News We’ll ‘fight for Filton’ says new council chair Filton Town Council has elected Rikki Teml as its new chairman for what will be the final 12 months before next year’s elections. The Conygre Independent councillor has told Filtonvoice the Ratepayers Arms - which has a 12-month deadline to break even - enjoyed a successful April and that challenges ahead would include “fighting for Filton” as the airfield plans develop. Outgoing chair Darryl Collins was appointed vice-chair. Cllr Teml said: “I am humbled to have been voted in as chair of Filton Town Council. I would like to thank Darryl Collins for the
great job done over the last year and look forward to continuing to work together as Darryl was elected as Vice chair. “I am pleased we are progressing with the playground project and outdoor gym. This is thanks to a lot of hard work from the council staff along with various grants. “Along with this and the Community Garden, Elm Park is delivering on its Fields In Trust status. “Sadly the MUGA has gone on the back burner slightly as funds have been prioritised for the playground as this is something we were able to deliver sooner. “The MUGA is still in our plans and the clerk continues to apply for grants as we recently did with the new homes bonuses. “As has been well publicised we have set a deadline for the
Ratepayers Arms to break even. Julie and the team are positively working towards this and have had a very successful April already with further plans in the pipeline to increase the numbers of patrons. “We have lots of challenges ahead with the airfield development and we will continue to fight for Filton during all the consultations. “We will also I am sure feel further effects from the national government cuts which in turn hit South Gloucestershire and then ourselves. “Finally I hope that during the final year of this council that all councillors continue to work together as we approach the elections in 2015 and keep any political arguments out of the meetings so we can work for the good of the community.”

By Rebecca Day Edna Shopland is one of the thirty-seven unsung heroes to receive an award at the Chair’s Community Awards. The awards recognise the “outstanding contribution” South Gloucestershire residents have made to their local communities. Edna, who was president of the former Filton Women’s Institute for over 25 years, was recognised for providing opportunities for members to come together and socialise through themed monthly gatherings, day trips and breaks. Edna is now supporting a local ladies’ club at Eden Grove Methodist Church, where women meet once a month. She said: “I’m very delighted

Concorde Park is the preferred name for the development of 2,750 homes, three schools, open spaces and two museums earmarked for the 365-acre airfield from next year. More than two-thirds of survey respondents plumped for the name, which marks the airfield’s reputation as the birthplace of the world’s first supersonic passenger aircraft. A spokesman for owners BAE Systems said: “The name is proving more popular than

A planning application is expected to be submitted to South Gloucestershire Council later this year. “To keep residents updated on the plans, we held a series of consultation events. News Filton Town Council round-up Play park, youth council and dog mess up for discussion Play park The town council will divert £15,000 originally earmarked for the MUGA project towards surfacing work for the new play park at Elm Park, it has been decided. Councillors felt the play park work needed to be done as a matter of urgency with summer approaching. The original new homes bonus funding for the project covered equipment but not surfacing and it was felt that with discussions ongoing over the MUGA (multi-use play area) the priority was the play park. The £15,000 came for ‘106 funding’ which is money given to the council by developers of large projects in the local area. The MUGA 106 money will hopefully be replaced in future 106 arrangements.
Youth Council Members of Filton’s Youth Council told councillors that their work in the past year had focussed on anti-bullying initiatives. This included work with filmmakers to produce a short film highlighting the issue, with Filton

youngsters taking roles in the production. Five members of the group, pictured above, addressed councillors and delivered a presentation on their work. Green Dog Walkers Councillors indicated they wish to support an initiative to
improve the problem of dog mess around Filton. They heard a presentation from Roger Poole of South Glos Council which outlined the ‘Green Dog Walkers scheme. Dog walkers who sign up for the scheme wear a green armband and pledge to always clean up, always carry doggie bags and always offer a bag to other dog owners. Mr Poole said the scheme had been highly successful in other areas as it made dog owners more aware of their responsibilities. Councillors said they were impressed and would be keen to take it forward for Filton. Mr Poole said the scheme needed the support of a body such as the council to make it work.

News Shop and flats bid for old pub by Rebecca Day Filton’s King George VI pub at the junction of Filton Avenue and the ring road could be turned into a retail unit with four flats above, according to a plannig application submitted to South Gloucestershire Council. The pub has had a difficult last few years and has been closed for several months now. The application by C Brewer and Sons of Eastbourne proposes one retail unit on the ground floor
with flats above and parking spaces for the residents and customers. A statement by the architect describes the King George VI as a “failed” public house. They say the outward appearance of the building will remain as it is now with access to the rear for the flats. No one from C Brewer and Sons was available for comment on the developments at the time of going to print.
Air ambulance charity marks sixth birthday Staff and volunteers at Great Western Air Ambulance are celebrating the charity’s sixth birthday. In honour of the occasion pilot John Rigby and critical care paramedic Mike Page posed for a picture with the critical care bear. Since the first call-out on June 3, 2008, the team has attended 12,795 missions, of which 3,660 were by helicopter and 9,135
by one of the rapid response vehicles. GWAAC fundraising manager Emma Carter said: “We are thrilled to be celebrating our sixth birthday. “I want to say thank you to everyone involved with the charity since we launched for their hardwork and dedication. “The number of missions we have attended since 2008 show just how crucial the air ambulance is.”

Community festivals put the fun into enjoying a healthier lifestyle by Rebecca Day Improving life expectancy through leading a healthy lifestyle was the main focus of two festivals held last month as part of the Staying Alive project. The Eat Well and Get Active festivals were organised by With One Voice Partnership – a collaboration between Orchard School Bristol, Filton Avenue Infant and Junior Schools, Upper Horfield Community School and Fonthill Primary – to highlight the benefits of eating healthily and exercising regularly. Hundreds battled the wind and rain to join Orchard School Bristol on May 10 for the Eat Well festival – a day of
celebrating healthy eating and food within the local community. Those in attendance were treated to live cooking demonstrations from the school’s caterers, as well as local businesses, including Maniks restaurant on Gloucester Road North. Other stalls included The Chilly Man and Brandon Trust – to name a few. There was also live music performed by Orchard School pupils, face painting and gingerbread decorating. One of the day's highlights was an attempt to set a world record for creating the most diverse fruit salad containing the widest range of fruits from across the globe.
The Get Active festival was held the following Saturday, May 17, at Filton Leisure Centre in conjunction with Filton Town Council. The With One Voice Partnership and Filton Working Together took over Elm Park’s community centre, Filton Leisure Centre and St Andrew’s Youth Centre to bring together a festival dedicated to getting active. The event aimed to help the community in north Bristol discover sports on offer in the area, giving people the opportunity to have a go. Local clubs showcased their sports facilities and offered taster sessions.

