Much-loved minister, who was awarded BEM, was devoted to Filton community Contributions by Rev Lizzie Gregory The Revd Canon Elspeth Desmond died peacefully, surrounded by her family, on Friday 20th July following a battle with cancer. Elspeth was a well known and greatly loved public figure in Filton. Having moved here in 1952, she lived in Filton all her life, with the exception of five years when, newly married with her husband Ian, she moved to Horfield. The community of Filton meant a great deal to her, being the place where she raised a family and dedicated so much of her ministry. Having been born in Scotland, to a Welsh mother and Scottish father, Elspeth was fond of her Celtic roots and as her sister Vivienne Vaccaro recalls: “Elspeth was enchanted with the highlands”. After doing her GCEs at Filton High School she worked at Shell Mex & BP, and the Television Licensing Agency.
Having met Ian, her future husband at the age of 17, they married at 22 when they could afford to buy a house. Elspeth and Ian went on to have two children, Claire and Lloyd. Through Claire, Elspeth had two grandchildren, Jamie and Sophie, whom she adored. Her son Lloyd was born with Down Syndrome, and sadly died suddenly in 2003. Through Lloyd, Elspeth was introduced to HCPT (The Handicapped Children’s Pilgrimage Trust), which became a charity and a cause very close to her heart and would inspire the St Peter’s Parish Pilgrimages to Lourdes, as well as her own private pilgrimages each year with HCPT. It was after the death of her father in 1981 that Elspeth took her first tentative steps into ministry. Under the guidance of John Henton, the then Rector of Filton, Elspeth was encouraged to use her natural gifts of

n NEWS pastoral care to those who had been recently bereaved. As she did so, people would often ask her questions that she found she couldn’t answer, and so Elspeth did a course in theology. During this time she also set up a ‘doorto-door’ visiting team, and once a month would go out and knock on people’s doors, come rain or shine. Over time it became apparent that Elspeth had a calling to Ministry and in 1990 she began a diploma in theology. This was always a surprise to Elspeth as she had never enjoyed school, and would get nervous speaking in front of others. In 1993 Elspeth was ordained deacon, and began serving as a nonstipendiary minister at St Peter’s Church. Elspeth remained a deacon for an additional year but in the end her calling to priesthood was too strong to ignore and she was ordained priest in 1995, in the second wave of women to be ordained. As well as ministering to the community of Filton, Elspeth also became Assistant Chaplain at HMP Bristol in 1998. She always joked about having done ’12 years inside’ by the time she left. Elspeth loved her work in the prison, and was able to connect with the prison staff and prisoners in a very real way. She would often have prisoners coming to find her on their release, and she would never turn them away. John Chapman, a Prison Officer, describes her
as “an angel who cared about everyone else before herself”. After retiring from the prison in 2009, Elspeth felt the need to keep serving the most vulnerable in the community. For years she had envisaged turning an
unused room in the church into a coffee shop for the community. Her retirement from the prison gave her the time she needed and she worked tirelessly to turn that dream into a reality. That reality has remained at the
heart of the community ever since and stands as a wonderful tribute to a woman who wanted to serve her community. This desire was formally recognised in 2013 when she was awarded the British Empire Medal for services to her community in the Queen’s Birthday honours, before being made an Honorary Canon of Bristol Cathedral. Elspeth loved the reality that she faced in the prison; the lack of pretence, the recognition that we were all flawed and yet still loved. She was at her happiest when having real conversations with individuals, and had this incredible ability to put people at ease. One of her longest standing parishioners, Mary Arnold, described her as having “the ability to make everyone feel like they were the most special person in the world’. She seems to have done that to all those who knew her, or even just encountered her. Everyone will have their own memories of Elspeth, but we will all remember the smile with which she greeted people. A smile that remained even when she faced difficulty. So many times, Elspeth sat with those in need at the bleakest times of their life. Faith Tutton recalls: “she always smiled and taught me that whatever adversity you are facing, face it with a smile”. Having had and beaten breast cancer in 2006, Elspeth Turn to Page 4

was diagnosed with secondary breast cancer in the bone, at the start of 2018. Remain positive and hopeful, Elspeth faced bravely her second fight with the illness. Armed with her Marks and Spencer’s clothes, her manicured nails, a bright lipstick and a beautiful smile, Elspeth faced her treatment with much courage and hope. She faced a rapid decline in the last week of her life, but right until the end, she was more concerned about ensuring those whom she loved were taken care off. She died surrounded by her family and enfolded in prayer. There are no words to sum up the loss not only to her family and friends, but to this community as a whole. Linda Keeble, who knew Elspeth before she was ordained reflected that “laughter is like sunbeams that bring light to dark places, and

that was Elspeth”. Elspeth’s drive and determination to serve God by serving the people of her community, inspired and touched so many people. Revd Lizzie Gregory, Rector of St Peter’s Church recognises that “without Elspeth, I wouldn't have discovered my own vocation. When I sat with her in her final hours I thanked her for all she did. I said that I owed it all to her, but she corrected me. ‘No’, she said, ‘we owe it all to God”.

