WELCOME MESSAGES Welcome to the 2015 Canadian Gaming Summit
From the Canadian Gaming Association (CGA) and MediaEdge Communications
On behalf of OLG, I would like to welcome you to the 2015 Canadian Gaming Summit at Caesars Windsor. We are proud to host this year’s summit, which brings together gaming professionals from across Canada at an exciting time in our industry’s history.
As proud owners and operators of the annual Canadian Gaming Summit, we are very excited about this year’s conference from a number of perspectives. We are returning back to one of Canada’s most beautiful casinos, Caesars Windsor, and their experienced event management and Food & Beverage teams have done a phenomenal job in delivering all operational and logistical aspects. As of press time, Summit delegates have filled almost every hotel room in the facility and the trade show floor, session rooms, plenary rooms and social event spaces all look amazing. Beyond the beautiful hotel and conference room spaces, we are also excited for the Food & Beverage that is being prepared for all event attendees by the talented Caesars Windsor culinary team. Our thanks and gratitude go out to Kevin Laforette, CEO of Caesars Windsor and his entire team for a job well done!
Gaming provides a substantial contribution to provincial economies across the country. It also supports and strengthens local communities while helping to create jobs. One of our biggest challenges is to adapt to changing customer preferences and advances in technology. To do this, we must work together on innovative approaches to maintain existing customers and attract new ones. At OLG, we are undergoing significant change to modernize lottery and gaming in the province. This will help ensure the long-term success of the industry, while allowing us to become more customer focused and increase our contribution to our shareholder, the Government of Ontario. Our goal remains the same — become a modern, efficient organization operating in the best interests of Ontarians. The knowledge and experience needed to advance our industry is here at this conference. I encourage you to get the most out of the summit and hope that you enjoy your time in the great city of Windsor. Stephen Rigby President and CEO, Ontario Lottery and Gaming Corporation
We would like to announce two new Education Tracks at this year’s Summit – Food & Beverage chaired by Joe Moore, Director of F&B at Caesars Windsor and Security developed and sponsored by the Gaming Security Professionals of Canada (GSPC) and chaired by the GSPC’s Executive Director, Gerald Boose. Beyond these two new Tracks, we will also deliver Education Tracks on Responsible Gaming, iGaming, Legal and Regulatory, Marketing, Business Operations, Sports Betting, Charitable Gaming, Horse Racing, Human Resources and several update sessions from OLG. Our 2015 Summit Keynote is Richard Peddie, former President & CEO of MLSE and our Industry Roundtable will focus on the Canadian Gaming Industry and in particular, A Product Market Match…Delivering for the Consumer. There is no doubt that this year’s education program is one of the best we’ve ever developed and we sincerely look forward to your feedback. We would like to thank our Lottery Corporation Educational Program Committee for doing such a great job is developing this year’s impressive program. Thanks go out as well to all registered delegates as our event registrations are on pace to break our previous delegate records. Our trade show floor is completely sold out and we encourage all delegates to please visit the show floor as often as possible as there is a great array of products and services on display. Finally, our sincere gratitude is also extended to our Summit sponsors whose support enables us to deliver an event that we are all proud to call Canada’s best. This event is made possible by the on-going support of our delegates, exhibitors and sponsors and we again want to thank all of you for your continued support. Please enjoy the 2015 Summit, thank you for attending, and please pass us your feedback and ideas for future Gaming Summits.

RESPONSIBLE GAMING Wednesday June 17, 2015 12:40pm – 1:30pm
A New Framework for Responsible Gambling in Ontario Luna The framework for responsible gambling in Ontario is changing. The Alcohol and Gaming Commission of Ontario (AGCO) has developed new regulatory standards for gaming which include, for the first time, standards and requirements for Responsible Gambling (RG). Concurrently, the Ontario Lottery and Gaming Corporation (OLG) is undergoing a process of “Modernization” and is transitioning the operation of casinos and slots facilities in Ontario to service providers. OLG continues to work towards its government mandate to deliver a “gold

standard” of RG. Under Modernization, RG is an area where OLG will be more prescriptive than for other parts of the business. Service providers will be expected to apply for and receive RG Check accreditation. OLG has also developed Program Directives for RG which document and define its RG program across eight program elements. These are intended to help ensure that RG is delivered consistently across the province and in line with the expectations of the AGCO, RG Check and OLG. Caesars Windsor, one of Ontario’s resort casinos, was the first Ontario casino to receive RG Check accreditation and is now completing the process of introducing OLG’s Program Directives. Caesars will offer an operator’s perspective on the AGCO standards, RG Check and the RG Program Directives. Panelists: Doug Hood, Director, Policy and Planning, AGCO; Dr. Jon Kelly, CEO, Responsible Gambling Council; Catherine Jarmain, Director, Policy and Social Responsibility, OLG; Carolyn Marcotte, Vice President, Legal, Caesars Windsor

