News Accountant: Double whammy left town council close to running out of cash Filton Town Council suffered a ‘double whammy’ last year of salaries not matching budgets while income did not meet expectations, the full town council meeting heard.

The result was that reserves were reduced to just £21,000 - compared to a level recommended by council accountant Derek Kemp of £165,000.

The council ended up with a deficit of £98,000, which led to the hit on reserves.

Mr Kemp - whose recommended figure was disputed by a resident who said it should be nearer double that amount - warned that the council came close to ‘running out of money’.

He told the meeting: “It was apparent that things were not in accord with the budgets.

“The causes were obvious salaries and staffing structures were out of line with budgets, especially the rosters in the swimming pool, while income was falling short of budgets. This resulted in a double whammy for the council.”

He said there had been issues with the way budgets were recorded with what should happen not matching what actually happened.

Since then new measures have been put in place and cost

cutting introduced, and Mr Kemp said he hoped reserves would be in six figures again within three of four years.

Resident Dave Mikkelson, an outspoken critic of the council’s finances, said he had been warning since September of the fragile state of the balance sheets but that it took until December before action was taken.

He asked Mr Kemp why the problems had not been spotted earlier but Mr Kemp said it was when he began work on the new budgets that he noticed the problems.

Mr Mikkelson and Mr Kemp disagreed over the recommended levels of reserves, with Mr Kemp saying he believed £165,000 was appropriate while Mr Mikkelson said the council’s audtor’s report recommended £300,000.

Mr Kemp said that the new councillors elected in May had nothing to do with last year’s problems and that while the situation has not been good, it is for the council to adapt to the situation.

He said it was likely the precept (Filton element of council tax) would rise in 2015/16.

The town council officers and councillors are now being urged to take part in a training session later this month focusing on accounting.

Boundary changes that could see Filton subsumed into Bristol are being discussed by the powers that be.

But what would it mean for the people that actually live in the town and what do they think of the idea?

Rebecca Day reports Could Filton become a part of Bristol? This is the question on many residents’ lips as reported “secret talks” are being had over the town’s future.

Many locals have expressed their concerns over the rumours, saying that council tax and insurance could increase, and that they would not want to be governed by a mayor.

It has been reported that talks are going on in Government about expanding the city’s boundary to encompass neighbouring areas, including Filton and Kingswood.

News Council chief: We work with city

Filton was previously part of Bristol until 1996, when it came under the authority of South Gloucestershire.

Resident Delia James, 87, says that she is not very pleased

about the news, as she would lose access to the Four Towns and Vale Link Community Transport – a vital service which takes elderly residents out on shopping trips and regular excursions.

“If Filton becomes part of Bristol, it would be lost. It’s because of this service that I can get out and about,” she said.

“Besides shopping trips, I get taken out once a month for tea, cake and entertainment – lots of

“I think elderly people are going to lose out more than anyone else – we’d be a damn sight worse off.”

She added: “I don’t see why we should be caught up in this. Speaking on behalf of the majority of Filton residents, we

don’t want to become part of Bristol, and I feel very strongly about it.

“Bristol City Council just wants to make money by taking our council tax. They’re not thinking about anyone else, just themselves.”

Brian Smith, of Third Avenue, says that he does not want to be under the authority of Bristol City Council, and is urging Filton folk to oppose the potential plans.

Besides a possible hike in council tax, Mr Smith says that building, content and car insurance would also be “much higher” – around £200 more a year, he believes.

Residing in the BS7 postal area of Filton, Mr Smith is already familiar with paying higher insurance rates than the rest of the town, which falls under the South Gloucestershire postcode, BS34.

Insurance prices are more expensive in BS7 because it was previously deemed a hotspot for burglary claims.

Four years ago, Mr Smith was part of a campaign, organised by former councillor Bill Moore, to get roads listed as BS7 – a Bristol postcode – moved to BS34.

“We didn’t get a say over who’s elected in as the mayor of

Bristol, so why should we have the BS7 postcode?”

According to Mr Smith, of the 1,700 Filton residents with a BS7 postcode surveyed, 90 per cent of them wanted to be listed as BS34.

However, a request to Royal Mail to change the code was rejected due it being too expensive, says Mr Smith.

News ‘Alleygate Queen’ urges residents to suggest new schemes

Sheryl joined residents for a tidy up last year in the alleys behind 6th, 7th and 9th Avenues Local PCSO Sheryl Drewitt is urging residents, who are wanting a gate installed in their alleyway, to come forward.

Dubbed the ‘Alleygate Queen’, Ms Drewitt – who is behind the new scheme – says that gates have already proved successful in Charborough Road, Fourth Avenue, Third Avenue, Kipling Road, Mackie Road, Northville Road, Park Road and parts of Filton Avenue, which were often targeted by burglars.

Residents were experiencing their homes, garden sheds and garages - which back onto the alleyways - being broken into, and fly-tipping.

She is asking residents of Wallscourt Road, Tenth and Eleventh Avenues, and Filton Avenue if they would like to get on board with the scheme.

Ms Drewitt said: “Police regularly receive enquiries from residents as to why their lanes haven’t been gated in this area.

“The answer is simple: gating off lanes is a residents’ scheme and not a police scheme.

However, I can help co-ordinate this but only if residents are willing to come forward and act as co-ordinators.”

She says that she has leafleted prospective volunteers but has received only one response.

Residents receiving the new alley gates have contributed £66 per household, plus an additional but discounted price of £10 per key to access their alley gate.

University technical college ‘on its way to being centre of excellence’

Bristol’s first university technical college has been rated “good” following its inaugural Ofsted inspection.