Angeline Yun Lin: I was deeply saddened. Elspeth was a very kind lady. I cherish the memory, her warm words and smiling. She brought peace to me on each Sunday in 2015 during my stay in Filton. I deeply appreciated her for leading me into Christianity and baptizing me with her spirit and heart. I will always keep the memory in my mind. My thoughts and prayers are with her family. Andrew Warburton: I knew Elspeth for as long as I can remember. She lived opposite our house and was a dear friend of my mother. She meant so much to my whole family, presided over both my grandparents' funerals in a beautiful way, and was the first person I came out to (back in the 90s!). She was one of the kindest people I've ever known. The way she lived her vocation as a priest was inspiring to me and many others. Robert Bone: Elspeth was one of life’s truly ‘good’ people, she helped me at a difficult time in natural and warm way. My condolences to all her family. Duncan Gregory: During the 27 years of this amazing lady's ministry at St Peter's she tended to my mother and brother during their period of serious
illness and subsequent demise. Elspeth was there for me fourteen years ago during my prolonged hospitalisation and has been there for me every day since. A truly holy lady, a great friend to me and all my family. Elspeth is a true angel of the Lord, she will be so missed. Jean Pearce: Elspeth was a truly gifted human being who made you feel that you were the most special person in the world. A new star is in the sky now, watching over us and keeping us strong and forever in our hearts. Jayne Bakos: A truly lovely lady, always smiling, an asset to her community, thoughts are with her family. Peter Griffiths: Wonderful person, so happy, infectious spirit. Elaina Jones: So sad. A lovely welcoming lady thoughts with her family. God bless x Judy Dunne: Bless her. She conducted my mum's and my husband's funerals, a wonderful, caring lady. Plans have been submitted for a £2.5m scheme which would see eight homes in Rodney Crescent, Filton, demolished and replaced with 17 affordable housing units. Merlin Housing Association wants to demolish the boarded up post-war precast homes, which have 'exceeded their shelf life'. The plans, which were subject to public consultation in 2015, have now been submitted with some objections received by residents, citing parking and impact on green space. A Merlin spokesperson said "We’re spending roughly £2.5m to develop this site into 17 brand new, energy efficient homes – two 3 bed houses, six, two bed houses and nine one-bedroomed flats. Council reserves drop Filton Town Council cash reserves have dropped to £84,000 - half the recommended level of around £160,000 - after a 'tough year' for the authority. Town councillors heard from accountant Jake Mee who said the council had been affected by £55,000 spent on the skittle alley and Doug Daniels pavilion, as well as reduced public swimming not being budgeted for in the wake of increased numbers of swimming lessons. However Mr Mee said that with a £35,000 surplus planned for the next two years, the council should be back to recommended levels by 2020. He also praised the payroll management of the 5o staff working for the council. Mr Mee said: "Money is starting to come in and I have no concerns - the council is in a good financial position." Chair of finance Ian Scott said that had councillors known about
this situation, different decisions could have been taken when setting the town council precept (council tax). Mr Mee said budgeted income of £1.3m did not materialise, falling short by £70,000. In papers for the July meeting, the council said: "The accountant stated that this had been a tough year for the council. "The Council had spent £50,000 out of reserves for the refurbishment of the pavilion and skittle alley, and the pool had a lot of closures the second half of the year which caused refunds on swimming lessons and staff costs to increase." Cllr Scott added: "The revised financial situation means it is even more essential to keep spending to a minimum and to maximise revenue whenever possible. Until we bring the reserves up to a sensible level there will not be spare money for new initiatives."

Public meeting as Charity Commission says it has 'serious concerns' over FCA A public meeting to discuss the 'financial administration' of Filton Community Association will be held next month as Filtonvoice can reveal the Charity Commission continues to have 'serious regulatory concerns'. It was revealed in May the commission was investigating the Elm Park charity after paid employee Oliver Newbery, who has since been suspended, raised concerns over its governance. The commission also said it did not rule out further regulatory action as it awaited further responses from the trustees.

