Pursuant to our conversation on the trip to the Hornet, I am outlining for you my thoughts on future international cooperation in space. It is apparent that the method.s of d.ealing with the free world. and. the Soviet Union must vary. I would propose that irith i'Iestern Er-rrope and- Japan, we emphasize a policy of participation.

With the Sdviet Union, at this stage, ve should. emphasize increased. cooperation.

Soviet Union My conversations with Dr. Keldysh (Presid"ent of the Soviet of Sciences) Ied. me to believe that the Soviets nor,+ feel that increased. cooperation in the space fiel-d. would. be beneficial to them. I think that the appropriate time to und.ertake the negotiations lead.ing to the participation which I have d.iscussed. is in the immed-iate future. Tkre impetus given to the Amei'ican space program by the Apollo 1r success should. be utilized to the furrest.

Although the frights of foreign astronauts may not take place for severar years, the serection and. traini.ng requirements make it highly d.esirable for them to be nominated. soon.
