Northville GP set for closure in September
Filton will have just one GP surgery from September after confirmation that the Northville Family Practice (NFP) will close next month. Angry patients say this will leave them struggling to travel to a new GP - Conygre, Monks Park and Horfield Medical Centre are the likely options and they fear that extra capacity in the new surgeries willl make appointments even harder to secure. NFP on Filton Avenue has been run by health provider Brisdoc since 2016 but Fitonvoice understands the patient numbers of 5,000 mean it is no longer financially viable. The Bristol, North Somerset and South Gloucestershire Clinical Commissioning Group (CCG), which runs GP services, has told Filtonvoice extra staff will be taken on at the alternative surgeries to cope with the increased patient numbers. A petition has been launched by Cllr Adam Monk aimed at sparking a debate in South Glos Turn to Page 4

Parents: We won't let our pre-school close without a fight
Parents turned out in force to begin the battle to save Filton Park Pre-school Playgroup - and pledged to make their views known to South Glos councillors in the strongest terms possible. The council has given the pre-school in Charborough Road just a year before it is scheduled to close. As reported last month, it is understood the site will be developed with some of the land - owned by South Glos being gifted to Charborough Rd Primary to extend their play areas. There are also discussions with the primary to secure extra pre-school places when FPPP closes. Families who gathered before the end of term say the closure is yet another amenity lost for Filton. They pledged to speak out at the South Glos full council meeting in September, urging the authority to retain a parcel of land for a preschool. However Cllr Erica Williams, Cabinet Member for Schools, Skills and Employment, has told Filtonvoice the preschool was helped to find 'alternative
accommodation' but this was deemed by leaders to be 'unacceptable'. She said: “The Council’s plans for development of the Charborough Road site have been shared with Filton Park Pre-School for some time. “Following the pre-school’s unsuccessful investigation into options for funding the delivery of new permanent facilities, the Council helped to identify local, suitable alternative accommodation but this was deemed unacceptable by the pre-school. “In May of this year, the Council met with the Chair of Filton Park Pre-School and agreed they could remain in the existing accommodation for the 2019/20 academic year, with the Council paying for ongoing maintenance works to enable this arrangement. “Separately, the Olympus Academy Trust is keen to explore the possibility of expanding their age range at Charborough Road Primary School to include nursery provision. This is part of a Trust-wide vision and is in recognition of the value and impact of early intervention and

Money is at the heart of both decisions - too few patients at Northville and land being earmarked for development at Filton Park. For years, Filton residents - often led by the same small band of community minded residents - have had to fight just to keep basic services. We lost a GP and a pharmacist and only community action saved the Shield health clinic and library. Other services have seen cutbacks. We are calling on our MP, South Glos councillors and town councillors to unite to fight these decisions or ensure alternatives are guaranteed. This is not a time for party politics. We are also calling on ALL residents to be part of the protest. These decisions will affect our children and the next generations. Our voices must be heard and action taken. He said: "This will have a big impact on working families. "This is a lovely area with good schools but we are seeing the amenities being taken away. "I appreciate the building needs some work but this is not
just a business - it's a facility needed by the community." Town councillors Adam Monk, Ian Scott, Tom Mewes and Mubashar Chaudhary all turned out to support the parents. Cllr Monk urged families to attend the full council meeting in September where he would put a motion for a new building. Cllr Scott said: "South Gloucestershire Council will get plenty of money when they sell the site and just need to spend a small proportion of the receipts on a new building but unless Filton residents kick up a fuss the Conservative controlled council will spend the money in other parts of South Gloucestershire.