In an email to FCA treasurer David Gillard, the commission's case worker Tony Robinson highlights failures to keep details on the register of charities up to date. l Banking Mr Robinson gives an example that in the minutes of the AGM dated 20 May 2013, it is recorded that there were two bank statements missing from the bank, a discrepancy in accounts regarding income received for the hire of the hall and that the PAYE system could not be accessed as the password was not known. l Trustee membership Mr Robinson then raised concerns over membership of the trustee body being dominated by one family. In his reply, Mr Gillard said the trustees were himself, his wife Margaret, Alison Foote, Roz Kendall and Roger Brock. Mr Gillard said the
commission already knew that Ms Foote was his daughter and he said Mrs Kendall was still the president. However Filton Town Council told Filtonvoice they have a letter from Mrs Kendall saying she has stepped down. Mr Brock is not a relation. l Building work Mr Robinson also referred to the matter of building work being done for Mr Gillard's home, paid for initially by association funds then repaid. Mr Robinson said that with the money having been returned, he did not intend to pursue the matter. l Filtonvoice In his response to the Charity Commission, Mr Gillard also accused Filtonvoice of 'not telling the truth'. Filtonvoice has repeatedly pressed Mr Gillard to explain his concerns and has promised to print a retraction of anything which was not correct or misleading. Mr Gillard has refused this offer and has not explained which parts of the coverage was not truthful. A spokesperson for the Charity Commission said: "We can confirm that the Commission’s regulatory engagement with the trustees of Filton Community Association is ongoing. We do continue to have serious regulatory concerns and await the trustees’ response on a number of matters before deciding if further regulatory action is required.” The public meeting, run by Filton Town Council, will be held on Tuesday, September 11 at 7.30pm in the badminton hall at Filton Leisure Centre, Elm Park.

has now lost a nursery, but Ms Robbins says that she is feeling optimistic about the nursery’s future and that families have been supportive of the change. The nursery has 43 families on its books and can look after up to 30 children a day at Upper Horfield. Ms Robbins told the Filtonvoice: “We’ve experienced nothing but positive vibes from Upper Horfield Community Trust. “The staff are looking forward to a positive change – and we also get our very own garden space with access to water outside for water play. “This is a fantastic opportunity and we’ve received so much support from our families and parents.” Ms Robbins is also set to open a second nursery in Little Stoke, which has already almost reached full capacity.

A holistic community centre in North Bristol is gearing up for an open day on September 15 when local people are invited in to meet the therapists, teachers and trainers who work there. Sadie Willis opened The Flamingo Centre at 175 Southmead Road, close to the site of the old police station, 18 months ago. She started off with just two workshops last April but now has more than 100 events running every month. These range from one hour classes to two-day training courses. In addition, the centre will be offering 3-12 month Holistic Training courses from January, accredited by VTCT examination board. Sadie said: “I named it The Flamingo Centre because the flamingo provides you with the ability to find balance, not just in a physical sense but in your emotional and spiritual self as well.” There is something for everyone here - visitors to the centre range from seven days old to 70+ years. The many classes and workshops on offer including Yoga, Pilates, Spanish, Arts & Crafts, Self Development and a variety of Healing Workshops. The Flamingo
Centre also offers a range of holistic therapies within its calm and tranquil treatment rooms. These include reflexology, aromatherapy massage, Reiki, Kinesiology, acupuncture and counselling. This is after a recent increase in vehicle crime generally. Recently we have seen an increase of motorbike thefts in neighbouring areas and the bikes are being abandoned and burnt out in the Kipling and Wallscourt Road South areas of Filton along with Elm Park. If you see or hear mopeds or bikes racing around at night, please report to police in the usual way so that we can apprehend the offenders. Speaking about the planning application in advance of the meeting, Lockleaze Ward Councillors Estella Tincknell and Gill Kirk said in a joint statement: “We welcome the first phase of a £178million regeneration and development plan in Lockleaze that will bring much needed housing to the Romney House site. "Despite recent and welcome improvements to Gainsborough Square, the economic and social vitality of Lockleaze has been undermined over the past decade, since large areas of housing were knocked down and not replaced. “We welcome the Mayor’s commitment to reverse this decline and invest in new housing again on brownfield sites. This will help to address the urgent local housing needs in Lockleaze, and the shortage of homes across Bristol.” Speaking to Filton Voice,
Trevor Jones, Councillor for Frenchay and Stoke Park Ward said: “I understand the concerns of existing residents of Cheswick are that the Romney House application represents a threat to their health and security and that, despite attending public consultation events, the Bristol City Councillors appear to have dismissed residential opposition to new through routes from the development to Cheswick. “The roads adjacent to the Bristol boundary have, I understand, recently been the subject of increasing numbers of criminal events, especially those involving high speed motorcycle usage of footpaths. "While permeability of the boundaries between the two developments could be seen as positive with reference to community cohesion, it should not be allowed to interfere with residential health, safety and security.”

