School’s pride as ambitious Ethan is first to be offered Oxford place

by Rebecca Day Ethan Martin is on track to become Abbeywood Community School’s first Oxford University student.

The 17-year-old from Filton has received a conditional acceptance from the prestigious university, where he would be studying for a degree in mathematics and computer science.

He is currently undertaking his A levels in maths, further maths, physics and computer science at the Post-16 Centre in Stoke Gifford, and is hoping to achieve the required grades of at least one A* and three As. “I’ve always wanted to go to university, but it wasn’t until during my AS levels that I started thinking about where I wanted to go,” Ethan told Filtonvoice.

“I was doing well at college,

and people kept telling me that I should aim for Oxford or Cambridge University, so I went for it.

“I really enjoy programming, so I decided to study something to do with computers.”

He added: “I would be so happy if I get into Oxford University – going there would be great, as it would help me secure a good job in the future.”

Ethan’s interest in computer science was sparked after he chose the subject for his GCSEs at Abbeywood’s secondary school.

He is now busy revising for his exams, which begin in June.

Ethan will be collecting his results, along with his fellow classmates, on August 18.

Chancellor in Filton to give £38m vote of confidence in aero future Centre will help Airbus develop latest technologies and safeguard hundreds of jobs at new facility, opening in 2017

Chancellor of the Exchequer George Osborne joined Airbus Chief Operating Officer, Tom Williams CBE to announce a £37 million investment in a new Wing Integration Centre at the Airbus site in Filton, Bristol.

The new facility, on the A38 opposite South Glos and Sroud Colleg, will be an advanced testing centre for large structural components. It will enable Airbus and its partners to develop new and cutting edge ideas, helping underpin the UK as one of the world’s leading aerospace sectors.

The project is receiving funding from the joint industry and government aerospace R&D funding programme, delivered as a partnership between the Department for Business, Innovation & Skills, the Aerospace Technology Institute and Innovate UK. “When it opens in 2017, it will house around 300 highly skilled engineers who will

develop and test aerospace technology.

Mr Osborne said: “When it comes to aerospace design Britain is the innovator of Europe and I want to see us going even further and becoming the global leader. That is why we are committing £37m for a new cutting edge research facility right here in the heart of the South West.

“Not only will the new research centre play home to some of the most exciting innovations in aerospace, for years to come it will also protect hundreds of highly skilled jobs.”

Mr Williams said: “I would like to thank the Chancellor for visiting Filton and making this vitally important announcement for the UK and Airbus. It is crucial we take the lead in developing new technology and this facility will help to shape the future of air travel for decades to come.

Filton has seen significant investment in new facilities, most recently the £70 million Aerospace Park as well as other ATI-funded research projects into future technologies. A further £100 million has been invested in facilities to test aircraft systems on the Filton site.

Delivering a new generation of wing design innovation The Airbus Wing Integration Centre is a €44.8 million (£38 million) facility that has been specifically designed to provide the most advanced working environment and tools for Airbus, our suppliers, our partners, and academia, to deliver the next generation of aircraft wing, landing gear system and fuel system designs. The facility will operate on an ‘open door’ policy where external organisations can make use of the equipment and laboratory space, giving a benefit that goes beyond Airbus.

This building will house Airbus aerospace engineers working in early stage research right through to in service aircraft improvements as well as a team from Airbus Group Innovations who focus on emerging technologies.

They will have access to an innovative, highly flexible, and easily adaptable physical test environment which will form a proving ground for future technologies, new materials and manufacturing techniques

as well as novel and more efficient testing processes.

The Airbus Filton site has been chosen as the best location for this facility because it is home to 2,000 engineers who specialise in wing design, as well as fuel and landing gear systems integration.

They have designed all of the Airbus wings, including the double-deck A380, the majority composite A350 XWB, and the fuel saving Sharklet wing tips. These engineers will be incorporating the disruptive technology that will be incubated in the Airbus Wing Integration Centre into the next generation of fuel efficient aircraft – they will deliver the designs for the “Wing of the Future”.

The Airbus Filton site is also home to Airbus Group Innovations’ 3D printing plateau and digital manufacturing laboratory and the Airbus low speed wind tunnel, and is close to complimentary research facilities such as and the National Composites Centre.

German giant takes delivery of A320neo The Lufthansa Group, Airbus’ largest airline customer and operator, marked a major step in aviation history last month by taking delivery of the first A320neo, the world’s best-selling and most fuel efficient single aisle aircraft, with wings developed in Filton.

Councillors stick with 10% rise in precept as bid to limit it rejected A move to limit Filton’s council tax precept rise to 5% has been rejected by councillors.

Last month it was revealed that the precept - the part of council tax which funds town council services -was likely to be raised by nearly 10%.

Further work has revealed that the increase needs to be 10.6% in order to fund services and begin the process of building up reserves.

At last month’s town council meeting, Cllr Alan Tink said a rise on this scale was simply too much in light of previous increases in the past two years of 4.8% and 4.6%.

An increase of 10.6% represents an extra £20 per year for the average household.

Councillors opposing Cllr

Tink’s proposal said it would be financially irresponsible not to rebuild reserves, which had dropped in recent years as the council battled rising staff costs and reduced income from the swimming pool.

In a stormy public questions earlier, resident Dave Mikkelson criticised the previous council for failing to spot that the authority was facing financial problems.

He said: “Two years ago the council had £180,000 in reserves which was frittered away by inept financial management.

“When the matter was brought up the public was assured it was under control but then in December 2014 the penny dropped that it had become a struggle to pay wages.

“As a consequence reserves

 

have dropped and the pool has been haemorrhaging money.

“How many people use the leisure centre. People are struggling with their budgets and we already pay £200 more than other parishes for council tax, the highest in the region.