Inspectors who visited Bristol Technology and Engineering Academy in April commended its principal Rhian Priest and other senior staff for providing “strong leadership, so that the academy has clear strengths less than two years after opening”.

They added: “The academy is well on its way to meeting its vision of becoming a centre of excellence in teaching engineering and environmental technologies.”

The BTE academy, near the boundary of Stoke Gifford and Filton, is one of 30 university technical colleges across England, catering for pupils in Years 10 to 13 and with a strong focus on engineering and environmental technologies. It opened in September 2013 and currently has 333 students.

It is sponsored by the University of the West of England and GKN Aerospace and also receives support from Airbus, Rolls-Royce and the Royal Navy.

There are also has strong links with the City of Bristol College and South Gloucestershire and Stroud College.

BTE Academy was rated by Ofsted as being “good” overall and it received the same rating in the categories: leadership and management, behaviour and safety of pupils, quality of teaching, achievement of pupils and sixth form provision.

Inspectors describe the teaching of top ability sets in Years 10 and 11 maths and science as being “outstanding” and say its governing body “provides outstanding support and challenge to the academy’s senior leaders.” Provision for students who are disabled or who have special educational needs is also “outstanding”, as is support for students’ personal development and well-being.

Fond farewell to manager who led change at centre

When centre manager Julia Glass announced her intention to leave her employment at Filton’s Community Centre at Elm Park it was met with sadness and regret, writes chairman Councillor Douglas Daniels.

Brought in during a time of reorganisation of the centre she injected a distinctive approach to the managing of its business affairs.

At a farewell reception at Filton Council’s Ratepayers’ Arms on Tuesday, June 30, a full appraisal of Julia’s value to the centre in the presence of staff, members of Filton Town Council and supportive team was outlined in her favour.

Duty manager Julia has been central to ensuring the community centre has become an organised team with staff aiding each other. Her prime objective was to enable the creation

of good relationships, with funding provided throughout the area, particularly Filton Town Council, young people’s groups, and Southern Brooks Community Partnership. All had an important part to play in the community centre’s future.

As chairman, I praise Julia’s undoubted talents, particularly her emphasis on creating “partnership”. High on her list was linking closely with the business enterprises in the town.

At her farewell reception, I related a glowing tribute to the great value she had provided for the community centre at Filton.

Julia greatly inspired all who worked with her, her plan to invigorate the centre has been extremely valuable and will be rigidly followed in the future.

Julia has responded favourably to the praise she has received by promising faithfully

to remain in touch after moving to Taunton, offering expert advice whenever it was needed and we are grateful for the promise she gave.

She has, undoubtedly, put forward a planned procedure that Filton Community Centre will be obliged to follow explicitly if the centre’s progress is to be maintained. All we can do at present is to follow her initiatives and work together to sustain this partnership. We wish her the very best for the future both in her health and future employment.

Her post has been taken on

by Oliver Newbery, a specialist in internet technology, who will be based at the community centre offering the very best in computer technology. It will be of value to the centre and to all who may require his assistance. His trading name will be Comtech.

News Ben says he’ll bring ‘youthful’ approach to Filton Town Council Filton Town Council is finally full after the authority’s 13th member was co-opted on at a recent meeting.

Labour’s Ben Scott will represent Northville ward after seeing off a challenge from Conservative Alan Booth and local resident Howard Bowker.

Mr Scott, pictured below, said that having been brought up and

educated in the area and been active in local politics, at the age of 23 he would try to represent the interests of younger people.

The vacancy arose after there were just four candidates who stood for five vacancies for Northville in the May election.

Councillors agreed a one member one vote process and largely voted along party lines

- despite being urged by Mr Bowker to disregard affiliations.

Labour’s Adam Monk, Ian Scott, Brian Mead and Darryl Collins - along with Independent and former Labour councillor Bill Moore - backed Mr Scott.

Conservatives Doug Daniels, Anne Kenyon and John Tucker, along with UKIP’s Alan Tink, voted for Mr Booth.

Mr Bowker had support from Conservative Maria Silveira and UKIP’s Keith Briffett.

A further candidate, UKIP parliamentary candidate and former mayor of Bradley Stoke Ben Walker - who grew up in Filton - withdrew, saying there were plenty of good local candidates.

In his address to councillors, Mr Scott, pictured left, said

he was a former pupil of Charborough Road Primary and the then Filton High (Abbeywood) and that he had had a longstanding interest in politics.

He said he wanted to bring a ‘youthful approach’ to the council.

Mr Booth, a retired man from Filton Park, said he was concerned about bus shelters and dog mess.

Mr Bowker, a former assistant bank manager and chair of Charborough Road Primary, told the council that if he were elected he would work for the overall good of all residents.

He - along with Mr Walker said councillors should vote for the best candidate, not the party.

Club pulls in £1,500 for Diabetes UK Filton and District Social Club has done it again!

Their annual charity effort for Diabetes UK raised more than £1,500, meaning the regulars have donated more than £5,000 to the charity since their first event four years ago.

The club hosted a special fundraising day - led by Terry Hamilton and Martin Sedlen - in memory of club stalwart Brian Jarrett who was a diabetes sufferer.

There was music and fun for all the family and last moth members gathered after the event to present the cheque to Diabetes UK. Terry said: “Its been another successful year with a lot of hard work put in by all, especially Martin, without him the event would not have happened. I would like to thank the club committee for their help so we could achieve another great day, and hopefully organise another next year.”

Diabetes UK regional fundraiser Mark Howlett said: “‘On behalf of everyone at Diabetes UK I would like to say a massive thank you to the Filton and District Social club!