New bus lane enforcement cameras installed A new bus lane enforcement camera on Filton Avenue is among five that have been installed recently by South Gloucestershire Council. It will target drivers on the southbound section onto Station Road. The five new enforcement cameras are located at: n Bradley Stoke Way junction onto A38/Gloucester Road (southbound) n Regent Street, Kingswood n Filton Avenue southbound onto Station Road n Stoke Gifford Bypass northbound (just before Parkway roundabout) n Bradley Stoke Way northbound (before Patchway Brook roundabout). The camera at the Bradley Stoke Way junction onto A38/ Gloucester Road is now live, and the other four were due to become operational by the end of July. These enforcement cameras address the abuse of bus lanes and bus gates by unauthorised traffic and will help ensure the reliability of local bus services. South Gloucestershire Council has received reports from both bus companies and members of the public that the bus lanes are being abused. Penalty Charge Notices (PCN) will be issued to anyone that infringes the bus lanes and will include a secure web link to a video showing the offence. Each potential infringement will be reviewed by a qualified officer and if there are any mitigating factors, such as needing to pull over for an emergency vehicle, then a PCN would not be issued. Cabinet Member for Communities Cllr Paul Hughes said: “These new cameras will help us tackle the abuse of bus lanes and bus gates by unauthorised vehicles, and also help ensure that buses and emergency vehicles can reach their destination without unnecessary hold-ups. “We are not trying to catch anyone out. We want the cameras to be easily visible and we have made an effort to ensure that signs and road markings are as clear as possible to motorists. Hopefully motorists will avoid
incurring penalties by not driving in lanes reserved for buses.” The monitoring system uses Automatic Number Plate Recognition to identify unauthorised vehicles and generate penalty notices. As well as ensuring that bus journeys are not delayed, enforcement will also help remove unauthorised traffic that can delay emergency vehicles. Three further bus lane enforcement sites are being prepared and can have cameras relocated to them if issues arise. These are located at Highwood Road (Patchway) westbound, Bradley Stoke Way southbound (just before Winterbourne Road) and Coldharbour Lane northbound (just before UWE roundabout). Filton welcomes friends from France and Germany for tri-annual twinning visit by Keri Beckingham Visitors from Germany and France have visited Filton for the first time in three years. On Wednesday July 25, 33 visitors from Witzenhausen in Germany and 41 visitors from St Vallier sur Rhone in France arrived as part of latest annual visit twinning visit between the three towns. Organised by Filton Twinning Association, the trip saw 125 people including coach drivers spend five days together and learn more about what life in Filton is really like, with most hosts having either lived or worked in the area during their lives. As part of their stay, the visitors stayed with 48 hosts in Filton and the surrounding area, including some who have been members of Filton

n NEWS Twinning Association for many years. Most hosts have a spare bedroom to offer, and they also provide some breakfasts and evening meals. During the visit the group took part in a couple of dances, enjoyed a hog roast and games in the Community Garden, and also attended a special service at St Andrew’s Church in Filton. In addition, the German and French visitors took part separate outings to Bristol and Gloucester without their hosts, and on another day they spent time with their hosts and visited other local places of interest. One host in particular, Helen Johnson, only became a member of Filton Twinning Association last year and was taking part in her first visit. Speaking to Filton Voice, she said: “I’ve lived in Filton for 20 years, and thought it was about time that I got involved with the twinning. This year I’m hosting the Carnival Queen of Witzenhausen and three princesses, who are a group of young teenage girls aged between 17 and 18 years old. They will be staying in a house that I normally rent out to students, which is located just around the corner from me. “I think it will be nice to meet people from another country. I think it’s really important to keep ties with Europe and be friendly to our neighbours. It’s a nice thing to do, and it’s nice to have contact with other towns and meet people from a slightly different culture. I’m also looking forward to travelling to both towns over the next couple of years too”. Carole Duckett and her husband Bernard live in Keynsham and have been twinning members for about 36 years. Speaking about their membership, she said: “My husband used to work for RollsRoyce in Filton many years ago which is when we decided
to become members of Filton Twinning Association. Our first visit was to Witzenhausen, and when you go to another country you get to stay in other people’s homes, which is a very different experience to staying in a hotel as you get to see how real people live in that country. “Over the years there have been marriages between people from the different countries, and you get to build up a really strong relationship with people too. We normally stay with the same people when we go to Witzenhausen and St Vallier, and guests also become part of the family in a way and I know of people who have been invited back to stay for special occasions too. “Our hosts are always very generous, which I think is so nice, and it’s also nice to return that hospitality when they come here to visit us. During the latest visit there were eight of us in the house and I’m lucky that I have two spare bedrooms in my bungalow and can put people up. “We really do have a very good time during the visits, which are also made possible thanks to the support of Filton Town Council. They are very generous in supporting the events that are organised which
is much appreciated.” Members of Filton Twinning Association each pay £10 a year for membership, and the idea is to visit the other towns and also host visitors when they come to Filton too. Although there is a bit of expense involved with hosting, the group usually visit Witzenhausen and St Vallier on a coach to keep costs down, and
as you stay with other people when you arrive, there are no accommodation costs either. Success for Mitch with first England cap A young golfer from Bristol is on course for a great career after he received his first cap for England. Mitch Waite, 23, has been a member of Filton Golf Club for 14 years. He joined as a junior member in May 2004, and has since gone on to lead the English Amateur Order of Merit, win the Hampshire Salver, finish runnerup in the European Amateur Championships and Lytham Trophy and in third place at The Amateur Championships. Captain Mitch and the other members of the England team (Gian Marco Petrozzi, Matthew Jordan, Todd Clements, David Hague and Nick Poppleton) took part in the European Amateur Team Championship from July 10th – 14th. The competition took place at the Faldo-designed course in Berlin, and the team finished as runners-up in the