“Something dynamic needs to be done with the leisure centre. it looks like an old warehouse.”

Cllr Stan Sims said: “Filton is tiny but it took it upon itself to build a pool.

“Mr Mikkelson should stand for the council.”

Chair of Finance Ian Scott said: “We are the only parish council running a pool. We could vote to close it down but I have no intention of doing that unless it becomes affordable.

“It would be financially

irresponsible not to build up the reserves again.”

Cllr Keith Briffett said he would vote for the 10.6% increase but added that we can’t keep doing this every year and that he “feared for the pool”.

Cllrs John Tucker, Maria Silveira and Anne Kenyon joined Cllr Tink in pressing for the 5% increase but they were outvoted

by Cllrs Ben Scott, Jo Ward, Brian Mead, Ian Scott and Keith Briffett.

In a statement, Cllr Ian Scott told Filtonvoice: “I agree with the accountant that following the Tory government cut in council tax support grant this would mean Filton Town Council, just to stand still, needs to raise extra money.

Filton Town Council reserves to a sensible level. The £20 increase over the year works out at less than a 50p per week increase.

“Filton Town Council Tax is higher than other councils because we run our own swimming pool.

“South Gloucestershire Council will not pay for the swimming pool and the danger is, that we will end up like Patchway with no swimming pool.

Just seven months in business and already we’re a five-star salon!

Perfected, on Gloucester Road North opposite the former Blockbusters, received the prestigious acclamation from the Good Salon Guide in January – despite only being open for seven months.

The salon underwent an intense three-hour assessment when it was judged on its facilities, products, staff qualifications, and its general look.

Owner of Perfected Angela Bagley, who has had many

years’ experience working in the industry, said: “Whenever I used to look for salons for hair cuts or beauty treatments, it would have to be five stars.

“It's such a prestigious thing to receive. A lot of hard work has been put in and we're very proud considering that we're only seven months old.”

Angela says that since opening the salon – alongside her daughter Emily Webster, an NVQ3 qualified beauty therapist – she has been heartened by the support she has received.

The Little Girl in the Radiator. Mum, Alzheimer’s and Me by Martin Slevin Book review by Filton Library staff Wonderfully written, ‘The Little Girl in the Radiator’ maintained my interest from beginning to end. The author deals with the complex issue of Alzheimer’s disease in the most compassionate, clear and simplest of ways. Martin Slevin has mastered the art of storytelling. It is a funny book even though the subject is a serious one but it is also sad so I found myself crying and laughing at the same time.

This book helps you to see the illness from the sufferer’s perspective, Rose. Even though Rose was unable to verbalise how she felt, Martin (her son) was able to read between the lines of his Mum’s Alzheimer’s to interpret her feelings.

Martin gives a moving, loving and sometimes hilarious portrait of the decline of a loved one into this disease.

Filled with hilarious anecdotes of his Mum and her life with Alzheimer’s, the book is moving and very down to earth.

Martin has lived with the reality of this disease.

His style is clear and expressive which can help improve awareness and understanding of Alzheimer’s.

I was captivated all the way through and would highly recommend this book to anyone – not just those who have come into contact with Alzheimer’s.

Meeting our new town councillor

I’m Joanne Ward, Filton’s newest town councillor following a by-election in Northville ward last month.

How long have you lived in Filton?

I moved to Filton five and a half years ago with my husband and son looking for a place to live which had a strong community and good facilities for children and families.

A big talking point is the future of the swimming pool - is it a service which might cost the taxpayer or should it be profitable or at least break even?

I understand that the pool was built by the people of Filton and is therefore owned by the people of Filton.

My own view is that we should be very proud of the pool. It provides health and leisure opportunities for residents and is used by local schools to teach our children to swim; potentially a life-saving skill.

In my role as town councillor I’m interested to find out how residents feel about the pool and I will take an active role in discussions about its future.

What do you do for a living?

I work as an office manager and parliamentary assistant.

Previously I’ve worked for a local college, local charities and government agencies in Bristol and Cheltenham.

Why did you get into politics?

I’ve always been interested in politics and I’m an active member of the Labour party but what really interests me is making sure that local people have a say in decisions that affect their lives every day. My fellow councillors bring a wealth of experience and expertise and, whilst I want to represent people across Filton, I’m particularly keen to ensure that the voices of parents and young people are heard.

Why do you like living in Filton?

Filton is a good place to live and a good place to bring up children. I love having a pool, parks and a great library on my doorstep.

What are the biggest issues facing Filton Cuts that are happening nationally are now being felt at a local level. Facilities such as our library are at risk of closure and, whilst it’s easy to take facilities for granted, in the current climate we can’t.

What will you try to do about it?

When decisions are made at a town council level I will represent the views of residents and, if people value facilities or services, I will do all I can to keep them.

Filton college wins approval to set up school for children with autism

A new school for children with conditions such as autism, to be run by Filton-based South Gloucestershire and Stroud College, has been approved.

Following a rigorous application and assessment process, the proposal for The SGS School, a new free special school, was approved this month by the Department for Education.

It is hoped it will open in September 2017.

The Secretary of State has given permission today for SGS Academy Trust to develop pre-opening plans to establish the new Free School for 80 boys and girls, aged 4-18 year olds with complex communication difficulties such as Autism.

South Gloucestershire and

Stroud College formed the SGS Academy Trust in 2014 to support primary, secondary and special schools in the greater Gloucestershire area who feel that their school needs to benefit from efficiencies of scale gained by working with the College.

All schools in the Trust have access to the physical, human and intellectual support available from the college.