Sports Betting – Canada at the Crossroads: A Call for Active Engagement with the Industry and the Leagues Luna Sports betting is now one of the most lucrative sectors of the gaming industry worldwide. The legality of the activity varies from jurisdiction to jurisdiction. Confusion reigns in a number of countries as sports betting may be illegal in general but is perfectly legal if provided by a government-run monopoly. Canada is such a jurisdiction and indeed confusion abounds. Most Canadians are unlikely
to realize that placing bets on privately operated online betting sites is illegal, at least according to provincial gaming authorities. Further confusion arises from the fact that the majority of provincial lottery corporations have offered sports betting services for almost a decade. Commentators have suggested while the odds on offer are poor compared to privately operated online sports books, the real problem is the need to place parlay bets rather than being able to bet on a single game. The Canadian Gaming Association has been in the forefront with respect to this last issue, spearheading the passage of a private member’s bill through Parliament which would permit singe-event sports betting in Canada. Despite all-party support for the bill, it has been stalled in the Senate now for two years. Fantasy Sports Augustus 3
“While I wouldn’t categorize [daily fantasy] as sports betting, on the continuum of no betting at all and legalized betting, it’s certainly somewhere on the spectrum, but not yet sports betting.” – Adam Silver, NBA Commissioner According to the Fantasy Sports Trade Association, in 2014 there were over 41 million people playing fantasy sports in the United States and Canada. On average, fantasy sports players spend $96/year on fantasy sports league related costs and materials. Although North American sports leagues have typically been opposed to sports betting (Adam Silver’s recent op-ed piece in the New York Times notwithstanding), the leagues have embraced daily fantasy sports. The NBA, NHL, and MLB, as well as various professional sports teams, have entered into partnerships with various daily fantasy operators. In the United States, fantasy sports was exempted from the definition of “bet or wager” in the Unlawful Internet Gambling Enforcement Act (“UIGEA”).[1] Accordingly, at the federal level, offering fantasy sports games to players located in the United States is not illegal. But what about at the state level? What about fantasy sports in Canada? Is it legal? Is it betting? Gambling? Neither? Both? In the places where fantasy sports is legal, how is it regulated? Are operators vetted by regulators in the same way as other gaming licensees/registrants? Is this appropriate? What changes should be made to the regulation of fantasy sports? How can the provincial lottery corporations capitalize on this emerging trend? Moderator: Jack I. Tadman, Lawyer, Dickinson Wright LLP

A distinguished panel will consider questions pertinent to the intersection of social games and gambling, including: • What distinguishes social game play paradigms and revenue models from other gaming or gambling activity? • What is the history of social gaming as an industry? • What is the relationship between social gaming and gambling? • What concerns are associated with social gaming, are they legitimate, and, if so, what steps are to be taken to mitigate the associated risks? • What, if any, kind of regulation applies, or should in the future apply, to such games or their providers? • What can the gambling industry learn from the social gaming industry, and viceversa? • What direction is the evolution of social gaming taking, and who are the industry leaders likely to take it there? Problem Gambling Lawsuits Augustus 3
iGaming Augustus 3
In years past, Canadian courts have seen a considerable amount of litigation brought by problem gamblers, seeking compensation from lottery corporations for losses suffered while gambling. As recently as 2008, the American Gaming Association website carried an article whose title referred to Canada as the “Home of Class Action Lawsuits on Compulsive Gambling”. Past panels at the Canadian Gaming Summit have considered the issues raised by these lawsuits, most of which have alleged that the lottery corporations owe a duty of care to compulsive gamblers, either in general or as a consequence of casinos’ self-exclusion programs.
“…betting providers which are prepared to offer services illegally (such as those that operate in the North American so called ‘grey market’) should be considered to pose a potential risk as they have already shown their willingness to ignore regulatory requirements when it suits them to do so.” – Peter Cohen, former Executive Commissioner and CEO of the Victoria Commission for Gambling Regulation (2002-2010), in submissions to the Senate Legal and Constitutional Affairs Committee on sports gambling.
2014 also saw the emergence in Canada of a new breed of lawsuit, with an entirely new theory of liability. This theory does not rely upon negligence and the creation of a duty of care. Rather, it posits a theory that focuses upon the functionality of electronic gaming machines, alleging that they are inherently misleading and designed to encourage addiction. This panel will focus upon cases in both Canada and the U.S. that are based upon such theories of liability. How might the theories put forward in these cases affect the way the lottery corporations do business in the future? What requirements should lottery corporations enforce upon the gaming equipment they use? Moderator: Kevin J. Weber, Partner, Dickinson Wright LLP Panelists: Emir Crowne, Associate Professor (Tenured), University of Windsor; Thomas G. McNeill, Lawyer, Dickinson Wright PLLC