final against Sweden. Speaking about Mitch’s success, managing secretary of Filton Golf Club Ian McMahon said: “We are incredibly proud of Mitch. Having joined Filton at a very young age he learned to play the game here. He came through our Junior Development Program and it is very rewarding to see one of own have such deserved success. He has spent a lot of time developing his talent on the club's practice facilities, and on the course and he is now reaping the rewards for the hard work. “Not only is Mitch talented, but he is an incredibly nice young man and the whole club looks forward to hearing about his ongoing success as a member of not only the England team but now the Great Britain and Ireland team.”

n NEWS Local members of the Royal British Legion are to join thousands on a pilgrimage of Remembrance to a World War One battlefield this month that culminates in a parade and ceremony in Ypres as part of the end of the First World War centenary commemorations. The Royal British Legion event, known as Great Pilgrimage 90 (GP90), takes place between the 5th and 9th of August and will be one of the largest in the charity’s history. GP90 will mark 90 years since the original Royal British Legion Pilgrimage in 1928, which saw 11,000 World War One veterans and war widows visit the battlefields of the Somme in France and Ypres in Belgium, a decade after the conflict ended. That Pilgrimage culminated in a march through Ypres to the Commonwealth War Grave Commission’s Menin Gate Memorial for a ceremony to commemorate the launch of the Hundred Days Offensive and in remembrance of those who never returned. Local Legion members Karen Falconer and John Moloney will represent the Stoke Gifford Branch, which covers Filton, and the local community at the event, as Standard Bearer and wreath layer respectively. Karen and John will tour some of the same battlefields and cemeteries visited by those on the 1928 Pilgrimage, before marching along the original route through Ypres, to the Menin Gate on the 8th August, bearing their branch standard and a wreath. They will join more than 2,200 other Legion representatives and dignitaries, including Civic and military guests from the UK, Commonwealth and Northern Europe who are taking part. John, the branch chairman, said: “Great Pilgrimage 90 is a unique opportunity for the Legion community to come together and bear our Standards along the same route in Ypres taken 90 years earlier by the veterans and widows of the First World War.” As local champions of Remembrance, the Stoke Gifford Branch of The Royal British Legion is looking to bring their unique Remembrance message to the Menin Gate, on their wreath, where it will be displayed throughout August.

Everything in the garden AND Rosie!!!!
The weather didn't disappoint as local people enjoyed the Filton Community Garden Fete. Despite all the dry weather, the award winning and volunteer-created garden at Elm Park looked wonderful. A feature was the traditional Punch and Judy while miniature steam engine Rosie, and driver Peter, gave families the chance to take a trip on this magnificent piece of engineering. There was plenty to do and see, with Face, Filton Twinning and GKR Karate having stalls. Community Garden chairman Dave Mikkelson said: "Thanks to all of our committee members who worked extremely hard putting on the event. It was good to have the Blood Bikes there, they do a fantastic job. "Last but not least Peter and his steam engine Rosie. Peter did a fantastic job and was the star of the show even putting the ever popular Mr Punch in the shade."

South Glos house prices up by 3.9% By Joseph Hook Data reporter House prices in South Gloucestershire leapt by 3.9% in May, contributing to a 7.5% rise over the last 12 months. The latest data from the Office of National Statistics shows that the average property in the area sold for £280,778 - significantly higher than the UK average of £226,351. Across the South West, property prices have risen by 3.9% in the last year, to £251,877. The region outperformed the UK as whole, which saw the average property value increase by 3.0%. The data comes from the House Price Index, which the ONS compiles using house sale information from the Land Registry, and the equivalent bodies in Scotland and Northern Ireland. The average homeowner in
South Gloucestershire will have seen their property jump in value by around £92,000 in the last five years. The figures also showed that buyers who made their first step onto the property ladder in South Gloucestershire in May spent an average of £239,622 - around £78,000 more than it would have cost them five years ago. Lawrence Bowles, the associate director of the research team at the estate agents Savills, said: “The standout performers are the East and West Midlands. We’ve seen a strong performance in both those areas – the West Midlands has slipped to second place, but prices there have still grown 5% in the last year. At the other end of the spectrum we have London. We have seen prices eking up very slowly over the last month, but would expect to see a larger seasonal rise around this time of year.”

