can just make out mates fortunate to have tickets for our regular patch in the West Enclosure. ‘We’ll be easy to spot,’ they quip smugly, ‘We’ll be wearing Rovers shirts.’ I’m not superstitious but I’m wearing the lucky blue boxer shorts I’ve worn to every game since January. I’ve yet to see Rovers lose since then, so the result is never in (much) doubt. A good hour before kick-off, Rovers’ anthem Goodnight Irene rings out from all corners of the Mem, loud enough to be heard in far-off Redland. But early signs aren’t good and home fans can’t help becoming slightly muted as they learn Northampton lead 3-1 at half-time. The Gas lead 2-0 but now have to score a hugely improbable total of seven goals without reply. That is something they’ve not done since 1964 – about as likely as a three-legged Weston donkey winning the Grand National. All around me, anxious fans spend almost as much time checking phones to track the score at Barrow as they do watching the game unfold in front of them. Amazingly, after the break, Rovers go on a five-goal spree but not until Aaron Collins scores the sixth on 79 minutes do I dare let hope give way to expectation.

Then, with five minutes remaining, Elliot Anderson pops up to head the seventh. An influx of fans on to the pitch prompts the referee to threaten to abandon the game and it seems an age before the game resumes. And come the final whistle, comes more pandemonium. Goodnight Irene gives way to chants of ‘We Are Going Up’ as blue smoke fills the sky over the Mem. Thousands of fans (some of us old enough to know better) charge on to the pitch in celebration and hoist manager Joey Barton and players on to shoulders. Close by, a mum is in tears and at pitchside Aaron Collins weeps in joy as he is embraced by his family. He kindly breaks off to sign Alfie’s Rovers shirt. Collins cements his place in Gas lore when he is seen hours later still in full kit and beer in hand, atop a traffic light outside the Royal Oak. You don’t get that in the Premiership. Gloucester Road is brought to a standstill as Gasheads empty from the Mem for an evening of jubilation. The destination for me and friends is our spiritual pre-match venue The Annexe for a pint or three and a lengthy evening of increasingly incoherent post-match analysis. A crazy, unforgettable day and a barmy result, certainly - and still unbelievable, Joey. • The author has been going to Rovers games since age six in 1969. His partner and their daughter suspect he needs psychiatric help!
