utumn is very much like a new year in the association business world, and I expect the same is true for many contractors. Summer is typically the high season for construction when everyone is in high productivity mode bringing projects to completion. When fall arrives, the focus shifts: vacations and holidays are mostly done, staffing is at full complement, and attention turns to new projects and the alignment of resources to address those new deals. Much is the same for us at MCABC. In July and August, meetings slow down, offering our volunteers a much needed break, and permitting everyone to concentrate on getting their own jobs done. Staff also try to take their holidays while tidying up the work of the previous months, before starting to organize in preparation for a typically busy fall. Every autumn, a renewal takes place with your board of directors as well. Most recently, your board of directors has completed the annual MCABC strategic planning session. The most significant outcome of the directors getting together is the achievement of a shared vision of the association’s purpose, and a consensus on a clear direction for the immaking_It_Easeir_opt2:Layout 1 16/02/2010 4:56 PM Page 1 mediate and medium-term future. in today’s world, faces many challenges. What this organization has, irrespective of all others, is a specialized, trained, and dedicated community comprised of all the mechanical trades. Your board has reinforced the belief that regardless of an increasingly complex industry (construction and a difficult and competitive marketplace), this organization will continue to grow its membership and assemble the necessary resources to both weather all storms AND succeed in its mission. The mission, simply put, is to advocate for our sector, educate our people to be the best, and be the primary resource to support our members in their businesses. I suggest what should be encouraging to all is the knowledge that your peers are committed (and of one mind) with regards to completing the mission and making this vision real. Talk without action means little. The strategic planning session has led to the re-establishment of two important task groups/committees: membership development and education. While these functions have had considerable focus the past two years, guidance from membership and the board is required. In addition, MCABC continues to be active on the government relations front in two main areas: prompt payment legislation and FortisBC’s discreet energy systems projects. While a considerable amount of time and resources has been written on the latter, an update of our efforts to seek clarity from the regulated business of gas utilities will be covered in greater detail in later communications. Meanwhile there’s good news from the prompt payment legislation front. Recently the National Trade Contractors Coalition of Canada (NTCCC) met in Richmond, in part to provide an update and support to the Council of Trade Contractors Associations of B.C. (COCTA). In the process, we heard an update on the status of the Ontario effort to pass this legislation in that province. In attendance were several COCTA member associations represented by both contractors and managers alike. The Ontario legislation, first introduced as a private member’s bill, has received second reading and been forwarded to committee for review. NTCCC representatives indicated that their preference, to advance the legislation more quickly, is to have the current Liberal minority government adopt the bill as its own. A lobbying effort is currently underway to assist that conversion. Here in B.C. the job has just begun. Trade associations received a lift when BCCA president Manley McLaughlin, who joined the meeting to discuss possible partnerships with the trade associations, announced his organization’s endorsement of the project and expressed a willingness to assist COCTA’s efforts. Details of this arrangement have yet to be announced, but there was general agreement among those present to develop a memorandum of agreement between groups to work together with all affected parties to convince government of this legislation’s virtues. First steps may also include re-structuring COCTA as an NTCCC-BC version in order to represent a common brand and message to government. PM

eather was undoubtedly the story of the summer this year in the Lower Mainland. So consistent were the warm, sunny days, at times it seemed like it would never end. Fortunately for us, this warm weather trend paired nicely with many of MCABC’s late spring and summer association activities in the great outdoors. This past September, MCABC wrapped up its eighth golf tournament of the season. I guess you could say that many of us at MCABC were clearly born with the golfing gene. While these golf tournaments take us out of the office for a day, they are certainly a platform for MCABC members’ business. Golf is also a social engagement — a networking tool enabling the membership to come together and to meet and greet staff, board and committee members, competitors and suppliers, absent the burdens of the regular workday challenges. Through our fundraising initiatives, MCABC golf tournaments have given our membership one more opportunity to contribute to the broader community of charities and community services. This year being no