He continued: “In our regional forecasts we predict price falls in London in 2018 and 2019 of 1.7% and 0.2% respectively.” Between April last year and March this year, the most recent 12 months for which sales volume data is available, 4,690 homes were sold in South Gloucestershire, one per cent more than were sold in the previous year. The highest house prices in the country in May were found in Kensington and Chelsea, where properties sold for an average of £1,326,653 - 17 times the cost of a home in Burnley, where the average property cost just £79,119. Richard Snook, senior economist at PwC, said forecasts suggest the average UK house price could rise to around £285,000 by 2025.

A new pilot Play Street initiative has been launched in the Filton area, and applications are welcomed from residents who are interested in holding a play scheme in their street. Play Street schemes enable residents to apply for and manage a temporary road closure for the purposes of children’s play, offering a great way to make neighbourhoods more child friendly, bring people together and encourage physical activity. Any South Gloucestershire residents interested in holding a Play Street event in their neighbourhood can apply by visiting www.southglos.gov.uk/ playstreets. Residents of suitable streets are invited to submit applications by August 13 to hold Play Street sessions during the period of
September 10 and December 31. The Play Street scheme is suitable for residential streets with low amounts of traffic, such as cul-de-sacs and no through roads, minor roads serving culde-sacs and hamlets. Unsuitable streets include those on a bus route, or any with scheduled road works. Cabinet Member for Public Health Councillor Erica Williams said: “Residents have said they would like to see street play schemes come to the area so we are delighted to be able to launch this pilot, with funding from South Gloucestershire Council’s Public Health department. “Play schemes provide a really fun way for people to meet their neighbours whilst their children get some exercise, and hopefully help to develop stronger communities.”

So proud of events in our constituency Over the last few weeks, I have been to many events across the constituency. I had the honour of opening and cutting the ribbon for the new Poppy Garden at The Wild Place, dedicated to the commemoration of a centenary since the end of World War One. It is a fitting and very moving tribute to those who made the ultimate sacrifice for our Nation’s freedom. The garden displays 100 different types of Poppy. I have visited the Great Western Air Ambulance to discuss their future plans and see the great work they are doing to save lives in our region. The Service has recently announced plans to move to a new, purpose built base in Almondsbury. They
are currently working hard to raise funds so they can achieve their target to buy the base, as well as continuing to provide lifesaving care in our area. I was particularly proud to march in the Armed Forces Day Parade in Thornbury, with serving armed forces personnel and veterans from our area, as well as my parliamentary neighbour and friend Luke Hall MP. I was disappointed to see that Bristol City Council did not hold an Armed Forces Day event this year. I have written to Mayor Marvin Rees asking for an explanation, as well as a commitment to hold one in 2019. Recently I have had many local businesses write to me regarding the planned roadworks