I have been offered Monks PArk but it will be difficult for me as I can't drive. This will affect a lot of people. We can only protest and hope we can save this doctors' surgery." A spokesperson for Bristol, North Somerset and South Gloucestershire Clinical Commissioning Group (CCG) said: “As local primary care commissioners, our first priority is to ensure that patients continue to have access to highquality, sustainable GP services. We have worked closely with the surrounding practices to ensure there is capacity available for patients from Northville to register with them. "We would like to assure local people that all local practices have confirmed their capacity to take on new patients and these practices will be increasing their workforce to ensure patients have access to a GP, without putting undue pressure on the

New practices have been suggested to patients based on consideration of their personal circumstances including home location as well as other criteria such as their need to use public transport. "Travel impact assessments identified that 19% of patients registered at the surgery would have to travel an additional 10 minutes or more on foot and we have suggested the most appropriate alternative practices for these people. "We will ensure that those who may find travelling this distance difficult are adequately supported.” A spokesperson for Brisdoc said: "The CCG has sought the views of patients, staff and local providers on a number of potential options for future provision, including offering a new contract for the supply of services at the practice, or closing the practice and asking patients to re-register at a neighbouring practice. "It was decided that patients should be supported
to re-register at a neighbouring practice and as a result of this the Northville Family Practice will close on 30 September. There is capacity for all patients in the current practice to register with others and no patient will be without a GP." Call for rethink on Filton leisure centre funding New calls have been made to form a charitable trust to run Filton Sports and Leisure Centre as it emerged the town council failed to achieve its budgeted surplus. The council has been undergoing cost savings for several years to build up cash reserves to a minimum of £160,000, with £40,000 per year the aim. However in the last financial year the surplus was just £11,000, leaving the council with reserves of £95,000. Accountant Derek Kemp told a full meeting of the council that at current surplus rates it would

take several years to achieve the ideal minimum reserves. Councils are obliged to have reserves which would allow the authority to keep functioning in the event of an emergency. Mr Kemp said: "The surplus this year was nowhere near what was budgeted. We increased reserves by £11,700 to £95,000 and at this rate we would need to budget for a surplus for years to come. "If we cannot find extra revenue from the leisure centre then the only option would be to increase the precept (the town council's element of council tax, currently around £225 a year for the average household)." Cllr Chris Wood asked what the biggest outlay was and why the surplus target was not reached. Mr Kemp said: "The biggest cost we have is staffing of the leisure centre and we need a minimum number of staff for health and safety reasons. "The costs have been exacerbated by sickness and

absence in the past year." He said that leisure centre costs were £1.081m but income was just £607,000. Town clerk Lesley Reuben said cutbacks had already been made in all departments and there were moves to increase the number of swimming lessons, which brings in considerable revenue, but this would mean less public swimming." Cllr Wood said: "We need to raise £400k but we have no plan to do so. Could we look into setting up a charitable trust to run the centre? Ploughing on as we are will not make it sustainable. A charitable trust could obtain grants which the council is not eligible for." Resident Dave Mikkelson said: "The council should be able to do better. We can't keep raising the precept." Cllr Keith Briffett said: "I hope the burden will not fall on taxpayers. A lot of pensioners are already struggling." Earlier this year the precept rise was set at 4.05%.

Cut the chicken into large chunks and cook for 5-6 minutes or until browned on all sides. Reduce the heat to medium, add the onion, peppers and paprika or chilli powder and stir-fry for 2-3 minutes. Add the chopped tomatoes and half fill the can with water and add that too. Season lightly and bring to the boil then cover, reduce the heat to low and simmer for 25 minutes or until the chicken is cooked through. Enjoy!

n NEWS It is disappointing to learn that the charity continues to fall short of the community’s expectations.
Party mum's deposit dispute When Mary Ilaganyap was looking for a venue for her daughter's 7th birthday party, she thought she had found the perfect place in Filton Community Association. But what should have been a happy family celebration turned sour when Filton Community Association claimed her party had caused damage to a skirting board and they withheld her £50 damage deposit. She was also a further £100 out of pocket after agreeing a £200 booking fee which was changed before the party to £300 by treasurer David Gillard. Mrs Ilagnyap, from Southmead, said she paid the extra because she was fearful she would lose the whole booking. Mrs Ilaganyap said she was also angry over the damage deposit because when the party was finished, her family tidied everything up and she was told by an FCA administrator all was in order. It was only several weeks later when she was informed the deposit was being kept. However the association have rejected Mrs Ilaganyap's claims. They say the skirting board was badly damaged with several 'gouges' which needed repainting. They also said the administrator needed to stay until 1am to 'clean up the mess'. Chairwoman Margaret Gillard said the extra charge was because Mrs Ilaganyap wanted to book extra hours for the party. They said they had since agreed to return £25 of the deposit.