“To raise not only £1500 in one night, but over £5,000 in four years, is a testament to how well liked and respected Brian Jarrett was, and how well supported the club is. Prosecution for developer who built extension on Filton home A developer has been fined over building work carried out on a house in Filton.

Mr Dulay of Dilkhush, Gloucester Road, Rudgeway, was prosecuted at Yate Magistrates’ Court on two separate occasions for breaches of building regulations relating to an extension built without the relevant building regulations permission in Stanley Road, Filton.

He was found guilty in his absence on both occasions and fines and costs were awarded to the value of over £6,000. The cases were heard on 14 May and previously on 17 December 2014.

A kitchen company has also

been prosecuted as a result of investigations by South Gloucestershire Council’s Building Control team.

Danny Sivyer and Phillip Irwin, directors of All-in-one Kitchens Limited, based in Two Mile Hill, Kingswood, pleaded guilty to three offences concerning electrical works.

The offences related to unsafe electrical work that was carried out on a house situated at the The Land, Coalpit Heath in 2014.

The case was heard at Yate Magistrates’ Court, where the judge took a very serious view of the offences. He initially suggested imposing the

maximum penalty available in the magistrates’ court but gave credit for the early guilty plea of the defendants. Fines and costs were awarded against the business of over £2500. The case was heard on March 12, 2015.

Andy Clark, South Gloucestershire Council’s building control manager, said: “I am delighted with the outcome of these court cases. This result comes off the back of a lot of hard work by officers at South Gloucestershire Council to crack down on dishonest builders and developers who flout the regulations that are there to protect people in their homes.

“It also demonstrates our

commitment to deal with rogue traders who may be taking business away from genuine local traders.

“We have made five prosecutions in the last 24 months for breaches of building regulations which makes South Gloucestershire Council’s building control team one of the most proactive in the country.”

Star Louie helps students celebrate South Gloucestershire and Stroud College students’ celebrated their achievements at the annual Prize Day ceremonies in Filton.

Prize Day is an event to congratulate and celebrate all completing students as well as awarding individuals, for outstanding performance, and with more than 3,000 people joining in with these celebrations, it was two days to remember.

On Friday 19th June the Stroud Campus held the first event and on Friday 26th June, the Bristol Campus had dance personality Louie Spence entertaining all. Event sponsors Chris Carter Design awarded students with cash prizes to assist with education or career paths. The special prize draw, which all students in attendance entered, was three cash prizes, with a top prize of £500.

The Governors’ Award for the Top Learner in Bristol went to Iris Estacio. Iris has been studying Art and Design at WISE for five years.

New business launch

By Rebecca Day One woman, alongside her sister and daughter, are bringing a touch of glitz and glamour to the heart of Filton, by opening a chic new hair and beauty salon.

‘Perfected’, in Gloucester Road North, is now open to the public, and is co-run by sisters Angela Bagley and Krissy Emery, with Angela’s daughter Emily Webster – an NVQ3 qualified therapist – providing beauty treatments. The team held a glitzy open day on July 4 with members of the public invited to have a look round.

Two hairdressers have already been employed, with Angela looking to employ two more stylists. Beauty therapies include messages, facials, face mapping, spray tans, waxing, shellac nails, pedicures and semi-permanent make-up.

Angela, who has had many years experience working in the hair and beauty industry, says she will be looking to add more therapies as time goes on.

Residents object to ‘overbearing’ retirement home

by Rebecca Day Plans to build a residential home in Cheswick Village have sparked concerns among those living in the area.

Residents say that the “eyesore” development, earmarked for the vacant site at The Square in Cheswick, is too large for the plot of land, and will overlook family homes backing on to the build.

Also, little provision for cars will only increase parking issues in the area, they say.

Plans originally put forward by developers McCarthy & Stone, were for a four-storey residential home, comprising of 44 units, with communal facilities, 14 car parking spaces and landscaping.

However, they have reduced

the number of units to 32 and increased the number of parking spaces to 26 (including two visitor spaces) following public consultation.

The deadline has now passed for residents to have their say on the development, with 25 objections being submitted to South Gloucestershire Council, and one in support.

The application, which has been recommended for approval, is going to committee on July 30 for a decision to be made, a council spokesperson has said.

Local resident Sejal Hampson believes that residents’ concerns regarding parking have been dismissed by the developers and council. She said: “I think [the council] and McCarthy &

“I firmly believe [they] need to increase the parking availability at the retirement flats at Cheswick, as the council and local MPs are already aware, we have severe parking issues already at Cheswick, which have been inadequately managed.

“Furthermore I am concerned about the height of this development as it is overbearing to the homes in Wallscourt, Horse Leaze Road and Hermitage Wood Road, and would invade people’s privacy.”

Paul Randall commented on the Cheswick Village Facebook page: “I’ve had a look through all the plans and I genuinely feel sorry for anyone who backs on to this monstrosity.

“This is going to ruin the whole square area – is there anything at all we can do to get this down a level?”

Christine Taylor, who also posted a comment, said: “I think the size and especially the height of it on that plot are too much – it makes the development of that small area, the centre of our ‘village’, far too dense, with the added problem of our ‘main’

road going through it. Parking is obviously also inadequate.”

“As the proposals represent part of the wider development of ‘The Square’, we have gone to great lengths to make sure the proposed design offers a positive relationship with the contemporary architectural style of Cheswick Village.”

Range of businesses preparing to open their doors to community

by Rebecca Day A food store, charity shop, fish and chip shop and nursery are all confirmed to be opening in Cheswick Village over the coming months.