‘Challenges’ for hospital team in site’s first weeks by Rebecca Day The new Brunel building at Southmead Hospital, pictured right, is now officially open, but its launch hasn’t come without some criticism – and seagulls dropping stones on its roof. Last month, the North Bristol NHS Trust came under fire as a number medical staff said they were to leave their jobs due to lack of parking at the new site. The hospital was also forced to cancel 180 operations as the theatres were unfinished. And several days after its official opening, seagulls dropped stones onto its glass roof causing it to smash. However, Andrea Young, chief executive of the trust, says that feedback has been “positive” and that many are enjoying the benefits of working and being cared for at the new hospital. She said: “The last few weeks and months have been an unprecedented time for everyone and I would like to pay tribute to our amazing staff and volunteers who have worked the extra mile. “We have had some teething problems around getting our theatres up to the standard we want which has resulted in us rescheduling a number of planned operations. I’d like to offer sincere apologies to those affected and assure them that their operation will be rebooked as quickly as possible. “The Brunel building gives us our greatest opportunity to truly fulfil our potential to provide exceptional healthcare, that’s personally delivered.”
The move into the new building saw 540 patients transferred from the old wards at Frenchay and Southmead into the new hospital. Moving the patients involved the use of an RAF ambulance vehicle to transport some of the patients from the Frenchay Hospital intensive care unit. The South Western Ambulance Service Foundation Trust (SWASFT) was also involved in transferring 288 patients. The £430 million building opened its doors on May 28. The accident and emergency department moved overnight on May 19 and was operational from 2am. By autumn 2015, bosses have pledged that around 2,700 parking spaces will be available to staff. In the meantime, the trust is managing with some on-site and off-site park-and-ride facilities, as well as informing staff about alternative ways of getting to work. Simon Wood, director of facilities at the trust, said: “We accept this is a challenging time for some staff who are moving from Frenchay to Southmead, requiring staff to re-plan their journeys to work. “Staff representatives have helped develop the new arrangements and via an appeals system we will consider any individuals’ particular

circumstances.” The Brunel building is at the heart of the Southmead Hospital site and is supported by existing clinical services, including maternity, pathology and breast care – which will soon be based in the refurbished Beaufort House alongside a Macmillan Wellbeing Centre. The new hospital is said to improve patients’ privacy with 75 per cent of beds in single rooms with en-suite facilities, and a clinical corridor so they do not have to be taken past members of the public before or after operations. ‘One Born’ returns to our TV screens A popular documentary filmed at Southmead Hospital is set to return to television screens this month. Filming of One Born Every Minute, which captures births on camera, was carried out at the maternity unit last autumn. The first 10 episodes of the Channel 4 series appeared on screens from February 24 until April 28. But after a short break the documentary is making a return to a new Wednesday night slot. Director of midwifery at North Bristol NHS Trust, Ann Remmers, said: “We are very pleased that the next series of One Born Every Minute filmed at Southmead Hospital will be returning. “The team really enjoyed being part of the popular programme.” One Born Every Minute returns to Channel 4 at 9pm on Wednesday, June 11.

News Cheswick Village ... welcome to Filtonvoice Filtonvoice is proud to welcome residents of Cheswick Village, near Abbeywood Retail Park, to readership of the magazine. This relatively new community sits behind the MoD and Abbeywood Retail Park, with the majority of the houses in South Glos but a number in Bristol. As a community, there is a lot going on and we will be getting to know the issues, events and achievements of this community in future months. Earlier this year the community was at the centre of a row over Broadband with residents in the Aurora Springs segment claiming they did not have access to proper internet connections - as some homes did not have landlines. Part of the estate in South Gloucestershire was being

Cheswick Village facts Cheswick is a new village in South Gloucestershire and Bristol
City Council territry on the fringes of Bristol. Construction started in 2008 and is expected to be completed in 2015. It is located slightly north of Lockleaze and East of Filton. It is surrounded by MOD, Hewlett Packard offices and University of the West of England. The structure of the village consists of a long central road called Long Down Avenue with a central village square to be constructed.

Wallscourt Farm Academy opened in September 2013 at the heart of the Cheswick Village development and Stoke Park area. The Academy is located in a brand new, purpose built learning environment and in its first year will provide places for 60 reception age children.
Town Square upgraded to Superfast broadband in early 2015 but another larger section serving more than 400 homes was not planned to be upgraded as well due to BT claiming it was not ‘commercially viable’. Residents were told they would have to fund the infrastructure to upgrade to fibre broadband, a sum amounting to tens of thousands of pounds according to campaigners. But after a massive campaign, led by residents including Sejal Hampson and the intervention of MP Charlotte Leslie along with former city councillor Sean Emmett, residents were promised a resolution.

The Master Plan for the Cheswick Village development, which will ultimately deliver over 1,000 new homes, included provision for a mixed use neighbourhood centre. Havard Tisdale submitted a full planning application to South Gloucestershire Council in March 2012 for the centre, incorporating the comments received at the public exhibition, with consent granted in September 2012. The Square at Cheswick will include a Southern Cooperative Group convenience store, nursery, food and drink outlets, retail units and residential apartments.

