FRPO IN PROFILE History FRPO is the largest association in Ontario representing those who own, manage, build and finance residential rental properties. Our membership includes a diverse group of owners and managers, from those with one small building or a single rental unit, up to the largest property management firms, institutional owners and managers. The association also includes our colleagues and partners in industry, including service providers, suppliers, and consultants. With more than 2,200 members in every area of Ontario, and with over 350,000 homes, we represent the full spectrum of the industry in Ontario.

Our Mission Our mission is to provide the highest quality services to our members through education, policy development and advocacy. We will do this through: • Upholding public policies that support the availability of quality housing • Protecting the rights of private sector landlords and property managers while helping them profit from their investment in multi-residential real estate • Informative and educational training sessions on regulatory issues and industry best practices • Promoting industry best practices, fair conduct and professional standards of our members • Fostering better communication and information sharing among members • Educating government, the media and the general public on the critical role of the private sector in the supply of well-managed and maintained rental accommodation

MESSAGE FROM THE PRESIDENT TONY IRWIN For decades, FRPO has been the leading voice for quality rental housing in Ontario. During a unique and challenging time our members remained committed to providing excellent resident services while navigating a complex and stressful environment. I would like to acknowledge and thank building operators and staff as you continue to stay vigilant in your approach and practices regarding the health and safety of on-site staff and residents. The FRPO community takes great pride in our ability to come together in times of adversity and supporting those who need it most. Now, with the worst hopefully behind us, I believe we have the right ingredients to make a strong impact as we head into 2022. We are in this together and it shows! As we prepare for a new, post-pandemic realty we remain focused on our advocacy efforts at Queens Park and growing awareness around the value of our work. We have also taken steps to strengthen and align our knowledge with other industry organizations and partners as we continue to work collaboratively, sharing and creating new ideas to seek future oriented opportunities and further improvements in the rental housing sector. We believe we have the right long-term plans and strategy in place that embodies a mission our members and supporters can rally around and be proud of. Over the past year, we have seen our association grow as we continue to welcome new members. We pride ourselves on our virtual and in-person networking events, educational sessions, and government relations updates. We are focused on providing proactive advice to our members and our priority has and always will be, member experience and engagement. Our team will never waiver from our commitment to delivering quality resources and services to our community. We always welcome and value your feedback as it helps us develop and implement new initiatives to assist with your operations going forward. In the summer months we introduced our ‘Diversity, Equity and Inclusion’ Webinar series. As rental housing providers we play a principal role in providing safe, secure, and equitable housing to people of all backgrounds. These sessions allowed for a broader perspective, and a fruitful discussion on the opportunities to raise awareness. FRPO is committed to continued learning and fostering a diverse and inclusive workplace. As we continue to grow our Let’s Build Ontario campaign, we are focused on a few factors that will help us reach our main goal: creating more housing supply to meet the growing demand. With our rapid response protocol, we succeed in showcasing a balanced perspective to our audience and potential supporters. We also look to continue raising awareness and share solutions on the supply crisis through detailed LinkedIn articles. In the coming year, we will collaborate with passionate supporters to help us inspire positive change for rental housing providers and residents alike. I would like to express my sincere gratitude and thanks for your cooperation and ongoing support. We would not be where we are today without the trust and dedication of our members and sponsors. WELL-POSITIONED TO BE CANADA’S LEADING MULTI-RES ESG CERTIFICATION PROGRAM The 2020/21 time-period, and the onslaught of COVID 19 (novel coronavirus), will certainly be one that we will all remember for many years to come. However, on the good news front, this has also been a period to be thankful for, as the world science community responded with the development of several effective vaccines to combat the virus. Coupled with the public’s overwhelmingly positive response to getting vaccinated, each day now provides us with further examples of returning to some sense of normality as we knew it before pandemic times. Multi-Res Industry Transitioning to Environmental, Social, and Governance (ESG) Mainstay The dominating focus on COVID 19 (C-19) made it is easy to overlook another major transitional change being adopted by Canada’s major players taking place across the multi-res industry – the adoption of Environmental, Social & Governance (ESG) as a mainstay strategic component driving their business & risk management operations. The E in ESG refers to environmental criteria, and includes the energy your company takes in and the waste it discharges, the resources it needs, and the consequences for living beings as a result. The S in ESG, refers to social criteria and addresses the relationships your company has and the reputation it fosters with people and institutions in the communities where you do business. The G in ESG, refers to governance, and reflects the internal system of practices, controls, and procedures your company adopts to govern itself, make effective decisions, comply with the law, and meet the needs of external stakeholders. FRPO’s CRBP – Recognized ESG Industry Accreditation program FRPO’s Certified Rental Building™️ Program (CRBP) is part of GRESB’s list of recognized and approved green building certification programs. Certification (in the CRBP) can and is being used to impact overall GRESB scores and performance. FRPO’s CRBP offers a six-pronged focus on Human Resources, Resident Operations, Building Operations, Financial/Risk Management, and Environmental Management, as well as State of Condition Standards. It Standards are strongly align with ESG principles. FRPO’s CRBP remains North America’s first and only quality assurance assessment and certification program for the multi-res rental housing industry. It is uniquely positioned to provide its members, and the industry with a low-cost ESG-approved certification program.

2021: PRESERVE, PROTECT, AND DEFEND

Complicated. That is the best word to describe the past year in the world of government relations. The LTB was open. Then it closed. Then it opened again, only to close. In no small part due to FRPO’s advocacy efforts, it reopened. And stayed open.