Kevin Hamblin, CEO of SGSAT said: “This news will allow the Trust, along with our partners including the Local Authority, to take the first steps to design and plan for a new school and help dozens of children who currently are not supported in South Gloucestershire and for many

that means having to travel out of the area to access appropriate provision. The school will focus on providing intensive support to about 80 children of all ages and will aim to support them into mainstream education when we feel they are confident enough.

“At the moment, the lack of suitable places in South Gloucestershire costs the local authority a considerable amount to buy provision in other areas and more importantly children have to face long taxi or bus rides to access appropriate education services.”

The next step will be to find a site for the school and design the building before submitting a final proposal for Secretary of State approval.

ast month Chancellor of the Exchequer George Osborne and Airbus Chief Operating Officer, Tom Williams CBE announced a £38 million investment in a new Wing Integration Centre at the Airbus site in Filton.

The new facility will be an advanced testing centre for large structural components, a development hub for wing research through to design, as well as providing flexible lab space for 3D printing and other projects.

The project is receiving funding from the joint industry and government aerospace R&D funding programme, delivered as a partnership between the Department for Business, Innovation & Skills, the Aerospace Technology Institute and Innovate UK. Filton has been the home of aviation innovation for more than 100 years, and it doesn’t stop now. Filton is the only place in the world that Airbus has that brings together the talent and the testing centres to deliver innovative wing designs and delivers end to end innovation from research to mature, tested designs.

When the Airbus Wing Integration Centre opens in 2017, it will house around 300 highly skilled engineers who will develop and test aerospace technology. This new test facility and the recent £70 million investment in the Airbus Aerospace Park just shows Airbus’ commitment to Filton and its benefit to the business.

Two years on and fast broadband still out of reach for some homes

By Rebecca Day Cheswick Village thought that its troubles with internet access were over.

Fibre broadband was finally installed early last year after many local residents were left in the dark ages with slow internet speeds.

But a new problem has arisen – there’s now not enough capacity in the fibre cabinets for people wanting to upgrade to superfast speeds.

According to the broadband provider BT Openreach, cabinets 14 and 28 which serve the estate, have reached their full capacity and the equipment needs to be upgraded, to meet the demand.

It is expected that residents will be able to order fibre broadband from July this year.

Sejal Hampson, a local resident and campaigner, has referred to the situation as “unacceptable” and “disappointing”.

She said: “The estate I live on has 1,000 homes and I know of at least 50 homes personally who are having issues.

“Some potential customers who want to upgrade to fibre have been chasing their communications providers for months about when they will be able to offer fibre products.

“They have all been given the same message that they are waiting for Openreach to increase the capacity on the boxes.”

A new housing development is also being built in Cheswick for around 100 dwellings, which will only increase the demand, says Mrs Hampson.

A spokesperson from BT Openreach said: “The cabinets are full, but there is a proposal to [upgrade the equipment] which is awaiting financial approval.

“If approved, it will take approximately six months and we would expect it to be ready to accept new orders by July 2016.

“I suggest residents continue to keep checking our website (www. superfast-openreach.co.uk/whereand-when) at regular intervals for an estimated date.”

The problems with broadband in Cheswick are not new.

Two years ago some residents did not even have landlines and campaigners said they had been let down by councillors and BT. The entire village had had slow speed broadband since the homes were built.

At the time residents were told that the box serving Aurora Springs would not be upgraded due to costs – but that residents could attempt to fund it themselves.

They were supported by the MPs and councillors representing both the Bristol and South Glos part of the village.

Back in 2014, Bristol North West MP Charlotte Leslie said it was a disgrace.

She said then: “Clearly parts of Cheswick Village are in some kind of technological Dark Age. “For homes in a modern estate to have slow broadband and no prospect of improvement is a disgrace. The issue around landlines is simply unbelievable.”

Marcella Wyatt added: “The walk to Shield Road School is disgusting. Constantly telling my daughter and her friends to mind the poo! Absolutely no need.

Don’t have a dog if you can’t pick up. It’s dangerous.”

Melanie Drewitt also wrote on the community page: “The dog bin was removed outside Filton clinic and the litter bin outside Shield Road School entrance was removed for no reason. This was years ago and [was] never replaced despite numerous complaints to South Gloucestershire and Filton Town Council hence the litter as well.”

A spokesperson from South Gloucestershire Council said: “In recent years national guidance on the disposal of dog waste has changed and it is no longer necessary to separate dog waste from other types of household waste.

“For this reason, dedicated dog waste bins are no longer required and waste can be disposed of in any available litter bin or your black household bin.

“Some parish areas in South Gloucestershire have opted to continue providing dog waste bins, but others have removed some or all dog bins and ask responsible dog owners to use dual use bins, formally litter bins. Please remember that the absence of a dog waste bin or litter bin is not an excuse to leave your dog’s waste behind.

by Rebecca Day Dog owners not picking up their pooches’ mess is an issue that infuriates many.

But for one Filton resident, it has angered him to such an extent that he has taken to plotting the muck on a map.

The dog owner, who prefers not be named, decided to scour his local streets on a Saturday in January to pinpoint on Google Maps where the problem was prevalent.

He noticed that it was particularly bad around Lomond and Rannoch Roads, where he also spotted other residents taking a stand by flagging piles with bamboo sticks, and spraypainting on pavements “No Dog Fouling”.

“We have some pretty disgusting and useless dog owners in the area who clearly don’t give a damn about their neighbourhood nor the law,” the resident told Filtonvoice.

“I wondered whether people had realised just how disgustingly filthy our verges are becoming – so much so that you can barely cross the verge to your car without risk – so I decided to walk just Kenmore Crescent, Dunkeld Avenue, Lomond Road and Rannoch Road with my dog and noted every individual pile of dog waste I spotted. Undoubtedly I will have missed others among the fallen leaves.

“It proved that I was not alone in my disgust at this easily solvable socio-environmental problem, though nobody else seems perturbed by it.