Green bin collection charge to be reviewed after 6,000 sign petition South Gloucestershire Council’s controversial new bin tax is to be reconsidered. Since March 31st, households have been charged £36 a year to have their green bin waste collected – a service previously included as part of council tax. Conservatives and some residents have branded the measure – voted through by a combined majority of Labour and LibDem councillors – as a ‘bin tax’. Conservative councillors are opposing the charge. Labour say the bin charge is the lesser of two evils and that removing it will lead to cuts elsewhere. Claims that the tax will save the authority money are being disputed by Tories because of the increased costs of administration, increased
use of recycling centres, as well as people simply putting their green waste in their black bin or fly-tipping. Recently, the council’s Stoke Gifford recycling centre had to close early because its bins were full. Several petitions adding up to around 6,000 names were debated at the meeting of the Communities Committee, including a 4,200-name petition submitted by Kingswood MP Chris Skidmore. Around 50 residents also emailed the committee with their views prior to the meeting. After a three-hour debate, Labour and Lib-Dem councillors opposed the immediate scrapping of the bin tax proposed by the Conservatives, but did agree to a further report at

Cadets welcome new high-flyers!
Teenagers who dream of learning to fly one day can start the adventure now by joining a Filton group. The 2152 (North Bristol) Squadron of the air cadets, based in Pine Grove, is celebrating 70 years of teaching youngsters new skills and giving them new experiences and is holding an open day on Saturday, June 21, from 10am-3pm to welcome new members. Young people aged from 13 to 17 can become a cadet and get pilot and navigation training in gliding, aiming to complete a solo flight, take part in activities such as rock climbing, abseiling and canoeing and join overseas camps. In the past year, cadets from Filton have completed Duke of Edinburgh Award expeditions in the UK and France, visited RAF
bases, participated in the Ten Tors hike, gone skiing in Bavaria, helped at community events, parachuted for the Great Western Air Ambulance Charity, gone coasteering, flown gliders, gained qualifications and more. The unit meets Wednesday and Friday evenings from

Adult Sgt Jenny Simmons, then a Cadet Warrant Officer, was selected for a once-in-a- lifetime trip to Canada as part of the International Air Cadet Exchange programme last year. n We did so many things it is impossible to list them all, but my highlights included sailing at Camp Wright, gliding at Netook, visiting the Athabasca Glacier, spending the morning at Waterton National Park, and of course the time we spent at the West Edmonton Mall - the largest shopping centre in the whole of North America! The mall was a particular highlight, not so much because of the shopping but because we had access to the water park, theme park, ice-skating rink, casino and live-firing range that it 7-9.30pm at the cadet centre in Pine Grove, Filton. Disappointed by Flyer bus service I am writing about the local Filton Flyer and about my huge disappointment in this service. The first time I went to use it the service did not show at all and I could have missed my hospital appointment. I then rang then phone number listed with this service to ask if it would be running at all this day for my return journey. The line continually rang. When I hung up and immediately dialled back it was engaged so I left it for a few minutes dialled again and it
just rang and rang this went on for over an hour. When I then gave up and tried again still no answer so not only no bus but no one to answer the queries either. I feel sorry for other people who maybe had no other means of getting to the hospital and had maybe waited months for their appointments. Yours Sadly Disappointed