Dates are still to be announced for the opening of the Harry Nuttall fish and chip shop and Barnardo’s charity store. But the Southern Co-operative, which is to have a post office, will open its doors on July 22, and Happy Days Nursery on September 1.

The Southern Co-op is creating 15 jobs for local people, and will be open from 7am-11pm.

Sophie Boxall, a spokesperson from the supermarket, said: “In addition to a bespoke range of produce, ready meals and an instore bakery, the store will include a Paypoint, lottery and free-to-use ATM plus a post office counter service open throughout the store’s opening hours.

“This will offer general postage and parcel services, mail redirection and bank services.”

The store opening is the latest for the independent regional retailer, whose nearest stores to Cheswick Village include Stoke Gifford, Two Mile Hill Road and Church Road.

Happy Days nursery will be catering for 82 children, aged up to five years. Established in Cornwall, Happy Days also has a nursery in Bradley Stoke, which launched in January this year.

Operations development manager Nicola Brooks says she has already been inundated with booking requests for the Cheswick nursery.

Ms Brooks said: “We were wanting to expand the business, with a particular focus on Bristol, and we thought Cheswick would be an ideal spot because of families moving to the area, plus high employment rates. We provide high quality childcare in a unique environment, and we’ve already had a huge amount of interest, with bookings being made up until April next year.”

Barnardo’s is currently recruiting a team of volunteers to work at the Cheswick store, with the charity's nearby shop in Gloucester Road North providing taster sessions. Barnardo’s Filton

manager Zoe Carter said: “People are sometimes unaware of what goes on behind the scenes of a modern charity shop, so we hope these sessions will give them the chance to learn more about what we do and how they might be able to help. Duties include sorting and pricing donations, steam cleaning the garments, serving customers, arranging displays and signing up new customers to gift aid.

"It will be a fun and informal way for potential volunteers to have a go at some of the tasks and then decide if they’d like to return on a regular basis.

“The sessions are aimed at recruiting people for the new shop in Cheswick Village but we’d also be delighted with help at our own shop.”

Filtonvoice understands that the Henry Nuttall fish and chip shop will have seating and an alcohol license.

There are 11 units which still remain unoccupied, but plans suggest that these could be a pub or restaurant, coffee shops, doctors’ surgery, fitness centre, a hair salon and estate agents.

This letter is not about “sour grapes” – I lost fair and square in a democratic election and I accept that completely.

It is about grassroots democracy in Filton. I believe that there is no place for political party labels and divisions in the town council. The council should be working as one for the good of the residents. I have strong political views but they are left outside Filton which is why I stood as and Independent.

I wish the council a successful remainder to their term of office.

Road resurfacing was pointless

Regarding the road re-surfacing between the A38 and Charles Road, the pavements of four houses (Nos 812/814 and the two opposite) for some reason, have been re-surfaced but not the rest of the pavements which are like a patchwork quilt from various repairs. More extraordinary, coming back from a few days away, I found that outside my house, in bold yellow, they have painted a huge rectangle for buses to stop and the words “Bus stop” outside the unused bus shelter. We haven’t had a bus on this route for at least three years when the bus was withdrawn. I should be interested to know why this pointless work was carried out.

They build 45,000 homes a year – for rent, for sale and shared ownership – but want to do much more. Their vision is to deliver 120,000 of the 245,000 homes this country desperately needs each year by 2033.

Our new Government has committed to end the housing crisis within a generation, now it must free up land and provide proper investment. We look forward to working with Mr Lopresti in Parliament to solve the housing crisis.

Auto centre failed to act on faults

Halfords Auto Centre in Filton failed to carry out a satisfactory full car service which has resulted in the company being fined £32,000. They were also ordered to pay more than £14,862 in costs and a £120 victim surcharge.

The prosecution was brought

by South Gloucestershire Council Trading Standards as part of a crackdown on garages charging for work that had not been carried out and failing to adequately service customer cars.

The Halfords Auto Centre was subject to a test purchase check where a vehicle was put in for a premium service which officers later discovered had not been fully completed.

Prior to the check, an industry expert introduced 20 faults to the car, a Vauxhall Astra. The faults were all standard issues that should be checked during a routine service. For example, the

levels of brake fluid and power steering fluid were reduced below the minimum level. Bulbs were also removed as part of the operation.

In all, 11 of the 20 faults were missed which should have been picked up in the full service which cost £235 to carry out.

Cllr Heather Goddard, Chair of the Communities Committee, said: “Residents need to be able to put their trust in the garage they take their car to for a service so it is unacceptable that this particular branch of a wellknown chain has not met the required standard.”

Communities Manager, added: “The results of this operation were disappointing because had this been a real customer they would not have received the service they were paying for.

Our Trading Standards officers will continue to carry out these test operations to ensure South Gloucestershire residents get a fair deal. This prosecution demonstrates our commitment to taking enforcement action against those companies which do not take their responsibilities to their customers seriously.”

The case was heard at North Avon Magistrates Court on Friday June 5.

Halfords Auto Centre pleaded guilty to eight offences under the Consumer Protection from Unfair Trading Regulations for giving misleading information in relation to a service offered by them.

A Halfords spokesperson said: “We fully cooperated with Trading Standards on this isolated case concerning Halfords Autocentre Filton and a single vehicle on 6 March 2014.

“Halfords operates over 300 Autocentres throughout the UK, employing over 2,000 people and working on approximately 60,000 vehicles per month. We are deeply disappointed that in this case we did not meet the high standards we set ourselves.

“We immediately launched an internal investigation and are confident that this is an isolated case.”

The car servicing test was carried out on March 6, 2014.