Libraries across South Gloucestershire, including Filton, are calling for children to sign up to read six books this summer as part of the Summer Reading Challenge 2019. The challenge is open to 4 to 11-yearolds and runs between 13 July and 14 September across all libraries in South Gloucestershire. This year’s theme is ‘Space Chase’, which is inspired by the 50th anniversary of the first moon landing which also takes place this summer. Children can sign up at their local library where they will be presented with a mission folder to display stickers and record the books they read.
These stickers will also provide clues to help children solve a space themed mystery as the challenge progresses. Chair of South Gloucestershire Council, Cllr Brian Allinson, said: “This year’s Challenge also coincides with the 50th anniversary of the first moon landing and we hope the space related theme will inspire all children to read lots of great books throughout the summer and beyond. n NEWS Filton residents - without a police station for several years - will be able to visit a local policing team at a new enquiry office based at Southmead Hospital. The local community will now be able to visit the enquiry office at Westgate House, a building within the Southmead Hospital site, between 10am – 6pm, Monday to Friday. Outside of these hours public can call 101 or visit www. avonandsomerset.police.uk for assistance or in an emergency call 999. The enquiry office will occupy a space on the ground floor and the first floor will provide a modern, fit for purpose station for the local Neighbourhood team. Inspector Lorna Dallimore commented: “We are delighted to be moving into our new accommodation in Westgate House at Southmead Hospital. n FILTON FESTIVAL 2019 The sun, crowds and attractions for all the family made it a Filton Festival to remember this year. The event, on July 14, included a fancy dress competition, a widerthan-ever-before range of food outlets, bands, local organisations and businesses, Star Wars characters and much more. Animals were a theme this year, with BugFest showing off some creepy crawlies and we had meerkats and pony rides for the children. The event is run on Elm Park by Filton Town Council.

ALL GARDENS A special place for reading has officially been unveiled at St Teresa's Primary School. The whole school family gathered on the field after school before the end of term to watch as Father James Finan (parish priest of St. Teresa’s and St. Vincent’s) officially opened and blessed the new Reading Shed. Samantha Land, Headteacher, said: "It is hoped that this Reading Shed will be used by many children during playtimes, lunchtimes and lesson times. "As a school we are committed to developing our school family as a family of engaged readers and we are continuously striving to develop our reading for pleasure opportunities. "We aim to foster a love of
reading so children develop in to lifelong readers. It is hoped that this Reading Shed will contribute to our vision and inspire all children to excellence in their enjoyment of reading." Following the blessing St. Teresa’s school choir sang ‘Naughty’ a song from the musical Matlilda which is based on Roald Dahl’s book of the same name. Matilda was a girl who loved to read and all agreed that she would have loved to sit in this Reading Shed. Mrs Land said the school wished to thank Tesco, who donated money towards the Reading Shed, through their Bags of Help charity fundraising scheme. The PTFA organised many fun events following the opening.