If Labour’s Roger Hutchinson, Ian Scott and Adam Monk, enjoy pointing out the mistakes of other parties when it comes to saving money and tough decisions (your last edition) would they care to comment on the terrible state of the cycle speedway track once championed for Filton council to spend £50,000 on? Today it lies dormant, a sad testament to Filton Labour’s inability to connect with what people of this town want and failing to consult with their constituents. In complete contrast, a few feet away stands a magnificent community effort in the
blossoming garden, turning an unloved piece of elm park, into something everyone can use at a fraction of the cost. I’m afraid it’s not the voter who is “sticking his head in the sand” more so councillors of Labour like Mr Hutchinson, who are going round in weed ridden circles! Congratulations to all those involved in the garden who have shown hard work and doing
what’s right, people power always prevails in the end! I’m afraid they’ve lost their false grip on Filton and people are fed up. Would Mr Hutchinson care to comment on the money losing Ratepayers pub which several Labour councillors frequent as their watering hole again at our expense? The info provided for the application shows the vast majority of fans/ season ticket holders come from the east so will look for something closer that they don’t have to drive past the ground for. FILTON TOWN COUNCIL ANNUAL REPORT 2013/2014 Chairman’s report At the start of my report I would ask to take a moment and wish Bill Moore a speedy and full recovery from his recent surgery and hope he is soon well enough to make a return. While there may have been some difficulties during my tenure I am pleased to congratulate our new management team on their endeavours through working together to develop and deliver a shared vision for the Sports and Recreation Centre. Further, the appointment of our Finance Officer has been helpful in making our finances more accessible. From a practical point of view I would like to commend to you the progress our management team have made in developing a number of improved facilities like the new kitchen area in the bar and the steady progress in refreshing the building exterior but not forgetting the increase in sporting activities on the park. In terms of community support I feel it right to note the proud support this council has given to a number of activities like the Community Garden, Conygre House, the Community Bus, back of Bulldog gating, local youth clubs, the Filton Youth Council, Filton Twinning and an agreed Filton PCSO beat post. While we can always do better I believe we have made real progress in our efforts to deliver a number of public consultations on several issues raised by our residents, like houses in multi occupancy, street lighting, South Glos street care services and identifying a number of improvements to the children’s play area and outdoor gym. Further to the positive feedback from our residents there is now a real drive to deliver a refurbished children’s play area and outdoor
gym before the end of July this year, the requested café and sheltered area using the tennis hut may take a little longer but none of this would have been possible without the successful application for funding undertaken by Lesley and fully supported by our South Glos councillors. As a council we are taking very seriously the issue of ‘houses in multi occupancy’ and are currently working with our South Glos Councillors and our elected MP on moving this issue forward. In terms of the Community Bus Service a special thanks must be extended to Katie Donovan our community development worker provided by Southern Brooks who was successful in raising the considerable funding required. Finally, I believe a very big thank you is in order to you all, and I am sorry to bang on but, we have the emerging Cribbs/Patchway 5,700+ homes development. I believe that subsequent to this councils ‘Save Filton Airfield’ campaign that you all supported and more recently our demand for a proper return for the loss of our Airfield has delivered the current promise of an Aerospace Park (an area of enhanced employment) of around 124 acres and a Concorde and Aerospace Museum both situated in Filton. There is still much to do here and we will continue to demand the best possible deal for Filton. I would like to take this opportunity to thank all our staff at Filton Town Council for their efforts and support over the past 12 months who are now working together to make the difference. FILTON TOWN COUNCIL ANNUAL REPORT 2013/2014 Chair of Finance’s report This has been a challenging year for Finance at Filton town council. Although in my time as chair I have tried to keep a tight rein on the purse strings unfortunately it was out of my control as cuts from above have made this difficult. Despite having tighter budget controls, negotiating better deals and contracts and other cost saving measures the cuts handed down to us by South Gloucestershire meant that the precept had to be increased. As residents are already aware I opposed this increase however I alone, and outvoted by the majority. Another longstanding controversial issue ‘The Ratepayers’ could be on the way to reaching a resolution with an overwhelming majority decision to set a time limit of one year. In this time with new management, fresh ideas and advertising
we are hoping for great improvements and leading to hopefully, a profitable business! Life is not all doom and gloom. We have achieved funding for the Filton flyer to enable residents to commute in some neglected areas. I encourage any that haven’t already to use this facility... as the saying goes, ‘use it or we will lose it’. We will also be updating our play area as requested by the residents with money from Filton Town Council and also a grant from South Gloucestershire. This will complement our beautiful community garden and hopefully encourage people to visit Elm Park. I am pleased to say that despite our Grant budget being cut we have awarded the tabled worthy causes and groups to assist the people of Filton. Chair of Planning’s report At February Town Council meeting one of the Agenda items was a presentation by Richard Brown of Bridgehouse Capital regarding the Airfield development. Filton has been promised that this area will be for employment within the Aerospace industry. Concern is on-going about properties in multiple occupancy. It is hoped that a survey will give an accurate report as to the situation. In the last year, several large retail outlets have
opened i.e. Home Bargains, Asda and B & M. Most of the Planning Applications in recent months have been for extensions to private properties which generally we do not object to provided there is adequate off-road parking and fortunately South Gloucestershire Planning Committee has endorsed our concerns in the majority of cases. FILTON TOWN COUNCIL ANNUAL REPORT 2013/2014 Priority Neighbourhood update Agencies’ networking has been instrumental in Filton’s Priority Neighbourhood work success. An annual review meeting was held in March during which over 30 agencies and residents attended, three new projects for each PN theme were identified. The Filton Working Together group will now focus on the following: Safer and Stronger Explore the potential for a community mediation scheme Improve reporting of Domestic Violence and Sexual Offences Set up a shop watch scheme/Reduce bike crime on academic premises Employment and Personal Finance Set up a credit union Target support through training with SGS College, Community learning service and Southern Brooks training
Promote volunteering, apprenticeships and employment opportunities within academic and community based establishments Children and Young People Address the safety of primary school students and residents in the Filton Conygre Ward. Limited parking spaces and poor traffic management is a growing concern. Deliver workshops on safe Social Media use for parents and children. Cyber bullying and inappropriate use of social media is becoming a growing concern in schools and the wider community. Health Organise a task and finish group to identify the issues that are affecting older people in Filton. Isolation and loneliness is an ever increasing concern amongst them with high levels of trips and falls. Increase knowledge of existing services on obesity. Increase outdoor activity for Children and Young People in the Filton Area. Set up a project to tackle drug and alcohol use in Filton. D&A use is having a detrimental effect on personal wellbeing and mental health in Filton.
Community Garden After two years of planning work commenced on the garden in May 2013 with the hard and soft landscaping. Flower beds were created in the shape of Concorde Wings, supplemented by raised beds and a spectacular rockery. Summer saw the garden at its very best with a blaze of colour. The official opening in July drew large crowds and made the hard work by the dedicated group of volunteers worthwhile. The garden is progressing with the addition of shrub and hedging borders, a fernery and edible garden. The three local primary schools have now started to get involved and are planting up their plots and we are grateful to St Andrews Youth Club who assisted in constructing a bug hotel. Plans for the future include a wildflower garden and a bandstand. With the RHS and Wessex giving awards to the garden the Committee is delighted to say it is truly an award winning garden. The garden would not have been possible without the help and support of Filton Town Council and a number of local companies and individuals and we thank them all.

Typical Aqua Aerobics classes will involve all the exercises you would expect in a ‘dry’ class but with added bonuses you can only get from exercising in water. Swimming Lessons
We are taking re-bookings for our swim lessons this month so please ensure you contact us early to ensure your place for next term. We offer Swimming Lessons for children and Adults catering for all abilities from the non-swimmer to the more advanced. Fully qualified and experienced teachers in a safe and positive environment teach our lessons. Children will work towards an award scheme and earn badges and certificates on achieving the set criteria for each level. Children are assessed continuously and moved to the most suitable class for their ability. Our classes are usually taught in a group situation, normally one teacher for up to ten children but smaller numbers for beginners. The non-swimmer classes are unhurried and the aim to enable children to enjoy being in the water and to gain confidence in the water whilst the more advanced classes focus on specific swimming skills and improving swimming fitness. Lessons are structured to build up confidence in the water whilst working towards improving swimming ability and