I have to say I was disappointed that Hogarth’s stunning triptych, originally painted for St Mary Redcliffe, was not included in the exhibition – at least until I read that it is way too high to fit into the ground-floor exhibition gallery. However, it is possible to see it on Doors Open Day or by appointment in its current home, St Nicholas Church, where it rises in incongruous magnificence above the computer screens of Bristol Archaeological Services, also now housed within.

work is being exhibited at the RWA until September 6, travelled North Devon photographing rural scenes for the Beaford archive in the 1970s and 1980s. His work is almost exclusively monochrome, which might seem perverse given his subject matter, but which gives his work a timeless quality. His photograph of sheep lost in a lane could have been taken at any point in the past hundred years, and his portraits of people absorbed in their tasks can be dated mainly by what the subjects are wearing. And up close is really where you want to be, taking in details such as the tears in Sigismunda’s eyes as she mourns her slain lover, Giuscardo, while clutching a beautifully embossed golden goblet containing his heart to her own, or the foaming cataracts of white lawn worn by Thomas Herring, Archbishop of Canterbury, who inexplicably disliked his portrait. In preparation for the forthcoming visit to Filton by representatives from our twin towns St Vallier in France and Witzenhausen in Germany at the end of this month (July 30-August 5) it augers well for the continuing interest in this link up.

Vigorously fundraising to cater for this unique 40th anniversary celebration of the commencement of the Filton Twinning Association, it was a welcome opportunity to display the continuing interest in these European relationships.

Pianists wanted to entertain in atrium

Patients, staff and visitors at Southmead Hospital will be treated to live performances on a grand piano thanks to the proceeds from the sale of a painting.

The Steck Boudoir Grand piano was purchased following the auction of a landscape oil painting by English artist Henry William Banks Davis, which had been on display in one of the hospital’s old buildings.

The sale of Declin du Soleil, painted in 1890, fetched £2,400, which covered the purchase, restoration and installation of the piano in the atrium.

Southmead Hospital is now looking for volunteer pianists who would like to play the piano for half-an-hour slots.

Hospital charity launches appeal for local fundraising superheroes Local people are being urged to “Do Something Super for Southmead” and raise money to support healthcare services and research projects at the hospital.

Southmead Hospital Charity has launched the new appeal with the aim of raising an extra £1 million through community fundraising events over the next three years.

The cash will go towards services at both Southmead and Cossham hospitals as well as to fund research into new treatments and ways to make

faster diagnoses. The appeal was launched in June with a series of musical and dance performances, including an appearance from The Voice contestant Tom Carpenter, alongside fundraising challenges such as a world record attempt at the fastest hospital bed-making.

Five superhero mascots have been enlisted to inspire people to take on fundraising challenges or organise events.

Southmead Hospital Charity has funded 55 research projects at Southmead Hospital to a total

of £548,000. Dr Kathreena Kurian, a neuropathologist, has received funding from the charity’s research fund to look at new ways of detecting the existence of brain tumour cells through a simple blood test.

She said: “Many research projects that make a huge difference to our understanding of diseases and how we treat them would just not be possible without funding from charities like Southmead Hospital Charity.

“It is so important that we

are able to undertake such pioneering research studies right here in Bristol, to benefit our patients and local communities now and for the future.”

Jane Ibbunson, head of fundraising, said: “We have lots of exciting plans lined up this year to help people make the most of their super fundraising powers.

“So whether you’re up for a sporting challenge, can organise a fun day or cook up a great bake sale join our appeal and be a hero in your community.”

Ice rink at heart of ‘sports theme’ for complex on land at Cribbs

by Rebecca Day Ice skating, skiing and skydiving could all be in easy reach for Filton folk, as new plans have been unveiled for a sports centre at Cribbs Causeway.

Developer Baylis Estates – which part-owns The Mall – says that it wants to introduce an “active sports” theme to the entertainment and retail outlet, north of Bristol. New facilities would also include a sports store, hotel, restaurant and more.

The development would be built on the land next to the Venue cinema previously earmarked for the proposed Concorde Museum.

An alternative site for the museum was secured last year through an agreement between the Bristol Aero Collection Trust and neighbouring Filton airfield owner BAE Systems.

Baylis Estates has already started carrying out its community engagement programme to gauge public opinion before submitting the planning application.

David Mace, director at Baylis Estates, said: “Our ambitious plans for the site include building a flagship permanent indoor ice rink so that residents across the district and the wider West of England area no longer have to travel to other parts of the country to access this sort of facility all year round.

“An indoor skydiving and ski centre – the first in the South West – is also planned for the site, along with a sports store,

hotel, restaurant, coffee ‘drive thru’ and car showroom, which will deliver significant social and economic benefits to the area.

“We are really keen to develop an active sports theme on this site, which links well with the adjoining leisure park at The Venue and will provide important and integrated facilities for the future development in and around Cribbs Causeway.”

Planet Ice, which will operate the new ice rink, added: “Planet Ice are Europe’s leader in ice leisure and we are really excited about the relationship between ourselves and the Cribbs Causeway development.

“The new ice rink will offer some highly engaging and unique opportunities for the local community irrespective of physical, educational, or emotional barriers.

Chance to share views on plan to replace 24 homes Residents will be able to put their questions to the team behind plans to redevelop an area of Filton in a multi-million pound project.

Merlin Housing Society will hold a public meeting this month on its proposals to replace 24 homes in Rodney Crescent, Canberra Grove and Conygre Grove with up to 35 modern, energy-efficient homes.

The meeting will be held on Wednesday, July 22, at Filton Community Centre in Elm Park, Filton, from 3.30-6.30pm.