Hospital charity’s £60k birthday gift to NHS
A new patient transport ambulance has been bought by Southmead Hospital Charity to help patients to get home from hospital quicker to celebrate the 70th anniversary of the NHS. The charity handed over the £61,000 ‘birthday gift’ to Southmead Hospital last month ahead of the NHS marking its 70th year. The patient transport ‘home from hospital’ ambulance will serve local communities in Bristol and South Gloucestershire, taking patients who have been discharged from hospital home. The new ambulance will replace one of North Bristol NHS Trust’s three home transfer vehicles but it will be the only home transfer ambulance capable of carrying patients with obesity. Until now the hospital brings
in a private ambulance company to provide a bariatric ambulance. Simon Woods, Director of Facilities at North Bristol NHS Trust, said: “The new ambulance will take all patients home including bariatric patients, speeding up the discharge process and reducing private ambulance spend. “Patients who are ready to leave hospital will benefit from
being at home quicker, and we are able to ensure that beds are available sooner for new patients coming into the hospital. “We’d like to thank Southmead Hospital Charity for purchasing this new ambulance as part of the NHS70 celebrations and for helping us to provide exceptional healthcare to our patients.” The new ambulance features
an image of a nurse and patient along with charity’s logo and branding so it will be noticeable as it drives around the local communities. Friends out in force for visitors from Colorado A glimpse of “real life” can be the highlight of a holiday, from finding a little restaurant frequented only by locals to being unexpectedly welcomed to join a village celebration. These insights into another culture are memorable and, as one group of Bristol-based travel-lovers know, valuable experiences. Members of the Bristol Friendship Force (BFF), including some from the Filton area, have been welcomed into homes around the globe, from Azerbaijan to Colombia and Kentucky, to experience the dayto-day routines of people from all walks of life. It’s travelling the world as a guest, rather than a tourist, members say, meeting new people, discovering common ground as well as differences and
– most importantly – making friends. The group is part of a global network of Friendship Force clubs spanning more than 60 countries, with visits – or “journeys” – arranged between them. Members from Bristol have just returned from a visit to Calgary and Medicine Hat in Canada and are now preparing to welcome FF members from Northern Colorado to Bristol in September. BFF president Carole Duckett, who lives in Keynsham, said: “It’s a totally different experience to anything you could do as an ordinary tourist and you end up with people you can call friends all over the world. “We email and phone before each journey and when we finally
BFF members on the banks of the Mississippi on a trip to St Louis meet it is already like we have known each other for a long time – I always find that magical. “We are all different but we are in the Friendship Force clubs for the same purpose – to make a little bit of difference and contribute to peace in our own small way.” The Friendship Force was launched in 1977, and today there are 15,000 members who take part in “journeys” and act as hosts in their hometowns.
“There is no better way to get to know people than by staying in their home,” she said. “Meeting someone for the first time can be daunting to some but it is surprising how quickly you become friends – and language never seems to be a problem even if you don’t speak the same one! New cycle path in Filton: views are wanted Church Road in Filton could be the location for a new cycle path as well as additional parking spaces for local shops. A consultation, which runs until August 10, is inviting views from local people. Church Road, opposite St Peter's Church, has several shops including a Post Office. Money has been allocated by the West of England Combined Authority to develop cycle routes and planners say this new scheme would allow bike riders to avoid stretches of the A4174 ring road. A South Glos spokesman said: "The purpose of
the need to use the A4174 when traveling from, for example, Airbus to the east. " Funding has been allocated by the West of England Combined Authority (WECA) to develop attractive cycle routes linking to the A38. This scheme forms part of this overall project and will provide cyclists with a safer parallel route linking to the ring road routes and a major employment and a retail centre." MP’s words of advice for student leaders Be a good listener and have humility – these were the words of advice from local MP Darren Jones when he visited Orchard School’s student leaders last term. The Labour MP for Bristol North West visited Orchard School to talk with the student council and prefects about representation and leadership. Orchard School’s student council was formed earlier this year and has 28 councillors representing a cohort of 800. The students, from Years 7 to 10, wanted to find out what it takes to become a successful leader and how the MP represents his constituents - particularly the younger generation - in parliament. Speaking about how he got involved in politics, Darren - who grew up in the constituency told the students: “I had a great childhood, but my family did struggle to make ends meet.
"I was annoyed by lots of things growing up and there was lots of stuff that I wanted to change.” Darren, who has been in post for a year, added: “It’s hard work and you work a lot of hours, and it’s tough for your family too. But it’s a job in which you can help make people’s lives better.” The MP claimed the Bristol North West seat in last year’s general election after it was held

He responded: “Last year saw a huge rise in the number of young people voting in the general election. I represent 100,000 people in this constituency, 25,000 of whom are young people, and I see you and your views as just as important. “I run regular surgeries, knock on doors and hold monthly coffee mornings, but if you can’t make those I encourage you, if you’re 13 years and older, to tune into my Facebook Live sessions and ask any questions.” The students shared ideas with Darren about the platforms he could use to engage more with young people, which included using Instagram and Snapchat. Yasmin, who is head girl at Orchard School and has aspirations to become an MP herself, said: “I liked that he is passionate about businesses being successful which I think is really important for the economy. "He’s definitely made me more aware about the specific aspects and responsibilities of being an MP.”

Schools excluding more children with autism By Harriet Clugston Data reporter The number of autistic children being excluded from schools in South Gloucestershire has shot up, amid warnings that vulnerable students are being “failed” by the education system across England. Data from the Department for Education has revealed that 30 children with Autistic Spectrum Disorder as their primary special educational need were excluded from primary, secondary and special schools in South Gloucestershire in the 2015/2016 academic year - the last year for which data is available - up from 17 in 2011/2012. Of the children excluded in 2015/16, one was permanently excluded while 29 were given one or more temporary suspensions. The figures - which were obtained through a Freedom of Information request submitted