FILTON TOWN COUNCIL ANNUAL REPORT 2013/2014 Town clerk’s report It has been an interesting and enjoyable year for many reasons and I would like to thank this council for their support during challenging times Office restructure An exercise was carried to maximise the service provided by the office. Following this piece of change work Natasha Gould was promoted to Senior Administrator and we welcomed Chimene Kameni to the team as Finance Officer. This has enabled the office to work more efficiently and for my role to
become more strategic. The Management Team We welcomed Scott Fessey who took up his post as Leisure Centre Manager in August and his management style and expertise has made a huge difference to both the Leisure Centre and the Town Council Office. Julie Francis has been appointed Relief Bar Manager and has the mammoth task of reviving the Ratepayers Arms. Neil Palmer continues as Maintenance Manager and as always has plenty of work on and off site to keep his team busy. Filton Working Together Some years ago Filton was identified as a priority neighbourhood and Southern Brooks Community Partnership were commissioned to lead on this work. I have worked closely with Katie Donovan and many other local partnerships to tackle the issues and there are many great success stories. However I recently attended a Sure Start meeting where I was horrified to hear that a number of families that month alone had turned up at the centre hungry and in desperate need of food. Food bank vouchers were able to be issued but this is not only putting extra pressure on the Sure Start staff, but a real concern that there is still a lot of work that needs addressing. Regional Conference In April I attended the SWCLCA regional conference in Tiverton which was a valuable experience not only for networking with other councils but I also absorbed a great deal of information on the new Financial Regulation which this council will need to adopt in the very near future. Equalities This month I attended the South Gloucestershire Equalities Forum
which is working together to stamp out hate crime and harassment. This was a very interesting event which heard true life stories from local victims of these types of crimes. It was quite emotional and difficult to believe that this sort of behaviour still goes on in today’s society. I committed that as a council we will ‘check and review our existing policies on Hate Crime and anti-social behaviour’ and also to ‘review our training of staff to ensure that they are best equipped to identify hate and crime harassment’. This council needs to investigate how we can better collaborate with other partners to tackle these issues. Town and Parishes Forum I regularly attend this group which used to be called the Parish Charter Working Group – these meetings are open to clerks and councillors and addresses current issues within South Gloucestershire. Society of Local Council Clerks These meetings are held quarterly around Gloucestershire and South Gloucestershire and I always make an effort to attend not just for the valuable topics and presentations but they are a great networking experience and an ideal opportunity to share current issues with other Clerks. Other groups and conferences I have attended a number of outside meetings and events which are too many to mention in this report but are all useful experiences. Play Area and Fitness Area We have secured funding through the New Homes Bonus for improvements to the Play Area and for Fitness Equipment which we are all very excited about and doing are upmost as a management team to get these projects signed sealed and delivered in time for this summer. MUGA I have submitted an application to the New Homes Bonus to which we should have received a response by the time this report is circulated. A number of other grant applications have also been submitted to other organisations. Community Garden We have all watched and admired the efforts of the volunteers working on the community garden and they should all be commended on their success. I would like to thank all of the managers and office staff for their team work and the fantastic support that I receive from all of them as well as the staff at all levels who make this an enjoyable place to work. Finance officer’s report My first year working at the Town Office has enabled me to understand the challenge of a Town Council to keep its residents happy. It also enables to improve my communication and my diplomatic skills. My main duty is to keep records accurate and produce financial reports that help the council in their decision making. My role involves meeting deadlines with internal and external stakeholders, and involves high levels of concentration; therefore my daily challenge is to not get too distracted by incoming calls or incoming visitors. I really enjoy processing financial transactions and producing reports. I believe that I fulfil the role effectively, as required. As a technician accountant I am comfortable with the role and since as some improvement was made, with more transparency and
more openness and more explanations. My achievement was the opportunity to produce a primary document assessing staff part of the auto enrolment process which the software company was charging £2000 to make it happen. A personal goal would be to improve my communication skills; my next objective for the company if I have the permission would be to raise the awareness about the company value, and ethic, and implement the good practice at every level of the council to make the Town Council a better place to work. Leisure Centre report
As you may be aware the maintenance and grounds department can be a very challenging department within the Filton Town Council group. We have on one hand to provide the very best value for money for the council and its ratepayers whilst also keeping up a standard of work that cannot slip at any time plus rising building costs. During 2012/13 I feel, along with out valued sub-contractors we have achieved this. The other departments within the council along with the councillors themselves must also take credit for giving us much needed support throughout the year to achieve this goal. I am pleased with the savings we have made with plumbing and plant room. These savings are the result of us doing the plumbing or water treatment jobs wherever we can, I am also keen to see jobs completed on time and a drop in the percentage of jobs that were given out to sub-contractors. As a team we are very pleased to have brought in some new business to the council in the form of UWE who will now have some of their lacrosse teams and football teams using our Elm Park facility during midweek in the winter months. This will benefit the centre and the Ratepayers Arms by having more customers on the site. We have also been able to make some interesting links with other councils such as Patchway and also the grounds department at the downs. This has resulted in swapping equipment and ideas which has been very beneficial to both parties and I hope to expand on this with other Councils during the year. In terms of large jobs, the year has been somewhat quiet. This has led us to look at much bigger exciting projects in the coming year such as painting and revamping the exterior of the site, the adding of a coffee seating area to the skittle alley and the turning of the old tennis hut into a tea hut that will serve passing commuters, mums and dads at the play park, dog walkers as well as football teams on the weekend. This year the staff on the grounds have also benefitted from various training courses such as diversity. Scaffold towers, pool plant refresher and first aid, all of which has been very useful. We have also made and excellent partnership with the Community Garden volunteers and that has certainly been one of the big pluses from the year. It has been very helpful to our young lad Alex who is just starting out on a career with us. 2014 has started well and we are continuing to make the department more transparent and accountable, as well as having a very good relationship with local companies that we use. As for the coming year I am sure we will have challenging problems put in front of us, but as a department we will continually strive to give value for money to the ratepayers of Filton. August 2013 saw the introduction of our new leisure centre General Manager Scott Fessey. Scott came to us with a wealth of experience gained in the leisure industry and visitor attraction industry. Scott along with the help of a well-established team are looking to make improvements to the sports facilities over the next few years. Facilities: 25 metre pool and learner pool, squash court, badminton court, softplay, snooker tables, skittle alley, tennis court, 5 a side court, netball court, outdoor pitches, petanque court, skate park, outside play facility and fully licensed bar and meeting rooms. Activities: There are a variety of activities going on throughout the centre. We specialise in swimming lessons with over 115 classes going on throughout the week and over 700 people registered with us. We also offer aquafit and swimfit and classes for new-borns and toddlers. We have badminton and squash available, snooker, 5 a side football courts which are available for netball. We have our very own Bootcamp going on throughout the year. There are also a variety of children’s parties available to suit most ages. Staffing: We have a core of casual lifeguards within the centre as well as our full time team who do an excellent job in keeping the centre clean as well as providing the duty of care to our visitors. We are looking to increase our full time staff within the centre to ensure the smooth operation when open. We have three excellent Assistant Managers within the team that manage the site very efficiently and are always willing to help out where ever needed. We also have a well-established professional swim team managed by our two coordinators who deliver a variety of lessons across the board. We are currently in the process of recruiting a senior receptionist to manage our established reception team. New projects: We are now in the first phase of our Outdoor gym area and running route. Our outdoor gym will include eight exercise stations within the centre of the old cycle speedway area. There will also be new distance markers laid on Elm Park field to help people. This equipment will be free for all to use. Along with the fitness area the children’s play park will also be getting some TLC and a new area installed. We have introduced a new-look website and new booking system to the centre over the past few months. What’s next? We are looking into the feasibility of turning our skittle alley into a joint purpose area and introducing a small coffee lounge area and viewing gallery. We are also looking into turning our small storage hut into an outside catering unit. The outside of the centre will carry on being repainted and given a fresh look along with new signage. We will be targeting certain areas within the centre that are tired looking and worn out to be either repainted or refurbished, as part of this we have recently painted our sports hall and bar area. Bar manager’s report It has been an unsettled year for the bar with sickness, staff leaving and the threat of closure at the beginning of 2014, however the current staff have rallied together and with a positive attitude we are looking to the future and moving in the right direction. There have been many changes throughout the year. Below is a monthly detailed account of the bar’s activity throughout the year. April + May 2013 These were quiet months for the bar, a steady trade of locals. To help promote trade we had real ale promotions from 12-3. June + July 2013 Promotion for OAPS - 20% discount on all alcoholic purchases. A successful open air bar at the Filton Festival opening of the new snack bar, extended opening hours of the bar. 2 members of staff attended the equality and diversity course. August + September 2013 Soft seating removed from bar area, ready for new carpet to be fitted, 3 members of staff passed their first aid at work course. New carpet was fitted in the bar area. Football promotion introduced on Saturday afternoons from 4pm-7pm. October + November 2013 Started catering for events, offering a buffet service to customers
who book the hall for private functions. Coffee mornings held for Macmillan cancer trust. Four members of staff passed their food hygiene course, Bingo nights were introduced every Thursday and the new bar furniture arrived. December + January 2013/14 Family New Year’s Eve Party was a success with the bar preparing the buffet. Gas leak in the boiler room meant the bar had to be closed for two days. With the proposed threat of closure, staff and customers rallied round to propose a deal to present to Council, asking for a year’s grace to break even. Two members of staff passed their licensing exam. The juke box was removed from the bar to reduce monthly outgoing costs. February + March + April 2014 Both bars were painted in warm neutral colours, and BT Sport purchased to help promote live sporting events. Coffee morning and raffle for the Great Western Air Ambulance. A fabulous month for the bar, lots of functions booked, it’s the first month the bar has made a profit. Another good month for the bar and new suppliers were sourced to reduce costs. Large TV payments to Wickwar have now been paid back. Julie Francis, Relief Bar Manager