Project manager Sally Gilbert said: “We’re inviting our residents, neighbours and the wider community to come along to discuss our proposals and help us finalise the plans. We’ve had some really useful feedback at similar events we’ve held and are

New skills and new friends for over-50s

plans to redevelop 450 “nontraditional” properties across South Gloucestershire. The properties were built in the 1940s and 50s as a quick solution to the post-war housing shortage, but are now suffering from damp and draughts.

Merlin’s redevelopment programme is one of the biggest of its kind in recent years in the country. It has already started work on its first redevelopment site in Coalpit Heath, where it is initially building 39 new homes.

As well as redeveloping 450 properties, Merlin is also carrying out external improvements to another 1,000 of its non-traditional homes.

All of the work forms part of a pledge made to residents when it took over South Gloucestershire Council’s housing stock in 2007.

A local college is inviting over50s to keep their minds active with a free leisure-learning course.

South Gloucestershire and Stroud College’s WISE Campus will be hosting the sessions, named Refresh 2 Impress, for semi-retired and retired people who want to meet new people and brush up on old skills or discover new ones.

Activities will include understanding modern technology, first aid at home, photography, painting, gentle gym as well as valuable day-today maths skills.

Participants will get a qualification at the end of the course and a free lunch is also included.

Reception would like to thank all of the residents of Filton and families of Filton Hill Primary School for kindly helping us to achieve the winning amount of tokens at Asda, Filton. We collected a £200 cheque which we are going to spend on our outdoor area.

Athletics Success at South Glos Championships This was when Abbeywood Community School had its breakthrough in athletics. The South Glos Championships host the best athletes from each school for each event so to put this into perspective, even if you come in 16th place, that is 16th place out of 1,200 students in your age group.

We started off in spectacular style with Jonny Mead winning the hurdles and Daisy Ackerman winning the 1500m by some distance.

This really inspired our team in all age groups and we produced so many brilliant individual performances.

Jess Frazer ran like a gazelle winning the 200m and 800m and Alex Yfimcev high jumped like an Olympian. It became very apparent that our students were qualifying for many of the running event finals and scoring points in the field events. It was an amazing team performance with everybody contributing to the final score.

Year 7 won both the boys’ and girls’ team events and Year 9 came second in the boy team event.

Best of all we came SECOND as a school overall and only just behind Brimsham Green. All in all a fantastic team performance. We must highlight the year 10 girls who performed in every event and made a difference to the points table.

We are very proud of all our students, possibly one of the best sporting achievements in the history of the school.

Inspire today... empower for life Orchard School Bristol

St Teresa’ Primary

Years 3, 4 and 5 performed their production of ‘Annie’ and we are delighted how members of our school family just get better and better with their performances.

They were fantastic, professional and could not have been more of a credit to themselves and the whole school family.

Our thanks to all the children involved, everyone who helped or came to watch and especially the staff who worked so hard with our partners ATC to put on such a superb show.

The show was held at the Olympus Theatre in Filton.

The UK Maths Challenge results are in, and Orchard School is extremely proud to announce the successes of our pupils.

Twenty-five students from Years 7 and 8 at Orchard entered in to the competition, which took place on 30th April.

Max Grant came top in the school and top in Year 8, and received a gold award, while other pupils in his year group, Lewis Bullock, Jessica Hyde and Frank Godfree, achieved one silver and two bronzes respectively.

Max has gone through to the international ‘Kangaroo’ competition, which is taking place this week.

Bobby Corey came top in Year 7 and achieved silver, while Charlie Revill and Naimah Karim received bronze awards.

The UKMT (UK Maths Trust) Individual Maths Challenges are lively multiple choice question papers, which are designed to stimulate pupils’ interest in maths.

Papers - which contain 25 multiple choice questions - are taken in school and returned to the UKMT for marking. The junior challenges, which Orchard pupils took part in, are an hour long.

Gold, silver and bronze certificates are then awarded to 40% of participants nationally in the junior category, with the most successful participants at each level being invited to enter follow-on rounds.

The challenge attracts over 600,000 entries from over 4,000 schools and colleges. l It won’t just be university students graduating this summer. Pupils from Orchard School will also have their very own ceremony at Bristol Cathedral - thanks to an affiliate scheme with UWE. Orchard has teamed up with the university to provide the Children’s University programme, which encourages pupils, from Years 7 to 10, to take part in and facilitate learning activities outside of school hours.

The project allows children to take up fantastic opportunities to not only discover themselves, but the world around them.

Each student holds their own passport - which looks similar to an EU passport - where they collect stamps for each activity they take part in.

Twenty pupils, in Years 7 to 9, have graduated through the scheme, with 14 Year 10s graduating as volunteers.

St Vallier Football The annual St Vallier AFC Presentation Evening was held at the Ratepayers Arms on Saturday 13 June. This end of season event celebrates the achievements of players and coaches, helps raise funds towards the progression of the club and strengthens links with Filton Town Council.

All players are presented with a trophy to mark their performances and commitment throughout the season.

However, special prizes are also awarded within each year group to particular players in the following categories: Manager’s Player, Players’ Player, Most Improved and Clubman. St Vallier Under 8s won a national competition where Muller Wiseman diaries sponsored a new kit to the value of £300 for youth community sports teams. St Vallier were chosen as the regional winner for their community project where the youth development was set up to increase a decline in the number of teams. St Vallier now have eight teams and chairman Ray Edwards chairman was also been nominated as a regional finalist in the FA for outstanding contribution to grass roots football within the community. manager, Steve Millman, who is now stepping down.