“I doubt that replacing the dog waste bin that was removed from the top of Dunkeld Avenue would fix it but at least it would erode away another feeble excuse people might use. Is the town council at all bothered?”

Many other residents have taken to social media to express their frustration over the troublesome dog waste.

Sam Radford wrote on the Filton News and Views webpage: “We are dog owners [who] make sure we pick up their mess. As a parent also I find it vile that it gets left by so many dog owners.

I’m all for bringing back dog licences and trying to get rid of more of the irresponsible dog owners as chances are it is the same bunch that don’t vaccinate,

South Glos Council is to launch a consultation which could lead to the closure or a significant reduction in hours at Filton LIbrary.

The authority is looking to make savings and is considering three options which will be consulted upon.

Part of the study includes identifying 4 main hubs, of which Patchway would be one but not Filton. In addition, consideration is being given to volunteers staffing the library for some of the time. The options are: 1. If opening hours were reduced by 19% (90 hours) in the realm of the target of £500k could be achieved.

2. Satellite libraries (inc Filton) would be staffed and operated by the Council for two days (18 hours) per week.

Local groups and volunteers would be given the opportunity to fund additional hours, or to operate elements of the library service. The satellite libraries would remain closed (outside the times funded by the Council) if local groups and volunteers did not come forward to extend opening hours or help support the delivery of services during core hours.

3. Close all libraries except identified main libraries. This option would enable the Council to maintain the current level of provision at 5 main libraries taking into account geographic spread of main population centre libraries and future growth.

These are currently proposed as Kingswood, Yate, Patchway, Thornbury and Bradley Stoke.

It would deliver savings in the realms of £1m.

A South Glos spekesperson said: “The South Gloucestershire Council Communities Committee has approved plans to consult with the public, community groups and staff about potential changes to library services. The consultation process will begin in February, but no service changes would take effect until October 2017.

“The council’s aim is to work with community-based partners to ensure South Gloucestershire library services are sustainable for the long term, despite reduced funding from government. It is hoped that local groups, individuals and potentially town and parish

Sue Lonsdale of the Filton Library Users’ Group is encouraging residents to have their say on the future of our library

have been asked to contact Filton Voice, concerning the forthcoming consultation on financial savings to be implemented by South Gloucestershire Council, with special reference to the library service.

“I went to a meeting recently, at Downend Library, to which the chair persons from library users’ groups in South Glos were all invited. The document under discussion was a report entitled “Establishment of Community Hubs and Associated Savings to Customer Services, Public toilets, and Public Libraries.”

“What this says is that there are going to be a lot of cuts to all services. From the point of view of those of at the meeting, this means some savage cuts to the library service.

“We are presented with three alternatives, all of which would be detrimental to the valuable service to the community that our libraries work so hard to provide.

In my view the hard work of the councils will be able to make a valuable contribution to maintain library opening hours and support existing paid staff.

“The council needs to save £640,000 from the budget for the service and while the proposed new model involves reducing some library opening hours, closing Chipping Sodbury library and ending the Mobile Library service, it is anticipated that through discussions with the community over the next year, many of these reductions could be avoided.”

Chair of the Communities Committee, Councillor Heather Goddard, said: “We appreciate

librarians, who provide much needed support to the people of Filton, will be wasted under the proposals.

“How can you run an effective library when it may only be open on two days a week?

“What will happen to all those various groups who depend on the library?

“And what about people with mental health issues who may pluck up courage to go to the library after their doctor has prescribed this course of action, and then find that the library is closed?

“After the Council Budget meeting on Feb 17th, there

will be a 12 week consultation period on library options. We were given an e-mail address to contact with our questions: consultation@ southglos.gov.uk “We are encouraged to discuss this matter as widely as we can.

“Most importantly, we need lots of local support.

“The people of Filton need to know more about what their library provides, and what they may lose if, as seems likely, that service is cut to a mere 18 hours a week.”

The committee also discussed plans for ‘Community Hubs’ and adopted a policy to develop a model of co-located services, including libraries, One Stop Shops (OSS) and potentially other public sector organisations in single, easy-to-access facilities, where possible.

Priority areas to look at delivering services in this way will be Kingswood, Patchway and Yate and the Committee also agreed that the council

should develop plans to pilot new technological ways of providing access to services in Thornbury.

Cllr Goddard said: “Although there is reduced funding for the council to provide services, we know there is no reduction in demand. We know that residents like the idea of services being available together and so we will pursue the idea of Community Hubs as a way of potentially reducing some overhead costs.”

The Library Service consultation process will begin on February 22 and run for 12 weeks. Details will be published online at www.southglos.gov. uk/consultation.

Black bin should not be reduced in size ...

without fail, there is dogs poo up and down Mayville Ave. I know most of the people with dogs who live in Mayville/ Glebelands Rd and know it isn’t / wouldn’t be them. I think people must walk their dogs purposely down roads they don’t live in and let them do it.

Reducing the black bin size is a huge mistake. We do enough recycling for the council but they don’t reduce the council tax.

South Glos council will be increasing their waste problems by allowing thousands of of new houses to be built and the problems will increase with traffic congestion even more and how the crazy idea of a Metrobus will improve matters, I can’t see it. As for consultations with the public [have your say] the councillors will go ahead and not take any notice of the public.

MoD commuters causing parking misery on roads - local resident

by Rebecca Day A Filton Avenue resident is pleading for action to end what he says has become a parking “nightmare” in his street.

In one incident, Paul Hookham says parking was once so bad, that he couldn’t move his car to take his 95-year-old mother to the doctor.

He believes that it is commuters from the MoD site, north of Filton, who are causing the problem.

Mr Hookham, who lives at the top end of Filton Avenue, near the former King George VI pub, said: “I got up one morning to take my mother to the doctors and my car was jammed in – to say I was fuming was an understatement.