different than tournaments past, our generous members have opened (and continue to open) their wallets in support of many heartfelt organizations and beneficiaries. This year, MCABC’s annual golf tournaments reached new levels of fundraising success. Our eight provincial tournaments raised an unprecedented total of $8,740 to be donated to our eight selected charities of choice. In other fundraising news, MCABC’s half marathon & 5K Run for Well-ness was an unbelievable success! As many of you already know, MCABC has been diligently fundraising for an international charity called, Operation Eyesight. This organization builds fresh water wells in developing countries, as a means of eliminating the spread of contagious diseases and avoidable blindness caused by unsanitary water reservoirs and poor living conditions. Operation Eyesight addresses the root causes of avoidable blindness by ensuring access to clean water. Earlier this year I assembled a team of runners, registered for a summer half marathon & 5K, and called our team’s effort a “Run for Well-ness”. Many of our runners loved the experience so much, that they are eager to form a running team and do it all over again next year. As for the money raised for charity, not only did we reach our fundraising goal of $15K, we surpassed it! In fact, MCABC’s Run for Well-ness raised a grand total of $20,000 for Operation Eyesight — enough to construct four complete wells in Zambia. This past September, Dana and I had the pleasure of attending MCA Canada’s annual conference in Manitoba. Despite the distance, Dana and I are always pleased to see fellow MCABC members represented at these national events. Thank you to MCABC members from Northland Mechanical, Altac Services, and BC Comfort for proudly representing our association amidst the national crowd. With the winter months at our doorstep, MCABC staff are already busy getting ready for a new calendar year of fantastic seminars, educational courses, and engaging social events. We’ve achieved many successes this year, thanks to our dedicated members, board of directors, MCABC staff, and community partners. With such a committed group of association supporters, I look forward to seeing what the new year brings. In the meantime, enjoy your winter holidays, and we’ll see you all at our annual Christmas Open House. PM

green school By Steve Weatherbe

T

hree years in the making, the Nak’azdli Band’s new Nak’albun Elementary School in Fort St. James is welcoming its first 115 students this September. Designed by Evans Architecture, the 25,000 square foot building design is based on green building principles featuring natural ventilation and a geo-exchange heat source. As students settle into their new classrooms, the finishing touches are still being done by some of the 52 sub-contracts. That includes RL7 Mechanical of Williams Lake and J.C.Waterworks of nearby Vanderhoof, which each landed $2-million shares of an overall $12-million contract with the Nak’azdli. “Why so many trades?” ponders J.C.Waterworks owner Jim Moon. “I think they knew that the contractors around here would have been overwhelmed by the scale of this project if they had been doing more than one part of it.” Several successful bidders, his own firm included, had the experience to do several other components of the job. Why three years? Winter is one reason, plus the lack of urgency, since the band’s existing school was still usable. “We just decided that working through the winter wasn’t necessary,” says Moon. Fort St. James sits under 20 inches of snow all winter. J.C. Waterworks performed all the civil work including foundations, sewers, natural gas as well as electrical conduits for the school, its parking lot and driveway, and laying the pipes up to the building, where other trades took over. One challenge with the site was drainage during construction given the 269 mm of rain the town gets during the work season. 6

Plumbing & Mechanical | FALL 2013

“Because I’m originally a pump guy,” chuckles Moon, “I know when I don’t need a pump. [Instead, we created a gravity system], to collect the rainfall, pass it through a ‘French Drain’ of large rocks, and into a retention pond.” The retention pond raised a second challenge: site contamination with diesel fuel residues from the school’s heating system over many decades. “Certainly in the past people weren’t as careful as they are now about such things,” says Moon diplomatically. The drain water proved to be clean, however, so using a pump in the end, the pond was emptied. But concern about contaminants over the long term was addressed in the design. A specialist contractor came from Edmonton to lay a rubber seal beneath the structure’s concrete slab to repel toxic diesel fumes, while J.C. Waterworks’ crew laid a network of perforated pipe between the slab and flooring — to collect anything that got through the rubber and concrete. A fan vents the pipe outside, where an attached monitor is showing. So far, the vapour management system has not collected or had to abate any contaminants What the J.C. Waterworks crew did turn up was artifacts from the early days of Fort St. James, before the first townsite of log cabins was bought by the Catholic Church for the original school and Our Lady of Good Hope Church, built in 1857 and still standing. “We found the shoemaker and turned up a bunch of shoes, and elsewhere some enamel cookware,” says Moon. The church was an issue or rather its towering steeple. “My contract called for me to build a driveway near it, including drainage, but I refused to do it. That steeple is 100 feet high. I didn’t want to bring it down. The church foundation is just wood,” he said. The plans were redone.