Southmead Hospital award: The teams behind the Staff Wellbeing Programme at North Bristol NHS Trust have received a prestigious NHS Parliamentary Award, after receiving a nomination from their local MP. BTEA careers talks have been out of this world Students from Bristol Technology and Engineering Academy in Filton have been given an inspiring glimpse to an amazing future with a series of talks from successful people in different careers. These include a BBC wildlife documentary maker who spoke about what she had learned from working with orangutans; one of the founding members of ‘Reach Robotics’, who talked to students through what it takes to train a gaming robot; and a ‘Cosmochemist’ Tim Gregory - who took part in the BBC2 television series ‘Astronauts – do you have what it takes?’ The series of talks also featured three of BTE Academy’s own graduates who have gone on to Apprenticeships in companies including British Airways, The National Composites Centre and Network Rail. Chris Gambrell, who is in
charge of Employer Engagement at the academy, said: "The goal of having such talks is to bring insights and inspiration and to provoke thought and engagement with students at a crucial time in forming aspirations. industry and academia forming a series called the ‘World of Work talks’. "Speakers have included people at all stages of the career ladder across a range of different disciplines. "We are trying to provide students with a range of different voices from which to take inspiration.”
Tim Gregory’s talk began by referencing his time at school, charting his path through college, university and various projects to the writing of his PhD thesis. He touched on his formative work experience with NASA during which he laid his hands on a meteorite for the first time, pictured left. Chris said: "Tim also talked about how going to college and university were not ’obvious’ routes within the community in which he grew up. Tim made course choices simply based on what he ‘enjoyed’ and spoke of having to amend those choices as he discovered more. His love for geology was clear as he bounced from fact to fact about the science buried in the rocks and he carefully illustrated the area of STEM in which he works and showed students how much it means to put energy and passion into what you do."

Cheswick chefs take time out to feed homeless Popular Cheswick Chinese Bistro and Takeaway Hao Wei has relaunched its charity drive to feed the homeless in Easton, as part of the Wild Goose Project. The Wild Goose Project hosts advice sessions, health clinics, engages with young people and provides breakfast four days a week and evening meals six days a week, for people in extreme poverty and need, amongst other community services. Every month Hao Wei sends two chefs down to give 200 plates of Chinese food from the restaurant, to those who need the Project’s services. However, in recent months Hao Wei has struggled to raise funds to provide for the Project. Despite some financial setbacks on the campaign Hao Wei is determined keep going. Working with Boston Tea Party and other local organisations to do local community events, but they need more regular donations to host events and
continue to provide for the charity. They’ve set an ambitious £3000 target, but Hao Wei are
confident they can reach that. A spokesperson for Hao Wei staff said, “We are excited to
work with local businesses, like Boston Tea Party, and showcase a series of community events help us raise funds to continue our work with the Wild Goose Project. We hope that we can engage the community and raise lots of money for a good cause.” Stoke Park and Cheswick Councillor James Arrowsmith commented: “Seeing local businesses lead charitable campaigns to help some of the most vulnerable in our society shows off the best of our community. "I’m sure residents will be happy to support their local Chinese and their efforts. There was then time for the presentation of camping badges and certificates for all the Cubs and leaders before we left Flipout at 9am. All the Cubs had a great time with the highlight being the throwing of leaders into the foam pit. The leaders had a great time because everything was organised and run by the fantastic Flipout team. The answer to the question ... it is really very relaxing sleeping on a trampoline but all the adults agreed that a few more hours of sleep would have been nice. At the last South Glos Council meeting a motion to declare a Climate Emergency which was unanimously passed. This means a Scrutiny Group will be established to identify workstreams to make the council carbon neutral by 2030. With the forthcoming closure of the Northville Family Practice. At the most recent meeting of South Glos Council I asked the Cabinet Member with responsibility for health what reassurance can be offered to residents that they will not see a reduction in service. I was informed that other local practices are recruiting additional staff to cope with the increase in demand. I highlighted to the Cabinet member that there is a well-known shortage of GPs nationally. Additionally, this closure will mean patients will be losing continuity of service and having to use a surgery further from home, some without adequate parking. Other residents are inevitably going to see longer delays in gaining non-urgent appointments. In July I was proud to support the council's decision to declare a Climate Emergency where we've committed to strive to become carbon neutral by 2030. This is a hugely challenging ambition but one which I believe to be necessary. It is disappointing, however, that climate demonstrators chose disruptive action in Filton, much to the detriment of local residents, businesses, emergency services and, quite ironically, their own cause. I believe the police should have been much firmer. Last month we also had the troubling news from the CCG that the Northville Surgery is to close. I understand all those registered were written to and
that other local surgeries are recruiting more GPs , however this will of course cause great inconvenience and worry to local people. I signed the petition to keep it open but I fear it's a done deal. As always if residents have any issues they wish to raise my email address is christopherj. wood@southglos.gov.uk
James Arrowsmith, Lib Dem, Cheswick and Stoke Park Residents are still disappointed by the lack of business and enterprise in Cheswick. The empty units are still an eyesore, despite Bessell Scott's Barber and Bar on its way. However, despite the lack of quantity we are lucky enough to have shops, cafĂŠs and restaurants that sell and serve high quality products, but also have a social conscious. Last financial year Boston Tea Party's profits took a hit because of their commitment to sustainable development and protecting our environment. Barnardo's ran a community fayre in the Square and although Hao Wei is a much smaller company than the aforementioned, it still strives to provide for those who have been through tremendous pain and poverty. See page 24. If possible I would urge residents to support their local bistro's efforts and show that Cheswick is not only open to business but is still open to charity. A big hand for Orchard sports stars Orchard School’s under-13 handball squad are NATIONAL champions – a title no school from the South West has won before. The team came out top in a competition in which 1,750 teams competed. Having won the Bristol title in March, the team travelled to Paignton, Devon, in May to compete in the South West championships and were crowned U13 SW Regional Champions. In the national finals, in Derby, Orchard started in the group stages, which saw the eight regional winners from across England competing. The Orchard boys won one game and drew two matches, including a 5-5 result against other eventual finalists Kingsford Community School, East London, qualifying for the semi-finals as pool runners-up. They then beat Manchester's Middleton Tech 6-2 to reach the final. They took the title after a 7-6 victory in the final against Kingsford. Mr Tom Fisher, PE Teacher and coach of the team, said: “To be unbeaten from the Bristol competition all the way to winning the National final is a huge success and shows the determination of our team.”