“I phoned the police, and they told me to take the registration numbers over to the MoD. But when I got there, there was a massive queue, so I just went home and waited for the drivers to return.

“I confronted them, and they said that they worked at the MoD.” Mr Hookham says that Filton Avenue is also being used as a rat run by commuters, and regularly sees drivers exceeding the speed limit.

He added that he often waits at least five minutes to get out of his parking space.

“I've had my wing mirror ripped off, my brother’s van has been hit, it’s just horrendous – it’s been a nightmare.

“I’ve inquired about getting a drive built, but it’s so expensive.

Why can’t the council dig up the grass verges and make off-road parking?

A South Gloucestershire Council spokesperson said: “If local residents have an issue regarding traffic management that requires investigation they can contact our Transport Services team by emailing transportservices@southglos. gov.uk. Our engineers will then investigate the issue and respond.

“If we are notified of problems with traffic speeds, we could potentially arrange for one

of our ‘smiley face’ vehicleactivated speed reminder signs to be positioned at the specified location for a number of weeks.

“These signs collect data on traffic speeds as well as visually smiling or frowning at drivers depending on their speed.”

A spokesman from MOD Abbey Wood said: “Staff parking in residential areas around Abbey Wood should comply with all traffic management restrictions.

“We also regularly remind our staff and visitors that they should also act with consideration for local residents.

“We will continue to reiterate this message and continue to act on individual complaints that we receive.”

Vehicles parked illegally – including parking on double yellows, single yellows when restrictions are in place, parking over a dropped tactile kerb or any dropped kerb on a pedestrian footpath – can be reported to: parklegally@southglos.gov.uk or 01454 868000 during office hours.

GCSE rankings don’t tell students’ success stories, says school head Leaders at a Filton secondary school have spoken out following the publication of performance tables they say have failed to reflect the individual successes of its students and progress in many subject areas.

The Department for Education figures released at the end of January showed that 42 per cent of pupils at Abbeywood Community School achieved five or more A*-C grades in their GCSEs including maths and English in 2015.

The highest among South Gloucestershire schools was John Cabot Academy in Kingswood, with 73 per cent of students achieving the GCSE benchmark, while the average in schools across England is 53.8 per cent.

As the tables are revealed, lists of the “best-performing” and “worst-performing” schools appear in national and local media across the country, but Abbeywood associate head teacher David Howe told Filtonvoice there are many achievements behind the headline figures.

He said: “A big thank you to all our parents and community members who have responded directly to us, and via social media, in support of the exceptional learning experience that our young people are now receiving at Abbeywood.

"Our 2015 cohort of students did not perform as well as we would have liked. However, over a third of these students had only experienced part of

The entrance fee for Death: The Human Experience, which runs until March 13, has been waived, with visitors being encouraged instead to pay what they think it is worth. I hope very much that the museum makes some money out of this excellent and well-attended exhibition.

Couple fined after failing to fix raft of hazards in homes they rented out A couple renting out two homes in Filton – including one where ceilings were deemed to be at risk of collapse – have been ordered to pay more than £6,300 after admitting housing offences relating to the properties.

Hosam Mostafa, 47, and his wife Shahinaz Mostafa, 45, of Malmains Drive in Frenchay, were fined £2,855 and ordered to pay £3,537 in costs at North Avon Magistrates’ Court, following investigations by South Gloucestershire Council’s Private Sector Housing team.

The court heard, on January 8, that Hosam Mostafa had failed to complete repairs at a two-storey terraced property in Charles Road in Filton before letting it out to another tenant.

The property had previously been shut with a Premises Closure Order following an inspection that found a number of hazards, including dangerous electrics, ceilings at risk of collapse, unsecure doors and unhygienic kitchen and bathroom facilities in a state of disrepair.

The Private Sector Housing team served a Prohibition Order on Mr Mostafa requiring repair works to be completed, which came into force on the expiry of the closure order. This was to ensure that the relevant repair works were completed before the property was re-let, to ensure the safety of any future tenants.

However, further investigations found the property had been re-let to a

new tenant before the works had been completed, in breach of the prohibition order.

The court then heard how Mr Mostafa had also failed to complete repairs at a two-storey terraced property in Hunters Way in Filton, which he manages on behalf of his wife, Shahinaz Mostafa. Inspectors had found the front door and an electrical installation were in poor repair.

An Improvement Notice was served on Mrs Mostafa requiring work to be completed but this was not done in the required timescale, with the council stepping in to replace the front door to ensure the safety and security of the tenants and their family. The costs for the work will also be claimed from the landlord.

Dangerous electrics in the Charles Road house that Mr Mostafa had been ordered to fix South Gloucestershire Council’s adults and housing committee chair Councillor Ben Stokes said: “South Gloucestershire has approximately 14,600 privately

rented properties, and we will not tolerate landlords failing to meet their legal responsibilities in relation to the conditions of their properties. Officers in our Private Sector Housing team always try to work with landlords to bring their properties up to standard, but where this informal approach fails, we will look to take enforcement action to ensure that tenants have a safe place to live.”

Scouts leave a message for the next generation Youngsters from 1st Filton Cubs and Scouts have left messages they hope will be discovered by future generations of Scouts under some newly-planted fruit trees at their Nutfield Grove base.

Wrapped up against the chilly January air, the two Cub packs and the Scout troop buried time capsules as they planted young apple, pear, plum and cherry trees.

“We picked some of our favourite things and wrote about them so that people in the future could know what life was like now,” said Cub William.

Scout David added: “It will be great to come back in years to come – perhaps as a leader – to see them being dug up.”