Magnifique! Visit marks 40 years of friendship Filton’s recent visit to its twin town – St Vallier in France – to celebrate 40 years of partnership, was an occasion to truly remember. Commencing with a chance meeting of engineers working on Concorde at Filton in 1974, Roy Isaacs and the late Alderman Eric Smith MBE, began a relationship that was seriously meant to last. With Filton believed to be the first UK parish – as it then was – to twin with a European town, it created a unique occasion that has stood the test of time. With both towns decidedly differing from each other yet adjacent to principal rivers – St Vallier beside the River Rhone and Filton close to the river Severn – both had an attachment to the famous plane. One producing it while the other provided parts. With an early 7.30am start Filton attracted 39 participants to make the journey via Dover to Calais with an overnight stop-over at Rheims in both the outward and return journeys. We sometimes get PCs brought to us which won’t start. In most cases we can get them running and all is well but what if we can’t? Your data is stored on a hard drive in the computer. This is a set of spinning discs with a needle that moves over the surface. Very similar to a vinyl record player but smaller and they revolve at thousands of times per second. In most cases, just because the computer won’t start, the hard drive is fine. We can usually plug it into another device and copy the data. Sometimes the computer won’t start because the drive is corrupt or faulty. Don’t fear though, as in many cases we can run data recovery software on the hard drive and still recover the data. However, if we cannot even read the drive, there is still hope. We can send the drive to a lab for reconstruction. These labs have “clean rooms” where there is a very low dust content in the air and they are static-free. They can dismantle your drive and rebuild it to get it working again. The data can often (but not always) still be read. However, this is expensive costing several hundreds of pounds. So the moral of this tale is back-up, back-up, back-up! It is much cheaper than data recovery and you get peace of mind that you won’t lose all your photos and documents. It is no easy task, particularly when inspiring younger people to follow in their footsteps. It is proving difficult at times. St Vallier contains traditional features within its original boundaries, particularly its church. A collection of guides brought this fully to everyone’s attention during a planned walkabout. St Vallier is also set amid delightful scenery flushed with masses of trees. Through our varied exploits we were provided with lots of opportunities to explore and enjoy this landscape to the full. Likened to our own recollections, St Vallier remembered the outcome of the wartime years with an appropriate ceremony on the war monument square. It vividly portrayed the togetherness twinning had helped to provide. A visit to the nearby city of Lyon brought out prime examples of traditional architecture, particularly the Basilica of Our Lady of Fourvière overlooking much of the city. Comprising almost a million and a half inhabitants the view from the surrounding esplanade was truly breathtaking. We had with us a new coach with an expert driver, Martin.
It was airline comfort by road, particularly when we visited the Ardeche region, comprising cliff-like scenery and the winding river below. Described as a canoeist’s paradise it’s no place for an inexperienced driver along its winding cliff-edge roads. Along with a thrilling visit to caves 25 metres below ground surface it was gratifying to learn that it was accessible by a lift, though quite a few of our stalwart Filtonians chose to access it by 700 steps. The way back up will undoubtedly be something they may wish to forget. Many legs will have felt the strain, though this visit was truly spectacular. Mother Nature at her very best. Our extensive tributes must be handed to our generous hosts. They brought out in this visit the true spirit of twinning. Nothing was too much trouble. It was most certainly home from home. “I didn’t want to go back!” said one besotted traveller. Much effort has been put into making this 40th anniversary occasion one we will long remember. Culminating as it did with a rousing rendition of Auld Lang Syne with everyone hand in hand at the finale of the visit in the town hall this surely described what twinning was all about. A friendship between European communities second to none. Accompanied by a small yet