cover story

Working on a project this big for this long has its downside. “The good news is what it does for the firm’s bottom line,” says Moon. “The bad news is that we’ve had to neglect our service work, which is our bread and butter when there are no contracts.” Moon tried to find a journeyman plumber to do repairs but failed. Happily, because gold and copper mining has been booming in the region, work has been abundant. And as the Nak’albun job comes to an end, Moon has been bidding again, and is waiting word on at least one likely prospect. Moon and his wife started a plumbing firm 31 years ago and sold it a half dozen years later and started J.C. Waterworks. While “pumps and hydraulics” were his first specialities, he has needed to diversify to keep his company viable. Another crucial player on this project was RL7 Mechanical owned by Ron Whittingham, which won the contract to install the plumbing and innovative, integrated, radiant floor heating and venting systems. Likening the heating and ventilation system to a wind tunnel, foreman Quintin Duhamel describes how the design called for a three-storey-high wooden tower to be built between the renovated gymnasium and entirely

new school that used the convection created by strong and constant winds blowing off Stuart Lake to draw fresh air into both structures, distribute it through vents in the building’s four-foot thick concrete slab to all the rooms and on outside. Passing through the slab the air is heated by the hot water pipes embedded there, which are also heating the floor itself. Kai Laukien of Linear Services of Prince George, who helped Whittingham’s crew set these systems up, explains how the water is heated in two ways: primarily by a geothermal system using pipes buried under the school’s soccer field filled with an environmentally-benign heat transfer fluid to tap ground heat. A heat pump then transfers the heat into the water circulating through the slab. A second heat pump reverses the process. A boiler heated by natural gas provides backup while a computer monitors and optimizes the system. School principal Diana Erickson says students and staff are all “thrilled” with their new school, which has a capacity of 160 in eight classrooms with space for another 30 children in a nursery. Funding came from Aboriginal Development and Northern Affairs Canada and the band itself. PM

usinesses usually do one of two things during economic downturns: they downsize, or they hunker down and try and improve efficiencies using existing resources. Angus Macpherson, president of Victoriabased Cairnview Mechanical Ltd., pursued a third option in 2008: he expanded his plumbing and HVAC services, which involved investing in new equipment, staff and licenses as well as obtaining new clients.

8

Plumbing & Mechanical | FALL 2013

The long-time MCABC member admits his bold move caused him plenty of sleepless nights, since Cairnview was better known throughout Vancouver Island for serving the new construction and renovation markets. But not only has Cairnview survived the bleak years intact, it is now ideally positioned to take full advantage of the upturn. “When I decided to expand from working on construction and renovation to also become a

service/repair/maintenance specialist, my colleagues thought I was crazy,” he says. “To me it made perfect sense: who better to act as facility caretakers than the people who helped build the facilities?” Although Cairnview is relatively young (it was founded in 2000), Macpherson obtained a Building Technology diploma in 1981 and was immediately hired as an estimator and project manager for Canem Systems. He then moved to Clemco

Cairnview staff.

Plumbing and Heating Ltd. in 1987 as estimator and operations manager, and three years later he opened Cairnview with the aim of working with, instead of for, customers. Today, Macpherson attributes the steady growth of Cairnview to this relationship-driven philosophy, which applies to staff and suppliers as well as clients. Macpherson also credits his 10-year-plus membership with the MCABC for helping to maximize his effectiveness. “MCA provides us with relevant construction industry news, specific to the many challenges facing our trade discipline,” he says. “Information and knowledge transfer is offered to members on a variety of topics, enhancing our competitiveness and profitability.” He adds that being a member has also enhanced his credibility and respect from peers within the business community. As a renovation specialist, Cairnview has worked on many high profile projects on the Island, including The Monaco, a deluxe condominium heritage conversion in downtown Victoria. It was also the prime mechanical contractor selected for the landmark Railyards mixed use commercial and residential developments (it has completed over 180 residential units at this site since 2005, with work encompassing all plumbing, heating and ventilation services as well as infrastructure site servicing for all phases of work). Cairnview has also been involved with numerous LEED projects, including a LEED Gold office facility at the site of the old Clock Tower Building on Victoria’s Fort Street that incorporates a multistack staged chiller combined with water loop source heat pumps and a fully automatic energy management system of direct digital controls, for maximum building environments efficiency. As Cairnview becomes better known as a service/repair/maintenance provider, Macpherson is enjoying his new role as a facilities `caretaker’.