As the iGaming market continues to grow and with growth comes issues relating to compliance and coming to grips with Grey Market activities. The above quotation from Peter Cohen, who was the Executive Commissioner and CEO of the Victoria Commission for Gambling Regulation from 2002-2010, explains part of that rationale. When an applicant for registration comes before a regulator, its past and present activities in Grey Markets of iGaming can be very revealing as to its suitability. As Mr. Cohen indicated, they reflect upon the applicant’s probity, integrity and likelihood of responsible behavior. As well, an applicant that remains too financially dependent upon Grey Market revenues may represent a financial risk. Moderator: Michael D. Lipton, Q.C., Senior Partner, Dickinson Wright LLP Panelists: Anthony Novac, CEO & CoFounder, Spreed Inc.; Robert W. The lawsuits we were discussing in 2009 and 2010 have passed on, killed off by settlements or a refusal by the courts to certify the class. In 2014, a test case in British Columbia resulted in a decision that indicated that the duty of care incumbent upon a lottery corporation that institutes a self-exclusion program is limited to the situation where a casino knowingly permits a self-excluded gambler to remain on the premises after they have been identified.

AML – After Budget 2014 Saturni The Government of Canada announced changes to both the legislation and regulations governing AML in the Budget of 2014. Significant changes occurred in the Budget Implementation Bill for various forms of gaming, including casinos and iGaming. How should the sector respond? For some, the “fight or flight” dichotomy is the choice. But for others, another option is to work on a collaborative basis with the Government, regulators and others in the gaming sector to achieve the public policy objectives in an efficient and effective manner – and possibly achieve other business and operational objectives. This panel will discuss the changes and the Department of Finance’s consultation with the gaming sector and draw on experiences from other sectors that have chosen the collaborative option. A Hybrid Testing Approach – Realizing Benefits While Managing Risks for Both Businesses and Regulators Augustus 3 As the gaming sector strives to deliver increasingly complex and entertaining products, with enhanced quality and faster time to market while still controlling costs, testing roles for business critical applications are increasingly being outsourced to third party suppliers. Major private sector drivers toward outsourcing test services continue to be cost savings and expertise. The flexibility offered by having an on demand external bench of testers with the sharpest skills, knowledge and credentials is increasingly important to both businesses and regulators. Testing must achieve a number of purposes ensuring quality products for players but also products that integrate with other systems, all the while meeting regulatory and other legal requirements, often in multiple jurisdictions simultaneously. Achieving all of these objectives in an efficient manner requires a comprehensive approach with coordinated and clearly defined roles and responsibilities. Attendees of this session will receive an overview of how a “Hybrid Testing” model aided in this broader context of meeting multiple and legitimate objectives for testing. Panellists will explore a real-life case study that ultimately succeeded in leveraging strengths and contributions from both the independent test lab and a regulator. Hear how traditional testing approaches were modified to capture benefits of public and private enterprise, lessons learned and the risk reduction steps suggested for future successful implementations. A Regulatory Violation – Who You Gonna Call? – Not Just the Lawyers Augustus 3 The compliance and risk landscape is continually changing. To remain competitive, organizations must have in place a governance, risk management and compliance strategy that keeps pace with new laws, regulations and stakeholder expectations. Violations of the regulatory regime will occur. Often the critical question isn’t whether or not the violation occurred, but rather what happens in the wake of the occurrence. How the transgressor responds may be just as important (and possibly more) than what happened in the first place and why. This session will examine the practical realities and implications of how the violation is addressed by the organization responsible for the violation. The intention is to consider multiple perspectives with a view to how an organization can learn from occurrences and formulate effective strategies to: • Improve strategic business decisions by clearly defining associated risks and opportunities • Minimize operational surprises with more proactive and effective monitoring • Protect and enhance reputation by capitalizing on business opportunities while reducing the likelihood of negative events • Increase organizational efficiency • Avoid fines, penalties and damage to reputation Moderator: Don Bourgeois, Principal, Gaming & Regulation Group Inc Panelists: Jim Warren, Principal, Gaming & Regulation Group Inc.; Brad Desmarais, Vice President, Corporate Security & Compliance, Interim Vice President, Human Resources, British Columbia Lottery Corporation; Domenico Roma, Manager Internal Audit, Caesars Windsor