Given that the Ford Government would not reverse course on its 2021 rent freeze, we successfully lobbied for those legislative changes to only have temporary impact. In June the government published a return to the Annual Guideline for 2022, with the legislated formula producing an increase of 1.2%.

On another positive note, new members have been appointed to the Landlord and Tenant Board which brings the current compliment to 92 (and counting)! In hearing from our membership, we are advocating for the return of administrative support to Board members in issuing orders to relieve this bottleneck in the process.

In September, a number of RTA amendments came into force. The legislation aims to improve the relationship between good rental owners and good residents. Key changes include the following: Landlords will be able to seek compensation for unpaid utilities, rent and/or damages from former tenants (up to 1 year after tenancy termination)—these disputes would be handled by the Landlord and Tenant Board and not through the Courts Allowing landlords to recover costs for certain tenant misconduct (like a tenant unreasonably pulling a fire alarm)

Between now and June 2022, our goal is to preserve the policies that keep our industry operating, protect the interests of our members in dealings with government and opposition parties, and defend the progress we’ve made through the passage of Bill 108 and changes to the Residential Tenancies Act. Preventing the silly season of election politics from interfering with good policy is of utmost importance. Since the start of the pandemic (and frankly well before that), our members have done their part to keep Ontario’s purpose-built rental housing sector working for the people. We hope those in government and other political parties do the same.

BETTER TOGETHER: INTERVAL HOUSE UPDATE

MESSAGE FROM FRPO: On September 13th, FRPO members participated in the 2021 FRPO Charity Golf Classic held at the Country Club in Woodbridge. This annual event supports Interval House which is Canada’s first centre for abused women and children. After the cancellation of the 2020 tournament due to COVID-19, it was wonderful to bring everyone together safely to raise funds for a great cause. While there were several changes this year to ensure the safety and enjoyment of our players, one important tradition remained the same. We are pleased to announce that this year’s tournament raised over $63,000 which will directly benefit Interval House’s innovative and specialized programs. FRPO and its members are proud to support the shelter’s lifesaving work to ensure access for women and children seeking refuge after experiencing family violence.

MESSAGE FROM INTERVAL HOUSE: Our Gratitude We are truly honoured for the continued partnership and support from FRPO and its membership. To date, you have raised $700,000.00 for our innovative, specialized services that help women survivors of intimate partner violence and their children transform their lives and break the cycle of abuse. For many of you, your investment extends beyond financial aid including providing rental units at rent-geared-to-income options, employment opportunities, and collecting new toys over the holidays. We are so grateful for all you do for Interval House. Remaining COVID-19 Free Interval House remains committed to the health and safety of women experiencing intimate partner violence. With the rates of domestic violence increasing by 30% since on the onset of the global pandemic, our life-transforming programming is needed now more than ever. Through the support of community, including FRPO and its membership, we have been able to develop five isolations suites for families who may need to quarantine. Many other shelters use hotel rooms when their clients need to isolate however for women escaping abuse, a hotel can be a frightening place without support and security. While in an isolation suite, which are equipped with an ensuite bathroom, mini-fridge, microwave, TV, books and much more, women and their children can still benefit from check-ins, counselling, and programming. Through our resiliency and preparedness, Interval House has not had a single case of COVID-19. BRUISED FRUIT In hopes of providing more awareness to women who may be in danger and isolated during the pandemic. Interval House created the “Bruised Fruit” campaign, to reach women at the one place they can go to get away from their abuse: the grocery store. The campaign, which took place during July and August at Toronto’s ‘The Big Carrot Community Market and Unboxed Market’ featured a free stand of bruised, over-ripened apples. What made these apples unique, is each had a produce sticker with a fact around domestic violence- such as, “During the pandemic, some abusive relationships have become more physically violent.” Most importantly, the produce sticker allowed us to provide crucial information, such as our 24/7 crisis line, in a discreet way that could be easily concealed from an abuser or passed along to friend or family member. This is one of the innovative ways Interval House, with FRPO member’s support, is protecting women who are fleeing intimate partner violence.

Free Legal Information Service All FRPO members have access to our free legal information program. This popular member benefit is designed to assist rental housing providers with a specific question or concern regarding landlord and tenant issues. To access the Legal Information Service, please email your detailed question to legalinfo@frpo.org. Answers are normally provided within 3 business days. This service is available Monday – Friday during regular business hours. Please note that this service is intended to answer questions about the Landlord and Tenant Board process, Residential Tenancy Act forms, do’s and don’ts for tenant screening, recourse for lease violations, and other questions directly relating to the Residential Tenancies Act. Examples of typical questions include things like: Can I stipulate a no-pet policy in my lease? What is my recourse if a tenant damages the unit after their tenancy has ended? What can I do about a vehicle in the parking lot that has not been registered with the property management office? All questions must be directed to the Legal Information Email at legalinfo@frpo.org. Please note this service is designed to provide members with legal information of a generalized nature related to rental housing tenancies, and does not constitute legal advice. FRPO is unable to provide members with specific instructions on how to proceed on a tenancy matter as that would be considered legal advice, and would be in contravention of the rules set by the Law Society of Upper Canada. Check your file number to make sure you email the right office. You must include your file number in the subject line of your email.

The LTB will delete these types of emails without answering them: • Questions about problems you are having with your rental unit, landlord or tenant. Instead, check out our FAQs, brochures, or call us at the number above. • Emails to the LTB to file an application. You may be able to e-File your application or you can file your application another way. • Emails to pay for LTB services. Pay in-person at an LTB office, or send the payment to the office by mail or fax.