Those opening the time capsule in future will find the

Scouts’ current list of activities as well as demonstrations of some of their Scouting skills, such as knots. The youngsters also added their latest badges, letters and pictures of contemporary things such as the latest Star Wars film.

In 2017, 1st Filton Scouts are celebrating the group’s 70th anniversary and they would be very interested to hear from anyone with memories of the group, either as a past leader or a young member, to put together a brief history. If you can help, email Hazel at secretary@1stfiltonscouts.co.uk.

The final count is in and a Filton charity is celebrating a festive gift of more than £800 from a local supermarket.

Christmas raffles for customers and staff at Sainsbury’s East Filton brought in an impressive £834 for Filton youth and community charity FACE. Runner-up Tony Cook received a £50 food hamper while the top prize of £200 worth of shopping went to N Croucher – who donated some of his goods

to the North Bristol Foodbank collection point in the store.

Members of FACE were also keen to do their bit for another good cause over the festive season, raising £85 for the Julian Trust Night Shelter in Bristol when 10 members of the group went carol singing in the Filton Park area on December 21.

They recently visited the shelter to hand over the cash, along with donated food, toiletries and clothes they had collected.

- Gareth Williams, St Francis Group Construction work is set to start on a new 65-acre business park on the former Rolls-Royce East Works site in Filton, which will include a hotel, car dealerships, offices and trade units.

Developers St Francis Group and Marcol Industrial have teamed up and acquired the site.

At the same time they have announced a funding deal with BP Pension Fund that commits all parties to the development of nearly 600,000 sq ft of speculative warehouse and industrial space making this probably the largest speculative industrial scheme ever seen in the city.

To be known as Horizon38, the landmark site fronts onto the A38 in Filton near the former Filton airfield, Airbus and RollsRoyce.

The developers secured detailed planning consent last year for up to 1.2 million sq ft of commercial space.

In addition to warehousing and industrial space, the £120m development will include a frontage of mixed-use with car dealerships, trade counters, selfstorage and a major hotel.

Paul Baker of JLL who acted on behalf of BP Pension Fund adds, “The Fund recognised this as a rare opportunity to create the largest single multi-let estate on the northern fringe of Bristol with superb access to both the motorway network and the City of Bristol.

“With the supply of good quality space at a low, rents growing and occupiers signing longer leases it is the perfect time for speculative development.”

purchase, said, “North Bristol has seen some dramatic changes over recent years. The former RollsRoyce East Works development site has lain dormant since the recession started in 2008 but the new owners are ready to bring forward this site.

“This is a major commercial development for the north fringe of Bristol which, as an employment area focussing on industrial and warehousing, will complement the residential (2,600 houses) and retail developments being planned on the opposite side of the A38 on the former Filton airfield.

“It’s hugely significant for the area – we feel as a development it will be as important for north Bristol as Temple Quay has been for the city centre.”

The Bristol office of JLL advised BP on the funding agreement and will act jointly with Bilfinger GVA in connection with the industrial and warehousing elements.

Major groundworks will commence on site early 2016, with phased development leading to the delivery of the first completed buildings expected early in 2017.

Use A&E only for emergencies, health bosses urge Health leaders are urging people in Filton to use A&E for genuine life-threatening emergencies only, following high levels of demand for services across the local health system.

System leaders declared ‘black escalation’ status last month meaning that there was severe pressure on health and care services requiring decisive action by all partners to maintain safe, clinical services.

Bristol CCG Clinical Lead for Urgent Care and local GP Dr Peter Goyder said: “We have seen an increase in hospital admissions together with a higher number of very ill patients who need to stay in hospital for longer.

“We do anticipate that we will remain in escalation for a number of days and encourage people to help us manage pressure in the system by using services appropriately and avoiding A&E for nonemergency conditions.

“Local minor injuries units, NHS 111, GPs and pharmacists are all available for fast, local treatment and advice for non-emergency ailments and if people are unsure of where best to go they can call 111 for guidance at any time of day or night.”

Artwork a ‘fitting tribute’ to organ donors and their life-changing gift A new art installation has been unveiled at Southmead Hospital as a tribute to the people who have donated their organs after death.

The three-dimensional embroidery, called A Few Words, features a cherry tree made up of quotes from the families of patients who have become donors and from the recipients of organ donations.

Ian Thomas, consultant in intensive care medicine and clinical lead for organ donation at Southmead Hospital, said: “Organ transplantation represents one of the great advances of modern medicine and is a truly life-changing event for transplant recipients. Yet without the altruistic act of organ donation, organ transplantation could not happen.

“This beautiful artwork perfectly captures the emotion associated with the organ donation and transplantation programmes here at Southmead Hospital and provides fitting recognition to patients who became organ donors while also acknowledging the impact it has on their families.”

Ken Pattinson’s wife Jo died in October 2013 aged 65 following a brain haemorrhage.

Her organs went on to help five people.

Mr Pattinson, who lives in Bristol and took part in the A Few Words project, said: “We were both signed up to the organ donation register after seeing a previous appeal.

The artwork is in the hospital’s atrium by gate 36 and was funded by Southmead Hospital Charity and managed by North Bristol NHS Trust’s Fresh Arts Programme.

The £5,000 project was funded through Southmead Hospital Charity’s intensive care unit fund, renal fund, Guy Jordan Memorial Fund and the NBT Organ Donation Committee.

Hotfoot it to join air ambulance’s daring fire walks

A charity is inviting anyone with a burning ambition to walk over hot coals to join in a fundraising fire walk next month.

Great Western Air Ambulance Charity is challenging daring fundraisers to take part in one of the three fire walks it has planned in Bristol, Bath and Cirencester in March.

Entry is £25 per person with each walker asked to raise a minimum of £100 in sponsorship, which will all go towards keeping the charity’s helicopter in the air and responding to emergencies across the region.