“It meant taking on a new union — Local 516 — as well as increasing our field crew to 14 not to mention seeking out maintenance agreements,” he says. “It was hardly a walk in the park, but I knew in my gut that what we were doing is right. As a result, we’ve obtained really good clients ranging from CIBC and Starbucks to Viking Air and Defence Construction Canada.” Cairnview has a 10 year service contract with DCC’s Fire and Life Safety training facility, which Macpherson describes as “a fascinating job because fires and flooding are being staged daily within the facility — and this requires pumps, fan motors and other HVAC components to be working at peak form.” Further enhancing Cairnview’s profile is its COR safety certification: in 2008, it implemented a complete Health and Safety Program and has achieved StarCor certification through the BC Construction Safety Alliance and WorkSafeBC. Cairnview is one of the first mechanical contractors in B.C. to earn this designation. Now that Cairnview has three revenue streams and the economy is picking up steam, Macpherson anticipates big work volumes overall. “For example, we’ll be ramping up soon for the Queen Charlotte/Haida Gwaii General Hospital replacement project, a LEED Gold undertaking that is shaping up to be our biggest job ever in the new construction sector,” he says. As Cairnview girds itself for the full brunt of the economic upswing, Macpherson takes a few moments to note phenomena that will impact the mechanical contracting sector in the near future. “Building information modeling and computer aided design are a few technologies that are game changers, along with advancements in modern materials and methods that `de-skill’ pipe joining methods — which reduces the need for as many highly trained mechanics required to install con-

ventional systems using older technology materials and methods, particularly in the residential sector. “Other impacts include the impacts created by shifting procurement strategies being implemented by “MUSH sector” (municipalities, universities, schools and hospitals) bundling projects under P3 and design-build. This approach tends to be an impediment if not an outright barrier for small to medium size businesses to participate in the traditional design tender and build process.” Where does Macpherson see Cairnview five years down the road? “Our plan for the future is to hit critical mass, to build up our net worth and be able to respond to even more challenging projects,” he says by way of conclusion. “In short, we want to be the pre-eminent mechanical contractor on Vancouver Island.” PM FALL 2013 | Plumbing & Mechanical

High efficiency plumbing fixtures By Paul D. Lichtenstein

T

he plumbing industry has come a long way since Alexander Cummings invented the first S-shaped trap for a water closet, and even further since Thomas Twyford introduced the first trapless toilet in a one-piece all china design in 1885. For years, there were few, if any, concerns about water consumption; in fact, water closets used 10 or more gallons of water per flush well into the 20th century. However, in 1992, the U.S. introduced the Energy Policy Act (EPA), which mandated a maximum of 1.6 gallons per flush (gpf). Prior to this, many manufacturers lobbied against the policy’s implementation due to concerns over performance. The EPA ultimately forced the hands of manufacturers, many of which were technologically unprepared, which soon led to the performancerelated problems they feared — double flushing, clogged toilets and clogged drain lines — and a major backlash in the marketplace against low-flow toilets. Over the past 20 years, manufacturers have caught up technologically with the requirements established by the EPA and gone a few steps farther, introducing 1.28 gpf, 1 gpf and even 0.8 gpf toilets. Many U.S. states and municipalities have followed suit and begun to pass laws mandating these higher efficiency standards. For instance, New York City now has a requirement that only high efficiency toilets be sold and installed in its five boroughs and Long Island, effective July 2012. This was a reaction to leaking aquifers and an over-taxed septic system. In an effort to evolve with the times, the plumbing industry has modified flushing configurations from single to dual flush options and even re-engineered trapways to accommodate lower flows. The majority of toilets in the U.S. are now classified as siphonic, which means they rely on the creation of a siphon as water is rapidly introduced to the bowl. Siphonic toilets use gravity and even pressure to create the best flush possible. They are characterized by smaller trapways and shallower bowls.

...the plumbing industry must continue to focus on water conservation...