Match day thrills for youngsters Charborough Road Primary
On Saturday 26th April a primary school in Filton went to Ashton Gate to watch Bristol City v Crew Alexandra. The Charborough Road school football teams (and siblings) went on a private training session, stadium tour, watched the match and took part in a pitch parade at half time. At the training session we were split into 3 teams and did a few training drills, followed by a mini tournament. When the training session had finished, we went on a very special stadium tour. It was particularly special because it was the last day of the East End Stand (Wedlock Stand) as we know it before being demolished ready for a brand new stand. Next, after going around the stands, we went into the dressing rooms. We saw shirts of the City stars (for example Sam Baldock and Jay Emmanuel Thomas.) We also discovered how the away dressing room was cramped and not particularly welcoming. Once we had lunch, we went back into the ground and sat in our front row seats for the match. City had several great chances, but couldn’t convert them into goals because the opposition keeper was on fire. At half time we went on a pitch parade and I paid my respect to the East End and its loyal ‘die hard’ City fans as the stand was due to be demolished the following week. Unfortunately, even in the second half, there weren’t any goals for us to see because it was
a 0-0 draw. Being the last home game of the season, we were also privileged to watch the Bristol City team do a parade of honour around the pitch at the end of the game. All in all, we had a great time and would like to thank Bristol City Community Trust for organising this event. By Jacob Cook, 11
Abbeywood Community School
Last month Abbeywood celebrated diversity, equality and respect as the whole school was immersed in an AntiHomophobia Week. Throughout the week, the school was decorated with highly visible anti-homophobia posters
encouraging students and staff to discuss issues surrounding discrimination in school and in the wider society. During tutor time, all years participated in a variety of debates and creative tasks encouraging them to openly discuss their perception and opinions of homophobia. All of the week’s assemblies focused on promoting a variety of keywords from Abbeywood’s “wordle” which lend themselves
to anti-homophobia and antidiscrimination as a whole. On Friday, the school had a non-school uniform day where each year group wore a designated colour in order to represent the rainbow flag. At break there was a very colourful cake sale and face paints in order to raise more money for the antihomophobia charity, Stonewall. The whole week helped to raise awareness of diversity, respect and equality within Abbeywood as well as educating the students about their casual use of homophobic language. In total, we raised £616.95 for Stonewall which will allow them to continue their excellent work supporting young adults and children.
St Teresa’s Primary We are the champions! Following a hard fought season, St Teresa’s football team have won the St Bedes championship. Alexander, James, Abbie, Joe, Louis, Nevil, Charlie, Cheriyan and Sam have all contributed to this magnificent achievement. They played with passion and determination throughout the season resulting in a nail biting final match which they won 1 - 0. News Seaside setting for tournament Following the success of last year’s football tour, Filton’s St Vallier Under-9s returned in May to the seaside town of Weymouth for this year’s six-aside tournament. This time they were accompanied by teams from both the Under-10s and the Under-8s. In fact, it seemed that most of the rooms in the local Premier Inn had been reserved by the young footballers and their families. The Under-10s, led by manager Glenn Haynes, were scheduled to play on the Saturday, so they had made the journey south on the Friday evening. They have had a difficult season, but have made good progress and are looking forward to next season’s challenges. Their tournament was played on large pitches with
large goals and, although they were not successful, the team enjoyed the experience. The families of the Under9s and Under-8s knew that their matches were not until the Sunday, so most of them arranged to meet on the beach on Saturday afternoon and spend some time together. The sun was out and the temperature rose high enough for some brave souls to venture into the water. Otherwise, the time was passed playing football, cricket and socialising until the sun set behind the buildings and everyone got a (reasonably) early night. The next day was hotter than the previous and not ideal for playing football. Nevertheless, both teams gave a good account of themselves.
Matches consisted of two halves of five minutes, played on a seven-a-side pitch with small goals. The Under-8s, led by Steve Farr and Paul Holbrook, fared particularly well, playing six, winning five and losing only once. The Under-9s, managed by Lee Bailey, played seven games and also lost only once. However, although often dominating matches, a failure
to score meant that four games were drawn. The players and their families returned to Bristol early on the Sunday evening, tired and sunburnt, but with many memories of another enjoyable and successful weekend. The club’s thanks go in particular to organiser Emma Bailey and they are now looking ahead to next year.

with Filton Sgt Steve Ives You may have seen officers stopping and checking cars near BAWA on Tuesday, May 20. We were supporting South Gloucestershire Council’s road safety team, who were checking that child car seats were correctly fitted to keep children safe in case of accident. We checked 94 seats, but only 26 were correctly – and
safely – fitted. Children under 35cm tall should be using a booster seat, but we found two were travelling without one. The initiative isn’t about catching people out, but making sure children are safe on our roads. Child car seats and seat belts are really important in preventing and reducing injuries in collisions, so make

sure they are fitted correctly and used on every trip. The scheme will be running across South Gloucestershire over the summer and we’re also taking the opportunity to give the people we stop advice about preventing car crime. This year is the 40th anniversary of the Avon and Somerset Constabulary, formed in 1974 – when you didn’t have to wear a seat belt and child car seats were unheard of! Our attitudes really have changed over the past 40 years – most of us are now happy to wear seat belts (and it’s now an offence not to) and drink driving is now much more socially unacceptable than it was in 1974. Last December we arrested 136 people for drink or drug driving and more than half of those arrests were thanks to

Over the summer the annual campaign against drink driving will run again, although of course we take action against drink drivers throughout the year, whatever the season. Newly-elected chairman to support air ambulance
A new chairman has been elected at South Gloucestershire Council – and he has announced he will be supporting the Filton-based Great Western Air Ambulance Charity during his year in the role. Councillor Howard Gawler was appointed to the role on Wednesday, May 28, while Councillor Matthew Riddle becomes vice-chair. One of Mr Gawler’s first public engagements will see him meeting local students when he attends the Prize Day at South Gloucestershire and Stroud College’s WISE Campus later this month. Cllr Gawler said: “I am very
much looking forward to the year ahead. I will be supporting two South Gloucestershirebased charities during my year in office; the Great Western Air Ambulance, which provides such a lifeline to people in need, and the Hosanna Primary School Support Group. The group is based in Yate, in association with Brimsham Green School, and helps primary school children at Hosanna Primary in Kampala, Uganda.” The chair and vice-chair of the council are elected each year at the council’s annual meeting and represent the council at civic functions, as well as chairing full meetings of council.