Violinist delights at summer concert
Calling all keen knitters for Legion Poppy appeal
T
he Filtones Choir and their audience were entranced by a spectacular performance from their guest solo violinist, Julia Hwang, a former pupil of Clifton College and recent graduate of Cambridge who has now been awarded a full scholarship to study at the Royal College of Music. What a treat for us all at our annual summer Concert at St Peter’s Henleaze, which was in aid of the charity, BRACE, for whom Julia is also a cultural ambassador. The choir performed well too, with a programme of songs from the musicals, jazz numbers, spirituals, and the “Beatles” expertly conducted by Musical Director, Dr Fabian Huss, and there was something to please all tastes. The choir will be now be “resting” during August and will resume rehearsals on Wednesday 4th September at Eden Grove Methodist Church from 1.45 to
3.45p.m. We are actively recruiting new members and welcome anyone who would like to drop in and listen or give us a try. We are a non-auditioning choir and, an ability to read music, although useful, is not necessary as we supply learning CDs or in MP3 format. You will be assured of a very warm welcome and a cuppa!

Making our transport system work for everyone
W
estminster might be slightly distracted by the leadership contest to choose the next Prime Minister but I’m still working with our leaders to plough ahead with plans to improve our region with the funding we’ve already received from Government. Last month’s public meeting in Bath saw multi-million pound plans to improve where we live agreed by all the leaders in the West of England Combined Authority, marking a major step forward for the region. We signed off £3.5m to press ahead with plans to improve our railway network with seven new train stations and more frequent services across the region. We also approved big plans to expand the metrobus network between Bristol Parkway and Cribbs Causeway, connecting even more communities to the
increasingly popular service. We’re also seeing investment in new environmentally friendly biogas buses on the M1 route connecting Bishopsworth to Bedminster & Frenchay to Patchway as part of plans to introduce nearly 100 biogas buses to our bus network. We’re being ambitious to
build a better transport network to get you where you need to be. We are looking to agree £1.3m to develop more-detailed plans for an innovative mass transit system for the region. This funding will help explore the routes across the region including connections to the airport. It will also assess different types of vehicle as
new technology continues to emerge. This is a long-term plan but I’m a firm believer in being ambitious because as our region keeps growing, we must embrace a range of options to meet the needs of the future. We must also make travelling on public transport easier for everyone by simplifying the ticketing system. I have long thought that we should look to London as a prime example where you can travel by bus and train using a single ticket and payment option to cover the whole journey. For example, a resident in Filton could use the same ticket to take the bus into Bristol and then a train towards other locations. Offering the option to use contactless cards will also help reduce bus boarding times and mean that there will be no more worrying about having the correct change before travel.