10:10am – 11:00am
The North American land-based casino and lottery sectors’ rich heritage stretches back long before the rise of the internet. When it comes to marketing, operators in both sectors therefore have extensive experience and expertise with above-the-line or mass marketing techniques such as TV, print, radio and out-of-home advertising. Digital marketing is often unchartered territory.
Working in the Canadian gaming industry requires perseverance, resilience, and a lot of backbone – especially when it comes to getting stakeholders such as government officials or the media to pay attention.
The Balanced Marketing Ecosystem: Using Traditional & Digital Marketing to Maximize Your Acquisition of New Customers Luna
We are now living in the digital age. To succeed in 2015, operators need to optimize their brands’ online presence and develop sophisticated, integrated digital marketing strategies to remain competitive and maximize their acquisition of new customers. Best practices suggest maintaining a highly diversified approach to digital marketing. In this session, Nicky Senyard will outline a roadmap for operators to develop a healthy marketing ecosystem for their brands that will optimize their acquisition of new customers. She’ll discuss the strengths and weaknesses of each digital and above-the-line marketing channel and describe how operators can put together an overall marketing strategy where all channels work seamlessly together. Cutting Through the Noise: How to Amplify the Medium and the Message in the Canadian Gaming Industry Mercuri
Marshall McLuhan was right when he proclaimed “the medium is the message”, but he never could have anticipated how the advent of social media amplified the noise. It is becoming increasingly more difficult to catch the ear of an elective official or attract the attention of a journalist, and thanks to the pervasiveness of so much misinformation about the gaming industry, fact and fiction are interchangeable.

How to Get the Younger Generation into Your Casino and Play Mercuri This session will primarily focus on how to attract the younger generation to your casinos, a challenge we are all facing in our industry. Throughout this session, we will share the results of different studies we have done in the last couple of years, the challenges we faced and what we finally did to achieve our goals in getting that younger player in our casinos. But most importantly, how we got them to play actual traditional table games and slot machines other than Poker. We will briefly walk the attendees through our 4 year process and discuss how we came about implementing products that attract that generation of player to our casinos, focussing on 3 main objectives:
This panel will discuss the communications issues facing gaming companies and the ways to be certain that messages reach intended audiences.
1. Attracting a younger clientele to our casinos; 2. Creating social lively environments where different types of players can stay together and play the game of choice without living their party behind; 3. And introducing to the next generation table and slot games, offering them lower limits to suit their budget and at the same time being profitable.

In 2013, Ipsos fielded a study on the attitudes and behaviours of Canadian casino visitors to take a clear measure of the market in this country and to uncover opportunities to help casino operators better identify gaps in services with ways to improve their offer. At that time, we asked casino visitors what they are looking for in casino entertainment, what their expectations are, what they do inside the casino, how much they spend and how they rate the entire experience.