The evening was a huge success and thoroughly enjoyed by players, coaches and parents.

Charborough Primary Fete Charborough Road Primary School enjoyed plenty of fun in the sun at its annual Summer Fete. Held in glorious sunshine, it was well attended by the local community who browsed the plants and “As New” stalls, enjoyed performances from local gymnastic, dance and drama groups, and munched their way through 130 hot dogs and 140 burgers!

Most importantly the children had a fantastic time: playing games, bouncing on the castle, eating ice cream and knocking their friends off the greasy pole with pillows! Ella Murdoch, Year 4, said: “I especially loved throwing wet sponges at my Mum; it was the best 50p I’ve ever spent!” The highlight for most of the pupils was having the opportunity to vote on which of their brave teachers to gunge. Year 2 teacher Mr Pavey won with a clear majority, and took his punishment in a very dignified way! And just because there was a couple of buckets of neon pink gloop left over, Year 3 teacher Mrs Hannam was gunged for good measure!

There were plenty of fabulous prizes to be won; Rob Jones, parent to Morgan who is due to start at Charborough Road in September, won the raffle top prize of £100 Mall Vouchers, and the winner of the £100 cash prize who chose the Lucky Date of the year was Gary Warren, parent to Max, Year 2 and Alex, Reception Class.

In addition to having so much fun, we managed to raise an incredible £4,400!

Nicola Bailey, Head of Charborough Road, said “The money raised will help the children benefit in a range of ways: visits from travelling theatre companies, visits by the Science Dome, buying craft, cookery, gardening, music and photography supplies and subsidising exciting trips out.”

Cath Gregory, fete organiser and mum to Tom and Orla, said “There was a truly fantastic atmosphere; it was such a brilliant day! As ever, we couldn’t have done this without the amazing support of all our school staff, parent volunteers, the children who helped run events, our local business sponsors and everyone else who donated or helped in any way.”

Praise for new ‘friends’ after successful day The sun shone and people came out in numbers on Sat 4th July for the Shield Rd School Summer Fayre.

All the usual attractions were there along with some new features including some classic cars that proved very popular, and a comedy photo booth that saw children and adults strike amusing poses with props against a range of backgrounds.

The large crowd were also treated to dance and martial arts displays and a wide range of refreshments to keep them sustained while they were entertained.

The Fayre was organised by the Friends of Shield Rd (FOSR) and was the largest event on their busy calendar of events to raise funds - estimated at £1,600 - for the successful and expanding school Vice Chair of FOSR Louise

Davies said: “We are so pleased that we got the weather after all the planning that goes into an event like this.

“FOSR are in a transition stage where newer parents are being mentored by some of the longer standing “Friends” in order to learn from them before they move on with their children.

“So to have such a successful event run with some less experienced people involved is great. It was fantastic to see so many new and prospective parents and particularly nice to be supported by so many people from other schools in the area.”

FOSR welcome new members and any help is gratefully appreciated no matter how little time you may be able to spare.

Could you be a friend for over-50s?

Can you spare some of your precious time?

Age UK South Gloucestershire provides a variety of services to people who are aged over 50. Many of these services are supported by our volunteers and without our volunteers’ support we would not be able to help as many people as we do. We currently have an urgent need for volunteers in our Activity Day Centre and for our Befriending service.

Join us for a “no worries” day.

We are looking for volunteers to spend time with older people at the Activity Day Club in Filton. Participate in activities including playing bingo, singing songs, joining in seated exercise classes and going on day trips.

One service user described the Activity Day Club as her “no worries days”.

She said: “I get picked up and taken home. I do fun activities, meet my friends, have a lovely lunch….no worries.”

Could you spare an hour a week to visit a neighbour?

Age UK South Gloucestershire offers a free befriending service to older people who are feeling lonely or isolated. We currently have six people living in the Filton community and when you visit is flexible and can fit around your existing commitments. All our volunteers receive induction and Dementia Friends training and are supported by a volunteer mentor.

Older people describe this service as a real lifeline and look forward to their weekly chat.

Volunteer befrienders also find their involvement rewarding as they make a real difference to the lives of those they visit.

We are currently operating a countywide waiting list and we have 95 people living in South Gloucestershire in need of a volunteer befriender.

Emotional day for friends in daring charity skydive

by Rebecca Day Amazing, yet emotional is how Ashley Robinson described the skydive he and a group of pals did in memory of good friend Richard Masters.

Their jump has raised more than £5,500, which will be going to St Peter’s Hospice – the charity which cared for Richard and his family following his diagnosis of non-Hodgkins lymphoma. Richard, 35, sadly lost his battle to the rare cancer, which develops in the vessels and glands, last October.

He was given only weeks to live on two occasions, but fought the disease for three years until he decided to stop his treatment.

Richard left behind wife LeeAnne and son Soul, seven.

Ashley made the leap at Old

Sarum Airfield in Wiltshire on June 21 alongside friends Alex, Fay, Chris, Stuart, Aref, Ian and Ed. Six more are to complete the skydive in the coming weeks in memory of Richard.

Many of the people taking part are fellow parents of children attending Charborough Road Primary in Filton, the school Soul attends.

Ashley, Richard’s best friend, said: “The jump was amazing and also emotional at the same time as we all remembered Rich.

“Lee-Anne and Soul also managed to join us on the day, which was really great that they could see us all jump.

“It’s been an amazing experience. We have also been able to remember Rich and how much we miss and love him.”

Louise James, community fundraiser at St Peter’s Hospice, said: “We are thrilled with the fundraising efforts by Chris, Ash, Faye and all the other supporters that bravely jumped out of plane at 10,000 feet to raise money for the Hospice.