Washdown toilets are more common in Europe and other parts of the world. These toilets use water to push the waste from the bowl and do not require a siphon to initiate a flush. They are characterized by larger trapways, a steeper bowl design and a smaller water spot inside the bowl. This effort to reduce flush volumes is, and continues to be, a direct reaction to growing concerns over less available water supplies. Sustained droughts, population growth and other factors have caused water supplies to decline across many regions of the U.S. In many areas, water is being rationed, landscape watering is prohibited and the economy is being negatively affected. To address this critical issue, the plumbing industry must continue to focus on water conservation at every level. PM Paul D. Lichtenstein is a manager at Sustainable Solutions International. He has more than 27 years experience in distribution management, manufacturer sales and logistics within the plumbing industry.

Creating a Green Competitive Edge By Tim Wentz Building Performance

T

he construction industry is changing rapidly and particularly so for mechanical contractors. In my 38-years of experience in the mechanical contracting industry, I can’t think of a time of greater change or one of greater opportunity. In fact, we are entering a “golden age” of construction. Why so optimistic about the future of our industry? Three emerging trends will fuel this changing landscape. Even more importantly, mechanical contractors are uniquely positioned to take advantage of these changes and create a competitive advantage for their firms. Peering into my trusty “crystal ball,” three interrelated trends will change our landscape: • A movement towards integrated design • A new reliance on building performance •B enchmarking of energy use through building labeling Integrated Design

Technology, as much as anything else, is enabling the move towards truly integrated design. The BIM environment is expanding rapidly and adding new capabilities to building models. Software applications are being developed to allow a BIM model to produce energy models, material and labour take-offs and other similar products from the same common database. The ability to work hand-in-hand with architects, owners, engineers and maintenance staff will be the key to designing and constructing a truly sustainable building that focuses on building performance. There will be no other way to meet the energy codes and regulations of the future without applying integrated design to all of our projects. Mechanical contractors willing to invest in the integrated design process and technology will be positioned to exceed client expectations, thus creating a competitive edge.

Our industry’s historic reliance on prescriptive performance criteria (buy ‘X’ boiler at ‘Y’ capacity) has often limited our ability to deliver a high-performance building. My crystal ball sees a much different future where the actual performance of the building is the criteria by which all parties to the contract are held. Building performance can be measured in many different ways, including energy consumption and indoor air quality (which are often related, by the way). I know what the reader of this article is thinking; “Gee, that is nice, but we all know that unless the building is operated and maintained to highperformance standards, it will never perform the way the engineer designed it or the way the mechanical contractor installed it”. This is absolutely correct, of course. If our industry is to successfully navigate this sea-change, all elements of the built environment will have to work together with a common focus on building performance. Truly focusing on building performance isn’t possible without a similar focus on integrated design. This is a completely different mind-set and will require mechanical contractors, as well as the other parties to the contract, to view the project holistically and avoid many of the shortterm techniques we have used in the past to our client’s detriment. Building Labeling

The second question the reader is probably asking themselves at this point is, “Well this is all great, but how do you plan on measuring building performance”? Great question; glad you asked. ASHRAE, a global society of volunteers advancing the arts and science of sustainable buildings, has developed a Building Energy Quotient (bEQ) labeling program applicable throughout North America. In ASHRAE’s bEQ program, a building can receive either an In Operation or an As Designed rating. The In Operation rating

is based upon the building’s actual energy consumption over the past 12 to 18 months and compares that data to similar buildings from similar climate zones. The As Designed rating is based upon projected energy consumption generated through modeling and is also compared to similar buildings from similar climate zones. The numerical value generated by the In Operation or As Designed program is then translated into the easy to understand ‘A’ through ‘F’ rating that everyone is familiar with. This is another area where the mechanical contractor can gain access at the ground floor of an emerging trend. Moreover, the tasks involved in either rating are tasks mechanical contractors are particularly well suited to perform. Who knows more about how mechanical systems are operating and being maintained than a mechanical contractor? Another significant benefit of the ASHRAE bEQ program is that it develops a relationship between the owner and the building energy professional, an ideal role for the mechanical contractor to fill. The bEQ program is backed by the science and reputation of ASHRAE, empowering the client with the confidence to make good decisions concerning energy consumption, system renovations and complying with future regulations. What better way to develop a long-term relationship with a client and develop a competitive edge? On this point my crystal ball is clear. The future of our industry is exciting and contains opportunities well-suited for the prepared mechanical contractor to exploit. PM Tim Wentz is currently an associate professor of construction management at the University of Nebraska and previously spent 19 years as a design/build mechanical contractor. He is a longtime volunteer for the Mechanical Contractors Association of America (MCAA) and ASHRAE, where he serves on the bEQ Committee.