by the charity Ambitious About Autism for every local authority in England - showed there was a disparity between the rate of exclusions for autistic children and for the overall school population. In the case of pupils with autism, 6.7% were given at least one exclusion in 2015/16, compared to just 2.3% of the wider population. The increase in exclusions for autistic pupils came despite the fact that the overall number of children being excluded from schools dropped over the same period, falling by 11.8%. It is unlawful in England for schools to exclude pupils on the basis that they have additional
needs or a disability that they are unable to meet. Despite this, exclusions for all pupils with special educational needs (SEN) or an education, health and care plan (EHC) were also up, rising by 5.1 % in five years. However, the rise in exclusions for SEN pupils overall was not as high as that for autistic children specifically, a trend that Ambitious About Autism says shows autistic children are being excluded simply “because they are children with autism”. While South Gloucestershire's schools have seen an increase in the population of autistic pupils since 2011, Ambitious About Autism argues that the figures cannot be explained by this fact alone, as the rate at which exclusions have increased outstripped the increase in autistic pupils.
Chief Executive Jolanta Lasota said: “Schools are shutting out thousands of children with autism. The impact of these exclusions cannot be underestimated. Not only do children fall behind academically, but the isolation from their peers creates deep unhappiness, social anxiety and mental health problems.” Ambitious About Autism said that better training was needed to combat widespread "misunderstanding" of exclusion law among teachers, while suggesting that pressure on funding could also be part of the problem. A spokeswoman from the Department for Education said that government guidance was clear that “unofficial exclusions” were unlawful, regardless of whether parents consented to the arrangement. She also said that the department had launched a review of school exclusions.

Students’ project was out of this world! In the summer term, a group of Year 10 students from Filtonbased Bristol Technlogy and Engineering Academy were selected by the Baker Dearing Trust to present their project to Major Tim Peake, the British astronaut who worked on the International Space Station. Many senior figures from the Baker Dearing Trust were also at the presentation. This was as part of the work that the students were doing for their Astronomy GCSE and they had entered their project for the BDT’s Sci Tech Challenge. The students, Diana Wola, Rebecca Lomasney, Jack Lowes and Robin Young, had chosen to design and make a cosmic ray detector to keep astronauts safe on the surface of Mars when we eventually reach the red planet. They had researched, designed and made the detector which could then be worn as part of an astronaut’s suit or even left on the planet to help further research. The students then made a film to show what they had been doing which was sent off to the Baker Dearing Trust for the selection process. The group was delighted to be selected to present at the final of the competition and they were calm, well informed and articulate in their answers from a very eminent audience. Although they did not finally win, many people came to congratulate them for the brilliant work that they had done on the project. It should be noted that although the students from other schools competing were all in Year 12,

the BTEA group held their own ground in terms of the level of the work they did and their presentation skills. “Meeting Tim Peake was an unforgettable and educational experience,” said Diana. “Major Tim was shorter than I expected but that gave me more hope of becoming an astronaut because I found out that there’s less room in space shuttles and evacuation modules than what you would think. "Coincidentally, Tim’s presentation provided an insight about the danger of cosmic rays. Tim said that 'when the rays were striking when my eyes were closed inside the space shuttle I could see the cosmic rays as little flashes inside my eyeball’.”

Sun shines on festival goers as crowds turn out for bands, fun ... and maybe a few drinks!
Photos by Filton resident Andy Gibbs The sun shone on Filton Festival 2018 as the crowds enjoyed bands, a funfair, stalls ... and lots of food and drink. The annual event at Elm Park, run by Filton Town Council, was held last month on one of the hottest days of the year. Organisers said it might have affected numbers with families not wanting to spend several hours in the baking sun. But that didn't deter the many who did turn up and by the end of the afternoon, the bands were delighting the young and not so young who took the opportunity to have a dance. Bands included Areas of Effect, Elevation, Britpop Boys and Hooper. Among the attractions were Circus Fantastic and their amazing stilt walking skills along with all the fun of the fair with Tommy Jenkins Amusements. Filton Town Council would like to thank Viridor and Airbus for their support with the event.

'Ethical' lettings firm adds Becky to team
Ethical lettings and property management company Temple Homes has secured one of Bristol’s most experienced young specialists as its new property manager. Rebecca Mason has joined the growing firm, which is newly based in Picton Street, Montpelier, following its recent acquisition of the portfolio of Ruben Property. The acquisition left Temple Homes, whose portfolio has now swelled to some 220 properties around the city, needing an experienced individual who could grow with the emerging business. Ms Mason has worked in property management for the past seven years – four years in London and three in Bristol – and, being ARLA qualified at just 26, is regarded as one of the most experienced property managers for her age in the city. She has a history of managing property asset portfolios larger than that of Temple Homes and

therefore is capable of overseeing the anticipated growth in her department. She now joins Temple Homes’ two young directors Steve Mueller and Hattie Dembo in helping to further establish the company’s growing reputation in the city. “I am pleased to have joined a company where there is a real focus on the quality of service to both tenants and landlords,” she said. “It is clear from the quality
of properties within the Temple Homes portfolio that our landlords provide their tenants with homes in very good condition and, in return, those homes are well looked after. “In terms of job satisfaction, I am really looking forward to working with tenants and landlords who are provided with a great service and who are not overcharged.” Mr Mueller, who founded Temple Homes in Stokes Croft four years ago prior to its move to
Montpelier and its acquisition of Ruben Property’s portfolio, said: “Rebecca is one of a kind.