n THE DRAGONFLY JAR ... this month, Trollied! Jeanne Fairs: Navigating through life’s challenges with irreverence and humour
T
he older I get the more I realise how valuable childhood games were – particularly the ones that involved our family tea trolley. Back then we had the exclusive use of a large playroom. No nannies or baby monitors threatened our fun; our parents liked to take a long snooze on a Sunday afternoon (banning us from the lounge). This meant that we pretty much had the run of the playroom and the adjacent workshop (our dad loved a power tool). Being the youngest, I sometimes viewed this workshop with trepidation. To me it looked like a small dark room with a customised workbench; to my sisters it was a make-believe operating theatre or dentist’s surgery. Needless to say, being the infant, I was usually the patient, and was often wheeled in on my mother’s tea trolley to be greeted by one of my sisters who would be gowned up and ready to use the bench vice. I still hold a deep suspicion about doctors and dentists. We sometimes performed Sunday evening tableaus for the groggy heads that by then would be rising from their Sunday papers – remember us, parents? Those feral children you left cavorting in the playroom? Our extravaganzas would involve plenty of dressing up and further customisation of the tea trolley. Anyway, our tea trolley enjoyed starring roles in many of our amateur dramatic performances and once worked as an effective prop for our budding conjurer (my middle sister) when she sliced her beautiful assistant in two (me, youngest sister). It was a great performance, but sadly that is not an appendix scar I sport. This leaves me wondering why people no longer use tea trolleys? Surely a reintroduction could work like Deliveroo without the middleman. I am off to buy a tea trolley; my Sister Act could still have wheels. www.thedragonfyjar.com

The charity’s Amazing Abseil Adventure is back and we’re giving people the chance to abseil 100ft down the side of Southmead Hospital, Bristol. Participants can raise money for a hospital department or support some of Southmead Hospital Charity’s key projects. O
ur area is one of the most popular places to live and work in the whole country. Our local economy is one of the few outside of London that pays more into the Exchequer in taxes than it takes out in Government spending. This is all good news, but it means that demand for housing is still increasing, driving up house prices and leaving our most vulnerable and needy people struggling to put a roof over their own heads. The only solution to this problem is to build more homes. The average first time buyer is over 30 by the time they are able to purchase their own bricks and mortar, significantly over 30 without help from the Bank of Mum and Dad. Given that in the 1960s the average first time buyer was 23, it should come as
no surprise that this is causing significant social pressure to build up. In South Gloucestershire, homelessness is less of a problem than in Bristol, but nevertheless the total number of homeless applications accepted by the Council in the first half of this civic year is nearly twice the number accepted in the entirety of last year, which is clearly unacceptable. There is a clear strategy in the Joint Strategic Plan to meet the West of England’s growing housing needs, and to deliver 105,000 homes in the next 20 years. Some would argue that even this number is not enough. The plan has been submitted for consideration by the Planning Inspectorate, with more hearings scheduled for September and October. This is a pioneering approach which is the