A welcome gift for aero collection team South Gloucestershire Council’s outgoing chairman, Councillor Ian Boulton, marked the end of his year in office at full council by presenting two cheques for £2065.46 each to charities he has been supporting during the past year. Long-serving pharmacist is given a fitting send-off
The closure of Hobbs the Chemist on Filton Avenue, Northville, has brought back many memories of Filton’s bygone years. Loyal customers of Haston Hobbs – the owner – relived these memories recently when they attended a farewell party held in his honour at Filton’s Community Centre. It was not just the closure of a business but an end to a family dynasty that had contributed so much to his customers’ wellbeing for 78 years or more. The party, privately
subscribed, brought around 30 of his past customers who just wanted to say “thank you” for the help both he and his family before him had provided. With food prepared by a professional chef, the party gave true appreciation for a job well done. It was a delight to witness such a friendly atmosphere to which Haston duly responded. Acknowledging all present, he said that there were three people missing from this fitting tribute. They were his mother and father and his daughter-in-law, who had passed away in recent years.
He was accompanied by his son. It was exceptionally gratifying to receive unexpected contributions from those who attended to cover the costs of the party. Any remaining funds will be set aside for a fitting tribute. Possibly a framed group photo with inscription, which will be presented to him at a later date. This was indeed a moment when a treasured piece of Filton’s past quietly slipped away. Councillor Douglas Daniels

News Firm does its bit for bid to cover UK in poppies Airbus staff in Filton will be playing their part in the Royal British Legion’s campaign to plant poppies across the UK to mark the centenary of World War I. Flanders poppy seeds will be on sale to workers, with the company planting its own seeds in the grounds of Pegasus House during a dedication service. The service was led by Reverend Canons Elspeth Desmond BEM and Brian Arman from St Peter’s Church in Filton and was attended by Jack Lopresti, MP for Filton and Bradley Stoke, who served in Afghanistan as a reservist with the Royal Artillery. Representing the significant number of airbus workers who are armed forces veterans was Les Latcham, who served as an RAF technician. The services included planting the poppy seeds, a blessing and a moment of silence for remembrance.

Staff reach quarter of a million milestone Airbus employees have been head shaving, growing moustaches, wearing onesies, supersize cake baking, salsa-ing, marathon running and a whole host of other activities to tot up a quarter of a million pounds for charities since the beginning of 2013. Staff in Filton chose the Alzheimer’s Society as the company’s official UK charity partner, along with their colleagues in Broughton, and have so far raised more than £155,000 for the cause, more than three quarters of the way towards
their £200,000 target. The rest of the sum has gone to other charities supported by staff, with Airbus offering a 10 per cent top-up of the amounts raised. UK charity campaign manager Phil McGraa said: “The dedication of everyone in reaching this milestone has been amazing and some of the fundraising activities are astonishingly challenging. We’re well on track to achieve our targets for Alzheimer’s Society and that will be a good Christmas present for them.”

Road accidents at lowest in 18 years Road accident rates in South Gloucestershire have reached their lowest level since the council was formed in 1996. 2013 was another encouraging year for road safety in the district as casualty numbers continued to decline. The total casualty figure in 2013 was 645, which is a 1.2 per cent reduction on the 2012 figure of 653. Of these 645 a total of 50 were recorded as serious and nine were fatal. Cllr Brian Allinson, chairman of the council’s planning, transportation & strategic environment (PTSE) committee, said: “Any casualty on our roads is one too many, and we are grateful to all road users for their continued efforts to take care when driving, cycling and crossing our roads. We will continue to make every effort to ensure that South Gloucestershire continues to be one of the country’s safest areas to live and work.”

Volunteers will get involved in a variety of activities, from talking to children about the books they are reading to helping with the summer activities. The closing date for applications is June 16. The problem with this production lies not with Alex Hassell’s portrayal of Hal, which, aside from a rather flippant interpretation of the famous ‘I know you all’ soliloquy, is spot on, but Trevor White’s Hotspur, who, far from being an dutiful and heroic foil for Hal, is a maniacal liability. He is almost cartoonish in his aggressive impetuosity, with the result that all the tenderness in the scenes with his witty and patient wife Kate is lost and you can’t help thinking that the King might want to reconsider

News Brownies dance down the aisles in charity conga Brownies from Filton inspired by the life-saving work of the local air ambulance crew came up with a novel way of raising money for them. Shoppers at Sainsbury’s East Filton store got a surpise on May 21 when the girls met up to dance the conga up and down the aisles and around the car park. The seven- to 10-year-olds from the second and third St Peter’s Brownie packs danced for more than an hour, singing campfire songs and wearing either fancy dress or their uniforms.

Sponsorship money from family and friends will now go to the Great Western Air Ambulance Charity. The fundraising effort followed a visit to the Brownie packs by a representative of the charity, who told the girls about their work of the emergency teams. As part of their enrolment promise Brownies undertake to serve their community and, with the air ambulance based in Filton, the sponsored conga goes some way to fulfilling this part of their promise.

Supermarket picks a charity partner Shoppers in Filton have been voting to choose which local charity will benefit from the support of Sainsbury’s East Filton store. The supermarket has been asking customers to pick a good cause to receive fundraising support for the next year. After voting, a shortlist of nominations is drawn up and three charities are invited into store to talk to staff about how Sainsbury’s can support them. Charity partners in previous years have included St Peter’s Hospice and Children’s Hospice South West. The store will announce this year’s winner in July.

News Vittles spices things up with curry nights as well as daily cafe service
By Rebecca Day A café, popular within the Filton community, has launched a new curry evening. Vittles, in Gloucester Road North, has been running its curry nights for over three weeks, and has proved a welcomed addition to its daytime café. Food is cooked by south Indian chef Bharani Chand, who has worked in the industry for over 12 years. The extensive menu offers a range of speciality Indian dishes, including biriyanis and dosas. A delivery service is also available on the curry evenings, which runs from Tuesday to Sunday, 6-11pm. Vittles has been running for
14 years, but was taken over last January by Noble Dani. Noble said: “We're really trying to push the quality of the food at an affordable price. Feedback about the curry night has so far been very good. “We're always trying to get customers' opinion on our food - I really want to thank our local customers who have been the backbone behind the business.” During the day, the venue still continues as a cafe, serving up cakes, breakfasts and lunchtime roasts, plus a "meal of the day". Rhian Smirthwaite, who has worked at Vittles for nine months, is in charge of all the baking. Her brownie recipe was passed on from her great grandmother.