Head of fundraising and marketing Emma Carter said: “This year we are turning up the heat on our fundraising,

and organising three fire walks.

“Participants will be supported every step of the way by our team, and it promises to be an unforgettable evening.

Please put your best foot forward and help us to raise the £2.3million we need a year to stay operational.”

The fire walks are taking place at Lansdown Cricket Club in Bath on Tuesday, March 1; at Cirencester Golf Club on Thursday, March 3; and on Tuesday, March 8, at Gloucestershire Cricket Club in Horfield.

The Filton-based Great Western Air Ambulance has seen an increase in jobs across the region during the last year.

The rise is down to the new helicopter, a Eurocopter 135, which arrived at our base in Filton in October 2014. In 2015 HM65 and her crew attended 1,655 life-saving incidents across Bristol, Bath, Gloucestershire, South Gloucestershire, North Somerset and parts of Wiltshire. This is an increase of 270 incidents compared to 2014, when they were using our old Bolkow helicopter.

The new helicopter is able land on any hospital helipad. The Bolkow was unable to land on the elevated helipads at the Bristol Royal Infirmary and Gloucester Royal Hospital. Another advantage of the EC135 is the additional interior space, which includes an extra seat to transport a relative with the patient, or train new doctors and paramedics.

Orchard claims city rugby crown Just 20 minutes left ... still 0-0

For the first time in seven years, Orchard School Bristol is extremely proud to have reclaimed the title as champions in the U14s Bristol schools rugby league.

On Friday, 22 January, the Year 9 boys celebrated an outstanding 21-0 victory over

St Bede’s, following a successful season of five wins out of six.

Orchard came from a 0-0 draw at half time to score 21 points in the final 20 minutes.

Man of the Match went to Steen Maxwell and Frank Godfree, and Player of the Tournament went to Jake Baker.

Here is a shortened version of the match report, with the score still 0-0 ...

Another break was created by Reece from Frank and Steen’s turnover. This time, the ball went down the line, Max threw the dummy and they took it. He stepped, charging for the line.

Max dived and stretched. He scored... 7-0!

The match restarted, 15 minutes left. The ball went up, bounced, Yasim was on it. He stepped, made it 20 metres but St Bede’s stole the ball. However, Steen recovered it. We stayed tight, with tackles pushing them back. The ball came out, we moves a few phases up the pitch, and the ball was turned over. A massive tackle took

INDEPENDENT SCHOOL FOR BOYS 7–18 FOUNDED 1590

Students ‘earning and learning’ Students from Bristol Technology and Engineering Academy (BTEA) are ‘earning and learning’ at an impressive array of local employers after taking up apprenticeships.

The Ministry of Defence, Western Power Distribution, Network Rail, Jaguar Landrover, Peugeot, British Gas, Dyson and BAE Systems are just some of the organisations which have engaged an apprentice from BTEA. Around a quarter of the academy’s sixth form students gained apprenticeships after leaving in the summer - three times the national average.

The academy in Stoke Gifford is one of England’s University Technical Colleges, catering for pupils aged 14 to 19 and with a strong focus on the so-called STEM subjects – science, technology, engineering and mathematics.

BTEA is sponsored by the University of the West of England and GKN Aerospace and also receives support from Airbus, Rolls-Royce and the Royal Navy.

Adam Sullivan, pictured above, of Bradley Stoke, is among a growing number of youngsters to have opted for an apprenticeship over the chance to go to university.

Adam left BTE Academy in the summer, after completing A Levels in physics, maths and chemistry, along with BTECs in engineering and environmental sustainability.

Instead of going to university to study physics after completing his exams, Adam decided to begin an apprenticeship with global design, engineering and project management firm Atkins,

based at nearby Aztec West. I did apply to universities, and got two offers, but decided that it would be better to do an apprenticeship because I can work towards my goal of becoming a chartered engineer whilst I earn and avoid getting into debt like so many other students,” he says.

“The way BTE Academy is structured has definitely allowed me to flourish in my new environment. The school day is the same as an adult working day so it gets you in the right mindset for work. We also did mock interviews which gave me the ability to interact with people in senior positions, and regularly gave presentations.

“The whole process will take five years, with the apprenticeship being followed by a postgraduate year and then, if all goes according to plan, I will qualify and receive my chartership. Atkins has offices all over the world so by 2021 I’ll be equipped to work pretty much anywhere I want as a chartered engineer.

“I would strongly recommend apprenticeships. While I don’t get the uni experience, I’m earning and learning and I would say the benefits definitely outweigh the negatives.”

Rhian Priest, principal at Bristol Technology and Engineering Academy, said: “We encourage all students to consider an apprenticeship as an alternative to university because it is often a faster route into a career.

“I’m delighted that around a quarter of our sixth form students gained apprenticeships after leaving us in the summer, which is three times the national average.”

Families urged to start a reading adventure with Bookstart Bear Filton families with young children are being encouraged to read together more with the launch of a fun new scheme at the local library.

Readers aged five and under can pick up a Bookstart Bear sticker storybook, called Bear’s Reading Adventure, at Filton Library. Written and produced by reading charity BookTrust, there are 10 objects missing from the story which will be revealed on special stickers.

Each time youngsters borrow a book they will get a sticker, helping Bookstart Bear complete his reading adventure while beginning their own.

Chair of South Gloucestershire Council Councillor Erica Williams said: “Libraries are a wonderful

resource, whatever your age.

The library services and events for babies, toddlers and their families are really valuable to a child’s early development, wellbeing and enjoyment, and can inspire a love of reading that will give them a head start in life.”

Young meet older at local primary Charborough Road Primary School has introduced a peer mentoring programme which is proving popular and successful for mentors and mentees alike.