Promoting Skilled Trades Education It’s time we had an education system that is geared towards skilled trades. By Michael Geoghegan

I

f there is one thing the recent provincial election made clear, it’s that blue collar jobs still matter in British Columbia. Premier Christy Clark, did many a photo op while sporting a hard hat, while NDP leader Adrian Dix suddenly announced that he was opposed to the twinning of the Kinder Morgan pipeline. The “Kinder surprise” as it has come to be known in political circles took the BC NDP from a twenty point lead to a devastating upset electoral defeat. It was a clear message from voters, especially middle class and blue collar workers that they wanted a government that was friendly to business investment and resource sector development. This is because most people understand that the resource sector and construction trades are one of the few areas where a young person can hope to obtain the kind of job that allows them to live on and perhaps even start a family. Those jobs used to be plentiful but now with low paying service sector jobs burgeoning and manufacturing jobs all but non-existent, it is the skilled trades person or contractor who now has the best chance at making a middle class income. The time has come where a skilled trade is more valuable than a university degree yet our education system continues to behave as if the exact opposite was true. A study from CIBC World Markets, by Benjamin Tal and Emanuella Enenajor, says that Canada has the highest proportion of adults with post-secondary degrees in the developed world. Yes there are still areas of study such as engineering and medicine where graduates can still expect to make high incomes, but for many other graduates all they are left with is a significant amount of debt and very little in the way of enhanced job prospects. In fact if you are a fine arts graduate you can expect to earn less than if you are just a high school graduate and as the CIBC study states: “Narrowing employment and earning premiums for higher education mean that, on average, Canada is experiencing an excess supply of postsecondary graduates.” At the same time we are experiencing a shortage of skilled trades persons. Why has this happened? For one reason over the past 50 years, there has been far more in the way of resources directed towards universities than institutions that teach skilled trades. For another there was this erroneous assumption that in the 21st century automation would

replace all the jobs where you might get your fingernails dirty. Yes you can use a robot to weld a car on an assembly line, but it doesn’t work so well in terms of running medical gas lines through a hospital. On the other hand no one envisioned a world in which computer code writing, accounting and even legal services would start to be outsourced to low paid but well educated people in places like Bangalore India. In recent years there has been a growing movement to bring in skilled workers from other countries and in other instances there has been a movement to undermine the red seal certification program. These are short term fixes and in the long run damaging to Canada’s economy and public safety. What we instead need to do is have a public education system that encourages people to become skilled tradespersons. That means having well equipped and well funded wood working, metal, electrical and mechanics programs in all high schools throughout British Columbia. It means turning the focus of our colleges away from being wannabe universities and towards skilled trades and designing curriculum in conjunction with British Columbia’s contractors, unions and the Industry Training Authority so that credits and courses are readily transferrable. We need to have post secondary institutions that are more responsive to the market place so that funding priorities line up with where the job market is at. High schools and post secondary institutions also need to be far more aware of what jobs are actually in demand and be far more forthcoming with providing that information to students. Why is it that most students graduate from highschool and even university without a clue as to how to start a business, the power of compounding interest, or even what they should study in order to maximise their chances of being successfully employed? As consumers of increasingly expensive post secondary education, students should have the right to make informed decisions including which course of study gives them the best chance of paying off their student loans without going bankrupt or ending up as part of the growing ranks of the working poor. By fostering skilled trades and greater business acumen we will also increase the number of successful small business owners. This is critical as this is the group that, outside of government, does most of the hiring nowadays.

The view and opinions expressed herein are those of the author. They are not endorsed by MCABC and do not necessarily reflect the views of MCABC, its board or executives.

The time has come where a skilled trade is more valuable than a university degree... I know that my own son who is still in high school, is far more interested in making money in the oil patch than he is in being another post secondary student with a crushing debt load and meagre job prospects. He wants to develop skills and work experience that will make him valuable not just in Canada but around the world, more young Canadians need to follow his example. PM Michael Geoghegan is a government relations consultant based in Victoria, B.C.