This session is intended to deliver an overview and demonstration of how an automated state of the art Anti-Money Laundering (AML) solution can be successfully employed by the gaming industry to address compliance related problems. In building Analytics into standard AML practices and procedures such as suspicious activity monitoring, customer due-diligence, watchlist matching, case management and regulatory reporting, casino corps are able to dramatically enhance their AML strategy and improve their ability to comply with federal and provincial regulations as they evolve and change. Further, such systems allow the industry to effect reduce the costs associated with non-compliance as well as garner efficiencies in the operations aspects of their AML processes. An analytical approach allows for successful transparency that allows both the industry and the regulators to win.
“The assurance of game integrity is key to the success of internet gaming initiatives by the provincial gaming jurisdictions. It represents a key competitive advantage when comparing their services to off-shore and gray market competitors. Failures in internet gaming integrity need to be few and far between, and when they do occur, they must be dealt with rapidly, effectively and transparently. Our panelists will discuss their experiences, with a focus on prevention, identification and response strategies, as well as lessons learned.”
Since commercial casinos were first introduced in Ontario in the early 1990s, the Ontario Provincial Police have played a central role in the effort to keep crime out of the province’s twenty-four casinos, slot facilities and, most recently, regulated internet gambling. HUMAN RESOURCES Wednesday June 17, 2015 Thursday June 18, 2015 The Isolation Factor Martis
All of us know that when an employee feels isolated, he quits. The more employees that feel isolated the higher your churn. Most companies don’t have the opportunity to kill this feeling of isolation before an employee leaves, primarily because they don’t have a simple and effective tool in place. Dr. Donohue’s trademarked mentoring system provides managers, directors and VP’s with this tool, allowing them to reduce their churn of these valuable team members by 50%. Dr. Donohue’s research first started in 2007, found that mentoring, when structured, measured and standardized, is a tool for corporations to shift behavior and provide a successful roadmap for change because mentoring kills the Isolation Factor. To demonstrate the Isolation Factor and how to kill it in your corporation, Dr. Donohue will share with you highlights from her now famous case study of Mike and Kalvin a mentor and mentee from Walmart. Dr. Donohue will explain why the Isolation Factor occurs and use data to show you how you can increase retention and engagement to break the glass ceiling. She will share tips from her book the Donohue Mentoring system to help you design a mentoring program that breaks barriers reducing the Isolation Factor. Overlooked Operational Challenges in Gaming with Significant Effects on Revenue Generation Saturni After the completion of many operational assessments and performance improvement initiatives it has become clear that gaming facility performance improvement with significant impact on property revenues lie in the fundamentals surrounding “the execution of standard work”. Ironically, these challenges and opportunities are completely within the control of operational leaders and frontline staff to mitigate and require little to no capital expenditures to correct. Further, these conditions exist not because senior leaders are out of step with their businesses, but rather because communication and information required in different parts of the operation are not flowing from senior leadership, through middle management to the front line and back up. This same issue means that senior leadership may not really know the problems even exist. This session examines three common operational challenges I have observed that have become commonplace within the casino floor and include the execution of clear and consistent customer experience standards, inter-department communication, handoff’s and execution surrounding promotions and the execution of standard work required of leaders (particularly shift managers) that often fail to engage the frontline workforce. Fostering Employee Engagement through Leadership Saturni You’ve been there, possibly too many times: Participating in leadership development programs that skim the surface and teach textbook answers that may not be applicable in the real world (or our world). Legendary Leadership Essentials is different! It is a personal, experiential journey of reflection, a catalyst for developing conscious leaders and teams. Leaders are tasked to truthfully confront their style, tendencies, behavior, and quality of relationships in the team. Most importantly, it provides activities to practice how to coach for peak performance, alter their behaviour and style to the situation, and communicate within a genuine and personal approach: Get, Guide and Root (GGR) with authenticity for impact with each other and those they lead. It’s no secret that leadership drives the state of engagement for successful organizations. Think of a highly engaged team and there’s a strong likelihood a leader will come to the forefront who is coaching for success, setting clear goals, empowering others providing open and honest feedback, and making the winners feel valued. Interested in learning about some effective and engaging tools and programs that have been executed within our changing environment that assist our leaders to Get Guide and Root for their team members? Want to know how we have increased our employee involvement in the community? Or maybe you would like to learn more about some culture practices that have truly laid a foundation to produce improvements in team dynamics, climate of trust, performance, and results. What’s engagement like at your place of work? What could the leaders being doing differently? We live in a world where retention, resources and goal-directed action and recognition executed within a changing environment, are the keys to maximizing results.