“They have raised a staggering £5,000 so far in memory of Richard, such a fantastic achievement, they should all be very proud. The money raised could allow our community nurses to make 50 home visits to our patients in Bristol.”

Thousands asked for views on getting around South Gloucestershire Some Filton residents will be among 3,000 across South Gloucestershire who are being asked for their views on local highways and transport services.

The council is one of 86 local authorities carrying out a survey that asks people across the country the same questions, which range from public

transport to road maintenance and cycle routes.

The questionnaire will be sent to a minimum random sample of 3,300 South Gloucestershire residents this month and the closing date is August 14.

Mark King, Head of StreetCare and Transport, said: “We are involved in several major

projects to improve our road and public transport networks, such as the Cribbs Patchway Metro Bus Extension. We also won a share of Government funding to carry out extensive maintenance to the A4174 Ring Road and the A403 in Severnside.”

The survey is being run for the eighth year.

Mark’s racing towards his target in year of running

by Rebecca Day A Filton man has taken on the mammoth challenge of completing at least one longdistance run, every month, for the entire year.

Mark Hoskins, 35, has completed 15 races in the past seven months – some 10ks, but the majority marathons and some gruelling off-road races – which have totted up to over 700 miles.

The challenge is designed to raise money for a charity which supports his wife, Annmarie, who suffers from a rare brain disease.

So far Mark has raised around £1,850 for the Ann Conroy Trust, which provides help, support and advice to those suffering with rare brain and spinal conditions.

Libraries get seal of approval from users A survey has revealed that 99 per cent of library customers in South Gloucestershire would recommend the service to someone else.

More than 3,800 visitors took part in the study, which also showed that 97 per cent thought the service was good or very good.

Councillor Heather Goddard, chair of the Communities Committee, said: “This is a really great endorsement of South Gloucestershire Council’s Library Service and the fantastic work of all of the staff who make a visit to the library so valuable.

“We also want to thank the public for engaging in this survey because it helps us understand where we are doing well and where we can make improvements.”

As a result of the feedback, local libraries will be aiming to raise awareness of their online services and the access to UWE available to library cardholders.

Choir sings out for some new members

A sum of £500 has also been donated by insurance company, ‘LV=’.

Mark hopes that he will reach his target of £2,000.

Annmarie, 28, was diagnosed three years ago with Chiari Malformation – where the lower parts of the brain are pushed down towards the spinal cord, causing serious headaches, dizziness, loss of coordination and balance – and has since undergone major brain surgery twice.

“It’s been a rough time – some days she can’t even get out of bed,” Mark explained. “She’s constantly taking painkillers. But we are just learning to deal with it on a day-to-day basis.”

Annmarie says that the Ann Conroy Trust has been a “great help”, and has given her support and advice when needed.

Mark Hoskins has run almost 700 miles so far this year in events ranging from 10ks, to marathons to off-road races Mark, who works as a groundsman for Filton Town Council, took up running over two years ago when he started going on casual jogs with his dog. Last year, he completed two marathons, in April and November.

“Now, it’s just got a bit out of hand,” Mark joked. “So far, it’s not been too bad really, apart from feeling quite tired a lot of the time.

“The hardest parts have been going out of the door on the coldest and wettest days, and getting completely battered by the weather.

“But it’s been a good excuse to eat like a horse!”

Mark has also taken on the

challenge of not drinking alcohol for an entire year.

He has six marathons lined up for the rest of 2015, including a 30-mile race in Portsmouth this December – the longest distance he will have completed on the challenge.

The furthest he has run so far is 28 miles, from Purton in South Gloucestershire to the Severn Beach, as part of the Bristol Severn Ultra Challenge.

He says that his favourite race so far has been the Stroud Trail Marathon. “It was quite hilly and tough, but I had a really nice bunch of people to run with,” he said. To donate towards Mark’s challenge, visit www.justgiving. com/M-Hoskins.

Henleaze Ladies’ Choir is a meets in St Peter’s Church Hall, Henleaze, on Thursdays between September and May from 1.453.45pm, with a short break for tea.

The conductor is Jane English and the group sings a variety of music from classical to folk to popular songs and numbers from the shows. There is no audition and though being able to read music is an advantage, it is not essential.

The choir gives two charity concerts a year on afternoons in December and May in St Peter’s Church Hall and from time to time they are invited to entertain community groups around the city. There are also occasional social events organised.

The singers are always pleased to see new members but would particularly welcome first sopranos at the moment and are inviting women who would like to give it a go to come and try a rehearsal. Primary pupils get on their bikes for a head start as they make switch to secondary school Year 6 pupils across the district are saddling up to prepare for their move to secondary school in September, including Abbeywood Community School.

Youngsters are taking part in group bike rides to learn the routes to their new school ahead of the autumn term.

In total, 65 pupils from seven South Gloucestershire junior

and primary schools, including Bailey’s Court, Bowsland Green, Meadowbrook, Raysfield, St Michael’s, Stoke Lodge and The Ridge, will be joining “transition rides” to their new school.

As part of the rides, the pupils are shown where to store their bikes and safety gear at their new school so they are prepared from their very first day.

Martina Byrne-Obee, road safety officer at South Gloucestershire Council, said: “These transition rides are aimed at encouraging students to think about how they can travel to their new school as well as showing them some of the benefits of cycling.

“The council’s Bikeability accredited instructors try out a

couple of different routes to and from school with the students to help boost their skills ready for when the time comes to make that all important journey to their new secondary school.”

Transition rides have been funded by the Local Sustainable Transport Fund Active Travel to school project.