product of many years’ careful cooperation between Bath and North East Somerset, Bristol City, North Somerset, and South Gloucestershire Councils. Whilst it won’t be without challenges, this plan represents our best opportunity to ensure that we can provide homes. To deliver this housing, we will also need significant improvements in our transport systems. It is all very well having homes to live in, but if you can’t get to work, or to the shops, or around generally, with relative ease, then your quality of life will be affected. That is why I am very pleased to hear that our West of England Mayor Tim Bowles, along with colleagues on the West of England Combined Authority, have secured £57m to extend the successful Metrobus project. The Cribbs-Patchway Metrobus Extension will serve the new housing on the Filton Airfield as well as existing communities between Stoke Gifford and the Mall at Cribbs
Causeway and major employers such as the Horizon 38 business park and Rolls-Royce. Perhaps most importantly of all, the extension will connect Bristol Parkway to the Metrobus network, which will allow people to travel to and from South Gloucestershire and Bristol conveniently by public transport. From a national perspective, in 2017-18 alone, 222,000 new homes have been built. However, much more needs to be done and I am encouraged that an extra £2 billion has been allocated for the Affordable Homes Programme, bringing the total funding to over £9 billion. This will deliver at least 250,000 more affordable homes by 2022, many of which will be in South Gloucestershire. Our children and our most vulnerable deserve the chance to have a home they can afford to live in. How will future generations judge us if their inheritance is unaffordable housing costs and being forced to live at home well into adulthood?

say it’s a material consideration because it’s not a planning permission. “The requirement will be for the arena planning application to adequately deal with everything. “I suspect that what it will really mean is that we will be seeing amendments coming forward to the YTL scheme because that has a close relationship with it.” Cllr Boulton said: “Potentially we have a tortoise-and-hare race here to see who’s going to reach the finish line first with their application.” Committee chairman Cllr Colin Hunt said: “It is vitally important that we get to the bottom of this. “We are going to be the ones affected mainly by the transport issues and the car parking and goodness knows what, so we should be looking at this now before we go jumping into saying ‘Yes this is fine, it sounds nice that there’s going to be a big arena, that’s going to be no problem’. “You would be looking at several access points and most of them will be unfortunately through South Gloucestershire land. “I have expressed a great deal of concern even before YTL bought it up. “It’s something we need to look at and take consideration of.” Cllr Mike Drew said the area’s housing developments and the arena should be considered together as a comprehensive scheme and not as “piecemeal” planning applications. Ms Ainsley said: “South Gloucestershire highway engineers are fully involved in the arena discussions.”
About a quarter of the Persimmon Homes development, which forms part of the wider 5,700-home Cribbs Patchway New Neighbourhood, will be affordable housing. Councillors initially approved the scheme in 2014 but it has become severely delayed partly because of disputes between the
developers and Ashfield Land, which owns part of the site. It was reported back to members on Thursday, June 27, to grant outline permission and agree an extension to the timescale for a section 106 agreement, which is money from the applicants to pay for local infrastructure.

South Gloucestershire councillors are “worried” about how the huge new estate, including a community centre, primary school and leisure facilities as part of the Cribbs Patchway New Neighbourhood, will be affected by a 17,000-capacity venue at Brabazon hangars. Malaysian investment firm YTL is preparing a planning application to Bristol City Council to transform the three hangars into an arena, a “Festival Hall” and “The Hub” which will hold live events such as music gigs, tennis matches, darts and exhibitions. But, approving the 1,100 properties by Persimmon Homes at a 133-acre site off Fishpool Hill, South Gloucestershire Council strategic sites delivery committee members said the housing estate must be “futureproofed” against any potential issues from the arena. Cllr Ian Boulton said: “If we are thinking of material changes, what position do we now have that the landowners YTL have declared they want to develop the Brabazon hangar as an arena for Bristol? “Is there future-proofing in these plans to access this arena? “I’m worried that this has been going on for so long and there has been a material change that the landowners have said they’re going to build an arena there and it seems to be all systems go. “We don’t want to be building a residential estate without future-proofing.” Planning officer Helen Ainsley said: “They have declared their intention but at the moment there is no application or permission. “Until there is an application or planning permission, that development is not the responsibility of this development to respond to at this stage. “At the moment we can’t