Prospective peer mentors apply for the role, and have to carefully consider their reasons for applying, and what skills and qualities they would bring.

One such application read: “I love helping people and teaching people new games. I’m creative, funny, confident and helpful; I can stop arguments and cheer people up!”

Mentors have showed a genuine dedication to their role, attending training sessions, presenting in school assemblies, and meeting regularly with their lead teacher, Mrs King.

With the support of staff they encourage playtimes and lunchtimes to be an environment where all children have fun, feel included and play safely together.

This can involve, for example, teaching younger children new games, involving those who may be shy or feeling left out, and of course mediating the occasional playground disagreement.

Peer mentors played a key role in Anti-bullying Week late last year, in particular leading games and activities that brought children together from all age ranges in the school.

Learning has of course gone both ways, with mentors learning in different, but equally as

important ways as their mentees.

Stanley in Year 6 said: “We didn’t realise how much detail Reception needed.

“We gave them an instruction and they needed lots of help. It was hard work.”

Headteacher Nicola Bailey commented “I am immensely proud of our children who have demonstrated such maturity and a genuine desire to keep developing our school community as a harmonious and inclusive one.”

Volunteer Sera wins award

Sera Jess, a former UWE student, has won the volunteering award at the UWE Celebrating Talent event, for her volunteering with the Stoke Gifford Branch of the Royal British Legion, which covers Filton.

She completed a great amount of volunteering for the Legion during her time at UWE, and she is one of many UWE Student volunteers, many of them recruited at the annual UWE Volunteering fairs.

Branch Chairman John Moloney said: “Sera was one of many students we got through the UWE volunteers fair in 2014, she was hard working and full of happiness in everything she put her mind to, and very deserving winner of her category.”

Taj Mahal inspires talk

The drama behind the Taj Mahal will be unravelled at the South Gloucestershire Decorative and Fine Arts Society’s next lecture.

The group has invited Oliver Everett to return after he impressed members at the first talk they hosted.

On Thursday, February 18, Mr Everett will focus on the Padshahnama manuscript, a unique illustrated official history of the Mughal Emperor Shah Jahan, who built the Taj Mahal and ruled India from 1628-1658.

The lecture will be held at Bradley Stoke Community

School, Fiddlers Wood Lane, with refreshments from 7pm before the talk begins at 7.30pm.

News Twinning group prepares for visit to German friends this summer Carole Duckett of Filton Twinning Association explains how local people can get involved For those of you who don’t know anything about Filton Twinning Association, let me tell you a little about it.

Twinning with European towns was encouraged by governments, as the world recovered from the aftermath of war, to foster mutual understanding of each country’s traditions, lifestyle and customs.

Filton Town Council was partnered with St Vallier sur Rhone, a small town in the Rhone Valley between Lyon and Valence, a wine growing region in France. Charters were exchanged between the two councils, which are now displayed in the recently renamed Douglas Daniels Pavilion Room.

St Vallier had also forged twinning links with Witzenhausen, a small town in the Hessen region of Germany, and two years later Filton Council twinned with Witzenhausen.

Filton Twinning Association was founded nearing 40 years ago with council backing to represent and encourage twinning in Filton.

This year, 6th – 14th July, members will be making the journey to Witzenhausen, a university town, where orchards of cherries are grown – to produce the lovely kirsch found in Black Forest Gateaux.

We shall travel by coach – with air conditioning, drinks console, loo, fridge, etc. Our journey will have comfort stops en route with an overnight stay on the outbound and inbound legs in a 3* hotel near Maastricht.

To make the journey interesting and fun, we often have quizzes and competitions for those who wish to join in.

Young people from Filton will be travelling with us again. They will be a credit to both Filton and youth leader Debbie Teml.

At present they may be camping again or staying in youth accommodation.

For the remainder of travellers, we shall be hosted with families in their homes.

Language, I can assure you, will be no barrier.

Representatives from Germany’s Witzenhausen and France’s St Vallier travelled to Filton last year to celebrate 40 years of twinning The programme organised by Witzenhausen committee, will as usual be interesting, exciting, and thoroughly enjoyable, complete with a Cherry Festival.

Filton twinning will be taking very English food and drinks for the Germans at this event to sample. Our French friends from St Vallier will no doubt bring lots of very nice wine!

There will be two day tours – one arranged by Witzenhausen, the other Filton’s choice, where we intend to have a day trip to

the interesting medieval town of Goslar.

Why not come and join in our twinning visit? All-action evening of fundraising to make all difference for patients Families are invited to join an action-packed evening of fundraising including a “big bounce” and a dodgeball tournament.

Southmead Hospital Charity is hosting the event at Airhop Bristol, where those attending will have full use of the trampoline park, which also has a foam pit, a total wipeout zone and slam dunk court.

Players are also needed to join a dodgeball tournament where teams of eight will battle it out in a knock-out competition.

The Big Hero Hop is being held as part of the charity’s Do Something Super For Southmead drive and will take place on Wednesday, March 2.

The evening is split into two sessions and will cost £10 (plus £1.50 for trampoline socks), with half of the proceeds from ticket sales going to the charity.

Session one will run from

6-7.30pm and the charity’s supporters will have full access to the park.

Session two will run from 7.30-9pm with the same format as session one, also incorporating the sponsored dodgeball tournament, in which teams

are being challenged to raise a minimum of £200.

Adrian Brown, community appeals manager for Southmead Hospital Charity, said: “The Big Hero Hop is a really fun way for families to bounce away the winter blues while raising money

to make a real difference to patients’ lives locally.

“The dodgeball tournament is perfect for workplace colleagues or friends to join together in a great team bonding activity.

“Our appeal this year is to support our everyday hospital heroes by encouraging more people to Do Something Super for Southmead and become fundraising heroes themselves.”
